When planning for college, the Huntley High senior realized his involvement with younger kids and made the decision to study elementary education starting this fall at Illinois State University.

Frey’s commitment to education has recently made him the only Illinois Golden Apple Scholar in McHenry County this year.

Frey and the 174 other students in the Golden Apple Scholar 2014 class will soon start the long commitment to becoming a teacher. He sat down with reporter Stephen Di Benedetto to talk about being a Golden Apple Scholar.

Di Benedetto: Why did you pursue the Golden Apple?

Frey: I was applying for scholarships before then, but what really stood out about Golden Apple is the way they care for you. It helps ease the cost. But they also differentiate from other scholarships because they care for you

HUNTLEY – A combination of grants and shrinking elementary enrollment will allow District 158 middle school students the opportunity to learn and play orchestra for the first time.

Administrators from the Huntley school district are eyeing the 2015-16 school year to start a gradual rollout of the district’s first middle school orchestra program, which would initially put brass, wind, string and percussion instruments into the hands of sixth-graders at Marlowe and Heineman middle schools.

The district used a portion of a grant it received a few years ago to purchase the music stands, chairs and other equipment to furnish the program, while middle-schoolers will rent most of the instruments from area providers, Chief Academic Officer Mike Moan said.

“It completes what we have,” Moan said. “We have huge band and choir numbers at both middle schools, and there has been a push from district staff and parents to add orchestra.”

The new fine arts program also won’t require officials to spend more money on personnel.

Smaller enrollment at the lower elementary grades will allow officials to move elementary music teachers into the middle schools by the first year of the orchestra rollout, Moan said.

The gradual expansion allows the sixth-graders in the 2015-16 school year to take orchestra throughout their middle school careers. After the initial year, orchestra will expand to seventh-grade in 2016-17 and then to eighth-grade in 2017-18.

To prepare for the new program, the district plans to offer an introductory orchestra course this summer for incoming fifth-graders to help finetune the rollout, Moan said.

A new fine arts program reinforces the district’s educational mission in an era where music and art programs usually are the first victims of school cutbacks, he said.

“Orchestra is another way for students to express themselves and become connected,” Moan said.

MARENGO – City officials want to borrow $3 million and refinance $1.97 million of existing debt to pay for various water system upgrades that shouldn’t force aldermen to raise Marengo residents’ water rates.

The money would be used to build a new water well and treatment facility on Marengo’s west side, replace deteriorating water mains that date to the 1950s and connect dead-end mains at various locations in Marengo, said City Administrator Gary Boden.

“We are really focusing on the existing water users,” Boden said.

The City Council in June is expected to authorize the sale of bonds that will kickstart the water system projects, which could be completed within two years. The council will hold a public hearing May 27 on the financing plan.

It would capitalize on low interest rates and take the city’s remaining debt for sewage plant work – done in 2003 – and couple it with $3 million in new debt officials will have to pay off by 2034.

Debt payments would be structured in a way that would prevent water rate increases, Boden said.

The move allows the city to reduce those annual water and sewer debt payments from $535,000 to $415,000 by 2019. By 2023, those payments will be cut by another $130,000.

“We consciously put together this proposal with the understanding that we were not going to raise rates,” Boden said.

Of all the water system projects on the city’s radar, the new water well and treatment facility are the most detailed. The additions would improve distribution throughout the city and better cleanse water flowing through the city’s system.

The new well also would tap into a large water source officials discovered in 2012 that could eventually help the city expand its western side.

If the council authorizes bonds in June, officials could begin work on replacing the 1950s water mains later this year, Boden said.

County Board members, after minor debate, voted 19-3 May 6 to approve the conservation district’s 2015 budget.

The $25.3 million spending plan, which includes cuts, does not count on the General Assembly increasing its maximum tax rate, which is fortunate because the bill will not be called for a vote.

The district anticipates receiving about $315,000 less in revenue for fiscal 2015, which started April 1, and losing at least $2 million in revenue over the next five years because of falling property tax revenue. Because it is at its statutory limit of 10 cents per $100 in assessed value, it cannot raise its tax rate to com-

pensate for it as other governments have done.

State Sens. Pamela Althoff, R-McHenry, and Karen McConnaughay, R-St. Charles, drafted a bill that would raise the conservation district’s maximum tax rate to 15 cents. The district asked the County Board to pass

Scholastic Bowl brings middle schools together

The 27th annual Scholastic Bowl was the largest ever with 19 middle schools throughout McHenry County converging to see which team had the most expertise in math, science, language arts and social studies.

“The kids were excited and they did a good job with some really difficult questions,” said Mary Warren, an eighth-grade science teacher and coach for the Hannah Beardsley team. “The questions are

Di Benedetto: When you got the acceptance call, what was your reaction?

Frey: I was excited. I called my mom, and she flipped, and then my whole family flipped; then the whole Facebook thing. It was an honor. It was cool.

Di Benedetto: Obviously, this is an opportunity to pursue teaching. Why set your sights on that career?

Frey: A couple years ago, I didn’t even consider teaching as a possibility. I didn’t know what I wanted to do, and I would always take those career aptitude tests with my counselors, and they would always side me toward teaching because that’s what it would always come up with. I never really considered it and then I started looking at what I was doing with the community. ...

I started to think that I was more involved with kids than I thought and that maybe the aptitude tests were right. It seemed like a perfect fit.

Di Benedetto: What about interacting with kids do you enjoy?

Frey: They are innocent.

They’re not mature enough yet, but they are very funny.

You have to be around them for a while to understand the difference between elementary and middle school kids.

There are so energetic, and that’s what I love.

13,000 brave ‘good mud’ for county’s inaugural Tough Mudder challenge

RICHMOND – An open field, dirt, a team of highly trained professionals and a little bit of crazy. When combined, you get two things: 10.4 miles worth of a challenge and more than 13,000 adventure-seekers willing to tackle them.

Richmond played host to McHenry County’s first Tough Mudder on Saturday and Sunday giving local and out-of-town participants an excuse to get a little crazy and very dirty.

A Tough Mudder is an endurance event in which participants go up against a military-style obstacle course including underwater tunnels, monkey bars, freezing cold water and a quarter-pipe greased with water and mud for climbing.

In this event, mud is key and no mudder is left untarnished. The event’s site, the Richmond Hunt Club, was able to bring a leg up, in terms of dirt, for those that participated.

“The soil in this area holds and retains water better than a lot of other locations we’ve been to,” said Ben Johnson, Tough Mudder’s head of communications.

Translation? They have good mud.

Participants can go solo or in teams, but at some point, everyone ends up working together.

“There’s a lot of camaraderie out there,” Johnson said. “Friends helping friends, strangers helping strangers, everyone really bands together to help each other finish.”

DeKalb resident Clayton Shive attended the even solo with girlfriend Carrie Schulz in tow for moral support. Shive took on his third Tough Mudder event Sunday knowing he would head in on his own, but he would’t battle the course alone.

“It’s a really unique experience.

You see a lot of people working together, total strangers helping you get up walls and over obstacles,” Shive said. “It’s a great way to push yourself and test your limits.”

The group of Walgreens District 246 employees raised $12,000 for Wounded Warrior Project, Tough Mudder’s official charity partner.

The group’s oldest member and first-time mudder, Cliff Rhodes, came looking completely prepared for the challenge. When asked what his strategy was to keep up with his younger cohorts, Rhodes gave a little chuckle.

“They’re going to have to keep up with me, Rhodes said.

The 64-year-old Libertyville resident is the group’s most experienced member with marathons, triathalons and an Iron Man under his belt.

“I’ve run in the rain and the cold and today looks like a good day to get muddy and do 10 [miles],” Rhodes said.

The event drew local participants, as well as travelers from Milwaukee, Chicago and Rockford areas, with an economic impact of $5 million to $8 million locally.

The group didn’t have Tough Mudder experience and none of them were too anxious to get to the final obstacle of the course, the Electroshock Therapy, a field of live wires above a watery mud pit.

Spectators enjoyed watching and cheering from the sidelines and the base area had food and drinks along with promotional tents from sponsors

and local vendors.

At the race’s start, participants were corralled in a holding area, ready for the flood gates to open and the insanity to be released. The groups sang the National Anthem and shouted many a resounding oorahs in preparation. A body surfing mudder and a countdown were the final steps before unleashing the crowd on its mission.

The day ended with hugs and high-fives, new friends, piles of muddy shoes and clothes and an overall sense of accomplishment.

The budget cuts the amount allocated for infrastructure improvements by about 60 percent, from slightly more than $1 million to $400,000.

While district employees will receive a 1 percent costof-living raise and are eligible for a 1 percent bonus, their health insurance premium costs will increase. The new budget also cuts employee education and training by 45 percent.

However, while the 2015 budget anticipates the next five to seven years to be a period of “preservation and maintenance,” it states a goal over the next 15 years to increase its holdings by 14,000 acres, or more than 50

percent. That number also includes easements and partnerships.

The County Board’s sole oversight over the conservation district is approving its budget and appointing its board members. The County Board can either approve or reject its budget, but cannot amend or modify it. Because of this, state law gives a county board three months into a conservation district’s fiscal year to approve a budget as a cushion of time in the event of a disagreement.

The district’s taxes under its current tax rate add up to about $44 for the owner of a $150,000 home who takes the homestead exemption.

Cary sixth-grader Gretel Chikos was one of the youngest competitors but came through in the clutch as she helped her team break a final-round tie with Montini to secure second place.

“I love it,” Chikos said of the competition. “We didn’t do much to prepare. We just answered some practice questions on the bus.”

Other competitors such as Haley Bowen were in their second attempt at the annual Scholastic Bowl and felt comfortable with what to expect and how to prepare.

The Marengo Community Middle School eighth-grader said developing a strong relationship with teammates and knowing strengths and weaknesses creates a smooth process on competition day. Her strengths, she said, are in science and social studies.

“It’s mostly about getting to know the team,” Bowen said. “If you can work together and not argue you can get it done quickly and prepare answers and cause less confusion.”

While she will no longer be there, next year’s competition will head to Bowen’s school, which alternates hosting the event with Hannah Beardsley.

“It’s always a fun event to have,” Marengo coach Jane Cowan said.
