Businesses, municipalities fight to hike holiday sales By SHAWN SHINNEMAN sshinneman@shawmedia.com Edna McCall used to love traveling east. Where others might picture towering cities, McCall liked to find the small towns. She’d hop from one to another, visiting the homegrown shops unique to their town squares. Now, she says, so many of those small towns are gone. So many of the shops are chain stores. “Everything is starting to look alike,” said McCall, owner of her own little place, the Flag Store, in downtown Crystal Lake. The growth of big box stores is one reason McCall advocates for locals to keep their tax dollars within their respective communities. A dollar toward a local business is a dollar toward growing that community, she said. Across the county, with Christmas fast approaching, McHenry County businesses and municipalities are in a fight for holiday dollars – no small piece of the yearly retail and sales tax pie. Between 20 percent and 40 percent of yearly sales of small and midsized retailers take place within the last two months of the year, according to the National Retail Federation.

“We want to make sure that people are choosing Woodstock first,” said Cort Carlson, the city’s director of community and economic development. “Especially our local residents.” Business owners and community leaders go about reaching that goal in varying ways. In Woodstock, the city supports merchants with several events throughout the holiday season. A lighting ceremony, a kids day and a Santa parade, among other events, help bring people to the Square, where crowds drive sales. “You don’t have a lot of cost behind them on any level,” Carlson said. “The city’s cost comes in just the maintaining of the Square and providing, hopefully, a positive environment for the stores to thrive and be successful.” Crystal Lake has designated tax money directly toward measures to draw retail in during the holidays. During the worst of the economic slump, the city designated about $100,000 toward rebates for local consumers through its Shop Crystal Lake program. The first 3,333 people to submit an application saying they’d spent $300 in Crystal Lake stores received

a $30 gift certificate to Crystal Lake businesses. “That was amidst the depth of the challenging economic times, and we wanted to do what we could at the time to support local business,” Assistant Director of Economic Development James Richter said. The city since has reduced funds to the program. This year, it budgeted $7,500 toward prizes for the holiday program. Those who spend $200 in town can enter to win gift certificates ranging from $50 to $1,000. As for the push and pull going on among McHenry County businesses, Huntley Chamber of Commerce Chief Rita Slawek said there’s been a recent move toward marketing gifts of “necessity.” According to a survey by American Express and the National Federation of Independent Business, local shops are off to a strong start this holiday season. Locally owned stores brought in $5.5 billion in sales on Small Business Saturday, the survey found. If downtown Crystal Lake was any indication, local people took the day seriously, McCall said. “We had a really good day,” she said.

HUNTLEY – The village’s $21.56 million budget for 2014 is relatively unchanged from the current plan and features no major capital projects, a departure from recent years that brought dramatic changes to Huntley’s infrastructure. The total budget carries about 20 percent less in expenses than in 2013, when officials budgeted $5.23 million to extend Kreutzer Road west from Route 47 to Main Street. Huntley’s day-to-day operating budget is balanced at $9.79 million. It includes about $620,100 more in revenues and expenses than in 2013. “I would characterize the ‘14 budget as conservative, responsible and reflective of the priorities in the village’s strategic plan,” Village Manager Dave Johnson said. The Village Board unanimously endorsed the 2014 financial plan Dec. 12. Building permits and application fees from new development primarily make up the revenue increases in the operating budget. Increased police pension obligations, health insurance costs, salaries and benefits for three new village employees make up the added expenses, Johnson said. Capital funds have been depleted after officials in recent years completed major road projects, including a widened Route 47, a new Interstate 90 interchange and an extended Kreutzer Road, Johnson said. The village plans to spend $25,000 on studies to help officials pinpoint a location for a Metra train station. Johnson said a commuter train station is a long-term goal that could be completed by the early 2020s. Village trustees decided not to bankroll a special census count until 2015 because anticipated residential development after the new year could add to the village’s population, Johnson said. In related business, board members officially approved a $3.8 million property tax levy that remained unchanged from November, when the board narrowly agreed to hold the levy flat for the third consecutive year.

CRAVER kcraver@shawmedia.com HUNTLEY – As Ruth Ann’s Sweets owner Ann Grenevitch boxed a cake for a customer, she heard the magic words that small business owners love, and one of the reasons she chose Huntley to set up shop. “I’ll be back, girls. It’s hard to find a bakery around here.” Grenevitch, of Union, opened her bakery last month. It offers a full range of goods, such as cakes, cookies, pies, muffins and rolls, and with a comfortable seating area allows customers to sit and enjoy their purchases with coffee. On Wednesdays

and Saturdays, the bakery offers artisan breads, and like any bakery, it can whip up special-order pies, cakes and other goodies for special events. Grenevitch’s skill at baking comes from a lifetime of knowledge passed from her late mother, Ruth, whose expertise is reflected in the bakery’s name. As for the business aspect, Grenevitch has a master’s of business administration from North Central College in Naperville. She has taught baking and business as a marketing professor at Kendall College in Chicago and by teaching cake decorating at JoAnn Fabric and Craft in

Algonquin. However, she always wanted to turn her “extreme love of baking” into a business. “I knew I wanted to have my own business. I knew that was something I wanted to try and do, and I felt there was a need in the community,” Grenevitch said. “It was just something I could be very passionate about. Everybody has a passion, and they have to figure out what it is.” Grenevitch, who employs three, said business has been good and she has received a warm welcome from Huntley residents, who she said are happy to now have a local bakery. Grenevitch designed its

layout to accommodate on-thego shoppers and customers who want to stay. Cinnamon rolls, chocolate and berry croissants, lemon bars, danishes, Christmas cookies and coffee cake call out for purchase behind large glass cases. Wooden tables and an electronic fireplace invite people to sit and read, play games or chat. On the back wall is the slogan, “Live the life you have imagined.” “I feel like I live in Huntley. Being close to home helps a lot, and being the only bakery in Huntley helps from an economic standpoint. I think that things happen for a reason,” Grenevitch said.

Housing prices leave more people searching for shelter, assistance By JEFF ENGELHARDT jengelhardt@shawmedia.com CRYSTAL LAKE – In less than 24 hours Rachel Hardy would be homeless. The harsh reality was biting harder than the temperatures that awaited her outside of the temporary warm haven provided by a McHenry McDonald’s. The forecast for Dec. 13 – her first day without four walls and a roof over her head – called for temperatures dropping to 15 below zero with the wind chill. Thoughts of braving the cold were still warmer than thoughts of going back to her ex. She would take a cold sidewalk before she took another blow from him. But decisions were never that simple for the 23-year-old mother of four. She had some family in Memphis, some in Texas, but access to transportation and communication are hard to come by for a young, single mother with one foot out of a shelter. “I don’t know,” she said as she shook her head, failing to completely hold off the tears while she thought about where she could go.

A growing problem All Julie Biel-Claussen needs to do is look at the stack of paper on her desk to know the demand for low-income housing continues to grow. The stack on the desk of the McHenry County Housing Authority executive director gets taller every year. “When I first started here in 2007 our waiting list for Section 8 housing was about one and a half years,” she said. “Now, it takes up to four and a half years just to get assistance.” There are 24,568 people living in poverty in McHenry County, a 2011 estimate that jumped 9.8 percent over the previous year, according to the U.S. Census Bureau. The statewide number climbed 8 percent to nearly 1.9 million in 2011. Half of the poverty in the Chicago area was concentrated in the suburbs in 2011, up from about a third in 1990, according to a report released by Heartland Alliance’s Social Impact Research Center.

Huntley store caught selling alcohol to teen HUNTLEY – A Huntley liquor store could be fined up to $1,000 for selling alcohol to an underage person during a recent compliance check by Huntley police. Huntley Food and Liquor, 10729 Dundee Road, sold alcohol Dec. 17 to an 18-yearold special agent who displayed a valid state ID before the purchase, said Deputy Chief Michael Klunk. The store was the only one of Huntley’s 21 liquor license holders caught selling alcohol to the underage agent, Klunk said. The retailers were notified in October that a compliance check would be conducted within 60 days. Huntley Food and Liquor could be fined between $25 to $1,000 for the violation, Klunk said. The fine will be determined during a McHenry County court hearing Jan. 27. The Huntley Liquor Commission also could decide to revoke the store’s liquor license, Klunk said.

Centegra executives spent all year working their way through the planning process and encountered some delays, primarily from a recently decided legal battle with their competitors. The fight over the project will continue into 2014 after Centegra’s competitors filed an appeal to the decision. But on Thursday, Centegra officials were focused on moving forward with construction. The $200 million project marks the largest infrastructure investment in Huntley’s history. The final designs include plans for an eight-bed intensive care unit, full service emergency department, a dedicated women’s center and a helipad for transporting critically injured patients. The plans were relatively unchanged from earlier this summer, when Centegra executives presented the board with an initial design. “It looks fantastic,” Trustee Nick

Hanson said. The planning process did not come easily for Centegra. A lawsuit from competitors Mercy Health System, Advocate and Sherman Health ultimately delayed Centegra’s original construction start, planned for late October. The lawsuit sought to overturn a state board’s July 2012 approval of the Huntley project. The state’s health facilities board had previously rejected Centegra’s plan twice. The three competitors contended the state approval should be reversed because Department of Public Health staff concluded the proposal did not meet three of the state’s 20 standards. But a Will County judge sided

last month with the state board that the project will meet a future need in an area continuing to grow. Centegra General Counsel Aaron Shepley informed the Huntley board that both Mercy and Advocate, which merged this summer with Sherman, are seeking an appeal to the judge’s decision. The appeal process could last six to 10 months, but it shouldn’t derail Centegra’s construction plans, Shepley said. “The strength of the [judge’s] opinion will carry the day,” he said. “It’s just a process that we have to go through.” Although construction likely will begin in March, the public won’t have a chance to celebrate the project until the summer. Eesley said they wanted to wait until the warmer months to do a ceremony that is typically reserved for when construction crews break ground on a project. “We wanted to wait until it was a little warmer and make it more of a community-based ceremony rather than just have the dignitaries,” he said.

It also can be more difficult for those making low wages to afford housing in McHenry County. Fair Market Rent – the amount of money a property would command if it were available for lease – is roughly $958 for a two-bedroom apartment in the county compared to the state average of $873, according to data from Heartland Alliance. The same study shows the hourly wage needed to afford that apartment in the county is $18.42 compared to the $16.78 to afford the state average. On the existing minimum wage, a person would need to work 89 hours a week to meet living costs for the McHenry County apartment. Combined, housing and transportation costs account for 59 percent of the income for the average resident. Biel-Claussen said that has led the housing authority to focus on more than housing and offer additional assistance to residents who need help paying utility bills. She said those programs also have grown, although there are many people who still need but do not seek the help. “We have people that have never come in for assistance before and they are embarrassed,” Biel-Claussen said. “They never had to ask for help paying bills before and they think it’s a handout but it’s not.”

No matter where she checked, shelters were either full or had residency guidelines. But Home of the Sparrow had no such limitations and she moved in at the end of May. Hardy quickly enrolled at First Institute in Crystal Lake to study in the medical assistant program and got a job at an electronics store. There would be times when eating or sleeping would be limited or eliminated as she juggled work, school and taking care of her children. Eventually the job, partially based on commissions, became too burdensome and did not pay enough to support what was needed to get her from the shelter to work and school and back again so she quit. Leaving the job meant an extension

DeGraw said the shelter has responded to the demand by restructuring its service delivery and the results have been good. A road home It’s the morning of Dec. 13 and the night before was supposed to be Hardy and her children’s first day without a place to go. But Hardy woke up at the shelter, which gave her additional time to continue packing. The average monthly income of those entering Home of the Sparrow is $77. The average monthly income at departure is $1,450. In this case, the average was not the reality for Hardy who struggled to transition to shelter life as she experienced it for the first time. The extension was all she needed as she was able to make arrangements to stay in her mother’s one-bedroom apartment in suburban Cook County. The situation is far from ideal, and Hardy knows the stay will need to be short as her mother could be evicted for housing too many people. Earning a medical assistant certificate is still her top priority as it is the only way she’ll break the nomadic lifestyle. “I cry at night thinking about where I am going to go because I don’t want my children having to grow up this way,” she said. “You just have to keep looking for solutions. Just don’t give up.”
