Centegra Health System’s Huntley hospital on track for 2016 completion

By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com HUNTLEY – Weather permitting, construction crews should complete the roof to Centegra Health System’s new Huntley hospital by the end of December, inching the $233 million project closer to its 2016 completion date.

By April, Schaumburg-based Power Construction should have the exterior of the proposed five-story, 128-bed hospital finished, said Susan Milford, Centegra’s senior vice president of strategy and development.

Crews would then spend about a year building the interior of Centegra’s third McHenry County hospital.

The largest construction project in Huntley’s history has remained on track, despite some construction timetables being tied to weather conditions.

“We’re still on track to treat our first patients in the fall of 2016,” Milford said. “We are already so excited to bring additional services to the people of northern Kane and

Since early March, Power Construction has built the hospital’s foundation, placed steel beams and most recently installed the hospital’s exterior walls.

Doctors and nurses from Centegra also have visited the health system’s Huntley campus at Algonquin and Haligus roads to view mockup hospital rooms to ensure the designs fit the needs of pa-

tients and health care workers, Milford said.

“Their feedback is helping us make small tweaks to our plans so we can build the best hospital for the community,” she said.

The broader hospital design includes an eight-bed intensive care unit, full-service emergency department, a dedicated women’s center and a helipad for transporting critically injured patients.

HUNTLEY – Unlike in the years after the economic recession, the average Huntley homeowner next year should pay less for village property taxes than they did this year.

Huntley officials attributed taxpayers’ savings to village trustees’ recent decision to hold the property tax levy flat for the fifth consecutive year and also property values increasing overall in the village for the first time since 2009.

Trustees had the option of increasing the village’s levy by $200,000, a move that would have increased an average Huntley homeowner’s property tax bill by about $7 next year.

But the board opted to again hold the line on property taxes, despite the village being required to use more revenue from its general fund to pay toward police pensions.

“It’s the right thing to do,” village President Chuck Sass said during a recent board meeting. “It appears to be getting better out there, but it’s still not the best. I think we can be proud and hang our hat high.”

Even with flat levies in the years following the recession, Huntley homeowners each year still paid more for village property taxes as overall property values decreased within the village.

But the continued development this year of Huntley’s Talamore subdivision in McHenry County boosted the village’s overall equalized assessed value for the first time since 2009, despite values in the Kane County portion of Huntley decreasing again.

Counties use a village’s equalized assessed value to set property tax rates each spring.

“This is a testimony to the investment that continues to occur in our community,” Village Manager Dave Johnson said. “We’ve seen for the first time since the downturn See TAXES, page 6

Odd McHenry County document leads to historical find

By KEVIN P. CRAVER kcraver@shawmedia.com WOODSTOCK – An unusual finding at the bottom of a drawer at the McHenry County Division of Transportation led to the discovery of more than 300 old documents that laid the foundation for much of the county road system we know today.

The “Harmony linen,” as employees have come to call it, is a document typed and drawn on a 28-by-19-inch wax-preserved Irish linen that settled a land dispute filed by a property owner along Harmony Road, which stretches from Huntley west to the Boone County line. But to Project Design Engineer Ernest Varga, who stumbled across it, the linen represented a mystery to be solved. No one had seen anything like it before – it was dated 1939 and referenced state road laws dating back to 1847, or just

4 County board OKs balanced 2015 budget

Experts cite shortage of caregivers

By KEVIN P. CRAVER kcraver@shawmedia.com WOODSTOCK – The McHenry County Board passed a balanced 2015 budget that does not collect the inflationary property tax increase allowed under the tax cap.

Board members in a 22-2 vote Tuesday evening approved the $240.3 million budget for the new fiscal year that starts Dec. 1 for the county.

The budget is about $6 million more than the $234.3 million budget put on 30-day review last month because of factors such as higher than expected tax revenue, $1 million saved by refinancing of several bonds and its share of a $2.1 million intergovernmental agreement to extend an existing broadband network from McHenry County College west to Woodstock.

The budget is still about $7 million less than the 2014 budget of $247.5 million.

The roster of county government employees in 2015 will mark a fifth straight year of decline, as county government since the Great Recession has adopted a policy of automatically eliminating vacant positions after several months unless departments can make a sufficient case for keeping them. However, next year’s budget does include a merit pay increase of up to 2.25 percent for nonunion employees. County Board members in recent years have strived to maintain some sort of wage parity with unionized employees so as not to encourage more departments to unionize.

One unknown that may require a change later in the 2015 budget year is the fate of the contract with the federal government to house inmates at the county jail. The decade-old contract expires next October, and declining revenues may mean the County Board decides not to renew it. The program grossed $542,131 last year compared to $2.5 million in 2012 and $4.6 million the

Nancy Lundebjerg, chief operating officer for the American Geriatrics Society and a co-convener for the Eldercare Workforce Alliance, in a statement said access to a well-trained workforce to care for older adults will, therefore, be critical in the coming years.

“The Bureau of Labor Statistics has said over the past several years that direct-care workers, including home health and personal care aids, are one of the fastest-growing jobs in the country,” Lundebjerg said. “Yet, many direct-care positions remain unfilled, especially those who provide care in the home setting.”

In Illinois, the state’s Department on Aging has not yet noticed a deficit of caregivers, but given the forthcoming demographic trends, officials expect a shortage in

the near future.

“I know that’s something that will be coming up very shortly as we start having conversations with providers,” said Joseph Mason, division manager of home and community services for the IDoA. “We’ll be looking for ways to strengthen that work-

force pertaining to home-care work.”

Those workers give the elderly a way to continue living the way they want despite chronic or debilitating conditions, Reuss said.

“We have a strong belief that if a senior so chooses to age in place, they have the right to do that,” she said. “We don’t think any senior should lose their home just because they lose their license or they have arthritis or can’t cook anymore. Their memories and lives are in those homes, so why move them?”

The want to age in an independent manner is not lost on the Wauconda man’s caregiver, Shawnee Damitz of Wonder Lake. Damitz, who still visits Marsh three times a week, began as an in-home aide wanting to try something new. After getting into the job, the 47-year-old told her husband she had finally found her purpose.

“I see these people, and I think, this is me 50 years down the line,” Damitz said.

“It’s nice to know there could be people who will help me like this when I’ve reached that phase of life.”

School districts in Crystal Lake, Huntley and Woodstock were recently named to The College Board’s fifth annual AP District Honor Roll, an honorary list of more than 545 districts nationwide that emphasize Advanced Placement classes.

Crystal Lake District 155, Huntley District 158 and Woodstock District 200 all made the board’s list. It recognizes districts that increase AP course offerings while also maintaining or increasing the percentage of students earning a three or higher on AP exams.

The score of three on an AP exam is generally the minimum requirement for a student to receive college credit. The board named 547 districts across the country, including 26 districts in Illinois. Districts 155, 158 and 200 were the only ones named in McHenry County.

Both District 155 and District 158 were named to the list for the third consecutive year. District 155 has seen a 54 percent increase in the number of exams taken during the past three years, spokesperson Jeff Puma said.

“District 155 is excited to have made the list again this year ...

District 155 has seen a continuous 10-year trend of increased AP exam participation while maintaining a high level of success on the test,” Puma said.

The third consecutive appearance on the list validates District 158’s commitment to provide students a demanding curriculum, Superintendent John Burkey said in a district news release.

“This list shows not only that we are providing more access to AP classes but also that our students are scoring considerably higher than many of our peers,” he said.

This year is the first time District 200 made the AP District Honor Roll, according to The College Board.

“Being one of the few districts in the state to receive this honor speaks to our commitment as a district and as a community to offer a high quality and rigorous education to our students,” Superintendent Mike Moan said in a District 200 news release.

A penciled-in note referenced another “road paper” supposedly held at the County Clerk’s office, Assistant County Engineer Jeff Young said.

While the linen stumped the county clerk’s office employees, longtime clerk Kathie Schultz recognized the clerk’s signature and the seal authenticating the document.

She provided an important clue about where related documents would be. The county clerk’s office at the time also oversaw the recording of documents until voters in 1964 approved separating what are now the recorder’s and circuit clerk’s offices.

Direction from Circuit Clerk Katherine Keefe and Recorder Phyllis Walters led to the county archive building, where Records Manager Bill Draths found the box of road papers from more than 1,800 stored at the facility. The 303 documents, handwritten with quill and ink, detail how roads

in the county got their start, including parts of major thoroughfares such as Routes 31, 47, 14 and 23, Varga said.

Landowners back then, mainly farmers wanting ways to get their goods to market, had to petition what was then the Board of County Commissioners to have a road built.

The process at the time not only included collecting signatures but also posting a bond to prove the request was serious. If the board agreed more study was needed, after a hearing in which supporters and opponents could weigh in, the board would send “viewers,” a predecessor to today’s surveyors, to walk the proposed route.

Young said the discovered documents included original petitions, hearing notices and the original layouts the viewers proposed, as well as plans for roads that were ultimately rejected. The documents re-

garding Harmony Road were referenced in the 1939 “Harmony linen” to settle the dispute.

“It’s fascinating because now we’re actually seeing the original documents before there were roads anywhere and why they needed them,” Young said.

Varga said the discovery of the box of “road papers,” which he still is in the process of going through, ends a threeyear quest that began with the Harmony linen. He and others took to the project in their spare time when they were not working on official county business.

The discovery is not the first interesting county historical find in recent years.

The county’s original book of minutes, which covered 1837 to 1848 and laid down many or its original laws, was found in 2009 in the collection of a downstate antique store.

With the latest flat levy, average Huntley homeowners are estimated to pay about $7 less – $416 total – for the Huntley portion of their property tax bill.

The village also is expecting to see about $140,500 less in property tax revenue with another flat levy, as the village’s police pension contributions are expected to increase about $19,900 from 2014.

Next year’s budget also further reduces the levy of Valley Hi Nursing Home, from $4.5 million this year to $3 million in 2015, because of the large fund surplus the county-run home west of Woodstock has accumulated. While the County Board turned around Valley Hi from an institution bleeding red ink to one now turning a small profit, the levy that has in the past made good on the losses has now accumulated a surplus of about $35 million, or enough to fund more than three years of operations.

Maintain and repair production and support equipment to as good as or better than OEM standards. Assist in building remodeling, department renovations and equipment moves and installations. Keep current on all new equipment maintenance and preventive maintenance procedures. Perform preventive maintenance as required by the CMMS. Inspect and lubricate all key equipment as per set schedules.

Requirements: Knowledge of relevant computer applications. Working knowledge Arc Flash Protection Mechanical understanding of stamping presses feeders, strengtheners, tool room and other support equipment.

Tool & Die Maker - 1st Shift Responsibilities: Operate and understand the use of hand tools, grinding machinery, milling machinery, drill presses, lathe, band saw, heat treating ovens, optical comparator, measuring devices, micrometers, calipers and die hoists and hole popping machines. Build, repair, maintain, troubleshoot and debug progressive dies for new tooling and prototype tooling. Perform mathematic and geometric functions and possess mechanical aptitude. Read blueprints. Possess tools of the trade.

Requirements: Ability to analyze blueprint, determines materials required, and machines various pieces of material and components in order to make, modify or repair tools, dies, etc. Journeyman Tool & Die Certificate with 4 years of apprenticeship and 5 years? experience. Proficient in Cad & Blue Print reading. Knowledge in all aspects of a metal stamping/manufacturing facility.
