DIXON – In the words of one councilman, change is exciting. In the spirit of change, five unproven leaders took charge of the city Monday night.

Minutes after oath-taking, Mayor Liandro Arellano Jr. embarked on setting a new tone, one he said will involve transparency, unity and

restoring trust from citizens.

“It is a historic time here in Dixon,” Arellano said during the meeting space normally blocked off for mayor and council reports.

None of the elected officials – Councilmen Mike Venier, Jesse Arjes, Mitch Tucker and Chris Bishop – had anything to reflect, since no incumbents were re-elected April 8.

“I am so incredibly proud to be part of it,” Arellano said.

A number of challenges face this

council. Right off the bat, it will oversee its transformation from commission form of government to managerial, with immediate attention on hiring a city manager. Council members each admitted that there are tough decisions ahead of them.

At the same time, there is room for citizens to be optimistic, primarily because of change, Venier said.

STERLING – Bill doesn’t know what to do anymore. And what is there to do, really?

When your 30-year-old daughter is in the trenches of heroin addiction. When she doesn’t want any help, and, in fact, refuses your efforts. When she screams at you and files a restraining order against you for even trying.

“I’ve never been faced with something like this,” he says.

“I grew up back in the ’60s and ’70s, so I’m aware of addictions, but with the heroin overdoses and everything, I didn’t want my daughter to be the next one. ... I don’t want to be burying my daughter, but there’s really absolutely nothing I can do about it.

“I’ve never felt so helpless in my life.”

He’s been in touch with the Blackhawk Area Task Force.

He’s called the police to do a welfare check: She’s alive, they say.

He went to check on her, to talk to her, to reason with her, to plead.

One hurt Sunday in Route 2 crash

Council approves Attorney helping several policies pursue reforms

OGLE COUNTY – A Byron man received minor injuries Sunday in a singlevehicle crash in the 7000 block of state Route 2 North.

Ogle County sheriff’s deputies investigated at 7:35 a.m. and found that a Chevrolet truck driven

by Jason Stoll, 34, was northbound approaching Byron when the truck crossed both lanes of traffic. It entered the west-side ditch and struck several trees, receiving significant damage, before coming to rest facing northwest in the ditch.

Stoll was taken to Rockford Memorial Hospital by Byron Fire Department personnel, and was treated and released. Byron police assisted deputies at the scene. The crash remains under investigation.

Two teens hurt in rollover crash OGLE COUNTY – Two teenagers received minor injuries Saturday in a singlevehicle rollover crash in the 4000 block of East Whitaker Road.

Ogle County Sheriff’s deputies responded at 12:45 p.m. with Byron fire and ambulance personnel, and found that a Hyundai Santa Fe was westbound on East Whitaker Rod from German Church Road. The driver, Jacob E. Sims, 17, of Stillman Valley, lost control of the vehicle, and the Hyundai skidded across the roadway before rolling down the embankment into a field on the south side of the road.

Sims and a 16-year-old male passenger, Joshua A. Smith, of Rockford, in his vehicle from Rockford were taken by Byron ambulance to Rockford Memorial Hospital, where their conditions were unavailable Monday.

The crash remains under investigation.

One man injured Friday in rollover OGLE COUNTY – A Chicago man received minor injuries Friday in a singlevehicle rollover crash at state Route 64 at Summer Hill Road.

Ogle County Sheriff’s deputies responded with Polo fire and ambulance staff at 3:52 p.m., and found that a Freightliner Straight truck driven by Joseph W. Torney, 22, was towing a small trailer eastbound on Route 64 when the truck and trailer left the south side of the roadway. The vehicle rolled over on its side, coming to a stop on the north side of the roadway facing back to the west.

Torney was taken by Polo ambulance to KSB Hospital. His condition was unavailable Monday. The crash remains under investigation.

“We will be the last council ever to come in completely new,” he said, noting the unique (and young) makeup of the council.

At 55, Venier is the elderstatesman, the average age of his counterparts 33. Arellano was a teenager when his predecessor, Jim Burke, assumed office in 1999.

But to Venier, there’s no reason to doubt what this young governing body is capable of.

“Change is coming,” Venier said. “Together, I believe we can move this community to levels few others share.”

Burke and outgoing commissioners David Blackburn, Dennis Considine, Colleen Brechon and Jeff Kuhn led off the meeting by giving their final directive to swear in their successors. The outgoing mayor marked the transition with two words: “We’re done.”

The new council set right to work establishing the framework for how citizens should expect their new government to function.

For one, Arellano noted that spectators can expect longer meetings.

He said that, philosophically, he wants to explain what specifically the council will vote on.

“The important thing is all those things get hashed out and discussed publicly,” Arellano said. “That’s why a few items on the agenda that didn’t look controversial – weren’t controversial – took a little bit longer to discuss.”

Another matter the mayor wanted to address was the public’s ability to speak up. Audience members – who issued several rounds of applause during the meeting – addressed officials directly, sometimes unprompted.

City paying him $1.3K an hour FERGUSON, Mo. (AP) – Ferguson is paying an attorney $1,335 an hour to help the St. Louis suburb negotiate and possibly litigate reforms pressed by the Justice Department since Michael Brown’s shooting death by a police officer.

The Ferguson City Council unanimously decided behind closed doors in March to hire Dan K. Webb of suburban Chicago. He’s making an hourly rate that Missouri Lawyers Weekly, a legal publication, said is nearly double Missouri’s highest attorney billing rate last year, the St. Louis Post-Dispatch reported.

That tab doesn’t include the expenses and fees of any lawyers or paralegals in Webb’s firm who may work on the case.

Webb, 69, is a former federal prosecutor whose clients in private practice have included Philip Morris, Microsoft, the New York Stock Exchange and former Illinois Gov. George Ryan, a Republican who served prison time after being convicted of federal racketeering and fraud charges.

Webb prosecuted former National Security Adviser John Poindexter during the Iran-Contra scandal, leading to Poindexter’s conviction of conspiring to mislead Congress, obstructing congressional inquiries and making false statements. That conviction was overturned on appeal.

Former teacher named Retiree of the Year Union recognizes former English, history instructor

STERLING – It’s not so much the award, but what it represents that makes Jim Duffy so proud.

The former Sterling High School teacher has received the 2015 Illinois Education Association Retiree of the Year Award.

“The fact that my colleagues and former colleagues think I’m worthy of such an award is probably as cool as getting the plaque itself, maybe cooler,” Duffy said Monday.

“The plaque can disappear, but you can’t take away the feeling of when your colleagues think you are worthy of something

Duffy, 63, was given the award April 16 in front of about 1,200 association delegates, guests and state dignitaries at the

IEA’s annual assembly in Rosemont.

“Jim Duffy is a friend and colleague who is fully deserving of this honor,” said IEA President Cinda

Klickna. “He is one of those wonderful people who each day brings integrity to everything he does. He has devoted his entire career to work-

ing tirelessly on behalf of teachers, education support professionals and, most importantly, students.”

The IEA is the largest teachers union in Illinois, with more than 130,000 active members.

Duffy has been a member of IEA for 41 years – 33 as a teacher and 8 as a retiree. He taught English and history at SHS for 33 years before he retired in 2007.

“It’s fun working with young people,” Duffy said. “Working with young people is a way to make your country and world a better place.

It gives you a sense of accomplishment when you run into your former students later on and hear the things they have accomplished because of the education they received in Sterling.”

Duffy has been the organization’s president and

vice president, and he has served on the IEA board of directors, among other activities.

He also spent time as chief negotiator of the Sterling Education Association.

“I’ve been heavily involved with lobbying the Legislature with various issues impacting not only retirees, but active teachers,” Duffy said, “things like funding issues related to education and other things that impact the classroom.”

Duffy also has served on the Whiteside County Board since 1982. He has spent the past 3 years as county board chairman.

Even with this award, Duffy said, his time with the IEA will not end.

“The association will be a part of me forever,” he said. “I’ve put in too many years and I’ve worked too hard to walk away from it.”

SYCAMORE (AP) – Young girls affected by a deadly northern Illinois tornado have gotten a taste of the princess life.

The DeKalb Daily Chronicle reported a princess party was hosted Sunday at a party and wedding shop for Fairdale girls whose families lost their homes in the April 9 tornado. The girls got to don sparkling gowns, try out hairstyles and eat cake.

the Sycamore shop Me Unique are usually $375, but it was free for the Fairdale families. Shop owner Lisa Wakefield says she wanted to do something unique to help people affected by the tornado.

Valerie Young, who was at the party, said her 3-year-old daughter deserved to not have to think about the destruction of the tornado for a while.

Pollution cleanup nears completion ORLAND PARK (AP) – State environmental officials say pollution cleanup at a former Orland Park industrial site might be completed.

The Illinois Environmental Protection Agency says it’s reviewing a report by a consultant hired to clean up the 75-acre site where Andrew Corp. made wireless communications equipment for decades.

The Daily Southtown reported that the consultant, Environmental Resources Management, believes the cleanup is “essentially done.”

The IEPA will review the report and results of posttreatment soil testing.

University runner-up in video gaming tournament CHICAGO (AP) – A Chicago university that offered the nation’s first athletic scholarships for video gamers has fallen short of winning the North American college video gaming title.

OBITUARIES Bardell Bowman LOVES PARK – Bardell Robinson Bowman died peacefully Friday, April 24, 2015, at his daughter’s home in Loves Park, just 5 weeks before his 100th birthday.

He was a beloved husband, father, grandfather, and greatgrandfather, and a dedicated teacher and friend to all who knew him.

Bardell was born May 28, 1915, at Shalem Ranch in Donna Anna County, New Mexico, the second of nine children, to Claudious and Jennie (Robinson) Bowman. He arrived at 5:30 a.m., causing his grandfather, Henry Bowman, to truly prophesy, “That boy was born just as we are going to work. He will be a good worker all of his life.” The family soon moved to Colonial Dublan in the Mexican Mormon Colonies, where Bardell (called “Bob” by his family) graduated from Juarez Stake Academy. He received a bachelor’s degree in music education from Brigham Young University, and later a Master of Music degree from Drake University in Des Moines, Iowa.

When the U.S. entered World War II, Bardell joined the Navy in the “90-day wonder” officer program, later becoming a fighter pilot serving in the Pacific theater. While serving in the Navy, he met Fredericka Bertha Sauder, the girl who quickly became the love of his life. They were married May 12, 1943, in San Francisco, 6 days before he had to go back to the Pacific.

After the war, he taught instrumental music and band in Schaller and Reinbeck, Iowa, and St. Louis. In 1953, he moved to Dixon, where for more than 30 years he was the grade-school band director for the Dixon public schools.

His high musical standards and personal integrity influenced hundreds of young people. His bands and students received thousands of superior medals at Illinois Grade School Music Association contests. A member of the Rockford

Symphony Orchestra for more than 30 years, Bardell also participated in the Dixon Music Club, the Sauk Valley Community College Orchestra, and assorted chamber groups in the area. Additionally, he played clarinet in the Dixon Municipal Band, and for several years, was the conductor of the Rochelle Municipal Band.

As a young man, Bardell served a mission for the Church of Jesus Christ of Latterday Saints in Mexico.

In later years, he and his wife served together as senior missionaries in Mexico after his retirement from teaching. Locally, he served in many ecclesiastical positions, including that of Bishop of the Sterling Ward of the Church of Jesus Christ of Latterday Saints.

Bardell’s true joy was his family, and he was the world’s most devoted husband and father.

He taught by precept, but most exceptionally by example, seeking to instill in his children great personal and spiritual qualities as well as fill them with a love of music. His example of love for his family, his students, and music, combined with his high standards of excellence, created a priceless heritage. All who knew him were touched by his influence and changed for the better. His life exemplified his strong personal faith and testimony of Jesus Christ, who taught, “love thy neighbor.”

He is survived by one brother, Donn Bowman; three children, Victor (Cynthia) Bardell of Arlington, Virginia, Brian (Vinette) Leslie of Denton, Texas, and Linda Jane (Edward) Smith of Loves Park; seven grandchildren; and five great-grandchildren.

Visitation will be from 6 to 8:30 p.m. Friday at Preston-Schilling Funeral Home, 213 Crawford Ave. Dixon. The funeral will be at 11 a.m. Saturday at Loveland Community House, 513 W. Second St., Dixon.

Geraldine M. Reeser MENDOTA – Geraldine M. Reeser, 101, of Mendota, formerly of Amboy, died Thursday, April 30, 2015, at Heritage Health Therapy and Senior Care in Mendota. She was a baker for 30 years in the dietary department at Mendota Community Hospital.

Geraldine was born June 29, 1913, in Amboy, to Charles and Mayme (Morrissey) McCoy. Geri married Charles E. Reeser on Aug. 18, 1936, at St. Mary Church in Walton. He preceded her in death on June 12, 1991. She was a member of Holy Cross Church.

NEW SMYRNA BEACH, Fla. – Earl L. Burdge, 95, of New Smyrna Beach, died Thursday, April 30, 2015, at Bert Fish Medical Center in New Smyrna Beach.

Born in Marion Township, Earl, owner and operator of a water treatment company, moved in 1975 from Sterling to the New Smyrna Beach area. He served in the Army during World War II in the Battle of the Bulge. Earl was in the same breadline with Ronald Reagan during the Great Depression in Dixon.

In fact, Ronald Reagan’s mother sang at the funerals of Earl’s sister, Geniveve, and brother, Henry. He delivered soup at the age of 12 during the Great Depression, and worked at Disney at the age of 75. A member of The Church of Christ, some of his favorite pastimes were playing cards, and playing and singing old country music.

In his younger years, he enjoyed hunting, and loved life itself. Earl always said, “Keep the

wisdom from the past, live for today only, and hope for the future.”

“I went over there and pounded on her door to get her to answer, when all of a sudden I hear someone behind me,” Bill said.

“I turn around, and it’s my 30-year-old daughter, and I don’t even recognize her.

“It’s been a brutal, brutal opening of the eyes for me, I guess. There’s absolutely nothing I can do about it.”

Bill is, himself, a felon, and he’s open about that, but says that in the past 15 to 20 years, he has worked very hard to change his life. Now, he says, it’s his daughter who needs help.

“I’ll be 60 next month, and this is one of the toughest things I’ve ever

had to deal with in my life,” he says. “I finally had to turn it over to God.” This week, the Lee County Anti-Heroin Task Force will bring together community leaders to help parents faced with just these types of situations.

It’s called “Heroin in My Neighborhood,” and it’s happening from 6 to 8 p.m.

Rauner to legislator: No debate for you Smiddy: Hey, it was your idea, governor

SPRINGFIELD – The debate that few to none expected to happen won’t.

In a recent breakfast meeting between the governor and a group of downstate legislators, Rep. Mike Smiddy, D-Hillsdale, and Gov. Bruce Rauner got into what Smiddy calls a spirited exchange.

The governor reportedly said perhaps the two ought to get together and hash it out in public.

Said Smiddy, “I just happened to disagree with some of things he is proposing, and one thing led to another, and he thought that he and I should sit down in

a public setting and debate the issues.”

Smiddy said he was a bit taken aback at first, but thought little more of the exchange until he read a blurb on a capital city blog favored by state government insiders and statehouse media.

“I felt at this time, I probably needed to respond formally, and that’s what I did,” he said.

Smiddy sent the governor a letter Thursday: “Your so-called ‘Turnaround Illinois’ proposals are a blatant assault on organized labor, which you have openly disparaged,” Smiddy wrote.

“Many families in Illinois, including my own, are able to provide for our children and achieve a middle-class lifestyle because organized labor provides working people the

opportunity to earn a decent living with adequate wages, benefits and protections,” he said.

Friday, the govMike ernor’s office Smiddy rejected Smiddy’s offer to rhetorically rumble – but with its own flourishes.

“There will be no debate, but Gov. Rauner looks forward to continuing to have spirited interchanges with Rep. Smiddy and other legislators in small and large groups about how to make Illinois more competitive and compassionate and get the most value for taxpayers,” said a statement from the governor’s press office.

“We appreciate Rep. Smiddy’s hunt for publicity and headlines.

Hopefully, he will soon begin to show as much enthusiasm for saving taxpayer’s money and getting Illinois out of the worst fiscal crisis in the country.”

Smiddy answered that the debate wasn’t his idea, but since he’d been called out, the two men might as well air it out in public.

“I didn’t go looking for this. I was invited and asked to give my views, and I did,” he said.

Smiddy said it’s not all about labor issues, adding he’s concerned about proposed cuts to human services.

A debate might have been interesting. The two men are distant on the political spectrum, especially when it comes to organized labor.

Smiddy, formerly a state correctional department employee, says he’s proud to be a

union man. His father was a United Auto Workers member.

Once an aide to the late Democratic U.S. Rep. Lane Evans, Smiddy has been elected to his statehouse seat with hearty union support.

Rauner, R-Winnetka, is a venture capitalist and free market advocate. He frequently argues public sector unions are one of the special interests that have bloated Illinois government and made it a game rigged for insiders.

Smiddy said he can live without the debate, but he wishes it were a go.

“I don’t want this to take away from the issues our state has and what we need to do to go forward,” he said. “But at the same time, I think its very important that both sides have a chance to talk about where they differ.”

Medical marijuana OK’d for PTSD, osteoarthritis CHICAGO (AP) – Illinois’ new medical marijuana program would cover thousands, perhaps millions, more patients under expansive recommendations that an advisory board agreed to Monday.

Osteoarthritis alone affects roughly 1.5 million people in Illinois. It is one of 11 conditions approved by a board made up of doctors, nurses, patients and a pharmacist. At a public meeting in Chicago, the board also recommended migraine, neuropathy and post-traumatic stress disorder be added to the list of qualifying conditions, but not anxiety or diabetes.

The state Department of Public Health will consider the recommendations.

Board member Jim Champion, who is a military veteran, announced the board’s unanimous approval for adding PTSD, saying he was “very, very proud.”

Most experts agree that the evidence on mari-

juana and PTSD is limited to anecdotal reports from people who say the drug helps them. Meanwhile, gold-standard research has been stymied by federal barriers.

The U.S. Department of Veterans Affairs states on its website that there is “no evidence at this time that marijuana is an effective treatment for PTSD. In fact, research suggests that marijuana can be harmful to individuals with PTSD.” The most rigorous trial yet of marijuana for PTSD is on track to begin this summer.

“I finally starting listening to the vets,” said Dr. Sue Sisley, an Arizona psychiatrist and a coinvestigator on the study, who came to Chicago Monday to speak at the meeting. “I finally started hearing their stories and learning from them how they were successful using the [marijuana] plant to manage their symptoms.”

veterans with PTSD for a randomized controlled trial of smoked marijuana. The trial has approval from the Food and Drug Administration. The Colorado Board of Health recently approved a nearly $2.2 million grant. But the researchers still need the Drug Enforcement Administration to sign off.

The Illinois board also voted to add diabetic neuropathy, a complication of diabetes that causes tingling and pain, to the list of qualifying maladies. It rejected diabetes, though, because marijuana can stimulate appetite, and diabetics must watch what they eat.

Anxiety was rejected as too broad a category.

Leslie Mendoza Temple, a suburban Chicago physician and the board’s chair, invited future petitioners to narrow their definition of anxiety. The board will accept another round of petitions to add conditions and disease in July.

CHICAGO (AP) – With a budget deadline to attempt closing a roughly $6 billion shortfall weeks away, top Illinois leaders and lawmakers are putting the spotlight on revenue-generating plans to increase the number of casinos and slot machines in the state.

Two Chicago hearings – one was Monday and the other is planned for next week – are drawing on experts to mull proposals, a move that comes as attention to a possible Chicago casino appears to be heightened.

Chicago Mayor Rahm Emanuel has advocated for a city casino for years. In 2013, he released a video pledging all revenues would go to schools. More

recently, he’s been in talks with Senate President John Cullerton, according to Cullerton spokeswoman Rikeesha Phelon.

Gov. Bruce Rauner, who’s said he wouldn’t object to more casinos if communities wanted them, specifically noted Chicago during a stop in the city Monday.

“I know the city would very much like to have a significant casino within the city boundaries and I am very open to considering that,” he said.

“I want to make sure that it’s good for all the taxpayers and all the citizens, both of Chicago and the state of Illinois when we have that discussion.”

Emanuel’s office didn’t return messages seeking comment. House Speaker Mike Madigan’s spokesman, Steve Brown, would only say that Madigan has previously recused himself on casino votes.

The plans before lawmakers include one calling for a state-owned Chicago casino. Another would also add four casinos in Chicago’s south suburbs and Vermillion, Winnebago and Lake counties. More legislation could emerge by the end of May, when lawmakers face a budget deadline for the fiscal year starting in July.

Revenue estimates for five new casinos have ranged from $450 million to more than $1 billion.

Illinois has turned to gambling as a way to boost revenue before, including video gambling in recent years.

But attempts to increase casinos failed when former Gov. Pat Quinn twice vetoed plans.

Casino supporters say they’ve made changes and want input. Experts from research firms, Kentucky’s Churchill Downs Inc., and antigambling groups testified Monday.

New rules stop solitary confinement SPRINGFIELD (AP) – A federal court agreement severely restricting the use of solitary confinement on juvenile offenders in state lockups will ease the debilitating mental effects of such punishment, an advocacy group at the center of a lawsuit against the state said Monday.

The teenage inmates who are put in locked rooms by themselves at any given time will have

to have interaction with staff, a book to read, and receive mental health treatment under terms of the agreement the Illinois Department of Juvenile Justice signed with the American Civil Liberties Union, which filed a federal classaction lawsuit to stop the practice.

The lawsuit’s lead lawyer, Adam Schwartz, said the rules effectively banish the use of solitary confinement in

the state’s six juvenile detention centers.

Youths will have a minimum of 8 hours away from isolation if they are confined for a day or longer, Schwartz said.

“During that 8 hours, they have the opportunity to talk to and be in the company of staff,” he said. They’ll also be able to get mental health treatment, education and exercise during the break.

This past winter, Lee County residents received a shock of a different sort.

During an 11-day span, three Dixon residents died of heroin overdoses.

Victims were two women, ages 25 and 34, and a man, 35.

The shock led Dixon, Lee County, and regional officials, as well as community members, to organize the Lee County Anti-Heroin Task Force.

The group has met since March to talk about how to reduce heroin abuse and increase the chances of survival for overdose victims.

Stop rate cuts for Medicaid reimbursement GREG WILSON Peoria

Petersen Health Care officials called on Gov. Rauner and state legislators to immediately reconsider slashing the rate paid nursing home providers to care for the state’s most vulnerable and needy elderly citizens.

The proposed $25 per resident day cut to the already 49th lowest Medicaid rate in the nation would be devastating to nursing home residents, the nursing home industry, vendors, employees, and the communities we serve.

The current Illinois Medicaid average rate is $136.14 per day. Cuts of this magnitude will reduce the rate for downstate nursing homes to nearly $100 a day.

A recent independent study by Eljay LLC published in March 2015 titled, “A report on Shortfalls in Medicaid Funding for Nursing Center

Care,” found the actual cost of caring for a Medicaid resident in Illinois to be $169.70 per day – a $33.56-a-day shortfall for providers.

In addition, Illinois Medicaid rates have historically lagged nearly $60 behind the national average, putting Illinois perennially in the Bottom 5 rates.

The work our employees do is hard, backbreaking work. Caring for the sickest, poorest elderly in Illinois is neither glamorous nor easy.

It is hard, difficult work.

Our elected officials need to fulfill their commitment to these wonderful residents and hard-working staff. This industry can no longer continue to be over-regulated, wait months for our Medicaid-pending cases to be approved, withstand months of delays in state payments, and survive a cut this deep.

We call today on our elected officials to reconsider these misguided cuts.

My neighbors and I were talking about the April 25th SV Weekend letter from Mr. Granberry titled “Forgotten pop shouldn’t have led to an arrest” concerning the lady arrested, taken to jail, and booked as a criminal for supposedly trying to steal some pop.

I thought this was very clever to hide this in full view of the checkout clerk and mister everdiligent store associate, with more than $300 of additional groceries on top of it. I would guess it would be better to hide it under your clothes.

Common sense is not a commodity available in a pill, but if it were, I think the police officer, the store manager, and the store associate need to take a large dose.

Cartoon showed disrespect for nation’s police JUDITH KELEHER Dixon

On Thursday, April 30, you printed a cartoon depicting a couple watching TV. The woman comments to the man that the cops are chasing the suspects, and it has to be Hollywood fiction because now cops just “shoot ’em.”

Our country’s police forces have enough problems and disrespect without this kind of trash in our paper. You should be ashamed for printing [that cartoon].

The new legislative “working groups” designed to hammer out compromises on Gov. Bruce Rauner’s “Turnaround Agenda” finally began meeting in secret last week. At least one of them got a bit heated.

A working group tasked with writing ethics legislation hit a brick wall right off the bat when it came time to discuss Rauner’s term limits constitutional amendment. Two Democrats on the committee reportedly said there was plenty of time to deal with the amendment next year, since it couldn’t be placed on the ballot until November 2016.

Nope, said the administration representative, according to sources.

The governor wants that amendment passed by the end of the spring legislative session.

When he was met with stiff resistance, the administration official reportedly became agitated and more than implied that if the constitutional amendment isn’t passed

by May 31, then the governor would not support any revenue increases to patch next fiscal year’s massive $6 billion hole.

The Democrats were shocked. Would the governor really threaten to crash the entire government over a term-limits bill?

Yep. And that message was apparently sent to pretty much all of the working groups last week. Pass this stuff, or deal with the horrific consequences of allowing the temporary income tax hike to partially expire.

The governor has repeatedly said that he fully intends to take advantage of the budget crisis in order to push his agenda through the General Assembly. And he has made no bones about what he wants. Term limits have been on his agenda since Day 1 of his campaign.

So, the threat shouldn’t have come as much of a surprise. Still, there were some thunderstruck Democrats last week.

Every poll has shown that the public is wildly enthusiastic about term limits. But legislators? Not so much.

NOT EVERYTHING went horribly. The ethics working group, for instance, eventually decided to skip over term limits for now in order to prevent a meltdown. They plan to take up a proposal to codify one of the governor’s executive orders on state employee ethics, which is viewed as pretty much a no-brainer.

The working group will also tackle the governor’s

PLUS, AS WE’VE SEEN time and time again, money pretty much always finds a way around statutory barricades.

AFSCME, for instance, could simply give money to the Democratic Governors Association or the Democratic Party of Illinois or start its own “dark money” independent expenditure PAC. And there’s apparently even room for compromise on the term-limits amendment, insiders say.

One reported Rauner fallback position is to apply the limits only to newly elected legislators, perhaps sometime down the road.

But even if they can reach an accord on all of the governor’s proposal, they will still have to deal with the horrendous budget deficit. One of the smartest people I know at the Statehouse took me aside the other day and confided he was alarmed about the coming problem.

The budget hole is estimated to be at least $6 billion. But, this person said, let’s just say that Rauner agrees to $3 billion in tax hikes along with $3 billion in cuts. How the heck does he get that turkey passed?

The GA spent weeks fighting over a mere $26 million in cuts to this fiscal year’s budget. Who will vote to cut $3 billion?

And what Democrat will vote to raise taxes by $3 billion when that means another $3 billion will have to be cut?

Tough times ahead.

ROCK ISLAND – A hospital is stressful for patients and staff.

But artwork from 20 Quad Cities artists in the new UnityPoint Health-Trinity addition is aimed to promote peace, comfort and recovery.

Davenport-based Paragon Commercial Interiors, the interior design firm for the new $61.3 million Heart Center and Emergency Department, worked with Cannon Design, of Chicago; Gere Dismer Architects in Rock Island and an art selection committee to choose paintings and photography that support a positive healing environment.

“The hospital had a strong desire to utilize works by local artists that would fit the criteria of healing art,” she said. “My job was to bring

together the interior design scheme, finishes and furnishings with the artwork to create a comforting environment that supports healing in every way.”

“I’m so happy to see works by our area artists represented in a public collection,” said Dawn

Wohlford-Metallo, Quad City Arts’ visual arts director and another selection committee member. “We have so many talented artists living here, and this is a perfect way to share their work with the community. “ The 90,000-square-foot, three-story expansion at the hospital, 2701 17th St., replaces and expands the prior emergency department and cardiac treatment areas, and adds a segregated crisis stabilization area for mentalhealth issues, including patients who may be dangerous or violent. It opened for patient care April 19.

“There’s some really unique aspects of this building,” Trinity CEO Rick Seidler said Wednesday. “The art is a real special part of this building.

We have great local artists, obviously.”

One of the impressive works people will see is a series of blue sky photos by Ken Urban, of Davenport, Iowa. The photos were enlarged to about 8 feet tall, put on plastic resin

panels with white ribbing and mounted.

“It’s quite an honor,” said Mr. Urban, who has 20 photographs throughout the addition. “It’s wonderful they selected all local artists. They could have just put up generic corporate art, like you see in a hotel room. It’s an honor to be included with the other artists.”

Art is playing an increasing role in patient-centered design philosophies in medical facilities, according to Trinity. In hospitals across the country, artwork has become another means to create a nurturing space for patients and their families, as well as staff.

Wilkinson said there’s no art in the crisis stabilization walls, since those patients might be violent and at risk of hurting themselves or others, and could damage the walls and anything in the rooms. A nearby living room, intended to de-escalate their issues, does have a small aquarium and photos.

Remember, after partner opens one no-trump, responder should not show a five-card minor in a balanced hand unless strong enough to be considering a slam. There are few deals

in which five of a minor makes and three no-trump fails; there are far more where the converse is true.

South starts with seven top tricks: one spade (trick one), two hearts, two dia-

monds and two clubs. He hopes that clubs will run.

But if declarer must lose a club trick to West, perhaps he will not know that South’s spade jack is now a singleton. Declarer leads a low club to dummy’s ace and returns a club. What should East discard?

East should pitch the spade three. This is a remaining-count card, the lowest from an odd number.

Since East would never throw his last spade, this must be from three, the 7-6-3, meaning that East began with four spades.

The challenge: Make it simpler, but add choices CEO unveils overhaul after seeing profit drop 15 percent last year NEW YORK (AP) – McDonald’s wants to simplify, simplify, simplify – but also add a bunch of choices for customers to avoid growing stale.

CEO Steve Easterbrook said Monday that he will strip away the bureaucracy at McDonald’s so the company can move more nimbly to keep up with changing tastes.

The overhaul comes after McDonald’s saw its profit drop 15 percent last year, with sales dipping in regions around the world.

“The reality is our recent performance has been poor. The numbers don’t

lie,” said Easterbrook, who took charge of the world’s biggest hamburger chain March 1.

To help make the right changes more quickly, McDonald’s said it’s restructuring its business into four units led by lean management teams.

The U.S. market, which accounts for more than 40 percent of operating profit, recently stripped away a level of field oversight and will be its own unit.

Another unit will be made up of established international markets such as Australia and the

United Kingdom, and another with high-growth markets such as China and Russia. The countries where McDonald’s has a smaller presence will be grouped separately.

Previously, the units were segmented by geography rather than market type.

Already, McDonald’s has acknowledged the need to simplify food preparation as well. The company has already trimmed its menu to reduce complexity for workers and make it easier for customers to decide what they want.

Even as it embraces the mantra of simplification, however, McDonald’s is eyeing a host of new options to prevent its image from growing stale.

The company is testing an all-day breakfast menu in San Diego and a “Create Your Taste” option that lets people build their own burgers. Janney analyst Mark Kalinowski has also noted the company is testing a scaled down version of that program called “Taste Crafted” that is available at drivethrus.

All bets down last week

W

hile twisting around and between the small cities that call themselves hotels in Las Vegas last week, I saw the back of Pete Rose’s head.

Baseball’s shamed alltime hits leader was making an appearance at some sports apparel store, and while the line to see him wasn’t long, I chose not to meet the man.

Instead, we walked on, and I wondered about the timing of Rose making an appearance in Sin City only days after new commissioner of baseball Rob Manfred announced that Rose could participate in All-Star festivities in Cincinnati this summer.

Seems like a gamble not worth taking, but let’s face it, Rose knows more about gambling than I do after receiving a lifetime ban from the sport in the 1980s for gambling on games.

It seems likely that the ban will be lifted relatively soon, and Rose will eventually be enshrined in the baseball hall of fame.

He should be, although I think maybe some of the pomp that goes along with the usual hall of fame inductions should be reduced.

Put the plaque in, acknowledge his talents and shortcomings, and let that be it.

Matt Coffey has always been known as the fast kid.

The Dixon senior is built for speed and often showed off that blur-ability on the football field in the fall, zipping around with an effortless stride. But when he decided to take that speed to the track his junior year, he quickly understood there was more to running than just being fast.

“Being naturally fast only gets you so far,” Coffey said. “Who knew that you had to have good form, breathe at the

right times and work on running with high knees to be good at it.”

Coffey, the area’s top 400-meter runner, first tried the race during his junior year. With his efficient strides, he ran a strong time of 54 seconds, and coaches decided that’s where he belonged.

One lap around the track didn’t seem daunting at first, but after learning how to the run the race, Coffey appreciated the demands it requires.

The last straightaway is the most demanding of the bunch. That stretch in the 400 never fails to deliver scrunched up faces, heavy breaths and tired limbs.

The secret to the 400 • This race is classified as a sprint, but any runner who competes in the event will say it is the longest and toughest sprint around. The key is to have a strong 6-second burst at the start of the race, and stay strong, while maintaining form through the final curve. Good form in the 400 requires keeping the elbows inside and not flared, and high knees. Runners also want to be able to see their fingertips as the arms swing, but not across the mid line. The final stretch is where you grit your teeth and try to finish strong.

Duffy, a senior, started the year by earning allconference honors in cross country for the third time. She became the first member of the RU indoor track team to medal in the 400-meter dash at the NACC Championships when she placed third.

Duffy finishes her career with 17 RU track & field records.

Three Hawkeyes face burglary charges Three wrestlers from the University of Iowa have been kicked off the team after being charged with burglary following a series of break-ins earlier this year.

The Linn County Attorney’s office said Ross Lembeck, Seth Gross and Logan Ryan each face two counts of felony third-degree burglary.

The trio all face seven counts of misdemeanor third-degree burglary, two counts of conspiracy to commit a felony and one count of conspiracy to commit an aggravated misdemeanor.

Eight players on the Milwaukee Brewers’ roster played with Craig Counsell at some point in their careers, making it more than a bit unusual to now be playing for the team’s new manager.

Right fielder Ryan Braun admitted it was “weird” talking to a former teammate as his manager. Though he once joked around with Counsell daily and considered him an equal, Braun maintained there will be no question moving forward about who will be calling the shots.

“Oh, no,” he said.

“Everybody respects him. When he was a player he was basically a player-coach, especially his last few years, he was

Braun admitted there was some shock factor to the managerial change, coming after the Brewers won consecutive games for the first time this season, while winning their first series by taking two of three from the Cubs in Chicago.

That turnaround came too late to save manager Ron Roenicke because the decision already had been made to replace him with Counsell.

“The timing of it, I think, was surprising,” Braun said. “We had won three of our last four [including the final game in Cincinnati], coming off back-toback wins for the first time, first series we’ve won all year. There were some signs that were pointing in the right direction for the first time in a long time, so I think the timing of it is obviously surprising and disappointing for all of us.”

Braun said he empathized with Roenicke, whose players-first approach was appreciated by many veterans.

Bulls pick, roll to big Game 1 win Rose, Gasol pace Chicago to victory over Cavaliers in second-round opener

CLEVELAND – The Chicago Bulls came in oozing with confidence, unafraid of LeBron James, and convinced they could keep their playoff momentum rolling.

Derrick Rose made sure they did.

Looking like the league MVP he was before being slowed by knee injuries, Rose scored 25 points, Pau Gasol added 21, and the Bulls led from the start in a 99-92 victory over the short-handed Cleveland Cavaliers in Game 1 of the Eastern Conference semifinals on Monday night.

Rose, who sustained a shoulder stinger in the closing minute, helped the Bulls swipe home-court advantage from the Cavs. Cleveland was missing starters Kevin Love and J.R. Smith, but its bigger issue was

not stopping Rose or his pickand-roll plays with Gasol.

After all he’s been through – surgeries, hours of rehab, uncertainty about his future – Rose, who has missed more than 180 games the past four seasons, is savoring every moment back in the postseason.

“I just appreciate everything,” he said, “getting back on the floor, my fans, every aspect of basketball. It’s allowed me to change my life and my family’s life. I owe so much to this sport.

I’m just trying to roll with it.”

Jimmy Butler added 20 points and banked in a contested jumper with 30 seconds left as the Bulls closed it out, silencing a roaring Cleveland crowd already worried about Game 2 on Wednesday night.

Kyrie Irving scored 30 points, and James added 19 and 15 rebounds for Cleveland, playing

its first game since Love – one of the Cavs’ Big 3 – was lost for the remainder of the postseason with a shoulder injury.

“No excuses,” Cavs coach David Blatt said.

James didn’t offer any.

“We all just have to play better,” said James, who had nine assists but six turnovers. “I wasn’t that good tonight.”

The Cavs only trailed by four points in the final minutes, but they forced several 3-point attempts and James had two costly turnovers and missed a layup in the final 3 minutes.

Braden Holtby made 30 saves Monday night for his second career playoff shutout and Jay Beagle scored his first goal of this postseason, giving the Washington Capitals a 1-0 victory over the New York Rangers in Washington, D.C. Washington has a 2-1 lead in the Eastern Conference semifinals.

Alex Ovechkin was held without a goal for the first time in the series.

It was one of the Capitals’ less-heralded players, Beagle, who put the puck past Henrik Lundqvist on a second-effort, deflected shot 7 1/2 minutes into the second period.

Holtby was at his glove-catching best, including stopping Martin St. Louis on a 1-on-1 6 minutes after Beagle scored, and the crowd chanted the goalie’s last name at the final buzzer.

From mid-major to most valuable Warriors’ Curry voted NBA’s MVP over Harden, James

OAKLAND, Calif. – His voice cracked first. Then, his eyes got red. Finally, Stephen Curry cried.

He had felt this way in the past – when he barely received any scholarship offers out of high school, when some questioned whether his game could translate from tiny Davidson College to the NBA, when he sat in a doctor’s office searching for answers on how to fix his troublesome right ankle.

Curry could let it all out and laugh now. This was a time for celebration.

The Golden State Warriors point guard won the NBA’s Most Valuable Player award Monday, the biggest moment yet of a young career already full of overcoming obstacles.

Curry received the Maurice Podoloff Trophy in a packed hotel ballroom below Golden State’s downtown Oakland practice facility. He shook his head in disbelief as he was announced as the winner of the league’s top individual honor.

“There were obviously good times and bad times.

Times I wanted to shut it down. Times where you realize that all the hard work you put into it was worth it,” Curry said.

“It just made me realize how blessed and thankful I really am to be in this position.”

Golden State Warriors guard Stephen Curry was announced Monday as the NBA’s MVP. Curry carried the top-seeded Warriors to a franchise-record 67 wins and surpassed his own record for most 3-pointers in a season.

130 first-place votes for a total of 1,198 points from a panel of 129 writers and broadcasters, along with the fan vote on the NBA’s website. Houston’s James Harden had 25 first-place votes and 936 points.

Cleveland’s LeBron James, a four-time MVP, got five first-place votes and 552 points.

He got choked up talking about his pregnant wife, Ayesha, and their 2-yearold daughter, Riley, who sat in the front row with the rest of his family.

And he shed a few tears talking about his father, Dell, pounding the dais while he gathered his thoughts.

“A lot of people thought I had it easy with pops playing in the NBA,” he said, shaking his head.

Curry thanked just about every team employee, too, including former general manager Larry Riley and retired coach Don Nelson for “taking a chance on a scrawny, little kid from a mid-major school.”

Pace handled draft like veteran

I

t often is reported that Vince Lombardi instructed all of his players upon arriving in the end zone they should “act like they’d been there before.”

That exactly is what Bears rookie general manager Ryan Pace did this past weekend overseeing his first NFL draft.

“It has been really smooth,” Pace said about his first draft in a war room as a GM. “It’s been really calm. It’s good to sit next to John [Fox] and bounce ideas off of him and talk things through.”

The results suggest Pace ran this draft like a crusty old vet. There were no rookie gaffes, blockbuster moves, missed deadlines or stunning picks.

What became clear about Pace’s drafting philosophy is the value he places on character.

“It was something that was stressed,” Pace said. “Me and John [Fox] always talk about smart, intelligent, tough players, and that was stressed. That wasn’t just happenstance, that was done purposefully.”

Here’s something else we learned about Pace’s draft principles: “One thing we talk about, a lot of times, players that have fought through adversity in their life, I think that means something,” Pace said. “We just hired Jen Gipson as our sports science coordinator, and she came over from the Olympics in Colorado Springs. I was just having a conversation with her the other day, and she was talking about a lot of the Olympic athletes that she’s dealt with, if you go back in their life, somewhere there’s been a lot of adversity they’ve overcome, and they’re a better person for that and a better athlete for that.”

It is interesting to note that among the Bears’ six draft choices, firstrounder Kevin White is the only one who reported significant contact with the team before the draft.

The others all seemed pleased to be Bears – Hroniss Grasu called it “his dream come true” – but indicated he didn’t really see it coming.

Should one or more fail going forward, that is likely to be a hot topic of conversation.

I have no reason to doubt Pace’s and his troops’ exhaustive preparation and scouting, but it does seem difficult to

judge a young man’s character without significant one-on-one contact?

Assuming a normal allotment of picks and undrafted rookie free agents, the goal of every draft should be to find three or four players who are eventual starters, and two or three more who can be significant contributors to your ballclub.

Ideally, if one or two of those starters has Pro Bowl potential, you’ve done very well. It will be at least a couple, maybe 3, years from now before we know how well Pace actually did in his first major league at-bat, but the early returns are promising.

The overwhelming consensus among NFL insiders and analysts is that both White and second-round choice Eddie Goldman have star qualities. We know Pace thinks so.

There’s not enough evidence to project third-round choice Grasu as a future star, but he certainly could be that 10-year starter you’re looking for.

“When you talk about work ethic, team captain, leadership, all those traits that we stress around here, he brings those to the table,” Pace said of Grasu.

Fourth-rounder Jeremy Langford is the most interesting of the six picks because he doesn’t project as a starter today, but he has almost as much upside as the first three.

The Bears last two picks, Adrian Amos and Tayo Fabuluje, and their group of free agents are much harder to project, but it shouldn’t be too hard to find two or three more players in the group who can be solid backups and special teams contributors.

As for the success of the grand “Draft Town Chicago” experiment, I’ll leave that evaluation to the 200,000 or so of you who visited Grant Park.

My focus is on just how many Pro Bowls we can expect from White and Goldman, and my eyes and my gut tell me there could be a few.

So that’s what the last week of April was all about, and now I am back behind the desk at SVM. We have about a month of spring sports left, and it’s going to be wild. You can bet on that.

Amboy bounced back after a couple losses over the weekend and poured the offense on in an 11-1, six-inning win over host AFC in nonconference play.

The Clippers (19-9) scored seven runs over the final three innings to put the game out of reach.

Courtney Rhine went 4-for-4 with four singles and two RBIs for Amboy, while Hallie Nauman went 3-for-4 with two doubles and three RBIs. Karlee Doege earned the win, allowing two hits and striking out seven.

AFC was led by Addison Wetzel, who hit a triple.

Bryce Gittleson had the other hit, a single. Carlee Hargis took the loss.

Hall 6, Newman 1: The Comets entered play tied for the Three Rivers East lead with Hall, but couldn’t keep pace in the home loss.

Lakyn Waldschmidt drove in the only run for Newman (7-9, 6-3 TRAC East). Waldschmidt also took the loss, allowing two earned runs, and four hits in five innings.

Strong technique separates 400 runners near finish SPRINT

“Every time you come around the curve you see the finish line, “Coffey said. “But you just never seem to get there.”

The distance of the race itself makes it an outlier, straddling the distinction between a sprint and a mid-distance race. To a spectator it looks like a sprint.

To anyone running the race, it may seem like it won’t end.

“It is a sprint,” Dixon distance coach Kel Bond said, “but it’s right on the borderline. It’s right on that edge of being a mid-distance race.”

The 400 is tiring, and it takes a great deal of endurance for an individual to be able to handle the rigors of running at full speed for nearly a minute.

Bond noted that the top Olympic sprinters rarely compete in the 400 along with anything longer. The race is geared toward those with a combination of good speed and good endurance. To help with endurance in sprinters, Bond puts runners through several interval-training workouts that deal with running 200s at different paces to get a feel for the different segments of the race.

“My endurance, that was the biggest thing for me,” Coffey said. “By the end of the 400 everyone is so tired. If you don’t do things to keep you from losing control at the end of the race, you’re going to be in trouble.”

The 400 requires some tactics which Coffey had to learn before being able to sit atop the area this season with a 51.74.

Bureau Valley’s Michael Eastwood is close behind with a time of 51.96.

Coffey plans to lower his time to the state qualifying standard of 50.8, a time that he has memorized. But in order to drop that extra second, he knows he has to look toward being technically sound.

“When runners get to a good time,” Bond said, “they have

They key to the race is starting out strong – not necessarily the fastest. The start off the blocks doesn’t need to be lightning quick as it does in shorter races like the 100 and 200.

Runners just need to be in a strong running form at the start of the race, to set up the crucial middle portion. Bond teaches his runners to get out strong in the first 6 seconds by “surging into an upright running position.”

After the first 6 seconds is where the race starts to separate. Coffey likes to run his hardest for the first 40 seconds of the race, and tells himself to just try to hang on for the final straightaway.

“Basically I try to cover as much distance as I can in the

first 40 seconds or so,” Coffey said. “I do this because I found that no matter what happens, you’re going to be dead tired at the end. Every time I come around that last curve I’m dying. So if I can get going in the first 40 seconds, I have a good chance to be in a position to finish strong.”

This part of the race is where form is important.

“Especially when I first started running track, I would notice that my shoulders would sway and my arms would swing out,” Coffey said. “Doing all of that just adds to your exhaustion. For me, I need to remember to keep everything together.”

Holding the proper form helps the body not waste extra energy.

Dixon’s Matt Coffey has been a key member of the Dukes’ sprints and sprint relays the last couple years. He is eyeing the 2A state cut time in the 400 for this season. said he is “a nerd for the technical aspects of running.” He has brought that knowledge back to Dixon.

Bond points out a runner going around the track during the 1,600. He talks about his form and to watch the hand placement of any distance runner during a long race. The hands and arms are typically

low, with elbows bent no more than 90 degrees.

“You want to be able to see your fingertips,” Bond said.

“But you don’t want your arms to swing past the mid line of your body.

“Basically you’re trying to save as much as you can in the gas tank, because you’re going to need it later.”

ST. LOUIS – Tony Cruz hit a tiebreaking two-run double to cap a four-run seventh inning, and the St. Louis Cardinals rallied to beat the Chicago Cubs 10-9 on Monday night for their seventh straight win.

Mark Reynolds started the comeback for the NL Central leaders, who trailed 5-0 in the first, with his fourth career grand slam in the bottom of the inning. The Cardinals improved to 19-6 for the franchise’s best start since 1900.

Miguel Socolovich (2-0) allowed a hit in a scoreless seventh, and Seth Maness gave up a homer to rookie Addison Russell with two outs in the ninth before

“Some of the kids made bad choices on pitches, and hey, that happens,” Phelps said. “She throws the ball hard enough that it may look good coming in, but it ends up being a bad pitch. We were swinging at it.”

The Fillies (22-3, 10-0) had no such issues at the plate, as players up and down the lineup did damage. No. 2 batter Rachel Davis hit a home run to spark a four-run third inning, and added a two-run double in the seventh.

No. 6 batter Lauren Pannier homered to lead off the second inning, and scored two runs. Lauren Vos, batting eighth, singled twice and drove in a run. Lakin Goodman, the No. 9 batter, had three singles.

“We’ve been talking to them about being disciplined at the plate,” Morrison coach Tammy Deter said. “Take the ones you need to take, and go for the ones you

need to go for. Tonight, they did a really good job of executing that.”

Erie-Prophetstown sophomore Bekah Ryan (4-3) took the loss, allowing eight runs (seven earned), 13 hits and three walks, with four strikeouts. She’s subbing for the staff ace, Kylie Ackerman, who is due to return in 7 to 10 days from a back injury.

Ryan has faced some heavy hitters of late, with games against Morrison, Sterling and Sherrard in the past week.

“It should temper her a little bit,” Phelps said.

“She’ll learn, and hopefully she does learn.”

Erie-Prophetstown (195, 6-2) picked up single runs in the third and fifth innings, off the bat of slugger Emily Cox. Her single off Rice’s glove in the third drove in Savannah Mettler, and her double in the fifth off the glove of Morrison third baseman Emma Sitzmore knocked in Stephanie Thulen.
