Construction challenge for City of Fulton

BY JERRY LINDSEY Shaw Media Social distancing was evident at the Fulton City Council meeting held in a vacant store front on Main Street Monday, June 8.

The social distancing didn’t calm the interactions during the discussion of the potential paving of Progress Drive.

Representatives of 3-D Sales, Troy and Drake Chase, questioned the city’s commitment to pave the current gravel road leading to their new establishment in the Industrial Park.

The Chases challenged the timetable of the proposed blacktopping to their facility and reminded the council of the current tax income that their sales have been providing to the city.

They noted that past months’ sales have generated over $10,000 per month for the city and reminded those present how easy it would be for those sales to be diverted across the river into Iowa and they were considering such a change if the road construction could not be satisfactorily negotiated.

Stressing the fact that the use of taxpayer’s money requires certain time consuming guidelines, Public Works Director, Dan Clark, estimated a potential fall completion for the paving.

Noticeably disturbed by Clark’s estimate, the conversation ended with the council agreeing to expedite the process within the restraints defined by the law.

Those in attendance were introduced to the new city clerk, David Gibbons.

Following his swearing in by Mayor Mike Ottens, Gibbons accepted the pen and became the official recorder of the evening’s happenings.

In action items, the council voted to add a Class D license to amend the Chapter 111 ordinance currently in force. A Class D license will allow only beer and wine to be consumed on the

Alex and Jessica Salazar of Erie, announce the birth of their son, Jaxson Oliver Salazar.

Jaxson was born on May 8, at Genesis East Hospital in Davenport. He weighed 9 pounds and measured 21 inches in length.

Maternal grandparents are Tom and Jan Unruh of Avon and paternal grandmother is Maria Salazar of Moline. His great-grandmother is Marlys Unruh of Moline and his great-grandfather is Walter Jacobs of Silvis.

Graus to celebrate 63 years Mr. and Mrs. Roger Grau celebrated their 63rd wedding anniversary on June 2.

Roger and Peggy were married on June 2, 1957 at the 1st Christian Church in Sterling. The church Peggy attended with her grandmother. The couple met at “Singing Wheels” skating rink in Sterling. They would continue to spend

most of their dates skating together, something they both miss very much today.

Roger and Peggy have three children, six granddaughters and three great-grandchildren, as well as two more on the way!

When Peggy is asked about their 63 years of marriage she says “Their love for Jesus keeps them together.”

Body of missing Milledgeville woman found STAFF REPORT news@saukvalley.com The body of a Milledgeville woman, who was missing for three months, was found June 8 in a creek in rural Whiteside County.

The remains of Susan L. Redell, 62, were found by kayakers in Rock Creek, near Spring Valley Road near Coleta.

A cause of death has not been determined, and may never be, given the circumstances, Coroner Joe McDonald said. An autopsy was conducted and toxicology results are pending.

Redell was known to walk long distances, and also to become confused while on her walks, her family has said.

Redell was an LPN for several years and graduated from Morrison

Institute of Technology, where she studied architectural drawing.

She also taught and was a first-degree black belt in tae kwon do.

Survivors include her children, Scott Howard and Megan Cox, both of Milledgeville; her granddaughter Leighla Haag; and her siblings Donna Green of Tucson, Penny Redell of Tampico, Jack Redell of Rock Falls, Steve Redell of Milledgeville and Robert Redell of Tacoma,

Washington.

A gathering of friends and family was scheduled for June 15 at Milledgeville Church of the Brethren, 25257 Dutchtown Road.

ISP: No obvious cause in inmate’s death Toxicology reports are still pending

No obvious cause of death was found during the autopsy of a Lyndon man who died June 10 while in custody at the Whiteside County Jail, and so now ISP investigators are waiting for toxicology results,

which likely will take several weeks.

In the meantime, inmates and staff are being interviewed and video footage is being reviewed, lead investiga- Timothy R. Rippy tor Lt. Chris Endress said this morning.

Timothy R. Rippy, 59, of Lyndon, who had an unidentified preexist-

ing medical condition, was found around 4:30 p.m., unresponsive, and and efforts by deputies and EMTs to revive him failed, Sheriff John Booker has said.

The ISP Division of Criminal Investigation is handling the investigation, which is the procedure when someone dies in custody of another law enforcement agency.

Rippy was arrested March 6 and charged in Whiteside County with possession of a stolen vehicle and burglary. He was free on a $60,000 recognizance bond when he was

charged June 3 with three more counts of burglary and being a felon in possession of a weapon in three other felony cases. He was being held on $100,000 bond.

Among others, he is survived by hi mother, Marilyn Rippy of Lyndon; his children Stacey Deboer and Tim Denning; and his siblings Sherrie Denning and Vicki, Jack, and Dave Rippy, all of Rock Falls, and Jim Rippy of Polo.

There will be no services. McDonald Funeral Home handled arrangements.

The closure will allow the Union Pacific (UP) Railroad to remove and replace the north track at their at-grade crossing located in this area.

Drivers are asked to be alert for the road closure and use alternate roadways when traveling this area. No detour will be marked.

Motorists can expect delays and should allow extra time for trips through this area. To avoid the work area, when feasible, use of alternate routes should be considered.

Drivers are urged to pay close attention to changed conditions and signs in the work zones, obey the posted speed

limits, refrain from using mobile devices and be alert for workers and equipment.

ROAD WORK Garden Plain Road closed The Illinois Department of Transportation announces that Garden Plain Road, approximately one-half mile west of Morrison, will be closed to all through traffic from Monday, June 22 through Friday, June 26.

In 1955, the family moved to southern California, where she subsequently lived after her high school years in Bisbee, Arizona.

She married her high school sweetheart, John Lawrence, in late 1958 and graduated from Bisbee High School in 1960. After graduation, she and her son Bobby moved back to California, where she studied and entered the business world. She joined a large travel company in 1971 and rose through the ranks to become its president ten years later.

Esther always enjoyed travel and spent time with a sister in a village in Costa Rica. When her son was in junior high, she took him with her to visit with a sister’s family in Afghanistan. In addition to traveling in Asia and Europe, she enabled her parents to make several trips as well.

Her kindness and generosity were well known.

Esther cared for her second husband as they battled his Alzheimer’s disease

for more than ten years. After his death in 2001, she continued to be of service to many who came to the Eisenhower Medical Center in Rancho Mirage, CA, being a sympathetic listening ear. Walks, ballet, Scrabble with family, drives into the countryside and mountains, Facebook friends, keeping up with family via phone calls, involvement with the Mayflower Society of California were among her many interests through the years.

Survivors include her son, Robert John Lawrence and his wife, Vicki; six siblings and their spouses: Toni Lloyd of Murfreesboro, TN; Marty Larson of Allison Park, PA; Steve Bihlmeier of Loma Linda, CA; Jean Hoggatt of Huntington Beach, CA; Mary Johnson of Sioux Falls, SD; and Dave Tilton of Bradyville, TN; seven grandchildren and numerous nieces and nephews.

A memorial service for Esther will take place at 10 a.m. on Saturday, June 20, at Fellowship of the Parks Church, 1901 Hall Johnson Road, Grapevine, TX 76051.

Sheila June (Crow) Raser, 99, passed away peacefully on Friday, June 12, 2020 at Allure of Prophetstown.

A private family visitation will be held at Bosma-Gibson Funeral Home in Prophetstown. Graveside services will be at Riverside Cemetery in Prophetstown with Rev. Mark Myers, pastor of Prophetstown United Methodist Church officiating. Memorials may be made to Prophetstown United Methodist Church and Prophetstown Ambulance Service.

Sheila was born November 4, 1920, in Derby, Iowa, to James T. and Marie L. (Schade) Crow. She attended school in Lucas, Iowa, graduating from High School there. She went on to attend and graduate from Jane Lamb Nursing School in Clinton, Iowa as an RN. She began working at Morrison Hospital in Morrison, alongside her mother. Sheila married the love of her life, Charles Dale Raser on January 15, 1947, at the parson-

Gladys Venema, 95, of The Alverno in Clinton, Iowa, formerly of Fulton, died Monday, June 8, 2020, at her daughter’s home in Fulton surrounded by family.

A private family graveside service will be held at Fulton Township Cemetery in Fulton with Mr. Ken Renkes officiating. The Fulton Chapel

Roger Thicksen, 87, of Prophetstown, died Friday, June 12, 2020, at his home. Cremation rites have been accorded. There will be a private family graveside service in the Riverside Cemetery in Prophetstown, officiated by his son-in-law, Rev. Steve Ruberg. The Bosma-Gibson Funeral Home in Prophetstown is assisting with arrangements. A memorial has been established to the Advent Christian Church in Prophetstown.

Roger was born January 13, 1933, in Tiskilwa, to Earl and Vora (Lawrence) Thicksten Sr. He was educated in the Prophetstown grade schools and was a 1951 graduate of Prophetstown High School. On September 28, 1952 he married Millie Milby in Sterling. She died March 3, 2012. Roger worked at Alfalfa Dairy and then co-owned and operated with his father, Earl, the E & R Super Value in Prophetstown. He also worked

of the Bosma-Renkes Funeral Home is in charge of arrangements. A Celebration of Life will be held at a later time. A memorial to the Brothers and Sisters in Christ in Fulton, has been established by the family.

Gladys was born Oct. 1, 1924, in Fenton, to Peter J. and Jennie (Huizenga) Dykstra.

She was educated in the rural Whiteside County grade schools and was a 1942 graduate of Erie High School in Erie.

She married Robert Brondyke in 1943 in Fulton. She later married Elmer E. Venema on Jan. 4, 1975, in Bethany, Missouri.

He died on Nov. 22, 2010.

Gladys worked as a waitress at various restaurants around the area. She was employed by the former A.C. Nielsen Clearing House in Clinton, Iowa. She was a member of First Christian Reformed Church in Fulton and the church’s Rebecca Society. Gladys enjoyed quilting and spending time with family, especially her grandchildren.

Survivors include two daughters, Sharon (Ben) Marruffo of Rock Falls and Shirley (John) Wierenga-Huber of Fulton; one stepdaughter, Janet York of Fort Myers, Florida; one stepson, William (Kristi) Venema of Surprise, Arizona; 10 grandchildren, Steve (Cristen) Schipper, Rob (Joan) Huber, Renay (Dan) Byers, Becki (Javier) Plaza-Venema, Amy (Chad) Burford, Kami (Derrin) Huizenga, Bradley (Cristal) Venema, Cory (Angela) Marruffo, Jennifer (Chris) Higgins, and Melissa (Tony) Whitlow; 25 great-grandchildren; one greatgreat-grandchild.

Roger and his wife, Millie, were house parents and helped with painting and maintenance when they resided at the Advent Christian Village in Dowling Park, Florida. After retirement, Roger was self-employed as a painter. He was a charter member of the Advent Christian Church in Prophetstown. He was a volunteer EMT and also volunteered at the food pantry in Prophetstown. Roger enjoyed playing card games. He also enjoyed watching sports, especially his grandchildren’s. He was a member of the Thicksten Popcorn era.

Survivors include two daughters, Robin (Rev. Steve) Ruberg of Princeton, NC and Joanie (Leo) Stewart of Prophetstown; one son, Steve (Jan) Thicksten of Aurora; 10 grandchildren; 23 great grandchildren; one sister, Doris Hagin of Surprise, Arizona; two brothers, Lawrence (Sally) Thicksten of Decatur, and Darrell (Deb) Thicksten of Blanchard, Oklahoma.

Lois was born May 31, 1958 in Sterling, the daughter of George and Wilma (Branding) Matthews. She was a graduate of Dubuque Senior High School and received her bachelor’s degree from the University of Dubuque.

For many years Lois lived in New York City, moving to Iowa City in 2008. Lois had a great passion for music, the theatre, the Iowa Hawkeyes, and her family.

She was employed as an associate at Walmart in Iowa City.

Lois is survived by her two sisters, Beth (David) Butler of Wichita, KS. and Jane (Harold) Mohr of Manchester, IA; her nephews and niece, Matthew (Maddie) Butler, Kevin Butler, Amanda Mohr, Harold Mohr III, and Derrick Mohr.

Lois was preceded in death by her parents.

Sheila continued to manage the farm until her passing. Sheila was a talented seamstress and enjoyed doing alterations for many clients. She also enjoyed collecting dolls. She was a member of the Prophetstown United Methodist Church, where she also participated in the church circle. She was a member of the WaTanYe Club and a member for over 45 years of the Royal Neighbors of America Adult Chapter 516.

Sheila is survived by her three children, Susan Raser of Cooper, Texas; Gregory (Kathy) Raser of Prophetstown and Charles Bryan Raser of Prophetstown; three grandchildren, Mitchell (Casey Lewis) Raser of Prophetstown; Jeremy (Gayla) Raser of Tampico; and Kelly (Jeremy) Brooks of Prophetstown; eight great-grandchildren, Alex, Addison, Erika, and Aaron Raser; Braiden, Koby, Jakob, and Ellah Brooks; one step great-grandchild, Gabriel Bohms; and her sister, Loretta Crow of Allure of Prophetstown.

She was preceded in death by her parents; her husband; two sisters, Harriet Crank and Verda Crow.

ISP conducting Special Traffic Enforcement Patrols

llinois State Police (ISP) District 1 Commander, Captain Matthew Hodgdon, has announced that the ISP will conduct Special Traffic Enforcement Patrols (sTEP) in Lee, Ogle and Whiteside Counties during the month of June.

The sTEP patrols allow the ISP to focus on these fatal four violations which contribute the greatest to traffic crashes and fatalities:

Driving Under the Influence (DUI); Safety Belt and Child Restraint use; Speeding; and Distracted Driving.

“The ISP will increase our daytime and nighttime patrols to ensure the safety of vehicle travelers through enforcement of all traffic safety laws.

Impaired driving is a factor in more than 30 per-

cent of traffic deaths in Illinois,” Hodgdon said in a press release. “ Likewise, speeding is a factor in nearly 35 percent of fatal crashes; and, nearly 50 percent of vehicle occupants killed in traffic crashes were known to not be buckled up. “ The sTEP project is funded through the Illinois Department of Transportation.

Morrison Police Report Morrison Chief of Police Brian Melton reports the following arrests made and citations issued since Friday, June 5.

Arrests: On Sunday, June 7, at approximately 7 p.m., Morrison Police conducted a traffic stop on a vehicle driven by Carlos J. Rosado, age 31 of Clinton, Iowa. The traffic stop occurred on West Lincolnway (US Rt. 30) at Garden Plain Road, Morrison, for a moving violation. As a result of the investigation during the traffic stop, Rosado was charged and arrested for Improper Use of an Electronic Device, Driving While License Suspended and Driving Under the Influence (Alcohol).

Rosado was transported to the Whiteside County Jail, processed and then released on a Notice to Appear with a court date of Aug. 20.

On Tuesday, June 9, at approximately 2:50 p.m., Morrison Police arrested Richard D. Rausch, age 49 of Morrison, pursuant to an Arrest Warrant issued

by Whiteside County charging Rausch with Failure to Appear – Possession of Methamphetamines. Rausch was transported to the Whiteside County Jail.

Winning Wheels Spotlight: Brian Fredrick Brian Fredrick, 41, is from Colona. Family members are his father Robert, his mother Janet, and an older sister, Kim. Brian worked for a period of time at The Abbey in Bettendorf (when it was a hotel) as their head pastry chef. He then worked at other restaurants as a chef.

Brian came to Winning Wheels because the facility is close to home, so his family is able to come visit often and he’s able to go on home visits over the weekends or visit for holidays. Also, Winning Wheels works with those with spinal cord injuries, so that was another reason he made it his home away from home.

Brian’s favorite Winning Wheels activities are going to restaurants throughout the community for outings, as well as enjoying the sun outside in the courtyards.

Brian’s hobbies are listening to music, going to concerts, and spending time with family. His favorite food is pizza from either Wise Guys

or Franks. His favorite TV show is “anything on the HGTV channel!”

Brian says that every Memorial Day weekend (except for this past one because of COVID), he goes to the Summer Camp Music Festival in Chillicothe.

30 Years June 20, 1990 Mrs. Debra Kay Duhr, newly appointed head librarian at the Schmaling Memorial Library will be assuming her new duties on June 5. Mrs. Duhr has been hired in a part time capacity and will work with the other librarians in providing library service to the community.

Presiding Judge James Heiple of the Third District Appellate Court in Ottowa upheld all the decisions of Whiteside County Circuit Court Martin Conway in the City of Fulton vs. Englehorn lawsuit. The lawsuit, widely known as the Marina Case has been in the courts since November 1983, and if all parties agree to the Appellate Court’s decision, the case may soon be over.

20 Years June 21, 2000 The Fulton Chamber of Commerce members elected Bill Brink-

man, Gary Hayenga and Beth Jordan to a three year term as members of the Board of Directors of the organization.

Fulton’s downtown area will soon see a new business called Spoony’s (Grill & Ice Cream) Shop on the corner of Tenth Avenue and Fifth Street. The business will be operated by Tom and Shelly Field. The new 1,551 sq. ft. handicap accessible building is scheduled to be opened by mid-September.

Fifty Years June 24, 1970 Henry Norman, an executive at the Fulton Corporation and its predecessor, the Patent Novelty Company, has left the company and is exploring other business opportunities. He had worked for the company for 33 years as factory superintendent and purchasing agent.

About 30 residents attended a

meeting at City Hall and most of them have started calling on their neighbors urging them to sign up to pay part of the cost of an extesive street improvement program for Fulton. The Mayor and Council calls for property owners to pay three dollars per foot for street improvements on streets on which their property fronts.

State announces community-based testing sites The State of Illinois is opening its community-based testing sites to anyone to get tested, regardless of symptoms or other criteria. As we move through the Restore Illinois plan, and into a full reopening of the state, testing will be crucial to identifying new cases and taking immediate action to prevent additional spread.

No appointment, doctor referral, or insurance is needed at state oper-

ated drive-thru sites and testing is available at no cost to the individual.

The Illinois Department of Public Health (IDPH) is recommending anyone who has recently been part of a mass gathering, including rallies and protests over the past week, get tested for coronavirus disease (COVID-19).

“As people gather in large crowds with varying degrees of social distancing, there is cause for concern

those people are quarantined and not exposing other individuals.”

The virus has been found to spread between people up to a couple days before people start showing symptoms. Because of this, the number of people an infected person could unknowingly expose can be exponential.

Agriculture risk coverage, price loss coverage programs Enrollment to be completed by June 30 Agricultural producers who have not yet enrolled in the Agriculture Risk Coverage (ARC) or Price Loss Coverage (PLC) programs for 2020 must do so by June 30.

Although program elections for the 2020 crop year remain the same as elections made for 2019, all producers need to contact their local USDA Farm Service Agency (FSA) office to sign a 2020 enrollment contract.

“The Agriculture Risk Coverage and Price Loss Coverage programs are critical safety-net programs for farmers, helping producers weather

market distortions resulting from natural disasters, trade disruptions and, this year, a pandemic,” said FSA Administrator Richard Fordyce.“Contact your FSA county office today to complete enrollment before June 30. This can be done in concert with filing your acreage report and applying for other FSA programs.”

To date, more than 1.4 million ARC and PLC contracts have been signed for the 2020 crop year.

This represents 89 percent of expected enrollment.FSA will send reminder postcards to producers who, according to agency records, have not yet submitted signed contracts for ARC or PLC for the 2020 crop year.

Producers who do not complete enrollment by close of business local time on Tuesday, June 30, 2020 will not be enrolled in ARC or PLC for the 2020 crop year and will

be ineligible to receive a payment should one trigger for an eligible crop.

ARC and PLC contracts can be mailed or emailed to producers for signature depending on producer preference. Signed contracts can be mailed or emailed back to FSA or, arrangements can be made in advance with FSA to drop off signed contracts at the FSA county office – call ahead for local drop off and other options available for submitting signed contracts electronically.

Producers are eligible to enroll on farms with base acres for the following commodities: barley, canola, large and small chickpeas, corn, crambe, flaxseed, grain sorghum, lentils, mustard seed, oats, peanuts, dry peas, rapeseed, long grain rice, medium- and short-grain rice, safflower seed, seed cotton, sesame, soybeans, sunflower seed and wheat.

USDA Service Centers, including FSA county offices, are open for business by phone only, and field work will continue with appropriate social distancing.

FSA county committee nominations open June 15 USDA’s Farm Service Agency (FSA) began accepting nominations for county committee members on Monday, June 15 Elections will occur in certain Local Administrative Areas (LAA) for these members who make important decisions about how federal farm programs are administered locally.

All nomination forms for the 2020 election must be postmarked or received in the local FSA office by Aug. 1.

“I encourage America’s farmers, ranchers and forest stewards to nominate candidates to lead, serve

and represent their community on their county committee,” FSA Administrator Richard Fordyce said. “There’s an increasing need for diverse representation, including underserved producers, which includes beginning, women and minority farmers and ranchers.”

Agricultural producers who participate or cooperate in an FSA program, and reside in the LAA that is up for election this year, may be nominated for candidacy for the county committee.Individuals may nominate themselves or others, and organizations, including those representing beginning, women and

minority producers, also may nominate candidates.

Committee members are vital to how FSA carries out disaster programs, as well as conservation, commodity and price support programs, county office employment and other agricultural issues.

Nationwide, more than 7,700 dedicated members of the agricultural community serve on FSA county committees. The committees are made of three members and typically meet once a month.Members serve three-year terms. Producers serving on FSA county committees play a critical role in the day-to-day

operations of the agency.

Producers should contact their local FSA office today to find out how to get involved in their county’s election.

Check with your local USDA service center to see if your LAA is up for election this year.

To be considered, a producer must sign an FSA-669A nomination form.

The form and other information about FSA county committee elections are available at fsa.usda.gov/ elections.

Election ballots will be mailed to eligible voters beginning Nov. 2.

Two national organizations that promote farmers agreed to work together and connect buyers with farmers who served or are currently in the military. Illinois will be one of five states hosting a pilot project for the new partners.

Illinois Farm Bureau is a partner with both Farmer Veteran Coalition and Food MarketMaker, an interactive database of farmer sellers, food business and consumer buyers.

The Illinois Chapter of the Farmer Veteran Coalition launched last year during the IFB annual meeting in Chicago.

In an agreement signed in late May, the two organizations agreed

to promote sales of products grown or produced by farmers currently serving in the military or those who previously served. In addition to Illinois, pilot projects will occur in Arkansas, Michigan, South Carolina and Virginia.

For members of the Farmer Veteran Coalition, the biggest advantage of working with the nationwide, established ag database is helping first-generation farmers and those with small farming operations connect with buyers

in a virtual marketplace, according to Natalie Monroe, the coalition’s communications director.

MarketMaker recently launched an e-commerce platform for Illinois farmers with accounts on the database.

Participating farmers may provide information at no cost about their operations and products.

The information is shared simultaneously with partners, including IFB, Illinois Farmers Market

Association and Illinois Specialty Growers Association. Farmers pay a small transaction fee for each order they receive.

Dar Knipe, MarketMaker co-founder and director, said, “We have wanted to see this partnership with Farmer Veteran Coalition happen for a long time. We are excited for the opportunity to help farmer veterans connect to new markets.”

IFB supports veterans interested in careers in food, farming and agriculture.

Extension to continue online events, 4-H shows in July As the state of Illinois moves into Phase 3 of the coronavirus Restore Illinois plan, University of Illinois Extension continues to provide research-based educational programs for families, farmers, and businesses in formats that support public health and safety priorities.

On June 1, Illinois Extension announced that in-person events through July 31 will be postponed or hosted online. 4-H general projects and 4-H livestock shows and exhibitions scheduled through July 31 will be conducted online using the digital exhibition platform Fair Entry.

Day and overnight camps are canceled through Aug. 15.
