We have a lot of peo-

ple who rely on Pace bus service to be able to get to work, or to the doctor’s office, or do all the things that they need to do.”

Wilmot said he couldn’t say how much of a budget cut Pace could withstand. If the cuts end up being relatively small, Pace might be able to move some money around within the budget to try to cover the funding loss, he said.

Wilmot noted $10 million is equivalent to the cost of all Pace services in Kane County for an entire year. He said it’s hard to determine when any service cuts or fare increases would occur.

Wanda Thomas is worried how her clients at the Association for Individual Development will get to their jobs and medical appointments if millions of dollars in proposed cuts to the Pace suburban bus service go through.

“It would certainly impact clients getting to their day programs, community jobs and medical appointments,” said Thomas, the senior vice president of program and services for the association.

“Many of our clients participate in the Ride in Kane County program, which provides transportation to all the places they have to go. It would have a serious impact on the ability to get around the community.”

The association provides services to individuals who have developmental, physical and mental disabilities. In 2013, the association served 4,681 clients.

Gov. Bruce Rauner’s proposed budget for fiscal 2016, which starts July 1, would cut $10 million, or 41 percent of the state funding Pace receives, from its suburban services budget. The budget covers Pace’s fixed route bus service, van pool and non-Americans with Disabili-

Because ADA paratransit service is a federally mandated civil right, Pace would not be able to reduce service to balance its budget and would be forced to increased fares, Wilmot said. “Illinois is in a fiscal crisis because of years of overspending and insider deals, and difficult decisions had to be made until we can restructure the way the state spends,” Kelly said. “The reductions amount to 4.5 percent of Pace’s overall operating budget. The $8.5 million grant for paratransit was supposed to be a two-year commitment the prior administration carried on well after it ended, which we cannot afford in our current financial constraints.”

BATAVIA – The Batavia police and fire departments will take on Batavia School District 101 teachers during a basketball game Saturday, April 25, to raise money for CASA Kane County.

CASA Kane County recruits, trains and supervises community volunteers who serve as court-appointed special advocates – or CASAs – for children who are in court because of abuse, neglect or private guardianship. April is National Child Abuse Prevention Month.

The Books vs. Badges basketball game previously took place every year to raise money for the city’s Fourth of July fireworks show, which is funded solely through donations. Batavia Deputy Fire Chief Randy Banker said he wanted to revive the charity game, with the proceeds going toward helping kids.

“A few of my friends are CASA Kane County advocates,” Banker said. “It’s a great, great organization.”

6 Summer preschool classes, camps help prepare early learners

Illinois Environmental Protection Agency Public Notice Proposed Renewal of the Clean Air Act Permit Program Permit Bemis Company Inc. in Batavia Bemis Company, Inc. has requested that the Illinois Environmental Protection Agency (Illinois EPA) renew the Clean Air Act Permit Program (CAAPP) permit regulating air emissions from its facility located at 475 North Kirk Road in Batavia. The facility manufactures flexible packaging products. Based on its review of the application, the Illinois EPA has made a preliminary determination that the application meets the standards for issuance and has prepared a draft permit for public review.

The Illinois EPA is accepting comments on the draft permit. Comments must be postmarked by midnight May 23, 2015. The CAAPP is Illinois’ operating permit program for major sources of emissions, as required

by Title V of the Clean Air Act (Act). The conditions of CAAPP permits are enforceable by the public, as well as by the USEPA and Illinois EPA. In addition to implementing Title V of the Act, CAAPP permits may contain “Title I Conditions,” i.e., conditions established under the permit programs for new and modified emission units, pursuant to Title I of the Act. The permit contains T1 conditions in sections 4.1.2, 4.2.2, 4.3.2, 4.4.2 and 5.1 that were established in previously issued permits. The permit contains no T1 conditions that are being newly established or revised by this application.

The facility is located in a potential Environmental Justice area. Exploration Station Camp is designed for 3- and 4-year-olds and offers a good adjunct to the Pottawatomie Threes, Fours and Fives preschool option. Children will get a typical camp experience – nature walks, outdoor trips to the playground, nature-oriented games and crafts – also while reinforcing their budding academic and social and emotional skills.

“Through camp-like crafts, games and activities, children will explore the outdoors and broaden their world with nature and science,” said Mulready.

Exploration Station Camp will run from 9 to 11:30 a.m.

Tuesdays and Thursdays, beginning June 2.

Don Cummings said two people approached him last week and asked when the city would push back on union contracts.

“I like to be fair,” Cummings said. “When is the right time to push back? Maybe we’re there.”

Simonian, Cummings and 2nd Ward Alderman Richard Marks voted against the contract.

Officer Brian Stolfe, the union president for the Geneva bargaining unit, said the contract was negotiated fairly.

“We had to give up things we didn’t want to,” Stolfe said.

“We gave things we’ve had for a long time to make it work.

We negotiated it. We thought it was fair for both sides.”

GENEVA – Geneva aldermen approved a new four-year police contract in a 7-3 split vote April 20, but not before discussing it for almost an hour.

Fifth Ward Alderman Tom Simonian said after he reviewed the terms of the agreement, he would vote no. Simonian said from 2012 to 2015, inflation was 3.9 percent, but officer pay went up 11.5 percent.

The new contract will run from May 1 through April 30, 2019, with raises of 2.25 percent in the first year, 2.5 percent in the next two years and 2.75 percent in the final year.

“I also have an issue with the city having to pay for

health and disability insurance, as well as life insurance,” Simonian said. “The union should cover those costs. We are funding the pension plan of $1.4 million this coming budget. Of that, the taxpayer has to foot $1.1 million of that bill.”

Fifth Ward Alderman Craig Maladra said if the council voted down the contract, the next step was having an arbitrator decide what was fair.

“Will your statements carry with arbitration?” Maladra said. “The reason we supported the last one, and I support this one, is that arbitration history is against us. It’s taxpayers’ money, but do we make that gamble? ... The next step could boomerang against us.”

ST. CHARLES – A business that started on the North Shore opened a St. Charles location last week.

Valley Lodge Tavern, 109 W. Main St., St. Charles, began serving the public on April 14, its owner, Bill Stavrou, said in a phone interview.

The Tavern’s St. Charles location previously was open as McNally’s Traditional Irish Pub. The Tavern Group

bought the McNally’s site in 2014 and decided to test the strength of its brand by converting the pub to Valley Lodge Tavern, according to a news release.

McNally’s last day at the location was April 4.

The tavern opened with the majority of the existing McNally’s staff, who were trained at the other Valley Lodge Tavern locations in Glenview and Wilmette, Stavrou said.

POWER OF POSITIVITY Former Tri-Cities resident John Rosensteel releases self-titled debut album

By ERIC SCHELKOPF eschelkopf@shawmedia.com In sitting down to make his debut album, former Tri-Cities resident John Rosensteel literally took matters into his own hands.

Rosensteel, 20, plays most of the instruments on the self-titled album.

He formerly lived in Geneva and St. Charles and now calls the Twin Cities home.

Kane County Chronicle reporter Eric Schelkopf had the chance to interview Rosensteel about the new album.

Eric Schelkopf: You just released your self-titled debut album. In sitting down to make the album, what were your goals?

John Rosensteel: I was kind of immersed in music in my childhood, so one of my main goals was just to put together something where I could let my creativity run wild.

I was able to put together all the different parts on all the different instruments, and then go in and come out with a song.

So that was a lot of fun for me.

And then I also wanted to make sure that lyrically and musically, the music just had

a positive message about it.

There’s a lot of negative music out there, and plenty of places where you can find songs with a negative sort of message. I wanted to kind of be the antithesis of that.

Schelkopf: And you played most of the instruments on this album?

Rosensteel: I did. I did all the drums, and I did all the guitars.

There were a couple of guitar solos where I passed the torch along to a friend. But for the most part, I did all the guitar solos as well.

I did most of the bass guitar parts, and there were a couple of songs that had piano, so I did the piano as well. The only instruments that I didn’t have any hand in were the brass and the woodwinds.

Schelkopf: What was the challenge in playing multiple instruments on this album?

Rosensteel: It was very challenging just putting it all together. I’m generally a pretty driven guy, so I enjoyed the challenge.

It’s a lot to account for when you have a song and it’s all in your head, and somehow, you have to spill that out onto six different instruments. The entire project consisted of about 40 different tracks.

And then you just put it all together, one small piece at a time. But it was a project. Each song was a significant project.

Am” you reference Mark Hensel, who was your boss at the Norris Recreation Center in St. Charles. There are lyrics that say, “You know that left leg can’t hold Mark Hensel back as long as he’s still got his right on the right track.”

Tell me about the song.

Rosensteel: Within six months before I started working there in 2012, he had gotten into a big motorcycle accident. He was hit head-on at about 40 mph.

His left leg was severed, from the knee cap down to the foot. His leg had been reconstructed surgically, and he was just under intense pain on a daily basis.

But he would have a smile on, and have a really great attitude. He bore it with a lot of grace.

For me, watching that had a big impression on me.

Schelkopf: On the song “Here I

Schelkopf: What did you want to

say in the song?

Rosensteel: It’s kind of a message of humility, and it’s sort of a tribute to Mark, the impression he left on me through all that.

Despite all he was experiencing, he kind of took me under his wing. I’m very appreciative to him for that, and for the experience of working under him.

Schelkopf: Has he heard the song?

Rosensteel: He has. But I haven’t talked to him about the song or the lyric.

Schelkopf: I understand you’ve already started on your next album.

Rosensteel: We just finished the first track at Gremlen Studios in Aurora. All the recording took place in Minnesota for the first album, and then the mixing and mastering and production was done at Gremlen Studios.

Avignonesi, Desiderio, 2010 ($60): This super Tuscan merlot (85 percent) and cabernet sauvignon (15 percent) blend from southern Italy opens up nicely after being uncorked a few hours. There is vanilla and espresso on the nose. Flavors of blueberry, tobacco, chocolate, clove and cedar mingle nicely.

The tannins were firm at first but gradually yielded to a velvety mouthfeel.

Domaine Laroque, Cité De Carcassonne 2013 ($11.99): Laroque translated to English is “the rock,” thusly named due to the stone age menhirs, massive upright standing stones, found in the southern France vineyards. It’s 100 percent cabernet franc and quite fruity for the varietal.

There’s a hint of the traditional cab franc funk and green pepper notes, but more red berry flavors come through on a great, low alcohol – only 13 percent – food wine.

Steelhead Sonoma Coast Pinot Noir ($14.99): Ruby red color in the glass with gentle tannins. The nose has a little wet earth and star anise. Flavors of black cherry and cigar wrapper mingle in a brooding, moody wine. It’s an amazing feat for consulting winemaker Hugh Chapelle to create a brilliantly complex wine at such a value price. At this price, I recommend buying it by the case. Look for a fulllength feature story on Steelhead in an upcoming column.

Trapiche Broquel Chardonnay 2013 ($18): Argentine winemaker Daniel Pi has crafted a great wine for spring with snappy red apple skin and pear flavors.

Stemari and Mezzacorona winemaker Dr. Lucio Matricard saw a great way to express two grape varieties not usually associated with rosé.

The Mezzacorona Rosé 2014 ($9.99) and Stemmari Rosé 2014 ($9.99) hail from vastly different regions of Italy and each provides an expression of the vineyards from which they come.

Both are managed differently.

The northern vineyards of Mezzacorona have the Alps to influence their climate and use pergola trellising to limit frost potential and maximize ripeness. Grown in vineyards with calcareous rock, the wine is more elegant and less fruit forward.

There are still fresh strawberry flavors, but a hint of green geranium and thyme present on the nose and finish combined with the crisp acidity to add diversity.

Stemmari is a bit darker in color and fuller bodied. Its southern warmer origins show with more pronounced red fruit and berry flavors. While daytime temperatures can approach 100 degrees during the growing season, guyot-trained vines have bushier tops and protect the berries from being scorched.

A maritime breeze helps preserve acidity as well.

“In Mezzacorona, we worked several years on Lagrien grapes cultivated at around 1,200 feet,” Matricardi said. “With a pergola semplice trained canopy in a unique alpine climate, the canopy, elevation and excursion of temperature allow the grapes to reach a perfect aroma ripening, yet, still preserve fantastic and fragrant acidity.

By KEVIN DRULEY kdruley@shawmedia.com GENEVA – Mike Guffey internalized a lesson about personal accountability during spring break 2014.

Now, more than a year later, he still is personifying it – by playing Geneva boys tennis.

A weeklong vacation to Hilton Head Island, S.C., alongside his family and now-teammate Will Youman led Guffey to take a flier on prep tennis.

His own drive spurred the junior’s climb to a promising start at the Vikings’ No. 2 singles spot.

“I’ve played a lot of sports, but I never picked up a tennis racket and just something about it interested me,” Guffey said. “Just being able to be responsible for your own mistakes … even though you have a team backing you.”

Guffey placed fourth in the No. 2 singles bracket at the Vikings’ own invitational last week, losing, 6-3, 6-2 to St. Charles East’s Charlie Downing in the third-place match.

Unlike many in the sixteam field, Guffey could have counted the courts at the Vikings’ tennis complex against his career varsity matches and found the former total to be higher.

Asked what excites him most about the early returns of the 2015 season, Guffey trumpets the basics.

“So far, I’ve been getting my first serves in a lot, and I

feel like I’ve been able to hit some good forehands,” he said.

Youman, who’ll be part of Geneva’s deep doubles corps during most matches this spring, knows the feeling. Pals with Guffey since their days together at Western Avenue Elementary School, he realizes these early tests won’t be as glamorous as his first exposure to tennis, using his dad’s “really old” rackets while playing on resort courts with his friend.

“I just want to improve a lot,” Youman said. “It’s my first year. I just want to keep practicing. I don’t have a lot of reps in.”

Guffey and Youman discussed joining the Vikings team as they kept busy during the summer with hitting and match schedules.

For Guffey, further reinforcement arrived in the fall

thanks to in-class feedback from his physical education teacher, Dave Carli.

“It was kind of nice just to be told that you could go out there and probably play a varsity sport without really having much experience,” Guffey said.

Carli shared his scouting report with both Guffey and Vikings coach Zach Evans, who was entering his first season as head of the program after previously serving as an assistant. “[Carli] said, ‘Hey, you should go talk to this kid and see if he wants to come out and play tennis for you because he’s pretty good,’ “ Evans said.

“I never really knew about him until he showed up for practice this year. He knows the game. I don’t know how long he’s been playing, but he looks pretty good.”

gess, who teams with classmate Nick Simone at No. 1 doubles, first took up tennis in third grade when his parents suggested he begin a sport.

The family was hitting together and a bystander with a teaching pedigree offered to give Burgess lessons.

Burgess said the trained eye can discern between a seasoned player and a beginning one and finds Guffey steadily is making his way.

“He’s really improved a lot and become a really valuable player for us at the [No.] 2 singles spot,” Burgess said.

Guffey left Geneva’s Ultimate Frisbee club to compete in tennis and also is a member of the school’s Key Club.

He sizes up a potential future on the court almost as casually as he picked up a racket.

“I’ll just see how it works out for me,” Guffey said.
