Illinois ranks ninth in most deficient bridges

And while the group that released this most recent analysis has a definite vested

interest – it represents builders of roads and bridges – its findings are no different from a slew of past studies that have come to the same conclusion.

The association’s April 1 report was released to bring attention to the impending May 31 expiration of federal highway and transit funding, unless Congress votes to extend it. While the number of

deficient bridges nationwide has decreased slightly – they numbered more than 63,000 in 2013 – much remains to be done, association Chief Economist Alison Black said in a statement.

SHAW MEDIA WOODSTOCK – State Rep. Jack Franks, D-Marengo, said residents can contact his constituent service office for assistance in completing applications for firearm owners Identification cards and concealed carry permits.

“With the elimination of paper applications for FOID cards and concealed carry permits, it has become more difficult for many Illinoisans to exercise their Second Amendment rights,” Franks said. “Seniors and others without access to the Internet have been burdened by this change.”

Beginning March 16, the Illinois State Police phased out the use of paper applications for concealed carry permits and FOID cards; the applications can now only be processed online.

Residents who need individual assistance or who cannot complete the applications because they lack Internet access can visit Franks’ constituent service office to complete their applications.

Franks’ office at 1193 S. Eastwood Drive in Woodstock is open weekdays from 9 a.m. to 4:30 p.m. Appointments are not necessary.

To complete a FOID card application, residents will need to bring a valid Illinois driver’s license or identification card, a head-and-shoulders electronic photograph taken within the last 30 days and a credit card or checking account information to pay the $10 processing fee.

To acquire a concealed carry permit, applicants need all documentation necessary to obtain a FOID card, as well as certification of completion of required concealed carry training, fingerprints from a vendor approved by the Illinois State Police and information regarding their last 10 years of residency. The fee for a concealed carry permit is $150.

MARENGO – Starting Aug. 1, most Marengo residents will see a 13.9 percent jump in their quarterly water bills, as a combination of factors caused City Council members to hike water and sewer rates.

Seeing a significant decline in city water use, the council earlier last week approved, 6-1, a rate increase that is meant to shorten a projected $169,153 deficit in the city’s water and sewer fund, a part of the city’s proposed budget that takes effect May 1.

Council members struggled to decide on a rate increase, after administrators

presented aldermen with three options.

The council ultimately approved the one that raises the city’s flat water fee by $10 and extends the fee to all users for the first time. The other options also would have created an across-the-board flat fee and increased it by either $7 or $13.

“I hate all these choices,” said Alderwoman Nicole DeBoer. “With that being said ... option two is the only one where we come close without killing ourselves.”

The increase comes after population decline and dry summers dramatically dropped city water use during the past two years, said City Administrator Gary Boden.

Even with it, officials will have to use about $39,000 from

reserves this year to make up the deficit, he said.

While water and sewer revenue has declined, the council opted against spending cuts to curb the deficit. During the council meeting earlier last week, outgoing Alderwoman Carole Bartman suggested the council examine cuts, but the idea never gained traction.

Once it takes effect Aug. 1, the latest rate increase meant to shorten a deficit in the city’s water and sewer fund will coincide with another water rate increase aldermen approved last year that has long upset residents.

“I don’t think we can hit people with substantial increases all at once,” Bartman said.

Bartman was the lone “no”

vote on the rate increase. Alderman Dennis Hammortree was absent.

Last spring, the council approved a gradual water rate increase that allows city officials to pay back the $12 million loan needed to finance Marengo’s new wastewater treatment plant, which opened in late March.

An average residential water user in Marengo was expected to see their quarterly bill jump from $197 to about $214 on Aug. 1, under the increase aldermen approved for the treatment plant.

With council’s latest rate increase, an average residential water user will now see their quarterly bill increase from $197 to $224 on Aug. 1, according to city figures.

Bridges are classified as “structurally deficient” and in need of repair if any of their three main components – decks, superstructure and substructure – rate four or lower on a 10-point scale.

A classification of “functionally obsolete” means a bridge’s design is unsuitable for its current use – for example, if a bridge meant to accommodate a certain traffic volume now carries much more because of growth or new traffic patterns.

In Illinois, the builder’s association identified 1,971 bridges, or about 7 percent, as obsolete.

Transportation jurisdiction, or shared jurisdiction with townships. The remainder are the responsibility of either municipalities or the Illinois Department of Transportation. Just under 75 percent of Illinois’ total bridges, and about 70 percent of its structurally deficient ones, are in rural areas, according to the transportation builders asso-

ciation analysis.

The number of problem bridges in McHenry County has been steadily whittled down in the past five years, according to federal data. The Federal Highway Administration identified 51 of 217 bridges as such, about evenly split between 25 structurally deficient and 26 obsolete. More than 60 bridges were identified in 2010 and 2011.

The county DOT has replaced or refurbished a number of bridges each year, and three more are set for work this year, Assistant County Engineer Jeff Young said. Workers plan this year to replace deficient bridges at County Line Road west of Marengo and Franklinville Road west of Woodstock. A deficient bridge on Noe Road, also west of Marengo, will be eliminated through a realignment of the road just past the Kishwaukee River so the bridge is no longer necessary. Another four or five bridges are in various engineering phases for replace-

ment as soon as next year.

Sixteen bridges are identified for repair or replacement under the DOT’s most recent five-year transportation program, which is updated yearly.

“Luckily, we’ve been able to get federal funding for our [bridge] projects, which covers 80 percent of engineering and construction, which is good because we have a number of bridges that need to be addressed,” Young said.

Slightly more than half of states’ highway and bridge capital projects are funded through the Highway Trust Fund, which is funded by revenue from the federal gas tax of 18.4 cents a gallon. But Congress, which last raised the gas tax more than 20 years ago, has been bailing out the trust fund with general fund revenue for years as increased costs have outstripped the trust fund’s ability to cover them. The nonpartisan Congressional Budget Office estimates that spending has exceeded the trust fund’s

revenues by $52 billion.

Various proposals have been floated by Congress and the Obama administration, such as a new tax on money parked overseas by corporations. An effort to raise the gasoline tax faces very long odds.

The builders association analysis ranks Pennsylvania at the top of the list with more than 5,000 bridges, or more than one bridge in five, as either deficient or obsolete. But while Illinois ranks ninth for total number of problem bridges, it ranks 30th overall percentage-wise, at 8.3 percent.

Rhode Island tops that list, mainly because of its small size – it only has 766 bridges, so its 174 deficient ones add up to almost 23 percent. With Rhode Island removed, Pennsylvania again tops the list.

Of the 10 most-traveled deficient bridges in Illinois, eight are on the interstate highway system, and all but one are in Cook, DuPage or Will counties.

“We should revisit it next year and make sure we have dialogue with the Cemetery Board before we start this discussion again,” alderman Todd Hall said.

Even with declining home values, the city relies heavily on property taxes to support

its main operating fund, since a limited commercial sector hampers other city revenues, City Administrator Gary Boden said.

Before setting its property tax levy earlier this fall, the council decided to put most of the Cemetery Board’s $30,000 toward the city’s police pensions.

“Sooner or later, if we operate at a deficit, we will run out of money. I would like not to see all those years of saving go away,” Bauman said. “We worked hard to put it there. I would like to keep it there.”
