MARENGO – Children younger than age 18 caught buying or possessing electronic cigarettes in Marengo could face fines and community service under new regulations approved by the City Council.

Businesses that sell the alternative nicotine products to minors also could face fines between $100 to $500 for a first offense. Another provision in the new ordinance requires businesses to post a sign notifying customers that sales of e-cigarettes and vaporizing liquids to

underage individuals are prohibited.

The local penalties follow new statewide regulations in effect this year that take aim at alternatives to tobacco and traditional cigarettes marketed toward kids, said police Chief Joseph Hallman.

“We are trying to stay ahead of the game and be in compliance with state laws because these products are just as dangerous as nicotine,” he said.

Hallman’s department has yet to see incidents of kids using alternative nicotine products, but the community resource officers at Marengo schools do

hear kids talk about the products, Hallman said Under the new regulations unanimously approved by aldermen Monday, a child caught purchasing or possessing alternative nicotine products for the first time could be fined $25 or ordered to perform 15 hours of community service.

If a second violation happens within a year, a child could be fined $50 and ordered to do 25 hours of community service.

Businesses or individuals caught selling and delivering the products to minors would be fined between $100 and $500 for a first offense. If a second of-

fense happens within two years, the fines on businesses and individuals increase between $250 and $600.

Hallman said Marengo officials looked at other area municipalities when crafting the ordinance. A new state law this year also requires businesses to place alternative nicotine products behind a counter, an age-restricted area or inside a sealed display case.

The new Marengo regulations are effective immediately, but Hallman said police will distribute some information about the ordinance before they begin to issue citations.

The county was significantly ahead of other collar counties with Lake County’s harvest totaling 464 deer, DuPage County accounting for 36 deer and Kane County taking in 417 deer. Will County was the only one with a larger total at 1,093.

While some hunters have criticized the Illinois Department of Natural Resources for its policy on controlling chronic wasting disease and decreasing the population, Kranz said the IDNR’s diligence has actually preserved the population and it is beginning to stabilize and even grow.

MARENGO – A special Marengo City Council meeting Feb. 12 to approve the monthly bills erupted over who had responsibility to remove a disputed $855 bill earlier in the week.

Administrators called the meeting after a shorthanded council on Feb. 9 failed to garner the four votes needed to approve the full list of bills for February. Alderman Dennis Hammortree was the lone dissenter, causing the authorization delay on a 3-1 vote.

Hammortree on Feb. 12 questioned through a prepared statement the need for the special meeting, saying the city could have paid most of its bills on time after the council’s next regular meeting Feb. 23.

The ensuing discussion dovetailed into an argument between Mayor Don Lockhart and Hammortree over who should have removed the disputed bill from the list Feb. 9.

It ended with Lockhart livid at the former mayor, after Hammortree questioned again the need for the meeting and asked Lockhart why he was so upset.

“You know why? Because you are trying to blame me for this [expletive], and you should have done it,” Lockhart replied. “If you wanted to take [the bill] off, then take it off.”

Deer hunting numbers strong in county

By JEFF ENGELHARDT jengelhardt@shawmedia.com McHENRY – McHenry County is an exception to the trend in Illinois when it comes to deer hunting, as it is one of the few to register an increase in kills during the 2014-15 season.

The deer harvest total increased from 897 in 2013 to 976 in 2014 in McHenry County despite the state total plummeting from 148,614 to 145,804.

The state drop was caused in part because 20 fewer counties were open for the late winter antlerless season in 2014 after reaching their deer population goals.

The number of open coun-

ties also went from 55 to 35 this year.

Dave Kranz, owner of Dave’s Bait, Tackle & Taxidermy, said it was a strong season for McHenry County.

Kranz, also a member of the McHenry County Conservation District, credited the organization for helping make McHenry County a destination for deer hunting compared to almost all other collar counties.

“That’s a pretty good number, I think,” Kranz said of McHenry County’s 976 deer harvest. “There is one thing that really makes McHenry County stand out and that is the MCCD, which has a hunting program on their sites.

With Illinois program broke, McHenry County child care providers, families brace for worst

By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com WOODSTOCK – A low-income single mom, Courtney Brady sends her son to preschool on a $180 weekly rate, buying the Woodstock resident enough time to work at a car wash and provide for her 5-year-old.

Brady is one of the 100,000 families in Illinois who rely on the state child care assistance program, which reimburses child care providers for serving the low-income families at discounted rates.

As child care costs soar, the program allows Brady affordable access to Hearthstone Early Learning Center in Woodstock while maintaining a 30-hour work week at the car wash, she said.

Since the state-subsidized program ran out of money earlier this month, Brady now has begun preparing herself for worst-case scenarios.

“I’m going to have to pull my son out of day care, because I won’t be able to afford it,” Brady said. “If I didn’t have day care, I would only be able to work two to three hours a day.”

Faced with a budget shortfall, the state needs upward of $300 million to fund the child care program until a new budget takes effect in July.

Child care centers that serve low-income families throughout the region are bracing for closures, service reductions and payment delays if the program remains unfunded, said Susan Petersen, executive director at Community Coordinated Child Care.

Providers with more than 50 percent of their families in the program stand to lose half of their funding, she said. The regional agency that serves McHenry, DeKalb and four other counties refers parents on the program to child care providers in the area.

“We are hearing from parents who are fearful they will lose jobs and can’t continue their education. We are hearing from centers who are fearful they will have to close,” Petersen said. “There are a lot of people anxious to hear what Rauner says.”

Lawmakers in McHenry County on both sides of the political aisle support additional funding for the program, as they, too, anxiously wait to hear Gov. Bruce Rauner’s suggestions on the program during his budget address Wednesday.

State Reps. Jack Franks, D-Marengo, and David McSweeney, R-Barrington Hills, said they support allowing Rauner to reallocate dol-

lars from other areas within the state’s budget to fund the child care program.

The two lawmakers also wouldn’t support tax increases as the solution to the budget shortfall.

“Child care should be a priority, but the governor should have the authority to cut spending and move around funds,” McSweeney said. “We do not – I repeat – do not need to raise taxes.”

Franks said he wants to work with Rauner on finding areas within the budget to cut and identifying state agencies to consolidate. The savings generated from the budgetary moves could help fully fund the child care program, he said.

“We need to fix this for these folks because nothing is more important than having kids be in a safe place. If a parent doesn’t have that, they are going to stay home and not work,” Franks said. “That costs us all more in the end.”

Inside the Hearthstone Early Learning Center, Melissa Norman and her staff are helping the 110 children enrolled at the center write valentines to Franks and his staff in Woodstock about the child care program.

More than half of the children at the Christian-based center use the child care assistance program. More than half of the center’s income comes from the state, said Norman, director at the Hearthstone Center.

The state funding crisis requires parents such as Brady and others at the center to voice why they use the program, she said.

“They need to be the voices calling out the governor and saying, ‘We need to do something about this.’ We can’t just fix it now. It needs to be taken care of now and then fixed going forward,” Norman said.

“Child care should not be a political issue.”

Local summit examines homelessness

“It creates a divide in the patient-physician relationship. If you feel that strongly about vaccination, how do we know you won’t feel strongly about any other [treatment] we believe in?” Fell said.

But Buthod and Miller, whose Crystal Lake and McHenry offices are part of Centegra Health System, do not have such a restriction. Buthod’s office used to, but reversed course several years ago after the American Academy of Pediatrics recommended that pediatricians work with parents and try to convince them to change their minds.

Clients who refuse to vaccinate who see pediatricians in Buthod’s office are required to fill out a refusal form, and are bluntly told that vaccines are safe and defend against diseases that kill. And not a visit goes by without that information being pounded home, Buthod said.

McHENRY — There was confident optimism in the voices of local social service agency representatives after a summit Wednesday at Pioneer Center for Human Services that focused on solving homelessness in McHenry County.

“The one thing I know after today is that it’s possible,” said Ronica Patel, director of behavioral health at Pioneer Center. “And that you just have to get the right players to the table and keep moving forward in the process.”

She drew these conclusions after hearing about the progress of five homeless-serving organizations from areas outside the county – Rockford Rescue Mission, DuPage County Bridges, Lake County PADS, Hope Haven of DeKalb and Hesed House of Aurora.

A recent one-night survey found at least 206 homeless people who were using the various emergency and transitional shelter services in McHenry County.

Throughout the country, there are more than 600,000 people experiencing homelessness on a given night, Patel said in November.

Hosted by Pioneer Center and attended by more than 70 people, the summit brought in the panelists to provide insight into their respective methods and programs. Pioneer Center’s Chief Development Officer Christin Kruse said the interested parties of McHenry County could tap into the ideas to come up with a big-picture solution locally.

Executive Director of Hope Haven Lesly Wicks noted the importance of transitioning homeless people “in the context of a home,” while Executive Director of Lake County PADS Joel Williams suggested the emphasis should be on decreasing demand rather than increasing services.

Pediatricians being assertive with measles

By KEVIN P. CRAVER kcraver@shawmedia.com McHenry County pediatrician Dr. Laura Buthod has never seen a case of measles in her more than 20 years of practice.

Neither have Dr. Celina Miller nor Dr. Michael Fell, local pediatricians who have practiced almost as long.

Just 15 years ago, the Centers for Disease Control and Prevention declared the dangerous disease eliminated in the U.S. meaning it was no longer considered a consistent threat. In 2004, only 37 cases were diagnosed nationwide.

But that number has been surging upward in recent years, blamed in significant part on people who choose not to vaccinate their children.

Thirty-four measles outbreaks were reported in the previous two years alone, totaling about 200 in 2013 and a preliminary 644 in 2014. The U.S. is now gripped by a significant multistate measles outbreak, with at least 120 cases in 17 states as of last week, when the CDC last updated its data.

With a cluster of 10 cases confirmed in the Chicago area, nine of them tied to a KinderCare Learning Center in Palatine, local pediatricians are hoping they don’t see any cases themselves, and are urging parents who have chosen not to vaccinate their children to change their minds and not rely on inaccurate data linking vaccines to autism and other disorders.

“Now it’s a public health concern, because you’re putting other people’s lives at risk,” Miller said.

Illinois allows residents to opt their children out of the measles, mumps and rubella, or MMR, vaccine for either medical or religious reasons.

While the percentage of vaccinated students in McHenry County schools stands at about 95 percent, the number of students citing religious exemptions is rising and stood at 548 last year, according to the McHenry County Department of Health.

Exemptions, as well as the strictness of the rules by which to acquire them, vary by state.

Some states also allow exemptions for philosophical reasons – Illinois does not – while others allow no exceptions, except for a significant medical reason, such as having a compromised immune system.

Children at highest risk are the immuno-compromised and children younger than 5 years old, especially infants who cannot get the MMR vaccine until they are at least a year old. It’s for this reason that a growing number of pediatricians have made the decision to not take nonvaccinated children as clients.

Fell, an Advocate Health Care physician, said his firm’s clinics, including Children and Teens Medical Center in Lake in the Hills, has a simple rule that can be found on its website – if you choose not to vaccinate your children, even after we have tried to convince you with sound science to do so, you have to find another pediatrician. While the main reason for the rule is the safety of other patients in the office, Fell said opposition to vaccination “strikes at the core” of

50 percent of the population,” Kranz said. “Imagine if it spread down south in Illinois to somewhere like Pike County where there are 50 to 60 deer per square mile. It would spread even faster.”

After a year of limiting counties in the late hunting seasons and issuing 13,000 less tags for the shotgun sea-

son, Kranz said he expects restrictions will start to open up again for hunters in Illinois.

“I’m not seeing less deer, and the hunters I talk to are seeing quite a few deer,” Kranz said. “If there weren’t 13,000 less tags, the [state] number probably would have been 150,000.”

The next step should be formalizing a plan, said Scott Block, executive director of the McHenry County Mental Health Board.

“I’ve been working with the homeless population in this county for a little over

10 years, and this has been an ongoing discussion we’ve been having,” Block said. “I really think it’s going to take a group, like the Continuum of Care, to put together a concrete plan on what this would all look like in order to move forward.”

If such a plan was established, he guessed those willing to fund it would come forward naturally. Notably, all the panelists said a significant portion of their budgets

came from individual or community donors.

Wicks said at this point in McHenry County’s process, the important point to remember is to continue despite roadblocks, whether financial or logistical ones.

“Every community has unique differences, but you just have to figure out what’s right for yours,” she said.

“Don’t get paralyzed by the process, because if you get paralyzed, nothing happens.”

“That’s what really started people second-guessing the safety of vaccination and particularly MMR. It’s taken some time for us to get the confidence of our parents back, that no, this does not cause autism – vaccines do not cause autism,” Buthod said. “You can’t go to your TV set or the Internet and say you’ve gotten all sides of the issue and all the facts.”

Also, vaccinations have been a victim of their own success in the fight against communicable disease, Buthod said. Parents today who oppose vaccination based on faulty science might be fooled into being more comfortable with their decision because they – unlike previous generations of parents who lived in fear of tetanus, polio, diphtheria, early-childhood meningitis and other deadly diseases

– haven’t had to deal with epidemics.

While Miller has never seen a case of measles as a doctor, she saw it all the time growing up in the Philippines. Particularly bad cases can result in pneumonia, permanent hearing loss, brain damage if encephalitis sets in, and in some cases, death.

“It was one of those, ‘Oh my gosh’ diseases – you didn’t want anyone to get that,” Miller said.

Buthod and Miller said they have changed the minds of several of their handfuls of parents who opposed vaccination. But Fell said, despite the American Academy of Pediatrics recommendation, changing his group’s philosophy would not be fair to parents who do vaccinate, and would amount to tacit approval of the practice.

“I think we listen to what [opponents] have to say, but there’s only so many times you can beat your head against the wall,” Fell said.

Fell said he hears from a number of parents who are angry and upset about those who don’t vaccinate. An observation he sometimes hears from them is they cannot send their children to school with peanut butter sandwiches because a student may get an allergic reaction, but they can get an exemption to send their kids to school unimmunized against contagious disease.

All three pediatricians said they hope the ongoing outbreak convinces parents who have not yet done so to have their children immunized.

“Every time you say no to a vaccination, you are putting that child at risk of death,” Miller said.

Hammortree voted against the list because of an $855 bill related to annexation work by McHenry-based H.R. Green.

He said the property owners should have paid the bill since they approached the city about annexing into Marengo.

Earlier in the discussion, Lockhart explained how he didn’t have a vote on the bills list and how Hammortree should have removed the disputed $855 bill. Hammortree was the only alderman with issues over the bill, Lockhart said.

The removal could have allowed the remaining list of bills to be approved Feb. 9 without controversy. Council members Nicole DeBoer, Matt Keenum and Steven Mortensen were the three who voted to approve the bills list Monday.

The authorization delay that followed from Hammortree’s initial “no” vote caused concern among Lockhart and other city officials that Marengo wouldn’t be able to pay its full list of bills on time.

Hammortree said during the meeting Feb. 12 that two bills would have only been paid late if the council waited to approve the full list Feb. 23.

“The late fees would been a total of $70,” Hammortree said. “This is, in fact, exactly what happened in December, when we changed the meeting to a later date of Dec. 15, and checks were received after the due date.”

Hammortree also referenced a Sept. 8 meeting, where Lockhart excluded a $5,000 check and asked for the rest of the bills list to be approved. Alderwoman Carole Bartman made the official motion to approve list without the $5,000 check, according to the Sept. 8 meeting minutes.

Hammortree didn’t comment after Lockhart put responsibility on him to remove the disputed $855 bill from the entire list. Other aldermen said that any member could have requested a removal.

“I believe it could have been from any of the aldermen or the mayor to remove a bill but quite frankly, it’s a moot point because all we would be doing is kicking that bill down the road,” Keenum said. “It wouldn’t have mattered whether we removed the bill or not.”
