Yet the offense put together a scoring drive to start the second half. Then, the defense produced a three-and-out, and Red Raiders kicker Donovan Young boomed through a 42yard field goal.

Huntley’s sideline was vibrant again.

“We had the momentum,”

Huntley eyes another Downtown fixes get boost for area near special census count Makeover Amtrak station a priority for Huntley in 2015

By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com HUNTLEY – Village officials want U.S. Census takers to confirm population growth they think has happened since 2010 as Huntley teeters on a key population milestone that could ultimately expand its taxing powers.

Based on building permits issued since 2010, village officials believe Huntley’s population will near 26,000 residents by late 2015, five years after the official 2010 Census pegged the village’s population at 24,291 residents.

Huntley officials included $200,000 in the proposed 2015 budget that would bankroll a special census count, scheduled to be conducted in late 2015.

Village Manager Dave Johnson said a special count is meant to ensure the village receives all entitled state revenue. The village estimates it could receive an additional $231,740 annually with a population of 26,000.

But in Illinois, any municipality with 25,000 or more residents automatically becomes a home-rule unit, granting a village broader taxing and licensing authority than non-home-rule governments. Whether – or when – Huntley decides to exercise the greater authority that

could come with the latest special census count remains unknown.

“We are making sure we capture the existing financial resources to provide services,” Johnson said of the special census. “As a home-rule municipality, you do have some select ability to enact laws that may be more beneficial to residents that you can’t do today.

Has there been any specific discussions on that? Absolutely not.”

Home-rule units in Illinois are allowed to impose and collect taxes locally on utilities, hotels, restaurants, alcohol and tobacco sales and real estate transactions, according to the Illinois Department of Revenue.

Home-rule municipalities also are exempt from the state’s property tax cap law that limits a local government’s annual levy request on existing property to the lesser of the rate of inflation, or 5 percent.

Crystal Lake, Lake in the Hills, McHenry and Prairie Grove all have home-rule status in McHenry County, according to the Illinois Secretary of State. Voters through referenda granted Crystal Lake, McHenry and Prairie Grove home-rule authority at separate times.

By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com HUNTLEY – Sparked by the state’s commitment to deliver Huntley an Amtrak station, village officials are planning to make 2015 a major year for the ongoing downtown makeover.

Officials have dedicated roughly $7 million of the village’s proposed $11.1 million capital projects budget in 2015 to the historic downtown.

Nearly $4 million in downtown work will go to relocate overhead and underground utilities, renovate water and sewer lines and improve the landscape and sidewalks near the downtown square.

The project represents the last major piece to Huntley’s downtown revitalization effort. Since rolling out the 2010 makeover plan earlier this year, officials cautioned they would have to do the project in pieces because of the cost and financing constraints involved.

But recent financial commitments from the state on Gov. Pat Quinn’s announcement earlier this year to include Huntley on a new Amtrak passenger rail line have caused officials to fully tackle the project in 2015, said Village Manager Dave Johnson.

“We believe we have the financial wherewithal to take on the downtown project and accomplish what we’ve been looking to do here over the course of the last five years,” Johnson said. “The catalyst for the reinvestment in the downtown ties to the passenger-rail investment.”

The other $3 million in downtown infrastructure work in 2015 will come through a state reimbursement that will finance a new Amtrak station, including a passenger platform and parking improvements. City staffers will present the financing agreement with the state during a meeting Thursday, Johnson said.

As the village moves away from its piecemeal approach to the other downtown work, officials will issue additional debt to cover the project’s $4 million estimated price tag.

Debt on three other major capital projects is scheduled to come off the village books in 2015 and 2016, Johnson said.

“We didn’t want to tear up the downtown for the passenger rail and have parts of that overlap into the [downtown] streetscape plan, then come back later and tax the businesses and the community by doing it all again,” Johnson said.

More area districts adding full-day kindergarten

“How hard do you press?” he asked the other kindergartners at his table. “Is this too much?”

“It’s fine,” 5-year-old Matt Rupnik assured him.

The group of four children were working on pressing stamps onto a piece of paper.

Each stamp had a picture and word pair with one letter missing from each word.

Their teacher, Jill Peterson, a 26-year veteran of Richmond Grade School, moved from table to table where different groups completed different activities.

Children traced their “magic c” letters on an iPad at one table. At another, they used tweezers to pull numbers out of Wiffle balls. Then they counted out the right number of plastic leaves onto a grid.

– with an academic one, be it writing, reading or math.

“I really think the kindergarten curriculum has become first-grade curriculum,” she said.

While the state requires districts to offer at least halfday kindergarten, it doesn’t require parents to enroll their kids in school until they are 7.

But the federal and state government also are upping their standards for kindergarten, and the state is discussing implementing observation assessments perhaps on the horizon.

Out of 2,231 Illinois schools, 1,659 of them had all their kindergartners in full day last school year, according to the Illinois State Board of Education. That’s about 74.36 percent, compared with 72.22 percent in McHenry County.

Last year was the first year District 2, which includes Richmond Grade School and Spring Grove Elementary, offered full-day kindergarten.

At least two other districts in McHenry County are looking into it.

Cary’s District 26 estimates providing full-day kindergarten for all of its students would cost $181,600 in staffing

and material. They also would need three additional classrooms, which they don’t have until at least 2016-17, based on enrollment projections.

Johnsburg District 12 has been investigating the possibility as well; however, it faces financial and scheduling constraints. Staff from Ringwood Primary Center, the school that houses the district’s preschool and kindergarten programs, plan on presenting to the District 12 school board at either its November or December meetings.

Offering full-day kindergarten would require the district to hire at least two additional teachers plus perhaps another one so teachers had planning time, Principal Cathy Neiss said. However, declining enrollment has meant the district does have the space to accommodate the kids all day.

“We’re very strongly considering going to full day, but the costs are substantial,” she said. “But we can’t get everything that’s mandated into a half-day session. It’s very challenging.”

Providing full-day kindergarten has its economic returns, however, according to

an advocacy guide put out by the National Education Association. The group pointed to several analyses conducted by researchers that found investments in quality early childhood programs generate returns of 3-1 or higher.

Students that attend full-day kindergarten are less likely to repeat a grade or drop out, the report said. The longer day also gives teachers time to respond to learning challenges early on.

The main difference between Peterson’s classroom now and when it was a halfday program was the pace.

“We have always been pretty academic, but I feel like we were trying to fit a full-day program into a half-day schedule,” she said.

In the past, she couldn’t have the students do the stations everyday, something that allows them to work in partners and groups, develop their independent learning skills and practice the academic skills. By the end of the year now, she has students writing seven- to 10-sentence papers – something she doesn’t think she could have imagined back when she started teaching.

ter, parents are amazed by the changing and more rigorous instruction, even parents that had children go through kindergarten five years ago, said teacher Beth Wilson, who has taught kindergarten for more than a decade.

Switching to full day would mean the kindergarten teachers at Ringwood could have math lessons everyday, teacher Kelly Wicinski said. They could let them play and spend more time working one on one, Neiss added.

“You are so rushed,” she said. “You don’t have time to talk to your kids like you used to.”

The teachers at Ringwood are more than ready to make the change – and the response to parents was overwhelming positive, although some worried 5-year-olds aren’t developmentally ready to handle a full day.

Parent Megan Cantrell goes back and forth, she said as she got ready to take her daughter home from her half-day program at Ringwood. She thinks the independent time would be good, but she’s a “control freak mom” who likes to spend the day with her daughter.

Visit McHenry County to relocate to Huntley

By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com HUNTLEY – McHenry County tourism officials think they’ve found a visible location in downtown Huntley that can highlight a multimillion-dollar industry and help draw more Chicago-area visitors to the county.

In April, Visit McHenry County, the county’s tourism and convention bureau, will move from its current office in Crystal Lake to the historic Hackett House in downtown Huntley, near Route 47 and Main Street, both tourism and village officials recently announced.

The move allows Visit McHenry County to have its own identity after the tourism group subleased various office spaces from the McHenry County Economic Development Corp. since forming in 2005, Executive Director Jaki Berggren said.

The Huntley location also positions the group in the southern end of the county and closer to the numerous daily travelers along Interstate 90 coming from areas like Chicago and Rockford.

“We want that location to be the gateway into our county for visitors,” Berggren said.

“It’s the best opportunity and location in the county for our offices to increase our visibility, and it’s the best way to capture tourism dollars before they go elsewhere.”

In 2013, travelers spent $214 million on county tourism, including money for gas, shops, restaurants and hotels, according to recent data gathered by the U.S. Travel Association for Visit McHenry County.

A move closer to I-90 means the tourism group can try to entice additional interstate travelers to visit the bureau’s Huntley office and website through signs posted near the Route 47/I-90 interchange, Berggren said.

The downtown Huntley location also places the bureau along Route 47, a prominent state highway in the county that typically draws Chicago tourists traveling from I-90 to attractions in southern Wis-

consin, including Lake Geneva, she said.

The historic Hackett House, currently being refurbished by the village, would feature a welcoming area for outside travelers along with office and conference space on the first floor.

The village would lease Visit McHenry County the space for the next five years after the village acquired the property in 2013 for its ongoing downtown overhaul.

The group has agreed to pay $500 monthly rent to the village for the first two years and $850 monthly rent for the last three years of the lease. The village can renew for another five years once the initial agreement expires, Berggren said.

Village officials warned in 2013 that the Hackett House, originally built in the early 1900s as a hotel, needed extensive work before they could try to turn the property over to a developer. Village Board members recently authorized $80,000 in exterior work to the windows, roof, siding and gutters.

The village will complete that work and soon start interior renovations before Visit McHenry County occupies the old hotel later this spring, said Victor Narusis, village business recruitment coordinator.

Instead of marketing the property to a developer, the village wanted to “be a good citizen” and give back to the county, which has helped financially support recent Huntley projects like the full interchange, Narusis said.

“We wanted to be a good team player within the county and are pleased and honored to have [Visit McHenry County] with us,” he said.

The Raiders (8-2) forced another punt early in the fourth quarter, but return man Tim Ryan bobbled the ball and the Pirates recovered the fumble. Palatine coach Rick Splitt called for a double pass, as Orlando fired a lateral to Matt Lamm, a wide receiver and backup quarterback, who fired to a wide open Jovone Stricker for a 30-yard touchdown.

“We’ve been practicing it and we never thought we’d use it,” Orlando said. “I guess it worked. Lamm played quarterback [for the sophomores] last year, so he can throw.”

Huntley still had chances, but its next three drives ended with a lost fumble and two interceptions. The Pirates had a 5-0 advantage in turnovers. “[Palatine] made some big plays and we made too many

Splitt figured the Pirates would see an inspired Huntley team after halftime.

“They’re big boys and we knew exactly what they were going to do in the second half,” Splitt said. “They pounded it down us, they

made a few adjustments and we struggled a little bit, but big plays happen.”

Running back Casey Haayer carried 19 times for a gamehigh 105 yards, and quarterback Anthony Binetti threw for 202 yards and one touchdown.

“We did great [this season],” Walker said. “Four years ago, we’d never have expected to go 8-1 [in the regular season]. Going 8-2 is a great season, but we expected more.”

Property owners in two remaining McHenry County townships have an opportunity to appeal their assessments.

People in Riley Township have until the end of business Friday. Several days later, assessments are expected to be published for Grafton Township, the last one to go to print, according to the McHenry County Assessor’s Office. Appeal deadlines for the county’s other 15 townships have passed.

Assessments, or one-third of a property’s value, determine a property owner’s share of the tax revenue that county, municipal, school, township and other taxing districts receive. Publication in a local newspaper of record starts a 30-day period for property

owners to contest their assessments, which will be used to calculate their 2015 property-tax bills. Each appeal is heard by a board of review, which at the end of the hearing makes a determination of the property’ value.

Riley Township, except for a sliver of the city of Marengo, is rural. Grafton Township contains much of Huntley, almost all of Lakewood and parts of Crystal Lake, Lake in the Hills and Algonquin.

Most other township assessors finished their assessments months earlier – they have moved up the publication process in recent years because of the surge in appeals, which peaked two years ago at 10,413. That surge was fueled by frustrated homeowners who found their property tax bills were either staying the same or increasing,

despite their homes losing significant value as a result of the bursting of the housing bubble.

About half of the appeals in any given year come from Algonquin and Grafton townships, which largely are urbanized and hold about 45 percent of the county’s residents and households, according to the 2010 U.S. Census.

Because assessments determine a property owner’s share of what taxing bodies receive, getting it lowered does not guarantee the owner’s bill will decrease as well. A successful appeal does not mean the taxing bodies will get less money – it means the discount you receive will be spread out among your fellow taxpayers, just as your assessment will be adjusted upward to make up for everybody else’s decreases.

Huntley Community Radio is on FM dial volunteers. He immediately went to the refrigerator to uncork a bottle of champagne.

“All I sensed was a feeling of bliss and one where I felt like I was floating on cloud nine,” Pollack said. “I blurted out, ‘We became a FM station.’ ... We felt like we achieved a major goal.”

The sense of accomplishment came after Pollack and other Sun City residents conceived the idea to start a community radio station in 2009. In the years following, the volunteers started an Internet radio station, expanded programming, raised more than $40,000 for radio equipment and successfully applied for a low-power license with the FCC. After equipment and program tests in early October, the FCC gave the group the

go-ahead to broadcast on residents’ FM dial, five years after the Sun City neighbors set the goal.

They now are finding their broadcast signal can reach people in Carpentersville, Crystal Lake and the southern portion of Woodstock, Pollack said.

With its longstanding broadcast goal achieved, Huntley Community Radio now wants to develop its news operation.

The nonprofit is eyeing additional donations for remote broadcasting equipment that would allow the station to cover breaking news and live community events on location.

The group also wants to expand internship opportunities after recently partnering with McHenry County College and Huntley District 158, Pollack said.

Sitting inside Huntley Community Radio’s offices at Deicke Park, Pollack, the executive director of the all-volunteer radio group, glanced at his phone Oct. 14 and saw a message that the Federal Communications Commission officially approved the group’s low-power license to start broadcasting locally on 101.5 FM. Pollack looked around the room and saw some of the original directors and longtime

If Huntley becomes a homerule unit with the special census, officials wouldn’t make any immediate decisions on how to use the new authority, Johnson said. Village Board members likely would start initial discussions on the issue in late 2015 or early 2016 as part of a broader update to the village’s five-year strategic plan, Johnson said.

The village also won’t know about home-rule status until the census bureau certifies the outcome of Huntley’s special count. That likely will happen in early 2016, Johnson said.

“We’ve had very little conversations about home rule,” Johnson said. “That’s why I point back to the last 15 years.

At the start of the village’s growth spurt nearly 15 years ago, Huntley authorized a special census count in 2003 that revealed the village’s population more than doubled from 5,730 residents in 2000 to 12,270 residents, according to archived stories in the Northwest Herald.

The village also flirted with home-rule status in 2008 after another special census count initially put Huntley’s population at 25,525 residents.

The village claimed homerule authority in September 2009 because of it, but the Secretary of State’s office later denied it after determining census takers miscalculated the 2008 count.
