In a building no longer used by Marengo-Union School District 165, nearly 40 McHenry County students from various area schools attend classes as part of an alternative education program.

The Regional Safe Schools Program of McHenry County, which operates out of Evergreen Academy, is designed for students in grades six through 12 who have been suspended or who face expulsion. Its doors

also are open to students who have been involved in repetitive misconduct or who otherwise cannot attend their designated school anymore.

Run by the McHenry County Regional Office of Education, it’s a program that several area superintendents have deemed “vital.”

However, it also is a program that stands to lose its grant funding from the state under Gov. Bruce Rauner’s proposed budget.

The statewide Regional Safe Schools Program was born in 1997 as established

by the Illinois School Code.

At a local level, the program has partially been funded by general state aid, which is infamously unpredictable. But the regional program’s other main source of funding has been grant money, given to several other Illinois districts including Chicago Public Schools, according to the Illinois State Board of Education website.

Last fiscal year, the statewide grant funding came in at $6.3 million.

Marengo awaits word from state, may have to cut budget

By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com MARENGO – City officials are waiting for Gov. Bruce Rauner and state lawmakers, as a potential cut to municipalities’ state-shared revenues could force Marengo to cut into its latest balanced budget.

Taking effect May 1, the city’s newest budget for 201516 includes a balanced $3.89 million operating budget.

With revenues staying relatively the same from last year, the city was able to contain expenditures, Assistant City Administrator Josh Blakemore said.

But state lawmakers are still deciding what to do with Rauner’s proposed 50 percent cut to municipalities’ state-shared revenues. If the cut happens as the governor proposed, Marengo would see its income tax revenue drop from about $741,000 to $370,500, Blakemore said.

“We haven’t produced much revenue growth over the last year, so to produce a balanced budget is a nice achievement for the city,” Blakemore said. “We will also continue to monitor the situation with Gov. Rauner

If the state cut ends as a temporary one-year reduction, the city likely would use its reserves to mitigate the loss, Blakemore said. If the cut becomes permanent, the city would then have to slash spending in its newest budget.

City officials won’t know what happens to Rauner’s proposal until state lawmakers finalize the state budget later this month.

As it stands, the city’s operating budget includes about $188,215 more in expenditures and $33,109 more in revenues than last year’s budget.

On the spending side, the operating budget primarily assumes personnel increases, as the city continues to negotiate new contracts with its police officers and public

works employees, Blakemore said.

Alderman Dennis Hammortree was the lone objector to the city’s newest budget. He said his no vote was a protest against various city expenses in the budget.

Capital projects in the latest budget includes funds for street repairs and water main replacement.

In the coming week, construction crews will begin replacing decades-old water mains primarily on Sunset and Willow streets, along with Ann, Ford and Van Buren streets. The council recently awarded a $939,790 contract to Fischer Excavating in Freeport for the work.

City officials also budgeted $125,000 for street resurfacing projects this summer.

Blakemore said the city is still finalizing the roads that would be improved.

HUNTLEY – Luxury and collectible automobiles were among five vehicles seized as part of a drug bust May 5 that also found several thousands in cash; 295 pounds of marijuana; more than 60 pills of MDMA, also known as Molly; more than 500 prescription painkillers; and 25 grams of cocaine.

The search of the Huntley home was the latest step in an eight-month investigation into an “extensive drug dealing enterprise” by the McHenry County Sheriff’s Office, U.S. Drug Enforcement Administration’s Rockford office, the Illinois Attorney General, the McHenry County State’s Attorney’s Office, as well as the Carpentersville, Lake in the Hills and Huntley police departments, the sheriff’s office said in a news release.

Nicholas A. Domino, 45, of Huntley is accused of being the head of the operation and has been charged with 25 felonies, including four Class X felonies for possession with the intent to deliver more than 5,000 grams of marijuana and possession of a controlled substance with intent to deliver within 1,000 feet of a school.

His wife, Ricio Domino, 37, also was charged with 20 felonies, including two of the same Class X felonies.

Three other Huntley residents – Angelo Aranda, 20; Adam K. Domino, 24; and Leann S. Nevens, 19 – also were arrested May 5 as part of the case and charged with possession of marijuana, a Class C misdemeanor, and possession of drug paraphernalia, a Class A misdemeanor.

Nicholas and Ricio Domino remain at the McHenry County Jail with bond set at $1 million for Nicholas Domino and $300,000 for Ricio Domino. The other three arrested made bond May 5.

Officials expect more seizures to occur at other residences owned by Domino as the investigation continues, the release said. The drugs seized at the Dominos’ home in the 9600 block of Bennington Drive in Huntley carry a street value estimated at more than $700,000.

Busy season for home remodeling starts, baths and kitchens most popular

When the weather breaks and tax returns roll in, many people get the jump on the home remodeling projects they’ve been waiting on, local contractors said.

“The housing boom 10 to 15 years ago was just crazy,” said Matt Lautenschlager, owner of McHenry-based Fredrick Lee Remodeling. “Now [these homes] are at that 10-year, 15year mark where things are getting older and people want to refresh them.”

Spring also is the time most people look to do outdoor projects, such as patios, decks or additions, said Shaun Pohlman, owner of Pohlman Bros.

The most requested remodels tend to be the same year after year – bathrooms and kitchens.

Tile seems to be in vogue these days – in bathrooms and kitchens, both Lautenschlager and Pohlman said.

In kitchens, customers are asking Lautenschlager for granite counter tops and new cabinets.

If you’re looking to sell your home, often simpler, low-cost projects can return greater value, according to the National Association of

Realtors. The agency found that small projects, such as replacing the front door, can have the biggest payback.

According to the organization, other projects that recouped the most on resale were door window and siding projects and garage doors and siding replacement.

Kitchen and bathroom remodels come with a heavy price tag but consistently have the biggest return on investment, industry data shows. The national average of a kitchen remodel is $19,226, but an average payback on resale of 79.3 percent, the National Association of Realtors reported.

For a bathroom remodel, a homeowner can expect to recoup at 70 percent of the cost upon resale, according to the Remodeling 2015 Cost V. Value Report, which compares the average cost of 36 types of remodeling projects with the value retained at resale in 102 U.S. markets.

HUNTLEY – An in-school orchestra program at the Huntley School District 158 middle schools might happen next year, after school officials said the district enrollment projections have again changed.

Chief Academic Officer Erika Schlichter said district administrators now have concrete student enrollment numbers for each building, following a change earlier this year to the district’s elementary boundaries to reduce overcrowding at Leggee Elementary.

With a better sense on classroom numbers for next year, district administrators think they can use existing personnel to staff an in-school orchestra program next year at the district’s two middle schools, Schlichter said.

“We aren’t speaking in the abstract anymore,” she said.

“We know what our full-time staffing needs are.”

Earlier this year, administrators determined that an inschool orchestra program next school year would require them to hire an additional music teacher, based on updated elementary enrollment projections.

District 158 officials cautioned at the time they would have to weigh the part-time orchestra hire against other personnel needs for next school year.

The announcement came nearly a year after a former district administrator revealed plans to roll out an in-school orchestra program, primarily because projections showed lower elementary enrollment.

Using the new enrollment numbers, administrators revealed an in-school orchestra proposal to district board members during a committee meeting May 7.

Graduation rates and other measures collected by the federal government are “not very well suited to measure the impact community colleges have,” said Davis Jenkins, senior research associate with the Community College Research Center.

But that doesn’t mean the college and the community it serves shouldn’t be trying to assess how the college is doing, he said.

The college should be looking at what degrees students are getting and whether they’re transferring into jobs that pay well, whether stu-

dents can seamlessly transfer to a four-year institution (something that the four-year colleges need to work on, too) and who in terms of demographics is earning the degrees and certificates, he said.

And graduation rates play a role in making those assessments, especially in light of today’s economy where most jobs require some post-secondary education or training, Jenkins said.

McHenry County College developed an educational master plan aimed at “ensuring a climate of student success,” which the college defines as achieving a degree, certificate or skill that enhances that student’s life, Miksa said.

He credits four initiatives

with the improvement in the college’s graduation rates, including the automatic graduation system and eliminating a fee to graduate.

The college has been trying to reduce the number of students that need to take noncredit development math and English courses, ones intended to refresh what students were supposed to have learned in high school so that they can move into credit-earning, college-level courses.

CRYSTAL LAKE – More than 300 McHenry County College students were automatically awarded degrees and certificates this school year.

The students had completed the required coursework.

They had met all the requirements. But they hadn’t filled out the form to actually apply for graduation.

The automatic graduation system – in which the college reviews students’ transcripts to see if they qualify for degrees and certificates – is one of a few programs college administrators credit for pushing up the institution’s graduation rate.

A total of 1,774 students will have graduated from McHenry County College this year, up from 997 students in the 201011 school year, according to the college’s statistics.

Of the students who started attending the college full time in fall 2011 with the goal of getting a degree or certificate, 29.63 percent of them have done so, according to a 2015 Illinois Community College Board report. That compares favorably to the 24.87 percent average across the state.

The college is looking to continue improving its graduation and retention rates, but Tony Miksa, its vice president of academic and student affairs, said it’s important to keep context in mind while assessing those numbers.

Some students come to McHenry County College to take classes during the summer before heading back to their four-year schools, he said. Some are looking to transfer after a year or two,

Still, that doesn’t mean the program should be discontinued locally, Schermerhorn said. If the grant money remains zeroed, it will just cost more for the districts.

Up until January, the program was offered free to McHenry County districts, but this year districts that use the program are charged $50 per student per day.

“We calculated what it was going to cost if we were no longer funded [with the grant money],” Schermerhorn said.

Last year, McHenry County Pads served 394 individuals. Since 2009, the number of people using the group’s services has increased 51 percent, Kruse said.

Individuals, church and school groups also can host their own SleepOut events to

raise funds for PADS. All told, more than 600 people participated in this year’s SleepOut fundraiser – a record showing, Kruse said.

The community’s financial support also is needed after the U.S. Department of Housing and Urban Development recently cut Pioneer/PADS funding by $105,000, Kruse said.

That’s why the organization this year partnered with

the McHenry County Community Foundation for the fundraiser. The foundation agreed to match 2-to-1 all PADS donations, up to $100,000, Executive Director Robin Doeden said.

“It was a creative way to raise the level of this organization and this event,” she said.

The foundation’s involvement helped drive more people and funds to the SleepOut event this year, Kruse said.

After they pitched tents and made cardboard homes, the hundreds of participants Saturday watched a rally for the event, where two clients of PADS spoke about the organization’s services.

PADS organizers also provided a cookout for participants, who spent a portion of the night watching the 2009 film “The Blind Side” before heading to bed outside of the church.

“The accountant thinks we can do it minimally at $61 per day per child per school district.

But districts would also have to provide transportation.”

Terry Awrey, associate superintendent for Consolidated School District 158, said the program has been used by the district “extensively since its onset.”

“It offers students an opportunity we cannot duplicate here in the district,” he said.

“It helps kids who don’t fit in the normal school mode, those who need something a little different, maybe a more structured environment.”

Tim Mahaffy, superintendent of Fox River Grove School District 3, agreed.

“We rarely use it; however, when we do need it, we feel it’s a good program to have,” Mahaffy said, adding this year

is the third time in 17 years a student is in the program, and the student is participating because of a midyear move. “If it were to go away, we would no longer have that option.”

According to the ISBE site, more than 4,000 students were served by the program in fiscal 2012. The number of students served locally per year is not overwhelming, but that shouldn’t matter, Schermerhorn said.

“It’s only about 25 to 30 students per year, but those students otherwise wouldn’t have anywhere to go,” she said. “They’d be out, maybe committing crimes, some have substance abuse issues. These kids shouldn’t have nowhere to go during the day.”

The program’s importance has been emphasized at a state level, too.

Amanda Simhauser, spokeswoman for the Illinois State Board of Education, said the state board actually requested an increase in funding for the program, about $5 million more.

“It was funded at $6.3 million in fiscal year 2015, and our budget proposal for the upcoming fiscal year asked for an increase to $11.3 million,” Simhauser said, adding the need stems from an observed increase in suspension-eligible and expulsion-eligible students.

Like other area superintendents, Woodstock School District 200’s Mike Moan said he considers the program crucial despite his district having an alternative school of its own.

“We have one, but it’s not the same as the Regional Safe

Schools Program,” Moan said.

“It’s not the same as having that, sort of, last-chance option.”

Eighteen member school districts have signed and supported the program for as long as Evergreen Academy Principal Cheryl Horn has been there, which has been nine years, Horn said.

District boards recently have started bringing forth resolutions to extend participation in the program. Cary School District 26 on Monday approved it as part of the consent agenda.

“I think it’s vital for schools to have this alternative option,” District 26 Superintendent Brian Coleman said.

“We’re still waiting to see how the funding is going to work out, but we fully support the program.”
