Budget impasse puts halt to McHenry job training

By EMILY K. COLEMAN ecoleman@shawmedia.com WOODSTOCK – A worker placed with McHenry-based Fabrik Molded Plastics didn’t get to finish his summer internship, a ripple effect from the continuing state budget impasse.

The state’s failure to pass a budget has meant federal grant dollars funneled through the state but meant f o r t h e M c H e n r y C o u nty Workforce Network are stuck, said the director of its board, Jeffery Poynter.

That means the agency has had to stop issuing vouchers for worker training or classes to prepare for a high school equivalency degree, can’t reimburse businesses that paid upfront for employee training, and had to pull its interns from businesses across the county, he said.

“With all of the media attention, I wasn’t surprised,” Fabrik President Keith Wagner said. “Certainly, it’s upsetting because it’s a good program.”

This was the second year Fabrik participated in the program, which starts with a series of company visits followed by a drafting day in which businesses and potential interns pick each other for a summer internship. Last year, the company hired one of its interns, said Wagner, who has received offers to relocate the company to Alabama, Indiana or Kentucky.

“It’s an opportunity to see what the person is about and find out if their skill set matches the company’s needs,” he said. “And it’s a

good opportunity for them to, perhaps, find a career path that they were unaware of.”

The McHenry County Workforce Network also offers reimbursement for training in a wide array of areas, including accounting, CNC machining, health care, information technology and commercial driving at places such as McHenry County College, First Institute in Crystal Lake, COMNet Group in Lake in the Hills and Symbol Training Institute in Skokie.

The agency had to pull the plug July 29 on reimbursements for a new industrial maintenance training program set to start this fall at MCC, Poynter said, adding the agency hopes to “salvage what they can” and get it going again once the money comes through.

Companies will have to decide whether to send their workers through the program anyway, said Jim Falco, the college’s executive dean for career and technical education, adding that with enrollment still open and the classes applicable for other degree and certificate programs, the classes will start as planned in the fall.

“We know that manufacturers want this – with or

without the grant,” he said.

The college also is willing to start a new group of students once the grant dollars come through, Falco said.

The delay could create problems for students who now are a semester behind.

Students could find themselves out of the sequence of classes, which could put them even further behind, Poynter said.

As long as it has the dollars to keep its doors open – something McHenry County Workforce Network Director Julie Courtney said might only last through August – the McHenry County Workforce Network is taking applications and offering on-site résumé workshops, career exploration programs and computer time.

The McHenry County Workforce Network is expected to meet certain federal spending and placement goals, and the impasse could put the future of its federal funding in jeopardy, Poynter said.

The state representative announced July 28 he is partnering with Cell Phones for Soldiers to make his Woodstock-based district office a permanent drop-off location for used cellphones. Franks’ office is at 1193 S. Eastwood Drive.

Cell Phones for Soldiers is a nonprofit organization that provides cost-free communication services to active-duty military members and veterans.

The organization donates the used phones it collects to Mindful eCycling to be recycled. Profits are used to buy prepaid international calling cards for American soldiers serving overseas.

“The courage and selflessness of our men and women in uniform is simply remarkable,” said Franks, D-Marengo. “It’s important that we do all we can to help them stay in touch with family and friends back at home.”

According to their website, Cell Phones for Soldiers distributes more than 3,000 calling cards each week to bases around the world. For every donated phone valued at $5, Cell Phones for Soldiers is able to provide 2 ½ hours of free talk time to deployed troops. The organization was founded in 2004 and has provided more than 210 million minutes of free talk time.

HUNTLEY – KinderCare in Huntley recently earned a national accreditation award, meeting a comprehensive set of performance standards, according to a news release.

The accreditation from the

National Association for Education of Young Children makes KinderCare, 12581 Princeton Drive, the only fullday NAEYC accredited early childhood education program in the Huntley area. Only 10 percent of early childhood programs throughout the country

have earned NAEYC accreditation, the release stated.

The accreditation process included a self-study and a site visit by an independent evaluator. The association focused on KinderCare’s environment and curriculum, measuring it against a national set of stan-

dards of education, health and safety, the release stated.

Anthony, a 5-year-old from Harvard, received a school physical at the 25th annual Children’s Health and Safety Fair at McHenry County College. Organized by a coalition of 17 county entities, the event provided children with free or low-cost physical and dental exams, immunizations and plenty of activities.

Debbie Ruiz brought her son, Anthony, along with her daughter, Scarlett, 7, to the fair. As Anthony got a physical, Scarlett got a dental screening. The family then roamed around the gym doing activities and collecting prizes.

“It’s very important because I want to teach my kids things that I didn’t get to learn when I was little,” Ruiz said.

“My mom never got to take me to things like this, so I’m trying to keep my kids active and knowing about everything they need to know. I’ve got to keep them set for life.”

“With the kids, my goal is that they’re learning something and having fun,” Reid said.

Attending the fair for the third time, Lakewood resident Deidre Dobbels said her children, Greyson, 6, and Finnegan, 4, usually walk away from the event a little more enthused to brush their teeth.

They also learn valuable lessons that can be daunting to learn at home, she said.

“They’re playing the games and they’re getting that information, like not smoking, in a nonthreatening, fun way.”

The Dominican Republic has become a popular tourist destination in the past decade, but policies directed at Haitians have many concerned, including those in McHenry County.

By CHELSEA McDOUGALL cmcdougall@shawmedia.com As an immigration crisis unfolds in the Caribbean island of Hispaniola, local Haiti organizations and ministries are concerned about the strain policies in the Dominican Republic could put on Haiti’s already fragile infrastructure.

The Dominican Republic has been under international scrutiny in recent years for immigration policies that tend to affect mostly Haitians and people of Haitian descent.

These people tend to be darker skinned than most Dominicans and often find themselves victims of racial discrimination.

In the latest action, the Dominican Republic’s Constitutional Court in 2013 ruled children born in the country to noncitizens did not qualify for automatic citizenship because their migrant parents – most of whom are Haitians – were “in transit.”

The Dominican government said it will deport noncitizens who didn’t submit applications to establish legal residency before a June 17 deadline. Nearly 290,000 of the estimated 524,000 migrants in the country – the majority of them Haitians – face deportation from the Dominican under the policy that some have called “racially discriminatory.”

The two countries that share the Caribbean island have a fraught history, with generations of Haitians crossing into the Dominican Republic to take low-wage jobs in agriculture, construction or house cleaning. They also have encountered discrimination and periodic crackdowns.

“This has been going on for

200 years,” McHenry resident Jon Petersen said. “There is this tremendous hate for each other.”

Petersen has been traveling to Haiti for 20 years and is vice president of Haiti’s Children Inc., a nonprofit based in Pell Lake, Wis., with ties to McHenry County.

Justin Smith of Woodstock is president of the McHenry-based Catholic Assistance Missions, a nonprofit organization that operates a school in Haiti, among

other charitable contributions to the country. He fears the effects an influx of people would have on the poorer side of the island. The Dominican government hasn’t begun the deportations, but the government there said nearly 40,000 people have left as of July 6.

“Haiti, which is already overburdened as it is, is looking at all these people coming back, and these people have lived in the Dominican Republic, raised families there and worked there,” Smith said.

“What [Haiti] has as far as infrastructure will be even more overburdened.”

Petersen, in a separate interview, echoed what Smith said.

“They’re being deported back to Haiti, a country they’ve never been to and don’t know anything about,” Petersen said. “With no family and

Expert: Elder abuse a problem in McHenry County Woodstock woman shares how mother fell victim to fraud

By EMILY K. COLEMAN ecoleman@shawmedia.com WOODSTOCK – Glynnis Walker Anderson never got to say goodbye to her mother.

Anderson, a Woodstock resident, was a long-distance caregiver for her widowed mother, Rosalind “Joyce” Walker, who lived in Victoria, British Columbia, before she died in June 2011 at the age of 87.

Anderson thought she had the situation under control.

She was handling the upkeep and bills for her mother’s home. She had taken care of all the paperwork, directing a will to be put together and having her mother grant her power of attorney.

When her mother’s health

started to deteriorate and she began exhibiting signs of dementia, Anderson found her mother a nursing home, a difficult decision because her mother missed her dog, her house and “her little bit of heaven.”

Despite all that, Anderson’s mother became the victim of elder abuse and fraud, Anderson said.

Studies have found between 7.6 percent and 10 percent of older Americans have experienced abuse in the previous year, according to statistics compiled by the federal government’s National Center of Elder Abuse.

Older adults with Alzheimer’s disease – such as Walker – were found to be nearly five times more likely to have been the victim of abuse than those without the degenerative cognitive disease, according to a 2013 research article in the Journal of Aging Research.

The nonprofit is contracted by the state of Illinois to investigate the abuse and exploitation of seniors and people with disabilities in the area.

“We see a great deal of financial exploitation, taking the elder’s money for their own purposes,” Boncosky said. “We see a lot of emotional abuse, threatening our elders and demeaning them because they are limited in their abilities. We see a fair share

of neglect, sometimes passive where the caregiver doesn’t know there are resources. We also see willful deprivation.”

The women who Anderson said perpetrated the fraud against her mother established themselves as friends and ultimately as Walker’s caretakers and guardians. The women were never charged and Anderson ended up settling the dispute out of court.

Anderson said they took money and valuables from Walker’s home, had Walker sign checks draining her accounts, and had a new will drafted that divvied up the value of Walker’s home and successfully challenged Anderson’s guardianship of her mother.

Anderson fought them along the way, hiring seven lawyers during the three-year process, but the women were successful in painting Anderson – to her mother, some of the nursing home staff and the guardianship judge – as an uncaring

daughter who lived thousands of miles away and who was stealing from her mother.

In the vast majority of cases, the abusers are family members, most often adult children and spouses, according to a report from the National Center on Elder Abuse. The family members often have an addiction to drugs or alcohol, a mental illness or feel burdened by their role as caregiver.

“A lot of time, too, it’s, ‘I’m going to get their money when they die, so I might as well use it now,’” Boncosky said, adding the situations are “all very complicated,” a tangle of family loyalties, a fear of getting others into trouble and often an unwillingness to recognize elder abuse is a problem in their community.

MCC assembles committee for presidential search

The members were nominated by various stakeholder groups, including the Board of Trustees, the college’s administration, students, faculty and the general public.

The committee will be responsible for developing the framework and timeline for the search, as well as creating

a profile that reflects the ideal presidential candidate, according to college documents.

President Vicky Smith plans on retiring at the end of December.

The committee members, who were unanimously approved by the college’s elected Board of Trustees, include: • From the administration, Workforce and Community Development Executive Dean Terri Berryman and Chief Information Officer Allen Butler; • From the Board of Trustees, Vice Chairwoman Linda Liddell and Trustee Molly

Although they share an island, the Dominican Republic is in significantly better financial shape, hav-

ing transformed itself into a tourist destination. Some well-known advocates are calling for travel boycotts, including Dominican-American writer Junot Diaz and Haitian-American writer Edwidge Danticat.

What your presence means – and what your absence means,” said Danticat, whose memoir, “Brother, I’m Dying,” about her elderly uncle’s fatal attempt to emigrate from Haiti to the U.S.

It’s a delicate line she walks as a family provider, she said, adding she’s never had to report an instance of elder abuse.

“You can miss the signs or be overprotective,” Than said.

“You can go either way. It’s for the family’s protection, too. If they are caring, it can be overcaring rather than abuse, and then they’ve lost the physician relationship, too. They might have more issues with seeing the provider. We build this trust, and we don’t want to lose that trust.”

Two years after Walker died, Anderson finally settled, agreeing to $136,500 in exchange for the women withdrawing their claims on the house, and she decided to write and self-publish a memoir chronicling her experiences. She also started teaching continuing education classes at McHenry County College designed to encourage people to be proactive in their end-oflife preparation and to know how to protect themselves.
