DIXON – The City Council has narrowed its field of city manager candidates to two, including Interim City Manager David Nord.

It’s possible the city will select its permanent manager by the end of the week, Mayor Li Arellano Jr.

said. He declined to release the name of the second candidate without his or her permission.

“We’re really trying to get this wrapped up,” he said Monday.

“We think any of them can do the job. What we’re really trying to look for is who matches this council and our vision for the city.”

To attend A special meeting will be held at 5:30 p.m. Thursday at Dixon City Hall, 121 W. Second St., to discuss, and likely decide, who Dixon’s first city manager will be. It will begin with a public comment period before going into executive session.

The council must make its vote on who to hire in open session.

STERLING – The Sterling Park District Board of Commissioners will have a public hearing Wednesday regarding its planned sale of $1.31 million in general obligation bonds.

The bond sale does not require a referendum, because the amount doesn’t exceed the maximum allotted percentage of equalized assessed valuation. The amount requested by the park district is, like last year, at the ceiling of 0.525 percent of county EAV. Because of decreasing EAV, this year’s bond sale will produce $19,000 less than last year.

Earlier this month, the city’s hiring consultant, GovHR, delivered a list of 34 applicants for city leaders to sort through.

Nord was appointed interim manager at the end of May. The council extended his contract for 6 months, and as

November approaches, it’s set to expire.

So there’s some urgency to fill the position, Arellano said. But he also likened the hiring process to the council’s decision on replacing former council member Jesse Arjes: City leaders want to have a consensus and make sure they make the best hire possible.

“This is something we’re very careful about not rushing,” Arellano said. “We want to make sure the council, one way or another, can get behind who we pick.”

Hiring a manager is the council’s top priority, something it ratified as part of its 100-day agenda in June. It is a position created out of the desire for government change, as evidenced by the referendum passed in 2014.

The manager will oversee all city functions, including the hiring and firing of employees.

Two hurt Sunday in motorcycle crash OGLE COUNTY – Two people were injured Sunday

in a single-motorcycle crash in the 3500 block of state Route 2.

Ogle County Sheriff’s deputies responded at 4:40 p.m.

A motorcycle driven by David Richardson, 58, of Rockford was northbound when Richardson lost consciousness because of a preexisting medical condition, causing him to enter the west ditch.

Richardson was airlifted

by OSF Life Flight to OSF Saint Anthony Medical Center in Rockford, where he remained in fair condition Monday. Richardson’s passenger, Lori Morise, 46, of Rockford, suffered minor injuries and was taken by Dixon Rural ambulance to KSB Hospital in Dixon, where her condition was unavailable Monday. Oregon police and fire assisted at the scene. The crash remains under investigation.

One hurt Sunday in one-vehicle rollover OGLE COUNTY – A Clinton, Iowa, woman received minor injuries Sunday in a single-vehicle rollover in the 5900 block of state Route 64 East.

Ogle County Sheriff’s deputies and Oregon ambulance personnel responded at 4:57 a.m. A Cadillac sedan driven by Ivan C. Barragan Ortiz, 25, of Savanna, was westbound when he possibly fell asleep. The vehicle left the roadway and rolled over.

The front-seat passenger, Paola Dondiego, 23, of Clinton, suffered minor injuries, and was taken to KSB Hospital in Dixon. Her condition was unavailable Monday. Barragan Ortiz and the rear-seat passenger, Mellisa Dondiego, 18, of Clinton, were not injured.

New auditor general touts transparency SPRINGFIELD (AP) – Frank Mautino knows a thing or two about audits. The state representative from Spring Valley, chosen last week to become the third auditor general in Illinois history, estimates he’s read 2,000 of them, detailing waste, mismanagement, and sloppiness, in 18 years as a member of the Audit Commission that reviews those checks of government operations and recommends changes.

Mautino has represented all or parts of Bureau, LaSalle, Livingston and Putnam counties since 1991, when he was appointed to fill his father’s seat following his unexpected death.

The Legislature appointed him for a 10-year term to replace William Holland, who served 23 years. Like Holland, Mautino is a Democrat – deputy majority leader to House Speaker Michael Madigan. Mautino insists he’ll be impartial as head of the office that issues about 150 audits a year, with regular reviews of state agencies and

through the process of audit back to the General Assembly, which has been charged with making the policies to fix it. ...

The 10-year term allows you to actually be independent; you’re going to be there beyond a single administration.

Q: Why did you want this job?

A: My interest has always been transparency, finance and intergovernmental workings. ...

I’ve always believed that if you wanted to understand how government works together, you had to sit on two committees.

One is the Revenue Committee, and the other is the Audit Commission. You see where the money comes from and how it ultimately gets spent.

Q: Holland was known as low-key, no-nonsense. He had one news conference in 23 years – in 2005 when former Gov. Rod Blagojevich’s Department of Central Management Services attacked his credibility in denouncing an audit. What made him successful?

Q: How would you describe the job of auditor general?

A: It is the only truly independent set of eyes on state government spending, answers only to the taxpayers, and brings problems that have been found

A: Holland was a role model. ... He handled uncomfortable situations, difficult situations, rough audits, with grace under pressure. The only time I can actually recall him in anger was the CMS audit and at that time, he was correct in what he did, and how professionally he answered a team of lawyers, with just he and [legal counsel] Rebecca Patton defending on the other side, and they won.

Gotta be admired.

Q: You are part of the House Democratic leadership. Holland was a Democrat but built a reputation as unbiased. How do you do that?

A: The bills that I’ve run and the complex negotiations that I’ve done have always had geographic and partisan balance, and I’ve found I got a better work product out of that. ... That’s been one of my strengths that throughout the years I’ve taken pride in, that I can bring those groups together and keep it in a nonpartisan fashion.

OBITUARIES Harry W. Johnson PROPHETSTOWN – Harry W. Johnson, 89, of Prophetstown, died Saturday, Oct. 24, 2015, at Resthave Nursing Home in Morrison. He worked as an accountant and business manager for Rock River Lumber and Grain, before his retirement in 1991.

Harry was born Jan. 4, 1926, in Prophetstown, the son of Elmer and Verna (Burdsall) Johnson.

He served in the Navy during World War II. He married Dorrine Gibson in 1949. She preceded him in death in 1982. Harry married Joanne “Josie” Snodgrass in 1989. She preceded him in death in 2013. He was a member of First Lutheran Church in Prophetstown.

Survivors include his two children, Eric (Mary “Mimi”) Johnson of Bettendorf, Iowa, and Erica Hostetler of Ithaca, New

York; stepchildren, Beth (Lonnie) Rice, Nina (Charles) Rumfelt, and Robert (JoAnn) Snodgrass, all of Morrison, and Susan (James) Miller of Prophetstown; one sister, Rosemary (Joel) Silbey of Ithaca; four grandchildren; and numerous stepgrandchildren.

He also was preceded in death by his parents and a brother, Howard Johnson.

Visitation will be from 11 a.m. to 1 p.m. Thursday and the funeral at 1 p.m.

She was born Nov. 19, 1948, in Dixon, to Adam and Bertha (Jacobs) Gleim. Joanne married D. “Jack” Bott on Nov. 5, 1967, in Ashton. She graduated from Ashton High School. She was a loving homemaker for many years, before going to work as a pharmacy tech at Daws Drug Store in Polo and as a receptionist at KSB Clinic in Oregon.

Rolf L. Helm STERLING – Rolf L. Helm, 88, of Sterling, died Friday, Oct. 23, 2015, after a brief stay at CGH Medical Center in Sterling.

Rolf was born July 2, 1927, in Chicago, the son of Eilert O. and Sarah Hjelmeseth. Rolf served in the Navy during World War II. He graduated from St. Olaf College in Northfield, Minnesota, followed by law school at Drake University in Des Moines, Iowa. He was a practicing attorney in Chicago before spending the bulk of his career at his own practice in Sterling. He retired in 1989. After retirement, he and Mary Lou volunteered at Red Bird Mission in Beverly, Kentucky. Rolf was active in his community as a member of St. Paul Lutheran Church, Rotary Club, and a daily downtown coffee group.

Rolf is survived by Mary Lou Boyles Helm, his wife of 66 years. He also is survived by his four

children, Rolf Allen, Steven Paul (Teri Stolzoff Helm), David Charles (Regina Gustafson Helm), Ann Louise (Scott McKell); and four grandchildren, Megan Elizabeth (Shaun Whitley), Eric Leif, Jaime Morgan, and Erin Renee Helm.

He has many beloved nieces and nephews.

He was preceded in death by his brother, John Arne Helm; and his granddaughter, Kristin Laraine Helm.

Douglas B. Simpson FRANKLIN GROVE – Douglas B. Simpson, 59, of Franklin Grove, died Friday, Oct. 23, 2015, at Serenity Hospice and Home in Oregon. He worked in advertising for a period of time, and later worked in Japan and South Korea to establish QVC stations.

Douglas also worked for Dimmitt Auto Group in Florida, and in 2004, he moved back to Illinois and worked for Ken Nelson Auto Group in Dixon.

Douglas was born Oct. 2, 1956, in Rochelle, the son of Willard and Maxine (Buchanan) Simpson.

He was a 1974 graduate of Franklin Center High School and a 1978 graduate of Carthage College in Kenosha, Wisconsin.

Parks Director Larry Schuldt said the park district has sold general obligation bonds for capital improvements each year since at least 1989. The previous year’s bonds will be retired by Dec. 1, when the new sale is executed.

“We’ve already budgeted for this because the new fiscal year starts in May, and this money doesn’t come in until Dec. 1,” Schuldt said.

The money will be used for general capital improvements, which includes maintenance, repairs, equipment, materials and supplies.

“There are no big projects this year – just a lot of smaller ones,” Schuldt said. “Some of it is for renovations to rent-

A general breakdown of the capital improvements plan looks like this: Parks, $500,000; Westwood Fitness & Sports Center, $500,000; Emerald Hill Golf Course, $200,000; and Duis Recreation Center, $110,000. Technology upgrades are also high on the park district’s priority list.

The last time the park district put a bond issue on the ballot was 1975, to match a grant received from the U.S. Department of Housing and Urban Development.

“They received a $250,000 HUD grant for a complete renovation of Lawrence Park, and because EAV was so low then, they needed a referendum to get the $250,000 match,” Schuldt said.

Another option for local taxing bodies is to sell alternate revenue bonds, also known as back-door referendum bonds. The bonds are backed by a project’s anticipated revenue stream, but taxpayers are also on the hook if the revenue stream falls short.

Although a referendum isn’t mandatory, voters can force one with a petition that generates the signatures of 5,000 registered voters, or 5 percent, whichever is lowest. Citizens have 45 days to gather the signatures.

The park district used alternate revenue bonds to finance the Duis Center renovation that was done in 2009 and 2010.

Two killed in shooting

BOLINGBROOK – Police say two people were killed Monday morning at YCB International in Bolingbrook.

Bolingbrook police responded at 9:39 a.m. to a report of an active shooting at the automotive supply importer at 694 Veterans Parkway Lot 3G, near Veterans Parkway and Remington Boulevard, according to Bolingbrook Lt. Carter Larry.

Multiple employees

were at the scene at the time of the shooting, and one of them was killed, Larry said. Police would not say whether the other person killed was also an employee.

The two people were pronounced dead at the scene, and a gun was recovered.

As of 11:30 a.m., police had completed a primary and secondary sweep of the building, adjacent businesses also were secured, and a perimeter was established.

Processed meats now are in the same danger category as cigarettes and asbestos.

Ham, sausage, hot dogs, corned beef and other processed meats can lead to colon, stomach and other cancers, and red meat is probably cancer-causing, too, according to an announcement Monday from the World Health Organization’s cancer agency.

Salting, curing, smoking, and grilling, panfrying and other hightemperature methods of cooking red meat, produce the highest amounts of chemicals suspected to

cause cancer.

Beth Fiorini, administrator of the Whiteside County Health Department, first learned about the decision when I called to talk to her about it.

“Wow,” she said, briefly speechless.

After her surprised reaction, her immediate concern was for impov-

erished families and children, because the items flagged are a main component of their diets: It’s often what they can afford to eat.

A group of 22 scientists from the WHO’s International Agency for Research on Cancer in Lyon, France, evaluated more than 800 studies

from several continents about meat and cancer.

Based on that evaluation, they classified processed meat as “carcinogenic to humans” and red meat as “probably carcinogenic.”

Doctors have warned that a diet loaded with red meat is linked to cancers, including those of the colon and pancreas.

The American Cancer Society has long urged people to reduce consumption of red and processed meat.

‘We give her the best life we can’ Family stunts disabled daughter’s growth to expand her world BALI, Indonesia (AP) – Charley Hooper is so disabled that her mother considers her “unabled.”

At 10, she cannot speak, walk or see anything beyond light and dark and perhaps the shadowy shape of a face held inches away. As she grew bigger, her parents feared she would eventually become too heavy to take anywhere.

So Jenn and Mark Hooper came up with a radical solution. The New Zealand couple gave their daughter hormones to stop her growth. Then they had doctors remove her womb to spare her the pain of menstruation. Charley is now around 4-foot3-inches and 53 pounds, and will remain so for the rest of her life.

A small but increasing number of families across the U.S., Europe and New Zealand are turning to what is known as growth attenuation in an attempt to improve the lives of their disabled children.

The practice is highly controversial: Many see the very idea of stunting and sterilizing the disabled as a violation of human rights.

But parents such as the Hoopers say it helps their children preserve their quality of life.

“We haven’t stopped her doing anything. Growing would have stopped her doing things,” Jenn says. “We didn’t take away any choices that weren’t already taken from her.”

Back in the 1950s and 60s, growth attenuation – which refers only to the hormone treatment – was sometimes prescribed for girls who were expected to grow very tall. But the first known case of stunting a disabled child to ostensibly improve her life popped up in a medical journal in 2006. A Seattle couple wanted to keep their daughter, Ashley, small enough to participate in family activities as she grew up. So doctors gave her high doses of hor-

Two committees made up of school officials have been tasked with examining ways to implement those initiatives.

Steve Nunez, dean of institutional research and planning, said the college is in the second of three phases. The first phase was listening to people and trying to be inclusive.

Phase two is the planning process.

“These task forces are made up of employees of the college who will gather the information from the listening sessions and refine it into a plan to enact those findings,” Nunez said. “By the fall of next year, we hope to go into phase three, which is to implement the plan. Right now, we are not sure what the final product will be.”

Work will begin immediately, with a fall 2016 implementation deadline for both initiatives.

After meeting with students, staff and community members, Sauk officials believe more online programming is needed at the college.

“We offer a number of classes online already,” Nunez said. “We have a smattering of classes here and there, but we want students to be able to complete an entire degree or certificate online.”

Some of the degrees and certificates that could be available online include criminal justice and business and accounting. Others will be determined.

“We are looking for programs that transition into 4-year schools,” said Jon Mandrell, dean of academics and student services.

Mandrell also said having more of an online presence will attract students to the college.

According to data from the college, more than 50 percent of Sauk students need some form of academic remediation. The data also indicates that the barrier has interfered with the students’ ability to complete a degree.

“A lot of students that enter our doors are not quite prepared for college-level work,” Nunez said. “We want to build their skills as quickly as possible in order to get them into college-level classes.”

Under this initiative, Sauk will offer additional lower-level classes in math, English and reading.

“The purpose is to get students to improve their skills so they can be successful in college-level courses,” Nunez said.

“We accept students where they are and try to improve their skills.”

Insurance prices up for some under health care law CHICAGO (AP) – Many Illinois consumers will pay higher prices for health insurance entering the third year of President Barack Obama’s health care law, industry experts said after the government published the 2016 prices Monday.

The federal government said the cost of a benchmark plan in Illinois on HealthCare.gov will

increase 6.1 percent for 2016 coverage, but most people will be able to buy a plan for less than $100 a month after tax credits.

Many health plans are changing: The state’s dominant insurer, Blue Cross Blue Shield of Illinois, killed off a popular plan offered last year that covered every hospital in the state. Offering fewer hospital choices is one

way insurers can keep their costs down.

“No one should assume their doctor is covered by a particular health plan,” said Shelley Schiff, an insurance broker in Northbrook, who is getting calls from concerned clients. “I’m advising them not to rush.”

About 297,000 Illinois residents now get coverage through HealthCare.

Shaking our heads over $501 school What we think What’s the value of a school building?

It runs the gamut from high to low, as illustrated in the Dixon School District.

O

ne maxim when conducting business is to buy low and sell high.

In other words, purchase a commodity or stock or real estate at a low price, and later, sell it for a high price, so you’ll come out ahead in the transaction.

That maxim can’t always be followed, of course.

But it came to mind as we’ve observed the Dixon School District’s discussions and actions regarding school buildings.

Earlier this year, the school board received information about potential costs regarding its aging yet picturesque high school along the Rock River.

Several cost estimates have been bantered about, depending on what the school board eventually decides to do.

Among the options, and their estimated costs: • Renovate Dixon High School: $42 million to $48 million.

• Build a new high school: $44 million to $47 million.

• Do only necessary and legally mandated repairs: $21 million to $24 million.

Those costs raised our eyebrows.

Apparently, however, they are the going rates.

They also provide an interesting contrast to the board’s decision last week to sell Lincoln Elementary School, which it closed last year.

What sale price did this former educational institution command?

Millions of dollars?

No. Hundreds of thousands of dollars?

Well, no.

Thousands of dollars?

Um, nope.

Try $501 instead.

Yes, that’s the amount of the lone bid that was received for the school.

Hence, the school board voted Wednesday to sell the school for $501 to Open Sesame Children’s Learning Center, which already has been leasing it for child care services.

Thus, Open Sesame will continue to put Lincoln School to excellent use.

We support the idea of the building continuing to be used for the good of children.

And the cost certainly will be helpful to Open Sesame’s bottom line, particularly as it will assume the operational and maintenance costs of an older building – costs the school district will no longer have to bear.

The overall benefit to the community will be positive.

Yet, we can’t help shaking our heads over the wide range of school building prices – tens of millions of dollars to fix or build a high school, compared to the dirt-cheap price of $501 fetched from the sale of Lincoln School.

Buy low and sell high?

Looks like, in this case, the opposite holds sway.

Instead of keeping taxpayers in the dark about details of the contract and how their money is being spent, a summary of the new contract – including details for a new salary schedule and insurance increases – was posted on the school district’s website Tuesday. The information will have been online for 7 days before a vote is taken.

On top of that, at the beginning of the negotiation process, the board was open to holding negotiations in a public forum rather than executive session, but the notion was rejected by the union, lead negotiator for the school board, Gary Kinshofer, said.

Our organization has helped these individuals to receive basic need items, employment, medical and social services, and most important, housing.

Sadly, however, for as many individuals who have been assisted in successfully transitioning from our facility, because of a lack of available beds, individuals may have to be turned away and put on a waiting list.

The need for our shelter’s services and the refuge provided on an interim basis remains so important to aid those who are homeless and in crisis. New residents, oftentimes babies, small

children, men, women and the elderly, are transitioning in and out of the shelter on a consistent basis. Our shelter is one of the few in the area that is open 365 days a year, 24 hours a day.

For instance, how would a mother in this situation keep her children safe and warm, what would she feed them, and how would she possibly improve her situation with no support or relatives in the area?

This is where PADS comes in. Once this mother makes a call to our organization, she and her children will be helped.

They have the same basic needs our kids do – affection, shelter and food, and once they’ve been in a home, it’s hard for them to adjust to the outside alone with no one caring for them. Way too many are abused and die pretty quickly from the elements and starvation.

At the bridge table, a defender’s second card in the trump suit can both be a friend and govern how he should play – as in this deal.

West is defending against four hearts. He leads the diamond nine. East wins with his jack, cashes the diamond ace, and continues with the diamond king. After South ruffs with his heart queen, how should West plan the defense?

When a fit is found, both partners can include shortage points (or follow the guidelines of the Losing Trick Count). When North raises hearts, South can add one point for each doubleton,

getting him up to 19 support (high-card plus shortage) points – enough for his jump to game. ( Alternatively, his hand has only five losers: one spade, one heart, two diamonds and

one club. This is the number for a jump to game opposite a single raise.)

Should West overruff declarer? With king-doubleton, yes; but what about kingthird?

Now it primarily depends upon the second card in the suit. If it is relatively high – typically at least the eight – the defender should not overruff, in the hope that that card will be promoted as a winner.

In this deal, if West overruffs and, say, shifts to a spade, South wins that trick, draws trumps, and claims.

But if West calmly discards, he will eventually take two trump tricks, with K-10-4 sitting behind A-J-8-7-2.

Quake kills more than 260 Number of deaths expected to rise as more areas reached KABUL, Afghanistan (AP) – A massive earthquake struck remote and impoverished regions of northern Afghanistan and Pakistan on Monday, killing at least 263 people as it shook buildings across South Asia and knocked out power and communications to already-isolated areas.

The 7.5-magnitude quake was centered deep beneath the Hindu Kush mountains in Afghanistan’s sparsely populated Badakhshan province, which borders Pakistan, Tajikistan and China, the U.S. Geological Survey said.

In the Afghan capital of Kabul, buildings shook for up to 45 seconds, walls cracked, and cars rolled in the streets as electricity went out. Frightened workers who had just returned from lunch also rushed from swaying buildings in the Pakistani capital of Islamabad and to the south in the Indian capital of New Delhi.

“I was praying when the massive earthquake rattled my home. I came out in a panic,” said Munir Anwar of Liaquat Pur in Pakistan’s eastern Punjab province.

Doctors treat patients Monday at a hospital after an earthquake hit in Peshawar, Pakistan. One of Afghanistan’s most isolated and poverty-stricken regions was hit Monday by a massive earthquake that reverberated across Asia, shaking buildings from Kabul to New Delhi, cutting power and communications, and killing at least 263, mostly in the remote mountain regions near the Afghan-Pakistan border. The number of casualties on both sides of the border were expected to rise. more than 200 injured, and authorities in the Indian-controlled Kashmir region reported two deaths. Officials expected the casualty toll to rise as they reached the remote areas.

Authorities struggled to reach the hardest-hit areas in Afghanistan near the epicenter, located 45 miles south of Fayzabad, the capital of Badakhshan province.

Abdul Humayoon Dehqan, the head of the National Disaster Management Authority’s provincial office, said he knew of only 12 dead and

20 injured in the province, mostly in collapsed buildings, and that his teams would not reach affected areas until this morning to get a better count.

Despite vast mineral deposits, Badakhshan is one of Afghanistan’s poorest provinces. It is often hit by earthquakes, but casualty figures are usually low because it is so sparsely populated, with fewer than 1 million people spread across its vast mountains and valleys. It also suffers from floods, snowstorms and mudslides.

leys as cover recently to seize districts as they spread their footprint across the country. Dehqan said some districts remain under Taliban control “and we don’t know how we will be able to help people in those areas.”

In Takhar province, west of Badakhshan, 12 students at a girls’ school were killed in a stampede as they fled shaking buildings, said Sonatullah Taimor, the spokesman for the provincial governor. Another 42 girls were taken to a hospital in the provincial capital of Taluqan.

Five killed after boat mysteriously sinks Officials search for missing person; 21 others were rescued VANCOUVER, British Columbia (AP) – Five British nationals died when a whale watching boat with 27 people on board sank off Vancouver Island, the British Foreign Minister said Monday. One person was missing and the rest were rescued, some by local aboriginal community members who rushed to help.

The cause of the sinking remained a mystery. The boat made a mayday call late Sunday afternoon on a calm, clear and sunny day off Tofino, a popular destination for whale watchers, the Joint Rescue Coordination Centre said.

Government investigators were not expected to arrive until Monday afternoon in Tofino, a remote community of about 2,000 people at the very tip of a peninsula some 200 miles northwest of Victoria, the capital of British Columbia. Jamie Bray, the owner of the company that operates the boat, said he is cooperating with investigators to determine what happened.

British Foreign Secretary Philip Hammond confirmed in a statement that the five killed were U.K. nationals. He said consular officials in British Columbia were sup-

The boat, the 65-foot Leviathan II, was partially submerged 8 nautical miles west of Tofino.

Fishing guide Lance Desilets said at least 12 rescue boats were already out on the water when he arrived Sunday afternoon to respond to the call for help.

“I saw a lot of personal belongings, a long diesel slick and the top 10 feet of the Leviathan II sticking out of the water,” Desilets said. “It’s a sad day for our community.”

Canadian Prime Minister-designate Justin Trudeau thanked all those who participated in the rescue effort and offered his condolences to the victims and their families.

“I know firsthand of this coastal area’s natural beauty and the many people who visit here from all around the world,” said Trudeau, who won Canada’s national elections last week. “My thoughts and prayers are with the passengers, the crew, and their families at this most difficult time.”

Troops thought hospital was in grip of Taliban WASHINGTON (AP) – The Army Green Berets who requested the Oct. 3 airstrike on the Doctors without Borders trauma center in Afghanistan were aware it was a functioning hospital, but believed it was under Taliban control, The Associated Press has learned.

The new information adds to a body of evidence that the internationally run medical facility site was familiar to the U.S. military, raising questions about whether the decision to attack it violated international law.

A day before an American AC-130 gunship attacked the hospital, a senior officer in the Green Beret unit wrote in a report that U.S. forces had discussed the hospital with the country director of the medical charity group, presumably in Kabul, according to two people who have seen the document.

Separately, in the days before the attack, “an official in Washington” asked Doctors without Borders “whether our hospital had a large group of Taliban fighters in it,” spokesman Tim Shenk said in an email. “We replied that this was not the case. We also stated that we were very clear with both sides to the conflict about the need to respect medical structures.”

Taken together, the revelations add to the growing possibility that U.S. forces destroyed what they knew was a functioning hospital, which would be a violation of the international rules of war. The Pentagon has said Americans would never have intentionally fired on a medical facility, and it’s unclear why the Green Beret unit requested the strike – and how such an attack was approved by the chain of command – on coordinates widely known to have included a hospital.

Interest rate hikes not likely before year’s end Fed will monitor global economy WASHINGTON (AP) – Not long ago, it seemed a sure bet: The Federal Reserve would raise interest rates by year’s end. Fed Chair Janet Yellen herself said she expected it.

Now, doubts are rising that the Fed will start raising rates before next year from the record lows where they’ve stood since 2008. When its policymakers meet this week, the likelihood of a rate hike is widely seen as close to zero.

What’s changed?

Mainly, a global economic slowdown, led by China, that’s inflicted wide-ranging consequences: U.S. job growth has flagged.

Wages and inflation are subpar. Consumer spending is sluggish. Home sales have flattened. Investors are nervous. And manufacturing is being hurt by a stronger dollar, which has made U.S. goods pricier overseas.

“The data has gotten weaker, and the Fed is farther away from achieving its target on inflation,” said Diane Swonk, chief economist at Mesirow Financial in Chicago.

“The greatest risk at the moment is the slowdown

in China and other emerging markets and what impact that will have on the U.S. Janet economy.”

Yellen Though analysts say a rate hike at the central bank’s next meeting in December is still possible, two key Fed officials have called even that prospect into question.

For months, policymakers had sounded generally confident that the economy was improving consistently, despite a global economic slowdown, and soon would no longer

and escalated fears that the world’s second-largest economy was weaker than thought and could derail growth in the United States. Uncertainty was too high, Fed officials decided, for a rate hike in September.

Since then, the outlook has dimmed further with a hiring slowdown, tepid retail sales and factory output, and a pause in the housing recovery.

Inflation might be the biggest obstacle. The Fed has essentially achieved one of its mandates – to maximize employment – as the unemployment rate has reached a sevenyear low of 5.1 percent.

But it’s much further from its other mandate – to stabilize prices. Its inflation target is 2 percent; anything less could signal economic weakness. Yet a price gauge the Fed tracks has stayed below 2 percent for 3 years and has recently slowed further, reflecting cheaper energy and a stronger dollar, which depresses import prices.

The Fed has said it will start raising rates once it’s “reasonably confident” inflation will return to 2 percent within 2 to 3 years. Yellen has said that confidence should be boosted by a stronger job market, which will help raise workers’ pay.

Union, General Motors reach tentative contract agreement DETROIT (AP) – The United Auto Workers union and General Motors Co. have reached a tentative agreement on a new 4-year contract, avoiding a strike for now.

The UAW said the agreement was reached at 11:43 p.m. Sunday, 16 minutes before the deadline it had set to either reach an agreement or call a strike at GM’s U.S. plants.

Details of the proposed contract weren’t immediately available. The UAW said local union leaders will meet Wednesday in Detroit to vote on the tentative agreement. If they approve it, GM’s U.S. hourly workers will vote on it.

The agreement covers 52,600 U.S. auto workers at 63 GM facilities in the U.S. UAW President Dennis Williams said the proposed deal will provide “long-term, significant wage gains and job security benefits now and in the future.” The union also hinted that this agreement – like a contract passed last week

“In coach Fred’s offense, there are so many opportunities to drive and shoot my mid-range [jumper] in transition,” Rose said. “It’s open. I just have to get used to playing this way. I know it may sound crazy, but playing in a system for 3 or 4 years kind of got me out of a rhythm.”

Rose is so right. It does sound crazy.

Remember, though, that the assessment came from a guy who has set the bar high for outrageousness, so Chicago mostly shrugged. Rose’s opinion of former coach Tom Thibodeau’s offense, a far cry from what he thought before he started prepping for surgeries, served as more than the latest reminder to judge Rose by his actions instead of his often ridiculous words.

His quick dismissal of the Thibodeau years also reinforced how much buzz surrounds the real star the Bulls cannot wait to unveil at the United Center.

That would be The Hoiberg Offense.

Brian Cebula admits to not knowing enough about Wheaton St. Francis to determine the Sterling Golden Warriors’ chances against the sectional’s top seed in today’s 2A Hampshire Sectional semifinal.

The one thing the Warriors coach is sure of is that his team isn’t short on experience, and that’s never a bad thing.

The Warriors will be playing in a sectional for the fourth time in 6 years, including last year where many of this year’s players gained invaluable experience.

St. Francis (14-1-4), on the other hand, won its first regional since 2005 on Saturday by defeating Sycamore 3-0.

Sterling (19-1-3) won the 2A Freeport Regional last season before falling to Belvidere 3-2 in the sectional semifinal.

One difference that Cebula notes is that the Warriors were challenged more last week in the regional than they were a year ago.

College GameDay coming to Philly ESPN’s “College GameDay” will broadcast from Independence Mall in Philadelphia on Saturday as No. 21 Temple hosts No. 9 Notre Dame in one of the most significant games in the school’s history.

The network announced the decision Monday.

Temple students, alumni and fans lobbied ESPN on social media after the Owls rallied late to beat East Carolina last Thursday for their first-ever 7-0 start.

Klentak hired as Phillies’ new GM Matt Klentak was hired as the Philadelphia Phillies general manager on Monday. At 35, he becomes the youngest GM in team history. He had been the Angels assistant GM since November 2011.

Klentak replaces Ruben Amaro Jr., who was fired in September by new team president Andy MacPhail.

He takes over a club that finished last in the majors with a 63-99 record.

Game predicts Warriors to repeat A video game simulation of the NBA season predicts a repeat of last season’s finals, only with the Golden State Warriors needing seven games to beat Cleveland this time.

The NBA 2K16 simulation actually had the Warriors finishing second to Oklahoma City in the Western Conference during the regular season, with Kevin Durant averaging 30.7 points and winning his second MVP award. But fourth-seeded San Antonio then knocked the Thunder out in the West semifinals, before the Warriors ousted the Spurs in the West finals.

Cleveland won the East and then romped to the finals, beating No. 2 Chicago in five games in the East finals.

We’ve come to the end of the football regular season. Five of our 15 local teams survived to fight another day, and that is four fewer than last year’s total of nine.

For the 10 other teams, Week 9 was the final game, and the last opportunity for seniors to showcase their talent on the gridiron. AFC, Bureau Valley, Erie-Prophetstown and Milledgeville, all coming in at 4-4, didn’t go into Week 9 with the mindset that it would for sure be the final game. Only the Storm came out with a win, but didn’t get enough help from its season opponents in the form of total wins by those teams.

The Storm’s 31 playoff points missed the cut by four.

Here are more numbers of note for Week 9:

This number has been tossed around a lot when it comes to discussing Polo football this season, in particular the five shutouts. The fifth one was added with a 64-0 blanking of Orangeville.

In that game, neither team threw for any passing yards.

That’s only the second time that has happened in a game involving an area team this season. The other was Byron’s Week 7 win over Oregon.

The Marcos’ defense not only held the Broncos to zero points, but did not allow a first down.

Discipline was flawless also.

No flags were thrown on the Marcos during the game, the first time this season that has happened to any local team.

Bureau Valley, Milledgeville and Polo have led the way on special teams, combining for 11 touchdowns. However, Bureau Valley’s Hunter Schoff achieved a special teams first this season for local teams: scoring a touchdown from the gunner position.

What is a gunner? They are players on a receiving team of a kick or punt who sprint downfield in an attempt to tackle the returner as far back as possible.

Schoff was in perfect position to recover a fumbled opening kickoff return against Morrison, running 9 yards for a touchdown.

Another year, another heartbreaker from Hall.

However, this year’s ErieProphetstown Panthers had a chance at making the playoffs, coming in at 4-4, but fell to the Red Devils 27-26 at Mosher Field in Prophetstown.

That’s the Panthers’ thirdstraight one-point loss to the Red Devils. Last year, Hall won 21-20, and 2 years ago won 22-21.

The regular season ended Week 9 just how it began Week

1, with just five wins from local teams.

Bureau Valley, Eastland-Pearl City, Fulton, Newman and Polo earned wins in Week 9, and of those teams only the Comets and Marcos were victorious in both the first and final weeks of the regular season.

That’s how many years ago the first Eastland-Pearl City cooperative team came together.

The Wildcatz (2-7) closed out their season on a much different note than how it began.

Both wins came during the last 4 weeks, and both came at Pearl City. During the final 3 weeks, the Wildcatz allowed just six touchdowns. Prior to that, they were averaging six touchdowns allowed per game.

Cumulatively, the cooperative is 145-72 and has 16 playoff appearances, including last year’s 2A state championship.

From the start of the state playoffs in 1974 until the start of the co-op, Eastland, Lanark and Pearl City combined for just three playoff appearances.

This year’s longest playoff drought-snap belongs to Kenwood Academy (7-2) of Chicago, advancing to the playoffs, in Class 6A, for the first time since 1986.

Hawks win again at home Toews, Crawford lead way at U.C.

CHICAGO – Jonathan Toews scored 51 seconds into overtime, Corey Crawford made 39 saves, and the Chicago Blackhawks beat the Anaheim Ducks 1-0 on Monday night in a rematch of last season’s Western Conference finals.

Crawford earned his second straight shutout, and No. 14 for his career as the Blackhawks closed out a perfect 4-0 homestand. They also beat Tampa Bay 1-0 in overtime on Saturday night on Toews’ first goal of the season.

The Ducks were shut out for the second straight game, and became the first NHL team since the New York Americans in 1930-31 to be shut out five times in their first eight games of the season. Andersen finished with 23 stops.

The Blackhawks appeared to have the go-ahead score with 5:35 left in the third, but Artemi Panarin’s shot was waived off because Andersen knocked the net off its moorings before the puck crossed the goal line. Chicago coach Joel Quenneville threw his arms up in protest and the crowd of 21,529 booed lustily, but the call stood after a replay review.

IGNITION

With Jessa Long (13 kills, 4 digs) and Jamie Altenburg (12 kills) providing the power on the outside, Smith (7 kills, 2 blocks) and Ellie Provo (2 blocks) dominated the middle. Throw in four Erika Smith kills, and the Duchesses outkilled Kewanee 37-16.

“We let up in the first game, and we had to stop doing that,” Altenburg said. “We kept pushing until the end, and once we got both middles going, we were able to use them inside to throw off the defense. They didn’t know where we were going to come at them from.”

Leading 18-12 after an Altenburg kill, Phoenix Smith took a rare trip to the service line and made the most of it. After a Kewanee hitting error, she served an ace, then got another point when setter Kacey Koch (32 assists, 3 digs) finished

Claire Milnes stuffed the stat sheet with 13 kills, seven digs, four blocks and four aces as the Prophets took down the Storm at the Class 2A Newman Regional.

Also for the Prophets, Lexi Rangel (11) and Maddie Fringer (eight) combined for 19 assists, Courtney Pierceson had six kills, and Dena Johnson had eight digs.

Bureau Valley was paced by Sidney Kolb with 4.5 blocks and two kills, Nicole Wirth with nine assists, and Savannah Dean with five digs and two kills.

West Carroll def. Forreston 25-18, 25-19: The ninth-seeded Thunder knocked off the eighthseeded Cardinals in a Class 2A Lena-Winslow Regional quarterfinal.

Polo def. Hiawatha 25-8, 25-10: Kenzie Dusing dished 10 assists as the Marcos dominated the Hawks at the Class 1A Erie Regional.

Sammi Bushman and Justine Gorzny each had three kills for Polo, while Emalie Gunder added three aces. off a long rally with a kill.

A Provo block made it four straight points, and Dixon was up 22-12.

“Phoenix is a big asset for us, no matter where she is on the court,” Long said. “She’s really good in the middle, and she helped us out a lot in the

back row. She was amazing tonight, and we all got pumped up and excited to finish off the match.”

Game 3 was all Dixon.

Trailing 3-2 early on, a Kewanee hitting error gave the Duchesses a sideout, and that kicked off a seven-point spurt. Long’s

kill on a roll shot with her back to the net was followed by Erika Smith’s kill, then Phoenix Smith had back-to-back spikes – the second off a Boiler free ball – before another Long kill and a Kewanee error closed out the run.

Phoenix Smith had two blocks and a kill, Long had a kill and served three points, and Altenburg added three kills in a five-point span as the Duchesses took complete control. Back-to-back kills by Erika Smith and an ace by Hannah Acker (14 points) squashed any Kewanee comeback hopes, and Phoenix Smith and Long finished off the win with kills.

“We didn’t want to go home after one match, so we were really ready tonight,” Long said. “We were in the gym at 3 p.m. just pounding balls as hard as we could, and we had the mindset tonight to find the holes in the defense, hit through the blocks, and just stay in attack mode the whole match.”

Nobody talks about defense much anymore.

Nobody worries about the Bulls’ ability to win half-court games defensively like they must to unseat the Cavs and LeBron James, as long as they play up-tempo offensively like the NBA champion Warriors.

Few worry if, in the midst of the arrival of The Offense, the defensive identity that made the Bulls one of the Eastern Conference’s best teams the last 5 years has gone missing.

The Bulls and new assistant coach Jim Boylen – a defensive wizard considered their biggest offseason addition

– have until mid-April to locate it. Start searching now.

Look around the East, and the path to the NBA Finals didn’t get any easier. The Cavs regained a healthy Kevin Love and Anderson Varejao, and reacquired Mo Williams. The upstart Bucks retooled, signing Greg Monroe and getting Jabari Parker back from injury. The Bulls basically reunited, adding only Bobby Portis – and The Offense.

The Bulls won 50 games last season with Rose missing 31. They can win 55 this season if key players avoid injury – the annual big ‘if’.
