Council approves 2020-2021 budget

BY DANIEL NARDINI For the Journal The Fulton City Council met in a larger location on April 27 to adhere to social distancing guidelines due to the coronavirus pandemic.

The council meeting was held at 1021 North 4th Street (formerly the Words of Wisdom Building) to provide more space for city officials.

All city council personnel wore face masks and their chairs and tables were spread at least six feet apart as part.

City officials approved a four percent increase in water/sewer use fees, and $2.50 increase in garbage from $13.30 to $15.80 starting June 1.

City Administrator Randy Boonstra reviews some of the areas in the 2020/2021 annual budget outlining where cuts were being made that should result in savings.

The council then approved the annual budget.

A farm lease with Wherry Brothers LLC was also approved. This includes 55.8 acres at $200 an acre for one year.

Dan Nederhoff (Second Ward) called it a fair deal.

The council also approved Twin City Construction’s bid’s for the 8th Street Project.

In his report to the council, Boonstra, said several businesses want to take

advantage of the State Stabilization Project. He said he wants to help those businesses obtain grants.

The council gave Boonstra the discretion to proceed.

Chief of Police David Bartels reported that there were no major problems within the City of Fulton.

Fulton resident Charles Dykstra provided information to the council on the work and updates for the incoming business Rooted Boutique in the former Words of Wisdom Building.

Because of the coronavirus epidemic, Boonstra recommended that the regular city council meetings be held on the fourth Monday in May.

In principal reports: Kathleen Schipper announced that Deb Daehler received the Teacher Leadership Award presented by the Northwest Region Illinois Principal Association.

The middle school has received compliments on the efficiency of the remote learning and reported that over 80% of the students are attending the e-learning sessions.

High School Principal, Bob Gosch, reported a 95% student participation in the remote learning.

Elementary School Principal, Jeff Hoese, honored Stacey Dail for her recent recognition of receiving the Illinois Principal Association Leadership Award for non-certified personnel.

Uncertainty of funds due to the COVID19 pandemic is causing Hogue to be very conservative with all recommendations of projects.

Speaking for the River Bend Educational Foundation, Jane Orman Luker reported that the foundation has agreed to fund coursework for teachers wishing to obtain National Board Certification necessary to teach dual courses.

Current enrollment was reported as holding steady while the incoming Kindergarten class for 2020-2021 shows an estimated increase of 24 students.

Reacting to the COVID-19 pandemic, remote learning has been implemented

• 2020-2021 extra-curricular and student registration and meal prices were approved with a 10-cent increase to lunch and breakfast prices.

• The board approved to pay the $1,000 stipend for coursework of the Dual Credit/ National Board Certification Application with the funds donated by the River Bend Educational Foundation.

• A unanimous vote approved the membership of the Illinois Elementary School Association ($450).

• Spring Green was awarded the contract to perform lawn maintenance on the football field and high profile areas around the schools.

• A $500 donation from the Exelon Employee Engagement Program was accepted for use in the Art and Music programs.

An announcement by Illinois Governor Pritzker last week stated that the stay-athome order will remain in effect as practiced in April, with the additional caveat of wearing a mask at all times outside of one’s home.

The framework for the new emergency bays already is up to the north side of the existing hospital. The framework for the two-bay ambulance canopy is done, as is the hospital’s new helipad. The project also will include the new operating room to the east of the hospital along Jackson Street, with the exterior framework already up for that.

“You can also make out the new entranceway,” Welding said. “It’s got a canopy area there as well where people will be able to drop

off people coming into the main entrance to the hospital.”

To the south, concrete has been poured for the new three-level facility with offices and conference rooms on the first floor, rehab on the sec-

ond floor and eight new medical surgical rooms on the top floor.

Once that is complete, the existing offices will be renovated and the lab will be moved close to the front of the building for easier access.

MORRISON – A global pandemic cannot stop work on the Morrison Community Hospital expansion.

Crews are still at work pouring concrete and erecting steel for the $20.5 million project, which broke ground in September.

Plans are to either add or renovate 80,000 square feet of space, including five additional emergency room bays, with one serving as a trauma bay, an ambulance canopy and an additional operating room.

“As far as the construction process, the contractors themselves already wear protective equipment to do their jobs,” and also build barriers to separate themselves from the employees and patients, Marketing Director Mick Welding said.

“Nothing there has changed because of COVID-19.”

Everything is still on schedule, with rain slowing things down more than the virus.

“We’ve been talking about late spring, early summer 2021,” Welding said. “I think we’re there. As parts of the hospital expansion are completed, then the state of Illinois will come in and do an inspection before they say it is fit for patients.

“So some of the timeframe could be dependent on those inspections, but we’re anticipating things are going to go well.”

IDNR to reopen select parks for limited activities Morrison-Rockwood is slated to reopen on Friday, May 1 To allow Illinois residents to engage in some outdoor activities, the Illinois Department of Natural Resources (IDNR) will reopen select state parks, recreation areas fish and wildlife areas and trails beginning May 1.

Visitors to the reopened sites will be required to comply with social distancing guidelines and other COVID-19 best practices.

Visitors to reopened IDNR sites should bring alcohol-based hand sanitizer (containing at least 60 percent alcohol) and face coverings.

Additional health and safety guidelines include: • Practice social distancing by keeping at least six feet of distance between yourself and others; • Please stay home if you are sick or feeling any symptoms, such as fever, coughing, troubled breathing, and/or other flu-like symptoms; • Visit alone or with members of your household; • Stay local; visit parks that are closest to where you live; • If you arrive at a park and crowds are forming, please move to another area or return another time/day to visit; • Cover your cough or sneeze with a tissue, then throw the tissue in the trash. If you don’t have

a tissue, cough or sneeze into your upper arm/ elbow.

“I’m glad to see that the Governor listened to our calls to let the citizens of Illinois to enjoy their state parks, let some businesses to re-open and will be issuing guidance to surgery centers and hospitals to allow certain elective surgeries to resume. However, I believe the

people of this state still deserve to hear what the long-term plan is to re-open our economy,” said Anderson. “A one-sizefits-all solution won’t help get Illinois back on track, and unfortunately, we didn’t hear anything today about a regional science-backed plan to safely re-open our state. For my constituents, knowing that a plan is in development to return our state and its economy to a ‘new normal’ would go a long way to ease their minds.”

The reopened sites will be open daily from sunrise until sunset beginning May 1.

Site visitor centers, campgrounds, playgrounds, beaches and concessions will remain closed.

There will be no shelter reservations, interpretive educational programs, or special events until further notice.

To ensure the safety of all visitors, hunting including spring turkey hunting remains suspended at all IDNR sites.

All other IDNR sites, including state historic sites, will remain closed until further notice.

IDNR sites are monitored by site staff and IDNR Conservation Police.

THOMSON – The federal Bureau of Prisons is transferring at least 20 inmates from Metropolitan Correctional Center in Chicago, where there is a confirmed COVID-19 outbreak, to Thomson prison, Illinois Democratic congressional delegation says.

Dick Durbin and Tammy Duckworth, are opposed to the move, in part because they say the Carroll County facility is understaffed, but also because they say the inmates are not being adequately tested.

“BOP’s response to the threat of COVID-19 in federal prisons has been inadequate and troubling,” they said in a joint statement released tonight.

“The transfer of inmates from

“Our concerns about these transfers are further exacerbated by the ongoing understaffing of USP Thomson,” the statement said.

How many staff members are now at the prison was not available late tonight, but when the prison held job fairs in April 2019 and again in late November, the BOP said there were more than 100 correctional officer vacancies, as well as medical positions and a variety of other jobs.

In October 2018, that number was 300, with 300 positions already filled, the BOP reported at the time.

The state finished building the prison in 2001, but it sat empty for more than a decade because Illinois didn’t budget enough money to open it. In 2012, it was announced that the Bureau of Prisons would buy the facility for $165 million.

The federal government bought the state-of-the-art maximum-security facility to alleviate overcrowding in the federal system.

At full capacity, it can house up to2,800 inmates, with a workforce expected to reach about 1,100.

Dr. Harrison discusses ringing in the ears

Ringing in the earsis a common condition which is irritating and frustrating, but generally benign.

Concerned individuals with the condition seek out their physician not uncommonly to try to provide relief as well as to make sure something serious is not going on.

The good news is that unless the condition is associated with some other prominent neurologic symptoms that it is seldom anything serious.

Some potentially significant associated symptoms suggest the possibility of a more serious condition which would include significant hearing loss and balance problems or other neurological measures.

The condition is generally not a sign of stroke or high blood pressure or other similar type of conditions.

In fact, if it does happen in these settings, there will usually be other tip-offs.

On occasion there are certain medicines that may cause ringing in the ears, or tinnitus. Among these, aspirin in high doses, particularly as it exceeds 10 or 12 per day.

For the vast majority, 1 tablet a day or even up to 6-8 does not cause a problem. There are occasional-

ly other medicines that are sometimes associated with tinnitus, but not on any consistent basis.

The process may be thought of as one of a hypersensitivity to the stimuli that are present.

That is, the nerve that conducts the hearing is associated with the very small, but sensitive hears that help to transmit the sound. If one thinks of the sensor as being more sensitive under those circumstances, it may account for the background ring.

This is a benign process similar to that which causes many people to feel the pulse in their ear, which is also generally benign.

The process is not necessarily associated with dizziness. While most dizziness is benign, this should be reported so that your doctor can determine if it needs to have further evaluation.

The bad news is that often no source is found behind the ringing and treatments are not always effective.

Sometimes medicines are given that help dull the perception of the sensations that are over firing, etc.

The tricyclic drugs are sometimes helpful and occasionally the anti-anxiety medicines, even though the process does not necessarily have anything to do with anxiety.

Dave said the Local 25 recognizes that medical facilities are struggling financially due to the Covid 19 pandemic and they wanted to help alleviate some of those shortfalls. 60 Years May 5, 1960 The Cedar Rapids Chapter of the National Association of Accountants reports that Jame J. Field, has been chosen as ”Man of the Month” by that chapter. This honor is bestowed each month to the indiviudal contributing most to the chapter and the accounting profession.

Mayor E. Donald Huizenga made a number of appointments of city officals for the coming year. Appointed Superintendent of Streets – Floyd Hyde; Chief of Police – Herbert Pollastriini; Health officer – Dr. M. J. Vruno; members of the board of health – John Wiersema and Herbert Pollastrini.

50 Years

40 Years April 30, 1980 Fulton firemen watched one of Fulton’s historic buildings burn at the river front of Tenth Avenue, which formerly housed J. C. Snyder Company and later Faber’s Feed and Coal and later Howard’s Feed and Coal.

The building pretty well dismantled by Bernard Baker, who purchased salvage righs from the Fulton Flood Conrol District after the district bought the building from Ben Faber as part of the right of the flood control system under construction.

Junior Choir of the Community Christian School was awarded a Superior (I) rating for their efforts at the Illinois Grade School State Music contest. The choir preformed three numbers accompanied by Mrs. Dennis Ryners and director Mrs. Clarence Van Essen.

30 Years May 2, 1990

Tad Mitchell and Cheryl Green shook hands which consumated the sale of the Christian Bookstore. The bookstore will be open during the morning hours, giving the Greens time to do some remodling. A grand opening will be released at a later date.

Country Companies agent James Boldt has opened his newly constructed office at 413 Thirteeth Avenue. The newly constructed office is located behind Boldt’s former office at 1215 Fourth Street.

20 Years May 3, 2000 The display of various province flags of the Netherlands, that adorn the downtown street light poles, will have a new look with all new provice signs.

Stanley Borgman and Connie McDonnell were the painters who designed and completed the signs.

And Carl Conover and Mike Kramer of the Dutch Days Festival Committee installed the Limburg sign.

Buisnesses provided money and labor so the signs could become a reality.

Rickey was born June 7, 1957, in Sterling, to Ronald F. and Virginia “Ginny” F. (Bowen) Milnes. He was educated in the Morrison Grade Schools and was a 1976 graduate of Morrison High School. Rickey was employed for 43 years at WestRock in Clinton, Iowa. He was a member of the Morrison United Methodist Church in Morrison. Rickey enjoyed golfing, playing softball, bowling, and was an avid fisherman. He was an avid Cardinals fan.

Survivors include one sister, Debra (Rich) Dunaway of Morrison; one brother, Dan (Kathy) Milnes of Morrison; three stepbrothers, Shannon Kimmer, Allan (Sara) Kimmer, and Rowdy Kimmer all of Clinton, Iowa; one son, Justin Stolk of Elvira, Iowa; several nieces and nephews.

Wayne Harold Coers was born November 11, 1940 in Sterling, the son of Harold J. and Norine M. (McCaslin) Coers.

The family moved from Rock Falls to North of Cordova in 1947 to farm. Wayne graduated from Erie High School in 1958.

He was a lifelong farmer in the Cordova area. Farming and family meant everything to Wayne. He enjoyed collecting things, especially toy tractors and John Deere paraphernalia. Wayne was a Worshipful Master Mason and a member of the former Philo Lodge #436 in Port Byron, later merging with Stewart Lodge #92 in Geneseo.

Surviving are his four children and spouses, Beth (Bill) Covemaker, Moline, Christina (Dan) Ford, Fulton, Harold (Pam) Coers, Cordova, Robert (Kristin) Coers, Cordova; grandchildren, Brittany Stanfield, Heather Coers, Abbie Brasmer, Cassandra Gregorcyk, Lucas, Lance, Austin, and Phillip Coers, Preston, Dakota, and Wyatt Ford; great grandchildren, Ember, Jack, Clint Coers; Elliot and Novalie Stanfield; and other special children in his life, Ryan, Joe and Lincoln.

Reacting to the cancellation of most events of recognition for graduating seniors the student council purchased and placed identifying signs in the yards of

all 2020 MHS graduates.

The signs feature the senior’s first name along with the Mustangs logo and a line at the top that says: Proud Family of a Senior.

Student council members were busy last week making sure the signs were given to the seniors so they could put up in their yards.

CENTRAL COLLEGE Celebration honors students Central’s annual Scholarship Celebration was scheduled for Thursday, April 23, but was canceled because of the coronavirus pandemic.

The event gives student scholarship recipients the opportunity to personally thank and share dinner with donors who help make their Central education possible.

More than 700 students would have been recognized this year in P.H. Kuyper Gymnasium.

Health department begins COVID-19 drive-up testing The Whiteside County Health Department is now offering drive-up testing for those in the community experiencing symptoms of COVID19.

Drive-up testing will be by appointment only and will be done from 9 a.m. to 2 p.m., Monday through Friday, in the back parking lot of the clinic.

Both new and current patients can be tested at the clinic. Appointments may be cancelled due to inclement weather.

The Illinois Primary Health Care Association (IPHCA) and Illinois Department of Public Health (IDPH) have partnered together to supply the clinic with a limited number of tests following recommendations to expand testing in Illinois.

Testing will continue as long as supplies last.

Individuals experiencing COVID19 symptoms who would like to be

tested should call the Whiteside County Community Health Clinic at 815-626-2230 for a phone consultation with a provider.

The provider will give education and an initial assessment for testing, as well as determine whether the patient should go to the Emergency Department for immediate treatment.

If the provider determines the patient should be tested, they will schedule the appointment for driveup testing.

Jasmine Nickerson signs with Illinois Central

Erie High School senior Jasmine Nickerson announced her intention Friday to play volleyball at state junior college power Illinois Central in East Peoria.

Nickerson stepped into the starting libero position for Erie-Prophetstown Panthers this past season and scooped up 384 digs, which was second-best in the Sauk Valley behind Nebraska recruit Lexi Rodriguez of Sterling’s 405.

She also reeled out 32 aces, which was second most on her team, which finished with 16 wins, 19 losses and two ties.

The Illinois Central Cougars advanced to the NJCAA Division II National Tournament this season and finished with a record of 36-13.

Nickerson also was a state pole vault qualifier her sophomore and junior years.

Front Porch Project takes off in Chadwick Local photos helping area first responders

For a professional photographer, April is normally a season of senior photos, outdoor family sessions, and possibly a wedding or two.

With photography studios in Illinois shut down since mid-March due to the COVID-19 pandemic, one area photographer has found a way to share her skill and help first responders.

Jodi Flynn, 54, Chadwick, was inspired to pursue her occupation outside “the box”.

With her studio in Milledgeville shuttered, Jodi and her daughters Erika Rolando, 30, and Bryanna Flynn, 23, took advantage of the shutdown to capture some candid and comforting photos of clients in their home environment with “Front Porch Project” mini-sessions.

The idea premiered on Good Morning America and started with a photographer in Connecticut.

After watching a “Today Show” segment on it, and with client Sheila Brunner encouraging the entrepreneurs to give it a shot, Jodi and her daughters decided to join the movement to document the triumph of the American spirit while sheltering in place during a pandemic.

The result is dozens of family portraits, taken at a distance with a long lens, on their porch or outside their home. Clients were urged to be creative in their outfits, whether Easter formal, pajamas, or casual, while the photographers documented the gathering on the sidewalk.

Jodi, a photographer since 2011, offered 5-10 minutes of front porch sessions on April 10-11. She received an overwhelming response after posting the offer on her Facebook page, only asking for a freewill donation to be used to purchase gift cards from local restaurants that would be donated to local fire departments and front line healthcare workers.

The group recently took part in a photo project where they documented families outside of their homes. The project raised $2000 for local first responders.

Jodi said. “I took the pictures but the clients gave. “It’s fun and rewarding to support local restaurants and front line people.”

Her team photographed people in Sterling, Rock Falls, Dixon, Polo, Shannon, Morrison, Pearl City, Chadwick, Milledgeville, and Lanark during a two-day period.

Jodi’s husband Darrin is a parttime police officer in Chadwick, her son Ethan is a firefighter on the Rockford Fire Department, and her daughter Bryanna is a CGH healthcare worker and soon to be nurse, so giving back to first responders was close to her heart.

She also received a lot of positive feedback about the sessions from nurses, which was comforting as she did not want to break social distanc-

ing protocol.

Jodi and her daughters managed to garner $2,000 in donations during their two-day photo shoot blitz.

Some who didn’t get photos take even contributed to their efforts.

The funds were used to purchase gift cards from locally owned restaurants such as Lino’s, John’s Italian Restaurant, and Anna’s Pizza in Rockford, Candlelight Inn, The Factory, and Angelos in Rock Falls, and Joe’s Pizza and Papa Murphy’s Pizza in Freeport.

Most of the businesses added bonus funds to the gift cards.

The photographers gave $900 to the three Rockford fire stations, with each of the three shifts getting $100 for meals.

The Sterling/Rock Falls fire department and the CGH Medical Center

(the ER, CCU, 2E floor, and medics) were the recipients of the generosity.

The appreciation was mirrored back from those who gave and those who received.

After the success of the sessions, Jodi and her daughters are looking forward to offering creative distant sessions with high school seniors, teens dressing up in their prom wear, or 8th grade and high school graduation photos.

“I’m just trying to bring a little joy,” Jodie said. “Everybody is happy to get out of the house and get dressed up.”
