A vehicle-registration surcharge that has raised $58 mil-

lion and transformed the Illinois State Police fleet from a junkyard of overtaxed hulks to a stable of safe and more efficient cruisers is stalled because of Gov. Bruce Rauner’s moratorium on vehicle purchases.

An Associated Press analysis of records obtained under the Illi-

nois Freedom of Information Act shows the program has been successful in regularly removing from the highway pursuit vehicles that have surpassed their useful, costefficient and safe lifespans.

The Rauner administration is reluctant to talk about it, and the state police wouldn’t say

DIXON – With his workshop firing on all cylinders, Santa Claus’ beard couldn’t hide his smile as Kendra Stewart skipped away Saturday morning, her blonde ponytail bouncing gleefully.

Under the red wrapping paper was a mom and baby owl set Kendra found while scouring Wal-Mart’s shelves with one of the big man’s hardest-working elves, Heather Darsie, Lee County assistant state’s attorney. Kendra was one of 130 children to take part in the 12th annual Shop with a Cop, an event that helps kids in need fill their family’s wishlist by giving them money to do some Christmas shopping.

“There’s no better way to get in the holiday spirit, and I’m so happy I got to meet Kendra today,” said Darsie, who joined the state’s attorney’s office in June. “I think everyone should do this.”

DIXON – It took a little while for the holiday spirit to convince Valynda Bushman to take over the group that puts some extra garland on hundreds of Christmases every year.

For 30 years, her mother, Marilyn Rhodes, was involved with Goodfellows of Lee County, the nonprofit United Way agency that has spent each of the past 103 years collecting items year-round, then distributing them as the holiday approaches.

ROCK FALLS – Janell Loos isn’t seeing red. Not yet. But she’d like to.

A tree full of red leaves – preferably at a popular Twin Cities destination – is on the tourism director’s wish list this holiday season. She’s asking the public for its most picturesque photos taken in Sterling and Rock Falls so can share them online.

“We’d like everyone to post their photos, so people can see the beauty of Sterling-Rock Falls, and realize they have Janell to come visit,” Loos said Loos, whose interim tag was removed Oct. 19, making her the first overseer of Rock Falls’ recently formed tourism department.

Pictures of wildlife and images of the changing of the seasons would be super-great, she said, but some other shots she’d like to see – aside from that elusive red-leaved tree – are of people enjoying such local events as Fiesta Parade, Summer Splash and River Chase.

She recently gained access to the department’s Flickr site, and said submitting your pictures is easy. Go to visitrockfalls.com, click on the Flickr icon (it’s the third app logo from the left, atop the website’s home page) and, if you don’t have an account yet, sign up. You’ll need a Yahoo! account, but like a Flickr account, it’s free and easy to set up. Once set up, upload those images.

Loos will be keeping an eye out for them, and will credit all photographers when she uses the images on the site.

She’s even got a credit for Mayor Bill Wescott, who braved the Hennepin Canal on Nov. 21, while it was being blanketed by about a half-foot of snow.

“He’s a brave man, because we got quite a bit of snow that morning,” Loos said.

But in the 3 years since, many states have moved in the opposite direction, embracing the National Rifle Association’s axiom that more “good guys with guns� are needed to deter mass shootings.

In Kansas, gun owners can now carry concealed weapons without obtaining a license. In Texas, those with permits will soon be able to carry openly in holsters and bring concealed weapons into some college classrooms.

And in Arkansas, gun enthusiasts might be able to carry weapons into polling places next year when they vote for president.

Dozens of new state laws have made it easier to obtain guns and carry them in more public places and made it harder for local governments to enact restrictions, according to a review of state legislation by The Associated Press. The number of guns manufactured and sold and the number of permits to carry concealed weapons have also increased, data show.

Members of the Sikh religion, like Singh and his wife, also are feeling vulnerable as anti-Islamic sentiment heats up across the U.S., but instead of distancing themselves from Muslims, members of this southeast Asian religion are working with them to combat hateful rhetoric and dispel misconceptions about their respective faiths.

CHICAGO (AP) – Pardeep Kaleka spent several days after 9/11 at his father’s South Milwaukee gas station, fearing that his family would be targeted by people who assumed they were Muslim. No, Kaleka explained on behalf of his father, who wore a turban and beard and spoke only in broken English, the family was Sikh, a southeast Asian religion based on equality and unrelated to Islam.

But amid a new wave of anti-Islamic sentiment since the terror attacks in Paris and San Bernardino, Kaleka is vowing to take an entirely different approach.

“For us it does not matter who they’re targeting,” said Kaleka, a former Milwaukee police officer and teacher whose father was one of six people killed in 2012 when a white supremacist opened fire at a Sikh temple in Oak Creek, Wisconsin. “This time we cannot differentiate ourselves; when hate rhetoric is being spewed we cannot be on the sidelines.”

Across the U.S., Sikhs and Muslims are banding together to defend their respective religions.

Someone bent on harming Muslims wouldn’t understand – or care – about the distinction between the two faiths, they say, and both also deserve to live in peace.

So they plan educational sessions and rallies. They successfully pushed the FBI to track hate crimes against Sikhs. They speak to lawmakers and support each other’s legal action, including a lawsuit filed over a New York City police surveillance program targeting New Jersey Muslims.

“We are in this fight together,” said Gurjot Kaur, a senior staff attorney at The Sikh Coalition, founded the night of Sept. 11.

Sikhism, a monotheistic faith, was founded more than 500 years ago in Southeast Asia and has roughly 27 million followers worldwide, most of them in India.

Reports of bullying, harassment and vandalism against Sikhs have

risen in recent weeks.

Last week, a Sikh temple in Orange County, California, was vandalized, as was a truck in the parking lot by someone who misspelled the word “Islam” and made an obscene reference to ISIS. A Sikh woman said she recently was forced to show her breast pump before taking her seat on an airplane in Minneapolis because another passenger thought she might be a terrorist. Several Sikh football fans said they initially were not allowed into Qualcomm Stadium to watch the San Diego Chargers game against the Denver Broncos last Sunday because several of them were wearing turbans. Schoolchildren say they’ve been bullied.

For most Sikhs, much of the backlash has been frequent stares or comments and occasional online insults.

Former NCAA basketball player Darsh Singh said he has heard insults throughout his life, including recently when someone recently yelled “Osama!” at him as he was crossing a street in Phoenix.

WASHINGTON (AP) – Fears of terrorism are hanging over America’s holiday season, so President Barack Obama is planning a series of events this week aimed at trying to allay concerns about his strategy for stopping Barack the Islamic Obama State group abroad and its sympathizers at home.

Obama’s visits to the Pentagon and the National Counterterrorism Center are part of a push to further explain his terrorism-fighting strategy, White House officials said, after a prime-time Oval Office address last Sunday that critics said failed to do much to reassure the public. Another goal is to draw a contrast with Republican presidential candidate Donald Trump and his inflammatory remarks about Muslims. The Obama

administration has warned Trump’s rhetoric emboldens extremists looking to pull the U.S. into a war with Islam.

“Terrorists like ISIL are trying to divide us along lines of religion and background,” Obama said Saturday in his weekly radio and Internet address, using an acronym for the extremist group. “That’s how they stoke fear. That’s how they recruit.”

In the coming week, he said, “we’ll move forward on all fronts.”

The public relations campaign, 1 week before Christmas, comes as the public is jittery about the specter of terrorism after the mass shooting in San Bernardino, California, this month and the Paris attacks a few weeks before. Seven in 10 Americans rated the risk of a terrorist attack in the U.S. as at least somewhat high, according to an Associated Press-GfK poll. That was a sharp increase from the 5 in 10 who said that in January.

U.S. officials have insisted there are no

specific, credible threats to the United States.

But the apparent lack of warning before San Bernardino has fueled concerns about whether the U.S. has a handle on potential attacks, especially during highprofile times such as the end-of-year holidays.

Obama, who is scheduled to leave Friday for his annual family vacation in Hawaii, had to interrupt that trip in 2009 when a would-be attacker tried to blow up a plane on Christmas Day. Obama’s schedule includes a stop today at the Pentagon for a rare meeting outside the White House by his National Security Council, followed by a public update from the president about the fight against IS. White House press secretary Josh Earnest said Obama did not intend to announce any major changes in approach.

“If there’s an opportunity for us to intensify efforts behind one aspect of our strategy, then that is something that he wants his team to be prepared to do,” Earnest said.

Roger W. Puterbaugh OCONOMOWOC, Wis. – Roger W. Puterbaugh, 83, passed away peacefully at home on Monday, Dec. 7, 2015.

He was born Nov. 15, 1932, to William and Catherine Puterbaugh.

Roger worked in the financial services industry for more than 50 years.

Roger grew up in Sterling, where he met his future wife and was a star athlete in all the sports he competed in.

He was inducted into the Sterling Township High School Hall of Fame. He attended Drake University, where he played football and baseball and was a member of Sigma Alpha Epsilon.

Upon graduation, he served in the Air Force in the Strategic Air Command.

Upon retirement, he became more active in his community and church. Kiwanis was a big part of his life. He was a past president, served on many committees, with his favorite working at the annual Shrimp Dinner, which he did for more than 20 years. During the Oconomowoc Art Festival, he greeted the visiting artists and drove them to their booths for more than 10 years. He was a very active member of Good Shepherd Methodist Church of Oconomowoc, serving for more than 40 years on various committees.

Roger loved to play

golf and bridge. He had his hole-in-one in 1989 at Deertrack Golf Club.

He was an avid reader and never met a crossword puzzle that didn’t frustrate him. He was always happy to see his friends and never thought twice about lending a helping hand.

He was a wonderful husband of 61 years to Barbara; loving father to Lynn of Aurora, Cindy (Duncan) Giles of Naperville, and Amy Anderson, of Knoxville, Tennessee; grandpa to Cameron (Scott) Grzenczyk of San Francisco, California, Madeline Giles of Venice, California, Anne Giles of Olympia, Washington, and Zach and Nathan Anderson of Minneapolis.

He also is survived by his loving sister, Jane K. Kanicki of Delran, New Jersey, as well as many other dear relatives, neighbors and friends.

He was preceded in death by his parents and his brothers, Donald and William Jr. Visitation will be from 10 a.m. to noon Dec. 21 and the celebration of life at noon Dec. 21 at Good Shepherd Methodist Church, 800 Lake Drive, Oconomowoc. A light luncheon will follow.

Jeanne was born June 16, 1925, in Coe Township, rural Hillsdale, the daughter of Anthony and Sadie (Cowley) Fillmer. She married Charles Engebretson on May 18, 1946, at Bethel Baptist Church in Port Byron. He preceded her in death in 2002. She retired from Sandstrom Products in Port Byron.

She is survived by three children, Steve (Donna) Engebretson of Orion, Deb (Bill) Patterson of Fenton, and Kevin (Trena) Engebretson of Cordova; seven grandchildren;

nine great-grandchildren; three step-grandchildren; and 13 step-great-grandchildren.

Frances Louise Broyles Murray MOUNT MORRIS – Frances Louise Broyles Murray, 88, of Mount Morris, died peacefully surrounded by her family on Thursday, Dec. 10, 2015, at Serenity Hospice & Home in Oregon.

She was born Jan. 19, 1927, near Fayetteville in Lincoln County, Tennessee, the daughter of Hosea and Mamie Broyles. Fran received her bachelor’s degree in home economics in 1948 from Middle Tennessee State College.

She married John William “Bill” Murray on Nov. 17, 1951, in Quincy. He preceded her in death.

Frances loved nothing more than to be with her family, and she filled their lives with love and good cooking.

She was also a talented seamstress and enjoyed spending hours making gifts for family and friends. Frances and Bill enjoyed traveling and visiting relatives. She was an active member of United Methodist Church in Mount Morris.

She is survived by her children, Jon (Diane) Murray of Mount Morris, Mark (Julie) Mur-

ray of Winnebago, and Susan Murray Heeg of Eau Claire, Wisconsin; grandchildren, Hanni (Steve) Guinn, Will Murray, Anna Murray, Ben Murray, Luciann and Emilia Heeg, great-granddaughters, Eleanor and Miriam Guinn; brother, Hal (Charlotte) Broyles; nephews, Rick (Pam) Murray and Bruce (Geri) Murray; nieces, Anne (Dan) Stenoien and Jean Murray. Who’s too old for major treatment?

Age no longer automatic barrier CHICAGO (AP) – Irwin Weiner felt so good after heart surgery a few weeks before turning 90 that he stopped for a pastrami sandwich on the way home from the hospital.

Dorothy Lipkin danced after getting a new hip at age 91. And at 94, William Gandin drives himself to the hospital for cancer treatments.

Jimmy Carter isn’t the only nonagenarian to withstand rigorous medical treatment. Very old age is no longer an automatic barrier for aggressive therapies, from cancer care like the former president has received, to major heart procedures, joint replacements and even some organ transplants.

In many cases, the nation’s most senior citizens are getting the same treatments given to people their grandchildren’s age – but with different goals.

“Many elderly patients don’t necessarily want a lot of years, what they want is quality of life,” said Dr. Clifford Kavinsky, a heart specialist at Rush University Medical Center in Chicago. “They want whatever time is left for them to be high quality. They don’t want to be dependent on their family. They don’t want to end up in a nursing home.”

Treatment for Carter, 91, has included surgery, radiation and a new can-

cer drug with fewer side effects than traditional chemotherapy. It seems to be working – Carter announced Dec. 6 that brain scans show no signs of the melanoma that was found in August.

The nation’s 90-and-up population, about 2 million people, nearly tripled in recent decades, and the pace is expected to continue. Many are struggling with more than one age-related illness that make them poor candidates for aggressive and often costly care. But plenty remain robust enough to give it a try.

Lipkin, now 93, had hip replacement surgery 2 years ago in the Philadelphia area. Arthritis made walking difficult and painful. She’d been a good dancer in her younger days, and had tried to remain active, so her doctor recommended the operation.

“Otherwise I was going to be in a wheelchair the rest of my life,” Lipkin said. Soon after, she made a video doing a line dance to show how well she was healing.

In the winter, she lives in Florida, walks at least half an hour daily and leads “a normal life.”

Lipkin says having such major surgery at her age should be an individual decision.

A retired Exxon Mobil auditor, Gandin helps take care of his wife of 74 years in their assisted living home in Houston and is not ready to give up on treatment. “I’m an eternal optimist – that’s what has carried me through,” he said.

Weiner, a retired furniture manufacturer representative, had a hardened, leaky aortic valve – a common condition in the elderly that can lead to disability and death. Open-heart surgery is a common option for heart-valve surgery, but some doctors hesitate to perform it in the elderly, said Kavinsky, the Chicago heart specialist.

Dr. Joseph Lamelas, Weiner’s surgeon at Mount Sinai Medical Center in Miami Beach, Florida, used a newer approach, implanting a new valve through a small incision on the right side of the chest.

After 4 days in the hospital last January, Weiner was back home in Boca Raton, Florida, and was well enough to have two big 90th birthday celebrations less than a month later.

Organ transplants are less common but not unheard of in the very old. Since 2013, there have been more than 100 kidney transplants

in patients aged at least 80, including one in an 88-year-old, according to the United Network for Organ Sharing. Its records show that since 1987, the nation’s oldest kidney transplant recipient was a 96-yearold.

There are generally no strict age limits on transplants. Dr. Dorry Segev, a Johns Hopkins Medicine transplant specialist, said frailty is a more important factor and his center measures it rigorously, including assessing patients’ grip strength, walking speed and muscle mass.

Ethical issues complicate decisions on providing treatments costing tens of thousands of dollars to the very old and life expectancy has to be considered, Kavinsky said.

“When you start doing procedures on a 90-year old, you have someone who has already exceeded the average lifespan in America,” he said. “How far should we go to keep them going?”

Dr. Joseph Dearani, chairman of cardiac surgery at the Mayo Clinic in Rochester, Minnesota, said a good gauge is whether treatment would likely help patients live well for at least another two years.

He said costs to the patient, their family and society also should be weighed, so that treatment is given to right patients, and “for the most part, that happens.”

Hundreds help make gift drive possible GOODFELLOWS

This year, its annual giveout runs from 8 a.m. to 6 p.m. today through Friday in the basement of the Dixon Telegraph, 113 S. Peoria Ave., Dixon.

Marilyn lives in Florida and spent several years running the agency remotely, taking applications online, going through them and coordinating from afar.

“But I never helped my mom,” said Valynda, 44.

“I was like the Grinch of my family.”

Valynda retired a few years ago and, in 2012, the year the group celebrated its 100th birthday, agreed to take the reins as president. But she had a stipulation: She needed the help of her motherin-law, longtime Goodfellow Janet Bushman, who now serves as the group’s secretary.

“She runs circles around me,” Valynda said. “Seriously. Circles around me.”

Janet and Marilyn were key helpers to Joan Sheridan, who spurred the group – and others – for decades.

But really, it’s a cast of hundreds, maybe thousands, that makes the magic happen. Local businesses such as the Telegraph and Wal-Mart put up trees, decorated with tags on which the names and wishlists of children 17 and under

are written. Residents grab the tags, buy the gifts, and they go under the tree.

The group works closely with clergy and teachers.

Valynda said the tree at First United Methodist Church had 70 tags this year.

The Goodfellows make the rounds frequently and bring the gifts back to Santa’s workshop (read: the Telegraph basement).

The Goodfellows annual give-out of toys, clothes and grocery vouchers runs 8 a.m. to 6 p.m. today through Friday in the basement at the Dixon Telegraph, 113 S. Peoria Ave., Dixon.

Families must apply and qualify, and applications are available at Dixon Public Library, 221 S. Hennepin Ave. They can call the agency’s president, Valynda Bushman, at 815-721-2025 for more information or simply visit the give-out.

But don’t call the Telegraph she said. In fact, she answered her phone she was anxious this season, since Toys for Tots staked its claim to many businesses before Goodfellows got there.

“We must just be doubly blessed in other areas, because we had an amazing outpouring,” she said.

It’s not an event to help just children. Valynda said it’s for singles and couples young and old, anyone whose holiday outlook is bleak.

“It’s not just a children’s program; it’s an everyone program,” she said.

Anyone who donates

early Sunday morning, even though she was battling a nasty cold.

Also, don’t expect to show up, apply and shop. If approved, families will set an appointment, and Bushman said appointments take place every 15 minutes.

Parking for the giveout is behind the Telegraph building, and the entrance is in the alley.

One change this year: In order to maintain the element of surprise, only guardians will attend the appointments. No kids allowed. It also helps keep Santa’s workshop intact. can get a tax deduction, and some people and businesses send checks.

Valynda stretches the money as far as possible.

“I’m very, very frugal, and I just drive the other ladies crazy,” she said. She buys socks and underwear and significantly marked down toys after the holiday’s over.

After all, as soon as Santa leaves town, the Goodfellows’ next campaign begins.

“We work all yearround to give the toys out for 1 week,” Valynda said, “and we love it.”

The 2008 law, sponsored by former state Rep. Jim Sacia, has produced more than 2,100 new squad cards and millions of dollars’ worth of lights, radios and other emergency equipment.

Traditionally, the state budgeted for routine police-vehicle replacements, but the tough fiscal times that hit in 2003 – and that have never quite abated – pushed the cars further.

“There were literal horror stories of state police responding to a critical incident and the car breaking down on the way, and they had to call a municipal officer to cover it,” said Sacia, a Republican from Pecatonica. “The danger factor was just utterly amazing.”

An analysis of statefleet reports that the AP has maintained from FOIA requests during the past decade shows encouraging numbers from the program’s regular vehicle replacement – officials recommend retirement after 4 years or 80,000 miles.

The AP calculation shows that, at its worst in the spring of 2005, the entire state police fleet of 2,285 automobiles was, on average, 6.2 years old with an average of 112,841 miles. Nearly 75 percent of the fleet had more than 80,000 miles.

As of this October, the 2,337 vehicles in the fleet averaged 3.8 years in age and just 62,607 miles. Only 36 percent of the vehicles’ odometers topped the 80,000 mark.

“It makes all kinds of good sense,” said Eugene O’Donnell, professor of police studies at John Jay College of Criminal Justice in New York City.

“People can see the direct benefit. The money is for an exclusive purpose and it’s relatively painless for

But state police spokesman Matthew Boerwinkle said Rauner’s executive order prohibiting the purchase of new vehicles includes those financed with dedicated funds.

Boerwinkle said 72 Ford Interceptors that arrived this year were purchased in 2014 by outgoing Gov. Pat Quinn. No money from the fleet fund has been spent since Rauner’s arrival, and its balance has grown to $6.5 million. He did not respond to repeated requests for an interview with state police Director Leo Schmitz or troopers who have benefited from the program.

Saudis finally put women in office RIYADH, Saudi Arabia (AP) – Saudi voters elected 20 women for local government seats, according to results released to The Associated Press on Sunday, a day after women voted and ran in elections for the first time in the country’s history.

The 20 female candidates represent just one percent of the roughly 2,100 municipal council seats up for grabs, but even limited gains are seen as a step forward for women who had previously been completely shut out of elections.

Women are still not allowed to drive and are governed by guardianship laws that give men final say over aspects of their lives like marriage, travel and higher education.

Around 7,000 candidates, among them 979 women, competed in the election for a seat on the municipal councils, which are the only government body elected by Saudi citizens.

Rapists rob victims of more than dignity Dear Abby, My rapists are dead now, but I can see from the years since their attack what damage they have caused. I’m having medical complications that have developed over time, pain and suffering from those complications, PTSD and additional stress over pharmacy bills because of it.

It has affected the way I feel about men, and I’m afraid it will be this way for the rest of my life.

My attackers caused a great financial burden on me because of the cost of psychological counseling and loss of income due to episodes of related illness and working beneath my potential. Rapists seem to think they’re entitled

NIU brings $900M a year, study shows DEKALB – A recent study from Northern Illinois University found the school contributes about $900 million a year to the regional economy.

The study comes from NIU’s Center for Governmental Studies. It estimates that student spending, university operations and construction activity generate the economic impact in 17 counties around DeKalb. Study author Brian Richard says he took into account all NIU campuses.

Among the data Richard found were that 58 percent of NIU’s payroll goes to DeKalb County residents and 44 percent of NIU’s employees live in DeKalb County.

The study also found that NIU students spent about $129 million in 2015, including on off-campus housing, food, transportation and entertainment. Capital projects were responsible for 139 jobs and $34.5 million.

Branstad now longest-serving governor in American history DES MOINES, Iowa (AP) – Iowa Gov. Terry Branstad – a graying little man who relies on Midwestern stick-toitiveness rather than personal flair – is ready to enter the political record books as the longest serving governor in American history, dating all the way back to colonial times.

Today, the six-term Republican will mark his 7,642nd day of service as governor. That’s just shy of 21 years in the office.

Branstad moves beyond former New York Gov. George Clinton, whose service includes some pre-Constitution time, and is far out in front of any recent or current governor.

The milestone is a testament to the fact that while political fashions have changed in the past 3 decades, this serious son of small-town farmers has managed to remain relevant. And it comes at a political moment when the contrast between Branstad

and the high-wattage stars of the GOP is on display in Iowa, as hordes of candidates flood the state before the leadoff presidential caucuses.

Unlike many of the 2016 hopefuls touring Iowa, Branstad is not a culture warrior, a business tycoon or a policy maven. He’s an old-fashioned retail politician who visits all of Iowa’s 99 counties every year. His schedule is jammed with tours of mom-and-pop businesses, keynote speeches at trade shows, talks at rural schools and the signing of seemingly endless proclamations on everything from motorcycles to college applications.

Mike Baron is a recreational boating safety specialist for the coast guard. He says: “Warm air temperatures can create a false sense of security for boaters.”

Baron says water temperatures in Lake Michigan are hovering around 40 degrees. He also notes that cool water drains body heat as much as 25 percent faster than cool air, and survival time is diminished greatly when someone is in water that’s below 70 degrees.

They met over breakfast at McDonald’s, the fuel for the first shopping session. As it neared its close, one of the event’s organizers, Dixon Police Detective Jessica Garza, helped wrap gifts in the garden center. Over the noon hour, the crew would fill up on Mama Cimino’s pizza at Dixon High School, along with another wave of youngsters who would take to the Wal-Mart aisles with officers.

“I’m running on Christmas spirit,” said Garza, amid dozens of volunteer gift-wrappers from her department, the Lee County Sheriff’s Department, Dixon High School cheerleading, Faith Christian School, and Premier Rental-Purchase. “I love this. Shop with a Cop is my baby.”

“It’s not all about the presents,” 15-yearold Dixon High School freshman Tianna Cornell said. “It’s about how this makes the little kids feel.”

“It’s the thought that counts,” added Whitney Williamson, 15, a sophomore.

went to Santa, and officers fetched their shopping pals, one-by-one, from the nearby room where the kiddos put their creative touch on a name chain and cookies.

In that room, bouncing on the knee of her daddy, Marty Stewart, 36, Kendra didn’t bother hiding her excitement at seeing jolly St. Nick.

“Kids can go see him if they want to,” the Madison Elementary School fourth-grader said.

“They don’t have to. But I’m definitely going to see Santa.”

Marty and Megaen Olsen are divorced. Two of the kids live with him in Amboy, and three of them with Olsen in Dixon. It’s nice to be together for the holidays, Kendra said.

“We get to all come together,” Kendra said.

“You get things you want, and things you need, and you don’t really have to worry about having enough money.”

“It grows every year – both the need, and our ability to help,” Garza said. “And if a family shows up with another child in tow, one they didn’t let us know about, that child gets to shop, too.”

The Dixon Police Department started the event in 2004. In 2008, the Lee County Sheriff’s Department partnered up, joined the fundraising and organizing efforts, and has since brought in more children each year.

The sheriff’s department’s drawdown fund-

raiser began in 2009 and, in tandem with community donations to the Dixon Police Charitable Association, helps the event thrive. More than $100,000 has been spent to support the program, which has served 1,028 kids to date, exceeding the initial goal of 1,000.

The departments also reach out to families affected by crime, in order to help traumatized victims get as close to back to normal as possible.

You could tell Marty Stewart was spent by the time the family packed up, having gotten home around midnight while driving for Dohrn Transfer Co. in Rock Falls.

An accident near Chicago bottlenecked the de facto night before Christmas.

“He woke me up way too early this morning,” Marty said of his son, Bryan, who turned 13 Sunday.

“Yeah, but we had to come here, and we still didn’t get here until late,” Bryan said.

Sounds like Christmas, doesn’t it? But hey, don’t forget the love.

“You’re a crazy old man, and I love you,” Bryan said, giving his dad a big squeeze.

The museum hosts a wide range of events like taxidermy classes, lecture series and film screenings. But Ebenstein said the flea markets are the most successful.

“People like me don’t want to buy normal Christmas stuff,” she said.

Anantharaman, who was hawking the twoheaded birds, quit her day job 2 years ago to turn her taxidermy hobby into a full-time career.

The holidays are her busiest time of year, when consumers yearn for that special something that sets their gift apart from the pack – or flock.

“It’s the same reason they want to buy anything handmade,” she said.

NEW YORK (AP) – What to get the loved one who has everything? Steven Rabinowitz wracked his brain before settling on (spoiler alert, relatives!) a raccoon skull.

“We’ll see how it goes,” Rabinowitz, 31, said as he revealed his purchase near a crowded display of animal skulls, antique medical instruments – and a bowl full of human teeth.

The bizarre bazaar that drew Rabinowitz and other curious clientele Sunday was the Morbid Anatomy Museum Holiday Flea Market – offering gifts both frightful and festive.

In the dim light of a pair of golden chandeliers, about a dozen vendors displayed their horrific wares: pieces of human skulls, a wide variety of taxidermy and earrings made from muskrat jaws.

One vendor, Divya Anantharaman, stood by her display of two-headed taxidermied birds – complete with Santa hats.

CHICAGO – For more than a decade, Robbie Gould was as accurate as any kicker in the NFL. These days, he is missing at an alarming rate.

And with a shot at redemption, he failed once again.

Gould missed another late field goal after failing to come through the previous week, and the Chicago Bears lost to the Washington Redskins 24-21 on Sunday.

“My teammates rely on me,” Gould said. “And the last 2 weeks, I just haven’t got it done.”

The Redskins went ahead by three early in the fourth quarter on Dustin Hopkins’ 47-yard field goal.

The Bears (5-8) were in position to score after Jay Cutler hit Alshon Jeffery with a 50-yard pass that put the ball on the Washington 35. Gould, who missed the potential winner at the end of regulation in last week’s overtime loss to San Francisco, got a chance to redeem himself. But his 50-yard attempt sailed wide right with 1:40 left, giving Chicago its second straight loss.

“The wind was at my back, the wind was blowing right to left,” Gould said. “It was in perfect range. I could have probably kicked from 61 going that way, 60-ish maybe. They got in range. I’ve got to make it.”

It’s a startling turn for a kicker who ranks among the most accurate in league history. The recent slump has raised questions whether the 34-year-old kicker’s best days are in the past.

NEW YORK – Hand it to Derrick Henry.

Alabama’s bulldozer of a tailback with the super-sized workload won the Heisman Trophy on Saturday night after carrying the Crimson Tide offense for most of the season.

“I’m just so thankful to have this trophy,” Henry said. “It’s just a blessing and an honor.”

The 6-foot-3, 242-pound Henry is the second Alabama player to win the Heisman, joining running back Mark Ingram.

Since Ingram won the award in 2009, it had gone to five straight quarterbacks.

Stanford’s do-it-all running back Christian McCaffrey, who broke the NCAA record for allpurpose yards in a season, was the runner-up, making it four second-place finishes for Cardinal players in 7 years.

Deshaun Watson, quarterback of No. 1 Clemson, finished third.

Henry was considered the favorite going in, though it didn’t make it any easier for him.

“I didn’t know at all,” he said.

Watson was named firstteam quarterback, while Henry and LSU’s Leonard Fournette were the firstteam running backs.

McCaffrey was the firstteam all-purpose player.

Notre Dame’s Jaylon Smith was a first-team linebacker, while Irish teammates Ronnie Stanley (OT), Will Fuller (WR) and Sheldon Day (DT) were second-team selections.

Robert Nkemdiche injured in fall Police say star Ole Miss football player Robert Nkemdiche was hospitalized after falling from a wall at an Atlanta hotel.

Department spokeswoman Kim Jones says it appears that 21-year-old Nkemdiche broke a hotel room window, walked about 15 feet, climbed over a wall, and fell roughly 15 feet late Saturday night.

Jones says Nkemdiche was alert and conscious when emergency responders arrived, and he was taken to Grady Memorial Hospital, where he was listed in stable condition.

Jones says authorities found what appeared to be a small amount of marijuana in Nkemdiche’s room.

The Oregon boys bowling team continued its strong season by taking top honors at the Cavalier Classic on Saturday in LaSalle.

The Hawks amassed a 6,218 team score, well ahead of runnerup L-P, which had 5,826. Oregon had three bowlers in the top five: Derek Poole (1,346, second), A.J. Nordman (1,334, third), and Joe Miranda (1,285, fourth).

The overall winner was L-P’s Nate Stubler with a pinfall of 1,358.

Dixon was sixth among eight teams with a score of 5,036. Leading the Dukes was Daniel Pottorff, 10th overall with a score of 1,190.

Leading the Golden Warriors was the fresh-soph 200 medley relay team of Chris Leal, Robby Christensen, Andrew Leal and Trey Morse, second in 1 minute, 58.06 seconds.

Byron had a trio of secondplace finishers in Caleb Carlson (100 breaststroke, 59.92), Sergio Solis (100 backstroke, 56.63) and Jacob Heitter (50 freestyle, 22.98).

Kane continues streak, Crawford pitches shutout vs. Canucks

CHICAGO – Patrick Kane found a way to stay on a roll. So did Corey Crawford.

Kane extended his points streak to 26 games, Crawford made 30 saves for his second straight shutout, and the Chicago Blackhawks beat the Vancouver Canucks 4-0 on Sunday night.

Kane, the NHL’s leading scorer with 46 points, had the second assist on Duncan Keith’s power-play goal midway through the first.

“We’re all having fun watching it, enjoying the different fashions that he’s been able to keep moving forward,” Chicago coach Joel Quenneville said.

Kane could have had more in this one, but the assist was his only mark on the score sheet – and he wasn’t exactly sure what happened on the play.

“I think I passed it and it went in 10 or 15 seconds later,” Kane said. “I didn’t know I had an assist until they announced it. I was hoping they didn’t get it wrong and they’ve got to call it back.”

Brandon Mashinter all scored late in the third for the Blackhawks, winners of four of five.

Kane surpassed Sidney Crosby’s 25-game streak, set in 2010-11, for the longest in the league since 1992-93.

The Blackhawks’ right wing has 16 goals and 24 assists during his run, and a point in 29 of Chicago’s 31 games.

Ryan Miller had 26 saves for the Canucks.

Rasmussen made it 2-0 with 8:24 left in the third, and Shaw had an empty-netter with 31 seconds remaining.

With Miller back in the net, Mashinter capped

the scoring with 10 seconds left with his first NHL goal.

Crawford has four shutouts this season, tied for the league lead with St. Louis’ Jake Allen and Minnesota’s Devan Dubnyk.

“He’s been awesome,” Keith said. “He’s made huge saves when we’ve needed him, and when he’s going like that, it allows us to make more mistakes and play with a little more confidence.”

Crawford’s shutout was the 16th of his career, and followed a 25-save effort in a 2-0 win against Winnipeg on Friday. For the

Juan Gomez also had a big game for Sterling (5-0, 2-0 NIN-12 West) with 18 points.

The Oregon girls basketball team began play in the Polo tournament on Saturday with a 48-37 victory against Prophetstown.

Bailey Montavon led the Hawks (3-4) with 13 points, Anni Wilson had 11, and Ally Bartling added nine.

For Prophetstown (0-9), Baylee Crane had 11 points, Lexi Rangel had nine, and Courtney Pierceson added eight.

Eastland 63, Polo 40:

Bubby Doubler poured in 20 points, and Makenzie Fink added 11 to lead the Cougars past the Marcos.

For Polo (1-6), Haley Cisketti had 11 points, and Kenzie Dusing and Justine Gorzny added 10 each.

The Hawks had a team score of 5,189, well ahead of runner-up Ottawa, which had 4,823.

Scheidecker’s pinfall of 1,265 was bettered by just Oregon wins at L-P: one bowler, L-P’s Gabbi Paced by second-place McCabe, who wound up o v e r a l l f i n i s h e r A l i at 1,288.

Also for Oregon, Abi Scheidecker (1,051) was sixth overall, and Caitlyn Kaltenbrun (1,027) was 10th.

Duchesses 2nd at UT:

Led by second-place overall finisher Katlyn Bay, Dixon placed second at the nine-team United Township Panther Invitational in East Moline.

The Duchesses had a pinfall of 5,292, behind just United Township, which had 5,357. Bay was second overall with a score of 1,181; UT’s Leah Samuelson won with a 1,202.

Sterling was sixth as a team with a 4,151 total.

Kyleigh Glazier led the Warriors with a six-game score of 927.

GREEN BAY, Wis. – With his offense mired by inconsistency this season, Packers coach Mike McCarthy decided to make a change this week.

He’s calling the plays again in Green Bay. Eddie Lacy ran for 124 yards and a score, and fellow running back James Starks added two TDs in the Packers’ 28-7 win over the Dallas Cowboys.

Green Bay (9-4) has a one-game lead in the NFC North over Minnesota after its second straight victory following a 1-4 slide.

“It’s definitely a springboard for us,” Lacy said.

“We have three games left, we’ve got to finish these games out.”

With 435 yards and 29 first downs, the Packers got better balance and production out of an offense that still strug-

gled at times with penalties and short-yardage situations. The defense and running game came up with big plays in the fourth quarter.

Aaron Rodgers threw for 218 yards and two scores.

But all the Packers really needed from their star QB late in the game was to hand off the ball.

Lacy and Starks each had TD runs in the fourth quarter, and the Packers rushed for 230 yards.

Cousins completed 24 of 31 passes on a soggy but unusually warm 62-degree afternoon. Jordan Reed had 120 yards receiving and a touchdown. Alfred Morris ran for a TD in the Redskins’ first road win since they beat Dallas on Oct. 27, 2014.

Now that they finally came out on top away from home, the Redskins will try to do something else for the first time this season – win two in a row. They last did that when they took out Tennessee at home, then won at Dallas last season.

“We have everything we want still in front of us,” coach Jay Gruden said.

Washington grabbed a 21-7 lead early in the third quarter when Cousins fired a 5-yard strike to Reed, capping a 10-play drive. But in a flash, the Bears tied it.

They drove 80 yards for their first third-quarter touchdown of the season, with Cutler connecting with Miller from the 9.

Kyle Fuller then stepped in front of what appeared to be an underthrown pass by Cousins at the Washington 30 and returned it to the 21.

Forte scored on a 7-yard run to tie it with 1:24 remaining in the third.

Henry is second Tide RB to win HENRY

It was the closest Heisman voting since 2011, when Baylor’s Robert Griffin beat out Stanford’s Andrew Luck by 280 points, but still a comfortable victory for Henry. He received 1,832 points, 293 more than McCaffrey (1,539). Watson received the thirdmost points for a thirdplace finisher with 1,165.

Oklahoma quarterback Baker Mayfield came in fourth, and Navy quarterback Keenan Reynolds was fifth, but Henry, McCaffrey and Watson dominated the voting.

Henry broke the Southeastern Conference record with 1,986 yards rushing – previously held by 1982 Heisman winner Herschel Walker – and

matched a league mark with 23 touchdowns, leading No. 2 Alabama to the College Football Playoff. He also set an Alabama record with 339 carries, including an astounding 90 in the Tide’s last two games.

“I know that our entire organization is really happy, happy, happy for Derrick Henry tonight, winning the Heisman Trophy,” Alabama coach Nick Saban said.

Henry choked up during his speech, thanking family, coaches and teammates, and mentioning former Alabama teammate Altee Tenpenny, who was killed in a car crash 2 months ago.

Henry was born to teenage parents and raised with the strong influence of his grandmother, Gladys, in the small north Florida country town

of Yulee, just outside of Jacksonville.

Gladys Henry has been hospitalized for weeks in Florida with heart and respiratory problems.

Derrick Henry said his grandmother was with him in spirit as his childhood dream of winning the Heisman came true.

“I love you so much,” he said during his speech.

Henry came to Alabama as a five-star recruit.

Before the Heisman came a dose of humility.

For the first time, football wasn’t easy.

“One day I said something to him, and he said, ‘Coach, all this stuff is new to me. All they did in high school was turn around and toss me the ball and I ran with it,’” Saban said. “I really appreciate his hard work at becoming a complete player.”

David Bird from England has surely written more bridge books than anyone else. He has over 100 and counting. One of his most recent is “What’s Your Line?”

(Master Point Press). It contains 100 declarer-play problems spread evenly over 10 topics. They are testing, but not impossible. If you would like either to improve or to practice your play, this book will suit you.

Today’s deal comes from the chapter on slams. How should South plan the play in six spades after West leads the club jack? Spades break 3-3.

In the auction, most tournament players would open the North hand with ace-king, ace and a good five-card

suit. However, North should have rebid one no-trump.

South’s four no-trump was Roman Key Card Blackwood in diamonds.

North showed three key cards (three aces, or two

aces and the diamond king).

South then jumped to six spades, even though his partner might have been void in the suit. It’s called author’s license.

South starts with 11 tricks: five spades, two hearts, two diamonds and two clubs.

The only chance of a 12th winner is to establish dummy’s diamond suit.

If that is also 3-3, an overtrick can be scored, but what if they are the more likely 4-2?

After winning trick one and drawing trumps, declarer should duck a diamond.

If an opponent shifts to hearts, South wins with his king, plays off dummy’s top diamonds (pitching, say, a club), ruffs a diamond, crosses to dummy with a heart, and discards his low heart on the high diamond eight. © 2015 UFS

The contract documents, including specifications and forms of contract and bond for completion of work, are on file at the Code Enforcement office of the City of Sterling.

All proposals shall be accompanied by a bid bond or certified check payable to the City of Sterling for an amount which shall not be less than ten percent (10%) of the bid, to be held as damages should the bidder to whom an award is made fail to execute the contract and bond for performance of work.

Labor employed on this work shall be paid not less than the minimum rate of wages for the various classifications of workers employed. Funding of this project is provided using public money through the Blight Reduction Program, administered by the Illinois Housing Development Authority.

The City of Sterling and Rock Island Economic Growth Corporation reserve the right to reject any and all bids and to waive any informality in bidding.

Payment of this work will be by check upon completion of work. There will be no progress payments.

The successful bidder will be required to furnish a contract bond on the form of bond furnished by the City of Sterling, which bond is attached to the Contract Documents. A cash bond or authorized Letter of Credit is also acceptable.

No bid may be withdrawn after scheduled closing time for receipt of bids for at least fifteen (15) days.
