Helping Paws unveils catios By SHAWN SHINNEMAN sshinneman@shawmedia.com WOODSTOCK – A kitten conundrum recently solved at Helping Paws Animal Shelter: How do you avoid an outdoor catastrophe without shutting off your felines to fresh air? Catios, of course – as in cat patios, as in caged-in outdoor quarters that attach to the indoor shelter through a kitty-door in the window. With tunnels in and out and shelves to climb and a – possibly torturous – peak at a nearby bird bath. Maybe the size of an average bedroom. But with no real shot at escaping onto nearby Route 14 or of getting lost. “They love it,” said Cheryle Homuth, a volunteer at the shelter who, by profession, is a certified animal behavior consultant. She’s standing on a walkway beneath the cat tunnels, which run between the building and the two caged catios. “Some just stay out here all day long.” Not today. A couple years ago, Helping Paws set out to boost cat enrichment and won a $10,000 grant from Pepsi. Much of that money went toward the catios. The shelter also has added a variety of toys for the cats, and it threw a little mon-

ey toward its more-fortunate shelter friends, the ones with floppier ears. “That was a small portion because the dogs have quite a bit,” said Ravelle Schwab, Helping Paws’ board treasurer. “It was all enrichment-based and the catios are a big part of that.” Homuth talked about cat enrichment and shared shelter techniques that people can bring home to their own felines. “Cats are so independent that frequently they’re on their own, but they want to do other things, too,” she said.

HUNTLEY – A new program meant to incentivize downtown businesses in Huntley to spruce up their exteriors could help jolt a downtown overhaul that village officials recently have begun unfolding. Businesses within the historic Huntley downtown could start applying to the new facade program later this month, after board members tentatively supported the idea during a committee meeting June 5. A final vote on the program is scheduled this week. The village would provide matching grants, up to $10,000, to any downtown business that wants to renovate the outside of its building. Officials for this year put $50,000 into the program, which covers roofing, landscaping, awning work and an assortment of other projects. “There is certainly a need to reinvest in the core areas of the village, and I think we are trying to find all available avenues to do that,” Village Manager Dave Johnson said. Officials have tinkered with the idea of a facade program for nearly three years after completing a downtown revitalization plan in 2010. The board’s move now to create the program follows months of heightened downtown planning. As work on the downtown makeover intensifies, trustees Thursday moved forward with about $750,000 in upgrades to the historic Sawyer-Kelley Mill at 11801 Main Street and the landscape changes to a prominent downtown street corner.

Water rescues are a team effort Local agencies have resources ready if a call for help comes By KEVIN P. CRAVER kcraver@shawmedia.com With warm weather comes residents’ return to the open water, and the hopes of McHenry County’s water rescue professionals that they never will need to be called. But when the call for help comes, they have the training, gear and shared resources to save lives if need be. If residents run into trouble in the water, be it on the Chain O’ Lakes or a rural swimming hole, their fire and rescue departments have a network of resources from which to draw to get as much help on the scene as soon as possible. Unfortunately, it’s been a bad

start to the year for water safety. Fire departments in early April extricated a 56-year-old Algonquin man from his car after he drove it into a retention pond at Algonquin Commons, and he died several days later. Two weeks after that incident, a 15-year-old Crystal Lake boy drowned in a pond at a party outside of town. In any given year, the Algonquin-Lake in the Hills Fire Protection District’s Swift Water Rescue Team may not receive any calls for a rescue in its jurisdiction, or it could receive five or more, Chief Patrick Mullen said. Ten of the district’s firefighters are trained in water rescue should the call be received.

“We know we have certain risks in the community,” Mullen said. “We have lakes in Lake in the Hills. We have a river that runs through our jurisdiction. Even though we don’t get a lot of service demand, it’s a capability that’s good to have.” The district has a fleet of three boats – one rubber, one aluminum flat-bottomed boat and a rigid-hulled inflatable boat, which has a metal body and an inflatable collar. It doesn’t maintain a dive team in the event underwater skills are needed, but those resources are a phone call away. The McHenry Township Fire Protection District is one of several in the county that has a dive team

and a water rescue team. Those resources are shared through a pre-existing plan that is activated through the Mutual Aid Box Alarm System once a water rescue call comes, Deputy Chief Rudy Horist said. If a water rescue incident is severe enough, McHenry and Lake counties can call on one another as well. “We’re all part of the mutual aid system,” Horist said. “Our divers go on a fairly regular basis, especially during the summer months. We’ll assist other communities with a water rescue incident. We have the ability to call in a lot of assistance relatively quickly. We can always turn them away or cancel it, but if we need that help, we need to get it on the road.” Besides their boats, water rescue

County Board approves Munaretto to Metra Board By KEVIN P. CRAVER kcraver@shawmedia.com WOODSTOCK – McHenry County Board members opposed to appointing former member Marc Munaretto to the Metra Board questioned his ability to make friends and play well with others. County Board members who supported Munaretto didn’t disagree. But their argument – that Munaretto’s financial and political acumen make him the best for the job advocating for the county’s suburban rail interests – won the day. Board members voted 16-6 June 3 to appoint Munaretto to the four-year term as McHenry County’s representative on the Metra Board, effective June 30. Present representative Jack Schaffer did not seek a third term. “I’m delighted that the McHenry County Board has affirmed my appointment to the Metra Board, and I’m ready to do the best job I know how,” Munaretto of Algonquin said the afternoon of June 3. Munaretto was selected by County Board Chairwoman Tina Hill, R-Woodstock, from a pack of a dozen applicants. He served 14 years on the County Board until 2012, when he chose not to run for re-election. For much of that time, he was chairman of the Finance and Audit Committee, during which time the

Munaretto as, “I’m not getting paid enough for this job.” But he described Munaretto as a “very, very brilliant” government servant who will fight for McHenry County’s interests. “The word that comes to mind – the nicest one – is ‘tenacity,’” Provenzano said. Munaretto joins a Metra Board in the process of change and rebuilding after back-to-back scandals involving its top leaders tarnished its image and spurred calls for an overhaul of Chicago-area mass transit. The Metra Board in 2013 approved a generous exit package for new CEO Alex Clifford, with eight months remaining on his first contract. When pressed by angry state lawmakers, Clifford alleged he was forced out because he would not play along with patronage requests. Clifford had been hired to help clean up Metra in the wake of the scandal surrounding former CEO Phil Pagano, who killed himself in 2010 near his rural Crystal Lake home by stepping in front of a Metra train

hours before the Metra Board was set to fire him for collecting at least $475,000 in unauthorized vacation payouts. Pagano on at least two occasions forged the board president’s signature to collect. Munaretto served for two decades as Algonquin Township Clerk until last year, when he unsuccessfully ran for township supervisor against incumbent Dianne Klemm. The Metra Board pays $15,000 a year, but new appointees are no longer eligible for pension or insurance benefits as a result of reform bills that passed in the wake of the Pagano and Clifford scandals. County Board members Tuesday also voted to reappoint Crystal Lake Mayor Aaron Shepley to another four-year term on the Pace Board, which oversees suburban bus service. Shepley was the only applicant – state law requires Pace Board members to be either a current mayor or village president in the county in question, or a former mayor or village president residing in the county.

Algonquin has quick-inflate rafts and buoys that can be thrown into the Fox River and steered by rope to the boil of the low-head dam from the bridge. The boils of low-head dams often are referred to as “drowning machines” because of the danger they present – a kayaker in April died after the current pulled him over the Geneva dam in Kane County. McHenry has flotation suits, commonly called “Gumby suits” because of the way the wearer looks, that help personnel in their rescue efforts. Although the Fox River is just one body of water of many that rescue districts cover in their boundaries, the river and the Chain O’ Lakes are by far the most frequented. And while the McHenry County Sheriff Marine Unit’s primary function is enforcement, it also plays a preventative role. The unit’s 16 officers and five boats patrol the river from mid-May through the end of October, Cmdr. Joe Marvin said. Its jurisdiction stretches from the Algonquin Dam north to the middle of Pistakee Lake. While deputies have first aid training and the boats are equipped with hooks and throw rings, more sophisticated rescues are the purview of the local water rescue teams. Where deputies fit in is educating boaters and swimmers in the hopes of stopping irresponsible behavior that could require a future rescue or worse. “We’re hopeful that prevents incidents from occurring,” Marvin said. Mullen and Horist said most water emergencies can be prevented with respect for the water, common sense and knowledge of one’s limitations. Horist said that common sense should be employed year-round – winter water rescues are becoming more common. “In the past three or four years, we’ve had more of an issue during the winter months with people getting in trouble out on the ice,” Horist said.
