Advocate plans new building

HUNTLEY – Advocate Health Care plans to build a new medical office building in Huntley, after the regional medical provider recently acquired six undeveloped acres near the Interstate 90 interchange, a property developer said.

Phillip Waters, vice president of development for Horizon Group, told the Northwest Herald Horizon closed on the deal with Advocate earlier this winter.

Advocate plans to start construction on the new office building by the fall, as one of its competitors – Centegra Health System – continues to build a new hospital located on the north end of Huntley.

“We are very excited to have them a part of the Huntley community,” Waters said. “Advocate is the largest health care provider in the state and a premier provider across the nation.”

The six vacant acres are near the Huntley Corporate Park on the northwest corner of the Interstate 90 interchange. Waters said he did not know Advocate’s specific office plans for the area.

The health care provider paid fair market value for the vacant land, although Waters did not disclose the terms of the deal. An Advocate spokesperson did not return a request for comment March 30.

Advocate’s acquisition also follows Life Spine Inc.’s recent move to Huntley. The medical device company earlier this fall announced plans to move its corporate headquarters into a larger facility near the Interstate 90 interchange.

Advocate’s medical office building would be located next to the Life Spine’s new headquarters, Waters said.

McHenry County towns seek ways to cover pension obligations

A sizable chunk – nearly 14 percent – of Fox River Grove’s general fund budget is set to go to police pensions this year.

But the Village Board has decided to pay about $1.2 million instead of the $341,000 the village-hired actuary says is needed in order to meet its pension obligations, Village Administrator Derek

Soderholm said.

The goal is to get the pension fund over $2.5 million, the threshold for investing in more lucrative and riskier funds, so the village’s annual pension payments don’t climb as quickly.

Fox River Grove isn’t the only village looking for new ways to get their pension costs under control.

Voters in Spring Grove will decide April 7 whether to raise their property taxes by a col-

lective $338,000 to cover pension costs. The village took the issue to the voters after pension payments were estimated to climb 204 percent from 2011 to 2016.

The two villages are among the eight McHenry County municipalities that have seen the funding ratio – the percentage of pension liability the village could pay for that day – decline from 2008 to 2013, according to the Commission on Government Accountability

and Forecasting’s 2015 update on the state’s police and fire pensions. (Seventeen McHenry County municipalities have police pensions.)

A state law passed in 2010 requires local governments to have 90 percent of their pension obligations funded by 2040.

The real issue, Crystal Lake Finance Director George Koczwara said, is whether the city can meet 100 percent of its obligations.

“A common analogy to pension funding levels are mortgages,” he said. “Just like most people do not pay off a mortgage in a single year ... pension funding is a multidecade process as well.”

Hultgren said the Export-Import Bank should be closely examined, but it would hurt too many businesses to eliminate it with no alternative in place. He said the problem is that there are no private sector alternatives and countries such as China are more than ready to swoop in and take that business if small American manufacturers lose their share of the marketplace.

“I would love it if there truly was a free-market approach, but I just don’t think there is,” Hultgren said. “This really is Plan B ... but Plan C is China is willing to take over. If there is a free-market replacement I’m all for it. But the worst thing would be a straight drop-off without a plan in place.”

McHenry County College to air first television commercial markets, said the college’s chief communications officer, Christina Haggerty.

The two markets make up about 70 percent of the college’s district, which includes most of McHenry County and parts of Boone, Kane and Lake counties, she said.

The campaign is a part of the college’s effort to raise awareness about the college and what it offers, Haggerty told the college’s Board of Trustees at its meeting last week. The college reworked its brand starting in 2012 and has been working since in a variety of ways to promote the col-

lege, especially to adults.

Much of the work for development, scripting and organizing was done by Haggerty and her internal marketing team, Haggerty said. The college hired Ben Mahoney Productions, a video production company based in Chicago, to direct, film and edit the first ad, which cost about $7,000.

The cost to air the ad through Comcast is $17,170 and covers a April to June run and then another run from September to November, Haggerty said.

But at least one trustee didn’t get the point of the adver-

tisement, noting that students pay a premium to take classes at community colleges when they don’t live in the district.

“I’m not quite sure why community colleges advertise,” Trustee Chris Jenner said. “I mean, District 155 wouldn’t advertise. District 26, District 47 wouldn’t advertise.”

That’s a false comparison, College President Vicky Smith replied, noting that students are required to go to elementary and secondary school districts.

“Nobody is required to come to McHenry County College,” she said.

Many community colleges do advertise and they’re competing for the same students as four-year universities, both public and private, Trustee Cynthia Kisser said.

“If I see an ad for MCC, I might not otherwise have considered that as a choice instead of the University of Illinois or a private college,” she said. “It gives me an option and then I can try to interest my child in it.”

The college plans on tracking how successful the ad is through the unique web URL used in the commercial, Haggerty said.

Warmer weather will bring with it more chances for severe weather. In Illinois, tornado season typically stretches from mid-March to June, bringing an average 47 tornadoes each year, according to the Illinois Emergency Management Agency.

On top of storm spotters, the McHenry County Emergency Management Agency and other agencies in the county have several tools to prepare residents in the case of severe weather emergencies. The key, officials said, is knowing how and when to use those tools.

The most common weather-related emergencies in McHenry County will be floods, strong winds or tornadoes, said McHenry County Emergency Management Director David Christensen.

Floods pose the greatest risk, he said. While areas along the Fox River are the most susceptible, the whole county is at risk, Christensen warned.

Those suggestions and warnings could come from a number of avenues. Municipalities use outdoor warning sirens, but officials warn those should not be the only warning system residents use.

The county can send alerts to any smartphone with alerts enabled through the Wireless Emergency Alert system. McHenry County also has a system referred to as reverse 911 that sends notifications. Municipalities across the county use Nixle, a text and email alert system. The Northwest Herald also offers a texting service.

“We’re there,” Christensen said. “We’re trying to let you know that it’s your job to react to that.”

Reactions to floods and tornadoes should include a pre-prepared emergency kit stocked with water, food and a battery-powered radio, Christensen said.

Keri Zaleski, the emergency response coordinator for the McHenry County Health Department, suggested the kit include enough food and water to last three days. She advised kits also should include medication and other special items tailored to people’s needs.

“We always advocate that people have a preparedness plan and kit for their families,” Zaleski said. “That holds true whether it’s a severe weather event or any kind of emergency.”

Zaleski said in case of an emergency, her agency would be at the emergency operations center playing a support role to protect people’s health and safety.

Another important piece to have in place before a disaster is a communication plan. Families should have a set meeting place in case an emergency forces them from home. Christensen also advised residents to have an emergency out-of-state contact, and to text family members if they are OK so

District 158 only saw 26 percent of eligible families register for the insurance program that covers accidental damages to students’ devices.

The district started replacing students’ traditional textbooks with computers during the 2012-13 school year at Martin Elementary and since has expanded the initiative to all elementary and middle schools.

Even with a quarter of eligible participants enrolled, the voluntary program generated $42,000 in protection revenue this year for District 158, according to district figures.

The built-in $12 protection fee, included in the larger student registration fee, is estimated to generate $81,000 annually. Based on trends this year, the district expects device damage costs to total between $40,000 and $50,000 next year, according to district figures.

Burkey said the decision to extend the protection fee for all parents could save them money in the end. Many parents were upset they didn’t enroll in the voluntary program after being hit with accidental damage costs that total $100.

“When people don’t take it, and the device gets damaged, they’re mad they didn’t take it,” he said. “Everybody now has the same protection.”

The $155 K-8 fee would still put the district’s registration fees higher than some neighboring school districts, despite District 158 officials holding their fees flat for the last nine years.

At the start of this school year, District 158 parents with kindergarten students paid $167 in registration. Parents with students entering grades one through five paid $123 total, while parents with middle school students paid $168 total.
