Marengo residents push for action on contaminated water

By ZACH BROOKE zbrooke@shawmedia.com Residents of Marengo Township have enlisted the help of elected officials to speed up a resolution in their ongoing dispute regarding contaminated water.

For some, it’s not a moment too soon.

“Two years after we started this process, we’re in the exact same spot,” Ann Anthony said.

“We want elected officials to know what’s going on here and ask for their help.”

Anthony is one of a handful of residents on Ritz and Railroad roads who discovered in 2013 that her groundwater was contaminated with elevated levels of cancer-causing chemicals. The discovery has temporarily halted plans by the city to expand its western boundary.

the water regularly after the Illinois Attorney General’s office filed a complaint that alleged a substantial danger to the environment, public health, and welfare and water pollution.

In late May, Anthony said she sent out a letter on behalf of concerned citizens detailing the history and, in her view, the lack of progress.

Anthony said she received quick feedback from Illinois state Sen. Pamela Althoff, R-McHenry, who promised to look into the issue and try to set up a meeting between all stakeholders.

Critical to Anthony is that the meeting will be in the evening in Marengo, as earlier meetings have taken place in Chicago during normal business hours when many Marengo Township residents are at work. Anthony also requested a meeting with representatives who have technical expertise, as opposed to nontechnical legal counsels.

More than anything, Anthony said she just wants a timetable for fixing the problem she’s been living with daily since 2013.

“Are we going to be living with bottled water for the next

50 years?” she asked.

State Rep. Jack Franks, D-Marengo, said he met this week with Marengo City Administrator Gary Boden to discuss the issue, and they decided to draft a letter to the Attorney General in the next few days requesting action on this issue.

Currently, there’s no schedule for a meeting. Althoff attended a national conference for state legislators June 4 and was not immediately available for comment. She later communicated to her staff via text that she is in the initial stages of reaching out to vested parties to set up a meeting.

Franks offered his help, too.

“If the citizens want a meeting, I’ll be sure they get a meeting,” he said.

The Marengo City Council was scheduled to provide a status update on the groundwater contamination at its meeting June 8.

“Our community is not looking to become another retail center. … Our location is a little different,” Boden said. “Our future is all about industrial expansion and job creation.”

Boden, like County Board Chairman Joe Gottemoller and other supporters of a full interchange, said it will spark needed economic development and job growth for McHenry County, taking advantage of the I-90 corridor. None of McHenry

County’s connections with I-90 actually lie within the county – the full interchange completed in 2013 at Route 47 in Huntley is in Kane County, as are I-90’s interchanges with Randall Road and Route 31.

County leaders frequently have alleged McHenry County is the largest county by population in the U.S. that does not have direct access to an interstate highway.

According to the cost estimates in the five-year-plan, the toll authority would cover half of the $50 million construction cost, with the county paying $15 million and $5 million each

coming from the state and from Marengo or other local sources.

But opponents aren’t so sure the idea is a good one.

A minority on the County Board, already wary of largescale road projects in the wake of opposition to widening Randall Road, question whether this project will deliver the results its supporters say it will. Board member Michael Rein, R-Woodstock, spoke out before the June 2 vote, saying there are too many unknowns about the benefits and that the price quoted in the five-year plan seems low to him. He

He isn’t looking at the iPad she’s holding, but he’s gently moving her hand, spelling out an answer to her question.

Trevor Maki is nonverbal with profound autism, but he cracks jokes and swears. He enjoys tasks that seem to have purpose, preparing food or doing office work like shredding and organizing.

He attends Crystal Lakebased Community High School District 155’s STRIVE program for 18- to 22-year-olds who are eligible for special education services. But come next June,

he’ll be 22 and on his own.

“They go from hand holding to absolutely nothing,” said Suzi Schoenhoft, McHenry-based Pioneer Center for Human Services’ community and vocational program manager for intellectual and developmental disabilities.

This transition period is often the most difficult for the parents of those with disabilities.

“Believe me, it keeps many of us up at night,” said Holly Wendt, a parent liaison for Crystal Lake-based Options & Advocacy and the mother of a 19-year-old son who is on the autism spectrum.

“I haven’t gone through it yet,” she said. “But I have heard and read a lot of things. It really

is like having something ripped out from underneath you.”

Preparing for the transition

Some preparation for this transition period starts as early as 3 years old, said D.J. Newport, associate director for intellectual and developmental disabilities at the Pioneer Center.

That’s when someone with a developmental disability diagnosis should get placed in the state’s Prioritization of Urgency of Need for Services database, also known as the PUNS list, which amounts to a waiting list for state services, he said.

MARENGO – An interchange at Interstate 90 and Route 23 officially has been added to the county’s transportation project to do list.

While the addition was symbolic in a way, given that the McHenry County Board last month paid more than $289,000 in motor-fuel tax toward startup design costs, its inclusion on the county’s latest Five-Year Transportation Program marks it as a top priority for county leaders who long have sought having a full interchange with I-90 within the county’s borders.

The project, pegged in the plan at $50.2 million, was added to the overall plan, which is annually updated by the McHenry County Division of Transportation, and that board members approved earlier this week on a 16-6 vote.

Because the Illinois Toll Highway Authority plans to replace the Route 23 overpass in 2017 as part of its I-90 widening plan, the city, county and state have been working together to see whether the full interchange can be built as well.

Marengo’s vision for the interchange is not a retail or residential corridor – “not another Randall Road” as City Administrator Gary Boden put it – but an industrial center

has expressed concerns in the past that state funding is not a sure thing given the state’s dire fiscal predicament and Gov. Bruce Rauner putting the brakes on other transportation projects.

Board member Andrew Gasser, who unsuccessfully tried to have the project removed from the five-year plan, said county transportation funding is better spent on other needs that serve more people, such as Routes 31 and 47. He also pointed out the government of Riley Township, in which the proposed interchange is located, opposes the project because of its distance from infrastructure and the fact the area is prone to flooding.

“The people of Riley [Township] don’t want it, the people who live close to it don’t want it.” said Gasser, R-Fox River Grove. “There are other places we can spend those transportation dollars.”

The $289,608 the County Board paid toward the project was to reimburse the city of Marengo for startup design costs. Marengo also has annexed land in an effort to extend city limits to I-90.

Plans call for the completion of first-phase engineering by the end of the year, according to HR Green, the McHenry engineering firm undertaking the project.

Students push for smoking ban at fest

By ZACH BROOKE zbrooke@shawmedia.com MARENGO – A group of Marengo High School seniors accomplished something in its last semester that often takes seasoned legislators much longer, if they cross the finish line at all: They passed a law.

It started in January. The 12 students had finished a mandatory senior civics class, informally known as legislative semester, the previous term, which was all about the legislative process. Their teacher, RJ Meyer, had learned about a grant offered through the McHenry County Health Department.

“The purpose of it is to enable students to gain real-world educational experiences; to teach them about local government and also push for a cause,” Meyer said. “This particular theme is anti-tobacco.”

The grant allowed them to form an extracurricular group. The group, called Marengo Reality, met Sundays and discussed various issues to pursue before deciding to push for a smoking ban at Settlers’ Days before the Marengo City Council.

They made sure they had all of their ducks in a row before approaching the council.

They compiled medical information about the dangers of secondhand smoke and conducted a survey to gauge community support for a Settlers’ Days smoking ban. The results showed 86 percent of survey respondents favored limiting smoking in public places at

“My role was just as facilitator, to help reinforce the concepts of government and such,” Meyer said. “The research and the speeches and the presentation and the resolution, that all came from them.”

The students also sought expert help on navigating the legislative process. They enlisted the help of Marengo Police Sgt. Paul Fritz, who just presented a resolution on e-cigarettes to the City Council, for advice on crafting a bill. City Attorney Carlos Arevalo also helped draft the exact wording of their proposal. Through it all, Assistant City Administrator Joshua Blakemore offered advice on gaining the support of the council.

“This was a very engaged

group of students,” Blakemore said. “It was just fun to work with them. It was cool to see a group of kids take interest in their local government and help improve their community.”

When they finally met with the council, aldermen were receptive but not without reservations. Alderman Dennis Hammortree asked the group to get approval from the organization that runs Settlers’ Days. There also were concerns about enforceability.

“The first time through, they liked the idea, but they wanted to know more about how we were going to enforce it, because Saturday night on Main Street is a huge area to cover for officers,” said Monica Millard, one of the students in Marengo Reality

The students regrouped.

They contacted Settlers’ Days Inc. to see whether it would sign off on the plan. When it did, the students reached out to the Marengo Police Department.

Before the next meeting, they also developed a contingency plan if the alderman still wouldn’t go along with their resolution.

“There were issues with regulating, so we just compromised to where only the carnival area would be regulated,” said Emily Millard, another student involved.

Armed with a new community consensus, the students returned to the next City Council meeting May 26, where their resolution was put up for a vote.

Before voting, one member, Eric Brosch, took questions and defended the proposal in front of the alderman.

“He knew that compromise was an option, but he didn’t give in right away,” Meyer said. “He almost made them work for it a little bit.”

In the end, the council approved a resolution that banned smoking within the carnival area at Settlers’ Days while allowing patrons to smoke on the rest of grounds. It’s an outcome that satisfies all parties and largely realizes the group’s vision of protecting children from secondhand smoke.

In addition to success, the students also gained insight and real-world experience participating in local government operations.

“People complain about the government all the time, but they don’t do anything,” said Aaron Schmitt, a Marengo Reality member. “I finally did something so I can say, ‘This is a bad policy and this is a good one.’ I feel like an active citizen.”

Their teacher couldn’t be more proud.

“I was blessed with having the best group that I possibly could have had,” Meyer said.

“I can’t say more about this group. They are a phenomenal group of young adults.”

Meyer is not alone in that opinion.

“They were great debaters,” Marengo Mayor Don Lockhart said. “They are great young men and women, and they show a lot of potential, and Marengo should be proud.”

Marengo mother’s crash inspires Give Love for Life organization

By HANNAH PROKOP hprokop@shawmedia.com MARENGO – When a semitrailer collided with Gina Brettman’s car in March 2014 at Route 47 and Kreutzer Road in Huntley, she suffered a traumatic brain injury and was in and out of hospitals and rehabs until July.

The woman from Marengo is now in a wheelchair and struggles with her speech as well as other daily activities, but she has made huge strides in her

recovery, her sister-in-law Amanda Davis said.

She said the crash is what inspired Brettman’s family to start a nonprof- Gina it organization, Brettman Give Love for Life.

“Our hope is to raise money for families who are going through similar situations,” Davis said. “We want to pay it forward and help others who are going through life-chang-

ing events.”

Davis’ sister, Heather Frederick, started the organization in April. The nonprofit has received about $2,000 in donations on its GoFundMe page, and the family is looking to raise more at its first fundraising event.

“In our quest to help Gina heal, our family would like to give a purpose to this accident by sending the message that there is always victory in circumstance when it is used for something good,” Frederick said in an email.

She said part of what helped Brettman’s friends and family cope throughout her healing process is a Facebook page called Gina’s Journey, which was started right after the crash and now has more than 5,500 likes.

The fundraising event is a golf outing, which starts at 1 p.m. June 20 at Boone Creek Golf Course, 6912 Mason Hill Road, Bull Valley. After the golf outing, attendees are invited to a dinner at Clasen’s Tavern, 17628 Depot St., Union.

As of June 4, about 90 people have signed up for the event and there is room for about 50 more, Davis said.

Davis said she hopes this will become an annual fundraiser. Give Love for Life has not connected with other families yet, but Davis said it will after money is raised from the golf outing and dinner.

McHenry County State’s Attorney Lou Bianchi to seek 4th term

By CHELSEA McDOUGALL cmcdougall@shawmedia.com WOODSTOCK – McHenry County State’s Attorney Lou Bianchi announced June 4 he will seek a fourth term in office.

Bianchi of Crystal Lake will run in a March 2016 primary, followed Lou Bianchi by a general election in the fall.

“I want to continue to work serving the citizens of McHenry County and to keep the community safe and a good place to raise a family,” said Bianchi, a Republican.

Bianchi, 71, has been the state’s attorney for 12 years.

When asked whether he intends to complete a full fouryear term if re-elected, he said, “At this point, yes.”

“I’m excited to continue the work,” he said. “I feel healthy and energetic. I’m looking forward to another term.”

A news release sent to area media by his campaign June 4 includes a laundry list of Bianchi’s accomplishments since taking office, such as increased prosecution for DUIs and sex offenders, as well as saving an estimated $500,000 a year by using in-house attorneys on civil cases.

Perhaps what he’s most proud of, Bianchi said, was

spearheading efforts to introduce prison diversion programs in the 22nd Circuit, starting with the Mental Health Court, and eventually the Drug and Domestic Violence courts.

“We started with the Mental Health Court. That was, and probably still is, the greatest issue facing our community,” Bianchi said. “The drug and heroin problems go hand in hand with mental health issues.”

Although Bianchi said he will stay “tough on crime,” he wants more resources for the diversion programs.

“We need to get people who made a mistake, who are nonviolent, we need to get them

back as contributing members of society,” he said. “Sending them to jail isn’t necessarily the right answer.”

Bianchi also pointed to what he described as “elevating the criminal system.” He said the year before he took office, there were only five jury trials.

“There’s no better way to elevate the entire criminal system but to try more cases and to go to jury trials more often,” he said.

Much of Bianchi’s three terms were marred by a contentious relationship with retired former sheriff Keith Nygren. Their battles often played out both politically and legally, and Bianchi blamed Nygren for criminal charges

that were brought against him in 2011.

Bianchi was eventually cleared of all wrongdoing, and the indictments didn’t seem to hurt Bianchi’s political career.

He sailed to victory in 2012 in an uncontested race.

Sheriff Bill Prim was elected last year with public support and financial backing from Bianchi. The state’s attorney looks forward to “continued cooperation” with Prim’s Office.

“It’s been great cooperation and I look forward to it,” Bianchi said. “It makes both our jobs easier.”

No challengers have yet announced their candidacy to challenge Bianchi.

WOODSTOCK – The sun is shining, birds are chirping and bands are playing.

That’s how Woodstock City Opera House’s Managing Director John Scharres describes the scene at the Woodstock City Band’s free summer concerts at the Park in the Square.

“It’s a great part of living in a small town in the Midwest here,” Scharres said. “It’s like out of a picture book.”

Scharres has been working with the opera house, which manages concerts at the Park in the Square, for more than 30 years.

The Woodstock City Band started its 131st season with a June 10 concert in the park.

Members include a range of ages and talents, from local residents that play as a hobby to professional musicians, Scharres said.

He added that the Woodstock City Band will play through July, and the park will host a variety of bands in August.

Cary Park District’s Concert in the Park Series starts June 18. Erica Hedlund, program manager for the Park District, books the entertainment for the concerts.

School districts start the conversation after the children turn 14, as required by law, and develop a transition plan, District 155 Director of Student Services Kim Dahlem said.

District 155 has some of the “most robust programming” aimed at the transition period, said Dahlem, who has been with the district for two years but has been doing this type of work for 22. She gets a lot of calls from area districts and other counties inquiring about the programs and sometimes asking if they can contract with the district to use their services.

The program has five different lanes depending on the student’s functionality, Dahlem said. Some will attend McHenry County College and receive minimum assistance, some will receive job training and others will receive services more on par with a day treatment program.

The job training portion of the program has been very successful, Dahlem said, adding the program now has more than 35 community providers, including the Raue Center for the Arts and WalMart.

One student was recently placed in a job at a local hotel, and the person who trained her there had been in the STRIVE program and is now employed by the hotel, she said.

The quality of a district’s transition program can vary from district to district, and regardless of the program’s quality, a lot of what happens next “hinges on how much time mom and dad has,” Wendt said, adding there are companies that assist with the process.

“It’s really about what families create,” Dahlem said.

“Some of our families have the resources, and some of them don’t. And if they don’t, what do they do?”

Finding other options

Karen McGee’s daughter, Katie, is now 20 years old, but an extremely rare blood disorder caused her to have strokes in utero, leaving her with brain damage.

Katie would probably enjoy a job working with animals, McGee said, adding she’s been working with the school district to investigate the possibilities, perhaps more of an adult day program than a vocational track.

As part of the transition program at McHenry High School District 156, Katie has received vocational training, working at the district’s administrative office and through internship-like options at the Fountains at Crystal Lake, where she worked in the laundry services, and for McHenry Township, where she cleans the town hall building and the buses.

“She doesn’t really like it,” Karen McGee said. “I mean, who would? She likes when she gets to deliver the laundry, but she doesn’t like when she has to do the laundry. But she’s really limited in what her abilities are. We’re trying to find a better fit for her.”

McGee has applied through the Department of Rehabilita-

tion for respite assistance and also has attended a meeting with Clearbrook, an Arlington Heights-based provider that operates in 14 counties in Chicago, the suburbs and northern Illinois.

“I’m stabbing everywhere and hoping something sticks,” McGee said.

It was Maki who arranged the meeting with Clearbrook.

She had started looking for options when Trevor was 14 years old and the school started talking about what would happen next, she said. She even considered starting her own.

“I don’t want a cookie-cutter program,” Maki said. “I don’t want a large building where my son’s warehoused for the day.”

She wanted a program where each participant’s strengths were identified and built on, where Trevor would have choice about what he did that day and where he was surrounded by people with different disabilities so he could learn from them.

“It should look like real life,” Maki said. “You go to work everyday, and your day is not the same every single day. You’re faced with different challenges.”

A program much like the one Maki was looking for had been started by Clearbrook two years in Evanston as part of a pilot program funded by a grant from the Chicago-based Coleman Foundation, Clearbrook President Carl La Mell said. The program allows for more flexible scheduling and workers on a smaller level.

Clearbrook staff has had three meetings with McHenry County area parents about bringing a program similar to the Evanston program to Crystal Lake, an area Clearbrook doesn’t really serve beyond some home-based services, La Mell said.

La Mell said he can’t make a decision, however, until the state figures out its budget and he can figure out his. If the funding works out and Clearbrook can determine there’s a need, the program can be set up in two to three months.

“I’m just really hoping that it happens,” Maki said.

“I think it’s like my journey for Trevor, and I’ve invited a lot of people in on that journey. Now I’m just hoping that Clearbrook would want to take a part in it and help make a difference for us.”
