Jasper County Supervisor Brandon Talsma
Residence: Rural Newton a couple miles Education/Employment Background: I graduated from Pella Christian High School in 2005 and have an Associates Degree in Criminal Justice with an emphasis in Homeland Security from DMACC. My fulltime job is Land and Wildlife management and work part time on a farm in the spring and fall. Tell a little about yourself and family: I was born and raised on my family’s farm here in Jasper County. Immediately after graduating from high school I joined the Army. I spent 6 1/2 years in the 1st Infantry Division and deployed twice to Iraq. While in the Army I met my wife Holly and have been married for 11 years. We meet through a mutual friend shortly before I deployed to Iraq for the first time in 2007 and married shortly after I returned. I would not have been able to get through the campaign or get elected without all her help. We have five kids ranging from 8 years old to 5 months. Why did you decide to run for supervisor: Joe Brock not running for re-election was my main reason. With Joe not seeking re-election I wanted to make sure somebody with agricultural ties remained on the board. I also saw a lot of things going on, or not going on, in the county I felt should be. From a lack of a proactive approach on our gravel roads to a lack of development in the county. Jasper County has remained pretty well stagnate since the 1950’s and when you have the Des Moines Metro just 20 minutes down the interstate growing the way they are there is no reason we don’t try to cash in on that as much as Jasper County can. There also seemed to be a lack of priorities established in the county such as roads, law enforcement, economic

development, an outdated comprehensive plan and illegal dumping. I honestly didn’t like the way the county was starting to look or what shape it would be in for my kids. I believe leadership, on any level, needs to be proactive in every aspect and always have the long-term goal and outcomes in mind. What have you learned during your first few months in the role: It’s kind of hard to narrow down. I try to approach everything with an open mind and learn something new every day. My first realization was that as prepared as somebody may think they are it is baptism by fire as soon as you swear in. I realized early on that I would have to improve my time management skills in order to fulfill this role properly. Between responding to citizens, a variety of meetings or classes and trying to accomplish larger projects allocating my time properly is vital. Also, a person, in any elected position, needs to always keep in mind what the consequences of any decision they make may be. Not just the short term consequences but the long term ones as well. Before deciding anything, I must always have that in the back of my mind. Do you have a goal for your time as a supervisor: First and foremost, putting in place a long-term comprehensive plan for our gravel roads. Developing and implementing a fiscally responsible and sustainable plan that will address the state of the gravel roads and get them back to the level that they should be. Next, I would like to work towards a fully funded and staffed Sheriff ’s department. Both areas revolve around public safety and I think that is the top priority any government body should have — the safety and wellbeing of its citizens.
My family has lived in Jasper County for four generations, my children are the fifth, and really my only goal is to leave the county in a better position for them than it currently is in. Jasper County and its communities are a great place to live and grow, I feel like so much is just passing us by. Since taking office we have gotten the ball rolling on redoing the comprehensive plan, signing the contract with the company just a couple weeks ago. We have been aggressively pursuing the issues with the gravel roads since late February and will continue to do so until we have a long-term sustainable plan in place for them. There are several different things that we have decided to play around with this year to try and figure out how we can stretch our dollars the furthest and attain the results we desire the quickest. What do you want people to know about you that they might not know: I don’t know what people may or may not know about me so here are just some fun facts. I’m heavily involved with Jasper County Pheasants Forever and have been for a couple of years. There is a book written about my unit’s deployment during the surge in Iraq called “The Good Soldiers.” I try to be proactive in everything I approach but at the same time not rush into anything. I am trying to be an open and accessible public official and respond to everybody who contacts me.

Washed out roads a common discussion point for citizens and supervisors Even though her Prairie City home is sequestered near the borders of roughly three other counties, Jodi Johnson knows when she has arrived in Jasper County just by looking at the condition of the roads. “As soon as you cross the Jasper County line,” she said, “the roads totally change.” Huge ruts carve into the roadways like a gash in need of stitches. Shoulders crumble and erode away, forcing drivers to think twice about positioning their vehicles anywhere close to the edge of the gravel roads. Some areas are thick with recently placed rock, a sign that crews have tried to fix the affected section. Meanwhile, tire tracks continue to dig uneven lines all over the dirt surface, searching for traction. Labeling herself as an “often caller” to the Jasper County Engineer’s Office, Johnson described unstable and possibly dangerous terrain in the more rural areas of the county. Any sign of moisture turns the roadways into hazards for drivers, with some of the more saturated areas being near impassable. “I almost took out somebody because you couldn’t get off to the side far enough for them to pass coming the other direction,” she said. Conceding that other roads in the county are in far worse shape than the ones near and around her home, Johnson still worries about the problems she and her neighbors face in the southwestern portion of Jasper County. Without a high center vehicle or four-wheel drive, Johnson claimed drivers’ cars may need repairs if they cruise over any of the deep ruts or potholes. Even when the roads have been “dry as a bone” they are still soft, Johnson said, and conditions are even worse when the roads get wet. Frequent rainfall in Jasper County this spring and summer have not helped in the slightest. Sometimes, she added, drivers can feel their vehicle sinking into the road. “I know some don’t even leave their house when it rains because they’re fearful of getting sucked into the ditches,” Johnson said to the Jasper County Board of Supervisors during its meeting May 21 inside the courthouse. “So I was just curious on the status of things are going.” What seems like every week for the past few months, citizens have been sharing their complaints and concerns about the gravel road conditions during the board of supervisors meetings. As of June, those conversations have begun to die down. However, Johnson’s worries are not the first to be heard, nor will they be the last. At the end of most meetings, the supervisors allow the public to offer their input and comments for just about anything. It could be a nuisance complaint Summer 2019 • Jasper County Living

or a compliment or a question or a request for updates regarding a specific project. But ever since the substantial snow melt in early March, citizens have aired their grievances about the saturated roadways they travel through every day, as well as the people who work to maintain the roads. Those who have visited the supervisors this past year argue the roads have never been this bad. Curt Heinselman, of Kellogg, said to the board, “We’ve lived where we’ve lived for 45 years, and until the last probably five or six years we never had gravel road problems like we’ve got now.” Amy Malek, also of Newton, said, “In the three years we’ve lived out there, I’ve never seen that entire stretch of road covered in rock.” Jack Topp, of Newton, read aloud a letter, written by his wife, that was addressed to Jasper County Supervisor Doug Cupples: “My husband Jack and I have lived in Jasper County since 1994 and have never seen the road in this poor of condition … Not only is driving through these rutted areas difficult, it is also dangerous while driving up and wanting to be on the right side of the road to avoid oncoming traffic.” Supervisors respond the same answers almost every time. It seems they’ve said all that they can say. Same goes for Jasper County Engineer Russ Stutt, who is often a target of citizens’ complaints. The Jasper County Supervisors said they frequently receive and respond to emails and phone calls from citizens about the roads. Jasper County Supervisor Denny Carpenter said to Johnson of her road concerns, “I know somebody will be out there to look at it. Somebody will.” Cupples added, “This board and Russ — it might not feel like it living out there — but we are aggressive to fix this problem.” The county often prioritizes the some of the very badly damaged and the heavily traveled county roads first. Jasper County Supervisor Brandon Talsma said he agrees with Stutt’s strategy to target the roadways that are a little worse for wear. “Russ’ guys are going pretty much nonstop trying to catch up with them and keep up with them and trying to get them addressed,” Talsma said in midMay. “We don’t have enough time, enough personnel or enough money to fix them all within a two-month timespan. We’re doing the best that we can.” In March, a devastatingly perfect combination of melted snow packs, thawed ground and heavy rainfall turned roads into mudslides. Soggy surfaces resulted in delayed response time to a garage fire in Reasnor that same month.

to call for an emergency meeting. To mitigate damages of B-level roads, the supervisors voted to approve an embargo on gravel roads for vehicles 10,000 pounds and heavier. The embargo could last up to 60 days. Travel was not advised. When the embargo had lifted, the supervisors estimated the county suffered roughly $853,321 of infrastructure damage from the flooding, which had also affected several other counties across the state. Out of Iowa’s 99
counties, 56 were listed — including Jasper County — in a disaster declaration issued in late March by President Donald Trump. Flooding most damaged county culverts and washed out gravel roads, some of which were pronounced closed by the county engineer. In May, the Newton Community School District alerted students and parents that bus routes would be hard surfaces only, which bus crews said was not commonplace.

Lookin’ cool by pool Swimmers should notice something about Maytag Pool this year by Christopher Braunschweig Maytag Pool looks a little different these days. A number of lifeguards noticed as soon as they walked through the main gate for a mid-May in-service training day. Returning staff breathed sighs of relief, thankful of the new changes designed to either spruce up the place or address some of the pool’s aging features. Others had already seen the major aesthetic changes that had taken place since the closing of the previous pool season. are the rehabilitated water slides on the northeast side of the facility. The once shabby and weatherbeaten accessories have been refurbished completely and given new coats of paint to enliven the look of the slides and the pool itself. Contractors with the Oronogo, Mo.based Slide Pros painted the old green tube slide into a vibrant yellow, while the gray flume received a dual-color scheme with a white interior and blue exterior. After the rehab job, it may be difficult for pool guests to believe those two water slides are more than two decades old at
this point. Community services manager Brian Laube remembers exactly when the slides and the surrounding pool basin were first installed in Maytag Park and were seen as replacements to the old facility. No, he wasn’t working for the City of Newton at the time 22 to 23 years. Curiously enough, he was the project’s inspector. “I was down there every day for that project,” he said. “I was down there for pretty close to a year from the time they started tearing the old pool out until the

Cont. pg 17 time the new pool was all done with the water slides and everything that we built.” Laube would not be involved with the pool again until he was hired to work for the city’s community services department a year and half ago. Knowing what the pool looked like when it was first installed, Laube reasoned Maytag Pool does not look its age today, noting the conditions of the pool deck and pool basin look “phenomenal.” Especially even more so after the approximately $41,000 water slide rehabilitation project and the subsequent smaller additions made to the pool that perhaps aren’t as apparent but are still necessary. Laube said new windows, poolside basketball hoop, pool deck benches, concession and ticket window awnings and diving boards. Likewise, the picnic tables and the mushroom-like in-pool features were refinished. “Overall, this freshens up the appearance of the pool,” Laube said. “It’s been 22 or 23 years since that was all done, so I kind of look at it like if you have a 22- or 23-year-old house. You’ll need to replace the windows, you’ll need to replace the furnace, you’ll need to replace a water heater. Things are wearing out, and that’s just kind of what we’re seeing with stuff that was installed back in the mid-‘90s.” Out of the $80,000 the city budgeted for pool improvements or upgrades, only about $10,000 remains for when staff decide to repaint the bottom of the pool after this upcoming season, which begins June 1. Conversations between staff and the Newton Park Board continue to brainstorm ideas for future Maytag Pool improvements. Laube said staff are looking at tearing out the concrete structure in the shallow end and possibly add a zero-depth play structure for kids. Talks of an in-pool climbing wall and inflatable play features have also been toyed with. Installation of a splash pad has probably piqued the most interest from staff and park board members, though final plans or a concrete direction for the project have yet to be confirmed by staff. Maintaining the quality of the pool is still very much a priority for staff. “If we continue to have an attractive, functioning city pool we need to keep addressing items, large or small, just to keep up the place appearance wise (and) safety wise and keep it up to code,” Laube said. “We don’t want it to get run down where it’s getting too far gone then people don’t want to put in any money to it or don’t want to come visit.”
