Back to the drawing board New Amtrak station interrupts Huntley’s downtown makeover

By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com HUNTLEY – Gov. Pat Quinn’s recent decision to include Huntley on a new Amtrak route creates an interesting wrinkle in the village’s downtown makeover, which could start later this year.

As Huntley officials work to improve the landscape near Route 47 and Main Street this year, they will head back to the drawing board and begin plotting a location for a future Amtrak station near, or in the historic downtown.

Village administrators and

board members will eventually have to determine which location.

“We will be taking a step back to understand if there is any type of overlap,” Village Manager Dave Johnson said.

“We need to take a step back to see if [a station] fits into the downtown.”

How a train station conforms to the downtown overhaul and whether there would be enough parking spaces to accommodate the increased activity from a passenger rail line are among the considerations, Johnson said.

Village Board members this week approved a final framework for the downtown revamp, moving Huntley closer to the construction of certain projects.

earlier this month in a $223 million plan to build a new Amtrak line that would eventually stretch from Chicago to Dubuque, Iowa. Huntley officials are waiting to meet with state transportation officials about the project timeline.

The potential late addition of an Amtrak station to the Huntley downtown makeover comes after the village began planning the downtown improvements nearly four years ago.

Officials still have planning left to do on the east side, while they look to start $2.1 million in work on the west side, near Route 47.

Work could begin later this year on beautifying the Route 47 and Main Street intersection, including a walkway on the southeast corner, Johnson

said. Officials also could start adding parking near the former Sawyer-Kelley Mill and doing initial work on a new commercial building once the historic mill is demolished.

Meanwhile, they will plan ways to level the sidewalk and move the numerous overhead utility lines along Main Street, between Woodstock and Church streets.

Board members don’t yet know the costs of that work, but they should get a better sense of the price when they meet this coming week with a utility consultant.

“We don’t have the financial resources to do it all,” Johnson said of the downtown plan. “We have to make decisions to do some of it or let it sit. I think some of those decisions will be made soon.”

Work is set to conclude before spring’s end on the $10.2 million headache that has been the intersection of Routes 31 and 176 in Crystal Lake, and the $4.2 million extension of Kruetzer Road in Huntley. But May means the start of work on Route 120 through McHenry, and on a roundabout in Johnsburg.

Several large-scale projects that started last year, like the Algonquin Western Bypass, are picking up the pace with the warm weather and are set to wrap up by this fall. But after this last winter we’ve been through, let’s not think about the next one if we can avoid it.

The following is a list of many of the significant road construction projects set to begin, continue or finish this year.

Key components are the building of a 2.1-mile, four-lane highway around downtown to eliminate the infamous rushhour bottleneck at the intersection of Routes 31 and 62.

Watch for workers and expect some delays at the bypass’ intersections with Route 31 north and south of downtown, and on Algonquin Road west of downtown as workers build the overpass and its diamond interchange.

Johnsburg Road Work is set to begin to build a roundabout at Johnsburg and Chapel Hill roads. The $2.7 million project scheduled to be finished in September includes decorative lighting, landscaping and brick-paved crosswalks.

As of Monday, eastbound Johnsburg Road will be closed between Spring Grove Road and Fairview Avenue, and westbound Johnsburg Road will be closed from Fairview Avenue to Chapel Hill Road.

The road will be open to local traffic to maintain access to local businesses.

A lengthy posted detour will take drivers around via Routes 31 and 120 – yes, through the aforementioned work in McHenry – and Chapel Hill Road.

The work is the second phase of a project to improve Johnsburg Road. The first phase, which improved Johnsburg Road from Route 31 east to the roundabout, was finished earlier this year.

Besides budgeting more time, you may want to adjust your household budget to include antacid in bulk if your commute takes you through McHenry.

Work is starting on a $7.2 million project to widen and resurface Route 120 from Front Street to Green Street, and Route 31 from Route 120 north to McCullom Lake Road.

Eastbound lanes were improved last year, so traffic is being shifted to them so workers can improve the westbound lanes. That work should be finished by the end of the year.

But work has started this year to improve a 25-mile segment of I-90 from Elgin east to the Tri-State Tollway. That work is expected to be finished by the end of 2015.

The total cost of the project, meant to widen and improve I-90 between Rockford and O’Hare International Airport, is $2.5 billion.

As one of the growing number of states that do not have helmet laws, Illinois has seen motorcycle fatalities increase in the past few years along with states that have repealed helmet laws. Motorcycle crash deaths increased to 155 in 2013 from 148 in 2012 when the total accounted for more than 15 percent of all motor vehicle fatalities despite motorcycles accounting for roughly 4 percent of all vehicle registrations in Illinois.

Out of the 148 motorcycle fatalities, 78 percent of the riders did not wear a helmet.

The absence of helmets has been linked to fatal motorcycle crashes in trends seen around the country.

Texas and Arkansas both saw significant increase motorcycle fatalities after repealing laws in 1997, and Florida’s motorcycle fatality rate went from roughly 13 percent of all motor vehicle deaths in 2000 when a helmet law was first repealed to nearly 30 percent of all vehicle deaths in 2012.

McHenry County ranked seventh in Illinois with five motorcycle fatalities in 2012.

The county had four in 2013 and none early on in 2014.

Terry Redman, manager of motorcycle safety training for the Illinois Department of Transportation, said helmets are a crucial safety feature in riding but do not address the biggest issues among motorcyclists.

“Wearing a helmet if you’re going 110 mph and hit a dump truck won’t help you,” Redman said. “There are too many people riding at a high rate of speed and a lot of it has to with riding drunk or high.”

“We absolutely promote helmet use, but we can’t enforce it,” Haas said. “It is important for riders to take all the safety precautions they can because unlike cars, motorcycles are not designed for occupant survivability.”

Helmets are required at the Woodstock Harley-Davidson training courses, along with full-fingered gloves, boots that cover the ankles and all the gear to make riders safe as possible. While the dealership can require the gear during the course, instructor Jeff Carlsen said it is up to each individual person when it comes to their own rides.

The same rebellious spirit that has led to drug and al-

cohol issues in the motorcycle community also causes the desire to have the freedom to choose whether to wear a helmet, Carlsen said.

“I wear one when I ride but I can’t tell someone to do the same,” Carlsen said.

“It’s an experience of freedom, and it’s a completely personal choice. They don’t want the government intruding in that experience.”

Redman said it also is important the other commuters on the road take motorcycle safety seriously. Of the 155 fatalities in 2013, he said half were caused by the motorcyclist and the other half caused by drivers.

With the weather getting warmer, more and more motorcyclists will fill the roads.

“One of our mottoes is look twice, save a life,” Redman said. “After a long winter where drivers haven’t seen motorcycles in a while, there is going to be a lot of them on the roads.”

Route 176 Work is beginning in May to upgrade Route 176 and Smith Road in unincorporated Nunda Township. The $1.5 million project is expected to be finished by November.

State has seen motorcycle fatalities hike in past few years

MARENGO – The Marengo Police Department is alerting area residents to a possible telephone scam.

During the scam, a caller presents themselves as a ComEd representative and asks for account information, according to a Nixle alert from the department.

ComEd has been contacted and is looking into the scam, as are Marengo police, according to the alert.

Police urge residents to verify who they’re speaking with before giving information over the phone. Residents should ask for the caller’s information, name, employee number and a call back number, the alert said.

Zoning Board reviewing UDO comments

By KEVIN P. CRAVER kcraver@shawmedia.com WOODSTOCK – Changes to the proposed Unified Development Ordinance are being recommended based on comments from the public.

The McHenry County Zoning Board of Appeals is processing more than 500 pages of comments and testimony from residents who have reviewed the proposed ordinance. After two days of meetings last week, the board has added a third for Thursday and instructed county staff to keep May 7 and 8 open, Planning and Development Director

Dennis Sandquist said.

Sandquist characterized the recommended changes made to the document, which is entering the final stretch after three years of work, as minor.

“I would say, so far, it’s been a tweak here and there,” Sandquist said.

The 300-page ordinance updates the county’s development-related ordinances, such as those governing zoning, signs and subdivisions, and combines them into one document to make it easier to read and follow. The ordinance only applies to unincorporated areas.

One change recommended by the zoning board based on public comment increases the maximum size of gift shops for temporary agritourism uses from 600 to 1,000 square feet, and lifts the limit entirely on

historic barns if local fire officials approve. Owners of agritourism operations have complained that the ordinance’s restriction was too onerous.

The zoning board also has instructed county staff to evaluate how stringent the ordinance’s wind turbine regulations are compared to other counties. Commenters submitted pages of testimony of horror stories of noise pollution and unsightliness from Illinois residents living near large multiple turbines.

Public comments were collected during a submittal period and at four hearings earlier this month. About 110 residents at-

tended those hearings, and 32 of them provided verbal comment totaling 22 pages of testimony.

Fifty-five people submitted written comment totaling 299 pages, Sandquist said.

The zoning board upon its completed review will forward the ordinance to the County Board Planning and Development Committee, which will review it and make recommendations of its own before forwarding it to the full County Board for approval.

It is anticipated that the County Board will hold at least two Committee of the Whole meetings to review the ordinance before it is voted upon.

With care, brown plants can turn green again

By JOSEPH BUSTOS jbustos@shawmedia.com At the Countryside Flower Shop in Crystal Lake, nursery manager Karen Campney said she’ll speak with customers, maybe even up to five times a day, whom are worried because their evergreens are now brown.

The home gardeners might have the initial instinct of cutting off all the brown, Campney said.

“They really don’t want to cut it all off because the buds for the new growth are there on where the brown is,” Campney said. “You have to fertilize it.”

Many people are dealing with winter burn this year, which is much worse than past years because of the Midwest’s harsh winter.

“It’s basically like sunburn that the evergreens get, and it dries foliage,” Campney said.

“It doesn’t show up right away after it happens. It shows up later because the wind comes along and basically dries up that foliage. That’s when you start to see the brown starting to show up.”

Cutting off the brown parts of the plant is not the best thing to do, especially when there are buds on the stems and branches, Campney said.

There are ways to help an evergreen make it through winter burn.

Campney recommends adding fertilizer at the base of the evergreen up to around the drip line (about a foot from the base) and then trim the plant in June.

If it is a drier spring, people should water the plant, Campney added.

Kolze’s Corner Gardens in Woodstock. He said he’s getting lots of questions about garden and plant conditions, even when he’s not at work.

Half of the customers who walk into the shop are asking about winter burn.

He said spring is about three-and-a-half to four weeks behind.

To help give plants a “booster shot,” Kolze recommended mixing water with fertilizer, such as Miracid.

“It’s a great way to wake plants up,” he said.

For perennials, Kolze recommended doing some trimming to see if there is any green hiding underneath the brown.

Then gardeners can add fertilizer to help plants grow.

“I would let the fertilizer do its thing and evaluate it at the end of May and see the result,” Kolze said.

For perennial flowers, such as roses, people can tug on them while wearing gloves to see whether they’re growing. If there is no resistance, then the plant is dead.

If there is resistance, that means the roots are strong and the plant is growing.

Kolze said using mushroom compost or a product such as Purple Cow can be helpful for a garden and might be able to help a plant catch up in two to three weeks.

But at a certain point, some plants might not be salvageable.

“This year, by Memorial Day, if you haven’t seen anything emerging, then it’s pretty much done,” Kolze said.

Mary McClelland, co-owner of the McHenry County Nursery Inc./Glacier Oaks Nursery in Harvard, said people don’t have to go far to see the effects of winter burn.

“Most of the plants that took the hit are non-native evergreens, such as the Japanese yew and the Chinese juniper,” McClelland said.

McClelland said the length of the cold temperatures worsened the winter burn.

She said people can check the buds on plants and squeeze a few, or scratch off the bark. If there is green, then the plant is alive.

“If those are dead, then the plant is toast,” McClelland said.

She said people should still wait a few weeks before making a decision on whether to get rid of a potentially dead plant.

“If they want to save it, they should wait before taking it down, another few weeks, when things bud out and buds are breaking, you should be able to tell,” McClelland said.

“Some of that brown from over the winter will recover, once the roots start taking moisture,” she added.

If a plant was tightly pruned, it is more likely to have been affected by winter burn, and may struggle to recover because there is little new growth, McClelland said.

Plants that are loosely pruned can just have the brown cut off and let the green fill in.

McClelland said she wouldn’t spend too much on fertilizer, unless a plant is worth saving.

“It’s not going to make anything that is dead come back,” McClelland said.
