of the LCCOA Board

By Jeff Kuhn I am writing this month’s column in place of Geoff Vanderlin, who normally would have this responsibility. My name is Jeff Kuhn, and I am the chairman of the Lee County Council on Aging board. I would like to take this opportunity to both thank Geoff for his years of service to the council and to introduce his replacement. Geoff’s last day of service was February 13 with his well-earned retirement starting on Valentine’s Day. Best wishes to Geoff and his family in their new adventures.

Geoff’s position at the Lee Coun-

ty Council on Aging has been filled by Ms. Susan Lawler. Susan comes to us having previously served with the Carroll County Senior Service Organization. Her managerial responsibilities included supervising the Senior Center and the Carroll County Transit system.

Susan’s extensive experience includes not only serving on the Board of Directors for the Carroll County Senior Service Organization, but also acting executive

director. It is this prior experience and knowledge that made Susan an excellent choice to be the Executive Director of the Lee County Council on Aging. Her experience with the transit system will be a definite plus.

Prior to becoming involved with the Carroll County Senior Service Organization, Susan had 20 years of experience in management, marketing and sales in the retail world.

Susan also worked in the higher education world as a financial aid counselor and administrator for over 14 years.

Susan earned a Bachelor’s of Business Administration degree from Loyola University and is also a licensed real estate agent and managing broker in the state of Illinois.

We “think some company is overdue,” so join us for the Whiteside County Senior Center Frozen Ball! The event runs from 6 to 9 p.m. at Deer Valley Country Club.

We cordially invite you to our 2018 Frozen Ball on Friday, March 23. Guests will get to meet Queen Elsa and Princess Anna, receive a keepsake photo, enjoy various crafts and activities, enjoy a themed dinner, and dance the night away. You won’t want to miss this!

We have teamed up with Once Upon A Dream Performances to bring Queen Elsa and Princess Anna all the way from Arendelle to Whiteside County! Deer Valley Country Club will be transformed into a winter wonderland. Your little princess will be royally announced and welcomed to walk down the “blue carpet” where she will get to meet the guests of honor and have a photo taken by OTM Imaging.

The fun doesn’t stop there! We will have stations set up where guests will enjoy face painting, crown making (ever princess needs one!), snowflake ornament decorating, and wand or coronation ring decorating.

This is going to be a time of transition for the Lee County Council on Aging with Geoff leaving and Susan arriving. We will continue to strive to provide the best services possible. Get involved. Dance at WCSC We will also be hosting a dance here at the center at 12:30 p.m. Thursday, March 8.

We will have guest performer Roger Weis playing hits from the 40s, 50s and 60s. For $5, senior citizens can receive a ride from their home to the center, enjoy a delicious meal, and dance the afternoon away with friends. To schedule a ride, please call dispatch at 815-625-7433 by Friday March 2.

Have trouble hearing on the cell phone?

Illinois Telecommunications Access Corporation (ITAC) has added a program to help those with cellular service that are having trouble hearing on the phone.

The program still provides free amplified telephones and captioning telephones to Illinois residents that are hard of hearing.

Applicants must be certified as hard of hearing by a doctor, nurse practitioner, or audiologist; live in Illinois; and have a service that remits to the program.

Lee County Council on Aging (LCCOA) and Whiteside County Senior Center (WCSC) are selection centers for ITAC. Walk-ins are welcomed from 9 a.m. to 1 p.m. on Monday at the WCSC. Potential applicants can call the WCSC 815-622-9230, ext. 194, or LCCOA 815-288-9236 in advanced to set up an appointment to see about qualifying for this wonderful program.

Cellphones must be Bluetooth capable. Applicants who wish to apply for this program should bring in the cellphone.

Please bring a phone bill with all the pages for landline service or cellular service (prepaid cell users that don’t receive a phone bill must bring the cellphone) and proof of address (driver’s license, state ID, or a bill with the applicant’s name and address on it).

As of Feb. 1, the Emporium Thrift Center began its 12th year of business. Where did the time go? It just passes. Then, one day, we looked around and were amazed. We came a long way during that time.

Some of us remember the very beginning. Would we be making a mistake taking a chance? Well, thanks be to all of you and us that we are still around.

We had to reschedule our cookies and coffee (got snowed out). Hope you got in to visit with us.

Our plan is to be around for several more years. With the steady support of the local and neighboring community, we will do just that. Kudos to all the volunteers who don’t have the time but the heart to volunteer some much of their time.

We will always be accepting donations. All donations keep us in business. Also, a big part of our business are the loyal customers that shop daily with us.

So, a big “Thank you” to all for steady support. Stop and shop.

Why did my screening cost more?

Dear Marci, My friend recently got a mammogram and did not have to pay anything for it. When I got a mammogram, though, my provider billed me for part of the cost. We both have Original Medicare with no supplemental insurance. Why were our costs different?

– Lilly (Spokane, Washington) Dear Lilly, There are several reasons that you and your friend might have had different costs for your mammogram. Mammograms can be covered by Medicare as preventive or diagnostic services: A service is considered preventive if you have no symptoms of the disease the service is meant to address.

Medicare Part B covers many preventive services at 100 percent of the Medicare-approved amount. These services, which are recommended by the U.S. Preventive Services Task Force and can be found here, are covered with no cost sharing (no deductible or coinsurance), as long as you meet the coverage rules and get the services from the right kind of provider. A mammogram is one of the preventive services that Part B covers at 100 percent of the Medicare-approved rate. For women age 35 to 39, Part B covers one baseline mammogram, and for women older than 40, Medicare covers one mammogram every 12 months.

A diagnostic service addresses symptoms that already exist. A person might get a diagnostic mammogram if they have a history of breast cancer or if they showed symptoms during another exam.

Medically necessary outpatient diagnostic services are covered at 80 percent of the Medicare-approved amount. If you get a diagnostic mammogram from a doctor who accepts assignment, you will be responsible for 20 percent of the Medicare-approved amount after you meet your Part B deductible.

If your friend received a preventive mammogram and you received a diagnostic mammogram, this might explain why you were responsible for cost sharing while she was not. If, however, your mammogram was a preventive service (you had no prior symptoms and you meet all the coverage criteria for the service), there are a few other reasons you might have had costs when your friend did not: You might have seen a provider who did not accept Medicare assignment. A provider who accepts assignment agrees to take Medicare’s approved amount as full payment, and not to bill you for anything more than the Part B deductible or coinsurance charge. If you saw a provider who did not accept assignment, they may have billed you for more.

If you were receiving a preventive mammogram, but your doctor provided diagnostic services at the same time, you are responsible for cost sharing related to those services.

If, after reviewing this information, you think you have been inappropriately charged for this service, you should contact your health care provider. Some providers are not familiar with the full list of Medicare-covered preventive services, and they may have made a simple mistake due to their lack of knowledge about the benefits. If you are unable to resolve the problem by contacting your provider, contact your local State Health Insurance Program (SHIP) and a counselor will help you.

Taxpayer information and responsibilities These sites are staffed with AARP Tax-Aide volunteers who have been trained and are certified by the IRS to prepare a range of individual income tax returns. Please take a moment to read the following information which will ensure a smooth process for both you and the volunteers at these sites: You are responsible for the accuracy of your return. Our volunteers

do not provide legal or financial advice. Our job is to assist you to complete and file your federal and/or state tax return. We are not permitted to provide advice, such as how you can reduce your tax responsibility or handle other financial responsibilities. You may need to consult with a paid tax professional or financial advisor if you have questions that we cannot answer.

In order to assist the volunteer in accurately and completely preparing your return, please be sure you have the following required documents with you: • Some identification that contains your picture. The Illinois Secretary of State’s office will provide a photo I.D. free of charge for persons 65 years of age and more.

• Social Security cards or comparable documentation for you, your spouse (if applicable) and all dependents.

• Your Affordable Care Act documentation received to verify Market Place information, Employer insurance or personal insurance information.

• Income-related documents: Forms W2, unemployment compensation statements, SSA 1099, 1099R, and other 1099 forms show-

ing home mortgage interest or other income.

• Expense-related documents: Checks and forms showing federal and state taxes paid, 1098 forms, documentation of medical, dental, charity, or business expenses, any vehicle and property taxes, and mortgage interest paid. Receipts for expenses need to be in reasonable order and legible.

• Brokerage statements or other documentation showing the cost basis (purchase price) and date purchased for all securities or property sold or transferred during the tax year.

There are some types of returns that we cannot assist you with.

Some taxpayers have situations that require a tax form that is out-

side the scope of our program, our training and the IRS certification.

Please review the poster which is available at our sites for a list of circumstances which are deemed “out of scope” for this program.

Additionally, even if the return does fit within the allowable scope of our assistance, a volunteer may need to decline to assist you if your return is beyond the comfort level of their experience. If you have any of these situations, then our sites will not be able to prepare your tax return, even if this site has done so in the past. If you have a question about whether your return is out of scope, ask a volunteer so that you do not have an unnecessary wait.

Please do not ask that a volunteer make an exception in your case.

The Client Intake form must be fully and accurately completed before your return can be started.

Please let us know if you have questions or need assistance completing the form. If you do not have required documentation for an exemption, deduction or tax credit then you will need to return when you have it available for the volunteer to review.

Taxpayers will be called for assistance by appointment and in the order listed on the sign-in sheet. Exceptions will be made if the circumstances of the return provide that a specific volunteer is more appropriate to prepare the return accurately or expeditiously.

AARP members are not given preference over non-members.

If you have a joint return, it will require the signature of both spouses. If your spouse is not present at the site, then you will have to obtain your spouse’s signature and return the forms to the site before the return can be e-filed.

Once your return is prepared it will be given a quality review by a second trained and certified volunteer in order to ensure that it is thorough and accurate. Although this may require you to have an additional wait, this quality review service is done for your benefit to ensure that you receive the best service that we can provide.

You can expect our volunteers to treat you in a courteous and professional manner. In return, our volunteers expect you to treat them with courtesy as well. Anyone who becomes disruptive will be asked to leave without having his or her return prepared.

We crowned our King and Queen for Valentines Day on Feb. 14.

The pair was voted for 10 days before that. The King was Frank Fisher and the Queen was Barb Millerschoen. Congratulations!

WCSC Board Member Spotlight Whiteside County is blessed to have such an active, wonderful Senior Center with caring staff and great patrons. I am honored to be serving on the Whiteside County Senior Center’s Board of Directors. I also feel very blessed to be working with wonderful people on the board that truly care about the Senior Center and their members. I have been on the board of directors since October 2015.

I was born and raised with four younger brothers in Clinton, Iowa. I moved to Morrison in 1989, after marrying my wonderful husband, Ken. Ken is currently the Director of Court Services in Ogle County. I have three beautiful children, Trevan, 26, Morgan, 24, and Kollin, 22, all raised in Morrison. Both Morgan and Trevan were married in 2017, which was the same year my husband and I celebrated our 30th wedding anniversary.

I was the Social Service Director for 10 years at Resthave Home, prior to taking my current position. Resthave expanded to include a brand new state-ofthe-art nursing wing, which was completed in 2014. At that time, Resthave’s Board of Directors felt

a marketing director position would be needed.

It was a difficult decision for me to transition into marketing Karla Burn because I loved working so closely with my residents and families when in Social Services.

However, after 10 years, I was ready to try something new and am enjoying my current position.

My passions are Jesus, my family, friends, Resthave Home, Whiteside County Senior Center, and Rock River Hospice & Home (a board I am also serving on). I feel very blessed to have these in my life and am dedicated to serve them to the best of my abilities.

Outreach at LCCOA As we move forward this month, we continue to be short staffed and appreciate all of your patience during this time. We strive to meet your expectations of our Outreach department and are very sorry for any inconvenience this may cause.

As we look forward, we will continue to be attending our monthly Outreach sites at their normally scheduled times. If you are planning on attending one of these sites it is advised that you call ahead of time to schedule your visit, or if it is the same day, to be sure that someone will be there to assist you, in case of any last-minute cancellations.

As a reminder, it is strongly encouraged to call ahead to schedule an appointment if you have questions or need Outreach assistance. Also, as noted in last month’s Echo, we have new Outreach hours: 8:30 a.m. to 3 p.m.

Loan closet This month, I wanted to take time to remind everyone about our loan closet and explain how we run it, as it is a wonderful benefit to those individuals of Lee County.

Our loan closet contains small, durable medical equipment which is donated to us through individuals like yourself. We have things come in and go out on a regular basis, included but not limited to things such as standard walkers, walkers with wheels, easy glide walkers (brakes/seat), wheel chairs, canes, easy on/off handles, transfer benches, shower chairs and more.

We offer this equipment through an exchange of deposit. You are able to then use the item for as long as you wish. If you return the item within 3 months, you receive your deposit back.

In most cases, the deposit is either $5 or $10 per item, but is subject to change. You fill out a form and we go over the fee with you at time of pickup. Outreach at WCSC Getting help in Whiteside County The Whiteside County Senior Center (WCSC) Aging and Disabled resource staff help with a variety of programs for older adults and persons with disabilities. Our walk-in day is on Mondays from 9 a.m. to 1 p.m. For Medicare counseling or more detailed assistance, please call us at 815-622-9230, ext. 194, in advance to set up an appointment.

For our clients in Erie, Fulton, Morrison and Prophetstown, we will meet with you by appointment on our site days – just call us in advance.

Transit Driver Appreciation Day is Sunday, March 18. We’re celebrating on Friday, March 16.

Transit drivers don’t have an easy job, they just make it look that way. For hours on end, your driver manages to keep a schedule, check fares, give directions, announce stops, remember requests and more. They do this all while safely maneuvering an extralarge vehicle through unpredictable traffic, tough weather conditions and some really tight spaces. Needless to say, they deserve our thanks!

Melissa Clark of Dixon Rehabilitation and Health Care Center will discuss current forms for advanced directives such as power of attorney for health care, living wills, and physicians orders for life sustaining treatment (POLST).
