before pressing his “turnaround agenda.”

Rauner vetoed the bulk of it last week. Wednesday’s debut of the 2016 fiscal year – and the threat of disrupting some state services – looms large.

The new governor has whittled his dozens of bold, farreaching and conservative initiatives to a handful: a property tax freeze, restrictions on liability lawsuits, compensation for

injured workers, term limits for lawmakers and a fair method for drawing officeholders’ districts.

“Take everything else off the table,” Rauner said earlier this month, “and it’s in exchange for those five real reforms that we’ll negotiate in good faith about a truly balanced, constitutional budget.”

OREGON – Police would like you to share your ideas about where a new speed monitoring sign should be placed. And yes, it’s cool if you send a Facebook message about it.

Oregon Police bought a new electronic sign about 2 weeks ago, and it will make its way around town, Chief Darin DeHaan said Monday. Police will move it based on tips and intel gleaned from Facebook.

The department traded in an older, clunkier model for the new one at a cost of about $3,500, which includes a comprehensive suite of capabilities, DeHaan said.

Chief among them is swift deployment – the old sign often could be difficult to move, so it sat in a garage without being used for a long time. Because the new sign is lightweight, it can be easily moved.

According to a Facebook post describing the new sign, the goal is to more efficiently deploy officers to heavier violation zones, and ulti-

mately, slow traffic to the speed limit.

“The neatest part of this is the cellular technology,” DeHaan said.

That allows the device to transmit the data in realtime to a smartphone.

From there, law enforcement can see the information that the sign is gathering and can adjust patrols; photos also can be transmitted, but that feature isn’t active at the moment, DeHaan said.

By asking for the public’s input through social media, the chief and the police department continue the effort to involve the community.

It’s the new era of communication, and it’s of utmost importance, he added.

IN BRIEF Man arrested after shots fired at Illinois trooper COLLINSVILLE (AP) – Illinois State Police say a 52-year-old man suspected of firing shots at a state trooper has been arrested.

State Police say Gregory K. Nelson of East St. Louis is charged with attempted first-degree murder, aggravated discharge of a firearm and unlawful use of a weapon by a felon. He was arrested Saturday at an apartment in St. Ann, Missouri.

Nelson has not entered a plea or appeared in court.

According to State Police, the trooper was fired on during a traffic stop Tuesday on Interstate 255 in East St. Louis.

The trooper suspected the driver was intoxicated and asked him to get out of his vehicle. The driver pulled out a gun and fired at the trooper.

The two exchanged gunfire and the driver ran away. Neither was injured.

Four rabid bats found this year in Cook County ARLINGTON HEIGHTS (AP) – Health officials say four rabid bats

have been found so far this year in Cook County and are warning people to learn how to avoid contact with the virus.

According to the Daily Herald in Arlington Heights, the most recent bat to have rabies was found earlier this month in Palatine.

Sean McDermott of the Cook County Department of Public Health said no one was exposed to rabies by that bat.

But McDermott said a Cook County child earlier this year touched a dead bat found to be infected. The child was treated and is fine.

CHICAGO (AP) – A man who shot and killed a Chicago police officer as a teenager in the 1970s has been freed from prison, and some officers and the victim’s daughter are upset.

According to the Chicago Tribune, a parole board voted Thursday to release 58-year-old Joseph Bigsby from the Danville Correctional Center. He left the eastern Illinois prison that night.

Bigsby was 16 in 1973 when he killed officer Edward Barron. Barron and fellow Officer Daniel Abate were chasing him following the robbery of an elderly man.

The now-retired Abate had been attending Bigsby’s parole hearings for more than three decades.

Abate said in recent years the number of board members voting to release Bigsby had grown.

On Thursday in Springfield, at Bigsby’s 28th hearing, the vote was 8-6 to set him free.

“It’s a shame. It’s a travesty,” said Abate, who is 73 and lives in Bridgeport.

He and 50 other officers attended the hearing.

But one member of

the board who voted for freeing Bigsby, former Champaign police officer Donald Shelton, said that while the decision was difficult, Bigsby deserved to be released.

“This was a 16-year-old boy who, for whatever reason, was being an idiot like a lot of 16-yearold boys and it went way south,” Shelton said, adding that Bigsby had been a model prisoner.

The robbery on Sept. 28, 1973, was over 55 cents.

The victim was walking his dog when someone put a gun to his chest and took the money, according to reports from the time.

Bigsby shot Barron during the chase that followed.

“When he did that, I shot him in the leg,” Abate said. “And I said to my partner, ‘I got that SOB’...

I turned and repeated that and my partner was lying on the ground.”

Barron, a 36-year-old married father, was hit in the head and died of his injuries.

Bigsby was paroled to Maryland, where he will live with a sister and be on electronic monitoring for at least 6 months, according to the review board.

State Climatologist Jim Angel said Sunday that rainfall the past few days has officially made the month Illinois’ wettest June in recorded state history. State records go back to 1895.

URBANA (AP) – The state budget stalemate already has some programs and projects on hold at the University of Illinois, and faculty and others say they’re nervous about what might be ahead.

Gov. Bruce Rauner wants deep state spending cuts and has frozen a number of programs until a budget for the new fiscal year is complete. On Thursday he vetoed most of a $36.3 billion budget approved by legislators. It was more than $3 billion short on needed revenue.

According to The NewsGazette, projects to improve the country’s power grid and install solar panels on the new Electrical and Computer Engineering Building on the Urbana-Champaign campus are on hold. And the Illinois Smart Energy Design Assistance Center in Champaign will close Tuesday, at least temporarily putting several dozen employees out of work.

Rauner earlier this year proposed a 31.5 percent cut in higher-education spending. The state provides only about 11 percent of the university’s $5.6 billion operating budget, but the governor’s first proposed cut in

that state appropriation would still mean a loss of more than $200 million.

UI President Timothy Killeen and other presidents of public universities have since met with the governor and his staff to try to convince him to cut less.

Killeen said he hopes the final figure is closer to the 8.6 percent cut approved by legislators in their proposed budget.

That would mean a cut of about $57 million in state operating money.

“Undoubtedly, there’s anxiety at some level. It’s not just the University of Illinois. It’s across the state of Illinois,” Killeen said.

Rauner last week approved spending increases for primary and secondary education, but he did not sign off on higher education spending.

Killeen said the governor’s approval for increased funding for public schools gives him hope for public universities.

Professor Matthew Ando, head of the Math Department in Urbana, said the wait to find out what they will have to work with is weighing on university employees.

“The impact on students and on our ability to teach courses would be pretty big if we had to absorb the kinds of cuts that are being talked about quickly,” he said. “But there’s so much uncertainty right now about what’s going to happen.”

OBITUARIES Arlette LaVonne Bushman MILLEDGEVILLE – Arlette LaVonne Bushman, 98, of Milledgeville, died Thursday, June 25, 2015.

LaVonne was born June 10, 1917, in Chadwick, the daughter of Allan and Verna (Hinkel) Zugschwerdt.

LaVonne attended Hitt and Wood schools, both on the outer boarders of Milledgeville. She also attended Chadwick Grade School and High School.

She married Leo Virgil Bushman on June 30, 1937, at the Chadwick Lutheran Minister’s home. LaVonne’s sister and brother-in-law, Marian and Arnold Roberts, were their matron of honor and best man.

She and her husband farmed and raised dairy cows, cattle, hogs, sheep, and crops. He preceded her in death on Sept. 3, 1980.

In her spare time, LaVonne tended a nicesized vegetable garden and grew flowers.

LaVonne’s favorite flowers were geraniums. At the age of 94, you could

find her riding her Cub Cadet lawn mower during the summer, tending to the pulling of the weeds in her garden, and she opened and watched the gate while her son fed the cattle.

S u r v i v o r s include one son, Ronald (Judith) Bushman of Sterling; two grandchildren, Christine Marie (Mark Sotelo) Bushman, of Sterling, and Julie Ann (Rick Shippee) Bushman, of Winslow; and one great-grandchild, Sierra Nicole Bushman Sotelo, of Sterling.

She was preceded in death by her husband; parents; and two sisters, Marian Lucille Roberts, and Alta May Zugschwerdt.

A private graveside service will be held Tuesday at Chadwick Cemetery.

A memorial has been established.

Chris Squire, bassist of progressive rock band Yes, dies at 67 NEW YORK (AP) – Chris Squire, the bassist and cofounder of the progressive rock band Yes who recently announced he had leukemia, has died, according to a statement from his band members on Sunday. He was 67.

The band posted a statement on its Facebook page saying Squire “peacefully passed away” Saturday in Phoenix, where he lived. No further details about the death were provided.

Squire announced last month that he had acute erythroid leukemia, a rare form of acute myeloid leukemia. He was receiving treatment before he died.

“It’s with the heaviest of hearts and unbearable sadness that we must inform you of the passing of our dear friend and Yes co-founder, Chris Squire,” said the statement from Alan White, Steve Howe, Jon Davison and Geoff Downes.

“For the entirety of Yes’ existence, Chris was the band’s linchpin and, in so many ways, the glue that held it together over all these years,” the band’s statement continued. “Because of his phenomenal bass-playing prowess, Chris influenced countless bassists around the world, including many of today’s wellknown artists.”

Squire, who recently announced he had leukemia, died Saturday. member to play on all of Yes’ albums, and he cofounded the band with its former lead singer, Jon Anderson. The group released its self-titled debut album in 1969.

In a statement posted Sunday on his website, Anderson said he and Squire were “musical brothers.”

“I feel blessed to have created some wonderful, adventurous, music with him. Chris had such a great sense of humor ... he always said he was Darth Vader to my Obiwan. I always thought of him as Christopher Robin to my Winnie the Pooh,” he wrote.

Ronald B. Melzer SUBLETTE – Ronald B. Melzer, 73, of Sublette, passed away Thursday, June 25, 2015, at OSF St.Paul Medical Center in Mendota.

Ron was born Oct. 16, 1941, in Chicago to Ben and Helen (Krause) Melzer. He graduated from St. Ignatius College Preparatory in 1959 and DeVry University in Chicago.

He served in the United States Air Force for 4 years. On May 16, 1969, he married Judy Murphy in Bloomfield, Iowa.

He was a broadcast engineer/technical director with WLS/ABC TV for 35 years before retiring in 1999. Ron also was union steward of Local 41 and regional vice president of Region 4 NABET/Communication Workers of America, a 23-year longstanding friend of Bill W., a volunteer firefighter with the Brookfield Fire Department for many years,

and a longtime winter Texan.

Survivors include his wife, Judy, of Sublette; sisters Nancy (Jim) Hart of Bolingbrook and Pamela Burke of Streamwood; and several nieces and nephews.

He was preceded in death by his parents; brother Gary Melzer; and sister Mary Melzer in infancy.

Visitation begins at 10:30 a.m. and services at 11:30 a.m. Wednesday at Schwarz Funeral Home in Mendota, with the Rev. Michael Morrell officiating. Cremation rites have been accorded; inurnment will be private at Abraham Lincoln National Cemetery in Elwood.

In lieu of flowers, memorials may be directed to Sublette Volunteer Fire Department or the Sauk Valley Humane Society in Sublette.

But there’s some fine print, too. Here’s a breakdown of some of those proposals:

Freezing property taxes alone, Rauner says, is “no real reform.” As part of curtailing the amount of money local governments can get from real estate taxes each year, he wants to give local governments more spending control.

He’d allow them to limit employee-contract negotiation topics and permit them to opt out of paying locally established prevailing wages on construction projects, the latter of which has become a conservative priority in statehouses around the country.

Limiting negotiations would save money by barring haggling over health insurance benefits, private contracting, staffing levels, classroom curriculum and more, Rauner says.

Illinois AFL-CIO President Michael Carrigan argues it also would stifle money-saving suggestions from those who observe operations daily.

“In many instances, the workforce provides valuable input in the delivery of services, improving efficiency and stopping risky privatization schemes that beg input from all stakeholders to protect

taxpayer investment,” Carrigan said in a statement.

Lawsuit ‘venue shopping’ Across the Mississippi River from St. Louis sits Madison County, notorious among justicesystem reform groups as a plaintiff’s paradise where juries hand out huge awards to litigants claiming injury from asbestos or corporate negligence – even when the parties and the incident have only a tenuous connection to Illinois. Rauner wants to end such “venue shopping.”

The Illinois Supreme Court limited the practice in a 2013 decision, but the “standard, go-to tort reform” has been ignored, Darren McKinney of the American Tort Reform Association said.

Eleven states have banned forum shopping, including neighboring Missouri, and instead require lawsuits to be filed in a state where the plaintiff or defendant lives, where a business is headquartered or where an accident or injury occurred.

Defendants can challenge the location where they’re sued, according to Illinois Trial Lawyers Association President Perry Browder, but McKinney noted such requests are so routinely rejected in places such as Madison County that defense attorneys quit making them.

Ella Pierce ROCK FALLS – Ella Pierce, 95, of Rock Falls, died Saturday, June 27, 2015, at Rock Falls Rehabilitation and Health Care Center.

Born Sept. 22, 1919, in West Brooklyn, she was a daughter of Jule and Minnie (Hoerner) Weiser. She married Thomas Pierce on May 1, 1941, in Tampico.

Ella was a member of St. Andrew Catholic Church in Rock Falls.

Surviving are numerous nieces and nephews.

She was preceded in death by her husband;

one brother and three sisters.

Evelyn Lucille Jacobs STERLING – Evelyn Lucille Jacobs, 96, went to be with Jesus on Thursday, June 25, 2015, at CGH Medical Center.

She was born Sept. 3, 1918, in rural Sterling to John and Helen (Stralow) Jacobs.

Evelyn was a telephone operator for Illinois Bell for 31 years before retirement. She was baptized and confirmed in the Missouri Lutheran faith, and continued to worship at Messiah Lutheran Church.

Evelyn enjoyed her family, church friends, former telephone coworkers, and the friends with whom she vacationed.

Surviving are her sister, Dorothy; nieces, Joyce (Ron) Roberts and Karla Hinrichs, both of Sterling; Janice (Gail) Bush of Galt; Karen (Ron) Nehring of Morrison; Sandy (Bob) Daugherty of Little Chute, Wisconsin; Sherrie (Lyle) Dirks

of Winnebago; and Marilou Hohlen and Patricia Hohlen; 19 great-nieces and nephews; and numerous greatgreat-nieces and nephews.

Evelyn was preceded in death by her sisters Nellie Hohlen and Marjorie Hinrichs; nephews Ronald, Duane, and Lyle Hohlen; and a greatnephew.

Liability lawsuit changes In Illinois, like most states, a defendant who is found responsible for only a portion of an injury can be forced to pay all of the damages awarded if he or she has the deepest pockets. Such joint and several liability situations can drive up business costs, such as for insurance.

Browder, in an opinion piece this month in the Rockford Register Star, said alternative arrangements, such as requiring each defendant to pay only his portion, could leave an injured victim without his full damage award entitlement.

Under the Illinois system, Browder wrote, “It is the responsibility of the defendants to work together to determine their respective proportions of liability and payment” to ensure full compensation for the injury.

Causation in workers’ injuries Rauner complains that Illinois’ no-fault program for compensating workplace injuries – a decades-old agreement meant to keep cases from clogging courts – is too lax. He wants to curb several areas of the law.

the Rauner administration says total benefit payments have decreased 19 percent since then. But Rep. Jay Hoffman, a Swansea Democrat and expert on the subject, acknowledges insurance premiums haven’t fallen correspondingly.

One of Rauner’s major demands, causation, would compensate injuries only if “the major contributing cause of the injury was workrelated.” That would match the nation’s toughest standards, according to Democrats, who offered to put into law recent state Supreme Court decisions that set criteria about “risk connected to the employment.”

“People who are injured on the job in Illinois are likely to get a reasonably fair shake in terms of compensation,” said House Majority Leader Barbara Flynn Currie, a Chicago Democrat, “and people who are injured on the job in Indiana and Missouri are likely to go on welfare.”

Time to change subject in health care debate?

(AP) – The second of two convicted murderers who staged a brazen escape 3 weeks ago from a maximum-security prison in northern New York was shot and captured near the Canadian border on Sunday, 2 days after his fellow inmate was killed in a confrontation with law enforcement, authorities said.

“The nightmare is finally over,” Gov. Andrew Cuomo declared at a news conference.

A state police sergeant shot David Sweat in the town of Constable, about 1.5 miles south of the Canadian border and 30 miles northwest of the prison, after spotting him walking along a road and recognizing him, Cuomo said. Sweat fled and Sgt. Jay Cook opened fire when he couldn’t catch him on foot and noticed the fugitive heading toward a line of trees, state police said.

Sweat was struck twice in the torso and taken to a hospital in stable condi-

tion, Cuomo said.

His capture came 2 days after his escape partner, RichDavid ard Matt, Sweat was shot and killed by authorities. The men had been on the loose since June 6, when they cut their way out of a maximum-security prison about 30 miles away using power tools.

State police Superintendent Joseph D’Amico said the men may have used pepper to mask their trail; he said Sweat’s DNA was recovered from pepper shakers found at one camp where the fugitives may have spent time.

“We did have difficulty tracking so, you know, it was fairly effective in that respect,” D’Amico said.

Cuomo said many questions remained unanswered.

“We have already started a full investigation,” he said. “But today ends with good news. These were dangerous, dangerous men.”

Matt and Sweat used power tools to saw through

a steel cell wall and several steel steam pipes, bashed a hole through a 2-footthick brick wall, squirmed through pipes and emerged from a manhole outside the Clinton Correctional Facility in Dannemora.

Sweat was serving a sentence of life without parole in the killing of a sheriff’s deputy in Broome County in 2002.

Matt was serving 25 years to life for the killing and dismembering of his former boss. They were added to the U.S. Marshals Service’s 15 Most Wanted fugitives list 2 weeks after getting away.

The search for the escaped killers was initially concentrated around the prison and a rural community where search dogs had caught the scent of both men. The search had since been expanded to neighboring counties, and, while authorities said there was no evidence the men had gotten out of the general area, they conceded they could have been almost anywhere.

“It’s a little unnerving, him being so close,” Constable resident Trevor Buchanan said Sunday.

“I’m just glad it’s over.”

ALZHEIMER’S

New questions about why more women than men have disease WASHINGTON (AP) – Nearly two-thirds of Americans with Alzheimer’s disease are women, and now some scientists are questioning the longheld assumption that it’s just because they tend to live longer than men.

What else may put woman at extra risk?

Could it be genetics? Biological differences in how women age? Maybe even lifestyle factors?

Finding out might affect treatments or preventive care.

One worrisome hint is that research shows a notorious Alzheimer’s-related gene has a bigger impact on women than men.

“There are enough biological questions pointing to increased risk in women that we need to delve into that and find out why,” said Maria Carrillo, chief science officer for the Alzheimer’s Association.

Last month, the association brought 15 leading scientists together to ask what’s known about women’s risk. Later this summer, Carrillo said it plans to begin funding research to address some of the gaps.

“There is a lot that is not understood and not known. It’s time we did something about it,” she added.

Nearly two-thirds of Americans with Alzheimer’s disease are women, and now some scientists are questioning the long-held assumption that it’s just because women tend to live longer than men.

Association report estimates that at age 65, women have about a 1 in 6 chance of developing Alzheimer’s during the rest of their lives, compared with a 1 in 11 chance for men.

The tricky part is determining how much of the disparity is due to women’s longevity or other factors.

“It is true that age is the greatest risk factor for developing Alzheimer’s disease,” said University of Southern California professor Roberta Diaz Brinton, who presented data on gender differences at a meeting of the

National Institutes of Health this year.

But, she said, “on average, women live 4 or 5 years longer than men, and we know that Alzheimer’s is a disease that starts 20 years before the diagnosis.” That’s how early cellular damage can quietly begin.

Brinton researches if menopause can be a tipping point that leaves certain women vulnerable.

However it starts brewing, there’s some evidence that once Alzheimer’s is diagnosed, women may worsen faster; scans show more rapid shrinkage of certain brain areas.

WASHINGTON – The country finally has an opportunity to change the subject on health care, after the Supreme Court again upheld President Barack Obama’s law.

There’s no shortage of pressing issues, including prescription drug prices, high insurance deductibles and longterm care.

But moving on will take time, partly because many Republicans want another chance to repeal the Affordable Care Act if they win the White House and both chambers of Congress next year.

Also, it’s difficult to start new conversations when political divisions are so raw, and there’s a big disconnect between what people perceive as problems and the priorities of policymakers, business and the health care industry.

Democrats say a change in focus is long overdue.

“I do think the energy has already shifted,” said Neera Tanden, president of the Center for American Progress, a think tank often aligned with the White House.

“It would be great if the health care conversation moves to where people are, not relitigating these insurance issues.”

Wishful thinking, say Republicans.

“The politics of this has gotten so unpleasant that we’re locked into ‘repeal-and-replace’ for the next year and a half,” said lobbyist Tom Scully, who ran Medicare in President George W. Bush’s administration.

Scully says Republicans may be able to make substantial changes but not repeal Obama’s law entirely.

What would a different health care conversation sound like? Some possibilities:

Prescription drug prices Nearly three-quarters of the general public see prescription drug costs as unreasonable, according to a recent Kaiser Family Foundation survey.

That concern seems to be driven by new breakthrough drugs that can cost $100,000 a year and even more. Last year it was Sovaldi, a cure for liver-wasting hepatitis C infection. Next it could be skin cancer drugs in the approval pipeline.

Economist Len Nichols of George Mason University in Virginia says the cost of new medications is “unsustainable,” but government price controls could stifle innovation.

Most patients are not exposed to those excruciating cost pressures because the vast majority of prescriptions are for lower-priced generic drugs. Overall, only 1 in 5 people taking prescription drugs say it is difficult to afford their own medications, the same survey found.

High insurance costs

The value of a health insurance card is being eroded as employers and insurers impose higher deductibles, copayments and other cost-sharing on top of premiums.

“When people ask me what is the No. 1 change I want to make in the Affordable Care Act, my answer is that it’s not affordable enough,” said John McDonough, a former Democratic Senate aide who helped steer the health law to passage. “Moving forward, one of the challenges is how we’re going to address this new world of cost sharing.”

Getting everyone covered When the health care law passed, a little more than 80 percent of people under 65 – the age to qualify for Medicare – had health insurance.

That share is now up to around 90 percent, largely the result of the law.

Yet covering the remaining uninsured will be a challenge. Much depends on some 20 states – mainly GOP-led – that have not accepted the health care law’s Medicaid expansion.

The ruling may budge a couple, but probably not Texas, the biggest prize.

ur telegraphic dispatches report the most terrible effects of the heat ever known in this section. Deaths from sunstroke are reported from Bloomington, Elgin, Rockford, Freeport, Galena and LaSalle.

At the latter place, six cases and three deaths have occurred. From many other towns come reports of loss of life and severe prostrations.

Thermometers range as high as 104 in the shade.

WASHINGTON – It’s surprising that many presidential candidates are not living up to their responsibilities in this overheated pre-campaign season; they’re refusing to issue opinions on cable TV topics of the day.

Really, is that too much to ask? They demand we pay attention to their issues, such as why Obamacare is evil, but won’t deliver on pop topics.

On the other hand, most of them are remarkably predictable.

When Pope Francis warned that dealing with climate change is a moral imperative, most GOP candidates, including the Catholics, ignored him because they don’t want to anger voters who refuse to admit climate change is real.

Before South Carolina Gov. Nikki Haley, a Republican, said the Confederate flag must be removed from state capitol grounds, Republican candidates expressed no outrage about the symbol of the war for slavery flying near where nine African-Americans were massacred in their church by a white supremacist.

They said it was none of their affair; it is a sainted tradition; leave South Carolina alone. Former Florida Gov. Jeb Bush, who got rid of the flag in Tallahassee in 2001, said South Carolina would do the right thing, without being specific.

Only former GOP candidate Mitt Romney said mothball the flag. Not until Haley made it politically safe to call for ousting the flag, did GOP candidates laboriously climb on board: The Confederate flag symbolizes racism and rebellion against the United States. Public display outside of museums is offensive.

THE SUPREME COURT just weighed in on a case involving the Sons of Confederate Veterans demanding that Texas put Confederate flags on specialty license plates to honor forebears who fought in the Civil War. This is interesting because the flag, the Army of Northern Virginia battle flag, was briefly one of only three flags of the Confederacy; most Confederate soldiers died under regimental colors or state flags. The court said license plates are not a free speech arena.

These controversies tell us presidential candidates should prepare to issue opinions on what cable TV wants to talk about.

Let’s take a topic currently of great interest to cable: Sharks.

That’s what sharks do – occasionally attack people who venture into the ocean. They have done so for decades. We have to respect that tradition.

Former Arkansas Republican Gov. Mike Huckabee would say that, really, presidential candidates should not have to say anything about sharks, because sharks are not a federal problem even when they swim across state boundaries.

REALLY, ASK HIM about something important, like how awful President Barack Obama is.

Democrat Hillary Clinton would say some people like sharks and other people don’t, but the overriding good of the public would decree that sharks and people do not mix and something should be done. A presidential commission would examine all aspects and report to us in the first years of her coming presidency.

Independent Bernie Sanders of Vermont would denounce sharks with passion. He would demand the SEC investigate Wall Street interests perpetuating the freedom of sharks to roam unstopped and warn against new trade treaties.

Wisconsin Republican Scott Walker would promise to abolish shark schools, aka unions. He would give us back an America where oceanfront property is not attractive to sharks because sharks would be forbidden to linger near beaches, circle boats or be in movies.

Florida GOP Sen. Marco Rubio, whose state apparently has horrific infestations of shark attacks, if you believe cable TV, would say sharks are the province of each state. If South Carolina, California, New Jersey and every other state with ocean beaches have shark problems, each state’s legislature must act or not as it sees fit.

With Confederate flags blessedly disappearing all over America, we’re all eager for tomorrow’s cable obsession – and the candidates’ opinions.

Guest needs open arms, and expectations Dear Abby, My son is being deployed for 10 months.

His wife and baby are coming to live with me, and I am thrilled.

My concern is that his wife is a picky eater and she doesn’t do much around the house. Would it be too much to ask her to help with the chores while my husband and I are at work? How do I handle the mealtime dilemma? (She doesn’t cook.)

I don’t want her to feel like she’s our live-in maid or that we’re mean about the meals we prepare.

We want to be the best in-laws we can be.

Dear Meaning Well, After your daughterin-law arrives, schedule a family meeting during which everyone’s household responsibilities will be discussed. If necessary, create a chart to keep track of them. If there are things she is able to do, assign them to her. If she’s clueless, then teach

her. Do not overload her, and make sure she understands that you and your husband also have chores you will be doing.

Because she’s a picky eater, ask her to list what items she wants in the house so they are available. If she’s interested, offer to show her how to prepare some of the dishes your son has always enjoyed because it would be a nice surprise for him once he returns.

Also arrange regular monthly meetings, so that if adjustments need to be made, they can be done without hurt feelings or misunderstandings.

You are all adults. If you want this to work and are all willing to communicate and listen, you

should be able to accomplish your goal without your daughter-in-law feeling like the maid.

Dear Abby, My daughter and her husband are taking their three boys to Europe for 5 weeks. The 13-yearold has been acting out.

He has been rude to his school bus driver, disrespectful to his mother, was the “class clown,” and shows all the signs of an uncomfortable pubescent boy without a safety net to catch him.

We are two states apart, so it would be difficult to lend a hand. My grandsons are very close to me, and there are lots of tears when they leave Grandma.

I taught inner-city school for 20 years and have often told my daughter how important consistency is. This precious boy is pleading for attention the wrong way.

The other two boys, ages 9 and 12, are not problematic kids.

My fear is that the 13-year-old is not ready or mature enough to handle 5 weeks in Europe, and not disciplined enough to keep his cool. He is capable of a caper that may lead to his disappearance.

Am I crazy to be this concerned? I have told my daughter my thoughts, but she is the mother, so I am treading lightly.

Liberal justices prevail in recent crucial cases WASHINGTON (AP) – The Supreme Court term that is nearing its end shows how silence can signal success.

With a notable paucity of dissents and not a single word to say about samesex marriage, health care or housing discrimination, the court’s liberal justices prevailed in almost every important case in recent months. “It looks like the ground under First Street is slightly tilted to the left,� said Carrie Severino, a former law clerk to Justice Clarence Thomas and a conservative commentator, referring to the court’s address.

The four liberal justices – Stephen Breyer, Ruth Bader Ginsburg, Elena Kagan and Sonia Sotomayor – were content to sign on to Chief Justice John Roberts’ opinion that preserved a key piece of President Barack Obama’s health care overhaul.

They similarly joined Justice Anthony Kennedy in his clarion-call opinion that gave same-sex couples the right to marry across the country and in another

5-4 ruling that upheld an important tool used by the Obama administration to win hundreds of millions of dollars in settlements of claims of housing discrimination.

Their conservative colleagues criticized each other – Scalia even asserted in his same-sex marriage dissent that California native Kennedy is not a true Westerner – and thundered on about the unchecked power of unelected, lifetenured judges. But the liberals spoke not a word.

And there were more victories in cases divided mainly along ideological lines.

The justices sided with a woman who claimed her employer discriminated against her because she was pregnant. They struck down a provision that would have allowed Americans born in Jerusalem to list Israel as the country of birth on their U.S. passports. They upheld regulations limiting the ability of candidates for elected judgeships to personally solicit campaign contributions.

utheran Social Services of Illinois (LSSI) responds to concerns involving alleged abuse, neglect, and exploitation of adults with disabilities and people 60 years of age or older who live in Ogle, Carroll, Lee, and Whiteside Counties. The program is called Adult Protective Services (APS) and follows the standards and procedures of the Illinois Department on Aging. The program model is based on selfdetermination. Eligible adults maintain the right to privacy and can opt to work with their LSSI Adult Protective Services Case Worker in developing the best plan of action to prevent or stop abuse in their life. They may also decline any involvement with APS. In cases where an eligible adult is significantly mentally impaired, Adult Protective Services will advocate for their safety and best interest. However, LSSI’s APS does not respond to alleged reports of abuse taking place in licensed care facilities, only to adults who live in a community setting.

July is National Elder Abuse Month, a reminder that every senior deserves to feel safe at home and in his or her community of Attorney status or joint held bank accounts. It is also unduly influencing the income or assets from an elderly person or someone with a disability. Financial exploitation also includes theft of belongings or medications. Anyone who is financially dependent on an older adult or adult with a disability could possibly be considered exploitive in Illinois.

Care neglect and lack of adequate supervision, nutrition, medication or medical attention, either passivelybyawell-intentionedcaregiverorintentional maltreatment, is considered neglectful. LSSI’s Adult Protective Services often assists caregivers to help them improve their quality of care to an eligible adult as a result of APS involvement. This enables adults to stay in their homes with improved care and often times helps caregivers with referrals to area resources and other helpful intervention.

Confinement and isolation becomes abusive when vulnerable adults are prohibited from their civil liberties or contact with loved ones. Often the elderly andadultswithdisabilitiesareemotionallybelittledor frightened by people close to them. Often they are the

same persons associated with exploiting, neglecting, physically, and even sexually abusing them. LSSI’s Adult Protective Services staff sensitively responds and assists victims to feel safe, confident, and whole.

LSSI encourages everyone to report any suspicion of the abuse or the maltreatment of a vulnerable older or disabled adult to the phone numbers listed below.

The Illinois Adult Protective Services Act has provisions that enable APS programs throughout the state limited authority to protect persons 60 and older and adults with disabilities. An adult with a disability is someone with a debilitating physical, medical, or intellectual disability.

All reports made to Adult Protective Services are kept confidential and can be made anonymously. The Illinois Department on Aging operates a 24/7 hotline for reporting. The number is 1-866-800-1409. LSSI’s Adult Protective Service office also accepts reports for its four-county areas during regular business hours of Monday through Friday, 8:30 a.m. to Noon and 1 to 5 p.m. at 815-626-7333. Many older and disabled adults self-report abuse to Adult Protective

WASHINGTON – The gain for women in landing a promised spot on U.S. paper currency stands to be a big loss for one founding father – and his supporters aren’t pleased.

The announcement that a woman would appear on U.S. currency for the first time in more than a century has been widely applauded. But the decision by Treasury Secretary Jacob J. Lew to place the yet-unnamed female on the $10 bill, which for more than eight decades has featured Alexander Hamilton, is drawing a sharp backlash.

Former Federal Reserve Chairman Ben S. Bernanke said he was “appalled” that Hamilton – the first Treasury secretary and, “without doubt, the best and most foresighted economic policymaker in U.S. history” – was being demoted.

New York Attorney General Eric T. Schneiderman also urged Lew publicly to “honor Hamilton by leaving him where he is.”

Columnists and editorial boards have made similar pleas. Hamilton fans have established #SaveHamilton on Twitter. And two petitions have been launched on the White House website urging President Barack Obama to keep Hamilton as the face of the $10 bill.

hile a city waited this weekend for the Blackhawks to dismantle, Chicago baseball stole our attention with a White Sox executive boldly stepping forward, a Cubs legend meekly taking a step back and a Hall of Fame-caliber broadcaster inexplicably putting his foot in his mouth.

Thank you, Ken Williams, Ryne Sandberg and Bob Costas for keeping our minds temporarily off the NHL salary cap. All three caused a bigger stir in town than the Hawks drafting seven prospects or trading their third-string goalie.

Start with Williams, the Sox executive vice president who before Friday’s game against the Tigers left little doubt about the team’s power structure. In accepting full responsibility for the Sox’s disappointing season, Williams also underscored the perception that general manager Rick Hahn lacks the full authority many thought he had since becoming GM in October 2012.

“I hired the manager, I hired the general manager,” Williams said. “Ultimately, I sign off on offseason acquisitions or anyone signed to a contract or trades or anything else. I take full responsibility for the underperformance right now. Believe me when I tell you this, the first phone call when the chairman is upset, it isn’t to any of those guys. It’s to me.”

Home Run Derby gets new rules MLB on Sunday announced that it is ditching the 10-out format and instead giving each batter a 5-minute period to launch home runs. Balls that do not go for home runs will not be counted against them.

It also will seed the field based on 2015 home run totals through July 7, with the better seed batting second. The winners of each bracket will meet in the final.

This year’s event will be held July 13 at a home run haven – Cincinnati’s Great American Ball Park.

Mariners’ Cano listed as day-to-day Taylor Featherston was happy the Angels defeated the Seattle Mariners, 4-2, on Saturday night, but the Angels’ rookie infielder repeatedly said after the game that he felt “terrible” about hitting Mariners second baseman Robinson Cano in the head with the ball on an errant warm-up throw.

Cano was in the dugout before the top of the seventh inning when Featherston’s throw sailed over first baseman Albert Pujols and struck Cano in the forehead. Pujols slammed his glove onto the ground.

Cano, a six-time All-Star in his second season with the Mariners, was examined for a possible concussion, but was diagnosed with a contusion and is listed as day-to-day.

Heat decline Beasley’s option Another chapter on the Michael Beasley reunion tour has come to an end.

The Miami Heat have informed Beasley, the No. 2 selection in the 2008 draft, that they would not be picking up their $1.3 million team option on his 2015-16 contract, making him a free agent.

Beasley was brought back for a third tour with the team at midseason. He was shuffled to the back of the roster by season’s end.

Ole Miss lineman arrested Ole Miss All-American left tackle Laremy Tunsil was arrested Thursday night in Oxford for domestic violence against his stepfather, Rebels coach Hugh Freeze confirmed on Saturday.

Tunsil turned himself into authorities, Freeze said, after he allegedly assaulted his stepfather, Lindsey Miller, in defense of his mother, Desiree Tunsil.

The 6-foot-5, 305-pound junior is one of the nation’s top offensive linemen, and is a likely top five pick in next year’s NFL draft.

Gatlin sets record at U.S. championships Justin Gatlin breezed to the 200-meter title at the U.S. championships in a meet-record 19.57 seconds Sunday. He dominated a race in which he had the lead coming off the turn.

Gatlin, 33, shattered his previous best of 19.68, which he set last July in Monaco, and then matched last month at Hayward Field in Eugene, Oregon.

Michael Johnson has the American record (19.32), and Usain Bolt the world record (19.19).

Comeback season Kyle Busch grabs first win of year, Kurt second

SONOMA, Calif. – After two practice sessions at Sonoma Raceway, Kyle Busch spent an evening icing his surgically repaired left foot.

He repeated the routine the night before Sunday’s race, all in an effort to minimize pain and give himself the best chance to pick up a much-needed victory.

Just five races after returning from a broken right leg and shattered left foot, Busch made his way to victory lane to continue what already has been an impressive comeback. He chased down Jimmie Johnson to win Sunday at Sonoma Raceway for his first NASCAR Sprint Cup Series victory in 35 races.

The next goal for Busch? Cracking the top 30 in points to earn a berth in the Chase for the Sprint Cup championship.

“Now I don’t have to bust my butt and overdrive the car every week in order to get wins,” Busch said. “Now I can just concentrate on running top-three, top-five, top-eight – just getting those finishes and points.

“If we can do that, the points have got to come and fall on the line.”

Busch was injured when he crashed into a concrete wall during the Feb. 21 Xfinity Series race the day before the Daytona 500. He missed 11 races, but recovered far faster than anyone expected and returned to racing late last month.

NASCAR granted him a waiver upon his return that made him Chase eligible should he qualify, and Sunday’s victory is the first step.

But he still must rank inside the top-30 in points to make the Chase. He started Sunday’s race ranked 39th in the standings, and the win moved him to 37th. He has 10 races left to crack the top 30 – he’s 136 points out of 30th – and heads next week back to Daytona, where his season nearly ended before it began.

To crack the top 30, Busch has to average roughly a 14th-place finish in each of the next 10 races.

“Certainly it’s feasible, this team is good enough,” Busch said.

Kurt Busch finished second as the brothers notched their first 1-2 finish in Sprint Cup. “I was trying to think if we’ve ever finished one-two, and we did it today. That’s a pretty special moment,” Kurt Busch said.

“I’ve got over 500 starts. I know he’s over 300. Can you imagine, 800 starts between the two of us, we almost have 30 wins each, and that’s the first time we’ve ever finished one-two?

“I now wish I would have gotten up there and moved him.”

Busch also praised his little brother’s comeback from both his injuries and in winning on a course in which he needed to rely heavily on both legs.

“To have your leg broken, your foot shattered, to never be injured and out of the car ... rehab is very difficult, and it is a mental challenge, and I’m very proud of Kyle for what he’s done to get back in the car as soon as he did,” Kurt said.

“Then to be competitive at a track with hard, hard braking, and to use his left foot to drive to victory lane, I’m very proud of him.”

Busch’s win at Sonoma was aided by a terrific restart with seven laps remaining. On fresh tires, he picked his way past five cars and set his sights on leader Jimmie Johnson.

Johnson, who did not pit during the final caution, was a sitting duck for drivers on new tires.

The Marcos play three of

their final five games at home, including a Week 7 showdown with rival Aquin, and they close out the regular season in front of their home crowd against Orangeville.

“It’s always nice for the players, the parents, the program, and the community to have Senior Night on that last week,” Hofer said, “but I’ always tell the seniors that we should hope Week 9 isn’t our last home game, but that we get it further down the playoff road.”

(3-6) hopes to travel down once again. It’s been a 6-year postseason drought since the Missiles went to the 1A state semifinals in 2008, but the goal seems to be getting closer.

The Missiles have won three games in each of the past two seasons, after winning three games combined from 2009-12.

“I think the kids are eager to take that next step,” seventhyear coach Jason Wroble said.

“The incoming junior class has had a lot of success at the lower levels in every sport, and

a lot of them have played varsity football already. They’ve turned out well in the weight room this offseason, and their confidence seems to be up for what’s ahead.”

Milledgeville starts on the road in Week 1 at Durand, then stays home against Aquin in Week 2. After that, it’s away then home the next 6 weeks until consecutive home games in Week 8 (Dakota) and Week 9 (Warren).

Field, including a Week 6 rivalry game with Polo. All four of those games are against teams that made the playoffs last season.

“I like breaking those road trips up throughout the season, and it’s huge for us to get those home games at the end of the year,” Wroble said. “The last half of the season is really tough, and to be at our place down the stretch will have the kids geared up to get over that hump and into the playoffs again.”

Late surge sinks Sox McCann’s walk-off homer lifts Tigers By the Associated Press

DETROIT – Some players go years without hitting a game-ending home run. Detroit rookie James McCann has done it twice in the past 6 weeks.

McCann’s solo homer in the bottom of the ninth inning completed a dramatic Detroit comeback, and the Tigers beat the Chicago White Sox 5-4 on Sunday. Detroit trailed 4-0 before scoring four runs in the eighth off Chicago starter Jeff Samardzija.

It was McCann’s third homer of the year, and his first since May 21, when the Detroit catcher went deep in the 11th inning to beat Houston.

“I think he’s been doing a great job,” teammate Victor Martinez said.

“He’s been catching great games, he’s been swinging the bat pretty good.

At this point, I don’t think anybody is surprised what he’s doing. The guy can hit.”

Samardzija allowed only two hits over the first seven innings, but he couldn’t make it through the eighth.

McCann started the

bottom of the eighth with a single. After Jose Iglesias drew a walk and Anthony Gose singled, Ian Kinsler was hit by a pitch to force home the first Detroit run.

Miguel Cabrera struck out, but Martinez found the gap in right-center to clear the bases on Samardzija’s 110th and final pitch.

“After he got Miggy, and especially the way he did it, he obviously still had something left in the tank to go after Victor,” White Sox manager Robin Ventura said. “We were going hitter by hitter that inning, and we felt like Jeff was the best matchup.”

Melky Cabrera homered and had three hits for the White Sox, who scored two runs each in the fourth and sixth. Avisail Garcia had an RBI single and a sac fly, and Adam LaRoche also had a sac fly.

Detroit’s David Price allowed four runs and six hits in six innings. He struck out five.

If clubs are 3-2, the contract will roll home; but what if they are 4-1?

If East has ace-fourth, the contract is hopeless. If East has a singleton ace, starting the suit from the dummy will work, but then probably West would have led the club 10 at trick one. Instead, South should worry about West’s having ace-fourth.

Declarer should cash his other two diamond tricks ending in his hand, then lead a low club toward the dummy. When the jack wins, South exits with a spade.

West takes two tricks in the suit, but he is then endplayed.

ORDINANCE #06-15-005 WHERAS, the State of Illinois has enacted “An Act regulating wages of laborers, mechanics and other workers employed in any public works by the State, county, city or any public body or any political subdivision or by any one under contract for public works,” approved June 26, 1941, as amended (Illinois Compiled Statutes, (820 ILCS 130/0.01 et.seq.) as amended and WHEREAS, the aforesaid Act requires that the County Board of Lee County investigate and ascertain the prevailing rate of wages as defined in said Act for laborers, mechanics and other workers in the locality of said Lee County employed in performing construction of public works, for said Lee County.

NOW THEREFORE, BE IT ORDAINED BY THE LEE COUNTY BOARD: SECTION 1: To the extent and as required “An Act regulating wages of laborers, mechanics and other workers employed in any public works by State, county, city or any public body or any political subdivision or by any one under contract for public works,” approved June 26, 1941, as amended, the general prevailing rate of wages in the locality for laborers, mechanics and other workers engaged in construction of public works coming under the jurisdiction of Lee County is hereby ascertained to be the same as the prevailing rate of wages for construction work in Lee County area as determined by the Department of Labor of the State of Illinois as of June of the current year a copy of that determination being attached hereto and incorporated herein by reference. As required by said Act, any and all revisions of the prevailing rate of wages by the Department of Labor of the State of Illinois shall supersede the Department's June determination and apply to any and all public works construction undertaken by the Lee County. The definition of any terms appearing in this Ordinance which are also used in aforesaid Act shall by the same as in said Act. SECTION 2: Nothing herein contained shall be construed to apply said general prevailing rate of wages herein ascertained to any work or employment except public works of Lee County to the extent required by the aforesaid Act. SECTION 3: The Lee County Clerk shall publicly post or keep available for inspection by any interested party in the main office of Lee County this determination or any revisions of such prevailing rate of wage.
