Donations sought for Thanksgiving dinners The New Life Community Center is seeking donations to provide turkey meal boxes for its patrons for Thanksgiving.

The turkey meal boxes are purchased from the Northern Illinois Food Bank at a cost of $16 and supplies a full Thanksgiving meal to those who could not otherwise afford it.

Organizers are expecting to provide 70 turkey meal boxes which includes a 12-14 lb. whole frozen turkey, fruit, veg-

etables, beverage, dessert, gravy, potatoes, and stuffing mix.

Turkey boxes are provided to the center’s patrons each year at no cost to them through the support of local churches, private donations, and community involvement Donations can be mailed to New Life Community Center, P O Box 66, Forreston, Il. 61030.

“We can’t thank those in the community enough that not only help with this

cause but help us throughout the year.

Blessings to you”, said Merlyn Foat, Director of New Life Community Center.

The New Life Community Center offers support to Forreston and the surrounding area with the food pantry and thrift store.

The thrift store offers up-scale clothing and household items for all with the proceeds going back into the center to help offset operating cost.

Village board approves UTV ordinance a group from out of town came to the board in the past and inquired about an ordinance so they could drive them in the village.

BY JEFF HELFRICH jhelfrich@shawmedia.com The Mt. Morris Village Board has approved an ordinance that will allow utility terrain vehicles (UTVs) to be driven on the streets in town legally.

“I talked to other towns with ordinances on them and they said there have been no problems,” Ordinance Trustee Jerry Stauffer said on Tuesday. “This is something that’s been getting real popular.”

The UTV owners will be required to purchase registration stickers from the village that will likely cost $25, Stauffer said. Owners must certify that their vehicles comply with safety standards such as seatbelts when registering them.

Police Trustee Chris Kolling said Police Chief Jason White has no problem with the UTV ordinance.

Trustee Mike Fay was the lone vote against the ordinance.

Parks Trustee Jim Hopkins said his department is working to make the David L. Rahn sign at Mounder Park that was tipped over by vandals recently “bulletproof” with repairs to prevent it from happening in the future.

Hopkins said he hasn’t seen activity from vandals recently.

The Etnyre Foundation will have Free Lunch Friday drive-through at the Rock River Center on Friday, Nov. 6.

The menu includes sloppy joes, cowboy beans, chips, poke cake and a drink.

This a drive-through only event with pre-registration required by Nov. 4. Special dietary meals are available when requested at registration.

The Rock River Center, located at 810 S. 10th St., in Oregon, prepared and distributed 100 meals at the Oct. 2 Free Lunch Friday, which is sponsored by The Etnyre Foundation.

The Leaf River Lions Club will be holding another “Drive Thru” Brat and Hot Dog meal on Saturday, Nov. 14 from 11 a.m. to 1 p.m.

The drive thru will be located at the old fire station next to the Bertolet Memorial building on Second Street. Cost for the meal is strictly a donation only as there will not be a charge.

The Lions are grateful for the wonderful turnout at the previous drive thru.

The profit from this drive thru will go to the Homeless Veterans Drop-In Center in Rockford.

The Leaf River Lions have been taking a meal to the center, but since the COVID-19 has come along the center requests only

cash for them to use as best needed.

The center would normally provide a noon meal and evening lunch to several needy Veterans in the surrounding communities.

They also have clothing and some canned goods veterans can choose from. If a Veteran find’s housing they also help with furniture to be used in the house. Please help the Lions support such a worthy cause for our needy veterans!

Lion workers will be wearing their masks as they prepare the brats and hot dogs. Just get in your car or truck and drive thru, say HI and get a complimentary meal.

There will be a donation canister available for anyone that wishes.

Bartel: county is a very ‘haunted area’

And that’s fine with him. Bartel is a member of The Rock River Area Paranormal Society that investigates paranormal activity in the area.

Bartel and fellow member Josiah Henson have been investigating alleged hauntings for the past five years. Locations have included the Oregon Public Library, The Road House in Oregon, Conover Square, Stronghold Castle, Maxson’s Riverboat and Restaurant and the Lorado Taft Campus.

“Absolutely there’s hauntings and paranormal activity in Ogle County,” Bartel said. “Everyone has a story. There’s a high concentration of places in Oregon. I don’t know if it’s the limestone it’s on, the river or

Henson has been interested in the supernatural since an experience he had in sixth grade. He came home from school one day with nobody home and heard his mom open the

door and call out for the family cat.

He went to talk to his mother and nobody was there. Henson became upset and waited outside on the curb until his family got home.

“My mom said she would hear us in the house when we’re not there,” Henson said. “My brother said he’d heard things as well. This thing could mimic voices and sounds like my mom’s car. I’m not saying it was a ghost. I don’t know what it was.”

Henson and Bartel have an office at Conover Square and their own individual investigation company named Bartel & Henson Paranormal. They first became familiar with hauntings at Conover Square, participating in searches as customers.

One Halloween night, the pair had a group in an attic at Conover and had one of many paranormal experiences.

“We went to go downstairs and heard something metal drop,” Bartel said. “There was a thing of staples on the ground. Something had thrown it. Then it happened elsewhere in the room. It came at us.

FATAL FIRE

Oregon woman, 87, dies during fire at her home

BY JEFF HELFRICH jhelfrich@shawmedia.com The victim of an Oct. 22 fatal house fire in rural Oregon has been identified as Loretta Wolfe, 87, of Oregon, Ogle County Coroner Lou Finch said last Friday.

Oregon Fire was dispatched to 1141 E. Spring Creek Road at 8:04 a.m. and was made aware a victim was still inside a burning 1.5 story residential single family home.

Finch said the cause of death is still unofficial due to a pending toxicology screen in the autopsy.

Oregon Fire Chief Michael Knoup said the fire is still under investigation by the state fire marshal’s office, but will “probably” end up being ruled undetermined.

“I can tell you it’s not suspicious in nature,” Knoup said. “There were no lightning reports in the area or any storms or weather in that area.

There was no gas. That’s been ruled out. The windows weren’t blown out.”

The house will likely be a total

loss despite the structure still standing completely, Knoup said. The only damage to the house was to the inside.

With the fire in a rural area, all of the water to fight the fire had to be trucked out to the site on Thursday.

“We were prepared for that with our 3,500 gallon truck,” Knoup said.

“We never ran out. The only tough part is, it burned too long before we were notified. I had 8-10 people at the station training when it was called in. We did everything right. It had burned inside unnoticed longer.

That’s why she wasn’t able to be saved.”

Knoup believes the fire may have burned for as long as an hour inside before a person driving by noticed and called it in.

At least 10 area fire departments assisted at the scene, many of them trucking in water.

Those departments included Mt. Morris, Stillman Valley, Dixon City and Rural, Rochelle, Polo, LynnScott Rock, Ashton, Leaf River and Franklin Center.

Another investigation at the Oregon Public Library yielded a similar experience. The group split up and the pair were in the children’s center and found something peculiar.

“We felt like we entered a hypercharged electromagnetic field,” Henson said. “We immediately knew something was up. It never happened again. Every hair on my arm stood up. It didn’t feel dangerous or evil. You could just tell it was something.”

Instruments are crucial to RRAPS’ investigations. They include cameras, recording devices and electromagnetic field (EMF) devices.

There’s also a member of the group that’s considered “sensitive” to paranormal activity.

The EMF devices pick up magnetic fields. Paranormal activity is inferred when readings come up where they shouldn’t be, far from areas with power sources.

Recording devices are used to pick up electronic voice phenomena (EVP). The group asks questions of potential spirits and listens back later to see if answers can be picked up.

Perhaps the most interesting of the devices is called the obelisk.

“Sometimes the words are relevant to the situation,” Bartel said.

“We were at a masonic temple in Freeport and someone said it was cold. The device said the word cold.

There’s no microphone on it.”

At each place they investigate,

Bartel and Henson are often left wanting to investigate more after experiencing mild phenomena.

Ghost investigating television shows often spend days or a week at one location and condense it to look one night.

The RRAPS has no plans to give up on its quest to uncover paranor-

mal happenings in Ogle County in the area.

It hasn’t found its “holy grail” yet.

“We haven’t seen a full-bodied apparition (ghost) yet,” Henson said. “We’ve caught voices and a lot of small things. FBA’s are the holy grail-type moments.”

COVID-19 UPDATES

BY JEFF HELFRICH jhelfrich@shawmedia.com The Ogle County Health Department reported 24 new COVID-19 cases on Tuesday, Oct. 27, totaling 1,255.

Fifty two cases were reported Monday and over the weekend. One

hundred and 63 new cases have come in the past week. Ages and locations of the individuals that test positive are not being released to protect their privacy.

Recoveries of documented cases stand at 1,084, with 26 new ones reported Tuesday.

On Oct. 16 a male in his 70s passed

away due to COVID-19, Ogle County’s seventh death. The county reported its sixth death on Sept.

15, a female in her 70s. The OCHD reported its fifth death in the county on July 10 and its fourth on June 1.

The Illinois Department of Public Health site said Tuesday that there are 598 cases in the 61068 zip code

that includes Rochelle, Creston and White Rock.

The number of cases in other zip codes in Ogle County are: Stillman Valley, 63; Byron, 183; Davis Junction, 69; Oregon, 98; Mt. Morris, 52; Polo, 51; Leaf River, 20; and Forreston 28.

School chiefs still glad to have kids in classrooms

BY JEFF HELFRICH jhelfrich@shawmedia.com The biggest surprise so far this school year for Oregon School District Superintendent Tom Mahoney?

That there hasn’t been a closure due to COVID-19 yet.

“I thought by now we’d have an adaptive pause,” Mahoney said.

“Based on how it spreads, I think that’s the biggest surprise. I know we’re one unfortunate event away.”

Mahoney said he’s been pleased so far a quarter of the way into the

school year. Last week, Oregon had “under 12” students in quarantine, but no positives. One full class was knocked out due to a positive family member, a special education cooperative course that requires more close contact.

Oregon is ready to go to full remote learning at a moment’s notice. Parents have been communicated with on what that would consist of. The distinct is planning practice days of just remote learning.

A recent uptick in positive cases in the county and new mitigations

from the state haven’t found their way into the school system.

“I think it speaks to how students have done as the younger population,” Mahoney said. “If you look at positivity rates among the counties, we haven’t seen it in our buildings. They’re doing the right things.

But the overall uptick in positivity always worries me.”

Being prepared keeps Mahoney up at night. The “vast majority” of Oregon’s students are doing in-person learning, with not much jumping back and forth from remote.

Mahoney won’t have hard data on how the new learning system has impacted his students until mid-December, but he’s pleased with where his district is at.

What Mahoney isn’t pleased with is the Illinois Department of Public Health and how it’s been providing guidance. A recent example is the IPDH saying the antigen method of COVID-19 testing is no longer acceptable for schools after Oregon had been planning to use them to

Route 2 was designed to follow the Rock River Editor’s note: Otto Dick, Oregon has researched the people, places and events important in the Oregon area’s history for the Ogle County Historical Society. The following is one of a series of the articles he has written.

BY OTTO DICK Today Illinois 2 is a 73.9 mile north-south highway from Sterling to the Wisconsin State line in South Beloit.

Starting at Illinois Route 40 in Sterling Illinois 2 ends in South Beloit near the intersection of U.S. Route 51, Illinois Route 75 and Illinois Route 251.

This route serves Sterling, Dixon, Grand Detour, Oregon, Byron, Rockford and South Beloit.

Following the Rock River on Route 2 is recognized as a route with fantastic scenery and local histories.

While traveling Route. 2 in Ogle County the road signs reveal the route number and the distance from the Lee-Ogle boundary line located between Dixon and Sterling. The distance from the Lee-Ogle Township boundary line to the Ogle-Winnebago Boundary line on Route 2 is 29 miles.

Route 2 originally ran from South Beloit to Cairo. In 1936 Route 2 south of Dixon was removed from service as Route 2.

A few years later Route 2 was extended from Dixon through Sterling to Rock Island. In the late 1970s this road from Sterling to Rock Island was renamed Route 5 and now exists as I-88 and I-80.

The current roadway constructed around 1925 was an 18’ wide concrete pavement and was widened to 22’ in 1955 and widened to 25’ in 1984.

Many hot mix asphalt resurfacing projects have been placed over the original concrete pavement.

The Black Hawk Trail Association was organized in 1915. This Trail followed Rock River from Rock Island to Rockford and was marked by a figure of the Black Hawk Statue painted on utility poles. This road was paved in 1925 and designated as Route 2.

Following the organization of the Rock River Black Hawk Trail Association Mr. Denman, an engineer for the Illinois Highway Department, noted the road should be kept as close to the river as possible and that picnic grounds be established on the river bank whenever possible.

The Black Hawk Trail is one of the routes which were to be improved under the sixty million dollar bond

issue plan all the way from Dixon to Grand Detour and on the west side from Grand Detour to the bridge at Rockton where the road cut over to Beloit.

In connection with the Wisconsin Route 2 road this gave a route close to the river nearly all the way from Janesville to Dixon. Mr. Kessler who was also involved in this project, stated “The Black Hawk Trail will become one of the world’s famous drives and that there will probably be nothing in America rivaling it in

charm and striking views”.

Locally J. C. Seyster of Oregon, president of the Rock River Valley Road Association, promoted the development of the Black Trail on the banks of Rock River.

Locally, Sand Sucker located in Rock River, now Carnation Park, played a major role in providing

gravel for the Rock River trail from Grand Detour to Byron.

So originally what is now named Route 2 ran the length of our state from Beloit to Cairo.

Over the years there have been many changes. Today Route 2 more or less follows our scenic Rock River from South Beloit to Sterling.

LOCAL HISTORY

everal years ago when the Galena Trail and Coach Road Society was active we met up and down the trail and studied many different historical sites.

We always traveled with Bud and Lucille Woodin and we found out about the history of our state. We kept hearing about the Black Hawk War Memorial near Kent, 12 miles west of Freeport.

In 2004 Jerry Strohecker of Pearl City sent me two old pictures taken in 1992 and 1996 of the monument at what he called Kellogg’s Grove. He had visited the museum at Polo and he talked about this historical spot near Kent. The date of his visit was 2004. I started a file for Polo Historical Society with Jerry’s pictures.

In 2006 we heard Daryl Watson speak of history along the trail and again the memorial at Kent was mentioned. I asked for more information and I received a nice packet from The Galena-Jo Daviess County Historical Society on the Kent Memorial area.

My file was getting bigger.

Along with the packet were two newspaper articles from the Freeport Journal about a new project that was underway to make the Black Hawk War Monument near Kent into a “bigger tourist attraction.” The date was 2006.

It was time for Bud, Lucille, Kenneth, and I to visit this historical site. It took a little doing to even find it in the country side at the end of a gravel road. It was out in nowhere, but the view was magnificent as you looked out over the country side. This had been a battleground years ago.

The fierce battle had taken place in 1832 and the monument had been built in 1886 with an iron fence around it. I remember there was a shelter with a picnic table and not much of anything else.

This stone monument is in Kellogg’s Grove, near Kent. It stands by graves of militia members killed during the skirmish.

Through the years I have been adding information to the files we have in our museum. A 1968 article in the Rockford Morning Star stated this area had been maintained as a park with monument, fireplace, shelter, and water.

One article that Everett Webster had placed in our files was about the building of the monument.

They had collected bodies found different places in the area. One was the body of Bennie Scott, a drummer boy.

This article is in the History of Stephenson County of 1970. I do not remember reading about the men who had been reburied around the monument that day we visited.

In 2006 a committee was formed to restore the monument and make the area into a bigger historical attraction. It would be interesting to see what they would do to make more people travel to the area.

Then I came across an article dated 2011 and a log cabin had been added to the area. There also was more emphasis on Abraham Lincoln, who had arrived following the battle. He was part of a militia group and he helped bury the dead following the battle.

I was envious of the log cabin since I had hoped one day to put a log cabin in Buffalo Grove on the site of the first cabin. Those were the days when we did the seventh grade tours.

I had forgotten about the redoing of the area until I got an email from our daughter Susan with pictures of the area. She and Tim had recently visited the site and found it so beautiful.

I thought to myself, this is the next generation to go history hunting.

I asked them about the log cabin and they did not see it, but it may still be there. In 2018 they added a new statue of Abraham Lincoln as a young man. He has a shovel in one hand and is dressed in a buckskin outfit. The informational sign is titled “Looking For Lincoln” with an emphasis on Lincoln and the Black Hawk War. A beautiful day for regional cross country meet I

t was a beautiful day for cross country last Saturday at Park West, as a large gathering a local runners assembled for the IHSA regional.

As expected, the Winnebago girls and Rockford Christian boys dominated the proceedings.

It was definitely a different vibe with eight total races compared with the usual one boys and one girls race pre-COVID-19. Instead of one huge crowd, fans and team members were dispersed throughout the day.

Not exactly the best atmosphere, but better than nothing at all. Though the kids have one more meet with a sectional, there is no reason the IHSA couldn’t have put on a state meet.

I ran a ultra-trail race at Dubuque a couple weeks ago with a couple hundred other runners and we got by fine.

to go out in their final season as co-coaches of the program.

The Gippers have been tremendous in promoting a family atmosphere and making cross country a fun sport to be a part of. The fact that so many girls participate and remain out as seniors is a testament to this.

For sure the Gippers will be missed, as is Gretchen Nelson, who was helping out at the finish line. That trio of retired and soon-to-be retired teachers has been especially instrumental in the junior high track and field program.

That is a tough job and it will be almost impos-

sible to replace them. As an example of the labor of love, Gretchen coached 102 extra-curricular activities in her time at the school district.

On another positive note, Gretchen and Lori plan a 10-mile hike in Wisconsin this month to celebrate Gretchen being cancer free for 10 years.

That’s the best news of all.

After a serious bus accident at the intersection of Hwy 26 and 64 last month, the East Dubuque cross country team made a return trip to Oregon for the regional. And, they had a good meet, with the upstart boys team taking second to RC and an individual girl breaking the ‘Bago logjam with a second place finish.

In talking with some of the folks from East Dubuque, the accident was a case of the glare of the sun setting just as the bus approached Rte. 26.

Unfamiliar with the route, the driver proceeded through the stop sign into the field.

Polo drive-thru testing site draws 36 customers Next free testing is Friday and Saturday in Oregon

“My wife tested positive the other day, she has mild symptoms, so we decided to come and get tested,” he said after completing the tests provide by Aunt Martha’s Health & Wellness. “Some of us had runny noses and we don’t know if it is just colds...or not.”

“A lot of people had already downloaded their paperwork and that helps a lot,” said Herrer.

Blunt said Aunt Martha’s processes the tests and should have results within 3-5 days.

The event was held in the south parking lot at Centennial Grade School.

A free COVID-19 testing event will be held on Friday and Saturday, Oct. 30-31 at the Ogle County Health Department, 907 Pines Road, in Oregon.

The State of Illinois is sponsoring this drive-through, walk-up test from 9 a.m. to 5 p.m.

Nasal swabs will be used with results provided by phone within 4-7 days. There is no cost for the testing, you do not nee to have symptoms to be be tested, and anyone can get tested.

Polo The Polo School District announced a two-week adaptive pause of in-person instruction at Centennial Elementary School on Oct. 19 due to three COVID-19 cases.

Only “a couple” students at both Aplington Middle School and Polo High School were impacted by the adaptive pause, Superintendent Kelly Mandrell said. Centennial will reopen as scheduled on Nov. 4 if there are no additional cases.

“I must say, dealing with it, everyone has been so supportive and have done fantastic work with the kids and getting them prepared,” Mandrell said. “We had to move quickly.

We had a half day of teacher institute and a remote planning day, so that helped us.”

Despite the adaptive pause, Mandrell believes the district and all county schools being able to do in-person learning for a full quarter is an accomplishment and has been a ‘testament to everyone’.”

When planning for the adaptive pause, Mandrell reached out to and got guidance from Byron Superintendent Buster Barton, who recently dealt with a two-week adaptive pause of Mary Morgan Elementary School.

Mandrell’s first semester as a superintendent hasn’t been a conventional one, but she’s been glad to receive guidance from her colleagues.

“The students are doing a great job,” Mandrell said. “They really want to be back in school. They’re logging on in quarantine and showing up in classes. If in-person, kids can see how they do work if they have to do remote. That’s helped to prepare our students.”

Rising numbers in the area have made Smith nervous, but like other superintendents, her goal is to do in-person instruction as long as possible.

“It makes everyone nervous,” Smith said. “And what does it look like for Christmas and Thanksgiving?”

COVID-19 MITIGATIONS

Two closure orders have been issued for noncompliance

BY JEFF HELFRICH jhelfrich@oglecountynews.com The state’s latest mitigation measures took effect on Sunday, but Ogle County Health Department Administrator Kyle Auman is unsure how much good they will do to slow down a recent rise in cases.

“Mitigations can only go so far,” Auman said.

“We need the public’s participation. Forcing mitigations won’t be the key. People need to see it’s an issue. It’s a personal choice to participate rather than the Governor’s office. It will be up to the community.”

The additional mitigations include less allowance for outdoor dining, continued outlawing of indoor dining and stricter gathering guidelines.

Several county businesses defied the initial mitigations.

Auman believes something has to be done to curb cases, but said it’s been a “struggle” to gain compliance.

“People are pushing back and many feel it’s a political issue,” Auman said. “I’m not even sure how many more orders of noncompliance we’ve issued with restaurants and bars.”

Two closure orders of county bars and restaurants have been issued recently, but Auman declined to say which businesses they are. The closures were also outbreak-related, he said.

Notices to disperse have also been issued to businesses, which come between issues of noncompliance and closure orders.

Kyle Auman “I hope there aren’t more [closures],” Auman said. “We can’t be everywhere at once. It takes people making decisions and doing the right things. There could be more.”

When asked if another stay-at-home order like the spring could be possible with the rise in cases, Auman said he couldn’t begin to speculate. He said recently the pandemic situation in the area is worse than it’s ever been.

“I can say I don’t see things slowing down unless something drastic happens,” Auman said.

“The way things are going, It’s hard to know if people would even abide by another stay-athome order. Even doing things like isolation and quarantine, some people have felt they don’t even have to do that.”

Two county elementary schools have had to opt for two-week adaptive pauses in recent weeks due to COVID-19 cases. Auman has been working with all county schools to help keep them open.

Auman said a big issue right now is what will happen with schools during and in between the

holidays.

“Families will gather and college students will be home,” Auman said. “We’ve advised them to look at what returning to school will look like. It’s up to the superintendents.”

Contact tracing with schools has become taxing for the OCHD and Auman thinks trying to do it with holiday gatherings would be “challenging.”

The adaptive pauses have come in part due to “overwhelming” contact tracing. The OCHD has hired eight full-time tracers and has five others that work on it.

Twenty interviews have been done in recent weeks to hire more contact tracers and Auman said the OCHD has placed such a large emphasis on the tactic and is running out of office space and telephones to do it.

“My belief is we have to keep testing rates high and contact trace,” Auman said. “It’s key to all of this.”

The Illinois Department of Public Health will be hosting a free COVID-19 testing site at the health department building at 907 Pines Road in Oregon on Friday and Saturday from 9 a.m. until 5 p.m. and again on Nov. 9 and 10 at the same location and hours.

State guidelines for Saturday trick-or-treating have been passed along to local municipalities by the OCHD, Auman said. He doesn’t think the state will make a late stoppage of the tradition, but said there “could be something last minute.”

“I think people need to exercise caution,” Auman said. “Spending time at people’s doors with your kids isn’t the wisest thing to do. I’m sure there’s a method to do it in a safe manner.

Keeping groups small, it probably could be done safely. We’re expecting folks to regulate themselves.”

The owners of FoxFire restaurant also filed a lawsuit against Pritzker, the Illinois Department of Public Health and the Kane County Health Department. The suit states that Pritzker has exceeded the emergency powers that were given to him.

The suit also contends the Illinois Department of Public Health and the Kane County Health Department have acted beyond the authority granted to them.

“There is no question that a person’s ability to pursue their calling, to earn a living and to run a business is a protectable right under both the federal and state constitution and is inherent in everyone’s natural right to liberty,” Busch said in issuing his opinion. “The state’s ability to deprive people of their life, liberty and the pursuit of happiness is tempered by due process.”

“The state has argued that there’s nothing in the Emergency Management Act that suggests that the governor couldn’t issue then successive proclamations,” Busch said. “And while that is certainly true, there’s nothing in the act that suggests he can.”

In addition, Busch said the Illi nois Department of Public Health

and subsequently the Kane County Health Department exceeded their powers. He said a business that is being told to shut down has the opportunity “to seek review.”

“The burden is on the Department of Public Health, by clear and convincing evidence, to establish that the restrictions they seek to enforce are necessary for this particular business in this particular community,” Busch said.

In delivering his ruling, Busch

wondered why other businesses such as food stores and big-box stores do not face similar restrictions.

“The crowds at our local food stores are much greater than the crowds that can, and I expect do, populate our local restaurants, including FoxFire,” he said. “I note that in our community that every one of the big-box stores is open.

And again, the crowds that populate these stores are significantly greater than the crowds that populate our local restaurants, including those like FoxFire. And the court cannot turn a blind eye to these facts. If there was such a compelling public need to shut down businesses for public health, then how did we pick the winners and losers?”

FoxFire previously had announced that it plans to keep its dining room open as a way to protest the new rules. K.C. Gulbro, one of the owners of FoxFire restaurant, states in an affidavit that a temporary shutdown of all indoor dining and drinks at FoxFire for more than a few days will lead to an “insurmountable” loss of income, putting the restaurant out of business along with countless others.

Chairman reacts to plant presentation, public comments

BY JEFF HELFRICH jhelfrich@shawmedia.com The Ogle County Board will be returning to full virtual meetings after last Tuesday’s technical difficulties left those listening via phone unable to hear.

The board attempted to meet mostly in person on Oct. 20 for the first time since the COVID-19 pandemic started with some board members and the public still listening over

the phone.

“We’ll be going back to virtual,” Board Chairman John Finfrock said. “It wasn’t up to par where those calling in could hear. The room is so huge and the sound reverberated. It will be call-in again starting Monday with the budget hearing. Committees will continue to be in person and people can call into those. Those have 5-7 members.”

The board has had issues with sound during the call-in meetings in recent months. Zoom video calls have not been utilized by the board in the way many municipal organizations have, but Finfrock said the county IT department is “looking into it.”

State Rep. Tom Demmer gave a presentation to the board at the

most recent meeting on what is being done to save the Byron Nuclear Plant and a resolution was passed in favor of it.

The resolution will be sent to the governor’s office and many others with interest in the plant that Exelon’s scheduled to close in Sept.

“It will take more than yard signs,” Finfrock said. “I have a lot of people to send the letter to. They’ll be taking people to testify. We’ll continue to work towards it. We won’t let it lie. They’ve actually told employees they plan on closing, which they haven’t before.”

During the public comment portion of last Tuesday’s meeting, Finfrock read a long email from Mt. Morris Village Trustee Jerry

Stauffer urged the board to take action against the state’s COVID-19 mitigations that have impacted local bars and restaurants.

Stauffer wrote that he believes the county should refuse to go backward in mitigation efforts and allow businesses to stay open.

“It landed well,” Finfrock said of Stauffer’s letter. “People listened and reacted in a positive manner.

With the executive order, until we’re told it’s not legal, we have to keep going and trust the health department. We have a good one that’s working hard. I understand what Jerry’s saying. It’s going to hurt. I’m not sure what we can do. A lot of those businesses are in cities and it’s for them to patrol.”

Drive thru saving grace for bakery during COVID-19

BY JEFF HELFRICH jhelfrich@shawmedia.com When the drive thru window was added to the Village Bakery during its creation, Brion Brooks never thought it would be the business’s lifeline.

That’s just what it has become during the COVID-19 pandemic. With most other businesses opening their doors after the initial stay-at-home order, the Village Bakery in Oregon has stayed closed indoors in the interest of protecting its workers, many of whom have developmental disabilities that make them more susceptible to the virus.

Customers have only been served through the drive thru window since March.

“I would guess our business has been half or two-thirds of what it was before all this,” Brooks, the Village of Progress director, said. “But we’ve been blown away at how many people are doing it. It didn’t get used much before. It was 10-15 percent of our sales, maybe.”

The Village of Progress runs the bakery. It’s one of its many programs that include job readiness instruction, job site training, help with integration into the work environment, and counseling to address job behaviors for people with developmental disabilities.

Brooks said one of the goals of the bakery was to foster a relationship between the community and people with disabilities. That has become harder with just the drive thru window. But the value is still there with being able to stay open, allowed by the drive thru window, he said.

“We still are hiring and employing people with disabilities to work there,” Brooks said. “The work is much less interactive with the public.

The most contact now is taking the order through the window. It just doesn’t have the same feel as a face-to-face interaction. I’m glad we get to be open, though.”

Once it’s safe, Brooks said he’d love to reopen the inside of the bakery, which was known for its sense of community before the pandemic.

The employees of the bakery have that desire to reopen fully, too.

“They all wish we could reopen and see the people who come into the store and have conversations,” Brooks said. “Most people we hire are very people-oriented. It’s something they miss.”

Brooks called the bakery “fortunate” that it has the luxury of a drive thru when most businesses in town don’t.

As far as the status of the business, the Village

of Progress and the bakery got a payroll protection program loan in the spring which has been a “lifeline” to stop layoffs. For two months, checks were still sent to staff that wasn’t coming into work.

Not being open inside has reduced staff levels.

Between that decrease in expenses and sales not dropping off drastically, the losses have been lessened, Brooks said.

“We’re not overly concerned,” Brooks said. “As long as this fades away in the next 6-9 months. It’s partly a business and partly a program. It doesn’t have to make us money during the pandemic.”

‘Trump train’ runs through the Rock River Valley

BY TIMOTHY EGGERT teggert@shawmedia.com Adorned with American flags and signs reading “Make America Great Again,” a caravan of about 75 vehicles cruised through the Rock River Valley Sunday to show support for Republican candidate and President Donald J. Trump ahead of the Nov. 3 election.

The first leg of the parade, which launched near the Walmart on South Galena Avenue, in Dixon, traveled through downtown Rock Falls and downtown Sterling. A second leg gathered at the Northland Mall in Sterling, with plans to complete a loop from Morrison to Prophetstown with some heading to Rockford, passing through Oregon and Byron.

The local demonstrations were part of a larger network of “Trump Trains” scheduled to drive across northwest Illinois, western Iowa and southern Wisconsin on Sunday.

They largely function as a chance for rural residents to gather to campaign in support of Trump and to remind voters of the election, both of which have been challenging during

and voters who may be undecided.

For some supporters, like Daniel Robbel, of Winnebago, who has participated in similar events, the parades serve as an opportunity to promote a perspective on a specific issue, like police reform.

“I personally put on about 300 miles a weekend,” Robbel said.

“We’re just a bunch of patriots supporting Trump and trying to get the word out there about important changes that need to be made in this country.”

Both Robbel and Kowalczyk said the caravans also serve as a buffer for push-back from counter-demonstrators.

“With the driving there’s less of a chance of interaction, or resistance or conflict,” Kowalczyk said.

“For every 30 honks we get about one middle finger,” Robbel added.

The goal of lowering personal income taxes is one of the reasons why Jeremiah Settles, of Franklin Grove, intends to vote for Trump this year.

Oregon ninth on home course: The Hawks scored 187 to finish ninth at the Class 1A Oregon Boys Cross Country Regional.

Rockford Christian won with 22 points. Oregon’s top finisher, Ryan Hussung, took 29th with a time of 19:19.5.

Polo’s Carson Jones was the top area finisher with a time of 18:41.2 to claim 16th. Teammate Wyatt Queckboerner was not far behind, taking 18th with a time of 18:49.4.

Hawks take third: Oregon scored 109 points to claim third in the girls regional on the home course. Winnebago scored 21 points to win.

Faith Marquardt finished in 21:55 to finish 12th, the top time for Oregon. Leah Watters was 15th with a time of 22:13. Katlyn Ramirez was 18th with a time of 22:23.

Polo’s Bekah Zeigler was 17th with a time of 22:21.

Byron wins home sectional: The Byron swimmers scored 215 points to out-distance Rockford Boylan in Saturday’s Byron Sectional, claiming wins in four events.

Byron also got wins from Kate Schilling, who took first in the individual medley and the butterfly. Audrey Kilmer won the 200 freestyle. Oregon junior Avery Clark was fourth in the butterfly.

IDPH moves basketball, wrestling to higher risk

BY KYLE NABORS knabors@shawmedia.com Illinois Gov. JB Pritzker and the Illinois Department of Public Health announced Tuesday they were moving basketball to the “higher risk” category and putting the high school season “on hold.”

As part of the modified sports plan adopted by the IHSA in late July, practices for the winter sports season were tentatively scheduled to begin Nov. 16 with the modified season running through Feb 13.

“As with sports in the fall, nothing is ‘canceled,’ just put on hold until we’re through the thick of this pandemic,” Pritzker said in a statement.

The IHSA’s Board of Directors was expected to vote on a winter sports plan at Wednesday’s meeting.

In a statement Tuesday afternoon, IHSA Executive Director Craig Anderson said the IHSA received the news “about 15 minutes prior” to Pritzker’s 2:30 p.m. news conference.

“We remain considerate of the

recent rise in positive COVID19 cases in our state. However, in our meeting with IDPH on Friday, we felt that we presented multiple options that would allow for basketball to be conducted safely by IHSA schools this winter, many of which are being utilized in neighboring states [that] plan to play high school basketball,” Anderson said.

“Despite that setback, there is some positive news, as IDPH accepted the IHSA’s mitigations related to other sports, including cheerleading and dance, allowing them to move from a medium-risk level to a low-risk level. We will hold our special Board of Directors meeting on Oct. 28 as scheduled, where our Board will provide direction on the other winter sports, as well as discuss the IHSA sports schedule for the remainder of the 2020-21 school year.”

The IDPH’s sports safety guidelines classify sports into three risk categories: lower, medium and higher.

Until Tuesday’s updated guid-

ance, basketball was classified as medium risk. The IHSA was hoping to get the green light to proceed with basketball as scheduled, or at least tentatively scheduled.

Other winter sports, including wrestling, competitive dance and competitive cheer, previously were classified as higher risk.

In the updated guidance, dance and cheer have been moved to lower risk. Swimming, bowling and gymnastics also remain in the lower-risk category.

The IDPH on Tuesday released a two-page document titled “Science Behind Winter Sports Guidelines,” which stated, “IDPH assessed the risk for SARS-CoV-2 transmission associated with basketball according to the evidence-based framework and finds the sport to be higher risk.

“Basketball is played indoors (higher risk) with frequent close contacts to other players (higher risk), which includes 10 on the court and often just as many on both benches (higher risk), a single piece of shared equipment that is

difficult to clean during the game (higher risk), and an intensity level that makes masking more difficult (higher risk).”

During Tuesday’s news conference, IDPH Director Dr. Ngozi Ezike pointed to the state’s recent spike in coronavirus cases as reason for concern.

Illinois confirmed 4,000 new COVID-19 cases Tuesday. The state’s seven-day rolling positivity rate increased to 6.4%. The 2,758 COVID19 patients in the hospital are the most since June 4.

“The science, as we know it right now, applies in all situations,” Ezike said. “The more people you are in contact with, the longer you are together, and the closer you are together, the greater your risk of getting COVID-19. Being face to face with another person for a basketball or football game puts players at higher risk of getting and spreading the virus. Right now, cases across Illinois and the country are increasing.”

Delay for winter sports causes pause for schools

That was the date initially given by the IHSA in July as the first day of basketball practice on a calendar upended for most sports by the ongoing COVID-19 pandemic.

On Tuesday, coaches learned that Nov. 16 could very well come and go with no basketball.

“It kind of reverts back to where we were earlier in the summer, which takes out quite a bit of what we were able to do before,” Dixon boys basketball coach Chris Harmann said. “We’ll keep doing what we can do on our end.”

AFC girls basketball coach Chris Jahn recognizes that, in terms of the numbers of cases in the area, things have gotten worse.

“The safety of these kids comes first,” he said. “Sports is important to them and to try to get things back to normal, but to me, I don’t know if we’re ready to do that yet.

I understand [Governor J.B. Pritzker’s] decision and the IHSA says we have to keep kids safe. That’s our No. 1 priority.”

Forreston Athletic Director Kyle Zick said he’s still clinging to hope that the seasons happen for the sake of his athletes. He and his coaches have always known a cancellation was possible, but he’s done trying to predict what will happen.

“I have no idea,” Zick said. “I used to try to think things through but I haven’t been right very much.”

Zick believes the IHSA is trying to advocate for kids to be able to play sports this winter. Zick has received guidance for programs like music and scholastic bowl this winter, but hasn’t yet for basketball or medium-risk activities.

Until more guidance comes down, Zick said Forreston is still planning to go ahead with winter sports and football in the spring.

“It is ever-changing and I’m hopeful it will change for the better,” Zick said. “A lot of schools aren’t in in-person sessions. We’re lucky we are. We’re in the minority up here in the northwest.”

Oregon Wrestling Coach Kip Crandall was hesitant to comment before the IHSA’s Wednesday meeting, but said his kids have been waiting to know one way another. His wrestlers have been doing masked and

distanced conditioning with contact not currently allowed.

“That would be disappointing for our guys just as it was for other sports,” Crandall said. “Andrew Herbst is a guy that’s itching for a chance after placing at state as a sophomore and separating his shoulder last year.”

Polo Athletic Director Ted Alston said he sees the “writing on the wall” after Tuesday’s news and feels like a postponement is coming.

“It could be pushed to after New Year’s,” Alston said. “Does everything else get pushed back? It could be a scheduling nightmare. I feel terrible for the kids. I’m starting to see them get demoralized.”

With basketball being raised to high-risk, Alston currently finds it hard to see games being played this winter even with possibilities like no fans or players wearing masks or being spaced out on the bench.

Despite Polo having a low number of cases in its area, Alston is skeptical about that factor meaning much when a decision is made.

“Every area has its own levels of COVID-19,” Alston said. “I think it’d be hard for the state or IHSA to say people can play and others

can’t. I think if you’re going to do it, do it state-wide. I don’t know what the solution is. We wrestle Dakota, and we wrestle Rockford schools.

They’re in totally different worlds right now.”

Some teams had gotten some of their off-season contact days in, getting guys in the gym to get some shots up and get conditioning work in. Newman had four contact days in September.

That is now all on hold.

“We’ve just been doing a couple days a week in the evenings since Labor Day,” Harmann said. “Just getting the guys together and going through some different drills. It’s been good for them to get together and do that kind of stuff.”

AFC was able to get some of their open gym days in, but with the threat of the increasing coronavirus numbers looming and the possibility that things might have to be called off.

“They really want to play, they really do,” Jahn said. “Every single person on this planet right now wants to do other things we can’t do.

Basketball, compared to some other things, is not as high-[priority] right now.”

GLENN R. CERVENY OREGON – Glenn R. Cerveny, 84, longtime Oregon resident, died Monday, October 26, 2020 in Oregon Living & Rehabilitation Center.

He was born May 9, 1936 in Kenosha, WI, the son of Joseph and Anna (Velas) Cerveny. He was a graduate of Mary D. Bradford High School in Kenosha and received his master’s degree from the University of Illinois in parks and recreation administration. He married to Donna Antrim Aug. 24, 1957 in Kenosha,

MARCIA STERENBERG MT. MORRIS – Marcia (Crawford) Sterenberg, age 86, passed away on Sunday, October 25, 2020 in Pinecrest Community.

Marcia was born on Dec. 31, 1933, the daughter of Mark and Margaret (Tazwell) Crawford.

She fought a gallant fight against cancer with grace and dignity, six weeks after the new diagnosis.

Marcia graduated from Mt. Morris High School in 1951, and Illinois State University in 1955 with a Bachelor of Science degree in elementary education.

She taught first and second grade in Dixon.

She was a substitute teacher in Mt. Morris when her children were young and returned to Mt. Morris/Oregon as a

them daily. In 1994, Gary married Judy, and they were blessed with 21 years of marriage.

Together, they built Barnacopia, a museum and event venue filled with tractors, vintage cars and much more.

Gary was very active in Lions Club, where he served as District Governor and held numerous local officer positions over the years. He was a member of Crossroads Community Church in Polo. Gary was a loving husband, broth-

er, father, grandfather and friend. He will be deeply missed.

Gary is survived by his sons, Mark (Teresa) Bocker and Dan (Sandy) Bocker of Polo; several grandchildren and great-grandchildren; sisters, Marlene Witmer of Oregon, Audrey (Rick) Stukenberg of Forreston, and Ardis (Rex) Printz of Baileyville; friend, Sherry Callaway of Lanark; and many other relatives and friends.

Gary is preceded in death by his wife

,Judy; parents, Klaas and Mable; brotherin-law Brad Witmer; and great-granddaughter Abilene Bocker (infant).

Gary will be laid to rest at a private graveside service at West Branch Cemetery in Polo.

Marcia is survived by two daughters, Cheryl Johnson (Todd) of Streamwood, and Julie Knutsen (Troy) of Miles, Iowa.

She is also survived by grandchildren, David, Cara, and Jeremy Johnson. Marcia is also survived by exchange daughters, Ingrid Garcia-Suter of Switzerland, and Annelies Lam of the Netherlands.

Marcia had many great friends, neighbors, family, and cousins. Family was important for Marcia. She made many trips to Streamwood to attend many of the grandchildren’s events as well as her two daughters’ events in earlier years.

Marcia always had a smile on her face. Harold nicknamed Marcia “Sun-

shine” because of the smile. Besides family, Marcia loved travel.

She was especially proud that she had traveled to every state except Rhode Island and the countries, Puerto Rico, Honduras, Mexico and Canada.

She also loved nature, flowers, and playing games. Bridge was one of her passions. Marcia was a 66-year PEO member, an active member of Disciples United Methodist Church, and Mt. Morris Senior Center.

Marcia was preceded in death by her husband, Harold; her son, David; and her parents, Mark and Margaret Crawford.

There will be a drive through visitation on Oct. 31 from 10 to 11 a.m. at the

Mt. Morris Disciples United Methodist Church, 102 Maple Ave, Mt. Morris.

An open burial service will be held at Chapel Hill Cemetery, 1121 N. Galena Ave., Dixon, at 11:30 a.m. for all that wish to attend. (Bring your COVID masks, please).

Oct. 21 At 11:48 a.m. deputies, Leaf River Fire and the Leaf River ambulance responded to a one vehicle accident with injuries in the 2,000 block of West Illinois 72. A black GMC Envoy driven by Tracy E. Reeder, 53, of Mt. Morris was eastbound on Illinois 72 when he left the

right side of the road, striking an embankment before crossing over the road and coming to a stop in the north side ditch.

Reeder was transported to Swedish American Hospital by Leaf River ambulance after suffering an unknown medical condition. The accident remains under investigation.

Oct. 23

Ruben Garza, 58, of Rock Falls, was arrested on an outstanding Ogle County warrant for resisting a peace officer. Garza posted $5,000/10% as bond and is scheduled to return to court on Nov. 20.

Cynthia L. Tillmon, 51, of Chicago, was arrested on an outstanding Ogle County warrant for driving while under the influence of drugs. Tillmon’s bond was set at $3,000/10% and is scheduled to return to court on Nov. 20.

OREGON POLICE Oregon Police Chief Shawn Melville reports the following police activity.

Oct. 19 At 2:38 p.m., police investigated a two-vehicle traffic crash at the intersection of 5th and Washington Streets involving a 2014 Honda driven by Larry L. Keller, 75, of Oregon, and a 2015 Chevrolet driven by Mitchell J. Johnson, 25, of Mt. Morris. Keller was issued a citation for failure to yield right of way.

Oct. 20 Harvey R. Briggs, 75, of Mt. Morris, was issued a citation at 12:10 p.m. for disobeying a stop sign. This violation occurred at the intersection of 10th and Webster Streets.

At 1:00 p.m., police took one 15-yearold male juvenile, Mt. Morris, into limited custody for the offense of being a runaway. The juvenile was released into

a custodian’s care with no further action pending.

At 3:06 p.m., Oregon Police issued Brayden T. Burkhart, 16, of Chana, was issued a citation at 3:06 p.m. for speeding, 52 mph in a 30 mph zone. This violation occurred in the 1000 block of Adams Street.

Oct. 22 Dragutin Andjelic, 49, of Rockford, was issued a citation at 7:12 p.m. for operating an uninsured motor vehicle.

This violation occurred in the 1000 block of Pines Road.

Pamela R. Mills, 33, of Mt. Morris, was arrested at 10:37 p.m. on an outstanding DeKalb County warrant for failure to appear and charged with illegal possession of cannabis while driving. Mills was also issued a citation for driving while license suspended. Mills was transported to the Ogle County jail. These

violations occurred in the 1000 block of Pines Road.

Oct. 23 At 8:50 p.m., police responded to a two-vehicle traffic crash at the intersection of S. 10th and Clay Streets involving a 2006 Toyota driven by Peter D. Novak, 45, of Oregon, and a 2015 Nissan driven

by Abigail R. Duke, 16, of Oregon. Novak was issued a citation for failure to yield at an intersection.

During the traffic stop investigation, the trooper learned Darius Benard Jr., 19,

of Aurora, was driving with a suspended license. Benard Jr. was arrested and charged with possession of ammunition without a Firearm Owners Identification card (FOID), driving while license sus-

pended, speeding 26-34 over the speed limit, unlawful possession of cannabis and failure to signal when required.

Benard Jr. was transported to Ogle County Jail pending a bond hearing.
