Voters approve four referendums Mt. Morris voters say yes to ambulance and fire department tax increases

Ogle County voters were apparently in the mood to loosen their purse strings when they went to the polls Tuesday, saying yes to four referendums that will raise their property taxes.

Mt. Morris Fire Protection District residents said yes very willingly to two referendums that will help maintain services for both the ambulance and fire department.

Voters approved the ambulance referendum by a vote of 347 to 93 and the fire question 327 votes to 110.

Both referendums asked for a tax increase of 10 cents, from 30 to 40 cents per $100 of equalized assessed valuation.

“I’m thrilled to know the community is behind the emergency services provided by the district,” said fire district board president Scott Diehl. “I’m very pleased. It would have been a real concern otherwise.”

The increase means the real estate taxes on a $100,000 home will increase by approximately $67 per year, not factoring in exemptions.

Fire district officials asked for their first increase in 15 years due to a shrinking tax base and escalating expenses.

Diehl said the district’s EAV has already decreased by $10 million since 2012 and could take another hit next year when the value of the shuttered Quad Graphics plant is expected to go down drastically due to its recent sale.

In 2012 the district’s EAV was $59.8 million. It dipped to $47.1 million in 2015 and currently sits at $49.3 million.

The former printing plant is presently assessed at $906,471, which gives it a fair market value of $2.7 million. However, it was sold last May for $200,000.

The fire department and its ambulance serve approximately 5,000 residents in portions of five townships — Mt. Morris, Pine Creek, Lincoln, Rockvale, and Oregon-Nashua — an area of 45 square miles.

The total budget for the district is $700,000 annually with ambulance fees bringing in approximately $260,000 per year.

Each referendum will generate $49,500, for a total of $99,000.

Oregon SRO City of Oregon voters approved a referendum for a tax hike to help fund the cost of a full-time school resource officer.

The measure asking for six cents per $100 EAV passed by a vote of 195 to 147.

“We’re very pleased that the community supported us having a school resource officer and being able to help out with the school district on that,” said Oregon Mayor Ken Williams.

The city and school district entered into an agreement last fall to create the position in the wake of an incident at Dixon High School last May when a student was taken into custody by an SRO after firing shots at a teacher during graduation practice in the gym.

Oregon Police Sergeant Randy Cropp assumed the SRO duties at Oregon High School on Jan. 3.

According to the agreement, the school district will pay 70 percent of the cost, and the city will pick up the remaining 30 percent.

Elsewhere in the county, voters in the Flagg-Rochelle Community Park District approved a $14 million referendum to build and equip a community center by a margin of 1,221 to 1,095.

FORRESTON POLICE

A Forreston man and a 17-yearold male juvenile have been charged in connection with a stabbing that took place in Forreston almost three weeks ago.

Forreston Police Chief Mike Boomgarden said David Crocker, 34, has been charged with two counts of aggravated battery. The juvenile has been charged with one count of aggravated battery.

Crocker was arrested March 27 and taken to the Ogle County Jail, where he posted $30,000 (10%) bond.

The arrests stem from an incident that started at the BP gas station, 209 Walnut Ave., Forreston, on March

16.

According to a press release issued

by Boomgarden, Crocker reported at 1:28 a.m. that he had been stabbed.

His injury was not life-threatening.

The investigation revealed that Crocker had approached two juveniles sitting in a parked car at the BP station and began speaking to them.

An argument ensued and the two juveniles drove away. Crocker followed them out into the rural area around Forreston and back into town until the juveniles arrived at a residence in the 300 block of North Walnut Avenue.

Several subjects came out of the

house to assist the juveniles in the car.

One of the individuals, the 17-yearold arrested, confronted Crocker, who was still seated in his vehicle in the roadway.

Crocker reportedly struck the 17-year-old with his vehicle, knocking him to the ground. The teen them stabbed Crocker in the forearm through the car window.

Boomgarden said alcohol was a likely a factor in the incident.

Aggravated battery is a Class 3 felony, punishable by two to five years in the Illinois Department of Corrections.Â

The Illinois state trooper killed last week while making traffic stop in U.S. 20 north of Freeport had connections to Ogle County.

Trooper Brooke Jones-Story, 34, of Stockton, was the wife of former Mt. Morris police officer Robert Story Jr., who is a retired master sergeant with the Illinois State Police.

Jones-Story was a 12-year veteran of the ISP District 16, headquartered in Pecatonica and serving Boone, Jo Daviess, Stephenson, and Winnebago Counties.

She was killed March 28 in a fiery crash on westbound U.S. 20 just west of Illinois 75 while she was inspecting a semi tractor-trailer on the side of the road.

According to an ISP press release, Jones-Story pulled the semi over to inspect it at 11:24 a.m.

She was outside her squad car when she was struck and fatally injured at 12:20 p.m. by a semi trac-

The driver of the semi that struck Jones-Story has been ticketed for improper lane usage and a Scott’s Law violation.

Funeral services were held April 3 at Warren High School, where Jones-Story graduated in 2003.

The combined railroad did connect to the Illinois Central, which gave passengers access north to Galena and south to the junction of the Ohio and Mississippi Rivers.

Gale mentioned in his diary that during the 20 years he was director of these two railroads he spent considerable time traveling, working on the right of ways, raising money, and attending meetings.

Some of these meetings were held with the Northwestern Railway Company, which refused to cooperate as was earlier promised by blocking access in Rochelle.

He said, “They are opposing us and have been enemies to our road.

They tore up the connection to the O&C Railroad and fenced it in. A high-handed measure to kill to our road.”

Gale also mentioned some local people turned against the proposed railroad because the depot was not located on their land on the east side of the river where Illinois 2 and Daysville Road now cross.

He further stated the “almighty dollar” is the reason with no feeling for the people in general, all for self-interest.

Furthermore some people in town opposed giving the railroad the bonds the city had voted for.

“They ought to emigrate together to some far off place where no railroad ever enters or runs within five hundred miles from their place of residence,” Gale wrote. “There have been no three men abused so much as Petrie, Dr. Potter, and myself the acting directors of the C&I railroad.”

On April 28, 1871, Gale, accompanied by his wife, took a carriage to the railroad on the east side of the river to ride to Rochelle on the train named the James V. Gale Train.

In 1885, the Chicago, Burlington & Quincy was chartered and constructed a railroad from Oregon to St. Paul, Minnesota through Polo.

It began operations in November of 1886.

Oregon Mayor James Gale wrote, “For almost 20 years I have worked for the railroads.”

He continued writing, “I have been director of the Ogle and Carroll Co. R. R. from the beginning to its completion, also director in the Chicago and Iowa R. R. and vice president of this road.”

The Ogle and Carroll was chartered in 1857 to run from Rochelle through Oregon to Carroll County.

The only work completed by the O&C was from Rochelle to Oregon.

It arrived April 1, 1871 in East Oregon near the intersection of Illinois 2 and Daysville Road. At this time this intersection was called the four corners.

In 1871 The Ogle and Carroll Counties Railroad merged with the Chicago and Iowa Railroad.

The Chicago and Iowa Railroad completed a railroad from Aurora to Rochelle the same year.

From this point on they went by the name Chicago and Iowa Railroad under the direction of Francis D. Hinckley, who built the new Oregon bridge on Illinois 64.

Around this same time of the completed railroad to East Oregon, George Hill offered part of his farm land if they would cross the river one mile south of their road in East Oregon.

At that time they had planned to build the railroad through the business district.

The railroad accepted his offer and on Nov. 12, 1871, the first train crossed the wooden covered bridge on land Hill gave to the railroad.

This covered bridge was used until 1903.

The final section of this railroad from Oregon to Forreston running through Mt. Morris was completed on Jan. 1, 1872.

This was an 82-mile road from Aurora to Forreston.

Ogle County stations were located at Rochelle, Flagg Center, Chana, Honey Creek, Oregon, Mt. Morris, and Maryland Station.

At this time service was available from Chicago to Dubuque, Iowa on the C&I and then the Illinois Central from Forreston to Dubuque.

Jamboree begins Friday, June 7 with The Jimmys With the long and wicked winter of 2018-19 finally loosening its icy grip, it’s time to get excited for another season of free live music on the historic campus in the center of downtown Mt. Morris.

The Mt. Morris Jamboree aims to please, as this year’s series brings a wide variety of music to 13 Friday nights for the eighth summer running.

All shows are free to the public with the party starting at 6 p.m., welcoming a different group, mostly local charitable organizations, providing food and drink concessions every Friday.

SVCC to hold ag open house April 10 Event planned for prospective students and parents Sauk Valley Community College, Dixon, invites prospective students and their parents to the Agriculture Open House on Wednesday, April 10 from 1 to 7 p.m. in Sauk’s West Mall.

The open house will give prospective students the chance to learn about the eight different degree options in agriculture, talk with academic advisors to register for classes, and explore financial aid options including the agriculture externship program.

Non-livestock exhibits will take

place in the Home Ec building, including cake walks on Wednesday, Thursday and Friday.

Since the fair will end Saturday night and nothing is happening on the grounds Sunday, the Demolition Derby was eliminated from the fair line-up this year.

The demo derby will instead take place on Saturday, July 6 at 2 p.m. as part of the Independence Day Light the Night Freedom Festival.

After watching the demo, stick around to enjoy music, food and fun before the fireworks shoot off at dark.

Dog show set for April 7 Oregon High School sophomore Abigail Tomlinson will host a community dog show Sunday, April 7 to benefit the Granny Rose Animal Shelter, Dixon.

The event, which is part of Tomlinson’s project for the OHS Open Program, will be held at 2 p.m. at the Granny Rose’s K-9 Enrichment Center, 613 River Lane, just off Illinois 2 on the west side of Dixon.

Participating dogs will be required to perform in three categories: basic tricks, special trick, and a fashion show.

Dog training classes in Oregon The Oregon Park District is offering dog training classes at Wiggly Park Dog Park.

Beginner Dog Training is an on-leash obedience class with trainer Bree Pazera.

“Bond with your dog while teaching them to be more confident and respectful,” said Tina Ketter, superintendent of recreation. “This class is perfect for dogs just starting out with training.”

Each dog handler must be at least 15 years and up. Participants need to bring a 6 foot leash, treats, and a choke or a pinch collar. Dogs must be

at least 6 months of age and the same handler should work with the dog through each class.

The class meets each Wednesday from 6-7 p.m. at Wiggly Park from May 1-June 5. An orientation will be held on Sunday, April 28 at 6 p.m.

The fee for the class is $50 for residents of the Oregon Park District and $60 for non-residents.

Forest preserve to offer Fossil Hunt on April 13

The third annual Rockin’ River Fest on Saturday, June 15 will once again offer family fun and entertainment in the great outdoors along the banks of the Rock River.

The event will also provide those adventuresome, nature loving, competitive types with the chance to “bag” some cash, earn first place trophies, medals, and “bragging rights.”

The Toss ‘em Tourney offers cash prizes to the top three teams, and takes place right in the heart of the festivities with plenty of food and adult beverages on hand throughout the competition. This event will begin promptly at 4 p.m.

A complete set of rules for the game, as well as online registration, can be found through the RRF website. Day of event registrants may do so from 2 to 3 p.m.

Flex your muscles – and bragging rights – in the Tug Across the Rock.

Assistant Superintendent of Education, Janet Dahlberg will lead the hunt for limestone fossils of sea creatures from the Ordovician Period of 450 million years ago.

All the rock hammers and safety equipment will be provided, but participants can bring their own buckets or bags to collect their fossils.

Participants will meet at the Land Management Center parking lot.

Spring Fly Fishing Class April 23 & 25 The Byron Forest Preserve District will offer a two day Beginning Fly Fishing class on Tuesday, April 23 and Thursday, April 25 from 5:30 to 7 p.m. at the Jarrett Prairie Center in Byron.

This will be the fourth year that local fly fishing expert, Bon Piros, has taught this introductory class.

The first class will cover the basics of fly fishing and students will be practice casting. The second class will be fly fishing instruction on forest preserve waters that will teach catch and release principles.

This free family event will feature guided tours to see the Illinois Big Tree Champion Eastern cottonwood, hands-on geology programs, tours of the recently restored oak savannas, grassland bird watching, wildflower walks, hay ride tours of the preserve and much more.

Inside the Fence Nachusa Grasslands Bison Tour - June 1 The Byron Forest Preserve District in cooperation with The Nature Conservancy’s Nachusa Grasslands will offer two “Inside the Fence Bison Tours” at the Nachusa Grasslands in Franklin Grove on Saturday, June 1.

Participants will meet at the Nachusa Grasslands Visitor’s Center located at 2075 Lowden Road, Franklin Grove.

The group will then be transported via open trucks for a guided tour to see the Nachusa Grasslands bison herd before the prairie grass gets too high to see the new spring calves.

In the fall of 2014, The Nature Conservancy brought a herd of 30 genetically pure wild bison from Wind Cave National Park in South Dakota to the Grasslands to establish the first wild bison herd in Illinois in nearly 200 years in order to complete their prairie ecosystem.

There will be two sessions to choose from, one in the morning beginning at 10 a.m. and another in the afternoon starting at 1 p.m. Each session will last approximately two hours.

KB TOUGH RUN

WWII VETERAN

The KB Kick Off Party will be held on Friday, April 19 from 5 to 8 p.m. at the Tipsy Hog, 101 S. Third St., Oregon.

Only 16.7 percent of voters turn out for April 2 election

BY VINDE WELLS vwells@oglecountynews.com Overall, voters didn’t appear to be significantly disgruntled with the status quo at Tuesday’s Consolidated Election, as they cast their ballots for newcomers and incumbents alike.

Oregon voters ousted one incumbent, and voted in two each of newcomers and incumbents in a city council race separated by only 61 votes.

Voters favored the newcomers somewhat, however, giving Timothy Krug 260 votes and Melanie Cozzi 258.

Incumbents Kurt Wilson and Terry Schuster were re-elected with 209 and 231 votes respectively.

Long-time commissioner Tom Izer was defeated, earning just 199

votes in his bid for another fouryear term.

Mayor Ken Williams garnered 244 votes in his unchallenged bid for election to a second term.

Three incumbents were re-elected to the Oregon Park District Board.

Mark Tremble was the top vote-getter with 451, Stephen Pennock received 374, and Scott Stephens received 364. Challenger Wes Sosa was unsuccessful, garnering 303 votes.

In Forreston, two incumbents and one newcomer were elected to the village board from a field of six candidates.

Newcomer Monty Cotter was the top vote-getter with 137. Incumbents Ken Vinnedge and Gary Buss received 127 and 94 votes respectively.

They defeated newcomers Mark Schweertman with 75 votes, Don Cook with 46, and Bill Freeman with 18.

For the Forreston Public Library Board, Janet Cotter received 148 votes and Kimberly Brown got 92 to win six-years terms. Candidate

Ogle County Clerk Julie Huber was defeated with 87 votes.

Polo alderman Randy Schoon was re-elected to his seat in Ward 3 with 90 votes, defeating former alderman Cheryl Galor, who received 25 votes.

D.J. Sanders ran unopposed in Ward 1 and gained 56 votes. No candidates filed for the open seat in Ward 2.

Mt. Morris Village Board incumbents Phil Labash and Jeffrey Pennington were reelected with 269 and 262 votes, respectively, and newcomer Chris Kolling received 255. All three ran unopposed.

In a tight race for the Leaf River Village Board, two incumbents were

defeated by three newcomers.

Timothy C. Morris was the top vote-getter with 38, Bradly Plock received 32, and James Green got 30, to defeat Shirley Poggioli with 25 votes and Paul Detmer with 22.

Low Voter Turnout Turnout was just 16.7 percent overall, with one precinct, Forreston 2, reporting that less than four percent of its registered voters coming to the polls.

Ogle County Clerk Laura Cook said she was not surprised by the low turnout.

“I was predicting 17 percent,” she said. “I think many people don’t even know about these elections because they don’t get the media attention that some of the others get. However, this is one of the most important elections because it affects you directly as a person and your tax dollars.”

Election tabulation went smoothly, Cook said, with at 52 precincts counted and results posted by 9 p.m.

By the way, the 20-plus years of Coke deals at Oregon would make for an interesting column.

Should school districts promote sugary products? By accepting hefty payments, they have been become an advertising arm for the soft-drink industry.

Powerade, Coke’s sport drink, is seen as an aid for hydration. But, it is also high in sugar.

I’m not going to get into a debate or question the scientific merits of its electrolyte replacement, but I’m content with ordinary tap water for hydration needs on 15-20 mile runs.

Please, we also need to eliminate bottled water as much as we can for our environment’s sake. Guess, that’s another topic too.

Actually, when it comes to beverages as a whole, I feel they are overrated for what they provide.

Now, I’m not suggesting you to give up your coffee. Just be wary of how unhealthy some of these frappes and lattes are.

In regard to eating fast foods or processed items, that has become a norm of society.

Today’s parents do not seem to have the interest or want the bother of cooking at home. Pick it up at McDonalds or buy it pre-packed from the store.

Decades ago, mothers did not have the same home conveniences, but still managed to make meals for the family. Relatively fewer people went out to eat and store-bought processed foods weren’t as common as today.

Believe me, it was a huge deal when TV dinners hit the market back in the 1960s.

Unfortunately, with all the processed items and high-calorie fast foods, we’re harming our bodies.

Another thing I was told by my college professors was to be wary of fad diets. Certainly, we’ve seen a ton of these come and go, offering instant weight loss.

They might work for a while, but the pounds invariably come back on and there may be adverse side effects incurred.

As nutrition students, we were told that fad diets are not based on

scientific research. But, scientific research is boring and people want a quick fix, even though there is flimsy evidence to support fad diets.

One easy way to eliminate calories without giving up flavor is to slowly wean yourself from foods high in fat.

Don’t go cold turkey on mayonnaise, but start putting less of it on your turkey sandwich.

The same with things like butter, pancake syrup or other condiments, or discarding the hamburger fat before putting it in chili or BBQs. Over a year’s time, you’ll be surprised how much a difference these small incremental changes make.

And, that is what a diet is – a lifelong experience.

How about using herbs and spices to season a dish instead of loading it up with salt.

There are so many tips to eat healthier without sacrificing taste, but are people willing to devote the time and effort to do this?

The more we eat, the larger our stomach gets and the more it needs to be filled, creating a vicious cycle that is hard to break. How about satisfying our cravings with more fruits, vegetables and whole grains instead.

Probably the simplest approach to all of this is balance and moderation.

An eye exam is a good idea, especially if things are starting to look a little fuzzy around the edges.

ow about food talk today?

After being named one of the judges for the upcoming What’s Cookin’ event at Barnacopia, many people have approached me and were surprised to learn of my background in food service.

Sports writing is a more of a hobby, whereas doing chef work and studying nutrition was my career path. Though I have been retired for several years, I still have a passion for the culinary world.

Sometimes, I wonder if poor nutrition habits are a factor in high-school injuries and athletic performance?

This country has more availability to foods and beverages than ever before. Why is it that we aren’t as healthy as we used to be?

Here are a few thoughts on the matter: Young people develop poor eating habits because of exposure to fast foods, sugary drinks, processed foods and fat-laden items.

This isn’t earth-shattering news, but bears repeating. It’s really quite simple to identify the main culprits and even educating folks on their dangers.

To get young people off the junk is a much harder task. They have been brought up on it and the producers of these products make it so much easier to consume than healthier

Native gardens is topic of Wild Ones program The Wild Ones program on Thursday, April 18 will be presented by Susan Carpenter, native plant gardener at the University of Wisconsin– Madison Arboretum.

The meeting will begin at 7 p.m. in the lower level of the Physical Education Center at Rock Valley College, 3301 N. Mulford Rd., Rockford.

Carpenter will speak on Gardens Full of Life: Inspiration and Challenges.

With experience in plant ecology, ecological restoration, and science education, she works with students and community volunteers to maintain and monitor a four-acre garden that represents the plant communities of southern Wisconsin.

Men are allowed to take off their armor, relax, and genuinely share successes and failures.

Once men get to the table, their similar goals and struggles seem to make more sense in light of their relationships and lifestyles.

Three local libraries (Oregon, Mt Morris and Polo) are providing space for men’s groups to gather and achieve.

A library has many books and we have everything to gain from them, as well as from stepping back from our screens and building a sense of community.

Once we establish a group rapport, our collective wisdom proves extremely valuable and the results are inevitable.

In conclusion, I’d like to echo a T.S. Elliot quote shared from Oregon library director Hilaree Lombardo, “The very existence of libraries affords the best evidence that we may yet have hope for the future of man.”

Heightened enforcement of “distracted drivers” With National Distracted Driving Awareness Month starting on Monday, the Illinois Department of Transportation, the Illinois State Police and more than 100 city and county law enforcement agencies are reminding drivers to put down their phones and focus on driving.

In April, motorists will see increased patrols and enforcement zones across Illinois to ticket drivers using handheld devices.

“On any given day, you can glance into the next vehicle and see a driver texting, talking or scrolling through social media on their phone,” said Cynthia Watters, bureau chief of IDOT’s Safety Programs and Engineering. “If your attention is anywhere other than on the road, you’re

driving distracted, and it can be deadly.”

Over the past decade, distracted driving has become one of the leading causes of vehicle crashes.

According to the National Highway Traffic Safety Association, 3,166 people died in motor vehicle crashes involving distracted drivers in 2017.

“The Illinois State Police has suffered greatly this year with the loss of three of Illinois’ finest law enforcement officers. We have had 16 squad cars struck this year while on incident, with all emergency lights activated. Among the 16, two resulted in unnecessary and preventable tragedies,” said ISP Acting Director Brendan Kelly.

“How many of these incidents

could have been avoided if motorists were simply paying attention?

Please show that you care about our troopers, all emergency responders, and your fellow citizens. Respect and obey all traffic laws and please, do not drive distracted.”

Illinois law prohibits the use of handheld electronic devices for any purpose, including talking, texting or using apps. Drivers under 19 are prohibited from using any electronic devices, even handsfree.

Follow these steps to keep everyone safe: • If you need to text, pull over and park your car in a safe location.

• Identify a passenger as your “designated texter.” Ask them to respond to calls or messages.

• Do not engage in social media scrolling or messaging while driving.

• Put the cell phone in the trunk, glove box or back seat until you arrive at your destination.

The Distracted Driving Awareness Month campaign is supported through federal funds administered

by IDOT. It dovetails with IDOT’s comprehensive multimedia campaign, Life or Death Illinois, which highlights the incredible responsibility of each driver to make good decisions to keep our roads safe and to decrease the number of lives lost each year.

She was also issued citations for no insurance, improper lane usage, and possession of cannabis. She was transported to the Ogle County Jail where she was held in lieu of bond.

Tyler Bunting, 28 of Leaf River, was arrested for domestic battery and reckless conduct after deputies investigated a report of a physical domestic at 1:46 p.m. in the 6,000 block of North Leaf River Road. He was transported to the Ogle County Jail and held in lieu of bond.

Jonathan Reyes, 19, of Elgin, was arrested for driving with no valid driver’s license a traffic stop at 8:46 p.m. in the 20,000 block of East Illinois 64 for an equipment violation. He was transported to the Ogle County Jail where he was held in lieu of bond.

Two juveniles, 11 and 15, were taken into custody after an investigation into several incidents of vandalism on River Road in the Byron area. The juveniles were released them to their parents.

April 1 Shawn McCarty, 42, of Urbana, was arrested for driving on a revoked license and speeding after a traffic stop at 11:48 a.m. in the 4,000 block of South Illinois 26. McCarty was transported to the

Ogle County Jail where he was held in lieu of bond.

Akin Rasa, 43, of Ottumwa, Iowa, was arrested for driving while license suspended and no valid driver’s license after a traffic stop in the 2,000 block of North Freeport Road. He was transported to the Ogle County Jail where he was held in lieu of bond.

Blake Bakkala, 19, of Machesney Park, was arrested on an outstanding Ogle County warrant for failure to appear.

He posted $50 full cash bond and was released from the Ogle County Jail with a return court date of April 29.

Norma Delgado, 39, of Rockford, was arrested on an outstanding Ogle County warrant for driving while license suspended. She posted $3,000 (10%) bond and was released from the Ogle County Jail with a return court date of April 26.

National Crime Victims’ Rights Week April 7-13 SUBMITTED BY RUTH CARTER Executive Director, HOPE of Ogle County National Crime Victims’ Rights Week begins Sunday, April 7.

We must work together to create hope for the future of crime victims’ services.

Our efforts cannot succeed without the contributions of local law enforcement, victim

advocates, prosecutors, probation and parole officers, child and family services, community leaders and members, educators, coaches, parents, and others.

When victims feel understood and supported, they are more likely to seek services, which leads to a stronger and more resilient community.

Communities’ investment in

crime victims expands opportunities for victims to disclose their victimization, connect with services, and receive the support they need.

To create a future where all victims are served and their voices heard, we must continue making victims services more accessible, welcoming, and culturally sensitive.

HOPE of Ogle County: Services for adults, teens, children National Crime Victim’s Rights Week and Child Abuse Prevention Month offers an opportunity to provide the community with information about HOPE’s services to children who experience domestic violence in their home and who are the young victims of abuse from trusted people.

Five million children are exposed to some form of family violence over their entire childhood (0-17 years).

Children who experience abuse are at higher risk to develop behavioral or emotional difficulties such as withdrawal, aggression, depression, anxiety, and various physical complaints.

Another major concern is that children in domestic abuse situations do not have tools to recognize red flags of unhealthy relationships.

Children living with domestic violence significantly alters a child’s DNA, aging them prematurely 7-10 years.

Children may also struggle with trust issues, communication barriers, unhealthy relationships, self-esteem issues, poor concentration, learning barriers, and much more.

Those who grow up with domestic violence are six times more likely to commit suicide and 50 percent more likely to abuse drugs and alcohol.

In the month of April we want to bring awareness to National Child Abuse Prevention Month and National Crime Victims’ Rights Week begins Sunday, April 7.

As a community we need to advocate together for all victims.

The Youth WORKS program was created to address the specific needs of youth in Ogle County pertaining to violence, delinquency, and access to services.

In the 2018 Illinois Youth Survey, 46 percent of Ogle County eighth

graders said they had experienced one or more types of bullying in the last year, and 7 percent of 10th graders report they have experienced physical aggression from a dating partner.

Lutheran Social Services of Illinois believes that prevention plays an important role in keeping youth safe and healthy.

S e r v i c e s offered by Youth WORKS can be done in many different ways.

Some of these options are through distribution of the Youth Resource Guide, presentations on violence prevention, family forums, and email newsletters.

We need your help! Youth WORKS is looking for individuals that would like to make a difference in their

community.

Whether you are a parent, student or a resident, everyone can take part in the activities that Youth WORKS will be planning.

CASA – 15th Judicial Circuit is a non-profit, volunteer organization that advocates for the best interests of abused and neglected children within the Juvenile Court system in Lee, Carroll and Ogle Counties.

CASA is instrumental in fulfilling society’s most fundamental obligation by making sure a qualified,

compassionate adult will protect and fight for a child’s right to be safe, to be treated with dignity and respect and to learn and grow in the safe embrace of a loving family.

What does it take to be a CASA? Commitment to children, objectivity, responsibility, communication skills, the ability to talk with different kinds of people, some of whom will be wrestling with difficult problems, about 8-15 hours a month, must be 21 years of age or older.

No special experience is required.

CASA volunteers come from all professions, educational backgrounds and ethnic backgrounds.

Once accepted, volunteers are trained in courtroom procedure, social services, the juvenile justice system and the special needs of children who have been abused and neglected.

Shining Star: victims to survivors Rockford Sexual Assault Counseling One in four girls and one in six boys will be sexually abused by the age of 18.

More than five children die every day as a result of child abuse.

Our mission at Shining Star Children’s Advocacy Center is to transform victims of child abuse into survivors.

This mission is achievable through the early identification of child victims, by holding offenders accountable, providing victims and families with competent advocacy and counseling services.

Each year, Shining Star Children’s Advocacy Center serves more than 150 children from Lee and Ogle Counties.

The CAC, located in Commerce Towers in Dixon, provides a coordinated multi-agency approach and prompt response to child abuse investigations by bringing together specially trained team members

from the CAC, law enforcement, Department of Children and Family Services (DCFS), prosecution offices, and medical and mental health field.

The Shining Star program reduces the number of times children are subjected to interviews - significantly minimizing emotional trauma to children and their families.

Further, this team approach facilitates victim recovery and can strengthen the chance for successful criminal prosecution through improved investigations.

Support to the victim and family continue after the interview process through criminal justice advocacy, support groups, and counseling services.

Inorganic contaminants, such as salts and metals, which can be naturally-occurring or result from urban storm water runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming.

Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the EPAs Safe Drinking Water Hotline at (800) 426-4791.

In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. FDA regulations establish limits for contaminants in bottled water which must provide the same protection for public health.

Source of Water: POLO Based on information obtained in a Well Site Survey published in 1994 by the Illinois EPA, several potential sources are located within Contaminants Detected 1,500 feet of the wells. The Illinois EPA has2018 determined Regulated that the Polo Community Water Supply's source water is not suspectable to contamination. This determination is based on a number of criteria including; monitoring conducted at the wells; monitoring conducted at the entry point to the distribution system; and available hydrogeologic data on the wells. Furthermore, in anticipation of the U.S. EPA's proposed Ground Water Rule, the Illinois EPA has determined that the Polo Community Water Supply is not vulnerable to viral contamination. This determination is based upon the evaluation of the following criteria during the Vulnerability Waiver Process: the community's wells are properly constructed with sound integrity and proper siting conditions; a hydraulic barrier exists which should prevent pathogen movement; all potential routes and sanitary defects have been mitigated such that the source water is adequately protected; monitoring data did not indicate a history of disease outbreak; and the sanitary survey of the water supply did not indicate a viral contamination threat. Because the community's wells are constructed in a confined aquifer, which should prevent the movement of pathogens into the wells, well hydraulics were not considered to be a significant factor in the susceptibility determination. Hence, well hydraulics were not evaluated for this system ground water supply.
