Community to celebrate Huntley hospital

By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com HUNTLEY – Residents next weekend literally can make their mark on the $233 million hospital already being constructed at the Centegra Health System campus in Huntley.

To celebrate the historic project, Centegra will host a community beam-raising event at the Huntley location in the late morning Saturday after its annual Family Health Fest.

Residents can sign the beam and watch it hoisted into the air. The signed beam eventually will be visible from inside the new hospital once it’s complete in 2016, said Susan

Milford, senior vice president of strategy and development.

“It is their hospital,” Milford said. “They can be part of its history by actually signing a beam that will be visible inside the hospital once it is completed.”

The 128-bed Huntley hospital was only the second new hospital approved in Illinois in the past 30 years, and the beam-raising event allows residents to make a permanent imprint on the project, Milford said.

The event officially starts at 9 a.m. Saturday with Centegra’s annual Family Health Fest. It features various activities, including free bike helmet fittings for the first 300 children in attendance, live

music, obstacle courses and health screenings.

Residents can enter a safe construction zone on the new hospital grounds to sign the beam and watch it be raised about 11 a.m. A free open swim session for families will follow the event at the Health Bridge Fitness Center.

Centegra is expecting about 500 people for the family fest and about 200 community leaders, public officials and health system representatives for the beam-raising event.

“Beam raisings have often been a way to celebrate the construction of new buildings,” said Chief Executive Officer Michael Eesley. “We chose this option because it

welcomes the community to see the hospital in the process of it being built.”

The celebratory event comes after months of initial construction activity at the Huntley hospital site near Haligus and Algonquin roads.

Construction crews already have put down the hospital foundations and installed new utilities.

By fall, residents should be able to see the exterior look of the new hospital as construction shifts to the interior.

“It takes quite awhile to build the inside of a six-story hospital, so the process will go on until we complete construction in the spring of 2016,” Eesley said.

Marengo-Union library readies for building sale

By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com MARENGO – Appraisers and inspectors this month will examine the Marengo-Union Library District in downtown Marengo, as officials prepare to sell a building they’ve occupied since 1991.

The activity at its current location, 200 S. State St., hap-

pens as construction winds down on the library’s new facility at the former Miceli drapery plant, 19714 E. Grant Highway.

Officials want to sell the current library about the time they move to their larger space in mid-August, library director Kevin Drinka said.

The building inspectors and property appraisers will help

determine the library’s asking price for the building, but the board doesn’t yet have specific buyers in mind, Drinka said.

“The board will want to review anybody who is interested,” Drinka said.

Construction crews this past winter began nearly $750,000 in renovations to the former drapery plant, which officials acquired in 2011 for $1.2 million

using their existing budget.

The 20,000-square-foot facility is about three times larger than the library’s current building in downtown Marengo.

As the renovation nears completion, library staff have been busy securing quotes from area movers to help transport heavier furniture before the final move later this summer, Drinka said.

Fast forward more than a half century, and the Harvard farmer has spent his own career utilizing migrant workers – a necessity, he said, to fill his farm’s workforce.

“It was difficult for us to get local labor,” Alten said. “That filled the void.”

Alten is one of many area farmers calling for immigration reforms he said would vastly improve the agricultural community’s ability to fill jobs and, in turn, provide for the country’s nutritional needs.

Farmers have long had to look outside the area’s local employee pool for farmhands.

Even during a stingy job market, domestic workers are reluctant to take the inglorious jobs in tough conditions.

Fruit and vegetable operations, large dairy farms, large pork production facilities and seed corn facilities, to name a few, tend to require heavy labor, said Adam Nielsen, director of National Legislation & Policy Development for the Illinois Farm Bureau.

“We have segments of the industry here in the state which are heavily reliant on immigration labor,” Nielsen said.

Without reform, experts say the segments will shrink.

Local farmers, like Alten, often turn to migrant workers, who don’t necessarily come from outside the country. Some live in southern states during the winter and on Midwestern farms during the growing months.

But even finding those workers has become more difficult, said Maggie Rivera, who is the national treasurer of the League of United Latin American Citizens and has ties to McHenry County. An older generation of migrant farm workers is retiring, leaving a generation interested in finding more permanent employment, Rivera said. This furthers farmers’ issues.

“Where they’re having issues is they cannot just employ someone to work in the field that is not properly documented,” she said. “For them to pass immigration reform would mean that they have a bigger pool of people to continue that kind of work.”

Nielsen would like to see two kinds of reform. First, the farm bureau calls for changes to the seasonal work visa system – currently called the H-2A visa – which farmers say takes too long and is bogged down by loads of paperwork. The program should be run by the U.S. Department of Agriculture, not the Department of Labor, Nielsen said.

Second, Nielsen said, the farm bureau wants current undocumented workers to have a chance to “pay a fine” and “come clean.”

County Board sets down process of UDO review

By KEVIN P. CRAVER kcraver@shawmedia.com WOODSTOCK – The McHenry County Board will review the Unified Development Ordinance during two meetings before a likely August vote.

The ordinance, a complete overhaul of county government’s development-related codes, officially will be delivered Tuesday to the County Board, starting a 30-day review process. County Board members will receive a presentation on the UDO at their evening meeting July 15 and debate it at a Committee of the Whole meeting before the Aug. 5 morning meeting at which it likely will come up for a vote.

Holding a Committee of the Whole allows County Board members to ask questions and air concerns ahead of time, board Chairwoman Tina Hill, R-Woodstock, said. The timing of the meetings also makes

the July 15 evening meeting one in which residents can come forward and offer public comment, said Planning and Development Committee Chairman Joe Gottemoller, R-Crystal Lake.

The committee earlier this month moved the proposed ordinance to the County Board for a final vote after more than three years of work.

Coming in at 300 pages and 20 chapters, the ordinance updates the county’s development-related ordinances, such as those governing zoning, signs and subdivisions, and combines them into one to make the rules easier to read and follow. It only applies to unincorporated areas and does not supersede municipalities with their own development and land-use ordinances.

The ordinance in recent months has undergone public review and revision by the Zoning Board of Appeals, which subsequently sent it

to the committee for its final revision before going to the County Board.

The ordinance attempts to balance property rights and preservation of natural resources and attempts to address some land-use issues, such as agritourism, which have caused problems for the County Board because no definition or rules existed.

Minor adjustments aside, the county’s zoning ordinance previously was overhauled in 2000, and its subdivision ordinance dates back to 1991. The previous significant change was the addition in 2008 of a conservation design ordinance.

The Zoning Board of Appeals processed more than 500 pages of comments and testimony from residents during the public review process.

Other local governments which have unified development ordinances include Crystal Lake, Woodstock and Richmond.

Alten called it a lost cause in an election year. He said he’s been writing his local representatives.

“I get positive responses, but Congress is just sitting on their hands,” said Alten, who stopped employing migrant workers a little more than a decade ago when he scaled back his operation. “They don’t do anything.”

This week, in an emailed response to the Northwest Herald, U.S. Rep. Randy Hultgren, R-Winfield, said the immigration system has been broken for 17 years. He called for a

“step-by-step” approach to reform, starting with securing the border.

Then, he said, the focus should turn to attracting and retaining high-skilled workers.

He said those efforts would include a faster visa system.

Hultgren also touched on the undocumented workers already in the U.S. “While it’s not feasible to deport the millions of undocumented immigrants already here, those who are here need to declare themselves and make right by the law,” he wrote.

First minority to lead McHenry County Bar

For the first time in the organization’s 100-year history, a minority has been selected as president of the professional organization for attorneys, judges and paralegals.

Carlos Arévalo, a partner and municipal attorney at Crystal Lake-based Zukowski, Rogers, Flood & McArdle, unanimously was selected to lead the 400-person bar. He took control July 1.

For Arévalo, the appointment signifies a change in the landscape of a profession which for years has been defined by two words: white and male.

“I think we’re ready to have somebody like me lead the bar,” he said.

Arévalo immigrated to the U.S. from El Salvador when he was 14 years old to meet his mother who already had been here a few years.

She fled her native country, where she worked as an office assistant, to New York City where her jobs were limited to the city’s textile factories.

The Rhode Island public schools where Arévalo was educated were a world of difference from the parochial school he attended in El Salvador.

He started high school with a limited language proficiency and had parents at

home who didn’t speak English.

His family was unable to afford to send him to college, so Arévalo earned a free-ride scholarship, becoming the first in his family to attend college in the U.S. He followed his political science undergraduate degree from Boston College with law school at Northeastern University, also in Boston. He moved to the area in 1999 and joined the law firm in 2000.

With an accent and Hispanic name, finding first an internship then a job proved to be a hurdle he was able to overcome – the sought-after jobs often went to the white Ivy Leaguers, he said.

“I had to work hard, there was a little more effort,” Arévalo said. “I had to show I was capable.”

While Arévalo’s appointment may be symbolic of a diversifying legal system, the profession still is marked by a disparity between white and minority attorneys – certainly not reflective of the actual diversity of the U.S population.

According to the American Bar Association, in 2010, there were 3.7 percent of the Bar’s 1.2 million attorneys were Hispanic. The ABA’s demographics were based on 2010 census numbers.

Locally, the McHenry County Bar Association is below the national average with about 2 percent Latinos.
