Marengo-area religious order goes before McHenry County zoning board for expansion

By KEVIN P. CRAVER kcraver@shawmedia.com WOODSTOCK – Ten years after getting permission to build in rural Coral Township, an obscure Christian order is back before the county asking to expand.

And the neighbors who opposed the order’s original request in 2005 to locate there are back again, in force.

Representatives of the Fraternite of Notre Dame testified April 9 before the McHenry County Zoning Board of Appeals, asking for a conditional use permit to add a school with dormitory, a nursing home and a hospice, another commercial kitchen and a place to brew beer, make wine and host tastings, plus a gift shop, on its 95 acres at 10002 Harmony Hill Road.

The property, which now has a chapel, convent and bakery, is about 3 miles south of Marengo and Union.

About 100 people – the black-clad men and women of the French-speaking order

and their supporters, the opponents who made up the largest part of the audience, and several members of the County Board that will have the final say – filled the room during the three-hour hearing.

While the order and their supporters said they are doing God’s work, opponents said adding a school, a hospice and a brewery will make the property a worse fit for the rural area than they allege it already is.

Neighbors Rob and Laurie Cisneros opposed the original project in 2005 and allege their concerns about noise and traffic have been justified throughout the ensuing decade.

Besides the noise of the bakery operations, which the sisters use to fund their religious works, Rob Cisneros said it took them 2 1/2 years just to build the chapel and that approval of this expansion would result in years of future disruption.

“They are certainly cognizant of their goals, and that single-mindedness doesn’t take their neighbors into account,”

Cisneros said. “I’m certain that a building 10, 12 times the size of that chapel could take 10, 12 times as long to build.”

The hearing process, which has just started, will resume at 1:30 p.m. April 29. The order, represented by attorney Tom Zanck, still has an architect and an engineer to call as witnesses.

Zanck said in his opening remarks before the zoning board that his evidence will show the new amenities will have a minimal effect on the area because many of the people who will be working at the school and the hospice – the order’s members – already live on-site.

His first witness, Mother Superior Mary Martha, said the school and the hospice will serve 80 and 50 people, respectively. The dormitory would be for weekdays only, and students will return home for weekends, she said.

HUNTLEY – Another Dunkin’ Donuts shop could come to Huntley as part of a developer’s proposal to build a 7,420-square-foot retail space along Route 47 in the north end of the village.

Suresh Patel recently petitioned the village to create the multitenant space at the southeast corner of Route 47 and Rainsford Drive, north of Reed Road. Patel said he expects to acquire the vacant 1.8-acre lot by the end of the month, after Village Board members recently approved his preliminary plans.

Patel also operates the Dunkin’ Donuts at Route 47 and Princeton Drive, south of Kreutzer Road, in Huntley.

“I believe Huntley’s northern portion generates a lot of traffic, and there is a lot of residents there who are missing out on service,” Patel said on the village’s second Dunkin’ Donuts.

Once he acquires the lot, he plans to market the development more aggressively.

Smaller retailers could fill out the multitenant space, he said.

As presented to the Village Board, the drive-thru Dunkin’ Donuts would occupy the northernmost space, spanning 1,643 square feet, in the proposed development.

Village officials have said the space has room for three or four additional tenants.

The board conceptually supported the project earlier this month, said Charles Nordman, the village’s development services director.

Patel now has to submit formal design plans to the Plan Commission before the proposal goes back to the Village Board for final approval.

The Fleck lowdown

W

hat do you get when you cross a Huntley School District 158 Board member and a retired Navy SEAL? The answer is a new portable way to purify drinking water that the two hope has wide-ranging civilian and military applications.

Board member Michael Fleck, a Huntley attorney specializing in estate planning and administration, never forgot his early days as an environmental chemist, where he thought his calling would be.

And when his brother-in-law, retired Lt. Cmdr. John “Sandy” Pidgeon, talked to him about the difficulties finding or carrying enough drinkable water often presented on missions, the two decided to do something about it.

They received a patent last month for their invention, which they call a “personal advanced-oxidation water treatment system,” and now are looking for ways to mass produce it for interested buyers.

Senior reporter Kevin Craver talked to Fleck about the circumstances that led to the idea for the invention.

Craver: How does an attorney and school board member invent a water purifier?

Fleck: My previous career was as an environmental chemist, and I had done some research in the field of advanced water treatment techniques.

Craver: Ways to purify water are abound. What’s special about this?

Craver: You have a patent. Now you need venture capital. Where are you going to find it?

Fleck: We’re looking at a variety of sources to take this to the next level. We’ve been considering a Kickstarter campaign to crowdsource funding, get the word out about the device and seek private investors who could help us get this to market.

Craver: Have you thought about going on “Shark Tank”?

Fleck: I’ve actually had a lot of people suggest that to us. We looked into it, but we decided not to go that route. I think it’s very interesting, but we don’t want to lose control of our invention.

Craver: Actually, I was thinking about watching a SEAL savagely beating the investors for being too snarky.

Fleck: (Laughs) Yeah, that would be something. Having a SEAL as a co-inventor is interesting because of his unique background.

Health department officials remind residents about burn ordinances SHAW MEDIA WOODSTOCK – McHenry County Department of Health officials wish to remind residents of the restrictions regarding the proper disposal of landscape waste. Landscape waste includes grass or shrubbery cuttings, leaves and tree limbs.

The McHenry County Public Health Ordinance lists the following restrictions for burning of on-site-generated landscape waste Saturdays and Sundays during April, May, October and November:

• No burning is permitted from dusk to dawn.

• The burn area must be located at least 100 feet from any school, business, church or house and 50 feet from any barn, shed, detached garage or other accessory structure.

• Landscape waste cannot be brought from another property to be burned for disposal.

• Burning of any other materials, such as cardboard, paper, plastics, construction materials or manure, is prohibited at all times.

Most municipalities have

ordinances which also restrict or prohibit the burning of yard waste. In areas where there is not a ban or more restrictive ordinance, the county ordinance must be followed. An Illinois EPA Bureau of Air Application for Open Burning Permit is required for habitat reclamation burns, regardless of acreage.

MCDH encourages more environmentally sound alternatives to open burning of landscape waste, including:

• Using a mulching mower for grass and leaves or a chipper for branches • Using native landscaping, which will reduce the amount of yard waste • Composting landscape waste, which can reduce material volume by 70 percent to 80 percent and the compost can be used as a soil conditioner to improve plant growth Licensed municipal waste haulers in McHenry County are required to provide pickup of landscape waste from residential customers; an ad-

ditional fee may apply.

Residents also may drop off landscape waste at an approved compost facility or landscape waste transfer station; an additional fee may apply.

Incremental steps by the Illinois Legislature have been codifying what they’ve already been doing, which helps lay a firmer groundwork and

makes sure everyone is on the same page, he said.

The latest step – a rewriting of the Bullying Prevention Act with a new expanded definition of bullying to include cyberbullying – went into effect this past January, said Melinda Selbee, an attorney with the Illinois Association of School Boards.

The year before, another law took effect, requiring

school districts to notify parents and students that they can request students’ social media passwords if they have “reasonable evidence” that activity on that account violates a student disciplinary rule, she said.

The ability to ask for passwords wasn’t new – it actually dates back to a 1985 Supreme Court case on districts’ search and seizure powers – but it spurred a flurry of media coverage and concerns from parents, Selbee said, adding that neither law had a tremendous impact on school districts.

Shutters has never asked for social media passwords or to look at a kid’s phone, he said. Doing so could open a whole new can of worms –

Laurie Cisneros, whose experience in opposing granting the order the original permit prompted her to win a seat on the Coral Township Board, said opponents have collected more than 700 signatures so far on a petition opposing granting a permit to expand further.

Whatever recommendations the zoning board eventually makes will be accepted or rejected by the County Board. Its chairman, Joe Gottemoller, R-Crystal Lake, represented the order back in 2005 and has said he will recuse himself from any discussion and the vote.

Fraternite Notre Dame was founded in 1977 by Bishop Jean Marie, who claims he received divine inspiration from the Virgin Mary to do so to help the disadvantaged.

The order is not in full communion with the Vatican.

“In terms of the decrease in fire calls, as a country we are becoming much more fire safe,” said Kenneth Willette, manager of the association’s public fire protection division. “We now have early warning, requiring the installation of smoke detectors and, in some states, residential sprinkler systems.

“We see the impact of modern fire codes in commercial and industrial buildings, requiring better fire detention and suppression systems – all of these things have made the country more fire safe.”

He added that there are many reasons why firefighters more often respond to medical emergencies these days, noting the higher prevalence of certain health issues such as obesity and diabetes.

And as the Bureau of Labor Statistics points out, the aging population is expected to be a factor in firefighter employment growth. The bureau has projected the role to grow 7 percent from 2012 to 2022 as elderly people typically use more emergency medical services.

Within the jurisdiction of the Algonquin-Lake in the Hills Fire Protection District, EMS responses continue to outweigh fire responses, as they have since at least 2001, according to data from the district. Then, medical calls represented 53 percent of the total responses, whereas they made up 68 percent in 2012.

Meanwhile, fire responses declined from 47 percent of the total to 32 percent in that time.

The trend also is evident in Crystal Lake, where the fire and rescue department, which integrated fire and EMS services in 1980, reported almost two times the number of EMS calls last year compared to the year 2000 and only 56 fire calls in 2014 compared to 169 in 2003.

In the McHenry area, Huemann said any aspiring firefighters need to already be paramedics at the time of application and typically will have a more formal education than what was once required.

He also said today’s firefighters face more frequent training to maintain the skills being used less and less.

“We have to spend more time training for fire calls because we’re not getting the experience we used to get,” he said. “I would say we’re asking personnel to perform some sort of training every day, and it did not used to be like that.”
