Marengo fires public works director Shull after 13 years

editorial@shawmedia.com CRYSTAL LAKE – Dave Lawson, his wife, Laniea, and their 15-month old daughter, Lorelai, bundled up behind the family’s black Ford Escape before heading toward the starting line Sunday morning.

“Ooh, chilly,” the Algonquin dad said as he donned his homemade, yellow and

blue fleece Cyclops outfit over his clothes. “That’s one nice thing about this costume.

Once all of the layers are in place, it’s pretty warm.”

The mercury had climbed to only 36 degrees by 7:30 a.m.

Sunday, as hundreds of participants gathered in a parking lot on the south side of McHenry County College. It was the fifth annual running of the McHenry County Human Race, although its first

time at MCC. And it was sunny, with minimal wind – a far cry from some of the 5K’s previous conditions.

In keeping with the “Get Your Hero On” theme, the crowd was dotted with those sporting Wonder Woman, Captain America, Superman, X-Men and other attire. Each walker and runner, and every one of the more than 100

Electricity rates to go down in Huntley

By EMILY K. COLEMAN ecoleman@shawmedia.com Electricity rates are set to go down for residents of five McHenry County communities.

The municipalities of Algonquin, Huntley, Lakewood, Ringwood and Woodstock all belong to a consortium that was set up to negotiate collectively on electricity rates for residents and small businesses after voters approved referendums allowing their towns to negotiate on their behalf.

The Northern Illinois Governmental Electric Aggregation Consortium picked Constellation New Energy to be the group’s new provider at a fixed rate of 6.89 cents per kilowatt hour for two years, according to a news release.

The new rate will appear for the first time on the August bill.

Last year, the rate had been 7.2 cents per kilowatt hour, said Chalen Daigle, the consortium’s executive director.

Individual customers also will have the option this year

of getting their electricity supplied by 100 percent renewable resources, Daigle said. The price for that option will be higher than the general rate.

The program’s participants – who currently get their electricity from Direct Energy – as well as newly eligible residents and small businesses will get a chance to opt-out of using Constellation as their provider.

Letters about the aggregation program were sent out around Saturday.

MARENGO – City officials fired the Marengo public works director, ending his 13year tenure at City Hall where he climbed the department ranks and ultimately oversaw the daily care of the city’s infrastructure.

Mayor Don Lockhart formally made the decision April 16 to terminate director Jayson Shull’s employment with Marengo.

After meeting in a closeddoor session for nearly 45 minutes Monday, city aldermen didn’t try to override Lockhart’s decision and made the termination official.

Aldermen and city administrators wouldn’t explain why Shull was fired, releasing instead a short two-sentence statement to local media.

“As of April 16, 2015, Department of Public Works Director Jayson Shull is no longer employed by the City of Marengo,” the statement read.

City officials on Monday also didn’t outline the search to replace Shull as public works director.

In the interim, Assistant City Administrator Josh Blakemore will oversee public works operations and City Administrator Gary Boden will oversee development and inspection services, according to the city’s statement.

Shull’s departure from City Hall came only a few days after he made his typical appearance at the council’s regular meeting April 13.

In a fairly routine manner, he presented aldermen with the contract bids for the city’s lawn mowing services and provided a brief activity report on the public works department.

Shull started at Marengo about 13 years ago, working as a manager who oversaw the city’s building inspections. He was promoted to public works director in 2011.

Teens test academic skills Area students compete in scholastic bowl in Marengo

MARENGO – One million might be Cary seventh-grader Ved Patel’s new favorite number.

Patel and his scholastic bowl team used the number as a guess answer to the question of how many cycles per second equals one megahertz.

The question came in the final round of a nearly three-hour academic competition and, as Patel sees it, secured them third place.

“We wouldn’t have placed,” Patel said. “So that was an

amazing guess.”

More than 140 of the best and brightest middle school students from the McHenry County area converged on Marengo Community Middle School on Thursday to test their academic skills in the 28th annual Middle School Scholastic Bowl.

Teachers from 17 area middle schools selected students to compete. While some teams compete throughout the year, Thursday’s event is a culminating one for some schools, such as Crystal Lake’s Bernotas Middle School, which took home second place.

Frannie Zukowski, a 14-year-old eighth-grade student at Bernotas, said she enjoyed the camaraderie among her team, but she wished they were headed back to Crystal Lake with a championship in hand.

“I’m a little bit frustrated,” Zukowski said. “But we did get a trophy.”

But the team’s performance was nothing to scoff at, coach Matt Jonker said. The team answered 13 of 16 questions right, which he said is the best the team has done in recent memory and only five points behind the first place team, Prairie Knolls Middle School out of Elgin.

The competition included four rounds where teams responded to questions in the subjects of math, science, language arts and social stud-

ies. Each team was allowed to have six students sitting at their table on the competition floor and two alternatives sitting in the bleachers.

The first two rounds required written answers and the third and fourth rounds involved oral responses, with questions becoming more difficult in every passing round.

During the final two rounds, a wave of whispers rolled through the gym after the moderator asked a question. Although only one team had to answer each question, most teams leaned in and scribbled figures. Wrong answers were met with a collective sigh, while correct answers earned applause.

The emotion during the event is a sign of the dedication students have, said Marengo coach and scholas-

tic bowl coordinator Jane Cowan.

“It’s all academics,” Cowan said. “The kids are wonderful to work with, and they get their time to shine here.

They embrace it and it’s very rewarding for them.”

Prairie Knolls students beamed when they answered a math question in the final round correctly because they knew it had edged them into first place.

For Prairie Knolls student Ava Warner, 13, the win came down to ignoring a teacher’s advice not to do mental math.

She figured out a multiple of seven that was over 100 in her head, landing on the correct answer of 105.

“I’m pretty proud,” Warner said. “Not just of myself, but my team, too. I’m really happy.”

Mental health group raises money for local agencies

CRYSTAL LAKE – Like many of the participants in the McHenry County Adult Program, Scot Maier spends most of his time in a wheelchair.

The 23-year-old Crystal Lake resident has a developmental disability that severely restricts his mobility and limited his cognitive development, but he still enjoys getting out of the chair and socializing.

But the carpet caused rug burn and couldn’t be deep cleaned as regularly as the staff would have liked, said Jim Maier, Scot Maier’s father and the president of the small Crystal Lake-based nonprofit.

The solution seemed so simple: floor mats.

“We do have funds available for things like this, but our budget is very, very tight, and we’re certainly very cautious about our expenses,” Jim Maier said. “We really try to prioritize what we need.”

And floor mats were not a need. A grant through the Mental Health Resource League for McHenry County, a nonprofit that has raised funds for local agencies and other groups since 1967, though, will make

The league rolled out the new grant program last year in an effort to help more local agencies while not cutting the funding it currently provides to 19 agencies, including Woodstock-based Adult and Child Therapy Services, Richmond’s Main Stay Therapeutic Farm and the McHenry-based Pioneer Center for Human Services, said Kristy Isonhart, the group’s president.

The grants – which are distributed in a shorter application cycle than most grant programs and capped at $500 – also were designed to help

agencies meet immediate needs in the wake of state funding cuts, Isonhart said, adding that much of the money goes toward things that cannot be funded with state grants.

The first recipient was the Home of the Sparrow, which was awarded $500 to make an emergency repair to the furnace at the Crystal Lake shelter it operates for homeless or abused women and children.

“We didn’t have all the money we needed for it,” said Debbie DeGraw, the group’s vice president for marketing and public relations. “That additional money really allowed

us to go and get the furnace that we needed. ... It might have taken us longer [otherwise.] We would have had to seek the money elsewhere because it wasn’t in the budget.”

Another recipient was the Alexander Leigh Center for Autism in Crystal Lake, which used the $500 for an emergency call light system in the bathroom.

The quick turnaround on the grant gave the school the opportunity to solve a problem – what to do about students who were independent enough to use the bathroom on their own but couldn’t be heard if they needed help, said Kelly Weaver, the school’s co-founder and executive director.

The Mental Health Resource League raises its money primarily through the Fall Diddley Craft Show, which is set to celebrate its 30th year this October. Admission isn’t charged at its older event, the Fair Diddley Craft Show, which dates back to 1969 when it raised $500.

Last year, it distributed more than $200,000, a “phenomenal amount of money” for local agencies, Isonhart said, adding that as a volunteer, she was really drawn to how local the effects were.

McHENRY – The Centegra Health System Auxiliary invites individuals who have been accepted into nursing programs to apply for the Audrey Ballard Nursing Scholarship. The $3,000 scholarship provides financial assistance to nursing students for the 2015-16 academic year.

“We are pleased to offer this opportunity to the future nurses of our community,” said Frances Glosson, director of Centegra Health System Auxiliary.

“We know financial support assists the attainment of a nursing health care degree and we encourage those interested to pursue this scholarship.”

Besides being accepted to an accredited nursing program, applicants also must be high school graduates. The scholarship recipient must present the accredited nursing program’s acceptance letter as part of the application process.

Students having less than one academic year remaining until graduation are not eligible for consideration. Proof of a grade point average of a C or better is required.

Interested applicants can download the application at centegra.org/hospital-auxil iaries. The deadline to submit an application is Friday, May 29.

A pitch for student space

CRYSTAL LAKE – Jason Memmen wants the board overseeing McHenry County College to take student space into consideration when it makes decisions about the Crystal Lake campus.

Memmen, a Johnsburg resident who serves as the Board of Trustees’ student voice, made a presentation on the role student space plays in increasing student engagement and success at the board’s April 23 meeting.

Memmen has made student space his No. 1 priority for his term as the student trustee, a pitch the student trustee before him also pushed.

“If students have a place that they can call their own and be the student center and be the living room of the campus for the lack of a better term, I think there’d be better retention of students,” he said. “We could get more students involved in various activities around campus.”

Most students congregate in the Commons, which also serves as the cafeteria, or in the foyer-like area outside of

the registration and counseling offices.

But these areas aren’t conducive to what students need to continue learning outside the classroom, Memmen said.

He laid out the example of students in a philosophy class who want to continue their discussion outside of class. If they go to the cafeteria, they’ll be surrounded by administrators and faculty members and they’ll have to be considerate of classes that take place in the culinary lab.

“Not to say that’s a bad thing, but students already

don’t feel like they have a voice in certain aspects, so they don’t feel comfortable having those types of conversations and learning from one another if all the administrators and faculty members are in the room,” he said.

Memmen also raised the concern that a lack of student space meant that students looking to socialize were spilling into the library.

Clubs at McHenry County College also don’t have much space to meet, college President Vicky Smith has said, pointing to the one room avail-

able, which has a maximum capacity far below the size of many clubs.

The Board of Trustees discussed in December leasing a temporary building that would serve as a dedicated Student Life space possibly with TVs and table games such as pool, foosball and pingpong, but the decision was put on hold pending the results of a space utilization study.

The results of that study are set to be presented at the May Committee of the Whole meeting, college spokeswoman Christina Haggerty said.

MCCD trustees OK $25.3 million budget, which includes maintenance items

WOODSTOCK – The budget unanimously approved April 16 by the McHenry County Conservation District Board of Trustees is a “maintenance budget,” its top administrator said.

The $25.3 million budget isn’t as tight as last year as the district’s revenues have returned to 2011 and 2012 levels after hitting the property tax rate cap cut into the district’s revenue to the tune of $225,000.

Despite the rebound, visitors shouldn’t expect the programs, visitor center hours or

staff that were cut last year to return.

The budget approved last week includes additional cuts to staffing, including the elimination of three positions – one police officer and two positions within the Land Preservation and Natural Resources Division, all through attrition.

An increase in health care costs has been minimized by shifting some of the cost onto employees.

The focus moving forward is protecting the assets of the district, including the 4,309 acres of land acquired since voters approved the issuing of bonds in 2007, and diversifying

the district’s revenue streams through partnerships and other avenues, Executive Director Elizabeth Kessler said, pointing to the goals laid out in the five-year strategic plan that also was passed April 16.

The Human Race this year benefited about 55 nonprofit organizations and causes, from the Andrea Lynn Cancer Fund to Horizons for the Blind and the Woodstock Dolphin Swim Team. Each registration fee, ranging from an early-bird rate of $25 to a day-of fee of $40, was designated toward the participant’s favored recipient.

Stiemke said 60 percent of the registration fees went toward the charities, while 40 percent was earmarked for race expenses and to promote volunteerism in McHenry County. Any amount raised above the registration fee was split 90-10, she added. Donations will be taken through May 5 at mchumanrace.org.

Because fundraising is ongoing, it’s difficult to predict how much the event will total.

But the number of participants likely eclipsed last year’s 1,100, who braved cold, cloudy, rainy and fiercely windy conditions, Stiemke said. In its first four years, The Human Race has raised $300,000 for more than 60 organizations.

Closer to the registration area on Sunday morning, the Parpart family bent, lunged and stretched in preparation for the 8 a.m. start.

“This is Emerich’s third time running the race,” mom Kiera Parpart said of her 8-year-old son, whose twin sister, Malaika, also was readying for the run.

part of the Route 14 widening project.

The district is interested in embarking on more partnerships moving forward, but the McHenry County Conservation Foundation also is pursuing some new fundraising activities, Kessler said.

The foundation recently approved its membership and sponsorship levels for the coming year and plans to host a big fundraiser in the fall, Kessler said.

This would be the first time the foundation would host a gala fundraiser as opposed to a fundraiser organized around a recreational activity.

The district also has started putting out donation buckets at some of its events, including the Festival of the Sugar Maples at Coral Woods Conservation Area southeast of Marengo.

The response has been great, Kessler said, adding the hope is that will continue and build.

“The district has always lev-

eraged our volunteers, our team and grants [to achieve] slow sustainable growth,” she said. “The environment has changed, and you have to adapt.”

That also has meant looking at program fees.

The district has started adding fees to new programs or ones that require supplies or trips while trying to keep the programming core to its mission free or at a reduced cost, Kessler said.
