Huntley builds on expectations New home construction projections surpassed for second straight year

By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com HUNTLEY – For the second consecutive year, new home construction in Huntley already has surpassed the village’s estimates by the midpoint of the year.

The village has issued about 100 building permits through the summer for residential construction, which represents more than $535,700 in village revenue, despite officials expecting to receive $450,000 from building permits for the entire year.

“We continue to be cautious with it,” Johnson said.

The village’s construction activity so far this year primarily has been within the Talamore subdivision, but

developers also have invested construction dollars in the village’s Covington Lakes and Lion’s Chase subdivisions.

Of the 101 permits issued this year, 81 have been for single-home construction and 20 have been for town homes, Johnson said.

Although the activity exceeded the village’s expectations, new home construction this year still remains far lower than the village’s boom years before the housing mar-

ket collapse in 2008.

In 2007, the village saw about $1.7 million in revenue from building permits before it dropped to $900,000 in 2008, village documents show.

Building permit revenue supports the village’s infrastructure projects throughout a given year.

Across the nation, building permits for residential units through July have increased by 12.4 percent from July 2012, according to newly released data from the U.S. Census Bureau.

Despite the pickup in home construction, new home sales in the United States dropped 13.4 percent in July, the steepest monthly decline in more than three years, according to another census report released in August.

Marengo to break ground, again City to begin wastewater treatment plant expansion in November

By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com MARENGO – The city will again break ground on its troubled wastewater treatment plant expansion in November after aldermen recently awarded a construction bid that is about $1.2 million higher than initial estimates.

The Marengo City Council last week picked Peoria-based Williams Brothers Construction Inc. for the upgrade to the city’s aging wastewater plant for a low bid of $10.69 million.

The city received bids from six companies, topping at $11.67 million.

Earlier this year, H.R. Green, a McHenry engineering firm contracted to design the retooled project, estimated that construction would likely cost the city $9.5 million. City officials on Aug. 26 explained that the higher-than-expected bids were tied to increasing construction costs nationwide.

“We were a little bit surprised. On the other hand, it’s been reported that costs are going up,” City Manager Gary Boden said. “The bids were good. They were just higher, but not significantly higher and not outside our financial capabilities.”

Aldermen approved the bid, 7-1, with 4th Ward Alderman Dennis Hammortree voting against it.

The Williams Brothers bid represents the third time the council has gone through the bidding process for the expansion project.

The city initially received bids in 2011 that were significantly higher than the city’s budget for the project. Officials then revised the design and awarded a roughly $12 million bid to Gurnee firm J.J. Henderson.

Mayor Don Lockhart ordered J.J. Henderson to stop preliminary work after officials broke ground on the project late last summer.

Crews found solid waste within a buried landfill on the site that city officials have said the original engineer overlooked.

City administrators then brought in H.R. Green to redesign the project, which avoids the problematic landfill along Route 23 near the Kishwaukee River.

The original $12 million loan from the Illinois Environmental Protection Agency still will cover the new construction bid. The council eventually will discuss water and sewer rate increases that would pay back the loan.

Aldermen temporarily cut the rates last year after the project was suspended. They had nearly doubled the rates earlier, but Boden said this forthcoming increase likely will be smaller since the project is less than the previous construction attempts.

“We saved money. There is no question about that,” Boden said. “It’s just isn’t

quite as much as we hoped for.”

Construction is expected to conclude sometime in 2015.

The council also Aug. 26 annexed 183 acres east and west of Route 23 and south of Harmony Road in its ongoing quest to entice the Illinois Tollway Authority to build an interchange at Route 23 and Interstate 90.

Aldermen voted, 6-2, to annex the territory, with Hammortree and 2nd Ward Alderman Matt Keenum voting against it. Some questioned why the annexation was necessary after the city had extended its limit to the tollway a month ago.

City administrators said the extra territory was still a part of the city’s development plans.

The 183 acres would cover the area around a future interchange, drawing future manufacturers, business parks and retailers, city documents show.

“They are workhorses,” Ulrich said of her bosses.

“They’re always thinking ahead.”

The Zatoses have leapt into a competitive market with their latest endeavor. While theirs is not a franchise, frozen yogurt franchises such as Red Mango, Pinkberry and

others have expanded nationwide.

Ulrich said the Zatos brothers did not care to disclose their investment in the venture. According to industry literature, though, they can anticipate sweet returns – if they can develop customer loyalty in the sea of consumers’ fro-yo options.

Business Insider, quoting a CBS New York report, noted a roughly 500 percent markup in a 10-ounce serving of frozen yogurt at shops charging 59 cents an ounce (BlueCherry charges 47 cents). And overhead is relatively low, given the self-serve concept employed.

The challenge is standing

out from the competition. And Ulrich said BlueCherry is up to the task.

“Everyone loves [frozen yogurt],” Ulrich said, noting the fare is low- to non-fat and the yogurt options contain live, active cultures, appealing to the health-conscious crowd.

“You just kind of have to really differentiate yourself and go the extra mile.”

For BlueCherry, which opened in June in Barrington to a waiting crowd that rounded the block along Hough Street, differentiation equates with community involvement.

The shop sponsors local high school and youth sports teams, and keeps an eye out for collaborative opportuni-

ties large and small.

Along with offering an ever-changing array of flavors such as Georgia peach, cake batter and peanut butter, and a dizzying choice of toppings, BlueCherry has set about developing customer loyalty through simple good deeds, Ulrich said.

Take it from Barrington residents Julia Stegvik, 12, and Reilly Ramsey, 11, who, with permission, stood in front of the store Aug. 19 selling lemonade for $1 a glass to benefit victims of the Moore, Okla., tornado.

“This is our third time here, and they said whatever we make here, they’ll match it,” Reilly said.

Marengo-Union Library receives grant for new space

By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com MARENGO – Illinois Secretary of State Jesse White handed Marengo-Union Library officials on Aug. 27 a life-sized check for more than $543,000 that will help officials remodel a larger facility off Grant Highway.

Standing inside the current library in Marengo’s downtown, White commended local library officials for wanting a better facility that will provide needed services to students, senior citizens and the unemployed who often rely on libraries for resources.

“A lot of these communities have a need to expand, to grow, to have a better quality facility,” White said. “This community, with its expanding population, wanted a better facility to respond to the people’s needs within the community.”

White’s office, which manages the state’s library system, doled out $50 million in grant money this year to 20 libraries throughout Illinois, including Marengo-Union, to assist with major construction and remodeling needs.

The $50 million for libraries was a one-time appropriation included in the state’s $31 billion capital construction program, which is funding various infrastructure projects from money raised through newly legalized video gaming.

The $543,715 from the state will help the Marengo-Union Library renovate the former Miceli drapery plant at 19714 E. Grant Highway. The library bought the plant for $1.2 million using money from its budget.

Library officials plan to transform roughly 20,000 square feet of the former plant into their new home, Library Director Mary Hanson said.

The new space is three times the library’s existing space along State Street in Marengo.

On Tuesday, Hanson credited the Marengo-Union Library Board for making the project a reality. Board President Jude Schmidt; state Rep. Jack Franks, D-Marengo; and state Sen. Pam Althoff, R-McHenry, were on hand for

Back in his hometown, Franks lauded local officials for developing the project and White for investing resources into the state’s libraries.

“I want to say how proud I am to be a Marengoian today,” Franks said. “This took a lot of guts. This was a big thing for the community.”

The library board formally accepted the grant money earlier this year. Officials hope to have the renovation complete by the first quarter of 2014.

Fusion finds challenge in being ‘the best’

By JEFF ARNOLD and MAUREEN LYNCH jarnold@shawmedia.com Eric Schulze still looks more like a high school quarterback than he does the general manager of one of the nation’s top club volleyball programs.

Schulze is laid back and calm. He roams Club Fusion’s training facility in Marengo wise-cracking with players, epitomizing what Fusion has become. Club volleyball, especially at the elite level, is treated like serious business, but Schulze and club owner Bill Milborn know girls won’t keep playing if Fusion isn’t fun.

Yet, 20 years after his McHenry football career ended, Schulze remains intensely competitive. He realizes if the Club Fusion program he helped build after leaving rival Sky High in the late 1990s is going to remain sustainable, it has to stand on its own rather trying to mirror Sky

High, 19 miles away in Crystal Lake.

Rather than comparing Fusion to its local rival, however, Schulze chooses to manage expectations from within.

“It took us a while to build, but we feel like we are the Joneses,” Schulze said. “So we’re not necessarily keeping up with the Joneses, but we’re challenging ourselves to continue to be the best and put a product that our kids and our families are excited to be a part of.

“At the end of the day, we are challenging ourselves to develop our players and get them to grow as players ... so we probably don’t spend a lot of time looking outside (Fusion).”

In a little more than a decade, Fusion has grown into a club ranked No. 1 in the country by richkern.com in terms of the total number of athletes receiving college scholarships each year. Its 17-yearold elite team boasts three players who are bound for

powerhouse Penn State, keeping the club on par competitively with any one around.

But building a club that has grown into a national brand hasn’t come easily.

When Milborn and his business partner, Wayne King, decided to build a family-style club, they adopted a sort of Papa Bear model and positioned Schulze as the patriarch. Schulze serves as the club’s lead trainer, which means he oversees the development of every player, regardless of which coach actually pilots each team.

It’s a style that has taken years to develop but has helped Fusion maintain its own identity. While Fusion and Sky High often play in the same tournaments, Schulze says Fusion seeks out its own schedule to help maintain the uniqueness Milborn and King have built over the years.

Fusion’s winning mentality is not unique, though. At this point, it is synonymous with McHenry County vol-

leyball, which is why John Tawa, owner of the national website prepvolleyball.com, knew Fusion’s model was going to work.

“It’s still a challenge for Fusion because they don’t fit into a population hub like Crystal Lake, Naperville or other areas,” Tawa said. “But they have great, dedicated coaches, and they have the mentality that they will succeed, train the best athletes and win. If you don’t start with the mindset that you will be a nationally elite club, you won’t be unless maybe a superstar falls in your lap.

“Why is Sky High good?

Because they were good. And because they are dedicated to being good, people want to go play there and develop the talent once they get there. It’s the same with Fusion.”

Schulze is the first to criticize teams when the girls aren’t playing to the level he expects, but praise is high when it comes. College scholarships are not guaranteed, but

those who run the club firmly believe every girl has enough potential to play at the next level. The four courts inside Fusion’s gym hum along on that philosophy.

The methodical and focused approach to training doesn’t leave room for much recruiting of young players, but that hasn’t been the method Fusion officials have used to get players through the doors. Schulze feels volleyball can only be played well once girls develop sharp motor skills, and that doesn’t come when girls are very young. Instead of marketing within the communities, Fusion has been a bit of a secret spread through alumni and their parents.

“When you think of culture, you think of family and belief structure,” Milborn said. “What causes you to pick Fusion? Is it the winning or is it word of mouth from happy moms and dads who have had a good experience here? I think it’s more of that.”

Marengo football looking ahead

By KEVIN MEYER kmeyer@shawmedia.com MARENGO – Marengo did not have many good memories from the 2012 football season, so the Indians have chosen to take the short-memory approach.

“We don’t want to talk about last season, last season was yesterday’s news,” Marengo coach Matt Lynch said. “That’s cat litter and we know what to do with cat litter, right?”

The Indians struggled to a 1-8 mark, but if the spirit in a recent practice serves as an indication, that hardly put a damper on this year’s preparations.

Marengo is more interested in looking to the opportunity ahead. Several of the starters return from last season with another year of varsity experience and more confidence.

“It’s going to be a great season,” senior Justin Velasquez said. “It’s my last year here and we have to show everyone what we’re made of.

It’s what we have been working toward for four years.”

Velasquez is one of several players for Marengo who will make an impact on both sides of the ball. Most of the team is expected to learn and excel at two different positions right from the start. Velasquez is looking forward to both helping out on defense and working as a wide receiver for the offense.

Dustin Rondorf (TE-DE), Matt Pandocchi (RB-LB), Noah Klick (WR) and Coy Szaflarski (C-NG) are just some of the players that Lynch expects to have a big season for the Indians. All are returning seniors who will also be a part of collective leadership group this season.

“Our seniors are stepping up a lot more this year,” Velasquez said. “There’s a lot more leadership by just being good role models for the younger guys.”

It’s clear the team intends on competing with the best of Big Northern Conference this year. The Indians’ No. 1 goal is to compete as they

try to build a winning program. Marengo’s last winning team, and last trip to the playoffs, was in 2004.

“We are trying to build a winner, and we’re going to get there by continuing to work hard and compete,” Lynch said.

“Every new season is another opportunity to compete and do better.”

The team is also expecting a boost from some new players this season, which includes junior quarterback Ethan Walsweer leading the offense. Lynch says Walsweer has shown a great potential early on in practice and is throwing the ball well.

Joining Walsweer as players who will be getting more minutes this year are Kyle

Gara (G- MLB), Dakota Kissack (RB-SS), Brandon Temple (WR-SS) and Benjamin Ryan (G-DT). Gara and Temple are sophomores.

Marengo won its opener last year, 21-7, over Mendota, then lost the next eight games. The Indians open again with Mendota, this time on the road.

and motivated to make sure that the first win of the season this time around is not the only win.

“It’s football season time.

If I wasn’t excited, I wouldn’t be here,” Lynch said. “I love this. I love playing in this league and to have a chance to win every single week is something I look forward to.

This is truly a special sport.”
