An executive order from Gov. Bruce Rauner has already stalled progress on another $3 million project village officials budgeted for the downtown this year.

Rauner’s freeze on discretionary state spending until July 1 has delayed the village’s agreement with state transportation officials to build an Amtrak platform by late November.

Emboldened by a new governor prioritizing property tax relief, several local lawmakers are filing bills aimed at curtailing how much local governments can collect.

House Bill 3129, filed by state Rep. Jack Franks, D-Marengo, imposes the tax cap law on all counties in Illinois and lowers the maximum annual increase local bodies can collect from 5 percent to 1.75 percent. House Bill 177, filed by Rep. David McSweeney, R-Barrington Hills, imposes a freeze on levy increases altogether until fiscal 2019.

And House Bill 3130, also filed by Franks, makes another attempt at a law forbidding local taxing bodies from collecting any increase if their total assessed valuation decreases from the previous year. All three bills allow exceptions for local voters to allow increases by referendum. Franks said his two bills will work together to rein in property taxes – McHenry County per capita has among the nation’s highest, according to one survey.

“The local [governments] aren’t immune to what’s happening in society,” Franks said. “When the citizens have less, the government should have less.”

The tax cap, officially called the Property Tax Extension Limitation Law, limits the increase taxing bodies can receive during the previous year’s tax extension to either 5 percent or the rate of inflation, whichever is smaller. State lawmakers imposed the cap on McHenry and the other collar counties in 1991 to rein in skyrocketing property tax bills that were increasing

During the same time span, McHenry High School Dis-

trict 156 saw the number of students on free and reduced lunch plans increase from 3.8 to 33 percent. The district is an example of the many schools that have quickly needed to adjust to the staggering rise in the low-income student population.

According to a recent report released by the Southern

Education Foundation, the majority of students in preschool through 12th grade now come from low-income families. It is the first time in at least 50 years that 51 percent of students in the United States come from low-income families.

Huntley approves construction bid

HUNTLEY – Construction on the first of many downtown Huntley projects this year should start by early April, after village trustees on Thursday unanimously approved an $889,948 bid to upgrade water and sewer lines.

The Huntley Village Board awarded the construction contract to Berger Excavating in Wauconda, the lowest bidder out of the five companies that submitted proposals. The $889,948 bid also came in $20,988 lower than engineering estimates on the project.

Village officials have

planned to make 2015 a major year for the long-awaited overhaul to Huntley’s historic downtown, budgeting and financing $4 million in infrastructure and landscape improvements.

The bid approved Thursday sets up construction on other projects within the village’s downtown improvement plan, including the burying of overhead utility lines and street, sidewalk and landscape upgrades, Village Manager Dave Johnson said.

“We need to make sure the underground infrastructure is in place,” Johnson said. “[The work] is not terribly visible in the end, but we will be replacing some of the oldest in-

College-level experience Enrollment rises in high school dual-credit programs in county

CRYSTAL LAKE – More than 500 high school freshmen and sophomores at half of McHenry County’s high schools are set to get their first taste of college this coming fall.

Dual-credit courses, which are classes where students earn both high school and college credit, previously have been territory for the county’s juniors and seniors, but a computer literacy course being offered at seven high schools this fall will change that.

McHenry County College had to get a waiver from the Illinois Community College Board

to offer the classes to underclassmen, making it one of a handful in the state to get the OK, according to school officials.

The move is the next step in McHenry County College’s growing dual-credit program, which has seen the number of students enrolled skyrocket from 33 in the 2009-10 school year when only two courses were offered to 916 students enrolled in 15 courses this current school year, according to college data.

Those numbers just include the students taking college-level courses at their high schools, not the high school students who are taking college courses on MCC’s campus. Those stu-

dents would add another 1,374 students to the roster.

The growth started in 2010 at a meeting of the area’s high school superintendents, the Regional Office of Education’s superintendent and college officials where they discussed a problem, said Tony Capalbo, MCC’s associate dean of college and career readiness.

More than 60 percent of students entering McHenry County College from the area’s high schools had to take remedial math, he said. That meant they were paying for a class for which they were receiving no college credit.

Plus, students who took remedial courses, often called

developmental courses at the college level, are less likely to earn their degree, according to the Community College Research Center’s 2014 report.

Only 28 percent of community college students who take one of these courses earn a degree within eight years compared to 43 percent of students who don’t have to take these courses, the report said.

A forum of teachers and administrators followed and so did some changes.

High school juniors were given a practice version of MCC’s math placement test before they registered for their senior year’s classes, Capalbo said. (Illinois only requires high schoolers to take three years of math to graduate.)

And some high schools

started offering a senior year math class based off MCC’s developmental courses, which, if they passed, automatically moved them past those classes and straight into college-level math, he said.

The college also started to push dual credit.

“Part of the reason MCC advocates for dual credit and pushes for it is that the best way to prepare students for college is to have a very rigorous high school curriculum,” Capalbo said. “That’s why so many administrators push for [Advanced Placement].”

But there’s a significant difference between Advanced Placement and dual-credit courses.

About half of the dual credit courses taught in the state of Illinois are general education, but the other half are career and technical education classes, Capalbo said.

Johnsburg, Marengo and Woodstock high schools have dual credit automotive technology and nursing assistant courses. Woodstock High

School offers Introduction to Manufacturing, as well as computer numerically controlled machine classes. Marengo High School has two upper-level, computer-aided design courses.

Woodstock District 200 specifically zeroed in on this area because its AP program already was pretty robust, said George Oslovich, the district’s assistant superintendent for middle and high school education. The district’s goal is to give students across the board college-level experience, be it AP or dual credit.

“It’s the mindset that students are going to need some sort of training [beyond high school] for many of the jobs

that we have available,” Oslovich said. “If we can provide that level of rigor, it makes it easier for students. Maybe it’s just another year that they’ll need to move into that job.”

Crystal Lake Community High School District 155’s lineup of classes tends to fall into the general education realm, said Corey Tafoya, assistant superintendent of educational services. But that’s mostly because of the way districts have been making their classes dual credit – looking at what they already offer and whether the teacher is qualified and then seeing if enough students are interested. “[Dual credit] makes high school more efficient,” Tafoya

said. “Kids have been taking these courses for years and years. ... But they just didn’t know how prepared they are.

Sometimes it opens their eyes to the fact that they are college ready.”

Teacher qualification is the biggest barrier to getting a dual-credit course off the ground, Oslovich said, adding that aligning the curriculum and getting all the paperwork figured out isn’t as difficult.

College professors often have to have their master’s in the subject field to teach courses, but many secondary teachers pursue their master’s degrees in administration, something they need to move

up the administrative ladder.

While tuition reimbursement programs are standard at school districts, McHenry County districts don’t offer any incentives to teachers to pursue one type of degree over the other.

District 200 will purposely hire someone with a content area master’s degree if they’re looking to create a dual-credit program, Oslovich said. But that can be hard to find especially for math or science.

But districts also don’t want to discourage teachers from pursuing degrees in administration, Tafoya said, adding that districts need both future leaders and qualified teachers.

“To balance your budgets today is a monumental task,” Roberts said. “When you take all these [economic] factors into consideration, we’re working on very limited dol-

lars. But the bottom line is we still always have to look to do a better job. We’re just like every other profession; everyone has to work a little bit harder to achieve what we need to achieve.”

While the increase in students coming from low-income families is undisputed, there is some doubt as to whether the number is as high as reported.

Mark Altmayer, chief financial officer for Huntley District 158, said parents can and do take advantage of the free lunch program because school officials are not allowed to audit the registration form. Altmayer said a parent could write down $1,000 as

the monthly income and the school would have to offer the free and reduced-price lunch.

While those restrictions exist for the federal lunch program, Altmayer said he requires a secondary form for parents to fill out if they want to waive registration fees, driver’s education fees and other costs.

On those forms, Altmayer said he requires two recent pay stubs and other financial information to verify income information. The results show the low-income population may not be as high as the free lunch program indicates. District 158 has 18 percent of its students receiving free and re-

duced-price lunches, but only 7.2 percent of students fill out forms to waive other fees.

“The fact of the matter is there are a lot of people that apply for free and reduced lunches that really aren’t qualified,” Altmayer said. “We are getting reimbursed from the federal government for the lunches, but if you want other things for free you’re going to have to fill out that other form because I can check that. We do our due diligence so we’re not giving stuff away. It’s not fair to the rest of the community.”

The national trend is closely mirrored at Woodstock School District 200, where most schools are at 50 percent

of students on free and reduced-price lunches.

George Oslovich, assistant superintendent for District 200, said the increasing number of low-income students requires the district to annually examine where to invest resources to help close the academic achievement gap that often occurs between low-income students and those with more financial resources.

“The higher the number of free and reduced-lunch students, the greater number of interventions we need,” Oslovich said. “We need to refine what we do. Title I money helps offset some of it, but not all of it.”

6 Huntley releases survey on hotel needs

By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com HUNTLEY – Village officials took a small step Monday toward one of their major economic goals this year, as they released a survey to Huntley residents and businesses about the village’s hotel needs.

After seeing record economic development last year, Huntley officials have said they want to market Huntley for hotels and possibly secure a commitment from a developer in 2015 as part of the longterm strategy to spur business development along Route 47.

The community survey released Monday to residents and businesses would help village officials make their pitches to hotel developers, business recruitment coordinator Victor Narusis said.

The survey results would provide real data on the community’s hotel needs beyond the one-on-one conversations Huntley officials have with residents about hotels, he said.

“We need to quantify it for developers. They are going to put up millions of dollars, so we need more than just anecdotal stories,” Narusis said.

“We need to show some hard data to the developers.”

Huntley spent about $2,000 to organize the survey with Applied Research Consultants of Southern Illinois University – Carbondale. The group at SIU will handle the survey responses and calculate the data once the response window closes in early March, Narusis said.

The village emailed the survey directly to Huntley businesses. Residents must visit the village’s homepage, www. huntley.il.us, to fill out the survey and submit responses, Narusis said.

Payroll budget debate likely Rutland Township assessor: Salary funding is too low

HUNTLEY – Officials in Rutland Township expect a budget showdown this month regarding the money the property assessor uses to make payroll, after the township board went through a similar debate in February.

During a special meeting last week, the Rutland board transferred $15,900 within Assessor Janet Siers’ budget to help cover her employees’ salaries for the rest of Rutland’s budget year, which ends March 31.

Even with efforts made to control personnel costs, Siers said the transfers likely will not cover her payroll for the rest of the budget year, setting the stage for another spending debate with trustees.

Siers has said the board’s majority has unrealistic expectations for her office with a month left in the budget year, while some trustees have said the assessor hasn’t done enough to rein in spend-

ing on salaries.

“She didn’t do much about it,” Trustee Charleen Carlsen said. “She should have laid off or cut people’s hours.

“Whether you run a business or at home, you don’t spend more than you have.

It was not good planning on her part.”

Trustees transferred the $15,900 within Siers’ budget after the assessor exhausted her budget line item for salaries by mid-February.

The budget issue caused concern that Siers’ employees wouldn’t get paid and her office would have to close.

Siers said she has maintained her overall $146,250 budget for the year, despite going over on salaries – a $103,000 line item requested by Siers at the start of Rutland’s budget year last spring.

Rutland Township has seen the most new construction activity in Kane

County, causing more work for her staff, she said. The office includes one full-time and four part-time employees.

Arguing she has done enough to control salary spending, Siers said she laid off one part-time employee earlier this winter and has recently cut employees’ hours back since the snow cover prevents her staff from doing some property assessment work.

The budget transfer allowed her to pay employees for February but likely will run out after the first pay period in March, Siers said.

Readying for another debate regarding transfers, Siers believes her efforts to control spending have been ignored by trustees.

“There’s a difference between fiscally responsible and cheap,” Sears said. “It’s not that we are slacking off.

Everybody has an important job in this office, and it takes money to do the job.”

A 1995 law that imposed the cap on Cook County also gave voters in other counties the ability to impose tax caps by referendum.

Thirty-three other counties have since imposed tax caps – although the most recent were in 2002 – while voters in nine other counties have rejected them, according to the Illinois Department of Revenue.

But the tax cap law became governments’ friend and taxpayers’ enemy with the bursting of the housing bubble and the ensuing Great Recession.

When property values fall, a scenario lawmakers never imagined, the tax cap limit becomes a guaranteed minimum for taxing bodies to collect, provided they have not yet hit their maximum overall tax rates. Local taxpayers were shocked to see their tax bills increasing substantially despite their homes’ loss of value.

While a number of governments, such as the McHenry County Board, have kept their levies flat in recent years, others have not and take the maximum rate to which they are entitled each year. The Tax Foundation, a Washington, D.C.,-based think tank, has rated McHenry County’s property tax burden in recent years in the top 30 for counties nationwide. Another Washington think tank, The Urban Institute, puts Illinois’ property tax burden at second highest in the nation behind New Jersey.

Newly elected Republican Gov. Bruce Rauner’s agenda prioritizes property tax reform through various avenues, from an outright freeze as presented in McSweeney’s bill to promoting consolidation. Illinois has almost 7,000 units of government, far more than any other state.

McSweeney’s bill calls for a three-year freeze on property taxes, although Rauner is expected to ask for two years in whatever legislation his backers end up filing.

“This is a top priority for me,” McSweeney said.

Another McSweeney bill, House Bill 178, seeks a oneyear freeze on tax levies for townships with fewer than 100,000 residents located in counties under the tax cap.
