Since February, the city has worked with a Palatine-based company to replace 20-yearold water transponders inside 1,865 homes and select businesses with automated ones capable of sending information on water consumption directly to City Hall. Officials have said the old transponders

are faulty and obsolete.

They expect about 350 stragglers to remain after the project’s Sept. 30 deadline passes.

Aldermen earlier this week decided to give the holdouts a 30-day grace period. But the remaining users could face a slew of penalties if they hold out beyond October.

“We need to lay out the scenario that if this doesn’t happen, one of two things can,” Ward Two Alderman Matt Keenum told council members. “We can turn your water off, or we can assess your water bill accordingly.”

After they receive notice about the grace period, the re-

maining users would first face a penalty tabbed onto their water bills if they don’t arrange an appointment by the end of October, under the direction council members gave administrators this week.

If a penalized user refuses longer, the city could then turn off their water supply two weeks after notifying a resident of the decision.

City officials still have to determine a specific fine amounts and timetables. They likely will present aldermen with an ordinance outlining the details during a meeting Monday.

Throughout the project, the city and its project contractor, HBK Meter Services, have mailed letters, hung notices on doors, made robocalls and contacted users directly to get them to schedule an installation appointment. City officials have said the appointments typically last 15 minutes.

MARENGO – District 165 officially owns its middle and intermediate schools, after declining student enrollment throughout Marengo following the economic recession triggered a recently closed property deal with another city school district.

For the past 10 years, Marengo’s K-8 district had been leasing District 154’s old high school building for $1 annually. Seeing student growth in 2004, both districts crafted the lease agreement in case District 154 one day needed to reoccupy its old campus, both district superintendents said.

But the recession in the late 2000s has since stunted growth, making the timing right for District 165 to own its school buildings. School officials acquired the buildings at 816 E. Grant Highway for $350,000, under the deal that closed earlier this week.

“From our perspective, it just makes sense for us to own the asset and make it into a 21st century building for our students,” District 165 Superintendent Lea Damisch said.

Two Advocate Health Care hospitals – Advocate Lutheran General Hospital in Park Ridge and Advocate Christ Medical Center in Oak Lawn, both of which have children’s hospitals – are not allowing visitors younger than 18 or adults with cold-like symptoms.

But the Centegra hospitals in McHenry and Woodstock as well as the Advocate hospitals in Barrington and Elgin have not issued those types of restrictions, their spokespeople said.

“We’re not there yet,” Advocate Good Shepherd Hospital spokeswoman Erin Abbey said, adding hospital officials are monitoring their numbers and considering changes.

Centegra officials are discussing the situation daily and have given educational material to all nurses and physicians to warn them about the situation and advise them on what to look for, Centegra spokeswoman Michelle Green said. Its hospitals also have standard restrictions in place, including wearing a mask when a visitor has a cough or staying home when sick.

Most people who contract the enterovirus respiratory illness do not get seriously sick, said Dr. Aris Assimacopoulos, an infectious disease specialist with Advocate Good Shepherd Hospital.

“You should not worry,” he said. “These things do tend to get blown out of proportion because of the reports on the severe cases.”

For hospitals, the goal has been to protect their most vulnerable patients, Assimacopoulos said.

“It’s a very individual decision,” he said. “I’m hoping we don’t have to [set restrictions].”

Ringmaster John Moss said the group respects people’s right to protest, a common side attraction to its cross-country events. But he disagrees with their message, arguing animal rights activists are “fanatics” out of touch with reality.

“The animal rights movement was founded on the basis that animals and humans are equal,” Moss said.

“Personally, and I think I’m speaking for mainstream America, most of us don’t believe that. Animals are a gift.

But Kelly Miller and other animal circuses usually fail at delivering proper care, said Lindsay Rajt, PETA associate director for campaigns.

Between 2005 and 2012, the U.S. Department of Agriculture cited Kelly Miller a half dozen times for failing to meet federal animal care standards. Kelly Miller

hasn’t been cited since 2012, according to PETA. Kelly Miller’s sister circus, Carson and Barnes, has numerous USDA violations over the past decade and paid an undisclosed penalty in 2012 to settle 10 animal welfare violations, Rajt said.

Moss said he couldn’t speak specifically toward the violations, adding that Kelly Miller complies with all USDA regulations.

“They are all our liveli-

hood and a part of our circus family,” Moss said. “We would not want them jeopardized or abused in any way.”

Circus trainers generally are known to use electric rods and bull hooks, which resemble fireplace pokers, to train and control circus animals, Rajt said.

The national animal rights group not only supplies local protesters with signs and leaflets for circus events but also works to get behind-the-scenes training footage to raise awareness about animal abuse, she said.

“People are shocked when they find out circuses that use elephants beat them and use electric rods to get them to perform. People are shocked that they will tear baby elephants away from their mothers at a young age to train them,” Rajt said.

“We want to put information into people’s hands, so that they can make an informed decision.”

Under the 10-year-old lease agreement, District 165 was responsible for making classroom improvements and other minor repairs, like electrical, heating and plumbing upgrades. The district estimated it spent $700,000 on improvements during the lease.

District 154, meanwhile, spent nearly $1 million during the lease to cover larger repairs and capital improvements.

The recent property deal makes sense for both the high school and Marengo taxpayers since District 154 no longer has a need to keep and maintain the building, said Superintendent Dan Bertrand.

The district’s current high school at 110 Franks Road can house up to 1,200 students. High school enrollment consequently peaked at 905 students in 2009 but has declined ever since.

“The district does not anticipate a need for additional classroom space for the next 15 to 20 years,” Bertrand said. “In an effort to be fiscally responsible to its taxpayers, the district has determined that it is in their long-term financial best interest to not continue to maintain and repair the building.”

Advocate Sherman Hospital saw a slight uptick in the number of children coming into the emergency department with respiratory illnesses this August when compared to last year, spokesman Lawerence Synett said, adding that hospital officials can’t be sure the increase is being caused by this particular strain though.
