So you didn’t hear the warning sirens when the National Weather Service called two tornado warnings for McHenry County over 10 days last month?

There are two simple explanations as to why.

The first is coverage area – larger cities aside, siren coverage area for much of McHenry County isn’t very good. Even in places where it is – Crystal Lake several years ago replaced its eight old warning sirens with 15 new ones – they can be hard to hear in a storm and through modern construction.

The second and more important reason is that such sirens were never meant to warn people already in their homes, which is why Crystal Lake and other towns refer to them as “outdoor warning sirens.”

The Northwest Herald gets calls after such events from people concerned that they didn’t hear the sirens. So does the McHenry County Emergency Management Agency, Director David Christensen said. His home is three blocks from a siren, and he can’t hear it indoors.

“We hear it all the time.

They’re meant to get outdoor people indoors,” Christensen said.

The good news is that people have numerous and better options – which should be common sense given that Illinois is no stranger to severe weather – with which to get adequate warning.

A list of emergency notification options can be found on www.mchenryaware.com, which is maintained by the McHenry County Emergency Management Agency.

The idea that outdoor warning sirens are meant to alert people indoors is one of the dangerous tornado myths – such as taking time to open windows to “equalize pressure” or that highway underpasses provide adequate shelter – that experts are fighting to dispel.

McHenry County does not have a cohesive grid of warning sirens, and building one would set the county back at least $18 million, Christensen said. He said he wants a study done of what areas are, in fact, covered.

A warning siren under optimal conditions has an effective range of about a half-mile.

Their shortcomings within that radius are laid out in the

McHenry County Natural Hazards Mitigation Plan, a 2010 document meant to act as a guideline for protecting the county from the effects of natural disasters. The plan also qualifies the county to receive federal funding for projects that lessen the effects of them.

“Outdoor warning sirens can reach many people quickly as long as they are outdoors.

They do not reach people in tightly-insulated buildings or those around loud noise, such as in a factory, during a thunderstorm or in air-conditioned homes,” the report states.

But people have multiple ways to get advance warning of severe weather, both in their homes and on their person.

Homes should have a

NOAA all-hazards weather radio, which emits a tone and a message upon receiving a warning. Unlike older radios, new models have the capability to sound a warning only for your particular county.

Smart phones also can act as warning systems. Owners can get warnings tailored to their exact location, and the county has had the capability since 2012 to send warnings to any phone, regardless of area code, based on tower locations during an emergency.

People also can sign up for text alerts from weather or news agencies, such as the Weather Channel. The Northwest Herald’s text alerts include notification of severe weather watches and warnings.

A list of available warning systems is available at www. mchenryaware.com, the county’s new emergency website.

While redundancy is important, Christensen said your primary warning should come from an “official” source to add precious time to react. He also urged people not to disable their smart phones’ emergency alert function.

“If people don’t do that, we can save them,” Christensen said.

But village staff could only secure a $10,000 commitment from Grafton Township officials after meeting with all three groups. The village’s portion for the on-call bus service now stands at $38,582, once buses start running early next year.

A few trustees Thursday said they were disappointed at the lack of assistance shortly before voicing their intent to join MCRide, which allows any resident to ride buses within Huntley and to places like Crystal Lake and Woodstock already enrolled in the transportation program.

“Will there be any potential passengers prohibited from riding? ... A name list or anything?” trustee Harry Leopold asked staff. “Because if there was going to be a name list, I was going to put the Rutland Township

Board of Trustees on there.”

Leopold’s comment drew a laugh from the small crowd in attendance at the meeting, but he later said he isn’t seriously considering a no-ride list.

The dig at Rutland came before trustee Ronda Goldman said she was “disappointed” in Rutland and the Sun City association for not contributing to a service their residents will use.

Land donations help preservation

By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com RICHMOND – More than a year ago, the staff at Main Stay Therapeutic Farm began talking about what would become of their 40-acre property if the group ceased to exist.

They turned to the Land Conservancy of McHenry County for answers.

After signing a few legal documents, Main Stay made the decision last month to keep its land overlooking the Glacial Park conservation area intact, whether or not the group sells it in the future.

“So much what we believe in – our mission here – is about showing respect for the animals, the land and nature,” said Executive Director Loriann Dowell. “It really aligned with

our organization’s values.”

Main Stay, a nonprofit that uses animals and nature to treat people with social and emotional disorders, signed a conservation easement to ensure its 40-acre property in Richmond would remain in its natural habitat regardless of how the title switches hands.

The Land Conservancy helps numerous property owners preserve their own land even after they die or sell it through conservation easements. Nearly 2,100 acres of open space and farmland have been donated to the Land Conservancy through the easement process.

It’s a tool many property owners use following a life-altering event, such as a family death, that stirs their thinking about how their land would change in the future, said Exec-

utive Director Lisa Haderlein.

“Our role has always been from the beginning to work with private land owners on helping them realize their vision and make sure the property they enjoy using today continues to remain open and available for either farming, scenic beauty or nature,” Haderlein said.

In Main Stay’s case, the decision to donate was easy, Dowell said.

Off Keystone Road in Richmond, the group’s 40-acre property rests between Glacial Park and a portion of the Hackmatack reserve, an 11,200-acre national wildlife refuge spanning northeastern Illinois and southeastern Wisconsin.

while also protecting the animals’ natural habitat. A row of oak savanna trees unique to McHenry County also will be protected in future years.

The “painless” easement process allows Main Stay to continue its therapy program but guards against the future and any potential developer who may want to redevelop the location, Dowell said. It also is a step toward Main Stay’s evolving operation, which now incorporates horticulture and more animals into programs.

“There’s a real sense of peace here,” Dowell said. “It seemed very fitting that being in the [Hackmatack] reserve that we also keep this habitat in its natural state.”

Using its tax resources, the McHenry County Conservation District owns most of the

25,000 acres it manages.

But the district has strategically used conservation easements throughout its history, securing 13 land donations since 1983, said Executive Director Elizabeth Kessler.

The 372 donated acres have connected neighboring sites together, much like how the Main Stay easement joined Glacial Park with the Hackmatack reserve. The donations add territory but allows the district to shed some management costs while the land owner still uses their donated property, Kessler said.

“The district never imagined we would able to preserve all the open land in the county,” she said. “It’s a collaborative effort between groups like the Land Conservancy and private owners, to protect the treasurers of our county.”

Remap discussion in Marengo turns political STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com MARENGO – An initial discussion on whether to redraw the city wards in Marengo turned political, as an alderman critical of city administration clashed with the mayor over his intentions.

Using voter data from 2013, Mayor Don Lockhart approached the City Council earlier this week about realigning the city’s four wards, pointing out that the city’s population has changed since the last time the council did redistricting in 1999 with data from the 1990

U.S. Census.

As discussion started, Ward 4 alderman Dennis Hammortree called the effort a political move by Lockhart, questioned the timing of the proposal and even requested to stay in his home ward.

The former Marengo mayor, who is a frequent “no” vote on the council’s roll calls, later told the Northwest Herald that Lockhart will use the remap as a way to draw him out of Ward 4 and threaten his re-election chances by pitting him in a contested ward once his term expires in 2017.

“I was an alderman for

five years and a mayor for five years,” Hammortree said.

“I know the games that are played, and that’s what’s going on here.”

During the meeting Monday, Lockhart showed little patience for Hammortree and his insinuation that a redistricting effort was a political power play.

The 2013 voter data shows an imbalanced number of registered voters between the city’s four wards, with Hammortree’s Ward 4 having the most and Ward 3 having the least.

Since the last remap in 1999, the city’s population has in-

creased nearly 57 percent when comparing Census figures, Lockhart said.

“Dennis, I’m not going to get into it. Here’s the answer: it’s time to do it. ... Don’t bring politics into it,” Lockhart said.

“It isn’t political. It’s something that needs to be done to make the wards equal in this city.”

The council ultimately directed staff to redraw the ward boundaries, although many aldermen had questions about how it would affect their current terms. All eight aldermen representing the four wards would be allowed to finish their elected terms.

If an alderman is drawn into a ward that already has two council members, he would serve at-large until his term ends and then have to decide to run for re-election in his new ward, said City Attorney Carlos Arevalo.

City officials will use 2010 Census data that details population totals at each city block in Marengo to develop a map, using state standards that district boundaries have to be compact, contiguous and substantially equal in population.

The council will have to approve a new ward map before it can take effect.

They all came for the 15th annual Gavers Community Cancer Foundation’s Barndance, an event organizers expected to gross about $400,000.

After expenses, more than $200,000 is expected to be raised for cancer research, treatment and awareness. In the first 14 years of the event,

The size of the county’s MCRide program might grow as the county’s transportation division has been discussing expanding the dial-a-ride program with other municipalities.

The McHenry County Department of Transportation has talked with Cary, Lakemoor, Johnsburg, Harvard and Marengo, as well as Grafton, Algonquin, Nunda, Riley and Marengo townships, about joining MCRide.

During a presentation to Cary Village Board members, county Transportation Planner Scott Hennings said there is a high demand for public transit in the county, especially the southeastern portion.

Hennings said the county is gauging interest and seeking memorandums of understanding from communities, so it knows how many buses it will need when it negotiates with Pace Suburban Bus service.

“We need to tell them who is interested in joining MCRide next year,” Hennings said.

It would cost townships $6,000 a year to join. McHenry DOT is looking for municipalities to pay $2 per resident per year, to help run the program.

The $2 per capita is about what Woodstock, Crystal Lake and McHenry have been contributing to the dial-a-ride pro-

gram, Hennings said.

“We think this cost-sharing formula is good for the cities because it allows you to budget and know you’re not going to go above that,” he said.

MCRide is a service provided by the participating municipalities, the county and the Pace Suburban Bus service.

It was created when the diala-ride programs for McHenry, Crystal Lake and Woodstock were combined into one service that allowed riders to travel to and from those communities. The previous dial-a-ride programs stayed within the community.

The program also now includes the unincorporated areas of Greenwood, Dorr and McHenry townships for seniors and people with disabilities.

Lakewood joined MCRide this month.

Huntley on Thursday committed to joining the program, which is expected to cost the village $38,542 a year. Huntley also has a $10,000 commitment from Grafton Township for the program.

In Marengo, the City Council committed last week to joining MCRide, starting in the spring of next year. The move allows residents to ride public buses longer and farther to areas such as Crystal Lake and Woodstock than what’s allowed under the city’s current Dial-a-Ride service with Pace. Currently the bus service in Marengo stays within the Marengo-Union area.

WOODSTOCK – The walkways at three campsites, restrooms at a Wonder Lake conservation area and sections of the Prairie Trail are next on a lengthy to-do list to improve accessibility.

Updated regulations created under the Americans with Disabilities Act added recreational facilities and improved outdoor spaces to its scope, requiring entities such as the McHenry County Conservation District to make sure visitors with disabilities can have the same outdoor experience as anyone else.

The conservation district doesn’t have the funds to do everything on its to-do list, so it has to prioritize, Executive Director Elizabeth Kessler said.

The two reports it has on the subject – one on sites and another on facilities – add up to 156 pages.

The district has been chipping away at the list, first taking care of everything that could be handled in-house or at no cost and then moving on to larger improvements.

In prioritizing its projects, the district considers multiple factors, including how often is the space used, whether accessible alternatives exist, whether the improvement can be made as part of regular maintenance and if there’s funding for it, Kessler said.

The district’s Board of Trustees OK’d putting the project – which also includes improving the walking paths at a Rush Creek Conservation Area campsite – out to bid at its meeting Thursday evening.

The work is estimated to cost $54,500 and to take place this fall.

The board also took a next step on accessibility improvements at Harrison Benwell Conservation Area outside Wonder Lake. It awarded the project, which includes demolishing the existing bathrooms and building new accessible ones, to the low-bidder, Marengo-based Carmichael Construction.

The bids came in over budget, so staff recommended reducing the scope of the Rush Creek improvements, according to board documents.

Those improvements originally included making the whole campsite accessible through changes to the restrooms, wider paths and replacing the hand pump with drinking fountains, spokeswoman Wendy Kummerer said.

Now, the existing path will just be resurfaced.

A third project that will address accessibility issues is also on the slate for this year but has not yet gone out to bid, Kummerer said. The planned work includes resurfacing a section of the Prairie Trail in Crystal Lake. these different services,” Hennings said. “That’s our justification for asking whether these communities are interested.”
