– An Illinois Gaming Board decision that granted a Lake in the Hills gas station permission to use video gaming machines and allow customers to play the electronic slots surprised village officials.

Officials were startled to learn that the Gaming Board, in its license approval, considered the gas station – located miles away from the nearest interstate – a truck stop.

Marengo officials are also grappling with a proposal from a Shell station that wants to allow customers to consume alcohol onsite. The move would make the gas station eligible for the same video gaming license the state’s gaming authority has awarded to numerous bars and restaurants.

“When you think of a truck stop, you think of something next to the interstate,” said Lake in the Hills Village Administrator Gerald Sagona. “There’s much more to it than just three acres and 10,000 gallons of diesel fuel.”

In the two years since video gaming began in Illinois, the gambling devices have cropped up in places lawmakers never intended, including floral shops, laundromats and liquor stores.

In the county, officials in Lake in the Hills and Marengo are trying to process how gas stations could legally have video gaming machines.

Unlike the Marengo proposal, the Grove Mart station in Lake in the Hills doesn’t need a license to pour alcohol to have the machines, since the Gaming Board determined it was a truck stop, Sagona said Typically located near

Local officer helps improve police’s image

HUNTLEY – Throughout the past summer, Huntley Police Det. Adam Dean could be seen playing basketball and football with teenagers in parks, or meandering through the village’s neighborhoods to meet kids directly.

The 10-year Huntley policeman simply was performing the duties of his new position at the department.

Seeing a significant rise in the number of juveniles in Huntley, the local police department decided this year to create a new juvenile specialist position, designed to help improve relations between teenagers and police in Huntley.

Dean stepped into the position in January after the department also started seeing juvenile-related crime – curfew violations, underage drinking – rise among a Huntley High School population that is expected to reach 3,000 kids by the end of the decade.

He recently sat down with reporter Stephen Di Benedetto to discuss the position and what he has learned in the new role.

Di Benedetto: How do you generally interact with kids in this position?

Dean: I’ll play basketball with them, football. I could be out there playing catch with kids who are 5 years old, letting them understand that not always is a contact with a police officer going to be negative. When you are out there, it’s always a negative conno-

tation – why are we stopping you. We are more of a disciplinarian at that time. I want to change that with the juvenile youth to understand not all of their interactions with cops are going to be negative. It can be positive.

Students collect supplies for troops overseas

CRYSTAL LAKE – An empty 53-foot trailer parked in front of Crystal Lake South High School on a recent morning didn’t stay empty for long.

A group of eight students and faculty members quickly loaded the truck with boxes full of supplies destined for troops overseas. Within a couple days, the entire trailer, which is memorialized with pictures of killed-in-action McHenry County service members, will be filled with supplies from various corners of the community, said Joe Alger, of Crystal Lake.

Working with volunteer organization Operation Support Our Troops America, Alger was joined by myriad local supporters in a three-week effort to collect much-needed items to eventually be shipped overseas.

Alyssa Dick, high school senior and president of the Crystal Lake South National Honors Society, said the school contributed about 18 boxes of supplies. The collection – items from toothbrushes

Three seniors at Prairie Ridge High School also dedicated hours of their time to benefit recipients they’ll likely never meet.

Haley Glenn, Maddie Nowakowski and Natalie Favia were introduced to the cause by one of their teachers.

“We turned to each other and just decided, if we do this, we’re not going to do it halfway,” Glenn said. “We’re going to do it big.”

For weeks, the students spread word to fellow classmates and walked up and down Route 14 soliciting businesses for donations. Their ef-

fort garnered about 25 boxes full of supplies. Additionally, they organized a fundraiser at Culver’s that raised $600 and had area elementary students write a total of 250 letters to send to troops.

“I don’t think any of us realized how easy it was for us to do something like this,” Nowakowski said.

And it wasn’t just students and schools that got involved.

Alger, who is the COO of Crystal Lake-based JA Frate, said a number of local businesses and agencies took part, too, including Country Donuts, the Woodstock Police Department, TEQ Packaging and Sage Products, among several others. The supply drive has become an annual endeavor for Alger, a veteran of the U.S. Army like his son, father and grandfather.

“I don’t know that any of these packages are going to save anyone’s life,” he said.

“But what they will do is make [the troops] understand that the people back home haven’t forgotten them.”

Alger will take the truckload of supplies to Operation Support Our Troops’ head-

quarters, where the items will be sorted, packaged and shipped in January.

The 11-year-old, Lisle-based organization has shipped about 1.5 million pounds worth of supplies to date, estimated organization founder and president Deborah Rickert of Naperville.

She explained each package is addressed to an individual soldier, but is packed with enough goods to share with 10 people. The organization includes a note in each package asking troops what items they most need, and the responses help determine what Operation Support Our Troops collects.

“For us to be able to step in and help in this small way is pretty powerful,” said Rickert, who has had two children in the military. “And we couldn’t do it without people like Joe Alger and the local communities.”

With every choice people make, there are good consequences and there are bad consequences. A lot of the juvenile population, they are not thinking all the way through. Annual McHenry County Police Charities’ event helps kids in need

She really, really wanted a tablet for Christmas.

So the officer standing next to her at the Johnsburg WalMart directed the shopping cart to the electronics section and made it happen.

Officers from police agencies around the county, including the McHenry County Conservation District and as well as the Illinois State Police, paired up with kids Sunday for Shop with a Cop. For this single event, McHenry County Police Charities aims to raise $40,000 each year, budgeting $200 a child.

Of that, about $50 is slated to go toward winter clothing, and the other $150 is for the kids to decide.

“If they want cookies, candy, toys … we’re not going to tell them what they can get,” board member and City of McHenry police officer John

Adams said. “It’s their day.”

The event also provides a positive interaction with police.

“They get to see that we’re human, too,” Adams said. “We’re not just hard guys who take people to jail.”

Referrals are accepted from schools and area social service agencies. Although most of the children are in financial need, that isn’t the only qualifier. A family whose house burned down shortly before Christ-

mas and a child whose father had cancer have benefited in the past, Adams said.

Each year, there’s at least one kid who doesn’t buy for him- or herself, instead spending the money on mom, dad, or a sibling. One year, children staying with a foster family insisted on buying for the foster parents, Adams said.

Back in the electronics section, Ke’anna was picking from tablets with a little help from Deputy Chief of Court Security John Sosnowski and his wife, Pam. From there, it was onto the toys, where Ke’anna picked a Barbie Glamtastic Purse Kit and Barbie Endless Curls.

What else did she want?

Play-Doh. “Play-Doh? Anyone seen Play-Doh?” Sosnowski shouted, with an immediate response from the other officers dotting the toy aisles.

With a Play-Doh Doctor Drill ‘n Fill, Ke’anna’s budget was spent, but her cart was full.

“I think it was cool,” she said in the checkout lane. “I got to shop with a cop!”

Di Benedetto: Where do you find yourself spending most of your time in this role? You said you try and visit the parks and neighborhoods.

Dean: That goes with wearing many different hats.

I can be in a shirt and tie, generally speaking, during the school year but I also can be in the police uniform out at the schools as well. In the summer, I can be in a bike uniform. I can dress down, interacting with the teens and the younger kids. It’s completely different. It depends.

Di Benedetto: Overall, how do you think the teens have responded to the position?

Dean: I think they have responded in a positive way.

They’re getting to know my name, my face and understanding that it’s not always negative when they talk with police officers. We are just there to help them out, help them through their issues.

A lot of things I’m seeing with teens are about coping through the issues that they are going through today. It’s completely different. With social media, we are seeing a lot of issues with that, and teens making impulse decisions with cyber bullying and putting everything out there. We’re trying to educate them better on what to put on there and what not to put on there.

Di Benedetto: What’s the end goal with this position? What do you hope to achieve with the teens?

Dean: Getting them to that next step, whether that be high school or college — having them make better decisions and getting them to understand that there are good consequences and bad consequences.

An outspoken critic of the gambling law, state Rep. Jack Franks, D-Marengo, said he tried to warn both county officials and statehouse representatives that the video-gaming bill lawmakers passed in 2009 would lead to widespread and unintended use.

Looking to help bankroll the state’s $31 billion infrastructure plan, lawmakers legalized video gambling to allow bars, restaurants, fraternal organizations, veterans clubs and truck stops to have the slot-style machines.

Truck stops, which are the only businesses that can operate the machines 24 hours, are among the top gaming earners since the law took effect, according to Gaming Board data.

The legalization overall has generated $210.8 million in revenue for the cast-strapped state government and $42.2 million for local governments on more than $3 billion in wagered cash, according to state

Under the video gaming law, the state defines a truck stop as a business that owns or leases at least three acres and sells at least 10,000 gallons of diesel fuel a month. Aside from its fuel sales, the Grove Mart rests on three acres, meeting the minimum requirement.

The sales threshold is well below the national average.

U.S. gas stations with diesel on average sell 17,100 gallons of the fuel a month, according to the NACS, a national trade association for convenience stores and gas stations.

Despite the state’s approval, the Lake in the Hills board tabled the Grove Mart request because trustees wanted the owners to better screen the machines. The board will

With routine gas stations in the county now using the machines, lawmakers should re-examine the 2009 law to better regulate video gaming, Franks said.

“I don’t think this reflects who we are as a society in McHenry County. I don’t believe our morals and values are ones that support gambling at every corner and at every town in our county,” Franks said. “Oftentimes, there are unintended consequences of laws that the legislature have to remedy, and this is clearly one of those times.”

A chief sponsor behind the video-gaming bill also has said that the spread of the machines into unlikely businesses isn’t what he had in mind.

“It was never our intention to turn florists’ shops into places for gambling,” Rep. Lou Lang, D-Skokie, told the Associated Press. “And so, it’s something that needs to be looked at, for sure.”

RINGWOOD – The redtailed hawk swooped up from Beth Gunderson’s arm but didn’t go far.

It hopped from tree to tree, branch to branch, likely figuring out where it was and with a mouse for breakfast, in no great hurry to move on.

The hawk was on its own for the first time since colliding with an airplane at the Lake in the Hills Airport Aug. 26, McHenry County Conservation District spokeswoman Wendy Kummerer said.

About 11,000 collisions involving animals were reported at 650 airports in 2013, according to the Federal Aviation Administration. The vast majority of these involved birds.

The district’s Wildlife Resource Center had cared for the bird while it healed from a fractured left wing and injured toes, and after a 14-week recovery period, the staff confirmed it could hunt on its own and was ready to be released into Glacial Park.

The conservation district began the program in 1993, collecting and incubating eggs and then raising the hatchlings before releasing them in an effort to increase their numbers, according to district documents.

Aside from turtles and permanently injured birds, the staff also is caring for a bluebird with a broken wing.

“It would be ideal if we never saw an injured animal,” Denham said. “We would much rather they be out where they belong.”

To keep the number of injured animals down, Denham and Gunderson recommended property owners keep their cats indoors, make sure there aren’t holes in their roofs and don’t feed wild animals.
