Pollution fears halt plans for water well

MARENGO – The uncertain direction of a pollution plume near Marengo’s border is disrupting a city plan years in the making to expand its western boundaries and build a water well within the new territory.

Aldermen earlier this week effectively postponed two annexations that span nearly 1 square mile west of the city limits and cover land primarily within Marengo Township.

The annexations, in part,

would have cleared the first hurdle for city administrators to start designing and building a new water well almost three years after engineering contractors from H.R. Green discovered a large, shallow groundwater source just west of the city.

The vote to delay the acquisitions at least until late spring consequently capped off a monthslong debate within Marengo about the proposed well’s proximity to a nearby pollution plume containing cancer-causing chemicals and subject to a court order filed by

the Illinois Attorney General in June 2013.

City administrator Gary Boden said his staff proactively suggested to alderman to delay approval procedures on the annexations after receiving differing survey results on the future direction of plume.

“We put a stop to this. ...

Right now, we think the site is fine. The question is if there is a long-term impact,” Boden said. “Nobody knows.”

Several other lofty aspirations were shouted out in the school’s gym at the encouragement of one of their own, a former Consolidated School District 158 student who was recently crowned the 2015 Miss Illinois U.S. International.

Taylor Larsen, 19, said vis-

iting the elementary school and speaking to its roughly 1,100 kindergarten through fifth-grade students was the most rewarding experience she’s had as a pageant winner.

For the students, it was as if Larsen was a rock star. They let out deafening screams as she spoke and reached out trying to touch her hand as she walked.

“It really was the coolest feeling in the world, knowing I could impact them in some way,” said Larsen, who is currently a biology major at the University of Wisconsin-Milwaukee.

She came to speak, hoping to inspire the students

in whatever endeavors they might pursue in their futures, and Assistant Principal Noelle Dupuis said she thought the message resonated better because of Larsen’s connection to the district.

“Our hope was just to tell them they can do anything,” Dupuis said. “I think they could see themselves in her, and they could connect better because she’s been here.”

Larsen said she’s hoping to turn a biology degree into a career in marine biology or criminal justice. And she’ll continue with pageantry in June competing in the Miss U.S. International pageant in Florida.

WOODSTOCK – Chief Ralph Webster has one message for the men and women at his fire department.

“You want to work for me, you’ve got to work out,” the veteran Woodstock chief said.

Webster said it’s critical firefighters remain active and in shape, not just for their own safety but for the safety of their fellow firefighters and everyone else.

“If we don’t take it seriously, we are putting our fellow firefighters at greater risk and the community at greater risk,” Webster said.

Many area police and fire departments put an emphasis on health and wellness. A recent study by the American Journal for Preventative Medicine found those in “protective services” – or police, firefighters and security guards – had the highest prevalence of obesity.

They were followed by social workers, clergy and counselors.

The fittest professions, according to the study, are economists, scientists and psychologists, followed by artists, actors, athletes and reporters.

Local, state officials weigh in 3 on disparity between genders

Before being urged and recruited to run for public office, McHenry Mayor Susan Low said it never crossed her mind that she might end up at the head of city government.

“I’m a special education teacher by design … but I ran for the Ward 3 alderman position in McHenry in 2001, and that was the first time I ever ran for public office,” Low said. “I did so at the urging of some people, plus my dad had been an alderman and my grandfather.”

A few years later, then-Mayor Pamela Althoff left for her current post as a Republican state senator and Low accepted a nomination to take over.

She finished out the term then ran and won the 2005 election.

Low is one of only two female mayors or village presidents in McHenry County, the other being Lakewood Village President Erin Smith.

That, and the fact women are the minority across boards and councils in the county, is something Low said she’s certainly aware of but doesn’t think about often.

“In the whole time I’ve served, there’s never been an abundance of women,” she said. “But I don’t really think of it in terms of men versus women. I admire anybody who’s willing to run for public office because to put yourself out on the line, whether you’re a man or a woman, it takes courage.”

Virtually all of the county’s city councils and village boards have a female presence, but it’s a lesser one than that of men in all cases. In most cities and villages, such as Crystal Lake, Lake in the Hills and Woodstock, there are one or two women behind decisions regarding the respective communities.

Of the observed municipal voting bodies, Marengo has the most women on its council, three out of nine total officials, which includes Mayor Donald Lockhart. The city’s clerk also is a woman.

“Having a mixture of male and female members is very good for a city council, of course,” Lockhart said. “Everybody adds another dimension.”

That women make up a smaller percentage of local decision-makers might not be surprising, nor is the fact women make up less than 25 percent of the nation’s state legislators as of 2015, according to data from Rutgers University’s Center for American Women and Politics.

What has happened during nearly 10 years, however, is the number of female state lawmakers has leveled off at 23 percent to 24 percent after continuous upticks since 1971, when it was 4.5 percent, center Director Debbie Walsh said.

She added the center’s research has found it’s not that women aren’t winning elections, it’s that there are fewer running in the first place.

State Sen. Althoff spoke

toward the plateauing female count, saying women have more options now, such as higher-paying jobs in other fields or other government administrative roles rather than legislative ones.

“And number two, government’s gotten ugly,” Althoff said. “Public service is not perceived in the light it was many years ago.”

For those who are running, Walsh cited research that explains why they do so.

“Women are more likely to run if they’re recruited to run,” she said. “We’ve also found that women tend to run because they want to make a difference around a particular issue.”

The research circles around legislators, not necessarily women in local government.

However, Low said those particular reasons ring true in regard to her initial quest for office, adding she was especially interested in the McHenry Riverwalk project upon running

for the alderman position.

For 16-year Crystal Lake Councilwoman Cathy Ferguson, the first run stemmed from frustration about the council’s functionality. As far as being one of only two councilwomen, she said it doesn’t feel as if she’s part of a minority.

“I think it’s been a natural progression for women to want their voices heard, and this is just the facet in which I decided I wanted to make a difference,” she said. “But I feel like an equal part of the system.”

Walsh stressed the point is not that female members are a requirement for a board to operate well.

“It’s the concept of representational democracy, and those bodies should be reflective of the population,” she said.

In McHenry County, women ages 18 and older make up a hair more than 50 percent of the population, according to 2010 census data.

“Much of politics and pub-

lic policy is drawn from personal experience and listening to different voices and constituents,” Walsh said. “Having a woman’s experience in the room could change the conversation and open up possibilities about different policies and priorities.”

The lone woman on the Lake in the Hills Village Board, Denise Barreto, said when she was first knocking on doors campaigning for the trustee spot, she kept an eye out for women who, at some point, might choose to follow her lead.

She poked at an idea similar to Walsh’s, saying it’s not about recruiting women for the sake of leveling a political playing field but rather diversifying the perspective of community leaders.

“I feel very strongly that we need more women involved,” she said. “I do a lot of networking, and I think there are more women, but ... politics is still very male-driven, and that’s still true in McHenry County.”

Church groups help fill religion gap for young adults

By JOSEPH BUSTOS jbustos@shawmedia.com Inside the basement of Dirk Vause’s Crystal Lake house, a group of young adults gather and sit on the couches and chairs in a semicircle. Some have printed editions of a Bible, some are following along with the reading on their smartphones with Bible apps.

The 10 people in the room are part of a group called the Bridge, which is part of The Evangelical Free Church of Crystal Lake. The group is meant for young adults age 18 to 30, Vause said.

Groups such as the Bridge are a way churches are reaching out to young adults as they decide whether to continue being involved in organized religion.

During the sessions, the group talks about the sermon from Sunday and discusses the week’s reading and how it can relate to everyday life.

“We literally just share how the week has been and deal with the sermon-based questions ... and where we’re at in [our] lives,” Vause said. “It’s very relational, very real. We blend theology with the practical.”

The Bridge started when Vause saw the church had a youth group and a group for older adults but nowhere to go for young adults after they graduated from high school.

“A lot of young adults didn’t mesh with kids or older adults,” Vause said.

Vause said studies show young adults in the millennial generation are leaving organized religion.

“We want you to continue exploring faith without walking away from it,” Vause said.

Nathan Fisher, 26, of Crystal Lake is a part of two other adult groups in addition to the Bridge. He participates in the Axis at Willow Creek and a 20s group with Harvest Bible Church.

“I have a strong faith and I believe in God, and I want to grow more,” Fisher said.

Being a part of the groups helps him stay close to his faith. Just like at the Bridge, the other organizations meet in small groups, talk about what’s going on in everyone’s lives, discuss sermons from the previous week and talk about different books or passages from the Bible.

“It helps to keep you accountable and to have people

who will help you out in life,” Fisher said.

But there’s more to the groups than just discussing sermons or Bible study.

Even though winter can make outside activities difficult, summer allows for some fun outdoor activities such as cookouts, bonfires or corn mazes.

“There’s a lot of groups out there, you just have to find the right one you would fit into,” Fisher said. “I like meeting different Christians at different groups and see what’s out there.”

Dave Smith is the executive pastor at Willow Creek in Crystal Lake.

Axis at Willow Creek in Crystal Lake has been in place for about five years to help young adults have deep connections, Smith said. He said the group is pretty casual and has a social aspect.

“There is the land of in between done with college ... but not necessarily married and having kids,” Smith said.

Smith said people in the millennial generation are looking to meet new people and look at theology from a more practical sense of what it means to them.

The church wants collaboration among multiple generations but sees a benefit in having people work within affinity groups.

“We see it as an extension of what we do as an entire church,” Smith said.

Shyann Kivley, 26, of Crystal Lake is married and has three children and goes to the young adult group to meet other people in similar stages of life.

“You get people around who are going through the same struggles as you are,” Kivley said. “They’re in that same limbo part of their life.

They may have just started college or finished college. Do I move out, do I not move out?

Everyone is looking for a nice career job. It’s nice to be with people who are going through the same walks of life that you are.”

Kivley added she’s happy to have a group of people in her age group who care deeply about their faith.

“It’s a wonderful feeling to know other people ... who are my age, who are dedicated to talking about the gospel and the Bible and Jesus and God and how they’re working in their lives,” Kivley said.

HUNTLEY – Support staff from Huntley District 158 will receive an extra bump in their salary increases next year, after union leaders and administrators recently resolved a dispute about the calculation behind the raises.

Administrative assistants, teacher aides, nurses and other support staff who make up the Huntley Education Support Personnel Association will receive an additional 0.125 percent above their negotiated increases for the 2015-16 school year.

The additional 0.125 percent comes after HESPA filed a grievance in September that disputed the Consumer Price Index district officials used to calculate the raises.

The “amicable” agreement resolves the grievance, both Superintendent John Burkey and HESPA President Tammra Fabis said in a joint statement to the Northwest Herald.

“There were differing interpretations of the contract language over how to obtain CPI,” the statement read. “The differences involved very small amounts of money. ... Both the district and HESPA are pleased with the agreement.”

With the change, a HESPA employee with a current $20,000 base salary would earn an additional $25, according to school district documents. About 350 district employees make up the union.

In late 2012, the district and HESPA agreed to a three-year contract extension that included regular salary increases and a performance bonus.

The raises were guaranteed not to dip below 2 percent and were capped at 5 percent.

The contract expires in June 2016.

The well project Last summer, Marengo aldermen approved a $5 million financing plan to bankroll various water system upgrades.

Officials wanted roughly $2 million to cover the eventual design and construction of a new well that would tap into the groundwater source city contractors discovered in 2012.

The city could use the source’s potential to attract

the water survey group after the hearings were set revealed the plume likely would move west and eventually reach the site of the proposed well, Boden said.

The findings forced administrators to suggest a continuance on the December hearings until late January.

After the December meeting, the Illinois State Water Survey did additional modeling – with better data on the nearby Kishwaukee River – and found the plume’s flow actually was headed north as originally projected, Boden said.

Alderman Dennis Hammortree said the discrepancies within the city’s own modeling have confused and frustrated residents, who are concerned the city wants to build a well on a site that could be contaminated.

“I just don’t understand how we as a City Council are supposed to make decisions without getting the truth and facts,” Hammortree said. “The whole thing has upset me.”

But the city currently is trying to find the facts, Boden said.

The postponement on the annexations earlier this week comes after the attorney general and 300 West agreed Jan. 9 on revised deadlines for the additional sampling that would define the extent of the site contamination, Possley said.

“The defendants will conduct soil and groundwater sampling both on- and off-site,” Possley said. “The defendants are responsible for the costs associated with the sampling.”

Meanwhile, the city has yet to use any of the financing approved last summer on the design and engineering of the well. The Illinois EPA has yet to receive a permit application from the city on the project, a spokesperson from the agency said.

The agency would need to approve the permit before Marengo could start constructing a well.

“Right now, there can’t be any decision made by the IEPA on whether they will permit because they don’t have enough information on the definition of this plume,” Boden said. “It’s put on hold.”

For firefighters, fitness can be a matter of life and death.

Heart disease by far kills more firefighters on duty than anything else, often after strenuous activity.

The U.S. Fire Administration reported of the 82 firefighters who died on duty in 2012, 45 percent died of a cardiovascular event, most often heart attacks.

“I know that many agencies have attempted to get a physical fitness standard written into policy, for not only the good of the agency but equally for the good of the officers,” Crystal Lake Police Cmdr. Dan Dziewior said in an email. “But most get shot down for various reasons, including collective bargaining agreements.”

According to the study, a challenge to keeping the pounds off is a difficult work environment, long hours and lack of sleep.

cult to get in line with a physical fitness routine,” Frake said. “But there’s many who do it. They incorporate that into their schedule and get it done. But shift work definitely makes that harder.”

In the Woodstock Fire Rescue District, which extends into Lakewood, the department was issued a grant in 2013 to upgrade its fitness equipment. The money, $105,000, was used to buy equipment for the three fire stations in Woodstock and move some relatively new equipment to the fire station in Lakewood.

“We owe it to the public to be able to come in and rescue you if you call us,” Webster said. “In order to do that, we have to be physically capable to do our jobs.”

Water samples collected by the Illinois Environmental Protection Agency showed heightened levels of hazardous chemicals trichloroethylene and vinyl chloride in six nearby private wells along Ritz Road and Railroad Street in Marengo Township. At least two of the wells exceeded the state’s groundwater quality regulations.

Manufacturer Arnold Engineering, which operated at a site owned by 300 West and near the private wells, had been suspected for years of using chlorinated solvents in its production process in a building at the northwestern corner of its site, 300 N. West St. Nearly a year later – on June 11, 2014 – the court order requiring bottled drinking water and additional water sampling was extended.

industry – as part of a western expansion – and replace a faulty well on the city’s east side, improving water delivery throughout the system, officials said in 2012.

Years later, officials now are discovering the proposed location of the well is about 1.25 miles west of the pollution plume, based on computer modeling done by the Illinois State Water Survey.

Marengo contracted with the University of Illinois researchers in November to study the plume and its potential effect on the city’s water well project, Boden said.

While receiving informal updates from the attorney general on the case with 300 West, city administrators scheduled public hearings in December on the controversial annexations within Marengo Township.

Boden said the decision to start the annexation process was made after officials thought the plume’s trajectory was headed in a north/northwesterly direction, avoiding the site of the proposed well.

vide a report on the nature and extent of the plume both on and around the contaminated site – 300 N. West St. – by the end of November, said Maura Possley, a spokeswoman for the Illinois Attorney General.

“While some sampling had been completed, the defendants failed to define the plume boundaries or submit the [report],” she said.

A spokesperson from the Illinois EPA told the Northwest Herald that off-site areas have been contaminated by the pollution plume. But the agency couldn’t speak to the extent until 300 West and Arnold Engineering complete all the sampling.
