fice the power to enter into intergovernmental agreements on its own to add police officers it deems are qualified to the office’s 24-member SWAT team. While Sheriff Bill Prim already has the legal authority to recruit local police officers for the team, he would have had to go before the County Board for individual votes on each agreement before the board’s recent action.

By HANNAH PROKOP hprokop@shawmedia.com When Sandra Bartholmey travels to parts of the world where people do not have the right to vote, she said she breathes a sigh of relief knowing that in the United States, everybody can vote for officials if they take the time to do it.

Bartholmey, co-president of the League of Women Voters of McHenry County, said she joined the league eight years ago because she is “passionate about people getting out to vote and taking advantage of the rights we have in this country.”

The League of Women Voters formed in the 1920s from the movement that gave women the right to vote.

Today, they have more than 800 leagues and work at the na-

tional, state and local levels.

The League of Women Voters of McHenry County formed in 2007 when the Woodstock and McHenry league joined with the Crystal Lake and Cary league, McHenry County league President Paula Ekstrom said.

Ekstrom said the leagues combined because of a decline in membership, and today the league has about 35 members, which includes three men.

The league has two separate roles, according to its website.

One is for voters service and citizen education, and one is for action and advocacy.

Funding for voter service and education activities come from the League of Women Voters Education fund, a 501(c)(3) corporation.

WOODSTOCK – A request by an obscure French Christian order to get a McHenry County Zoning Board of Appeals recommendation to significantly expand its Coral Township operations fell one vote short.

The zoning board on July 22 voted 4-3 in favor of recommending approval for the Fraternite of Notre Dame’s conditional use permit to add a boarding school, nursing home, winery, brewery and gift shop to its 95 acres at 10003 Harmony Hill Road.

A recommendation for approval or denial requires five votes.

The polarizing issue, which has galvanized neighbors and township government opposed to the order’s request, now goes to the County Board, which first granted the order a conditional use permit in 2005 to build a chapel, convent, monastery and bakery on the property about three miles south of Marengo and Union.

Neighbors who were angry when the County Board approved the original 2005 permit are angrier about the proposed expansion and have alleged the fraternite has not been a good neighbor when it comes to construction and work hours. While the order maintains it is doing God’s work, opponents said adding a school, hospice and brewery will make the property a worse fit for the rural area than they allege it already is.

Neighbor Rob Cisneros, who is among the public faces of the opposition, said the issue always has been about the location and not the fraternite or its mission. The order and its supporters have maintained during the process that opponents are motivated by bigotry.

Employer-requested programs are added to college’s offerings

By EMILY K. COLEMAN ecoleman@shawmedia.com CRYSTAL LAKE – Sixteen workers are lined up to enter McHenry County College’s new industrial maintenance technician certification program this fall.

The program is the result of many conversations with local industry leaders and years of putting together a curriculum, getting the program accredited and finding the staff, space and equipment to run the classes.

The $200,000 federal grant that was going to cover those workers’ tuition and books is held up in a state budget fight, McHenry County Workforce Network Director Julie Courtney said, adding she’s working with McHenry County College officials to see whether they can work out a voucher system where the college is paid back when the dollars come through.

The creation of an industrial maintenance program – training the workers who care for the complicated machines that make modern manufacturing possible – has been on the minds of McHenry County companies for “a long time,” said Pam Cumpata, president of the nonprofit McHenry County Economic Development Corporation.

The field is one of three the Chicago Metropolitan Agency for Planning identified in a report released earlier this year looking at where possible skill gaps exist between what employees have and what employers want. The other two are computer numerically controlled machine operators, and welders – both programs that McHenry County College has developed.

“The college is as nimble as the state of Illinois allows it to be,” Cumpata said, adding the college has done a great job partnering with other colleges and adapting programs to meet employer needs.

program through the accreditation process, the college started a noncredited welding boot camp to give students opportunities to gain skills even if they couldn’t yet give them the certificate, Courtney said.

In addition to the industrial maintenance program, the college is adding an applied science associate degree in physical therapy assistant and two certificate and an associate degree program in mobile design and development this

year, said Tony Miksa, the college’s vice president of academic and student affairs.

The college also added associate degrees in baking and pastry management, paralegal studies and health information technology, along with an assistant confectioner certificate to its offerings last school year, he said.

Job market tough on millennials

We have a gift for you, all estimated 2.8 million of you: The lowest unemployment rate since 2008.

But before you toss your mortarboard cap in celebration, there’s a catch. (Graduation advice: There’s always a catch).

Those between 18 and 29 remain the most unemployed age group out there.

Generation Opportunity, a conservative nonprofit that advocates for young people, found in its monthly Millennial Jobs Report that the 18-to29 age group remains unemployed at a rate of about 13.6 percent, while the national unemployment rate hovers around 5 percent.

“Young people do have some reason to be optimistic about their futures as they continue to see economic conditions improve for our generation this year,” said Luke Kenworthy, director of poli-

cy engagement for the organization. “[The most recent] jobs report shows a 13.6 percent youth unemployment rate, down 0.6 percent from where we started at the beginning of 2015.”

Not only is this generation less likely to be employed, it’s also carrying the largest student loan burden of any generation.

The National Center for Education Statistics estimates 2.8 million students will graduate and enter the workforce this year. Meanwhile, according to Pew Research Center data, the average balance of student loan debt is $35,657.

However, the same Pew report from 2014 found it more costly to not attend college.

According to Pew’s analysis of Census Bureau data, college graduates “will earn about $17,500 more than employed young people who hold only a high school diploma.”

The Great Recession was particularly hard on this generation. According to the same Pew report, 6 percent of millennials – identified in this

report as those ranging in age from 18 to 33 – live in poverty, compared with 3.5 percent of baby boomers.

Locally, this rings true.

“We have found that most of the people who apply [for jobs] are struggling because they’re filling out applications and just not getting calls for an interview,” said Barbara Billimack, the lead youth career adviser at McHenry County Workforce Network. “I think there are a lot of different factors playing into that struggle.”

Those factors, Billimack said, include pickier than ever employers: “They have so many applicants that the pool is bigger,” and younger applicants may not have the skills some employers are looking for.

“Applicants in general are missing the soft skills – they have the book knowledge, but they are sometimes missing the writing, the communication and the leadership skills,” said Evette Thompson, coordinator of career services at McHenry County College. “When we talk about

soft skills, we’re talking about working as a team, working as an individual, having communication skills.”

Desiree Gomez, a 19-yearold Woodstock resident, until recently pieced together two jobs to pay her car loan, phone bill, car and health insurance.

“I really wanted to take the most amount of pressure off my parents,” Gomez said. “I know bills add up, and I wanted to take that responsibility on my own.”

She made just more than minimum wage at each of her two jobs at Jaci’s Cookies and Starbucks, and averaged about 55 hours each week. She recently left Jaci’s Cookies to start at MCC this fall.

Although it appears the odds may be stacked against this generation, local employers have an appetite for younger workers.

“Most employers are telling us they want to hire young people who are enthusiastic and want to do a good job,” Billimack said. “They’re really looking for young people to take that initiative.”

The paralegal program that kicked off in January, for example, came about because judges and lawyers in the area requested it and the number of students asking to take the program had grown, he said. It no longer made sense to send the students to programs at the College of Lake County, Harper College or Elgin Community College where MCC had agreements in place to get a certain number of students in-district tuition rates.

Programs aimed at training CNC machine and robotics operators as well as the industrial maintenance program evolved as part of manufacturing breakfasts the college hosts twice a year to encourage communication between the college’s administration and faculty and industry leaders, said Jim Falco, executive dean for career and technical education.

The relationships established through initiatives such as the manufacturing breakfasts then can be leveraged during the curriculum development process – getting feedback as the courses are developed and finding instructors or equipment, Miksa said.

Sometimes the college receives grants – such as the nearly $200,000 National Science Foundation grant to train faculty and create the mobile design and development program – to help get programs off the ground. That often requires local businesses to write letters of support.

One of the challenges moving forward is space, Miksa said.

It’s been an issue in the past, but the college has been able to overcome it, moving classrooms around to develop a physical therapy assistant lab, turning the theater into a manufacturing lab and building a new theater, he said.

“The college is very thoughtful when it comes to adding new programs and determining what type of curricula we want to have in place,” Falco said. “I think that’s why we have such quality programs.”

Normally, the corn maze at Richardson Farm already would have been cut by June 15, the date the Blackhawks won the Stanley Cup. But this year, a rainy start to summer turned out to be a stroke of luck for the farm, allowing co-owner George Richardson to give the annual maze a Blackhawks-centric design.

The original maze, a tribute to the 150th anniversary of Lewis Carroll’s “Alice’s Adventures in Wonderland,” already had been approved by MazePlay, the Idaho company the Spring Grove farm hires to design and cut its field.

But the rains delayed many farms across the country from planting corn and postponed MazePlay’s usual trip across America to cut the mazes. That gave Richardson time to redesign the 33-acre maze as a tribute to the Hawks’ third Stanley Cup victory in six seasons.

“That (rain) put (MazePlay) behind schedule, so it was really lucky for us,” Richardson said. “We were watching the Hawks get closer and closer, and they won, and we thought, ‘Oh, my gosh, this would be a marvelous theme and we don’t have our field cut yet. We can do this.’”

Richardson contacted the Hawks, who quickly gave approval to use their logo. He sketched a design, and after a few edits with the company, it was complete.

Blackhawks corn maze creating buzz

The maze was cut about a month behind schedule, in mid-July, but still in plenty of time for the maze’s opening Aug. 29. The design features the Hawks’ main logo in the center, flanked by the words “Champions 2015,” the Chicago skyline and likenesses of

hockey players.

Photos of the tribute, shot from an airplane, soon began circulating on social media.

“It’s just a really cool buzz coming off the Stanley Cup victory,” Richardson said. “It kind of keeps the buzz going. I was very pleasantly surprised

that it’s taken off so well.”

This isn’t the farm’s first time using sports as a theme. In 2005, the maze commemorated the 20th anniversary of the 1985 Bears Super Bowl victory, complete with Walter Payton’s No. 34. The next year, the design had a Chicago baseball theme

on the heels of the White Sox’s World Series win. Richardson used a Bears design again after the team reached the Super Bowl in 2007.

The corn maze will be open Wednesdays through Sundays from Aug. 29 through Nov. 2, weather permitting.

Mary McClellan said there are more than 300,000 people in McHenry County, and about 206,000 are registered to vote.

McClellan said the McHenry County league has volunteered to help register people to vote at the McHenry County Fair, which takes place Aug. 5 through 9.

“It’s so important because as people walk up you need to be able to dedicate the time to each individual that comes up,” McClellan said.

She also said she will be working with the league to reach out to younger voters.

“We’re going to try to get young people involved so that they understand the democ-

racy and process and how important it is to vote,” McClellan said.

Most members in the league are 45 and older, Ekstrom said, but she’d love to recruit younger members.

“There’s been a decline in younger members, and I think it has something to do with not having civics education in schools and not having the younger members think it’s important,” Ekstrom said.

One bill the league has advocated for would require high schools teach a civics class, Ekstrom said. The bill was sent to the governor’s office June 26.

The league has done other

work to encourage young people to vote, such as hosting mock elections in high schools for the presidential elections and having booths at lunch so students can register, Ekstrom said.

In addition to registering people to vote, the league aims to educate people on issues.

“We’re a nonpartisan organization. We don’t affiliate with any political party, but we do study issues,” Ekstrom said.

In the past, the league has done studies on the effectiveness of charter schools in Illinois, and more recently they’ve started looking into the topic of township consol-

idation in McHenry County, Ekstrom said.

She said representatives will go to the township consolidation task force meetings so the league can discuss the topic at its monthly meetings and decide how to educate people about it.

Bartholmey said the league encourages people to go to any government meeting to get more informed, whether it be a City Council or property assessment meeting.

“Everybody can make a difference,” Bartholmey said.

“And that’s the point that we want to get across, that it’s up to us to get out there and take interest in the community.”

Students donate blood, time at summer drive

After a quick pinch, the 17-year-old McHenry resident looked around the Church of Holy Apostles in McHenry to see handfuls of other people lying down, blood pumping from their arms. Birkhoff’s moment of discomfort was offset knowing that dozens of people were giving blood to help save lives and make up for the summer slump in blood donations.

“Everyone will at some time in their life probably know someone that needs blood,” Birkhoff said. “Knowing that person could be you or a family member, it really does, like, help you go through it. Even if it’s a total stranger, you’re saving a life.”

Eldredge called much of the opponents’ testimony “completely irrelevant” to the land use issue at hand, and Kelly became visibly angry when it became obvious the fraternite’s request would fall short of five votes.

“The scale … simply does not rise to the point of being an inappropriate use on this site, given it has already been approved for all these things in the past,” Eldredge said.

A simple majority of the County Board is needed to approve the conditional use permit, and the soonest it can vote on the matter is at its Sept. 15 meeting. But Coral Township’s objection means an 18-vote super majority is needed to approve all variances from county ordinance that the fraternite is requesting.

Supporters and opponents of the proposal have been addressing the County Board in recent months during public comment, and the July 21 meeting was no exception.

Neighbor Judy Link was one of several who told the board she is “sick and tired of being called a hateful bigot” by the fraternite’s supporters and that the issue is strictly one of zoning and land use.

“This makes me wonder why we have a land plan or zoning if they can change it to fit their needs,” Link said.

Most of the fraternite’s supporters who spoke July 21 were from Chicago, an area in which the fraternite does most of its charitable work.

Heartland gets one unit of blood for every person who donates. Futchko said for comparison a person getting a liver transplant needs 100 units of blood, a cancer patient could use eight units a month, and someone involved in a motorcycle crash could use up to 50 units.

“Overall, blood cannot be manufactured, it has to be donated. And these students completely recognize that, and I think the fact that they could save up to three lives,” Futchko said. “They can’t vote, some of them might not be able to drive just yet, but they can save up to three lives. To me, and them, I think that’s huge.”

Even students who weren’t 16, the age threshold for donating with parent consent,

helped put the event together. Johnsburg High School sophomore Jake Heelein, 15, donned a blood drop costume and wandered around the room while a DJ played music and announced raffle winners. He took pictures with donors and brought them “boxes of awesome,” gift packages.

“My mom has always been for donating blood, and that passed on to me,” Heelein said.

“I’ve always thought it would be nice to give blood, but I can’t. So I’m helping out in place of that.”

Wauconda High School senior Kelsey Calomino, 17, helped recruit 15 donors by sending mass emails and putting up posters. She said she was inspired to donate blood for the first time July 24 by her sister Dakota Clark, 10, who required numerous blood transfusions while undergoing treatment for cancer.

“I’m just thinking about all the people I’m going to help and how I’m going to help save lives,” Calomino said. “And how I’m going to help save people like my sister.”

The Sheriff’s Office SWAT team is not the only one available to county law enforcement. Four municipal police departments – Barrington Hills, Cary, Crystal Lake and McHenry – contribute resources to the Emergency Services Team of the Northern Illinois Police Alarm System, a mutual-aid police agency covering 93 departments in five counties. Both teams can request mutual aid from one another.

McHenry County’s SWAT team has a strict set of criteria that must be met before it is deployed, such as for an active shooter or hostage situation. The proliferation of SWAT teams nationwide and their use for routine activities such as serving warrants on nonviolent offenders has come under increased scrutiny in recent years.
