Those who never rode on a streetcar and those who still can remember their favorite seat on the old No. 141 are again welcomed to climb aboard and take a ride during the ceremony.

WOODSTOCK – The McHenry County Board added its voice May 20 to the chorus asking Illinois lawmakers to keep their word and allow the temporary 67 percent income tax hike to expire as scheduled.

County Board members voted 23-0 May 20 to pass a resolution imploring the General Assembly not to renege on its promise and make the tax permanent. The increase, passed in 2011 by state lawmakers, contained a provision significantly sunsetting the increases effective Jan. 1, 2015. Many Democratic lawmakers and leaders repeatedly stressed at the time of the vote the tax increase would be a temporary measure.

The resolution drafted a couple of weeks ago first cleared the board’s Legislative and Intergovernmental Affairs Committee 5-1 before the full board meeting. While committee member Nick Chirikos, D-Algonquin, voted “yes” on the board floor, he voted “no” in committee out of concern of the impact on state services resulting if the tax increase is allowed to expire. He conceded that state Democratic leaders were “absolutely short sighted” in their handling of the temporary tax.

Replaced by the popularity of the automobile and other forms of mass transportation, the No. 141 streetcar became a passenger of sorts itself, taking its first trip on the back of a flat bed truck to become a farm storage shed in the Naperville/Lisle area.

No. 141, originally built in 1924 by McGuire-Cummings Manufacturing Co. in Paris, Illinois, made its last run on April 10, 1948. From there it was taken to the power house at the corner of Cermak Road and Harlem Avenue – just south of Joe Rizza Ford – and scrapped. The shells of the no-longer-relevant streetcars were sold and used as shelter.

While the actual restoration started in 1997, museum volunteers began collecting the necessary replacement parts 20 years before, Sirinek said. Finding the parts took a massive effort, and at one point, took volunteers to Milan, Italy, in the 1980s, where they were invited to rummage through piles of parts.

Sirinek estimated it took about $100,000 to restore the streetcar, with funds coming from donations big and small, and some grants. On March 3, 2013, No. 141 made its first run since 1948 – albeit about 150 yards – under its own power.

“It was a long struggle to restore it,” Sirinek said. “It didn’t come overnight.”

considering every state lawmaker whose district includes McHenry County adamantly opposes extending the tax increase. But with House Speaker Michael Madigan conceding he is “significantly” short of the 60 votes he needs to make the tax increase permanent, every little bit of opposition might help.

Illinois workers have paid on average an extra week’s salary in income taxes since Democratic lawmakers raised tax rates in January 2011 without a single Republican vote.

The flat tax was raised on individuals from 3 percent to 5 percent of income and on corporations from 4.8 percent to

7 percent. When the personal property replacement tax is factored in, the corporate tax rate totals 9.5 percent.

Democratic lawmakers sold the tax increase as a stopgap measure needed to straighten out state government’s dire finances and pay down a shameful pile of unpaid bills. But it didn’t work – most of the $31 billion the increase is predicted to generate has been swallowed by the state’s ballooning public pension obligations.

The increase is supposed to sunset Jan. 1 to 3.75 percent for individuals and from 7 percent to 5.25 percent for businesses.

But Gov. Pat Quinn, in a move skeptics have warned was com-

ing since he signed the increase into law, asked lawmakers in March to make it permanent, lest the state suffer draconian cuts which would hurt its neediest residents.

While a bill keeping the increase permanent is expected to pass the more liberal Senate, its odds are far less certain in the House. While Madigan controls a 71-seat Democratic supermajority and therefore an 11-seat cushion, at least double that number either voted against the increase in the first place or have since publicly stated it should sunset as promised.

The number of votes needed to pass legislation taking

effect immediately increases to a three-fifths majority, or 71 House votes, upon the end of the spring legislative session May 31. Lawmakers likely would revisit the tax increase after the November election, or during the January lameduck session when the number of votes needed reverts back to a simple majority.

The original 2011 tax increase was approved in the January lame-duck session with the bare minimum of needed votes. Six of the 12 outgoing lawmakers who voted for it later received high-paying government jobs, raising allegations of quid pro quo from the Republican minority.

HARVARD – A city boy gripped by memories of war, Nick Montijo didn’t expect to find what was missing on a Northern Illinois farm.

But when a Veterans Affairs program brought him to Bravehearts Therapeutic Riding and Educational Center in Harvard two summers ago, it would help him rediscover something lost during his deployment in Afghanistan. With the horses, Montijo found peace.

“I was having some really bad days for awhile,” said Montijo, a Marine veteran who lives in Milwaukee. “The farm brings me some inner peace that I haven’t had forever.”

Earlier this month, less than two years since he first stepped foot at Bravehearts after knowing virtually nothing about horses, Montijo earned his certification to be a therapeutic riding instructor

through Professional Association of Therapeutic Horsemanship International. A kid who only saw horses at state fairs has grown up to become a man who will pass along the animal’s healing nature to his veteran peers. Bravehearts, which also has a location in Poplar Grove, offers specialized horse therapy for veterans, among other programs.

For Montijo, it hasn’t been an easy road to this point.

Physically injured in Afghanistan in 2009, Montijo found himself hospitalized three years later for what became a tougher post-war demon – post-traumatic stress disorder.

At its worst, he struggled to get out of bed for weeks on end, isolating himself from friends and fam-

ily. In 2012, he started a six-month hospital stay – two months as an inpatient and four more doing inpatient programming to reintegrate into society.

That summer, Montijo was introduced to Bravehearts during his visit with the Milwaukee VA. His paperwork had fallen through, so Montijo could only groom the horses and stand on the sidelines while some of his peers rode.

In April of last year, still struggling after his programming had expired, Montijo again reached out to Bravehearts. This time, he wanted to ride.

As he did, his anxiety slowly faded.

“I was so used to being uptight and constantly vigilant,” Montijo said. “Coming out here to the peaceful, calm atmosphere of the farm, I

Multiple births are on the rise

By JOSEPH BUSTOS jbustos@shawmedia.com Two years after Jim and Wendy Anderson got married in 2002, they started going to fertility treatments because Wendy has polycystic ovaries and the Lake in the Hills couple couldn’t conceive naturally.

After going through different medications and procedures, the couple decided to go through the in vitro fertilization route.

It was a process which took two attempts, a physical toll on Wendy and an emotional toll on the couple. It cost $18,000 out of pocket.

During the second attempt, the then-34-year-old Wendy became pregnant with twins, and the couple had the family it wanted.

During the past two decades, there has been a 76 percent increase in the rate of multiple births. According to the Centers for Disease Control and Prevention, 3.3 percent of births in 2012 resulted in twins, and a recent New England Journal of Medicine article estimated 36 percent of twin births and 77 percent of triplet births came after conception assisted by fertility treatments.

When the Andersons first tried in vitro, they had two embryos implanted into Wendy.

She also had to have regular shots done at the same time every day to help encourage her body to take the pregnancy.

“It’s time consuming,” Wendy said.

But the first time wasn’t successful.

“After the first round, it was heartbreaking,” she said.

“After going through all of that procedure and nothing came about, we were devastated because we had all these quality eggs that were available. [The doctor] put two in, and ... nothing stuck. We just put all this money in and we’re not going to have kids.”

After waiting a few months to allow Wendy’s body to physically recover and for the couple to recover emotionally, they tried again. And against their doctor’s recommendation, they had implanted three embryos into Wendy, hoping for better results.

“It really had to do with the numbers,” Wendy said. “It’s going to increase our odds if we do just one more egg, and we told ourselves, ‘So what if we had twins ... it’s not that big of an issue. We’ve always wanted at least two children anyway.’ ” By the end of their fertility processes, they paid $18,000 out of pocket. Insurance only paid $4,000 toward the treatment.

Now, their 7-year-old twins, Adam and Madison, who were born three days early, are involved in activities: Adam in baseball, Madison in ballet. They both play piano.

“I got the prize package,” Wendy said.

Dr. Laurence Jacobs is a fertility doctor with an office in Crystal Lake.

He has worked to reduce the amount of times women give birth to multiples after they get pregnant through fertility treatments.

Couples usually try in vitro treatments after other fertility treatment, such as medications, have not worked, Jacobs said.

Before in vitro, some couples will try shots of medication, which can be strong and could allow for the release of three or four eggs in the woman, Jacobs said.

That could lead to multiples.

However, in vitro treat-

ments also can lead to multiples, especially if doctors implant multiple embryos into a woman.

The cost can be about $15,000 for each try, Jacobs said. It can be more expensive for women in their 40s.

He tries to limit the possibility of twins and triplets because taking care of them is more expensive, and there is a greater risk for developmental problems or issues such as cerebral palsy, learning disabilities and ADHD and “other learning deficits which will affect them for a lifetime,” Jacobs said.

Doctors might put in more embryos into a woman to increase the odds of the woman becoming pregnant.

However, Jacobs encourages only putting in one embryo at a time.

“You get push back from couples who don’t want to be conservative, especially if they’re paying for it,” Jacobs said.

“Many people are desperate to be successful and are willing to take the risks of twins,” Jacobs added.

Heather Herbolsheimer is an OB/GYN at Barrington Health Care for Women. She said the amount of twins being born at her practice has remained steady in her 12 years of work.

But she is someone who went through in vitro treat-

ment herself, which helped lead to her 9-year-old daughter.

The 43-year-old doctor said she decided to go through the treatment because she decided to start a family later in life after she was established in her career. It’s a situation common with many women, Herbolsheimer said.

However, the older someone is, the lower the fertility rate, Herbolsheimer said.

She went through in vitro treatment twice, she said.

Going through the process can be frustrating and leave couples emotionally spent, Herbolsheimer said.

The process involves frequent blood draws and taking time off work.

And if the process is not successful and couples want to try again, they have to wait three to four months.

Even as an OB/GYN, Herbolsheimer took the risk and had multiple embryos implanted in her in hopes of getting pregnant, she said.

For the Andersons, they have the ideal family, Jim Anderson said.

“It’s perfect what we have,” Jim said. “We’re lucky everything worked out.”

Jim is happy the in vitro procedure exists.

“It gives people who could be good parents an opportunity to be parents,” he said.

The relaxation is forced, at times. The horses sniff out Montijo’s mood. When he’s high strung, they react accordingly. He has to stabilize, refocus.

“Nick honestly has a way with them,” said Jen Hazlewood, volunteer director at Bravehearts. “He is just a natural.”

The people at Bravehearts welcomed Montijo with open arms. In addition to his knack for dealing with the horses and desire to learn, the Milwaukee man has become a more-than-reliable presence, despite his long commute.

Through April, he’d topped 225 volunteer hours for the year.

It’s a relationship Montijo said he could see growing into a full-time job. Hazlewood said Bravehearts is lucky to have him.

“I see so much potential here for Nick,” she said. “I think his future here at Bravehearts is going to be very good.”

Not too long ago, Hazlewood invited Montijo along to visit TLS Veterans in Hebron. She wanted him to give his personal account – where he’d been, where he was now, how he’d made it through the storm.

Hazlewood realized that night she’d never heard the full story – from bed-ridden and haunted to this full, inspiring person, and so quickly.

“It was nothing short of a miracle to me,” she said. “He was wonderful in conveying that message that night. It touched so deeply.”

Montijo will have more chances to pass along his story. In addition to several other days a week, he’s been coming back on evenings the Milwaukee VA is around, helping a group to which he can relate that much more.

Of course, Montijo himself is still reaping the benefits of his new-found companionship. One positive change he didn’t anticipate: riding has strengthened his core, surprisingly soothing the back pain leftover from his 2009 injury.

“It’s remarkable how much riding horses has changed all the different aspects of my life,” he said.
