Forreston ‘ahead of the curve’ in recovery Village president says: ‘We rolled up our sleeves and got it done’

BY JEFF HELFRICH jhelfrich@oglecountynews.com Forreston Village President Mark Metzger believes the village is in a good spot in recovery efforts from the Aug. 10 wind storm that included winds over 100 miles per hour that damaged trees and electrical wires over 48 blocks and damaged structures within 13 blocks.

“The good news is, it all started with the sheriff calling in the emergency team on Monday when the storm was still going through,” Metzger said. “That put us ahead of the curve with the whole plan. We also have volunteers pitching in.”

Forreston is still doing tree trimming, which is being done by a local company.

There are still hanging branches and damaged trees that need to come down.

Metzger believes brush will be picked up for the next month.

Forreston Public Works Director Mark Rust is on medical leave, but parttime workers have been “stepping up” in his absence. State and county trucks have come to take debris to the quarry on Pit Road.

“The state is going to furnish a burn curtain,” Metzger said. “It’s a big oven with little to no smoke that needs to burn for at least five days. It burns something like 200 kilotons a day. We have over 1,000 and we qualify. All debris will be burned up, and that’s free of charge.”

Metzger said buildings are still being reviewed for structural damage and the village is still working on insurance and repair issues.

The village contacted its insurance company for the first time Monday.

Metzger thinks he’ll have a better idea of the price of the damage in 2-3 weeks.

“We saved with the state and county vehicles hauling stuff,” Metzger said.

“In the big picture, it’s still a big price tag but it’s been cut in half of what it should have been.”

The majority of residents had power restored by the evening of Aug. 13. Some “pockets” of the village had issues and it took until the weekend. Candlelight Trailer Park, which was hit worst by the storm, is still without power.

Land and trailer owners were contacted and six trailers deemed not livable were removed. There were 13 lots in the park and two were empty. There are 3-4 livable trailers left and the village is working on a plan to restore water, gas and power to them. Metzger believes that could take two weeks.

As far as displaced residents, a shelter was offered but not utilized. Residents went to live with family and friends.

“Some of the people, one was an old lady who moved in with her daughter in Arkansas,” Metzger said. “Another went to live with family in Freeport. People are finding places. If they’re having trouble or need help, please contact us.”

The village postponed its Aug. 17 board meeting to Aug. 24 due to the storm. Metzger thinks a good part of that meeting will be used to work on bills from the storm and starting projects like a possible fundraiser.

Metzger believes most village businesses are up and running again. Moring Disposal had its building damaged but work has continued. The BP station is currently closed after it had its air

conditioning and heating unit ripped off its roof.

The village did not qualify for federal assistance due to the storm. To qualify, at least 25 structures have to be damaged. Metzger said engineers said Forreston had 15.

Metzger has appreciated the help from individuals and large and small entities.

“If this was a boxing match, we took a shot and tumbled,” Metzger said. “But we continued to fight and pulled out a victory. Because of where we’re at.

The county and state helped. We got 4-5 days ahead of the curve and they were impressed.

“Nobody has seen something like this here. People have lived here 40-50 years.

Residents said so. We rolled up our sleeves and got it done.”

COUNTY BOARD

BY JEFF HELFRICH jhelfrich@oglecountynews.com The Ogle County Board discussed instituting a noise ordinance for unincorporated areas of the county at its Tuesday meeting.

Vice-Chairman Patricia Nordman (R, Oregon) said the noise ordinance was brought up because of an increase in complaints over the past 4-5 months. The only noise ordinance the county has on its books deals with barking dogs.

“The goal is for it to be enforced independently or jointly by the sheriff’s office, Ogle County Health Department and planning and zoning,” Nordman said.

Ogle County Sheriff Brian VanVickle said the idea stemmed from multiple noise complaints each week about Sledgehammer’s, a bar located on Illinois 2 north of Oregon.

Deputies have been receiving complaints from residents in the area, VanVickle said.

Sledgehammer’s owner Jason Stombaugh was arrested Aug. 16 at the business for disorderly conduct after a resident filed a noise com-

plaint.

“On Sunday a resident contacted us to file charges for disorderly conduct,” VanVickle said. “The deputy who responded did an investigation and thought the complaints met requirements for an arrest.”

VanVickle said noise complaints have been “ongoing” since Sledgehammer’s reopened in March and “haven’t slowed down.”

Stombaugh was released on an I-bond.

Stombaugh told Ogle County Newspapers last month that he’s been trying to stop the noise complaints by stopping bands at 10 p.m. and abiding by “state ordinance rules.”

“Actually having a noise ordinance in place would help us more than it would hurt us,” Stombaugh said in an earlier interview. “This is a commercially-zoned property. We have different standards. It would allow us to continue to operate without the consistent harassment.”

The current ordinance the county is considering would be for noises that disturb people over 500 feet

away. It would take effect from 10 p.m. until 6 a.m. Sunday through Thursday and from 11 p.m. until 8 a.m. on Friday and Saturday.

The ordinance would apply to permanent establishments and would exclude temporary things like a football game’s PA speakers. For enforcement, an initial complaint would be a warning that’s explained, investigated to be valid with the responsible party identified.

A later violation would include the responsible party being notified.

Fines start at $500 and increase to $500-$1,000 and a max of $1,000 for second and third violations. There could be exceptions for ByronFest and the Ogle County Fair.

Board Member Thomas K. Smith (R, Rochelle) asked if the noise ordinance would be tied into the liquor commission during discussion due to the possibility that bars could violate it. Chairman John Finfrock (R, Mt. Morris) said it would be looked into.

Ogle County State’s Attorney Eric Morrow said violators would have to be found guilty or convicted by

a judge.

“It sounds like a good framework and my team can review it for legal requirements,” Morrow said.

Finfrock wants the board to vote on the ordinance at next month’s meeting in order to get “on top” of the complaints. And, he said, VanVickle wants the ordinance in place.

Board member Marcia Heuer (R, Oregon) asked if only county residents could file complaints and wondered if the county itself could file complaints. Nordman said it would likely start with residents’ complaints, but Morrow said a deputy could, in theory, initiate a complaint.

Board Member Stan Asp (R, Mt. Morris) asked if the complaint would be determined by decibel levels.

“We talked about decibel levels and the sheriff said there’s so many variations to measuring that and they’d have to be trained and it’s expensive,” Nordman said. “Five hundred feet is a good distance to know if it’s loud or not.”

Auman says 18 percent of Ogle residents tested Health administrator says he’s been trying to get more mobile test sites in the county

BY JEFF HELFRICH jhelfrich@oglecountynews.com Eighteen percent of Ogle County residents have been tested to see if they have COVID-19 or not, Ogle County Health Department Administrator Kyle Auman told the county board on Tuesday.

Auman gave a presentation to the Ogle County board members over the phone at their Tuesday meeting.

He said the county has had 8,726 negative tests since the beginning of the pandemic and that 18.2 percent of county residents have been tested. The county’s positivity rate is 4.5 percent, up one percent from last month, he said.

There is currently one individual from Ogle County hospitalized with COVID-19. The county has 56.8 intensive care beds available. The state threshold for that is 20 percent, Auman said.

“We’re starting to see an increase in hospital admissions in the region,” Auman said. “We are in a warning state for cases per 100,000 people, which is 77 cases currently. Anything over 50 is considered a warning. That’s on last week’s numbers.”

Auman said the health department is working closely with schools, the last of which are opening up this week. The health department has already seen COVID-19 activity and potential exposures in schools, he said.

Seven individuals have been hired by the county to do contact tracing and two are assigned to work specifically with schools.

“We’re working on personal protective equipment with schools,” Auman said. “We’re providing a couple boxes per school. With N-95 and students becoming positive, we want nurses and others at schools to provide PPE. We’re doing everything we can to keep testing rates up.”

County Board Member Wayne Reising (R, Oregon) asked where people are sent to get tested if they believe they’ve been exposed.

Auman said there are two state-run test sites in Rockford where there’s no criteria to get tested.

Rochelle Community Hospital and KSB Hospital in Dixon do testing five days a week, but with stringent criteria to get tested. There are no staterun test sites in Ogle County.

“We’re looking at getting a state-run site here,” Auman said. “Our attempts have failed. Our first try was a grant partnership with KSB where they backed out due to capacity. The state also has mobile testing that’s temporary. We’re looking at other options. Someone could consult with a physician and get tested at a clinic.”

In its usual daily posting on Tuesday, the health department reported one new COVID-19 case bringing the county’s total to 451. Recoveries of documented cases stand at 427, up 33 from the previous day’s report.

Also on Tuesday, the Illinois Department of Public Health site indicated there are 214 cases in the 61068 zip code which includes Rochelle, Creston and White Rock.

Stillman Valley’s zip code, 61084, has 17 cases in it according to the IDPH site. Byron’s zip code, 61010, has 53 cases. Davis Junction (61020) has 20 cases.

The zip codes that house Oregon (61061) and Mt. Morris (61054) have 45 and 29 cases, respectively.

Polo’s zip code, 61064, has 25 cases in it. Leaf River (61047) has 10 cases.

The Ogle County Health Department reported its fifth death in the county on July 10, its first since June 1. Ages and locations of the individuals are not being released to protect their privacy.

Oregon students return to school amid pandemic Superintendent characterizes return as “bittersweet”

BY JEFF HELFRICH jhelfrich@oglecountynews.com Oregon Superintendent Tom Mahoney characterized students returning to school on Aug. 13 as “bittersweet.”

The Oregon School District was among the first in the county to have a majority of its students return to school for the fall semester amid the COVID-19 pandemic.

Some students opted for remote learning. Those that attend in person will have to use masks, social distance, and be screened for symptoms.

“I’m proud of them, but it’s not the experience I want them to have,” Mahoney said. “Given the options, I’m excited to see them again.”

Oregon did experience some issues with its first day of the new system. There was a problem with laptops recording videos and the district’s student information system crashed for about 20 minutes. Mahoney believes both of the problems are now fixed.

There were no problems with the students that attended, Mahoney said.

“Overall, I’m really pleased with how it’s gone,” Mahoney said. “Students have been fabulous following procedures and protocols. Parents prepared them. I’m proud of the community. It went

as smooth as it could’ve.”

Mahoney sent a letter to families following the first day thanking them for their preparedness and participation. 24 percent of Oregon’s student population is doing remote learning.

Parents are key for the students that will be doing online learning, Mahoney said.

“I think it’s going to be harder for parents than kids,” Mahoney said. “Kids are adaptable and want to see their friends. Remote learners will be more of a challenge. They’re on our schedule now.”

Oregon bought a supply of masks and the state provided some. Families were still asked to provide their own, for students’ preference and comfort.

Later in the week, the school district did experience a “breakdown in its COVID-19 protocols due to miscommunication”. The Ogle County Health Department said it was made aware of an Oregon High School student who was exposed to COVID19 in their home.

The student was not in school that day, but the health department asked the school district to perform contact tracing for those who were or had been in contact with the student.

Aunt, uncle worked at the Oak Ridge, Tennessee facility

BY BETTY OBENDORF Curator, Polo Historical Society Recently Kenneth and I went to Mt. Morris to gather with Bruce and Robin’s family. Because of the virus we were all outside in a large tent purchased for camping.

It was all screened in to protect us from any bugs and we could watch all the little ones inside and out playing as they interacted with the adults.

They had a water slide, water filled balloons, and a misting spray to run through on this warm day. The babies Rose and Archie played on blankets while we visited.

Suddenly the conversation took a different turn.

Someone said, “It is the 75th anniversary of the dropping of the atomic bombs.” That is something I have never really cared to think about since it must have been horrific.

I would have been in elementary school having just finished seventh grade. I hardly remember that time of my life.

Bruce had just finished reading the story of a man who had survived being in both towns when the bombs fell. He had been in Nagasaki, survived, and then went Hiroshima where three days later the second bomb fell. The man lived to be ninety some years old. What a story!

Then other stories began to be told of family members who had been involved in the making of the bombs at Oak Ridge, Tennessee. That I remember perfectly because my aunt and uncle were there during that time frame.

I came home and got out Ruby Jean’s book on the family and read once more some of my Uncle Hal’s comments on the war. He was my dad’s younger brother and he was a chemistry teacher.

When the war started he began to look for a government job.

He and my Aunt Ruth Ann went to Sandusky, Ohio to work in an explosive factory called the Trojan Powder Company. My aunt called it the TNT place and it was a dangerous place to be employed.

The plant kept them in good health by taking blood tests periodically and x-raying their lungs.

Their letters home were interesting as they talking about rationing stamps and not using their allotment for that week so they could send some sugar to my grandmother for canning. Also

they took a drive along the lake before “the number 8 gas coupons expired.”

They had only an A book but even with that they did not use all of their gas.

Then came the day when the government was looking for special people to go to Oak Ridge, Tennessee. They wanted workers trained in chemistry and acids.

Ruth and Hal packed up their car and headed for Knoxville, Tennessee. They might even have to stay in dormitories and perhaps could not be together.

They knew they were making some kind of a new weapon and that it was all a big secret. They were part of the Manhattan Project that hundreds of people were working on in several laboratories in different parts of the United States.

They were in the Oak Ridge National Laborato-

ry with another one at Hanford, Washington and another at Los Alamos, New Mexico.

When the bombs were dropped on Japan, they knew what they had been working on during those weeks and months.

Ruth Ann always referred to their plant in Oak Ridge, Tennessee as the “atom bomb plant.”

When the war was over, then came the challenge of finding a new job. They were glad to leave the places where they felt they could be blown up at any time.

My Uncle Hal eventually went back into teaching chemistry at West Proviso High School near Chicago.

While the salaries at war time in the dangerous laboratories were high, he was glad to eventually return to the calm, quiet classroom and my aunt became a homemaker ready to raise a family.

Purington Pavers used on first hard surface roads Editor’s note: Otto Dick, Oregon has researched the people, places and events important in the Oregon area’s history for the Ogle County Historical Society. The following is one of a series of the articles he has written.

BY OTTO DICK The first hard-surfaced roads in the Oregon Business District were constructed of brick manufactured by the Purington Brick Company located near Galesburg, Illinois.

Today you can drive on a section of a Purington Brick road located on Brick Road at the northwest corner of Pine Rock Township.

The Brick Road plaque located by the restored section of this road reads as follows: “Built on the old Chicago and Iowa Trail, this road was the first state aid paved rural road in northern Illinois. Begun in 1914, it was dedicated August 24, 1915. One lane of fired brick was put in the north lane and a dirt tract in ABOVE: Purington Pavers were used in the first hard-surfaced roads in Oregon. These pavers can be seen in front of Conover Square. the south lane one and five-eighths MIDDLE LEFT: Lois Carpenter Cline (left) gives the Brick Road History at the 1994 re-dedication. It’s appropriate these bricks are also located at the Oregon Depot because our CB&Q Railroad played a major role in the distribution of Purington Pavers. The CB & Q Railroad provided access to the world by building a switch track extension to the brick yards near Galesburg.

This track was essential for the success of this business. These heavy brick could then be transported efficiently by rail.

Before the manufacture of road pavers were available, Midwestern communities were waiting for a solution to the spring and fall mud roads.

In the dry seasons communities were cleaner and healthier as a direct result of paved roads. the kiln.

The bricks were heated in coal-fired producing over 150,000 bricks per day.

The Purington Company produced the kilns to the point of vitrification, a chem4”x4”x 8” bricks until 1949. The kilns then had to be cooled and cleaned added Yard No. 2 with 22 kilns.

Making bricks was a labor intensive between each firing.

A minor league baseball team called process. The shale was scooped out of nearby pits, mixed, crushed, dampened the Galesburg Pavers existed from 1890 and molded into raw, green colored bricks. to 1914.

SPORTS COLUMN

W

ith football shut down for the fall, I wonder if any small schools thought about putting a cross-country team together.

Sure, many of them already have golf, but why not add cross-country?

It is one of the cheapest sports with no equipment, gyms or stadiums needed. Basically, get a group of kids together and start running.

Established programs hastily threw schedules together anyway, so finding other teams to run against shouldn’t have been that big of a problem.

Schools could certainly grab a coach from its track and field ranks.

But, perhaps the IHSA has rules and deadlines for setting up new programs. However, even with the pro sports, rules are being made up as they go along.

No doubt, it could have been done and a whole group of athletes would have another option this fall and one that is very healthy for mind, body and spirit.

And the kids will reap the conditioning benefits in their other sports.

It was good to see about 30 girls out for cross country at Oregon. What was disappointing was only 10 boys on the team, including only one football player, Austin Ebert.

country her senior year and having the best time, because of the social aspect.

No matter what your physical ability, it is truly a sport for anyone.

Both Forreston and Polo already have a heritage of cross country.

I can remember Polo putting together a boys team about 15 years ago and seeing them advance downstate and place in the top 10 with the school’s only boys all-stater in Brian Tyne.

Before that, Erin Collins put Polo on the map with three straight all-state finishes (1994-96) in the girls meet.

Terah Cheatham came along about 10 years later and finished fifth overall.

Under long-time coach Rich Bennett, the Forreston boys were a regular downstate in the mid 1980s, with all-staters Mark Gassman and Paul Korf. Mark Korf was also an all-stater from ’79.

With other regular fall sports postponed, the only significant gain in golf for either Forreston and Polo were more Marco girls than normal, with 11 total. Only five boys are out at Polo.

According to Matt Handley at Forreston, he gained one footballer and no volleyball players.

He hopes to talk more into coming out when school starts this week.

Oregon golf fared much better with coach Jim Spratt reporting that he has about 2-3 each from volleyball, football and soccer, plus a few new duffers. About 34 altogether.

Another random thought was why not tennis this fall at Oregon? The park district has good quality courts that deserve to see more action.

With a trip out west this week, I hope to see my first high-school football game. Or maybe not.

Students must write and record a 3to 5-minute essay on the selected theme using an audio CD or flash drive. Their recording, typed essay and completed entry form must be submitted to their local VFW Post by Oct. 31. The theme is “Is This the Country the Founders Envi-

sioned.”

Students begin by competing at the local Post level. Post winners compete at the District level, with the winner advancing to the state competition.

All state first-place winners receive a 4-day trip to Washington, D.C., and the chance to compete for their share of more than $150,000 in scholarships.

Oregon teen paints 70 fire hydrants for city Sophomore wanted to do something positive

BY EARLEEN HINTON ehinton@oglecountynews.com Watching the unrest unfold in several American cities this year moved one Oregon teenager to action right in her own hometown—and that mission started right outside her window.

“I was watching all the riots and fires on television and I saw so many bad things happening that I wanted to do something,” said Gracie Prose, 15. “ I looked out my window and there was a fire hydrant so I asked my mom about painting the fire hydrants in town. We made some calls and we put it into action.”

One of the calls Prose and her mom, Charity, made was to Dave Kent, the operations manager for the city’s water and waste water department.

“They both called me and I thought, ‘OK’, we’ll start with 8 hydrants and then Gracie called back and wanted more so we went from there,” said Kent. “We gave her the brushes and the red paint and she did all the rest.”

Prose repainted around 70 hydrants, starting with the one right outside her home on S. Seventh Street.

“The scraping before the painting is what took the bulk of time,” said Prose, a sophomore at Oregon High School. “It usually took me around 45-50 minutes.”

“And she had some very hot days in there,” said Kent noting that the city has around 250 hydrants in town. “She’d get done with one and she’d hike down to the next one.”

Oregon Mayor Ken Williams, City Administrator Darin DeHaan, Oregon Fire Chief Michael Knoup and Commissioner of Public Property Melanie Cozzi joined Kent by the hydrant in front of Prose’s home on Monday to present her with a certificate of appreciation and to tell her thanks.

“The Oregon Fire Department really appreciates all the help you did with this project,” Knoup said.

Prose is working toward a goal of 400 volunteer service hours before she graduates and calculates she donated between 68-70 hours on the hydrant painting project.

“I also helped out at Village of Progress and the Oregon library this summer, in between painting,” she said. “It made me feel good about myself.”

Forreston’s tornado siren is operational once again Siren wasn’t activated on Aug. 10 because it wasn’t a tornado

BY JEFF HELFRICH ​​​​​​​jhelfrich@oglecountynews.com The Forreston Village Board got its tornado siren back up and running for the first time in over a decade at its Aug. 3 meeting.

The tornado siren was not activated during the storm on Aug. 10 due to the National Weather Service declaring it a storm warning and not a tornado.

“It’s been down maybe 15 or more years,” Metzger said. “It’s up and running and tied in with the weather service. We’ll still ring it at noon barring complaints Monday through Saturday and when there’s tornadoes. It’s a five mile radius in each direction.”

On Aug. 3, the board also approved an ordinance for its lead service

lines and water meter replacements.

The approved amount was $4.2 million. $3.8 million of that is for lead service lines, which is 100 percent forgivable.

The amount slated for water meter replacements is $450,000. The Village’s intention is not to use that entire amount in hopes for lower bids for the project.

“We want to make sure we have the money to do it,” Metzger said.

“50 percent of that loan is forgivable. That’s a project that won’t happen until next year. We already put a $1.50 cost on our water bills to pay for that. There shouldn’t be any additional increase.”

Pavilion Forrestville Valley Elementary School principal Jonathan Schneiderman recently contacted the village about using the outdoor pavilion at Memorial Park for outdoor classes this fall during the COVID-19 pandemic.

After clearing it with lawyers and insurance, the village approved the request. The pavilion is still available to be rented by the public.

Mosquito pool in Polo tests positive for West Nile Virus The Ogle County Health Department has confirmed a second positive mosquito pool for West Nile Virus in Ogle County.

A pool of mosquitoes in Polo tested positive on Aug. 18. A previous pool in Rochelle tested positive on July 21.

“The OCHD will continue surveillance and testing mosquito pools from across Ogle County, as well as conducting mosquito abatement with methods such as larviciding to help control mosquito populations,” a Tuesday press release said.

Monitoring for West Nile virus in Illinois includes lab tests for mosquito batches, dead crows, blue jays, robins and other perching birds as well as testing humans with West Nile virus-like symptoms.

West Nile is transmitted through the bite of Culex mosquitoes, which pick up the virus from feeding on infected birds.

Common symptoms include fever, nausea, headache and muscle aches.

Symptoms may last from a few days to a few weeks. Four out of five people infected with West Nile will not show any symptoms.

Precautions include the “three R’s”: Reduce, Repel and Report.

Reduce by making sure doors and windows have tight-fitting screens.

Repair or replace screens with tears or openings. Try to keep doors and windows shut. Eliminate or refresh each all sources of standing water where mosquitoes can breed.

Repel by wearing shoes, socks, long pants and sleeves when outside. Apply insect repellent that contains DEET, picaridin, oil of lemon eucalyptus or IR-3535 according to label instructions.

Report by calling about locations where you see water sitting stagnant for more than a week such as roadside ditches, flooded yards and similar locations. The health department or city government may be able to apply larvicide to the water to kill mosquito eggs.

The Leaf River Lions Club has constructed a memorial gazebo at 705 S. Main Street.

A memorial fund collected over the years was used along with donations from several individuals, businesses and banks.

The memorial gazebo is not just a Lions memorial, it’s also to all individuals that have unselfishly given time and talents in support of the community. The Leaf River Horseshoe Riding Club, upon being dissolved, donated a bench that is placed at the Gazebo, but will be finally located once all work is complete.

An ADA ramp has to be installed yet along with backfilling around the Gazebo but all should happen in the near future. The Bertolet Memorial Library is already using the Gazebo for their Story Telling time to young children.

Forreston, Polo in final prep for fall semester Schools utilizing in-person and online learning

BY JEFF HELFRICH jhelfrich@oglecountynews.com Forrestville Valley School District teachers were ready last week to get into their classrooms and organize them for their fall semester.

First, they had to get power restored.

Aug. 10’s storm came with 100 mile-per-hour winds that caused damage to trees, power lines in buildings in Forreston and knocked out power to the town for most of the week.

The school district opted not to push back its first day of Aug. 19 due to the storm. Desks and furniture needs to be moved to allow for social distancing. Superintendent Sheri Smith said there’s still time for that, and any other issues from the storm that need to be resolved.

“The community pulled together and talked about needs,” Smith said. “The Red Cross has been here.

They’ve taken the lead on that part.

But we did have families affected.

We’re unsure of what support they need, but we will find out how we can help.”

Forreston will have 85 percent of its students attending in person this fall in its system that also does remote learning. More secondary students are doing in-person learning. Smith says this is due to parents

being able to help younger students as well as concerns with masking younger kids.

Masking, social distancing and symptom screenings are among state mandates that Illinois schools need to follow this fall. The state has provided masks for schools. Forreston has asked students to bring their own.

“That lets kids pick what’s best for them,” Smith said. “Some want certain colors. Teachers have been talked through the requirements.

We sent a video to parents from the nurse on the right ways to wear one.”

Smith says the majority of the first few days will be focused on getting kids used to the new systems. Students will enter through different doors than usual and will be screened. She hopes education can be the focus in the second week.

Forrestville Valley has not hired extra staff for the new system. It has reallocated staff for smaller class sizes. The school nurse has gone from part-time to full-time to help with COVID-19 guidance.

Every individual thus far that has entered school buildings has been screened. When classes begin, attendees will certify that they’re exposure-free in the district’s student management system.

Smith believes that the current system of education in place will evolve, and soon.

“Our hope is after 3-4 weeks we’d extend the day,” Smith said. “I do anticipate some kind of change.

That could be to remote learning, too. It’s a fluid system.”

Smith said that despite all the

stressful work that has been done leading up to this week, her staff is excited to see students in person again.

“They’re getting used to change and not being able to control it,” Smith said of her staff.

Forrestville Valley’s first day of classes will be different, but possibly less chaotic than usual for some.

New sixth graders, for example, won’t have to get used to new lockers with them not being used this year.

But it will be all hands on deck for all the rest of the changes.

“I think for us, any first day, we always make sure every hand is ready to go,” Smith. “This will be no different. More staff will be available. People will be explaining things to kids.”

Polo Twenty one percent of Polo School District students chose remote learning to start the fall semester on Aug. 20.

“That was pretty consistent across every grade level,” Superintendent Kelly Mandrell said. “Right now our final preparations are going fantastic. We had pickup for online learning materials yesterday and we put up tents for outdoor learning. Each building has its own tent.”

Like Forreston, Polo requires its students to bring their own masks.

Teachers are preparing ways to help younger students wear and keep their masks on. Some teachers have invested in lanyards to help them hold onto their masks.

“They’re just going to continue to talk to kids,” Mandrell said. “It’s about working together.”

Polo has not hired any extra staff to help with the change outside of looking for a backup school nurse in case its current full-time nurse gets sick.

The school nurse’s role has changed in the time of the COVID-19 pandemic.

“It’s more being prepared with PPE and working with families on signs and symptoms and getting documentation on kids with allergies so we know if there are signs due to that,” Mandrell said.

Polo will be reevaluating its schooling system on a quarter-by-quarter basis. It is locked into the current remote and in-person system for the first quarter.

Mandrell said if things change for the better, Polo would look to go full in-person if possible.

One interesting mandate the district has for its remote learnings is a required dress code. Students will “Zoom” into the in-person classes on video chat.

“It’s the same if you were in school,” Mandrell said. “You are on camera with your teacher. Pajamas are not allowed. But are we having them show us what they’re wearing head to toe? No.” Mandrell said feedback on the system as a whole has been positive from staff. She expects a different first day of school. It will be a learning experience for more than students, she said.

“What we’re looking for is just patience from everybody and people working together,” Mandrell said.

“We know there will be bumps but we want to get things how they need to be.”

“While I hope this is the only COVID related event this school year, I do not believe that will be the case,” Mahoney said. “If future incidents occur, we will communicate with our families in a timely fashion.”

Some school districts plan to move to longer days or full in-person learning after a few weeks this fall if things go to plan. Mahoney was hesitant to commit to a change at this time.

“I’ve been cautious about making commitments to when a shift will occur,” Mahoney said. “We need to see how this goes for a few weeks to see if it’s working. I told my board this, we may end up doing the whole year on five hour days or just six weeks on five hour days.”

The protocol calls for health department to take the information and make determination of next steps.

“Unfortunately, our protocol broke down and we reached out to the 12 close contact families, asked that they pick up their students and quarantine,” Mahoney said in an email to parents. “While this was done out of an abundance of caution, it was not the appropriate action on our part.”

Mahoney later followed up that email with another confirming that the student’s COVID-19 test was negative.

FOUNTAIN UPDATE

Now, he’d like to get it done before winter. He believes that will happen, but there’s no timetable currently in place.

“We’re just waiting,” Bowers said. “A lot of it is being done volunteer-wise from local contractors. We’re waiting on them having an opening. We thought it would be done by now, but we have no idea when it will actually be done.”

COVID-19 delayed work after the statue, near the Ogle County Courthouse, was removed over the winter to be cleaned before it can be moved further away from the road.

Concerns came when car accidents almost hit the fountain, which was installed in 1901.

“I was with the city for 35 years,” Bowers said. “It survived two very close calls. It had been there since 1901. The concern is if it was broken, it’s gone. There’s no replacing it.”

The decades-old fountain will be placed with old paving bricks. Iron Mike has three drinking levels, one for dogs, one for horses and one for people. The landscaping around it will be done by the city and county once it’s reinstalled.

The fountain was cleaned, sandblasted and repainted by the E.D. Etnyre Co. It currently resides in the Oregon Street Department Garage. The dark green paint matches the gateway on Illinois 64 that leads to the Third Street lot.

“I appreciate everyone’s understanding with the delay and it is going to be 90 percent done by volunteers,” Bowers said. “Please be patient.”

Music garage construction strumming right along Owner hopes to have the new facility open

This fall, he’ll have more room to operate.

Construction is progressing on Lindhorst’s new Oregon Music Garage building at 10th Street and Illinois 64, which borders his current business, Ukulele Station America.

“I’m hoping to be open by Thanksgiving,” Lindhorst said. “It could be a lot of interior work and utilities.

Once that’s done we have to do displays. They’re working on the frame and roof now. It’s huge. I’ve gone from 208 square feet to 2,000.”

Oregon Music Garage will sell ukuleles, guitars, accessories and more. There will also be lessons, some live music and open microphones and possibly online sales.

The large building just off a main state route has drawn plenty of attention from passersby.

“I get people stopping and taking pictures every day,” Lindhorst said. “Union Savings Bank got the sign out there. The bank has people calling them and asking if it’s a new bank location. It’s going to be fun.

When I get it done I plan on stocking up on instruments. It’ll be unique inside too.”

The company has been documenting the process of the unique shedlike building. Rural Renovators has a large YouTube following and other prospective builders have come to see how it’s done.

“Rural Renovators has 435,000 YouTube subscribers and has documented it every step of the way,” Lindhorst said. “It will be a place to not only come and buy ukuleles, but to come and see the building and how it was built. I really lucked out

Lindhorst plans to do a grand opening, depending on what COVID19 allows. Ukulele Station America is back to normal operations and hours, but it only allows two people in at a time with masks on. Lindhorst wears one too and sanitizes everything.

Lindhorst’s main business complication due to COVID-19 was being able to stock his shelves with ukuleles, most of which are made in factories in China.

“One of my biggest companies was out of 100 percent of 80 percent

of their products,” Lindhorst said.

“I’m getting a shipment Friday that I ordered in January. I did get some ahead of time, luckily. I never ran out or got too low. It’s been interesting and things are starting to change.”

None of the construction on Oregon Music Garage has been delayed

by COVID-19. Aug. 10’s storm with high winds didn’t impact it, either.

“We were fortunate,” Lindhorst said. “Only a branch fell down off a nearby tree. There was no other storm damage.”

It was dusty and sunny — the perfect pairing for the Rock River Riders Motorcycle Club’s hillclimb on Sunday.

Riders from across the region took their best shots at climbing “the hill” on their motorcycles with a variety of class divisions.

Due to COVID-19, the club’s concession stand was not open, but visitors could bring their own food, grill, and tents.

Camping was also available on Saturday night before the event on Sunday.

The club was founded in 1935 and was known for its hill climb event, held just to the west of what once was the Pines Drive-In Theater. When the theater closed, the club purchased the land it was on, and eventually added other events.

The club’s next event will be the Mud Bogs on Sept. 13.

OBITUARIES DONNA MEYER STEELE ROCKFORD – Donna Meyer Steele, 83, of Rockford, died on Wednesday, August 12, 2020.

Donna Arlene Murtey was born on March 14, 1937 to Clarice (Wenberg) and Ivan Murtey in Moline. She grew up in Moline with her brother, Dale.

After graduating from Moline High School in 1954, she attended Western Illinois University, where she met her first husband, Jerry Lyle Meyer.

She later received a Master’s degree in Education from Northern Illinois University-Lorado Taft.

Donna and Jerry were married on May 30, 1958 and settled in Mt. Morris, where they taught school and raised their sons, Tod and Scott, until Jerry’s

death in 1994.

Donna taught at Mt. Morris Elementary School for over 30 years and later worked as a truancy officer for the school district. She loved music and was delighted to teach music to her elementary students.

She also taught private piano and voice lessons.

Donna was active in her church choir, community music groups, including Sweet Adelines, and community theater.

She was a lifelong dog lover and always had a pet schnauzer at her side.

She groomed dogs, and she and Jerry also bred dogs for show.

Donna loved traveling and making friends along the way. After retirement, she spent winters in Destin, Florida and

TERESA L. ‘TERI’ PEET OREGON – Teresa L. “Teri” Peet, 64, passed away on Friday, August 14, 2020 in Swedish American Hospital, Rockford.

Teri was born on Jan. 10, 1956 in Clintonville, Wisconsin, the daughter of Joseph “Bud” and Dorothy (Hitzke) Daley. She graduated from Marion High School class of 1974, Marion,

traveled around the country visiting friends and family.

Donna received a second chance at love when she met Carl Eugene Steele. They were married on Dec. 30, 2004.

Donna and Carl settled first in Mt. Morris, then in Rockford.

Together, Donna and Carl enjoyed traveling around the US, cruising to new destinations, supporting music and arts in Rockford, and spending time with their children and grandchildren.

Since 2015, Donna was a resident in the memory care unit at Cherryvale Place.

Donna is survived by her husband, Carl Steele; sons, Tod (Victoria) Meyer of Klein, Texas and Scott (Joan) Meyer

Wisconsin.

When Teri was not working at Paul Smith Accounting, she was spending her time with her grandchildren. She was very much involved with her family and their events. Teri worked for Paul Smith for 19 years.

Teri is survived by her daughter, Kelly (PJ) Gabucci, Oregon; grandchildren, Gregory and Gabrielle Gabucci, Oregon, twin brother, Tom

of Loves Park; granddaughters, Madeline, Rebecca, Gabrielle, Caroline Meyer of Klein, Texas and Isabella Meyer of Loves Park; brother Dale Murtey of Orange, California; and numerous cousins, nieces and nephews.

She is preceded in death by her parents, Clarice and Ivan Murtey; stepfather, Emil “Jack” Nagel; and first husband, Jerry Meyer.

Funeral services will be held on Friday, Aug. 21, at 11 a.m. at Finch Funeral Home, 405 E. Hitt St. in Mt. Morris. On Saturday, Aug. 22, Donna’s remains will be buried at Roselawn Cemetery in Moline.

In lieu of flowers, donations can be made in Donna’s memory to Heifer International, one of her favorite philanthropies.

Aug. 11 Andrew Davis, 28, of Alsip was arrested for driving while license revoked after being stopped by deputies on Interstate 39 for speeding. Davis was transported to the Ogle County Jail and held in lieu of bond.

Bowe Osborn, 41, of East Peoria was arrested for two counts of criminal trespass to vehicle, two counts of theft from vehicle and possession of controlled substance and Heather Krueger, 38, of Machesney Park was arrested for possession of controlled substance and improper container cannabis passenger after deputies responded to the Ogle County Highway Department, located at 1989 South Illinois 2 for the report of a theft. Both Bowe and Krueger were transported to the Ogle County Jail and held in lieu of bond.

Aug. 13 Nicole S. Palmeno-Gonzalez, 39, of Rockford was arrested on an Ogle County warrant for battery. Palmeno-Gonzalez had a bond of $3,000/10% and was scheduled to appear in court at a later date.

Shaina L. Gorman, 18, of Rockford was arrested on an Ogle County war-

rant for battery. Gorman had a bond of $3,000/10% and was scheduled to appear in court at a later date.

Jesse J. Baldwin, 47, of Freeport was arrested on an Ogle County warrant for failure to appear. Baldwin had a bond of $1,215.98 and was scheduled to appear in court at a later date.

Zachary B. Arachikavitz, 22, of Whitewater, Wisconsin was arrested on an Ogle County warrant for failure to appear. Arachikavitz had a bond of $1,321 and was scheduled to appear in court at a later date.

Armando Losoya, 33, of Franklin Grove was arrested on an Ogle County warrant for failure to appear. Losoya had a bond of $3,749 and was scheduled to appear in court at a later date.

Garth Anderson, 56, of Rockford was arrested on an Ogle County warrant for driving on suspended license. Anderson had a bond of $1,000 or 10 percent and was scheduled to appear in court at a later date.

Aug. 14 Richard J. D’Onofrio, 61, of Esmond was arrested at 11:07 a.m. for driving on a suspended drivers’ license after deputies responded to the area of Powers Road in reference to a reckless driver and found D’Onofrio stopped in the 200 block of Powers Road in a blue

Aug. 10 At 2:30 p.m., police investigated a one-vehicle traffic incident where a 2003 Infiniti driven by Samuel Orengo, 42, of Oregon, drove over some downed wires. No citations were issued.

At 8:50 p.m.,police investigated a two-vehicle traffic crash in the 1100 block of W. Washington Street involving a 2008 Suzuki driven by Traci A. Merriman, 39, of Mt. Morris, and a 2017 Honda driven by Brian W. Lutz, 44, of Mt. Morris. No citations were issued.

Aug. 15 Manuel D. Gallegos-Loera, 27, of Belvidere, was issued a citation at 6:45 a.m. for speeding, 55 mph in a 30 mph zone.

This violation occurred in the 700 block of N. 4th Street.

Andrew T. Westel, 52, of Riverside, was issued a citation at 1:29 p.m. for speeding, 55 mph in a 35 mph zone. This violation occurred in the 1300 block of

Aug. 15 Daniel Roman, 37, of Rochelle was arrested at 9:34 a.m. on an outstanding Ogle County arrest warrant after deputies, along with officers from the Rochelle Police Department, responded to an unwanted subject in the 100 block of Ramona Avenue. Roman was transported to the Ogle County Jail where he was held in lieu of bond.

Stevie Moore, 40, of Bellwood was arrested at 3:55 p.m. for not having a valid drivers’ license, driving on a suspended drivers’ license, fleeing to elude, possession of a controlled substance (cocaine), possession of a controlled substance (ecstasy) and obstructing identification.

He was arrested after deputies responded to the area of the 7,000 block of North Illinois 2 for a complaint of a reckless driver.

Moore was stopped by deputies at the intersection of Blackhawk Drive and Walnut Street in Byron. He was also cited for operating an uninsured motor vehicle, no seat belt and expired registration.

Aug. 16 Jason E. Stombaugh, 35, of Oregon was arrested at 2:28 p.m. for disorderly conduct after deputies responded to 1450 North Illinois 2 in reference to a noise complaint. Stombaugh was given an I-bond and released.

Miranda Garcia (age not provided) was arrested for a failure to appear warrant. Garcia;’s bond was set at $3,280.25 full cash pending a court appearance. Garcia remained in custody in the Ogle County Jail.

Aug. 17 Brian Boyland, 41, of Rockford, was arrested on an Ogle County warrant for failure to appear. Boyland went to court and was released on a $1,000 recognizance bond. Boyland is scheduled to be back in court on Sept. 27 at 9 a.m.

Roger Hauseman, 61, of Rockford, was arrested on an Ogle County warrant for failure to appear. Hauseman posted his $271 full cash bond and was released from the Ogle County Jail with no further court dates.

POLO POLICE

OREGON POLICE Oregon Police Chief Shawn Melville reports the following police activity.

Jeep Grand Cherokee. D’Onofrio was also cited for improper lane usage. Ron’s Towing removed the vehicle from the location and D’Onofrio was transported to the Ogle County jail for processing.

Pines Road.

Greg M. Welker, 71, of Polo, was issued a citation at 3:57 p.m. for speeding, 51 mph in a 30 mph zone. This violation occurred in the 100 block of N. Daysville Road.

Aug. 8 Benjamin Y. Breneman, 26, of Franklin Grove, was arrested for criminal damage to property. He was trans-

ported to the Ogle County Jail.

Aug. 16 Luis E. Z. Hernandez, 31, of Aurora, was cited for speeding 41 mph in a 30 mph speed zone. He was released on an I-Bond.

STATE POLICE Illinois State Police announce monthly activity for July Illinois State Police District 1 Troopers issued 360 citations, 193 written warnings, and made 15 criminal arrests during the month of July.

Speeding accounted for 239 citations, 22 citations were issued for occupant restraint violations, and seven citations were issued for distracted driving violations.

Troopers investigated 21 traffic crashes, assisted 113 motorists, and conducted 24 commercial vehicle

inspections, two of which were placed out-ofservice for safety reasons.

There were five arrests for driving while under the influence.

District 1, which encompasses Carroll, Lee, Ogle, and Whiteside counties, investigated no fatal traffic crashes in July.
