Huntley District 158 pursuing inflationary property tax levy

HUNTLEY – For the second straight year, District 158 officials are seeking an inflationary increase to a property tax levy that is projected to increase homeowners’ property tax bills in the district.

The 1.5 percent inflationary increase is estimated to bring $823,000 more in property tax revenue next year and help the Huntley-based school district pay added budgetary costs, primarily contractual salary increases, said Chief Financial Officer Mark Altmayer.

158 had held its levy flat for three consecutive years. But as state lawmakers continue to discuss possible changes to the school aid formula and pension costs, the financial uncertainty forced administrators to again rely on prop-

erty taxes, Altmayer said.

“We can’t cover [contractual increases] with additional money from the state because we know there is not going to be additional money from the state,” Altmayer said. “If anything, there is going to be less

money from the state.”

A homeowner with a $200,000 valued home within District 158’s boundaries is expected to pay $58 more for the district portion of their property tax bill, under a 1.5 percent levy increase. The district board is set to officially approve the request Dec. 18.

Like past years, district officials also are requesting additional property taxes for new construction, a part of the levy that doesn’t affect existing homeowners.

District 158 is projecting to receive $1.06 million in property tax revenue from new construction.

Looking for big hearts Big Brothers Big Sisters program in need of more volunteers

CRYSTAL LAKE – Gene Woods literally has elevated Jaden’s life.

Woods has spent just more than three years as Jaden’s big in the Big Brothers Big Sisters of McHenry County program and has taken his little to both new emotional and physical heights. Woods, a licensed pilot, has taken 10-year-old Jaden on flights, trips to Great America and frequent geocaching adventures, among other activities.

The bond the two have

developed earned them the title of match of the year in McHenry County and is an example of how age disparity and other differences can fade away in unlikely friendships, Woods said.

“My adult children don’t have children, so it’s kind of like that grandchild,” Woods said of the relationship. “It’s easy to find stuff to do, and we always have a lot of fun.”

Dena Hernandez, director of programs for Big Brothers Big Sisters of McHenry County, said Woods’ and Jaden’s story is not uncommon in the program. The program

has about 482 active matches, Woods said, and some have been together for as long as 10 years.

But Hernandez said the organization is working toward 525 matches, and a waiting list of 18 littles – 16 of whom are boys – shows there is a shortage of volunteers.

“We’re primarily short in the McHenry-Johnsburg area,” Hernandez said. “We don’t expect a volunteer to drive more than 15 miles to meet with their little, so it can be difficult.”

Changes to the program in the last few years have helped

draw volunteers, Hernandez said, but it also has caused some hesitation.

Three years ago, the organization changed the weekly meeting requirements to a four to six hours a month requirement that could be fulfilled with two visits a month or weekly visits if the volunteer preferred. While that helped interest more people, last year the minimum commitment increased from one year to 18 months. Hernandez said studies showed that relationships broken off before 12 months actually did more harm to the child, so staff

wanted to make sure children had a big for at least a year and a half.

Hernandez, who also volunteers as a big, said the time flies for volunteers.

“Some matches go seven to 10 years with each other and through high school graduation,” Hernandez said. “We can only match a child up to 14 years old but once that match is made it can last a long time.”

The Crystal Lake woman had been caring for Vivian since she was about five weeks old and now about 16 months old, she even calls her mom.

A home-based child care provider for seven years, Camasta loves what she does.

But without her husband’s income, there’s no way she could afford to do it, she said.

Nationwide child care workers made on average $10.33 an hour in 2013, according to the Bureau of Labor Statistics. In Illinois, the mean hourly salary is $10.86, a wage that has not kept up with inflation.

child care business out of her Woodstock home, crunched the numbers and figured it could work – although she said without the income she gets from a rental property, she couldn’t afford to live on the salary.

The two grandchildren she cared for are no longer regulars – although they love to visit and play with the four to five children she now takes care of.

Most of the children Richards cares for are there full time, and they spend a lot of their time outdoors. In the basement she converted into her child care center, she points to a wall of photos, one of which showed three children entranced by a robin that had just landed on the bird bath in her backyard. Another shows them on one of their frequent trips to the nearby Woodstock Square.

“It’s a lot of thinking that goes into making it work,” Richards said. “You’re dealing with different families,

different personalities. You’ve got bills that come in steady everyday. There could be ups and downs. There’s fluctuations. Some people don’t want to pay for your vacation. Some people don’t mind. ... The other financial end is there’s no retirement. There’s no 401(k).

There’s no matching funds for a pension. There’s no health insurance.”

When Richards hit 65, Medicare was a huge relief.

“Some years I paid through my teeth for my health insurance,” she said. “I couldn’t wait [to qualify for Medicare] because I thought, ‘Now I won’t lose my house.’”

She finds it frustrating when she gets calls from parents looking for the cheapest rate.

But for many families, child care is one of their top expenses – beating annual median rent payments in 22 states and more expensive

Some time in 2015, Huntley officials will look to issue debt to finance the roughly $4 million in street, sidewalk, utility and landscape improvements to the downtown, after they committed to make the full slate of enhancements with the new Amtrak station construction in 2015.

In all 50 states, the cost of

improvements, primarily bankrolled by a special taxing district created for the downtown.

The tax increment financing district, which takes property tax revenue increases from the downtown over a base amount, hasn’t produce enough to cover adequately the looming debt for the streetscape and utility improvements, Village Manager Dave Johnson said.

“If we waited for the TIF increment, we couldn’t do the passenger rail and the streetscape improvements at the same time. We would piecemeal it,” Johnson said. “The decision was made not to piecemeal it and get it all done at one time.”

While trustees’ recent decision to redirect five percent of the six percent telecommunications tax helps fund the downtown makeover in 2015,

the move also means residents won’t see tax relief on their phone bills.

Huntley had been using the five percent to make debt payments on the new village hall and full-access interchange.

With debt on both projects set to be paid off by 2016, officials now will use the five percent for downtown debt payments. The five percent tax on residents’ landline and cell phone bills roughly generates $650,000 annually, according to village figures.

Officials also could use a portion of that five percent to cover the village’s annual street maintenance program and future capital projects approved by the board, Johnson said.

Officials will continue to use the remaining one percent of the phone tax to help fund the village’s operating budget.

“It is extremely heartwarming to see the difference [volunteers] make,” Maravich said. “You always hear them say, ‘We don’t even have to try.’ “ The program covers many costs for volunteers including all the application expenses.

The organization also hosts monthly activity days to provide options for the matches and support meetings where bigs can talk about their experiences and provide suggestions for improvements and activities.

For anyone on the fence, Woods said people should seize the opportunity.

“It’s not hard at all to meet with Jaden twice a month for two or three hours,” said Woods, adding he still works long hours and travels constantly. “In the summer I like to go on motorcycle rides on Sunday night, and I’ll just call to see if Jaden is up to anything. It’s that simple.”

It’s not that they don’t put a value to it; it’s just historically been something that was always taken care of through family.”

Back when Camasta lived

in her home state of Wisconsin, that’s how her first two children had been cared for.

But when she and her second husband decided to have a child, she didn’t have that network.

Instead, she stayed home – and to make that decision possible, she started taking care of other children. Now, seven years later, she has 11 children enrolled, most of whom she has cared for since they were a few months old.

“I feel like I’m appreciated, and that means more to me really than the salary,” Camasta said.

By EMILY K. COLEMAN ecoleman@shawmedia.com CRYSTAL LAKE – McHenry County College is one of the few community colleges without a dedicated space for Student Life activities and clubs, its student trustee said.

The college’s Board of Trustees was discussing a proposed temporary building that would be leased for the Crystal Lake campus for three years.

McHenry County College has submitted an application for the project with the city of Crystal Lake but later asked for it to be placed on hold so they could do some additional research and due diligence, said the city’s planning and economic development manager, James Richter.

Some trustees had raised concerns at a recent meeting.

Board Secretary Molly Walsh wondered whether it made sense to wait for the space utilization study that was approved in November to be finished.

The first phase of the study is expected to be presented at the April meeting, about a month – perhaps less – after the temporary building would have gone up.

If the college had proceeded with its application with the city of Crystal Lake, it was set to be on the Planning and Zoning Commission’s agenda in December with the council possibly considering it in January, College President Vicky Smith said Tuesday.

That meant that final approval on the project could have come before the Board of Trustees in January or February, she said.

In the meantime, it would be a good way to test out if a dedicated Student Life space would be used by students, she said.

Clubs at McHenry County College have grown quickly, and space for them to meet is limited, Student Trustee Justin Peters said.

The one room available has a maximum capacity far below the size of many clubs, Smith said, adding that research shows that students are more successful when they stay on campus beyond just classes.

Under the current proposal, the temporary building would be about 36 feet by 60 feet and consist of two offices and one large open space, according to board documents.

Staff is working with Student Life to determine what would go in the spaces and a townhall forum is planned to gather student feedback, Smith said.

Some of the discussions have revolved around installing table games like pool, foosball and ping pong, according to the documents.

There also would be two TVs for games, movies and TV. The building’s lease would cost about $34,000 a year, including delivery, setup and removal at the end of the lease, documents said.

Trustees requested estimates on the soft costs not included in the estimate, including completing the electrical and technology work, finishing the interior, insurance and other operating costs.
