Marengo updating its water meters Citywide project will begin in February

MARENGO – Residents throughout Marengo will soon be part of a citywide installation project to replace the transponders officials use to read water meters inside homes and businesses.

The City Council earlier this week unanimously approved two contracts, total-

ing $389,684, to have a Palatine-based company replace the city’s transponders with automated ones capable of transmitting water use information directly to City Hall.

The company will have to install the new transponders at 2,400 residences and 100 additional businesses, beginning in February. The process takes about 15 minutes at each property and will last nine months, said City Administrator Gary Boden.

The 20-year-old transponders are faulty and are no longer being made, Boden said. The

city has relied on other cities to purchase replacements, but the supply has been exhausted.

“We have to do it,” Boden said. “The way to look at it is after 20 years, you have to re-shingle the roof on your house because they wear out.

So, this time we are putting on a little higher quality shingle.”

HBK Water Meter Services will handle the installation for $111,894, but the total cost could change depending on the number of transponders used and the amount of labor hours involved.

The city bought the new

equipment and other hardware from Midwest Meter Inc. for $277,790 total.

Under its current system, the city’s public works staff would drive around neighborhoods and transmit data from the transponders to handheld devices in their cars.

The new system eliminates the need for drive-by readings, since the transponders will send information directly to a database in City Hall.

But for that to happen, residents first need the transponders installed inside their homes.

UNION – Another piece of McHenry County’s rural history has been wiped out, after a recent fire near Union destroyed a former one-room schoolhouse that dates back to the 1860s.

The fire started inside the garage of the historic property during the late afternoon on Nov. 22 before quickly escalating to a structure fire, according to the Union Fire Protection District.

It left the schoolhouse – later turned residence – at McCue and Pleasant Valley roads uninhabitable. The family living in the home was not injured.

The incident now leaves McHenry County with 85 remaining one-room schoolhouses – five less from six years ago, said Bob Frenz, board president of the McHenry County Historical Society.

“These schools were central to the area. It might have been a voting place; community meetings were held there. ... There were several in each direction near Union but now they are gone,” Frenz said.

Huntley to provide bus service to Rutland Twp.

The former one-room Maple Hill schoolhouse in Union was destroyed in a recent fire. It represented one of the last in the Union area, according to the historical society. It also is a part of a slow erosion of oneroom schoolhouses in the county. today’s Route 176 and Pleasant Valley Road, Frenz said.

Officials then moved the building to its present location in 1892, and teachers used it to teach subjects such as grammar, algebra, geography, history and philosophy. The average enrollment at the schoolhouse ranged in the teens, Frenz said.

The school earned many accolades in the 1900s, including superior school status in 1940.

The criteria included employing a teacher with a college degree, having playground equipment and running electricity.

By 1935, the school was remodeled and included fire safety improvements. In January 1947, the school was auctioned for $1,565 after District 111 was consolidated. It was later remodeled into a private residence.

Despite a slow erosion of one-room schoolhouses, people in the area still are working to preserve and redevelop the remaining ones, Frenz said. At least three restoration projects are ongoing, including a former schoolhouse near Route 31 and Virginia Road in

Crystal Lake, he said.

The County Board also recently granted landmark status on an old schoolhouse at Harmony Road and Route 20 in Coral Township. The effort has forced the Illinois Department of Transportation to reassess a construction project at the intersection that could have demolished the historic property.

The society is even planning a bus tour for the upcoming summer to see existing schoolhouses in the area.

“It’s not a lost cause,” Frenz said.

HUNTLEY – Many elderly Rutland Township residents in Sun City Huntley still can rely on public transportation for grocery store trips and other appointments, thanks to a swift, last-minute decision from Huntley officials.

Huntley will use the remaining $6,000 from an annual bus service agreement with Grafton Township to pay for a voucher program with Route 47 Taxi Transportation Inc. The temporary program begins Sunday, and the taxi company will provide curb-to-curb service for Huntley residents in Rutland and Hampshire townships upon 24-hour notice from riders.

“The village has made a consistent effort and funding commitment to provide funds for these services since 2007,” Village Manager Dave Johnson said. “We believe it was the right thing to do to use the funds returned from Grafton for the services the funds were intended to provide.”

5K participants in Santa suits raise money

CRYSTAL LAKE – Hundreds of people clad in Santa suits ran a 5K loop around downtown Crystal Lake on Sunday morning, some accompanied by their dogs – and one pulled in a carriage by a miniature horse.

The second annual Kiwanis Santa Run for Kids attracted 965 participants, organizer Mike Splitt said, but the mini horse was unique.

When Carol Swinford of Hebron said she wanted to bring Buddy – and she would be

dressed as Mrs. Claus – Splitt said he initially thought it was a joke. But Swinford was serious and the Santa Run was actually the third 5K for Buddy, who stands 33 inches tall.

It took a few emails back and forth with the city, but Buddy was eventually given the go-ahead.

A horse was a fitting participant considering the run benefits The Light Center/Main Stay, an animal-assisted therapeutic riding program.

Other beneficiaries are Big Brothers Big Sisters, Girls on the Run, Turning Point and

CASA of McHenry County.

“Not a dime leaves the county,” Splitt said.

In addition to the 5K, kids could participate in a 1-mile run. Ten-year-old William Wickersty of Crystal Lake crossed the finish line in under eight minutes but was barely winded when he immediately turned around and continued cheering on the children who finished after him.

“Come on, reindeer!” he yelled at the children wearing antlers behind him.

“I was a little nervous because me and my sister have a

lot of competitiveness,” he said.

Next year, he plans to increase his distance and run the 5K. Wickersty’s enthusiasm was shared by Shawn Tegtmeier of Crystal Lake, who was personally recruited by Splitt for her cheering abilities. Standing next to the timer, Tegtmeier was as excited for the first runner to finish as she was for the last walker to cross the line, her jingle bell bracelets and earrings ringing each time she jumped up and down.

“I love running, and I always remember what it was like at my first runs,” she said.

Luke Ivey of Rome, Ga., was in town visiting his girlfriend for the Thanksgiving holiday.

Pinned to the back of his Santa suit was a sign that said “CASA – giving children a voice.”

His girlfriend’s mother is involved with CASA, he said, and running the race also was a good way to stay in shape. He said he’d do it again if he’s in town next year.

“I like that it’s a community event and it’s a kickoff for the holiday season,” Ivey said.

“It seems like it has a lot of support. It was well organized and was a good course.”

Marengo requests maximum property tax levy Revenue woes continue to hamper city services

MARENGO – The Marengo City Council recently increased its property tax levy to the maximum amount, as officials continue to deal with a revenue stream hampered by declining property values and pension obligations.

The ballooned, 5 percent increase to the city’s levy for next year ensures that Marengo cap-

tures all property tax dollars from any new growth in the city. But officials are really projecting to receive an inflationary increase of 1.88 percent that would bring $26,123 more in property taxes from last year.

The inflationary increase recoups only half of the property tax dollars lost since 2011, when the city saw a continued decline in property values, said City Administrator Gary Boden. A computer glitch at the McHenry County Assessor’s office also took away some of the city’s property tax dollars last year.

“The fact remains that revenues being generated in Marengo are limited,” Boden said.

“We are raising property taxes to the absolute limit of what we can legally do. The expectation is that is going to bring us $26,000 of additional revenue.

That’s not very much.”

A 1.88 increase to the city’s property tax levy is projected to cost an average Marengo homeowner, with an $150,000 home, roughly $9 more on their property tax bills next year.

The council unanimously approved the levy on Monday.

Boden said the city’s constrained revenue “certainly” hampers the city’s ability to expand services in the future.

Diminished revenues already have been felt at City Hall.

Since the recession in the late 2000s, the city has dropped from 48 employees to 32 employees, Boden said. The public works staff tasked with maintaining local roads and infrastructure in Marengo has been cut by two-thirds, he said.

By state law, the city also will have to pay more to the police pension fund in future

years. The city may have to dedicate more of its limited property tax dollars to those pension obligations, Boden said.

Marengo currently has its police pension fully funded at 46 percent. The city, by policy, tries to levy property taxes for the fund at an additional 10 percent each year.

“If the police pension system decides that they need to make a bigger draw on our city’s revenues, that will directly impact services,” Boden said. “Something will have to be cut.”

Turkey testicle festivals draw crowds

ecoleman@shawmedia.com HUNTLEY – Breaded and deep-fried turkey testicles in hand, Suzanne and Kurt Kushner tapped the pieces together and tried their first bite.

The Algonquin residents and brother, Aaron Kushner of San Carlos, Calif., decided to check out Parkside Pub’s 31st annual Turkey Testicle Festival – one of three that took place in the area on the evening of Nov. 27 – before a family dinner.

“I guess [it tastes] like turkey,” Suzanne Kushner said. “The texture is a little different.”

“It’s soft and fatty,” Aaron Kushner added.

While the Kushners lathered their portions with ketchup, the sauces of choice tend to be hot sauce or ranch, said Parkside Pub owner Jeff Lovell, who ordered about 1,200 pounds of turkey testicles for the event.

His advice: “I wouldn’t suggest chewing the larger ones.”

Despite concerns that the cold weather – with a low of 19 degrees, it was the coldest one Lovell can remember – would affect turnout, the event appeared to be weather-proof.

By 6 p.m., attendance was on pace to pass the 4,000 mark.

“It’s just become a yearly gathering,” he said. “They see their friends once a year, and this is where they do it.”

Grafton Supervisor Jim Kearns stressed that unless someone approaches the township about a long-term financial deal, officials will provide a bus service only for Grafton residents. He, however, was happy to see Huntley’s involvement in the issue.

“I’m ecstatic that the major and Village Board did step up and take care of those people in Rutland,” Kearns said.

“Even though it’s temporary, at least they are not left without any service.”

Under the taxi agreement with Huntley, a one-way trip will cost Rutland and Hampshire residents $2. Service is limited to the village’s boundaries. Residents will be able to receive rides between 9 a.m. and 3 p.m. Monday through Friday, The temporary program applies to seniors 55 and older.
