passes halfway mark

HUNTLEY – Hundreds of tradesmen talked and laughed among themselves Wednesday, taking a short lunch break in the cafe they built inside Centegra Health System’s new Huntley hospital.

The midday celebration acknowledged the fact that the $233 million project recently passed its halfway mark, which makes promising the hospital’s projected 2016 completion date. The project broke ground Feb. 18 last year

and is expected to open doors to patients in August 2016.

“We’re about 55 percent complete,” said Rich Bunke, senior superintendent with Schaumburg-based Power Construction.

Bunke touted more than 220,000 man-hours logged and 235 days workers have had without a lost-time incident, adding even on the coldest day of winter, he had about half the tradesmen come to work.

“The winter was a little tough, but we plan for those types of things,” he said. “One of the things we’re recogniz-

ing with the workers today is that they did work through that winter.

“This is the second rough winter we’ve had in Chicago, and one of the coldest Februarys we’ve ever had, but we didn’t lose any major days to that.”

Next steps include drywalling, painting and installing light fixtures, Bunke added.

Regarding the projected May 2 completion goal, he seemed confident as he said, “We’ll hit that date.”

HUNTLEY – The Rutland Township assessor on March 11 sent her employees home and indefinitely closed her office, one day after Rutland trustees denied additional budget transfers that would have covered the assessor’s payroll for the month.

Both assessor Janet Siers and the four Rutland trustees were expecting the budget showdown. Siers earlier warned that the $15,900 the board transferred within her budget last month would not be enough to cover her employees’ salaries through March 31 – the end of Rutland’s current budget year.

With her payroll budget now exhausted, Siers told her employees March 11 to go home since they wouldn’t be paid for the month. She said she expects her office to be closed at least a month, until the township’s new budget year starts April 1.

“They refused to transfer money, so we will close the office,” Siers said. “It’s unfortunate they feel they have to make a power play. ... It’s really disgusting the way that this has been handled.”

Rutland trustees contend that Siers did little to address her payroll expenses after they repeatedly warned her since the summer about cost overruns within her budget lineitem for salaries.

Even with her office closed, Siers herself still will receive a salary and can continue doing assessment work, said trustee Fred Bulmahn. The assessor’s office included one full-time and four part-time employees.

“She was playing loose all year long, and we felt we needed to draw the line. Budgets mean something,” Bulmahn said. “It was important to draw a lesson.”

he entrenched tradition of the Illinois county fair, which a study says is still a big draw and lucrative, is also approaching a crossroads.

A study released earlier this year concluded that spending at the more than 100 fairs in Illinois totaled more than $170 million last year – $90 million at the events themselves and $80 million in surrounding businesses. But that same study points out changing times.

ty of Illinois Extension for the Illinois Association of Agricultural Fairs, the study points out changing demographics, a decline in the number of farms, and a declining youth interest that brings with it the challenge of staying relevant.

The McHenry County Fair sees capitalizing on agriculture education, and the grow-

ing interest among consumers in where their food comes from, as a key, Fair Board President Ken Bauman said.

The theme for this year’s fair, which starts Aug. 5 at the 67acre Woodstock fairgrounds, is Homemade-Homegrown.

But on a chilly day in a green-and-white barn off Route 176, the Carpentersville-based recruiter for the U.S. Army had to walk another veteran through saddling a horse one-handed while another veteran served as the other arm, directed by another veteran.

The day of horse-assisted therapy activities was a bit of a trial run for Operation Horses and Heroes, a nonprofit that looks to use horses as a tool to help veterans deal with post-traumatic stress disorder or traumatic brain injuries and learn coping techniques.

The organization is in its second year, but this year the program has been revamped to include only equine-focused activities, said co-founder and President Jerry Paulsen.

The program differs from many other equine-therapy programs because it includes only ground activities, equine-therapy expert Shannon Hautala said. Huntley’s all-time leading scorer managed only four points through the first 3½ quarters of the Class 4A Guilford Sectional championship game as Boylan used a boxand-one and triangle-and-two defense to take the junior out of her comfort zone.

Andrews easily could have conceded, but she didn’t.

Instead, like she had all season, she took over when it mattered most. The 6-foot-2 Illinois commit brought Huntley all the way back from seven points down, finishing with a game-high 17 points to lead the Red Raiders to their second sectional championship in three seasons.

“Unbelievable,” Huntley coach Steve Raethz said after the game. “She’s one of a kind.”

Andrews’ late-game heroics propelled Huntley to a 37-33 victory before the Raiders’ season ended one win shy of the state semifinals, falling to Fremd, 5034, in the supersectionals.

Andrews, who broke Samantha Mader’s school-career scoring record earlier in the season, led the area in scoring with 21 points a game and posted double digits in all 33 games for Huntley, a feat Raethz called “remarkably consistent.”

After winning 27 games in 2013-14, Huntley broke its school record this season by going 28-5, including 20 straight wins. The Raiders also went undefeated in the Fox Valley Conference Valley Division for the second consecutive season en route to their second division title in school history.

Andrews, along with teammate Kayla Barreto, has been on the court for a school-record 81 wins in three seasons, winning a regional title all three years.

Huntley junior forward Ali Andrews is the Northwest Herald Girls Basketball Player of the Year after leading the Red Raiders to a 28-5 record (most wins in school history) and second supersectional appearance in the past three years. She added 37 3-pointers and made 50.6 percent of her shots, contributing 2.2 steals and 2.1 blocks a game.

In addition to setting the school single-game record by scoring 34 points in a season-opening win against South Elgin, Andrews scored a record 694 points throughout the regular season and will enter her senior season with 1,805 career points. Mader previously held the record with 1,655.

“Ali leads by example,” Raethz said. “There’s a reason why she’s as good as she is.

She works incredibly hard and she’s a role model for what it takes to improve your game.

Despite all of the individual achievements, Andrews said the most memorable moment of her junior season was winning the FVC Valley, a division previously dominated by Cary-Grove.

“That’s always our first goal, and that’s the first thing we have to get in order to achieve our other goals,” Andrews said.

“We lost to Cary-Grove one year and tied with them, so it was nice to be on top again.”

Raethz calls Andrews the best player he has coached and is expecting big things again from the forward in her final season at Huntley.

“Obviously, we’re really excited about the opportunity of having her back,” Raethz said. “I know she’ll continue to improve her game and do whatever it takes to make the team successful. That’s what she’s about.”

The Lake County Fair was one of the 15 analyzed for the study, which picked five during the 2014 fair season from each of the Illinois Department of Agriculture administrative regions of north, central and southern Illinois. Large fairs that bring more than 50,000 visitors, such as Lake and McHenry counties, can have a positive economic effect reaching $3 million, the study concluded. The McHenry County Fair had about 82,000 visitors last year, while Lake County’s visits totaled about 250,000.

But state funding through the Illinois Department of Agriculture for county fairs has been steadily decreasing in recent years.

Bauman said the McHenry County Fair now receives more than $40,000 in funding from the state, a drop of about one-third from what it was five years ago. He does not anticipate the amount will increase, given the state’s increasingly desperate financial situation.

“I guess as a board member, I’m anticipating some sort of a cut. But with the education that fairs can provide, and keeping the younger generation with some kind of an attachment to agriculture, I think there’s going to be a give and take,” Bauman said.

Mark Armstrong, Kane County supervisor of assessment, told the Northwest Herald he knows about the closure and will consult with the State’s Attorney’s Office on the process going forward.

He said he never has seen a township assessor office close since being elected supervisor in 2006.

The conflict between Siers and the trustees had been brewing for months before the March 10 meeting, where the four trustees denied additional budget transfers.

During a special meeting last month, trustees transferred $15,900 within Siers’ own budget after the assessor exhausted her original $103,000 line-item for salaries by mid-February. On March 10, trustees had to decide whether to take money from the overall township budget and transfer dollars to Siers’ payroll budget.

Echoing Bulmahn’s points, trustee Charleen Carlsen said the assessor waited too long to address her payroll costs.

“She was told for the last six months she was running short on the budget and she needed to do something,” Carlsen said. “She didn’t do it.”

Siers has said she laid off one part-time employee and cut other employees’ hours back earlier this winter since the snow cover prevented her staff from doing some property assessment work.

But both Bauman and Robertson said some of Rauner’s early decisions have made them optimistic that he has agriculture’s interests in mind.

One of Rauner’s first actions upon taking office was nominating Philip Nelson, a fourth-generation farmer and head of the Illinois Farm Bureau, to replace Illinois Department of Agriculture Director Bob Flider. Former Gov. Pat Quinn’s appoint-

ment of Flider, who has never been a farmer, was seen by Republicans as quid pro quo for his 2011 lame-duck vote to approve the 67 percent income tax increase, which Flider had opposed during his unsuccessful campaign to be re-elected as a state representative.

Rauner also promised during his campaign to travel at his own expense to help sell Illinois agriculture products worldwide – Illinois exported $8.3 billion in 2012 alone, according to the farm bureau.

“We think the new head of the Department of Agriculture is going to be a friend of the fairs. We’re optimistic

“The idea is that the horse is tempted and they have to figure out how to problem solve and get it through,” Paulsen said. “In their own life then, as they’re tempted with different things or face different things, how do they get through that successfully?”

It’s a lesson McGonigal learned during his Saturday at the Woodstock barn.

“They showed us standing in front of a horse tells it to stop. Standing to the side of a horse tells it to push for-

ward,” the Crystal Lake resident said. “It’s like the exact same way of dealing with another individual. It’s all about your mannerisms and all about the way that you say things and the way that you come across. That definitely hit home for me because I’m kind of an in-your-face type of person.”

Operation Horses and Heroes has three locations, Woodstock; Adrian, Michigan; and Springfield, Tennessee, and has been contacted about partnerships by other organizations around the country. The program is open to all veterans and active duty members.

And besides changing with the times, Robertson said the traditional aspects of the fair will remain a draw for a long time to come.

“I can’t promise my roller coasters are going to be more thrilling than [Six Flags] Great America, because I can’t. What I have to do is bring something to the party that people can’t get there,” Robertson said.

For Bunke, who lives in Algonquin about 10 minutes from the site, the project stands out among other hospitals he’s worked on in the past.

“This will be my hospital,” he said. “I’ve worked on six different hospital campuses.

This is my seventh, and it’s the closest I’ve ever been to home – it’s awesome.”
