Letter sheds light on firing of area public works director

By ZACH BROOKE zbrooke@shawmedia.com MARENGO – Former Marengo public works director Jayson Shull was fired by Mayor Donald Lockhart for what Lockhart said were multiple serious infractions, according to documents obtained by the Northwest Herald.

Shull was fired by Marengo Mayor Donald Lockhart on April 16. The move became official when it was approved by the Marengo City Council four days later after a 45-minute closed-door session. At the time, there was little explanation for the dismissal, save for a tersely worded statement announcing Shull’s departure.

New details about Shull’s firing emerged after a termination letter sent to him by Lockhart was given to the Northwest Herald as part of an open records request.

In the letter, dated April 16, Lockhart accuses Shull of awarding a city contract for the remediation of a city-owned

property to LDR Construction Services unilaterally, outside of the normal process.

“You entered into this contract without bringing the matter up to City Council, without notifying the Administration, without obtaining quotes and without giving consideration to the potential insurance coverage for the damage that would impact how this matter should be addressed,” Lockhart’s letter reads.

The letter goes on to detail an harrowing incident at the Marengo Wastewater Treatment Plant. Lockhart accuses Shull of improperly handling a gas leak at the plant, saying an outside contractor was left to take action to alert personnel about a gas leak that was a few degrees short of combustion.

“I cannot imagine the personal, physical and financial damage and impact of an explosion at the facility and the neighborhood around it.”

In addition to these specific charges, the letter references numerous complaints about

Shull’s communication with co-workers and the public atlarge, calling it “often sarcastic, argumentative, inconsistent, and ... putting others in unjustifiably uncomfortable positions.”

Shull worked for the city in various positions for 13 years before being dismissed. He was promoted to public works director in 2011.

Calls to a phone number associated with Shull were not returned. At a City Council meeting May 26, City Attorney Carlos Arevalo raised the possibility that Shull could contest his firing, cautioning council members not to get into specifics when discussing how the public works director position will be overseen going forward.

“We don’t know what’s going to happen with that employee,” he said.

There is no timeline to fill the vacancy. The duties of the public works director are being handled by City Administrator Gary Boden and Assistant City Administrator Joshua Blakemore.

WOODSTOCK – A civil lawsuit seeking more than $1 million in damages from a Marengo funeral home has been dismissed in McHenry County court.

The case was dismissed in April, but it has a scheduled status date of June 21 for a motion to reconsider McHenry County Judge Thomas Meyer’s ruling.

The lawsuit was filed by the surviving family of Jonathan Bearer, who died suddenly at 20 years old. The family alleged that Thomas Fashingbauer of McHenry County Burial and Cremation Society negligently mishandled the funeral services and Bearer’s corpse.

The suit alleged Fashingbauer ordered the wrong color of casket and wrong size of burial vault, among other alleged missteps.

The lawsuit was filed in 2014, two years after Jonathan Bearer’s death.

Bearer’s family, including his mother, Theresa Bearer-Jones, his grandmother and his siblings, sought $1.1 million in damages, citing emotional distress.

Fashingbauer’s attorneys successfully argued that in order to sustain emotional distress there must be some sort of physical injury, which none of the family members suffered, court documents indicate.

Fashingbauer vehemently denied the allegations.

“The whole petition was fraught with errors and innuendo that were absolutely untrue,” he said May 28.

“I’m relieved.”

Fashingbauer’s attorneys also pointed out that Bearer’s family was not charged for the $8,000 funeral.

Graduates focus on each part of bigger picture

By ALLISON GOODRICH agoodrich@shawmediacom.com MARENGO – The various student speakers from the Marengo Community High School 2015 graduating group summed up their class with a series of shapes and symbols.

Jacquelin Pulak, the class secretary, was the first to stand before a gym filled with classmates, family, and friends during May 30 graduation ceremony.

“This class is the product of three things: the support of motivating family members, caring and dedicated faculty, and let’s not forget our own youthful exuberance,” she said. “These three ingredients balance and compliment each other like the angles of a triangle.”

Next came a rectangle, described by class President Weston Shepard to be representative of the long road through high school, into the “real world,” and through the remainder of the graduates’ lives.

More shapes were described throughout the ceremony, coming together tangibly on a nearby whiteboard at the hands of fellow

classmates. Together, the different pieces formed a tomahawk, a familiar symbol of pride for the graduating Marengo Indians.

It’s a title they’ve worn proudly for the past four years, Principal Angela Fink said.

“This graduating class is really passionate,” Fink said before the ceremony. “A lot of students have been very involved in supporting this community and standing up for their school, whether it be for sports, clubs, choir, band, plays ... so I would

say they’re very passionate about representing themselves as Marengo Indians.”

Of the 171 graduates, 39 percent are headed to fouryear colleges or universities, 46 percent are bound for junior college or trade school, 12 percent are entering the workforce and 3 percent have committed to the armed forces. Collectively, the Class of 2015 has earned more than $477,000 in scholarships.

Just as each described shape came together to form something bigger, Salutatorian Emily Millard explained how the different events in the students’ lives – band practice, sporting events and study sessions – made each of them who they are today.

“Seemingly unrelated events represent pixels that form the picture of our lives,” she said.

On that same note, Millard offered her fellow classmates some advice, “As we move on to college, the military or the workforce, each day will add another pixel, another random line in the picture of our lives – embrace each of these random events.”

County prepares for looming nursing shortage

By KATIE DAHLSTROM kdahlstrom@shawmedia.com CRYSTAL LAKE – With about half of their nurses approaching age 50, Centegra Health System leaders are bracing for a nursing shortage that a new study suggests looms across the entire state.

The 2014 Illinois Registered Nurse Survey from the Illinois Department of Financial and Professional Regulation included voluntary responses from nearly 53,000 nurses, accounting for 30 percent of the nurse population in Illinois. Of the nurses surveyed, one-third age 55 or older – about 6,400 nurses – plan to retire in the next five years.

In McHenry County, hospital and education leaders have heightened efforts to meet the local gap.

Steve Osborne, the nurse recruiter for Centegra, said the looming shortage is a result of baby boomers staying in the nursing field and staving off retirement through the country’s recent economic downturn. He said the median age for the roughly 1,000 nurses who work for Centegra is 44.

MCC moves ahead with 2nd phase of space study

By EMILY K. COLEMAN ecoleman@shawmedia.com CRYSTAL LAKE – McHenry County College is moving ahead with the second part of a space utilization study despite some concerns that the underlying conclusions don’t take enrollment projections into consideration.

The Board of Trustees came to a consensus at its meeting May 28 evening to move ahead with the second phase, which will lay out options on what the college could do to optimize its space and meet the needs of its programs and other functions.

The report will likely include a combination of new building and reutilization of existing space, said Dominick Demonica with Demoni-

ca Kemper Architects. It will look at how the college can get more use out of some of its classrooms, in particular the smallest and largest rooms.

The firm would tentatively come back to the board in October with its results.

The work will rely on a study presented last week that concluded the college doesn’t have enough student, athletic and physical education and open laboratory spaces.

The fact that the study did not use elementary and secondary enrollment numbers in determining future needs gave Board Secretary Chris Jenner heartburn, he said, even if the study assumes minimal growth.

Trustee Karen Tirio agreed with his concerns, adding that perhaps the board should look

at making what the college has “better, not necessarily bigger.”

The enrollment projections had been looked at as a part of the original study, Demonica said. The projections ultimately were not used to determine future needs because the growth was minimal and was primarily offset by the decline in space needs that comes with a growth in enrollment for online course.

Unlike Jenner, however, Tirio supported moving forward with the second phase since the funds had already been allocated and other board members felt they needed it to make good decisions moving forwarded.

“Phase two will actually give us the vision of how we can, for the next 10 years,

plan this facility to meet the programs’ expectations and we then have the right and responsibility to prioritize how we’re going to go about doing it,” Vice Chairman Linda Liddell said. “At least we have the road map, we have the guidance, we have what it can look like, we have space utilization like what are some of the options.”

There also has been a change in the types of students, said biology instructor Beverly Dow, who spoke during the meeting’s public period. About one in four of her students are adults returning to school to change careers and a growing number of students are going to MCC to get their general education requirements before heading to a four-year university.

NEWS BRIEF School District 158 changes its name HUNTLEY – Consolidated School District 158 has a new name, Superintendent John Burkey said. The district will now be known as Huntley Community School District 158.

The change was among the recommendations set forth in a recently completed strategic planning process, which stressed the need to better emphasize the district’s geographic identity. The new name highlights that the district primarily is situated in Huntley, while its boundaries include several parts of the surrounding area.

The change is accompanied by a redesigned logo reflecting the new identity.

Critics lash out at Rauner’s proposed cuts Governor’s budget plan may gut early intervention programs

Specifically, Rauner’s plan to fix the state’s financial crisis would gut early intervention programs for toddlers with developmen-

tal delays, local advocates say.

Early intervention programs are designed to identify children from birth to 3 years old who are not meeting developmental milestones. These children might have diagnoses such as Down syndrome or cerebral palsy. Others

• CUTS Continued from page 5 might have difficulty speaking clearly or understanding language, problems with movement or behavior, or have vision or hearing loss.

Early intervention provides these children and their families with in-home therapy sessions, tools and resources to work with their child’s diagnosis, and also can provide adaptive toys and equipment.

Payment is based on a sliding scale and can be anywhere from $30 to $250, depending on income.

These programs are operated through Child and Family Connections and funded primarily by the Department of Human Services. Locally, early intervention is administered by Crystal Lake-based Options and Advocacy for McHenry County.

Birth to 3-year-olds make the most significant gains in development, Options and Advocacy Executive Director Cindy Sullivan said.

Statewide, it’s estimated that thousands of children will be left out of the program. Locally, it’s about 270 children who could be deemed ineligible under the new proposed guidelines, Sullivan said.

“That leaves a lot of children with significant delays,” said Crystal Lake mom Leah Stanton. “That’s going to leave too many toddlers without services.”

A year and a half ago Leah and Scott Stanton thought they’d never hear their son, Cullen, speak again. Little Cullen – now 2 1/2 years old and the youngest of the Stantons’ three children – was developing like any normal child, until about age 1, and he began to regress.

It’s a profession, he said, that would net a new graduate a $60,000 salary. Osborne said he tries to make that point clear to thousands of students who visit through career fairs and partnerships with local school districts and colleges.

“He stopped talking, he lost the language that he had. He withdrew into himself. It was like we weren’t even there,” Leah Stanton said.

“A year and a half ago, I didn’t think my son would ever talk,” she continued. “It’s terrifying. No one wants to be told their child will never talk again.”

The Stantons had Cullen evaluated and he was deemed eligible for an early intervention program. He later was diagnosed with autism.

Early intervention therapists come to the Stantons’ home five days a week for onehour sessions. Since starting

the program, Cullen began picking up words. He says no, all done, ready, set, go and can repeat colors.

“He’s come such a long way,” Leah Stanton said.

After their third birthday, children in early intervention programs transition to early childhood education preschool programs. Critics of the governor’s plan say it is far more costly to offer resources and tools the older a child gets.

“To cut a program that is growing, that’s effective, that’s cost-effective and is just getting to the number of kids it would benefit is so unfortunate,” said Karen Rios, Child

and Family Connections Program Director at Options and Advocacy. “It would be devastating for the state of Illinois to go in that direction.”

Although he’s less than six months away from his third birthday and will be transferred from an early intervention program before any proposed cuts would take place, that hasn’t stopped the Stantons from writing pleading letters to the governor. They say they have received no response.

“I have to fight for this, for another family like ours,” Leah Stanton said. “A year and a half ago we were terrified and we didn’t know what to do.

There’s not a handbook that goes with this.”

Birth to 3 years old is when advocates say children have the greatest chance of making progress and changing the course of their development. Oftentimes, developmental delays can be misdiagnosed of behavioral problems, Sullivan said. “[Rauner’s proposed cuts] seem like an uninformed decision,” Sullivan said. “It doesn’t look at the longer view. Do we really want to raise a generation of kids who can’t speak, or can’t learn, or are diagnosed with behavior issues that aren’t that? … How do we put a price on a child’s development?”

Of all the health system’s recruits, half are new graduates and half are experienced nurses, he said.

McHenry County College graduated about 20 nurses a year until 2014 when 35 students graduated with associate degrees of applied science in nursing, said Amy Maxeiner, the executive dean of mathematics, sciences and health professions.

In 2012, the college added a second cohort of nursing classes, doubling the college’s capacity for nursing students.

Maxeiner said college officials brought the total number of nursing slots to 48 in response to the predicted nursing crunch.

“I think it’s inevitable. It’s going to happen. The baby boomers are aging,” Maxeiner said. “We have the need for additional individuals, and I think we are trying to add to that workforce in the best way possible.”

But recent graduates come with some restrictions. State officials said the wave of re-

tirements could leave voids in specialties such as psychiatric, home health and other nursing specialties. They cited a lack of nurses ages 25 to 35 pursuing advanced nursing degrees.

At Centegra, Osborne said officials have concerns about filling roles in surgical services. Surgical services nursing is a specialty that takes a year-long orientation, nearly four-times as long as less specialized nursing, he said.

Once students graduate from McHenry County Col-

lege, they could pursue a specialization while working or get a bachelor’s or advanced degree that would prepare them to work in a specialized field, Maxeiner said.

Nurses who land a career in surgical services or behavioral health tend to stay, Osborne said, leading to the median age in those areas to hover closer to 50.

“The good news is people don’t like to leave,” Osborne said. “The bad news is we’re getting older.”
