FULTON – The 2025 theme for Dutch Days, May 2 and 3, is the celebration of de Immigrant, Fulton’s authentic working windmill.

This year marks the 25th anniversary of de Immigrant being up and running in Fulton and the 51st year of the festival.

Most events are Saturday, May 3, including children’s rides and activities, food stands, de Immigrant windmill tours, a tractor show, craft demonstrations, wooden shoe carving, Dutch klompen dancing, a Dutch costume fashion show, parade and presentations about Holland’s history and culture.

Children’s activities are a pedal tractor pull, Chalk the Dike, a petting zoo, train rides, bounce houses, wooden show races (shoes provided) and a gymnastics demonstration.

Scrubbers are asked to meet at the corner of 10th Avenue and Fourth Street (by the post office) between 2:10 and 2:25 p.m. to sign in and pick up brooms and buckets.

Street scrubbing begins at 2:30 p.m.

To participate, you must be wearing a Dutch costume. Wooden shoes are preferred, although leather shoes are appropriate with some costumes.

There is a limited supply of brooms and buckets so please bring your own broom and metal bucket if you have them.

The coroner’s office responded to a crash about 3 p.m. involving an overturned cement truck in the construction zone near mile marker 41, Workman said in a news release.

Vincent Stuart was pronounced dead at the scene, according to the release.

Workman said an autopsy has been scheduled.

The crash remains under investigation by the Bureau County Coroner’s Office and Illinois State Police.

The annual student trade show was part of the Creating Entrepreneurial Opportunities program at the Whiteside Area Career Center in Sterling.

Now in its 12th year, the CEO program is a yearlong high school course that teaches students the basics of starting and running a business. Students earn two credits while gaining realworld experience, taking risks, learning from results and working closely with local business leaders and other area high school students.

“The facilitators are like teachers, but we don’t call them teachers because they don’t sit there and lecture the students,”

Jacobs said. “They teach the students by taking them on community tours, bringing in guest speakers, and so they’re learning from current leaders in our community by listening to them speak on how they became who they are.”

Students work together as a team throughout the school year, creating a single business, which helps fund their individual business projects. Each student then creates their own business from scratch – designing a logo, devising marketing plans and presenting their idea, which is showcased at the trade show event.

Jacobs said the program is open to students from about 17 area high schools, allowing them to collaborate and build connections across schools.

The trade show featured 34 student-owned businesses.

Eastland High School senior Adam Awender is the owner of Adam’s Coaster Creations, which makes 3D-printed coasters.

“I was always a big fan of watching 3D printing when I was young,” Awender said. “So when we had this class business, I decided to do what I love. I borrowed a 3D printer from my coach and started printing out a bunch of these coasters and that was my idea from the start. So I just ran with it.”

Measles threat rises in northern Illinois schools Several counties below herd immunity levels

By BILL FRESKOS bfreskos@shawmedia.com State health officials are sounding the alarm across Illinois schools, where many districts fall below the vaccination threshold needed to prevent the spread of measles in local schools.

New data from the Illinois State Board of Education shows several counties in the region – including McHenry, DuPage, Kane, Grundy, Kankakee and Bureau counties – remain vulnerable because of uneven local coverage, a concern that’s only grown as measles cases climb nationally.

The Illinois Department of Public Health on Wednesday reported its first confirmed case of measles in 2025, involving an adult in southern Illinois, confirmed through laboratory testing April 23. Currently, this is an isolated incident; IDPH considers it not to constitute an outbreak.

As of mid-April, the Centers for Disease Control and Prevention has reported 800 confirmed measles cases across 25 jurisdictions, putting the U.S. on pace to surpass recent records before the end of the year.

To put that in perspective, the highest number of U.S. measles cases since the disease was declared eliminated in 2000 was 1,274 cases in 2019 – a total reached over the entire year.

Earlier this year, a measles outbreak in west Texas drew national attention after multiple children were hospitalized and public health officials worked to contain the spread in under-vaccinated communities. Two children died, including an unvaccinated child.

“What we’re seeing nationally is that measles doesn’t really stay contained,” IDPH pediatric medicine medical adviser Dr. Jennifer Seo said. “A single case can lead to a broader outbreak, especially in under-vaccinated communities. It reinforces why localized coverage is so important – even one vulnerable pocket can put a whole region at risk.”

The updated data reveal a decrease in Illinois’ measles vaccination rate, from 95.2% in the 2023-24 school year to 95.1% in 2024-25.

This slight dip marks the fifth consecutive year of declining measles vaccination rates among schoolchildren across the state, according to newly released IDPH data.

“There’s been a steady decline in our measles vaccination rates among schoolaged children going back to the 2017-2018 school year,” Seo said. “While this year’s change was small, the broader trend is something we’re watching very carefully.”

What’s the impact of lower vaccination rates?

Public health officials recommend a minimum of 96% measles vaccination coverage in schools to maintain herd immunity – a level that helps protect those who cannot be vaccinated, including children with weakened immune systems.

“If a school is under 91%, they’re below the level that would confer herd

immunity,” Seo said. “That simply means it’s going to be harder to stop measles from spreading from one student to the next.”

Despite Illinois maintaining an overall measles vaccination rate above 95%, several counties in the northern part of the state remain in a more vulnerable position.

According to data from the Illinois School Vaccination Coverage Dashboard, 10 counties in the region fall into the “yellow” tier, meaning their average school measles vaccination rates range between 91% and 96%.

These counties include Kane, Lake, McHenry, Bureau, Winnebago, Ogle, DuPage, Grundy, Kankakee and Cook.

Kathy Marshall, regional superintendent for Bureau, Henry and Stark counties, said local districts are aware of their vaccination data and continue to work closely with local health departments when needed.

“School districts here received IDPH information regarding measles data, although districts are already aware of

their own local data due to reporting requirements,” Marshall said. “If school districts are concerned, they can work with their local health department to set up local clinics or provide families with further information regarding immunizations.”

Marshall said that although some students are exempt from immunizations because of religious reasons, school staff play a key role in ensuring families are informed.

“Our school district staff already does a great job of providing requirement information to parents as students go through school,” Marshall said.

As national measles cases rise, Marshall acknowledged that potential outbreaks are a concern, particularly during times of heavy travel.

“There are and have been cases in nearby states,” she said. “It is a very busy travel season for many families, so being exposed to any health-related illness is always a possibility.”

Former Carroll County sheriff ’s deputy denies destroying evidence

By CHARLENE BIELEMA cbielema@shawmedia.com MOUNT CARROLL – A former Carroll County sheriff’s deputy has pleaded not guilty to reckless homicide, destroying evidence and several other criminal charges in connection with the July death of a Mount Carroll teen found dead on a state highway.

Matthew Herpstreith, 44, of Savanna entered the not guilty plea during his arraignment April 23 in Carroll County Circuit Court. Herpstreith and Hubble were placed on administrative leave after Kradle’s body was found. Represented by the police union, the two turned in their resignations three days after they found the body and just before the time they knew they were going to be interrogated, Kloepping said.

In November, Dr. Mark Peters, a forensic pathologist, ruled that Kradle died from blunt force trauma as the result of a motor vehicle-pedestrian crash. A coroner’s inquest was held, and on Jan. 14, Kradle’s death was ruled a homicide caused by blunt trauma to the head from a motor vehicle-pedestrian crash.

The charges filed in March came after the Illinois State Appellate Prosecutor’s Office reviewed the state police investigation. Special prosecutor Charles Colburn, who is employed with Illinois State Appellate Prosecutor’s Office, is prosecuting the case. Herpstreith is being represented by defense attorney Joseph Nack.

Herpstreith’s next court appearance is a preliminary hearing set for 1:30 p.m.

Simon said the events leading up to the stabbing included a verbal altercation just hours before at a bar between Cooper and Gordon, who was dating a woman who previously had dated Cooper.

Gordon and the woman left the bar and later went to a home in the 600 block of West 20th Street in Rock Falls. Simon said they were at the house when a vehicle Cooper was in pulled up to the house, and Cooper got out of the vehicle while holding something shiny in his hand.

The woman was fearful that Cooper was going to use a knife to vandalize her vehicle and approached Cooper, who began pushing the woman, Simon said.

Simon said Gordon got involved to protect the woman, and Cooper jumped on

top of Gordon and stabbed Gordon in the abdomen several times before others were able to pull Cooper off Gordon. Cooper then left the scene, Simon said.

Rock Falls police were called to the scene about 1:50 a.m. When officers arrived, they found Gordon in the driveway, unresponsive and suffering from severe injuries, Simon said.

Cooper, wearing blood-stained clothes, turned himself in at the Whiteside County Sheriff’s Office later that morning and was charged with aggravated battery, police said. He was formally charged four days later with murder and an additional count of aggravated battery. He has been detained in the Whiteside County Jail since his Feb. 14 arrest.

April 1965: Rising river ousts residents from their homes 60 years

April 28, 1965

The Mississippi River was cresting near the 24.8-foot mark and weary residents looked forward to several more days with half of the community under water and more than half of its residents ousted from their homes. The best available information from U.S. engineers is the river will stand near the crest for three or four days before it starts to recede.

In a desperate attempt to save their home from the flood, Mr. and Mrs. S.E. Olson, who live near the intersection of Route 84 and Alternate Route 30, employed contractors to jack their house up and support it with heavy timbers about seven feet above its usual elevation. The same device was employed at several other homes in the flooded area.

of $500 from this year. A board spokesman said the increase in funds to be expended by the district for teachers’ salaries is 7.78%.

The First Reformed Church will have a Mortgage Burning Service to burn a copy of the mortgage on the Educational building built in 1965, which is now paid in full. Guest speaker will be Rev. Cornelius Hoekstra, who was the pastor at the time the Educational building was added.

The 11th annual Dutch Days Festival commemorates the immigration of Netherlanders to this river city and the influence their traditions had on this small town. For visitors to Fulton, it’s an opportunity to step back into the late 1800s.

It took two Saturday mornings and 13 truckloads of gravel to complete the task of filling the edges of the blacktop on the dike along Fulton’s riverfront.

Members of the Dike Beautification Committee asked for volunteers and crews showed up.

A call went out to area fire departments April 24 that Schafer’s Fisheries north of Fulton on Route 84 was on fire. Thomson Fire District responded and called for area fire districts to bring tanker trucks. Assisting fire departments were Fulton, Albany, Morrison, Cordova, Clinton, Camanche, Chadwick and Sabula. When firefighters arrived, there was heavy smoke and flames. The building is considered a total loss. Owner Mike Schafer plans to rebuild.

Taylor Fleetwood wrestled in the Greco Roman state championships at Lockport Township High School. He earned a spot in the nationals in July in Fargo, North Dakota.

“Terrariums are miniature ecosystems with plants in them,” Johnson said. “I got a fish tank for Christmas seven years ago. Now you can only have so many fish tanks before mom says, ‘Stop.’ But you can make as many terrariums as you want and put them on your windowsill. You can have 20 of them and mom won’t blink an eye because they look good.”

Brooklyn Thoms is a Fulton High School junior and the owner of B. Positive. The designer shirt business donates 5% of its profits to the National Alliance on Mental Illness.

“I’m just really passionate about

mental health,” Thoms said. “So I decided to start B. Positive so that I could make my own shirts and designs.”

Shelby Groezinger is a junior at Eastland High School. She owns Sincerely, Shelby – a handmade greeting card company.

“Our world is kind of getting de-sentimentalized,” Groezinger said. “I wanted people to be able to buy a card that’s handmade by somebody, and then people can write in it and have that special moment where they read something written by somebody they love.”

Rock Falls High School senior Carolyn Masini owns Bee-Utiful Scents, a homemade car freshener business.

“I wanted to do something that I could myself,” Masini said. “These car fresheners will make your car smell and look good. My mom is a second grade teacher and her classroom is bee-themed. I’ve grown up around bees and learning the

importance of bees. So I decided to frame my business around that.”

After the trade show, students reflect on what they have learned, discuss how the event went and how they can apply those lessons moving forward.

“I’ve been involved with this program since the beginning,” Jacobs said.

“And each year, I don’t think it can get any better because it’s always been great, but it seems like it gets better as we go on.”

Although not alarmingly low, public health officials warn that rates below this benchmark leave schools more vulnerable to outbreaks.

“Even regions with decent coverage can be susceptible if there are pockets of lower rates, and that’s exactly what we’re seeing in many of our counties,” Seo said.

That effect was made clear during last year’s measles outbreak in northeast Illinois – ​the state’s largest in over three decades.

Sparked at a Chicago shelter for newly arrived migrants, the virus quickly spread into neighboring suburban counties, including Cook, DuPage, Lake and Will.

The outbreak led to 67 confirmed cases before it was contained in June.

Seo said the outbreak served as a wake-up call to school districts and public health officials in Illinois.

“Any time we see cases in our own backyard, it becomes very real for families and communities,” Seo said. “That

“You can have a county with over 95% coverage overall, but if one school or one district has lower rates, that’s all it takes for measles to take hold.”

Seo said the reasons for the decline in measles vaccination coverage vary by district and community.

Notably, traditional public schools continue to post higher vaccination rates

across all immunization categories, compared with charter and private schools, according to IDPH and Illinois State Board of Education data.

Although the exact reasons behind this trend are not fully understood yet, Seo suggests it may stem from a combination of factors.

“It’s hard to say exactly why public schools have higher coverage, but it may simply come down to better access, stronger enforcement, and more alignment with public health efforts,” she said.

This approach prompted IDPH to begin reaching out earlier this month to schools with vaccination rates below 96%, offering resources, information on vaccine access and a survey designed to assess each school’s preparedness for a potential outbreak.

“As a pediatrician, I know how important vaccinations are for protecting children from preventable illnesses,” IDPH Director Dr. Sameer Vohra said. “As measles outbreaks spread through various parts of the United States, it is now more important than ever to make sure you and your family members are up to date with all age-appropriate immunizations.”
