Vote falls just short of two-thirds majority

BY VINDE WELLS vwells@oglecountynews.com Although the Polo School District voters overwhelmingly supported a referendum Tuesday, the measure still failed because it lacked the necessary twothirds majority for passage.

“We came pretty close. If it was anything else it would be a landslide,” Superintendent Chris Rademacher said.

The referendum to elect school board members at large, rather than restricted by where they live, was approved by 65.96 percent of voters, falling less than one percent short of the 66.67 percent required by state law.

Overall 911 people voted yes and 470 voted no.

Currently, no more than three school board members can reside in the same congressional township. The rejection of the referendum means that restriction will continue.

The restriction means in several recent election, the candidates who got the most votes could not be seated on the board.

Another complicating factor in the current system is that congressional township boundaries are not always the same as the geographical townships.

In this case, congressional Buffalo Township includes the northern third of geographical Woosung Township.

One township made all the difference in Tuesday’s election results, Rademacher said.

According to the state statute, he said, if it fails in one township, the two-thirds,

In this case it failed only in Palmyra Township in Lee County, where voters turned it down 10-5.

The results in the other eight townships are as follows: • Brookville — 18 yes to 15 no; • Buffalo — 513 yes to 232 no; • Eagle Point — 54 yes to 38 no; • Grand Detour — 5 yes to 2 no; • Lincoln — 58 yes to 50 no; • Pine Creek — 45 yes to 38 no; • Woosung — 92 yes to 44 no; • Jordan (Whiteside County) — 6 yes to 4 no; This is the third time the referendum has failed.

“I would have liked for it to pass, but

there are some positives,” Rademacher said. “Last time it failed in five townships, and this time it only failed in one.

We’ll continue to try to get the best people we can to run for the board.”

The next school board election is April 2, 2019.

The same referendum failed in 2007, when it had to pass in all nine townships to be approved, but failed in five of them for a total tally of 243 noes to 209 yeses.

By 2016, state laws had changed to require that to pass, it needed a twothirds, or 66.67 percent, majority overall.

That time the referendum was approved 1,149 to 704, but still failed because it is was only a 62 percent majority.

Republicans win all but one county race

BY VINDE WELLS vwells@ogle countynews.com As expected in a Republican stronghold, the GOP nearly swept the three contested races in Ogle County on Tuesday.

The only exception was in County Board District 3, where Democrat Lloyd Droege defeated Republican Jamey Sulser 743 votes to 498 to win a four-year term.

Republican incumbent Greg Sparrow was reelected with 724 votes in District 3, which includes Flagg Township Precincts 1, 2, 3, 6, and 7.

All three are from Rochelle.

Although he lost the election, Sulser will remain on the county board for two years because he was appointed in October to fill out an unexpired term.

Droege’s success means two Democrats will now sit on the 24-member county board, along with 22 Republicans.

The other Democrat is longtime board member Bobbie Colbert, who is also from Rochelle.

Republicans were successful in every other county race.

Incumbents Pat Nordman and Wayne Reising, both of Oregon, kept their seats on the county board in District 2, defeating Democratic challenger Jerry Shirar,

of Oregon.

Vote tallies were 1,640 for Nordman, 1,256 for Reising, and 870 for Shirar.

District 2 includes Oregon-Nashua, White Rock, Pine Rock, and Lafayette Townships.

The outcome was much the same in District 7, which includes Mt. Morris, Maryland, and Forreston Townships.

Republicans Stan Asp, of Mt. Morris, and Dean Fox, of German Valley, garnered 1,435 votes and 1,239, respectively to Mt. Morris Independent Chris Kolling’s 569.

The Mt. Morris 19-year-old accused of battering a 5-monthold baby was charged Tuesday afternoon with six counts of aggravated battery to a child.

Ogle County State’s Attorney Eric Morrow said more charges may be filed against Shane D. Wilson once prosecutors have access to all the baby’s medical records.

Wilson appeared before Judge John B. Roe Tuesday, and his bond remains at $500,000. He is being held in the Ogle County Jail.

Roe set a preliminary hearing for Wednesday, Nov. 21.

Wilson, who has a history of domestic abuse, is accused of injuring the baby so severely that she wound up in at Rockford hospital with a fractured skull and multiple broken bones.

Bones in the child’s ribs, arms, legs, and wrists were fractured, and she also had cranial bleeding, and a collapsed lung.

Ogle County Sheriff Brian VanVickle said the injuries occurred over “a couple of days.”

VanVickle said Wilson, although not related to the little girl, was living in the same household at Mt. Morris Estates.

Wilson was arrested Nov. 1 and faces 6 to 30 years in prison if convicted of aggravated battery of a child, a Class X felony.

Police responded to the hospital where the baby was being treated early on Oct. 30.

Dixon police located Wilson

around midnight on Oct. 31 and transported him to the Ogle Co u n ty Jail on outShane D. Wilson s t a n d ing arrest warrants from previous charges.

According to a news release from VanVickle, the baby remains in the hospital in critical but stable condition, but no update was available on Tuesday.

In September of 2017, Wilson was convicted of misdemeanor domestic battery and sentenced to a year and a half of probation.

A felony charge of battering a pregnant person was dismissed.

In March of this year, he was charged with five counts of felony domestic abuse, felony possession of marijuana and misdemeanor resisting; he pleaded down to one count of aggravated domestic battery and in June was sentenced to two years’ probation.

When Wilson was arrested last week, two Ogle County warrants had been issued for him, one for failure to pay or appear in the 2017 case, and the other, on a petition, filed Aug. 31, to revoke his probation in this year’s case, also for failure to pay or appear.

Black Hawk Statue gets rewrapped for winter

BY VINDE WELLS vwells@oglecountynews.com The Black Hawk Statue will be back under wraps for the winter — hopefully for the last time.

A crew from Quality Restorations Inc., of Wood Dale, arrived early Monday morning to encase the beloved icon in padding covered by black plastic to protect its crumbling surface from the cold and snow.

QRI wrapped all but the statue’s head on Monday and was expected to finish the job on Wednesday.

This will be the fifth winter that the 107-year-old concrete monument has been covered, awaiting restoration.

The repairs are scheduled to begin next spring and be finished in 60 to 90 days, in time for most of the summer tourist season.

Thousands of visitors come each year to see the statue, which is situated on a high bluff overlooking the Rock River at Lowden State Park near Oregon.

Sculptor Lorado Taft created the 48-foot concrete statue as a tribute to Native Americans in 1910. It was unveiled and dedicated in 1911.

Listed on the National Register of Historic Places since 2009, the concrete statue needs repairs due to the ravages of weather and time.

Over the years, despite numerous repair efforts, parts of the statue have crumbled and fallen off. Winter weather has been especially devastating.

The Black Hawk Restoration Team recently successfully completed a fundraising drive to pay for the repairs.

However, donations are being sought for the continued maintenance of the statue.

In District 4, which includes Flagg Township Precincts 4, 5, 8, 9, 10, and 11, incumbents John (Skip) Kenney and Bruce W. McKinney received 1,291 and 1,733 votes respectively.

In District 5, which includes Marion, Rockvale, and Leaf River Townships, incumbents Martin Typer and Richard Daniel Janes, both of Stillman Valley, garnered 2,199 and 1,585, respectively.

In District 6, which includes

Byron Township, incumbent Dorothy R. Bowers, of Byron, got 1,652, and newcomer Todd M. McLester, also of Byron, received 1,218 votes.

In District 8, which includes Brookville, Lincoln, Eagle Point, Buffalo, Pine Creek, Woosung, Grand Detour, and Taylor Townships, incumbent Lyle Hopkins, of Polo, and newcomer Susie Corbitt, also of Polo, received 1,991 and 1,609, respectively.

All terms are four years long, and newly elected officials take office

on Dec. 1.

Three other unopposed Republicans were also elected to four-year terms for county offices.

Brian VanVickle, of Rochelle, earned a second term as sheriff with 16,337 votes.

Laura Cook, of Oregon, received 16,377 votes for a second term as county clerk.

Linda Beck was elected to her first term as county treasurer with 16,237 votes. She was appointed to the post in June.

BOY SCOUTS

Tanner Clayton achieves rank of Eagle Scout Tanner Clayton was honored during an Eagle Court of Honor Ceremony, held on Oct. 27 at the First Presbyterian Church of Oregon.

Clayton, the son of Adrienne and Troy Clayton, of Mt. Morris, is a member of Boy Scout Troop 52 which is sponsored by the First Presbyterian Church of Oregon.

Clayton completed the requirements for the rank of Eagle Scout and passed a board of review on Aug. 10.

He started his Scouting career with Cub Scout Pack 81 in Oregon as a Bear Cub Scout in 2010.

As a Boy Scout he attended summer camps at Camp Lowden near Oregon where he earned many of his merit badges.

He earned the following 21 merit badges to become an Eagle Scout: camping, citizenship in the community, citizenship in the nation, citizenship in the world, commu-

nications, cooking, emergency preparedness, environmental science, first aid, swimming, personal management, personal fitness, family life, veterinary medicine, sculpture, chess, geocaching, medicine, wilderness survival, textile, and archery.

To date he has earned a total of 45 merit badges and received two bronze palms, a gold palm, and a silver palm for the additional 24 badges beyond those required for the Eagle Rank.

Tanner’s Eagle project involved organizing members of his troop to improve the outside appearance of the historic Chana School Museum in Oregon during the spring of 2015.

This took 104 hours of work doing pressure washing of decks, applying waterproofing, cleaning out planting areas, and spreading mulch.

He traveled with Troop 52 on week long summer trips to Wisconsin twice, and the Boundary Waters in

Minnesota, for bicycling, camping, canoeing, fishing, and white water rafting.

He attended seven-day summer camps for Boy Scouts at camp Lowden for four years, a six-day Junior Leader Training- NYLT, and many campouts in tents, cabins, and caves.

In 2017, he attended the BSA National Jamboree at the Summit Scout Reservation in West Virginia, where he experienced many new adventures including white water rafting on the New River.

He is a brotherhood member of the Order of the Arrow, an honor camper society of the Boy Scouts of America.

His leadership skills have been demonstrated in the positions of instructor, quartermaster, troop guide, O/A representative, and senior patrol leader.

Byron Civic Band to perform first concert Nov. 14 The newly formed Byron Civic Band will hold its first ever performance on Wednesday, Nov. 14 at 7 p.m. at the Byron Middle School auditorium.

Band members come from Byron, Oregon, Mt. Morris, Rockford, and as far away as Caledonia and Wisconsin.

The band’s founder Ron Kroeger moved to Byron in August of 2017 from northern Wisconsin to be closer to family.

An active player for the last 25 to 30 years, he inquired about a community band, and when he didn’t find one he decided to start one himself.

Director Mark Rose comes with a wealth of musical knowledge and background.

He has music degrees from VanderCook College of Music and the University of Illinois.

He has conducted or performed on clarinet, bass clarinet, and saxophone in most musical groups in the Rockford area.

He is the current conductor of the Rock Valley College Old Towne Band and plays in the Rockford Wind Ensemble, the Rockford Concert Band, Dixieland Band, and the Founder, Ron Kroeger along with Ellen Miller, Adam Sarantakos, and Dennis Morris, rehearse for the premiere concert on Nov.14.

Eagle’s Nest Art Group to host art show this month The Eagle’s Nest Art Group will hold an art show during Oregon’s Candlelight Walk on Saturday, Nov. 24 from 4 to 8 p.m. at the ENAG gallery on the second floor of Conover Square Mall, 201 N. Third St., Oregon.

No fee will be charged for the show. Parking is plentiful.

Regional Juried Exhibition opens Nov. 17 in Freeport Baileyville artist’s work will be displayed at show Sam Tucibat, of Baileyville, is one of the artists whose work will be displayed at the 15th annual Regional Juried Exhibition, which opens on Saturday, Nov. 17 from 5 to 8 p.m. at the Freeport Art Museum, 121 N. Harlem Ave., Freeport.

Featuring contemporary art created by artists living in the tri-state region of Illinois, Iowa, and Wisconsin, the show continues a tradition of displaying some of the finest works materializing in the heart of the Midwest.

The exhibition provides

a venue for emerging and established artists to debut their latest artistic pursuits.

Organized to showcase artists’ unique ideas and compositions, this exhibition allows the community to experience art created from a wide variety of media.

The types of media accepted range from traditional mediums such as painting and sculpture to conceptual and new media techniques such as video and installation art.

Garnering a reputation as a highly competitive show, the museum received over 200 submissions from nearly 60 artists this year.

The Missiles and Forreston Cardinals battled for 48 minutes and still couldn’t decide anything in the second-round Class 1A matchup at Floyd Daub Field.

Both teams even found the end zone in overtime, but the Cardinals punched in their two-point conversion, the Missiles did not, and Forreston came away with the 22-20 win.

“I was seeing fight and dedication,” Forreston quarterback Bailey Cullor said. “We put in the work all week and we came out on top.”

Taking the ball first in overtime, the Cardinals scored when Garett Badertscher found running room around the left end for 9 yards on second down.

“The offensive line was pushing them down,” he said. “It was a wideopen hole. It was amazing, just what I wanted.”

He then punched in the two-point conversion.

On their overtime possession, the Missiles (10-1) threw the ball to Nate Rahn in the flat on first down and he got to the 1. He was stuffed on a run up the middle on second down, then scored on third down.

On the conversion attempt, Missiles quarterback Jack Munz threw to Rahn in the left flat, but he was bottled up by a host of Forreston tacklers, so he improvised, lateraling back to Munz. The Milledgeville senior fumbled, then recovered, but was quickly corralled by Forreston players.

“We were going to line up to see what their look was and have a read,” Milledgeville coach Jason Wroble said. “Forreston did a nice job. They came over, knew we would be throwing out to the edge, and adjusted late.”

After both teams were held scoreless in the first quarter, both scored twice in the second.

The Cardinals (9-2) got a 1-yard run from Evan Kelsey and a 60-yard touchdown from Badertscher.

The rushing attack was opened up by the passing game, as Munz completed 11 of 13 passes for 76 yards, throwing mostly to the flat.

He completed the first seven passes he attempted before finally throwing a deep incompletion in the waning seconds of the first half.

Munz led the Missiles in rushing with 105 yards on 11 carries, including a 54-yard gain on a read option.

“We hadn’t shown that much on film and thought we had a chance,” Wroble said. “Jack’s really good at the read, and we knew they’d be keying on our stuff. We knew he’d make some nice plays. Unfortunately, we left a couple scores on the board that turned out to be big.”

That play got the Missiles to the Forreston 2, but the Cardinals made a goal-line stand on that drive.

Another drive reached the Forreston 5, but a holding call knocked the Missiles back and Forreston’s defense made the stop on fourth down.

“They were just plugging holes better, and knew what we were going to do,” Boyer said.

Forreston hosts Dakota on Saturday, Nov. 10 at 5 p.m. in the 1A quarterfinals.

HCA had three net violations and four balls hit out of bounds in a 12-5 run by Galena.

“We have younger kids and their

nerves showed,” HCA coach Mike Bui said. “Galena the exact same team as last year, but 10 times better.”

Wills was aware of the difference in experience and used it to his advantage.

“With that young roster, we wanted to put pressure on them,” he said.

Football fans have 2 local playoff games Saturday A

s I left Stillman Valley after covering its playoff game with Elmhurst IC, the thought came to me of high-tailing it to Milledgeville to watch the second half of the Missiles and Forreston.

The combination of already getting my fill of a game, the cold and damp weather and the prospect of eating cornbread, red beans and rice led me home instead.

That decision was my loss, as Milledgeville and Forreston put on a classic small-school thriller, all the way down to overtime.

At least, that’s how it sounded on the radio and credit to all our area radio stations for going to outposts all over northern Illinois and bringing these games to life.

Listening to the game, I was torn on whom to root for. Forreston is the program I’m more familiar with, but there is sentimental attachment to Milledgeville because of its small enrollment, senior-dominated line up and the fact they haven’t tasted all the post-season success that Forreston already had.

Like so many playoff games all over Illinois, you hated to see either

side lose.

Even though Forreston romped over Dakota in the regular season, expect a closer game in the third round of the playoffs.

In looking at my notes from the first game, Forreston had racked up 222 yards early in the second quarter in taking a 20-0 lead. Recovering an onside kick after their first TD and shutting down Dakota’s offense was key.

The Indians did catch a break by scoring just before the half, but Forreston came right back and went 13 plays on its first possession of the third quarter to put the game out of reach with a 28-7 lead.

Probably of any one game this year, that was the one where the most things went right for the Cardinals.

The other quarterfinal in the northern bracket is full of intrigue,

as Le-Win travels to play Aurora Christian, who might be the real deal after all.

Even though AC beat No. 1 seed Princeville 41-0, it’s meaning is blurred by not knowing how good Princeville was.

We all know how good Le-Win is and depending on how they fare against AC, there will be a definitive answer to this question.

Speaking of Aurora Christian, Chad Beebe a receiver on the 2011 and 2012 championship teams and son of Don Beebe, made his NFL debut this week for Minnesota.

It is much easier to gauge competitive balance in volleyball and it much closer among the top teams.

For example, Forreston played Galena as close as anyone else did in the post season. The Cardinals could have been the ones traveling to Normal this weekend.

But then again, so could Le-Win or Orion.

Losing Katie Erdmann will be a huge blow for the team, but I was very impressed with the play of junior Alexus Houston. Being 5-foot5, she gets as much out of her height at the net as anyone.

There’s a lot of talent coming back and the Cardinals will be back at the top of one of the best small conferences in the state.

Getting back to the Stillman Valley game against Elmhurst IC. The program listed 20 assistant coaches for Elmhurst, including former NFL player Matt Bowen. Stillman wasn’t far behind with 16 assistants.

It’s a much different era now than when schools relied strictly on in-house teachers for the coaching staff. I can remember as a kid going to games at St. Joe-Ogden where my dad first starting coaching and it was him and one other person for the entire program.

That worked fine, but that was a time when kids did not require as much supervision, nor was there as much specialized training.

Coaching football was pretty simple back then.

For any fans looking for a Rte. 72 football doubleheader on Saturday, Byron and Forreston couldn’t have made it any easier with the 2 and 5 start times.

Thanks especially to Forreston for bucking the trend against earlier start times.

In front of a packed house for the Oregon 2A super-sectional, Galena earned its first-ever trip downstate in volleyball with a 25-16, 25-19 win over Elgin Harvest Christian Academy.

“I’m a basket case right now,” said Galena coach Dennis Wills, as Pirates fans celebrated with his team at the Blackhawk Center on Nov. 1. “I’m just happy to play at a neutral court instead of making a 3-hour trip their home floor.”

Last year at Elgin, HCA defeated Galena at the super-sectional. Wills was delighted to make the shorter 75-mile drive to Oregon and also evident was a loose Pirate volleyball team.

From start to finish, Galena (345) controlled both games. In game one, it was a combination of kills by

HCA closed to within 19-16, but the Pirates scored the final six points for the win.

HCA did steady down a bit in game two and laid down power kills, but Galena’s defense played remarkable.

“They didn’t let anything drop and blocked well,” Lui said. “It’s not very often we see anything like that.”

In jumping out to a 5-1 lead, the Pirates managed two saves that ordinary teams would have no chance on. HCA did take a brief 10-9 lead after four straight Galena mistakes.

Another out-of-bounds shot by HCA and two kill by Wills got the lead back for good. HCA would close to within 20-19, but a costly service error stopped the momentum. Sami Wasmund would make HCA pay with two aces and 25-19 win.

“Our motto on the back of shirts says ‘defend to the end’,” Wills said.

Durand almost made it two NUIC teams to win a super-sectional, but lost a 25-23, 26-24, 25-20 match to Newark in 1A. Still, the league has a team downstate for the fifth straight year.

Nov. 1 Jacqlyn Newton, 24, of Rockford, was arrested for failure to appear. Newton had a bond of $264 and was given a bond for $40 after going to court. She posted the $40, was released from the Ogle County jail, and is scheduled to return to court on Nov. 26.

Vincent Crum, age 27, of Prophetstown was arrested for failure to appear.

Nov. 3 Deputies, Oregon Police Department, Oregon EMS, and Mt. Morris Fire Department responded to a single vehicle rollover accident at 6:46 p.m. in the 1700 block of West Pines Road.

After an investigation it was learned that Robert A. Meier, 69, of Polo, had swerved to miss a deer. His vehicle entered the ditch and overturned.

He was transported to KSB Hospital, Dixon, by Oregon EMS for non-life

Deputies responded to South Daysville and Lowden Roads for a two-vehicle crash with airbag deployment.

It was determined that Shaun Repplinger, 24, of Hawthorn Woods, was approaching Daysville Road on Lowden Road and failed to stop.

Repplinger’s vehicle struck a vehicle traveling southbound on Daysville Road driven by Alexander Gall, 60, of Oregon, causing both vehicles to leave the roadway and land in the east ditch.

Gall and his passenger Catherine Gall, 56, of Oregon, were transported to Swedish American Hospital, Rockford, for non-life threatening injuries.

Repplinger was cited for disobeying a stop sign and transported to Rochelle Community Hospital with non-life threatening injuries.

Kolby Morningstar, 19, of DeKalb was arrested at 7:10 p.m. for violation of an order of protection. He was transported to the Ogle County Jail where he was held in lieu of bond.

Nov. 5 Marcus Gaines, 23, of DeKalb, was arrested on an outstanding Ogle County warrant for failure to appear. He could not post $8,288 full cash bond and was held in the Ogle County Jail pending a court appearance.

Rickey Graff, 49, of Freeport, was arrested on an outstanding Ogle County

warrant for failure to appear. He could not post $1,687 full cash bond and was held in the Ogle County Jail pending a court appearance.

Melvin Gray, 46, of DeKalb, was arrested on an outstanding Ogle County warrant for failure to appear. He could not post $3,344 full cash bond and was held in the Ogle County Jail pending a court appearance.

Robert Maclin, 46, of Rockford, was arrested on an outstanding Ogle County warrant for two failures to appear. He could not post full cash bond of $618 and $594 and was held in the Ogle County Jail pending a court appearance.

JOSIE F. ARJES Josie F. Arjes, 100, of Forreston, died on Sunday Nov. 4, 2018 at Lena Living Center. She was born on March 1, 1918 in Kenosha, Wisconsin, the daughter of John and Ethel J. (Blanchard) Feltman. Josie and Plummer A. Arjes were married on May 21, 1940 in Cedar Rapids, Iowa, by Rev. V.C. Grant. Plummer died on Dec. 26, 2001.

To this union was born a daughter, Vera J., and son, George H. Josie graduated from Brown’s College of Commerce in Freeport. After graduation she did secretarial work in several places in Freeport.  Josie and her husband Plummer

STEVEN E. BECK Steven E. Beck, 74, of Mechanicsburg, Pennsylvania, died on Tuesday, Oct. 30, 2018 at Geisinger Holy Spirit Hospital.

Born to the late Edgar Beck and Melba Binkley Beck, Steve’s extraordinary life began on Nov. 12, 1943 in Freeport, Illinois, where he was raised by a closeknit community of family and friends. The experience of growing up in this historic time, amongst the ever-shrinking pieces of small-town America, shaped Steve’s perspectives on the importance of family and the need for community.

Surrounded by farm laborers, construction workers, and truck drivers, (many of them veterans of the second World War), Steve’s blue-collar upbringing in Oregon, lllinois, introduced him to the rigors of hard work which eventually grew into a life-long love of horses. After graduating from high school, Steve joined the United States Navy and proudly served six years as a U.S. Navy Hospital Corpsman. Aboard the USS Monrovia Steve went on many adventures which included the Cuban Missile Crisis of 1962 and the rescuing of American civilians during the

started working under Civil Service at the Savanna Ordnance Depot in 1940.  After moving back to Forreston in 1945 she worked at several places in Freeport including Micro Switch for eight and a half years before moving to Peoria in 1963.  In Peoria Josie began work at Caterpillar in July of 1963 and retired on July 1, 1980, and then both she and her husband returned to Forreston.

Josie and Plummer enjoyed and were accomplished ballroom and square dancers.  She was a member of the Order of

the Eastern Star from April 1947 to the time of her death.  She became a 50-year member of the order in 1997.  She became a Grand Lecturer of the order in 1952, and was an active member for many years in Eastern Star.  She had been active in churches in the various communities where they lived and was a member of the First United Methodist Church, Forreston.  Josie is survived by her daughter, Vera (Nick Losco), of Freeport, her grandchildren, great-grandchildren,

great-great-grandchildren, and greatgreat-great grandchildren.  She was preceded in death by her husband; her son, George H. Arjes; granddaughter, Diedre A. Arjes; a sister; and a brother.  Funeral services will be held on Saturday, Nov. 10 at 10:30 a.m. at BurkeTubbs Funeral Home in Freeport with Rev. Panama riots of 1964. His last two years of service he spent preparing and deploying to the Republic of Vietnam attached to the 1st Marine Division, 3rd Battalion, 11th Marines.

After leaving the service in 1968, Steve combined his love of horses with his blue-collar roots and began a career in the equine industry, eventually relocating from the Midwest to Hempt Farms in central Pennsylvania. Steve would focus the next 24 years of his career on the breeding and raising of Standardbred horses, beginning as a Foaling Man and retiring as Superintendent. His love of horses eventually lead him to the greatest love of his life; his wife, Betty Ann Stubbs.

In the summer of 1971, Steve stumbled before falling in love with Ann. Never a man to waste time Steve proposed to Ann within two weeks of their first date. Ann accepted and in June of 1972 they wed. This marked the beginning of an amazing 46-year adventure of friend-

ship, laughter, and above all, true love. Out of this love Ann and Steve bore and raised two children—twin boys, Craig and Jeff.

Steve’s retirement from Hempt Farms did not mean the end of a prolific career, but the beginning of a new one as he and his wife Ann founded their own Standardbred breeding farm; Anchor Farm in Carlisle, Pennsylvania. There they shared their love of horses with each other until full retirement in 2006.

An avid collector of baseball memorabilia, a gifted baker, and a veracious reader, Steve spent his retirement pursuing the things that made him most happy while sharing these pursuits with the people he loved most—his family. Steve was a marvelously funny man and an intriguing human being. A son, a brother, friend, father, grandfather, and husband: Steve will be missed by all who knew him. Fair winds and following seas and long may your big jib draw.

Steve is survived by his loving wife, Betty Ann Beck, of Mechanicsburg, Pennsylvania; twin sons, Craig Beck of York Haven, Pennsylvania, and Jeff Beck and his wife Melissa of Mechanicsburg; six grandchildren, Lily Beck, Victor Beck, Aiden Beck, Maxwell Beck, Eloise Beck, and Jackson Beck.

In addition to his parents, Steven was preceded in death by a sister, Barbara Bacus.

Visitation will be held on Wednesday, Nov. 14 from 10 to 11 a.m. at Farrell-Holland-Gale Funeral Home, 110 S. Seventh St, Oregon. Burial will follow in the West Branch Cemetery, near Haldane.

He liked language, playing with it and noting its absurdities.

He had good humor, whether he was hearing jokes, telling jokes, or reading humorists like Will Rogers.

In his retirement, Sheldon enjoyed traveling across the country visiting family or just to see new places.

A fan of things Irish and British, he appreciated the chance to visit England and see his mother’s family homestead.

Sheldon is survived by his children, Jennifer Williams, Richmond, Indiana, and Christopher (Karen) Williams, Chicago; grandchildren, Samuel and Addison Williams, Chicago; step-children, Stuart (Lela) Wissing, Mt. Morris, Marcia (Chris) Wissing-Ruhl, Tucson, Arizona; step-grandchildren, Logan Susini, Phoenix, Arizona, Matthew

Sheldon B. Williams, 84, of Mt. Morris, died on Saturday, Nov. 3, 2018 at Pinecrest Manor Nursing Home, Mt. Morris.

Sheldon was born on May 2, 1934 in Chicago, the son of Howard and Martha (Bate) Williams.

He graduated from Peotone High School in the Class of 1952, and he graduated from North Central College in Naperville with a degree in Sociology.

Sheldon married Ruth E. Strickler on June 22, 1963 in Mt. Morris, and she preceded him in death on July 9, 1977.

Sheldon then married Myrna (Lippert) Wissing on July 12, 1986 and she preceded him in death on Jan. 21, 2016.

He began teaching junior high English and literature in Mt. Morris in the fall of

Charles W. “Chuck” Kness Jr., 61, a lifelong resident of Polo, died on Wednesday, Oct. 31, 2018, at CGH Medical Center in Sterling.

Chuck was born on Dec. 25, 1956, in Freeport, the son of Charles and Marjorie (Bryson) Kness.

He was the best Christmas gift his sisters ever received, and they have spoiled him ever since.

He attended Polo Community Schools and graduated with the Class of 1976.

He could still be found on the sidelines cheering on his grandkids and the rest of the Marcos.

He married Tina Haenitsch on Aug. 6, 1999. They loved each other very much,

and she will miss him every second.

He enjoyed his job and coworkers at Sewer Equipment in Dixon, to whom his family will be forever grateful for the care and compassion they have shown him.

Chuck enjoyed the simple things in life: a cup of coffee around the kitchen table, motorcycle rides, attending anything that had to do with his grandchildren, and being surrounded by his friends and family.

He simply was the best husband,

OREGON POLICE Oregon Police Chief Darin DeHaan reports the following police activity.

Oct. 29 At 10:35 a.m.,police responded to a two-vehicle traffic crash in the 900 block of Madison Street involving a 2006 Hyundai driven by Carmen Nguyen, 64, of Oregon, and a parked 2013 Toyota belonging to Gregory L. Cotovski, 41, of Oregon and a utility pole in the terrace of 904 Madison Street. Nguyen was arrested for driving while license suspended and was also issued a citation for operating an uninsured motor vehicle. Nguyen was transported to the Ogle County Jail.

At 3 p.m., police responded to the Oregon High School and took one 16-year-old male juvenile into limited custody for the offense of possession of an electronic smoking device. The juvenile was released into a parent’s custody with the report being referred to the Ogle County State’s Attorney’s Office.

At 8:43 p.m., police responded to a disturbance in the 900 block of Jefferson Street resulting in the arrest of Delylah N. Sensor, 18, of Oregon, for domestic battery. Sensor was transported to the Ogle County Jail.

Oct. 31 Elizabeth A. Gray, 33, of Oregon, was issued a citation at 11:17 a.m. for oper-

ating a vehicle with an expired registration. This violation occurred in the 500 block of Fair Street.

Leo R. Dempewolf, 26, of Oregon, was arrested at 2:50 p.m. for theft, less than $300. Dempewolf was transported to the Ogle County Jail.

Sarah R. Wagner, 37, of Mt. Morris, was issued citations at 10:30 p.m. for no valid registration and operating an uninsured motor vehicle. These violations occurred in the 600 block of West Washington Street.

Nov. 1 Hannah E. Ellison, 25, of Oregon, was issued citations at 1:20 a.m. for no valid driver’s license and operating an uninsured motor vehicle. These violations occurred in the 400 block of Adams Street.

Noah D. Paul, 18, Oregon, was issued a citation at 4:25 p.m. for reckless driving for an incident that occurred the previous day at 3:05 p.m., while leaving the Oregon High School parking lot.

At 7:30 p.m., police investigated a two-vehicle traffic crash in the 800 block of South Fourth Street involving a 2018 Nissan driven by Gary A. Helms, 64, of Rock Falls, and a parked vehicle belonging to Jonathan P. Coleman, 46, of Oregon. Helms was issued a citation for

failure to give information after striking an unattended vehicle or other property.

Von E. Johnson, 47, Rockford, was issued citations at 8:37 p.m. for speeding, 41 mph in a 30 mph zone, and operating an uninsured motor vehicle. These violations occurred in the 600 block of North Fourth Street.

Nov. 2 Darren T. Barker, 48, of Mt. Morris, was charged at 1 p.m. with retail theft from the Oregon Super Valu. Barker was already in custody at the Ogle County Jail.

Nov. 3 Nathaniel A. Louderbeck, 26, of Marengo, was issued a citation at 12:40 a.m. for operating an uninsured motor vehicle. This violation occurred in the 100 block of North Fourth Street.

Katherine C. Roxworthy, 17, of Rockford, was issued citations at 1:25 a.m. for speeding, 70 mph in a 30 mph zone, and no valid driver’s license. These violations occurred in the 300 block of North Fourth Street.

At 1:25 a.m., police took one 17-yearold female juvenile of Rockford into limited custody for the offense of being out after curfew. A second 17-yearold female juvenile of Rockford was also taken into limited custody for the

offenses of being out after curfew and unlawful possession of tobacco. Both juveniles were released into their parent’s custody with no further action necessary.

Meghan R. Turner, 35, of Oregon, was issued a citation at 6 p.m. for disobeying a traffic control device. This violation occurred at the intersection of Washington and Third Streets.

Nov. 4 Alexander L. Pierce, 23, of Oregon, was arrested at 7:45 a.m. for battery, which had occurred the previous evening in the 500 block of Illinois Street.

Pierce was transported to the Ogle County Jail.

Jamar D. Baker, 29, Rockford, pleaded guilty to aggravated fleeing or attempting to elude a peace officer. Judge John B. Roe sentenced him to 15 months in the Illinois Department of Corrections with one year mandatory supervised release and ordered him to pay total fines and costs of $596.

Oct. 29 Pamela Ignacio, 55, Leaf River, plead-

ed guilty to domestic battery.

Judge Robert Hanson sentenced her to four days in jail and ordered her to pay total fines and costs of $726. A second count of domestic battery was dismissed pursuant to plea agreement.

Oct. 31 Darren T. Barker, 48, Elgin, pleaded guilty to domestic battery and resisting a peace officer.

Judge Robert Hanson sentenced him to 70 days in jail and 12 months probation, and ordered him to cooperate with and satisfactorily complete psychological or substance abuse assessments or

treatment as recommended, complete the Domestic Violence Intervention Program, submit to random drug testing, have no contact with the victim, and pay total fines and costs of $1,176. A second county of domestic battery was dismissed.

Walter E. Scott, 32, Rochelle, pleaded guilty to obstructing justice. Judge Robert Hanson sentenced him to 60 days and one year conditional discharge, and ordered him pay total fines and costs of $756.

In a separate case, Scott pleaded guilty to possession of a controlled substance. Hanson sentenced him to two

years drug probation without judgment of conviction, and ordered him to submit to DNA testing, random drug and alcohol testing, perform 30 hours public service work, and pay total fines and costs of $2,402. A count of unlawful possession of hypodermic syringes was dismissed pursuant to plea agreement.

Eddie R. Blaylock, 25, Rockford, pleaded guilty to residential burglary. Judge John B. Roe sentenced him to 10 years in the Illinois Department of Corrections with two years mandatory supervised release, and ordered him to pay total fines and costs of $1,146.

WHEREAS, the City of Polo, Ogle County, Illinois (the “City”), is a municipal corporation and body politic of the State of Illinois, duly created, organized and existing under The Municipal Code of the State of Illinois (the “Municipal Code”), and having the powers, objects and purposes provided by said Municipal Code; and WHEREAS, the City Council of the City (the “Corporate Authorities”) has determined that it is necessary to (i) finance the costs of certain capital projects within the City, consisting of constructing, equipping and improving a Water/Sewer Separation Facility and storm sewer improvements (the “Project”) and (ii) pay certain costs of issuance of the Bonds (as such term is hereinafter defined), all for the benefit of the inhabitants of the City; and WHEREAS, the estimated cost of the Project, including legal, financial, bond discount, printing and publication costs, capitalized interest, and other expenses (collectively, the “Costs”), is not less than $653,380, and there are insufficient funds on hand and lawfully available to pay such costs; and WHEREAS, contingent upon the City's receipt of CDBG grant funds in an amount approximating $500,000 (the “CDBG Grant Award”), up to $653,380 of alternate bonds need to be issued at this time pursuant to the Local Government Debt Reform Act, 30 ILCS 350/1 to 350/18 (the “Act”); and WHEREAS, it is necessary for the best interests of the City that the Project be completed, and in order to raise funds required for such purpose it will be necessary, contingent on receipt of the CDBG Grant Award, for the City to borrow an aggregate principal amount of not to exceed $653,380 and in evidence thereof to issue alternate bonds, being general obligation bonds payable from (i) Net Revenues of the City's waterworks and sewerage system (“Net Revenues” generally, means gross revenues minus operating and maintenance expenses), and (ii) all collections distributed to the City from Retailer's Occupation Taxes, Service Occupation Taxes, Use Taxes and Service Use Taxes (collectively, the “Sales Taxes”) and such other funds legally available and appropriated therefor (together with “Net Revenues” and “Sales Taxes,” the “Pledged Revenues”), in an aggregate principal amount not to exceed $653,380, all in accordance with the Act; and WHEREAS, if the above-mentioned revenue source is insufficient to pay the alternate bonds, ad valorem property taxes upon all taxable property in the City without limitation as to rate or amount (the “Pledged Taxes”) are authorized to be extended to pay the principal of and interest on the alternate bonds; WHEREAS, pursuant to and in accordance with the provisions of Section 15 of the Act, the City is authorized to issue alternate bonds in an aggregate principal amount not to exceed $653,380 for the purpose of providing funds for the Project and to pay the Costs; NOW THEREFORE, Be It Ordained by the City Council of the City of Polo, Ogle County, Illinois, as follows:Section 1. Incorporation of Preambles. The Corporate Authorities hereby finds that all of the recitals contained in the preambles to this Ordinance are full, true and correct and does incorporate them into this Ordinance by this reference. Section 2. Determination To Issue Bonds. It is necessary and in the best interests of the City to complete the Project and pay the Costs, and, contingent on receipt of the CDBG Grant Award, alternate bonds of the City are hereby authorized to be issued and sold in an aggregate principal amount not to exceed $653,380, known as “General Obligation Bonds (Alternate Revenue Source), Series 2019” (the “Bonds”) of the City, said Bonds being payable from (i) Net Revenues of the City's waterworks and sewerage system (“Net Revenues” generally, means gross revenues minus operating and maintenance expenses), (ii) all collections distributed to the City from Retailer's Occupation Taxes, Service Occupation Taxes, Use Taxes and Service Use Taxes (collectively, the “Sales Taxes”) and such other funds legally available and appropriated therefor (together with “Net Revenues” and “Sales Taxes,” the “Pledged Revenues”) and (iii) ad valorem taxes of the City for which its full faith and credit have been irrevocably pledged, unlimited as to rate or amount (the “Pledged Taxes”).Section 3. Additional Ordinances. Such additional ordinances or proceedings shall in all instances become effective in accordance with applicable law. This Ordinance, together with such additional ordinances or proceedings, shall constitute complete authority for the issuance of the Bonds under applicable law. Section 5. Additional Proceedings. If no petition meeting the requirement of applicable law is filed during the petition period hereinabove referred to, then the preparation and distribution of a preliminary official statement relating to the Bonds is hereby approved, and the Mayor is hereby authorized to deem the preliminary official statement nearly final. Section 6. Severability. If any section, paragraph, clause or provision of this Ordinance shall be held invalid or unenforceable, the invalidity or unenforceability of such section, paragraph, clause or provision shall not affect any of the other provisions of this Ordinance.

Section 7. Repealer. All ordinances, resolutions or orders, or parts thereof, in conflict with the provisions of this Ordinance are to the extent of such conflict hereby repealed. Section 8.
