Powers-Walker farmstead is county historical landmark

By KEVIN P. CRAVER kcraver@shawmedia.com WOODSTOCK – An ordinance to designate the Powers-Walker Historic Site a county historical landmark sailed through the McHenry County Board after the 30-day review period ended.

Board members voted 23-0 a couple of weeks ago to grant the designation at the restored rural farmstead in Glacial Park north of Ringwood. The title carries some protective weight, although it is an honorific in this case because the house is in the middle of the McHenry County Conservation District’s largest property and therefore not threatened by development.

The 1854 rural farmstead, one of

the few pre-Civil War farm structures still standing in McHenry County, is named after the Powers family that built it, and neighbor Samuel Walker, whom added the property to his holdings after the Powers family moved to neighboring Richmond.

The home was in fact considered for demolition before the decision was made to restore it instead at a cost of more than 17,000 volunteer hours. It is now opened to the public about 12 times a year and brings about 1,500 visitors, MCCD employee and Historic Preservation Commission member Gail Brown told board members before the vote.

The ordinance was first brought before the County Board last month to be put on 30-day review, but sever-

al County Board members supported waiving the review period and voting on it immediately, citing the broad support for the idea and the fact that it had the unanimous backing of the conservation district and historic preservation boards. A majority of the County Board chose to wait the 30 days, citing that waiving the waiting period is meant for emergencies and matters requiring immediate action.

The Powers-Walker Historic Site is the 25th site given the designation of a county historic landmark. Nominated sites must meet at least one of 14 criteria, such as having cultural value, being the site of a significant event, having valuable or unique architecture or being tied to a person of historical significance.

Rauner’s executive order puts Huntley Amtrak project on hold

A

$223 million plan that puts Huntley along a revived Amtrak passenger rail line has been derailed until Republican Gov. Bruce Rauner completes his review of all major state construction projects.

The executive order Rauner signed during his first day in office freezing discretionary state spending and barring agencies from awarding contracts without his administration’s approval indefinitely delays the Illinois Department of Transportation’s agreement with Union Pacific Railroad to restart Amtrak service between Chicago and Rockford.

Although construction hasn’t started on the rail line, state transportation officials spent $3 million on engineering before Rauner signed the order, said IDOT spokesman Guy Tridgell.

Huntley officials also spent $50,000 on engineering plans, as they worked to build a train platform in downtown Huntley before Amtrak service was planned to start in December with one daily round trip from a temporary station in Rockford to Union Station in Chicago.

“We believe in this project,”

said Village Manager Dave Johnson. “We believe it’s an important part of providing transportation to this region. We believe it makes sense, and we expect that it will proceed.”

The project delay, Johnson said, threatens the village’s ability to meet the construction deadline on its downtown platform, nearly three months after Huntley inked a $3.55 million agreement with IDOT that kicked off the local project.

Volunteering on the rise for young residents in county

Whiteside, a senior at McHenry High School – West Campus and now president of the student volunteering organization, said four years of volunteering helped her discover her passion for helping others and has her on a path to a career in helping children

and adults with special needs.

What started as volunteer work through the group at places such as senior centers and events such as St. Baldrick’s quickly blossomed into an individual initiative to volunteer at places such as GiGi’s Playhouse to help those with Down syndrome.

“I want to work with special needs children and never would have known if I didn’t join the Key Club,” Whiteside said. “I think a lot of kids our age don’t know there are so many

opportunities to volunteer. I know I didn’t.”

But more and more young adults are willing to volunteer more than their parents’ generation, according to a recent Associated PressGfk poll. While the survey showed nearly all civic duties such as voting and jury duty declined among young adults compared to their parents’ generation, volunteering was markedly higher with one out of every five people younger than 30

volunteering in 2013.

Only 14 percent of the same age group volunteered in 1989.

The trend has not gone unnoticed

by Jean Boyle, site coordinator at GiGi’s Playhouse. Boyle said teens like Whiteside are becoming the norm for volunteers at the organization, as the majority of the roughly 100 volunteers per year are high school and college students.

Some volunteers are as young as 12 years old.

“We only have one full-time and one part-time position so volunteers play a very key role,” Boyle said.

“It’s great to see young volunteers because it is a benefit to their generation. It gives them an opportunity to learn about disabilities and go out and spread positive awareness.”

The increase in young volunteers comes at a time when it can be more difficult to find opportunities for those younger than 18, said Rebecca Stiemke, executive director of Volunteer Center of McHenry County, which helps place volunteers at more than 200 agencies.

Stiemke said labor laws, insurance issues and agency policies can prevent young people from volunteering at certain places. But there is a determination from younger adults to do what they can whether it is cleaning up after an event or helping to promote or set up an event where

they cannot do direct work.

Volunteering also is becoming more family-oriented, which Stiemke said is an encouraging sign for the future.

“As these younger adults are becoming parents it will be a value they instill in their kids,” she said.

“I think we’ll have healthier families because of it.”

The family connection is what inspired McHenry High School students Daniel and Sara Tonyan to get involved in volunteering. The passion started with Daniel Tonyan, who accompanied his mother – a bus driver – on field trips to Feed My Starving Children events. And after seeing her older brother enjoy volunteering, sophomore Sara Tonyan

got involved, too.

“You don’t have to pay a bunch of money or give a lot of stuff. Just being there makes their day and gives them a smile,” Sara Tonyan said of her work at senior centers. “I do it as much as I can. It’s just something you want to keep going back to.”

Susan Cohen, activity director at Fox Point Assisted & Independent Living in McHenry, said volunteers such as Tonyan are a special help for senior homes. Cohen said there is tremendous support from schools, church youth groups and scouts who always manage to rekindle a special feeling in residents.

“Young people have young ideas and bring in a different perspective,” Cohen said. “When young folks come in, it’s a shot in the arm and an experience residents may not have had in a long time. It brings out a part of youth that is forgotten.”

Huntley clears way for makeover Trustees OKs $4 million for construction

By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com HUNTLEY – Trustees on Feb. 5 supported $4 million in new debt that will pay for the upcoming construction included in the village’s makeover plans for downtown Huntley.

Officials expect initial downtown work that buries overhead utility lines and upgrades water and sewer lines to begin by late March. To ensure construction can start, village administrators recently secured a $4 million loan

from American Community Bank and Trust.

The village would pay back the loan – and its 2.6 percent interest rate – in monthly installments during the next 15 years. Trustees supported the finance plan without discussion Feb. 5.

“We hit the market at the right time,” Village Manager Dave Johnson said. “We continued to see historic lows in the lending market, and we believe it’s a good number.”

Village officials included the multimillion-dollar im-

provements in this year’s capital budget nearly five years after they began planning the downtown makeover.

The $4 million in construction work slated to start later this year covers the utility and sewer upgrades and adds downtown parking, benches, planters, landscape and street lighting. It also would refurbish streets, widen and level sidewalks throughout the downtown.

The tax increment financing district Village Board members created in 2013 for the downtown overhaul hasn’t yet produced enough revenue to cover the new debt.

The TIF district takes property tax revenue increases over a base amount and puts it toward the village’s downtown redevelopment effort.

As village officials wait for the TIF to produce, they plan to use revenue from its telecommunications tax and water/sewer fund to pay back the new debt.

Officials can use both revenue sources in the short term primarily because Huntley is set to pay off debt on the full-access Interstate 90 interchange later this spring, along with debt on a public works facility next year, according to village documents.

McHenry County College to host human trafficking awareness forum

By ALLISON GOODRICH agoodrich@shawmedia.com CRYSTAL LAKE – McHenry County College on Feb. 26 will be the stage for a forum meant to raise awareness and get people thinking about human trafficking.

Sponsored by the Human Trafficking Freedom Coalition of Northern Illinois and the McHenry County College Generation End It student group, the forum will be from 7 to 9 p.m. in the Luecht Conference Center at the college, 8900 Route 14 in Crystal Lake.

Nancy Allen, adviser for the student group and mem-

ber of the coalition, said she started the college’s Generation End It group because she felt human trafficking was too rarely discussed.

“After starting the group, I thought we really need to raise awareness within the college and within the community,” Allen said.

The forum, called “Shine a Light on Human Trafficking,” is intended to define the issue for attendees and address common misconceptions surrounding the issue, Allen said, emphasizing the importance in knowing human trafficking includes exploitation of both sex acts and labor induced by

force, fraud or coercion.

Speaking at the event will be Chicago Detective Al Krok, who Allen said has 11 years of experience working with the FBI on Chicago Commercial Sexual Exploitation of Children.

“He wants to address the issue of how to recognize when someone is being trafficked,” Allen said. “I think that’s something everyone can learn, and if we can all be aware of what to look for, we can report it.”

The forum also will address how people and parents can avoid threatening situations, especially through connections made on social

media sites.

In June 2014, at the release of last year’s Trafficking in Persons report, Secretary of State John Kerry said more than 20 million people worldwide are victims of human trafficking.

In advocacy of those victimized, Allen said the local student group will join a widespread effort to raise awareness the day after the forum in a social-media-driven movement. Students will stand in common areas with red Xs on their hands and post about it using #enditmovement.

Recipients must enroll in at least 12 credit hours each fall and spring semester, maintain at least a 3.0 cumulative GPA and complete a minimum of 15 service hours each semester.

The McHenry County College Founding Faculty Scholarship serves as recognition for three retired faculty members, David B. Hill, John D.

Konitzer and Erwin Cornelius, who contributed more than 30 years to the college Each of the three scholarships are worth 60 tuition credit hours at McHenry County College. Recipients must be a resident of McHenry County College District 528, enroll in at least 12 credit hours each fall and spring semester and maintain at least a 2.5 cumulative GPA. Students of all ages can apply.

Both scholarships do not cover books or fees.

Former Gov. Pat Quinn bolstered the effort after announcing last spring a $223 million plan to restart passenger rail service between Chicago and Rockford for the first time since the early 1980s.

Paid through the $31 billion Illinois Jobs Now infrastructure plan, the Amtrak line also would include stops in Belvidere and Elgin.

“If we don’t get an answer sooner than later, it’s going to be difficult for all the communities – not just Huntley – to meet these project timelines,” Johnson said. “But again, we are optimistic that the project will proceed.”

A Rauner spokeswoman confirmed the Amtrak project is a part of the governor’s review, but she wouldn’t comment on how long it is expected to last.

Aside from the review on major construction projects, Rauner’s executive order also prohibited state agencies from entering into and awarding state contracts and grants until July 1.

The rail project delay also reverberates to the downtown Huntley overhaul this year.

After the announcement last spring, village officials decided to budget $4 million in downtown infrastructure improvements since construction was expected to start in 2015 on the downtown Amtrak station.

The village has moved ahead with its downtown project, after trustees approved a $4 million finance plan last week. In the coming months, the village will continue with the “less glamorous aspects” of the downtown project – including work to bury overhead utility lines, Johnson said.

Officials would likely try to upgrade some downtown parking lots and make the landscape and sidewalk improvements a part of the makeover, he said. The project’s pace may then slow without word from Rauner’s office on the Amtrak line.

“Our path would have been to keep going south to the Amtrak site,” Johnson said. “If not, we will kind of button up the work and wait to get a final answer if we don’t have one.”
