No interest in Huntley Mill

By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com HUNTLEY – Not a single developer has officially shown interest in redeveloping a 19th century mill in downtown Huntley, even after village officials extended a proposal deadline to Friday.

Victor Narusis, the village’s business recruitment coordinator, said Huntley has yet to see a proposal to invest time and money into renovating a historical mill in need of a makeover.

Officials thought they had at least one proposal after they sent out an initial redevelopment request this summer.

But the prospective developer ultimately withdrew plans, Narusis said.

“We believe that some proposals will come, but we have yet to receive any,” he said.

Huntley’s original deadline to find a developer was Sept. 30, but the Village Board extended it to Nov. 1 to see whether more people had interest in the former mill.

Developers seemingly are not interested. But Narusis said that a few developers have toured the two-and-a-half story building located at 11801 Main St. Developers also typically send formal proposals at the last minute, he said.

“These things typically are submitted at the deadline without much advanced notice,” Narusis said. “With developers, it usually is last minute.”

The village bought the historical structure for $115,000 last year as part of its ongoing effort to revamp the look of its downtown. Local historians immediately lobbied village officials to preserve the building after they heard rumors that officials had plans to demolish it and create additional parking spaces.

Built in the late 1800s, the original mill belonged to W.G. Sawyer and John Kelley, two local businessman who were influential in developing

Huntley during its infancy. A cash-for-gold business and a cleaning service most recently occupied the building when officials acquired it last year.

In the interest of preservation, officials contracted an outside firm this year to assess the work required to fix the building. The firm concluded that significant work is needed to bring the building up to code. A potential developer would also need to overhaul the building’s exterior, including a new roof, siding and windows.

If no developer submits a proposal by Friday, board members would have to decide whether to continue trying to redevelop the building.

School officials: Benefits well worth sports’ bit of budget Three years ago, faced with a deficit that was thought to be more than $4 million, McHenry District 156 officials threatened to end extracurriculars.

If voters didn’t say yes to raising taxes 60 cents per $100 in equalized assessed value, they said, students could kiss band and Key club goodbye.

Still more fearsome to many: how could a community survive without sports?

“Athletics taught me how to compete,” resident John Meyer said at a school board meeting shortly after the referendum was voted down, according to Northwest Herald archives.

“We cannot take this away.”

But a debate exists about whether those strong feelings in the U.S. toward high school sports might actually set students back when it comes to academics. Some argue school districts across the country over-emphasize the importance of sports, putting hundreds of thousands of tax dollars toward athletics every year, sometimes undertaking multimillion dollar stadium renovations, while the financial times call for cuts.

McHenry County schools have been no stranger to patching deficits in recent years, yet significant cuts to sports have been sparse, if existent at all.

Local administrators give several reasons for the disconnect,

and many say a commitment to athletics goes hand-in-hand with a commitment to school.

But another reason might be athletics simply don’t comprise enough of the budget to make much of a difference.

“If you have to cut a lot of money, you have to go where the money is,” Huntley District 158 Superintendent John Burkey said. “There just isn’t a lot of money [put toward athletics], in percentage terms, to begin with.”

The $1.1 million that District 158 set aside for activities – which includes sports, but also band, yearbook and other extracurriculars – makes up about 1.1 percent of the total budget for the 2013-14 fiscal year.

In September, District 200 passed a $88.5 million budget – of which $1.7 million, or about 2 percent, goes toward activities.

A year and a half ago, when Woodstock District 200 was facing a $2.67 million shortfall, administrators didn’t consider cuts to athletics a viable option to help balance the budget.

“You would probably be looking at cutting whole programs to make enough of an impact,” said George Oslovich, District 200’s assistant superintendent for middle and high school education. “Especially at the high school level, let’s say there you cut freshman sports, what would that do to your varsity?”

The district cut 16 certified

staff positions at a savings of $1.1 million to the district, froze administrators’ pay, among other cost-savers, and pulled from reserves to cover the gap.

Oslovich said the district tried to cut from areas that were inefficient and where attendance was low. Athletics didn’t fit that description.

“We know that students are more successful, especially at the high school level, the more involved they are in high school activities,” he said. “We didn’t want to pull that away.”

When things were all said and done in District 156, warnings by the school board about slashing extracurriculars – and with them, sports – weren’t upheld. The estimated deficit of $4 million turned out to be overblown. In actuality, the district was short about $700,000.

Still, under a plan to spread out cuts to close the deficit over time, coaches of all sports took a 25 percent pay decrease over two years, Superintendent Mike Roberts said.

Roberts, who was a principal at the time, said his philosophy is to cut across the board, regardless of department.

“As we face budgets today, we look at it as: if our projects are 5 percent over, we need to reduce our budget by 5 percent, and everybody across the board takes hits,” Roberts said. “We’re not going to gut anything.”

County staff members are curious what you think of it.

Six public hearings throughout the county are scheduled this month so residents can see the draft version of the 2040 Long Range Transportation Plan and offer opinions.

The plan’s overall goals for transportation infrastructure through 2040 are to decrease congestion, make transportation safer, increase choices, provide mobility for all residents and preserve the environment.

The plan highlights capacity

and operational improvements for Route 47 through Woodstock and between Woodstock and Huntley, Route 31 in McHenry and between McHenry and Crystal Lake, Route 14 from Woodstock to Fox River Grove, Route 12 in Richmond and between Richmond and Fox Lake, and Randall Road between Crystal Lake and Algonquin.

who has covered education extensively, made a case that from an academic standpoint, schools would be better off severely reducing the flow of money into athletics.

She said athletics have a residual, negative effect on the entire school by draining resources that could be put to use elsewhere. Putting so much emphasis on sports, Ripley argued, has contributed to the country’s comparatively lackluster performance on international assessments.

Local administrators pointed to high participation in sports and activities surrounding sports – such as cheerleading or band – as justification for costs.

District 155 pulled $1.18 million from its construction fund to pay for its recent upgrade of Crystal Lake South High School’s football stadium, which has been controversial for reasons outside its cost. Spokesman Jeff Puma said if there have been complaints about overspending on that project or athletics in general, they haven’t made it to his office.

“The fact of the matter is that 63 percent of our kids participate in athletics,” Puma said.

“That might speak to why we have not gotten complaints.”

The funds came from a $39.4 million grant from the state to help build two new schools.

The state was late in paying the district, which took out bonds to cover the cost of the schools. When the grant money came, officials decided to put it toward the stadium, in addition to paying down debt.

Burkey, the District 158 superintendent, said extracurriculars – sports or otherwise – play a vital role in the high school experience.

“I hate using the term ‘extra,’” he said. “In my mind, they really aren’t extra. They are a core part of educating a student.”

Burkey and others also said sports can serve as a reason for many students to attend and stay engaged in school, if for no better reason than to avoid repercussions with coaches.

Truancy Outreach Officer Bob Diviacchi, who works with the worst cases of chronic truancy at the McHenry County Regional Office of Education, said that of the cases he’s reviewed since starting his job more than a year ago, none have involved athletes.

“We’ve tried to push them to get into athletics or any type of club activity for that matter to try to help their truancy,” he said.

Added Leslie Schermerhorn, McHenry County regional superintendent of schools: “Sometimes, that’s the only reason a child will go to school.”

“We invested significant dollars to make the interchange a reality, and we believe the table is set now for positive economic growth and development in our community,” Johnson said.

As the push for going paperless is enforced, will cursive writing become a dying curriculum?

By SHAWN SHINNEMAN sshinneman@shawmedia.com Five years ago, Harvard District 50 did what many school districts across the country have done in the past decade.

In a world revolving around computers, administrators took a look at the practicality of teaching cursive writing. At the time, the average third-grader spent about a half-hour each day learning to read and write the curvy, connected script.

“What we decided at that point was spending the halfhour a day on cursive handwriting with the emphasis of going paperless was not the best use of our time,” said Mary Cooke, District 50’s district literacy coordinator.

District 50 made a decision that has become com-

mon. School districts across the country are scaling back cursive writing training or, in some cases, cutting it altogether.

Some opponents of the new Common Core learning standards, which emphasize computer-based learning, have said that because the standards don’t call for cursive instruction, they are likely to cause the craft’s extinction.

But if that’s true in Illinois, it won’t be because of any specific change in requirements.

Individual school districts are responsible for setting their own cursive curriculums.

Although it used to have a greater presence in Illinois classrooms, cursive has never been required as a part of state learning standards, Illinois State Board of Education spokeswoman Mary Fergus said.

“We don’t track lesson plans on cursive/handwriting specifically, but we understand some districts are not teaching at all and many don’t put as much emphasis on cursive as a couple decades ago,” Fergus said in an email to the Northwest Herald.

District 50 has de-emphasized cursive, but it hasn’t gotten rid of it.

Third-graders now spend 10 to 15 minutes a day learning the letters. The end goal is that each student will be able to sign their name and read cursive, Cooke said.

Huntley District 158 similarly is aiming to keep cursive alive.

Michelle George, District 158 director of curriculum and instruction, said that beyond the importance of passing along a level of cursive education, learning the skill gives

students a chance to hone fine motor skills.

Still, the district has reduced its cursive training time.

“We might have spent maybe 20 to 30 minutes a day at one point,” George said. “[Now] maybe it’s five to 10 minutes a day.”

Other districts, such as District 200, have done away with formal cursive writing programs entirely. Many districts are choosing to put that time toward computer skills, Fergus said.

That has been the case in District 50, but Cooke can’t imagine that administrators will ever fully abandon cursive.

George said the same about District 158 officials.

“Until handwriting is completely gone, I can’t see it going away,” she said.

Officials ultimately secured financial commitments from McHenry and Kane counties to pay for half of the $61 million construction project. The Illinois Tollway Authority and the state’s transportation department would fund the rest of the project.

Construction started last spring. Gov. Pat Quinn helped village and county officials break ground on the project, and he commended Huntley for taking the lead and pursuing multiple avenues to build a full interchange.

The Tollway has since hailed Huntley’s approach as the model for future interchange projects. The statewide recognition may be humbling, but for Johnson’s staff, work on using the interchange to their advantage is just beginning.

The village’s economic development department has the primary responsibility of luring small to midsize manufacturers, as well as technological and industrial companies, in the coming years to the immediate areas surrounding the interchange.

Johnson said the village already has seen an increased interest from businesses since Plote Construction was selected in March 2012 to build the interchange.

Huntley enticed LionHeart Engineering last summer to move its service facility from Woodstock to the Huntley Corporate Park, a business park near I-90.

Impact Plastics relocated from Elgin to Huntley, partly for better interstate access. General RV, located near Huntley’s outlet mall along I-90, also is expanding its facility because of an anticipated spike in customers traveling from the interstate.

A diverse range of businesses around the full interchange, combined with Centegra Health System’s proposed $233 million Huntley hospital, could accelerate growth in a village that already has seen a population boom during the past decade.

“We are still challenged by the overall economic climate that makes many of these projects a challenge, but we are pushing ahead,” Johnson said.
