Leaders wrap up tenure

By KEVIN P. CRAVER kcraver@shawmedia.com WOODSTOCK – A phone call from a friend in October 1959 changed the life of recent Woodstock High School graduate Kathie Cross.

Cross’ friend worked at the county clerk’s office on Woodstock Square, and told her that there was a position open. Cross was looking for a job, and had applied at the phone company, but she wanted to keep her options open.

The interview with County Clerk Vern Kays was very informal – they talked in the hallway – but she made an impression, because Kays offered her the job on the spot.

Cross, who would marry her high school sweetheart the following year and change

her name to Kathie Schultz, went home to the farm to share the good news, and the words of her great-uncle turned out to be prophetic.

“I remember going home and saying I got this job … and my great-uncle said, ‘Keep your nose clean, and you’ll have a job for life,’” Schultz said.

Schultz started out in the voter registration department, worked her way up to chief tax extender in 1973, and chief deputy clerk by 1978. In 1990, voters elected Schultz to her first of six terms as county clerk after her predecessor, Rosemary Azzaro, decided to retire.

Schultz’s 55 years with the clerk’s office – her interview with Kays took place on the day that a troubled young man named Lee Harvey Os-

wald tried to defect to the Soviet Union – ends Dec. 1.

She is one of three Republican county officeholders, along with Treasurer Bill LeFew and Sheriff Keith Nygren, who decided not to seek re-election. The three have a combined 58 years of elected service.

Like Schultz, LeFew’s tenure started with a phone call.

LeFew, born and raised in Harvard, was serving what he said would be his final term as the city’s mayor after previously serving as an alderman and as a member and president of the District 50 school board. But he got a phone call in late 1996 from county treasurer William Ward, who told him he

Marengo Community Radio gets FCC license

MARENGO – The volunteers behind Marengo Community Radio can soon air their broadcasts on the radio after the Federal Communications Commission recently granted the station a low-power FM license.

Since the FCC awarded them a construction permit in February, the Marengo group collected donations, purchased the necessary radio equipment and installed the radio antenna last month.

CRYSTAL LAKE – As the economy lumbers along, the staff who run the McHenry County College bookstore are seeing more students turn to their textbook rental program to save costs.

Seeing college textbook prices rise nationally since the late-2000s recession, the MCC bookstore staff have tried to turn students’ attention toward the rental program, which can save them up to 70 percent off the retail price for textbooks and course materials, store director Karen Smith said.

“Students are saying, ‘This is ridiculous. I don’t want to pay $300 for two books,’” Smith said. “The concern is there, and the existence of rental programs is the direct result of how much books are costing students.”

The average four-year college student spends about $1,200 a year on books and materials, according to The College Board. The data follows a decade of escalating textbook prices.

From 2002 to 2013, the price of new college textbooks increased 82 percent – nearly three times the rate of inflation, according to a 2013 study from the U.S. Government Accountability Office.

Feeling increased competition from online retailers like Amazon, traditional textbook publishers have been pressured over the past decade to

drive up prices, Smith said.

The bookstore tries to keep its resale price on textbooks affordable for students, marking up prices only to cover the store’s shipping costs, she said.

The average price for a textbook at MCC totals $59, about $10 less than the national average, according to data from MCC and the National Association of College Stores.

“We do not make money on books,” Smith said. “We are a service to students, and if we are overpricing books, we are not doing a service to students.”

At MCC, students usually are required to purchase about three to four books a semester, costing students between $200 to $300, Smith said.

For the coming spring semester, MCC students enrolled in accounting, business, chemistry and criminal justice courses can expect to pay the most for textbooks and materials, according to a Northwest Herald analysis.

A 200-level accounting course requires one textbook, available new for nearly $315 at the MCC bookstore.

Chemistry students preparing to take a 100-level

course on biochemistry could pay up to $453 for four new textbooks and materials. Students opting to pay for only the course’s required texts would pay $326, if they bought new books.

The bookstore offers about half of its textbook collection for rent, as part of a rental program that accounts for 15 percent of the store’s sales.

Students also can save costs by buying used materials, Smith said.

The community college last year also created a textbook task force, meant to open communication between bookstore staff and college faculty on material selection and the end cost to students.

“It’s a very real concern for us,” Smith said. “From our perspective, our success is dependent on students using us. If we weren’t price competitive, we wouldn’t be able to remain open.”

care was taken over in September by two area organizations, Barrington-based Hooved Animal Rescue and Protection Society and Hands and Hooves of Chicago.

Their goal was to find new homes for all 75 horses.

“This has been nothing short of an absolute miracle,” said Donna Ewing, president of the Barrington-based organization. “We were able to take care of [almost] all 75 horses in

less than two months.”

All but one 6-year-old stallion have been adopted, and based on the remaining horse’s health, Ewing said she was confident he would have a new home soon.

The organized effort to save the animals came after the previous owner fell on hard times and lost the Harvard farm on which the horses resided.

After they were discovered, Ewing called upon the

horse-loving community for help in finding a new home for each animal.

Within a week of publicizing the news, more than 100 applications flooded in from across the United States and Canada, Ewing said in October.

Weeks later, she said there were more than 300 total applications to adopt the horses.

“We had calls from New York to California,” Ewing

said. “People were willing to take even the old mares that were somewhat neurotic because they hadn’t been handled in years.”

She added about 55 of the horses were placed by Hooved Animal Rescue and Protection Society and the rest were placed by Hands and Hooves of Chicago.

Ewing said both the community’s response and promptness were overwhelming.

“Six years from the time we started until [Monday] was a long time, but I’m glad it’s here,” Executive Director Steve Sandman said. “It’s been a real positive experience.”

The FM license allows Marengo Community Radio another avenue to immediately deliver local news and programs affecting residents,

Sandman said. The group has been broadcasting its programs online since 2012 from its headquarters inside Marengo High School.

During testing last month, the group’s radio signal was reaching areas like Harvard and Belvidere. Generally, Marengo Community Radio should be able to broadcast within a 10- to 12-mile radius,

Sandman said.

The group’s six-year quest to be on the radio wasn’t easy, President Pamela Gitta said.

Aside from raising community donations, the volunteers weren’t entirely sure the FCC would issue low-power FM licenses.

Up until a rare application window in fall 2013, the FCC hadn’t issued low-power FM

licenses since 2001, said Gitta, who took over as group president after Kelly recently retired to Texas.

“We’re very pleased to be on the air so soon, and we couldn’t have done it without Marengo’s support,” Gitta said. “We’re already working to pay them back with interesting, entertaining homegrown radio.”

Officials advise to watch out for deer

By ALLISON GOODRICH agoodrich@shawmedia.com If ever there was a time throughout the year to be cautious of deer on the road, this is it.

There were seven vehicle crashes caused by deer over a recent weekend, McHenry County Sheriff’s Deputy Aimee Knop said. Plus, two more crashes were caused as drivers tried to avoid deer.

“This is one of our peak times for deer,” Knop said, referring to the next several

weeks. “We see an increase in the fall to early winter.”

According to the University of Illinois Extension, most motor vehicle-deer collisions occur during October, November and December – aligning with hunting and mating season – which puts Illinois drivers right in the midst of the peak time frame.

The sheriff’s office has recorded an average of about 200 deer-vehicle collisions a year for the past seven years.

In 2014, there have been 130, but the records go through

only October.

A 2014 report from State Farm indicates Illinois is a medium-risk state with drivers’ odds of colliding with a deer being 1 in 211, slightly higher odds than in 2013.

Spokesman for the Illinois Department of Transportation Guy Tridgell said IDOT recorded 14,811 deer-vehicle crashes in 2013.

In order to avoid becoming part of the statistics, he said cautiousness is crucial, especially during dusk and dawn.

“Deer tend to be more active during those periods,” Tridgell said. “Drivers should try to keep track of the locations where they’ve seen deer in the past and when driving past those spots, slow down and be prepared to stop.”

Other points to remember, according to the University of Illinois Extension, include watching for deer crossing signs, scanning the roadsides for the “eyeshine” of deer, and remembering deer typically travel in groups so where there is one, there

likely are more.

Knop said drivers should try to hit the brakes only if it’s safe to do so in terms of surrounding traffic as swerving to avoid a deer can often be just as dangerous if there are oncoming vehicles.

These are all tips to keep in mind year round, Knop said.

“Yes, there is a peak season, but deer accidents happen all year,” she said. “It’s always important to be really aware of your surroundings, no matter when.”

After a discussion of what the job entails, LeFew decided that his years of working on municipal and school budgets had given him the skills for the job.

“It seemed like a good fit, so I said, ‘Yeah, I’m interested,’” LeFew said.

Nygren’s career as sheriff also started in 1997, and also because of a vacancy caused by health problems. Nygren served as Crystal Lake police chief until the County Board tapped him to replace William Mullen, who resigned because of diabetes-relat-

ed health issues. Ironically, Mullen had been appointed to replace another sheriff who quit because of health problems. Nygren declined to talk to the newspaper about his career.

New blood rarely comes into countywide elected office for any reason other than retirement. The last time an incumbent lost re-election was 1992, when Republican State’s Attorney Thomas Baker lost in the primary to employee Gary Pack.

But new faces have been trickling in. Six of the nine countywide offices have changed hands since 2008, most recently with incoming Treasurer Glenda Miller, County Clerk Mary McClellan and Sheriff Bill Prim, all Republicans.

The longest-serving executive officeholder is Recorder Phyllis Walters, who has held the office for 30 years, followed by State’s Attorney Lou Bianchi, first elected 10 years ago after Pack chose not to seek re-election.

LeFew said he is stepping down to dedicate more time to the insurance business he founded 37 years ago, LeFew Insurance Group, which has steadily grown to 5,500 clients and last year added an office in Woodstock.

“It’s just grown so fast and so much that I had to decide whether I wanted to stay there or stay as treasurer,” he said.

As for Schultz, 73, she just decided it was time. She recently celebrated her first wedding anniversary with

her new husband, former Centegra Health System CEO Paul Laudick. Both had married, and outlived, their high school sweethearts. Their plans are to winter in Florida and travel.

But there will be a reminder of her service at the entrance to the county Administration Building, which the County Board in 2009 renamed “Honorary Katherine C. Schultz Way” in her honor.

When asked what they will miss the most, both Schultz and LeFew said the people they worked with, and the taxpayers they helped.

“The people. The staff, people who came in, election judges, the people who I came in contact with. Even you reporters,” Schultz said with a laugh.
