Fulton board voices opposition to police reform bill

The Fulton City Council approved a resolution in “Opposition to Police Reform Resolution in Senate Amendment No. 2” on Jan. 11.

The bill was brought before the Illinois legislature this week, with the aim to limit the abilities of police to defend their communities.

Interim Police Chief Nick Neblung said there would likely be a vote in the house by Wednesday; the bill ultimately was passed and remains to be signed

by Governor JB Pritzker. Neblung said some requirements include more insurance for officers, more body cameras,

The only other action was approval of an ordinance authorizing the sale

of municipally owned real estate. The board approved selling vacant land at the intersection of 12th Ave. and 3rd St. to the Fulton-Thomson Food Pantry for a sum of $1,600.

In the Committee of the Whole meeting, the board discussed moving forward in the search for a police chief, with a committee to put together a job description and salary with the intent to have a chief selected by May or June, after the new administration is sworn in. They discussed parking and removing snow and ice after the recent winter storms, set a budget meeting, and were informed that many of the races in the consolidated election on April 6 will be uncontested.

Gardens Fund applications being taken There may be snow on the ground now, but it’s time to start thinking about May showers and spring flowers!

Starting Feb. 1, any group or governmental agency that helps maintain or enhance any of Fulton’s public garden areas should consider applying for grant money available from the Fulton Gardens Fund.

This includes all public gardens and landscaping areas such as those at public schools, governmental offices, and public parks.

All applications need to be submitted to FACE (Fulton’s community foundation) on or before Monday, March 5.

Requests can be made for grants to cover most aspects of maintaining or creating a public garden spot, including plantings, landscape elements, equipment and labor.

FACE is a component fund of the Quad Cities Community Foundation and all applications must be submitted using its online grant application system. To access the grant application system, go to www.fultonFACE.org and click on

“Ways to Participate” at the top of the homepage, then choose “Apply for a Grant” , finally click on “FACE: Fulton Gardens Fund” to get started. The Fulton Gardens Fund is an endowment established by the Kopf family, through FACE, in 2013 in memory of Gerhart A. Kopf. Kopf spent much of his professional career in the agricultural/ nursery fields.

Through his Bald Eagle Nursery, he became known for his expertise in ornamental grasses and hostas. Over several decades, Kopf established and helped maintain many beautiful gardens in Fulton which included grasses as well as tulip and daffodil beds.

This fund is intended to maintain and build on his legacy to the community and to honor his efforts and passion to beautify Fulton. It is hoped that this fund will both inspire and assist those who share

Kopf’s passion for beautification.

The fund’s purpose is to permanently support public garden areas in Fulton by providing grants to help maintain or enhance these gardens. Priority will be given to maintaining garden areas that already exist.

Additionally, priority will be given to applications received for those garden areas in which Kopf played a role.

These include the windmill area/Den Besten Park, the bike trail flowerbeds on South 4th Street, and 14th Avenue beautification (tulips at the corners and flowering trees).

About $900 is expected to be available in 2021. It will be distributed as one or two grants with no grant for less than $250.

Examples of previous grant recipients: the Girl Scouts received a grant that helped them enhance the Lincoln Highway gazebo area on 10th Avenue and the Friends of the Windmill received a grant allowing them to refurbish the South 4th Street daffodil flowerbeds that were established by Kopf.

Walgreens is handling those vaccinations in Lee County, which seems fitting, since its founder, Charles Walgreen, grew up in Dixon.

Those by-appointment clinics are working well, and giving the health department some control over the limited supply, Ferguson said.

In Lee County, the health department went to work right away to vaccinate KSB Hospital’s team of

healthcare workers, but now the focus has shifted to healthcare workers in other areas.

“A couple examples would be dentists and eye doctors, nurses at dialysis centers,” Ferguson said. “Healthcare workers that people don’t automatically think of, so that’s who we’ve been focusing on now.”

The Ogle County Health Department also still is in the throes of Phase 1A, also vaccinating health care workers in those other fields.

“It will take a few weeks to move through these staff,” the department

said on its Facebook page. “When we get to a point we can start vaccinating high risk, elderly, other essential workers etc., there will be public messaging on social media, paper, radio, etc., advising how to get the vaccine for your group.

“We are making arrangements for that next phase with many leaders and administrators at local employers to get people vaccinated as quickly as possible in preparations for the next phase,” the post said.

People who fall into groups covered by 1A or 1B and have not set up a vaccination can contact their local health department.

Through Wednesday night, 2,112 doses of the vaccine had been administered in Whiteside County, with 384 residents fully vaccinated.

In Lee County, 1,183 doses have been given, with 181 people fully vaccinated. Ogle County has administered 1,736 doses and has 448 people fully vaccinated. Carroll County has had 381 doses and 38 people fully vaccinated.

Once vaccinations are through Phase 1B, Phase 1C will start, covering individuals with chronic health issues. After Phase 1C will come Phase 2, which likely will include the rest of the population.

Antigen tests can be used to slow the spread of COVID-19 by providing rapid results. However, these tests are not as

sensitive as PCR tests and can produce a higher number of false negatives.

Rapid antigens testing may not detect COVID-19 in positive individuals if they are asymptomatic or early in their infectious period.

Illinois State Police District 1 Troopers issued 212 citations, 289 written warnings, and made 13 criminal arrests during the month of December. Speeding accounted for 117 citations, and 7

citations were issued for distracted driving violations.

Troopers investigated 27 traffic crashes, assisted 106 motorists, and conducted 54 commercial vehicle inspections, 13 of which were placed out-of-service

for safety reasons. There were 3 arrests for driving under the influence.

District 1, which encompasses Carroll, Lee, Ogle, and Whiteside counties, investigated no fatal traffic crashes in December.

eingles@shawmedia.com Local health officials are steadily moving ahead through Phase 1A of COVID-19 vaccines, and beginning to lay the groundwork to move onto Phase 1B. The first phase, which includes healthcare workers from doctors and nurses to COVID testing site staff and EMS technicians, is in full swing.

There is no estimate for when departments will be through with Phase 1A, but preparations already are underway for Phase 1B, in which those older than 65, first responders, school employees, food and agriculture industry employees, corrections officers, postal workers, public transit workers, grocery store employees, and staff members at shelters or adult daycares will be vaccinated.

Vaccines are not yet being administered to people in those groups, but they get information and can sign up now. “[Phase] 1B is pretty broad, so we’re reaching out to certain organizations where we could do what’s called a closed pod, where we would go to their site,” Lee County Health Department administrator Cathy Ferguson said.

“We’re also going to be doing some community clinics. We’re still going to be doing them by appointment, because we still have certain allocations of vaccine we get. It’s not like we have an unlimited supply.”

OBITUARIES RAYMOND L. GILBERT MORRISON - Raymond L. Gilbert, 90, of Morrison, died Friday, January 8, 2021, at MercyOne Medical Center in Clinton, Iowa.

Ray was born November 11, 1930 in Clinton, Iowa to Lee & Loretta Gilbert.

He married Charmaine Thomsen in 1955 and they were inseparable until her death in 1993.

He was a member of the United Methodist Church, Morrison.

Ray was a 1948 Clinton High School graduate where he swam on the state championship team.

He attended Clinton Community College playing basketball and baseball.

After passing up an offer from the Chicago Cubs, he accepted a scholarship from Northern Iowa in both baseball and basketball.

He played one year of professional baseball in the Giants organization, before being drafted and serving in the Army for two years. Upon returning, he earned a M.A. from the University of Iowa.

Ray began his teaching career in Colesburg, Iowa, where he coached baseball and basketball for 3 years.

His 1958 basketball team finished with a record of 26-1, which was the best record in the state of Iowa that year.

He taught at Morrison High School for 31 years, also coaching basketball for 23 years and freshman football for 15 years.

He was an assistant track coach for 12

years. During his 19 year tenure as varsity basketball coach, the Mustangs won 278 games including several Conference Championships, six Regional Championships, one Sectional Championship, and a Super Sectional Championship.

The 1977 team lost to the eventual state champion, Madison in the quarterfinals of the State tournament played in Champaign.

Ray was inducted into the Morrison High School Hall of Fame as well as the Northwest Illinois Sports Hall of Fame.

He was also honored by his peers with his induction into the Illinois Basketball Coaches Hall of Fame. He served on the selection committee for the Northwest Illinois Sports Hall of Fame for many years.

He was an avid fisherman and golfer.

Over the years he had been a member of the Morrison Country Club, Clinton Country Club, and Cross Creek Golf Club and was very proud of shooting his age in golf for eight years. He was an enthusiastic fan of the St. Louis Cardinals and the Iowa Hawkeyes.

Ray was preceded in death by his parents and wife.

He is survived by his sister, Shirley Hanrahan of Dewitt; niece, Michele Bott (Dan, deceased) of Clinton; nephew, Mike Hanrahan (Barb) of Fulton; and great-nephew Jake Hanrahan (Meghan Paulsen) of Monument, Colorado.

A private family service was held Wednesday, January 13 at the Morrison chapel of the Bosma-Renkes Funeral Home. Private interment was at Grove Hill Cemetery in Morrison.

In lieu of flowers, the family requests memorials be made to the Morrison Athletic Boosters.

DIANNA M. REMOUR ALBANY – Dianna M. Remour, 65, of Albany, died Wednesday, January 13, 2021 at her home.

Dianna was born January 13, 1956 in Moline the daughter of Harold and Cherry (Crosby) Stephens.

She married Boyd D. Remour on June 17, 1974 in Morrison. He preceded her in death on November 8, 2012.

Dianna was a homemaker but also cleaned homes and cared for the elderly. She later worked at Kelly’s Food Mart in Albany for six years.

Dianna was a member of the National Rifle Association and enjoyed spending time with her children, grandchildren and great-grandchildren.

She is survived by her daughter, Melissa Remour of Albany; her son, Boyd Duane (Josie) Remour II of Muscatine, Iowa; two brothers, Carl (Sue) Stephens of Morrison and William (Rhonda) Stephens of Erie; special friend, Cindy Barnhart of Fulton; five grandchildren, Michael (Sammantha Smith) VanZuiden, Michalla (Kyle) Carr, Brian Remour, Chloe Remour and Benjamin Remour ; and four great-grandchildren, Callie, Bailee, Dezerea and Charlie.

She was preceded in death by her husband; parents; and three sisters, Debra Aude, Rosie Houzenga and April Hopkins.

A private funeral was Jan. 16 at the McDonald Funeral Home, 1601 16th Avenue, Fulton. Burial was at Lusk Memorial Cemetery in Albany. A celebration of life will be planned at a later date.

A memorial has been established to the First Baptist Church in Cordova.

ROCK ISLAND COUNTY

Riverdale High School principal Richard Dwyer has been charged with criminal trespass stemming from a weekend incident in East Moline.

According to records, Dwyer was arrested on Friday, Jan. 8 and charged with entering a private residence in East Moline, with one or more people in the residence when the incident occurred, police say.

The charge is a Class 4 felony, and a conviction carries a 1-3 year prison sentence.

Superintendent Josh Temple released the following statement: “Rick Dwyer was placed on administrative leave Friday, Jan. 8. The district is currently looking into details of events that resulted in charges being filed against him on the weekend of Jan. 9 and how that will impact his employment with the district moving forward.”

Dwyer appeared in Rock Island County Courthouse on Jan. 11. A preliminary hearing was set for Jan. 19.

The Cordova District Library is now open for limited in-person browsing as of Jan. 15. Appointments are required to browse, but it’s progress after being closed since the spring of 2020. The library is still limited on how many people are allowed in the building at once.

Buccaneers 4-H Club

One of them was the Quad City Animal Welfare Center. The club donated

pet food, cleaning supplies, dog beds, and treats and toys for the animals.

The other organization was the Humility Homes and Services. We donated winter supplies such as a box of blankets, a box of socks, hats, gloves, and bathroom supplies. There were also two purses, clothes, and coats.

We really enjoy giving back the community!

Allen Schaver was elected president of the Mr. and Mrs. Club in the Christian Reformed Church. Other officers elected include Leroy Schipper, vice-president; Mrs. Sidney Dykstra, secretary; Vernon D. Sikkema, treasurer; and Mrs. Wayne Hook, assistant secretary-treasurer.

Wayne Hook and Dalbert Temple were appointed as the auditing committee.

50 Years January 20, 1971 Ruthann Brinkman, a graduate of Fulton High School returned home after spending several months studying in Brazil. After leaving her Brazilian home, it took 37 hours of

bus riding, airplane flying and car riding to reach Garden Plain.

Sandra Wiersema was installed as president of the Girls League of the Trinity Reformed Church. Other officers include: Connie Dykstra, vice-presdient; Marcia Wiersema, secretary; Barbara Dykstra, treasurer; and Sue Boelkens, assistant secretary-treasurer.

40 Years January 21, 1981 Miss Katherine Stichter turned 100 years old on January 20. It’s something of a coincidence that she celebrated her 100 years in a town which was a familiar, locale for the new President, Ronald Reagan, when he was just a young boy. The new President was inaugurated on the same day.

30 Years January 18, 1991 Emmett Aubry, principal of the Fulton High School, received the symbolic check for one scoreboard from Music Booster officers, Paul Delzell and Steve Stuart. The money purchased the scoreboard located on the north wall of the gymnasium. 20 Years January 17, 2001 The congregation of the Fulton Presbyterian Church has

announced they will build a new church, with construction starting in early spring. The church will be built on 6.9 acreas at N. 9th Street and Valley View Drive.

Jim Rhoades, a former police officer on the Fulton force, by an unanimous decision of the Fulton City Council members has been asked to fill the vacancy of police chief.

The position has been open since last September when Harvey Meade, resigned from the department.

ccutter@shawmedia.com Running a restaurant has been a lifelong dream come true for Renee Holmes, owner of Krumpets bakery and cafe in downtown Fulton.

That is, until, a pandemic gave her a rude awakening.

“There aren’t any profits right now, we’re operating at a loss,” Holmes said. “Before coronavirus, it was busy. Then it was a complete dive.”

Like many small business, the coronavirus took a big bite out of her bakery/cafe at 1016 Fourth Ave., making it tough to turn a profit, much less survive. Holmes, 60, has managed to keep her head above water, but it’s not been easy. She’s had to invest countless hours to find ways to keep her shop afloat.

Sometimes that meant revving up the online search engines to look for grants or any other help she could find.

“I scoured the internet, I scoured all of the government’s pages to find out how to get assistance,” Holmes said. “I filled out every single grant application that I came across,

came back in March, Holmes immediately went to work finding out what she would be able to do under the new rules. She had to plan carefully because, unlike other businesses, restaurants’ inventory has a more limited shelf life. Holmes had

to plan how much she could order for her made-from-scratch dishes and pastries – customers favorites such as Eggs Benedict and New England Benedict, not to mention the bakery’s lip-smacking lineup.

Having such a wide variety makes for a grocery bill that can add up quickly.

“When you’re buying groceries at the tune of $3,000 to $4,000 a week, and all of a sudden you suddenly shut down, you still got 2 weeks of $3,000 to $4,000 of groceries to pay for. So any reserve funds that I had paid the bills for the next month.”

Holmes applied for, and got, a Paycheck Protection Program loan and used to to pay her employees their full wages until the money was gone, and it’s all been forgiven. She also received $20,000 from a Women in Business Grant and another $80,000 from a Business Interruption Grant.

With the payroll aspect taken care of for the most part, it was time to think about how Holmes could keep the restaurant going.

“We’re working at a loss right now,” Holmes said. “Were it not for the grants, I wouldn’t be able

Continued from Page 7 to sustain this at all. Right now we’re spending more than we’re taking in, but with the grants, I’m able to maintain payroll to some degree, and trying to budget it out to try and sustain the place all the way through the end, whenever that is.”

While Holmes was looking in every which direction to find ways to keep her childhood dream alive, her customers and community have stepped up in big ways.

Fulton community leaders applied, but did not receive, a Downstate Economic Enhancement Grant, and several residents and customers of each of Fulton’s eateries took their $1,200 Economic Stimulus checks to the Whiteside County United Way with the request to disperse the money to restaurant employees in the community.

Gift cards of $100 were given out with that money from the Fulton Meat Market – which supplies Krumpets with fresh meat.

Even gratuities have helped tip the scales. Wads of dollar bills have become a common sight in a glass tip jar on the front counter. Holmes has even seen Ben Franklins – $100 – stuffed in it.

“The kindness, generosity and the commitment of the community is what brought me here, and keeps me here,” Holmes said. “It is incredible. It gives me goosebumps every

time I talk about it.”

It’s not just the restaurant that Holmes is trying to keep alive, it’s a legacy of four generations of family who have kept their customers’ appetites satisfied.

As a child growing up in Upstate New York in the 1960s, Holmes’ toy box looked more like a kitchen cabinet, with silverware, plates, fake food – and she called her own shots in an imaginary place of her own with a name of her own: Krumpets. Her mother and grandfather ran a restaurant in Upstate New York before moving to Clinton, Iowa, when Renee was young.

When she got older, Renee baked cakes and other goodies at the family truck stop in Clinton before finally making her make believe restaurant a reality nearly 15 years ago on the northwest side of town. It attracted people from Fulton, who wanted Holmes to move across the Mississippi River to be a little closer to them. So, 8 years ago, she made it happen and set up shop in Fulton.

The new location was a hit and she grew her business, eventually adding nearly 20 staff members, including her daughter, Jessica, who continues to manage the front of the place. Post-pandemic, however, Holmes had to cut her staff in half.

there now have been with Holmes since she opened 15 years ago. Justin Lange, 42, of Clinton, is one of them. The professionalism is what he enjoys about working at Krumpets.

“I get to come in and make soups, so I get to do that without having gone to culinary school,” he said.

“The style of cooking I get to do, the cleanliness of our kitchen – I’ve seen just about every type of kitchen and they’re sort of gross, but our kitchen is the total opposite of that.”

Things have changed for the kitchen staff these days, going from a grand display of whole products to individual products, and so far that’s working for them. Soups are being sold by the quart, and special dinners for two are made in takeand-bake fashion. All in an effort to adapt to unprecedented times, Holmes said.

As long as she has her loyal customers coming in – sometimes up to four times a week – Holmes has high hopes she’ll make it through.

“This little community is on top of the game,” she said. “They’re not going to lose – they won’t let that happen. I’d attribute my success to the locals; they want me here and are willing to do whatever to keep me here.

“It’s such a gratifying place to be in. My heart is full.”
