DIXON – The Dixon Public Library is asking the city for help with about $1.5 million in building repairs. During the City Council meeting Monday night, Library Board member Glen Hughes asked the city, on behalf of the library, for a loan of up
to $1.2 million. The library would pay the city back $100,000 a year for 12 years. “The board has had some funds, through gifts to the library, that we have been trying to utilize to Band-Aid and patch ongoing deferred maintenance problems,” Hughes said. “The funds have not been there for the capi-
tal improvements for a variety of reasons.” The library would pay about $300,000 toward the cost of the work, which includes repairs to the roof, boiler, windows and possible asbestos removal, among other possible needs. LIBRARY CONTINUED ON A5

DIXON – A Rockford man charged with murdering two people, one a Sterling native, made his first appearance in Lee County court Wednesday morning. Terence Doddy, 36, was escorted into the empty courtroom wearing a striped Winnebago County Jail jumpsuit and surrounded by three armed guards.
Doddy is charged with 12 counts of firstdegree murder, robbery, unlawful possession of a stolen vehicle, concealment of a homicidal death, and unlawful possession of another’s credit card. Tonya “Toni” Bargman was strangled the night of July 1 at Willow Creek rest stop near Paw Paw in southeastern Lee County, and her car was stolen. DODDY CONTINUED ON A4
DIXON – The Lee County Board will have an emergency meeting Friday to figure out how to avert a potential disaster: a winter without road salt. The meeting is being called after the board received notice that the county’s application through the state to receive bids for road salt received no bids. Lee County is one of 195 communities that face this problem – about one-third of the 562 of communities that applied. The explanation? Simple economics, said Mike Claffey, a representative of the state’s Department of Central Management Services. It’s a matter of supply and demand. SALT CONTINUED ON A4
