HUNTLEY – Grappling with an overcrowded elementary school, District 158 will soon study its demographics and forecast enrollment trends to guide a minor boundary change.

Administrators from the Huntley-based school district this year converted two computer labs into temporary classrooms at Leggee Elementary because of an overgrown student body, primarily from families living at the now built-out Talamore subdivi-

sion in Huntley.

Some Leggee parents complained at the start of the school year that the makeshift learning spaces lacked proper materials and equipment, but district administrators already were planning a boundary change to address the issue long term, school officials said at the time.

The forthcoming study will help determine how students at the district’s elementary schools will be reshuffled, Superintendent John Burkey said.

Board members recently authorized a $16,600 contract with California-based Deci-

sionInsite to study the district’s demographics and project the district’s enrollment 10 years into the future.

“It’s not like our district is full. They are just in the wrong places,” Burkey told the Northwest Herald. “It shouldn’t be too major, but we are going to have to move some kids out of Leggee.”

Officials, so far, believe a boundary change would only affect 300 students at the district’s elementary schools. Without an enrollment study, the district can’t determine whether its middle schools will need to be readjusted, Burkey said.

District 158 last studied its enrollment and demographics in 2007, when the district was still seeing continual student growth. The once-rural district now serves about 9,300 students.

Representatives from DecisionInsite will report the new findings to the board in a few months, Burkey said. The board would have to authorize any new boundaries, with changes likely taking effect next school year, he said.

“We are out of room in Leggee,” Burkey said. “We really want to have something in place where we don’t have that problem.”

District looks to Huntley High sets new restructure more debt average ACT record

By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com HUNTLEY – District 158 officials in the coming months will look to restructure outstanding debt that capitalizes on low interest rates and could generate nearly $1 million in savings.

The debt is tied to bonds the district issued in 2005 and 2006 to construct its Square Barn Road campus, which houses Mackeban Elementary, Conley Elementary and Heineman Middle School in Algonquin.

Originally set to be paid off in 2024, the new bonds would extend repayment another two years, ending in 2026.

But the interest rate savings would offset the two-year extension, said Chief Financial Officer Mark Altmayer.

The savings also means the district won’t have to levy as many property tax dollars in future years to cover its debt obligations, he said.

“We are doing this because there’s an opportunity to save the community upwards to $1 million in debt service cost,” Altmayer said.

The district board Thursday authorized Altmayer, board chairman Don Drzal and finance committee chairman Tony Quagliano to monitor interest rates in November and December.

The three officials would decide the best time to lock in an interest rate and execute the restructuring plan, Altmayer said.

District 158 board members last fall restructured nearly $106 million in other outstanding debt, primarily tied to the construction of the Reed Road campus in Lake in the Hills.

That move was needed since the district’s debt payments were set to spike in 2014 and likely would have triggered a substantial property tax increase, officials said at the time.

By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com HUNTLEY – The most recent class of Huntley High School graduates averaged a 23 on the ACT, breaking a twoyear-old District 158 record for the highest average score on the college entrance exam.

Although ACT averages often fluctuate between classes, the fact that the previous district record of a 22.5 average ACT composite score – set by the 2012 senior class – lasted only two years underlines continued academic improvement at Huntley High, Principal Scott Rowe said.

“Seeing continued growth over a number of years is a great indication of the quality of education our students are receiving throughout our entire system,” Rowe said. “While the high school has worked very hard to show steady improvement over the years, we share this accomplishment with our entire district.”

cord-setting 23 ACT composite average also surpassed both the national average (21) and Illinois average (20.7), according to District 158 and ACT Inc. data.

The composite score combines a student’s ACT assessments in math, reading, science and English. The highest possible score is 36.

Huntley-based school district officials have seen senior classes generally score higher on the ACT in recent years but with varying degrees of success.

Aside from the two record years, the 2013 senior class averaged a 22.4 ACT composite while the 2011 and 2010 senior classes averaged a 22.1 and 22.3 ACT composite, respectively, according to Illinois State Board of Education data.

The greatest year-to-year ACT improvement recently at Huntley High came in 2009, when the senior class averaged a 22.4 ACT composite. The 2008 senior class in the previous year averaged a 21.4 ACT composite, state data shows.

About 2,100 attend CARE4 Breast Cancer 5K

The 66-year-old twins both are breast cancer survivors, and Kaschub of Genoa and Andrews of Marengo also are regular participants in breast cancer awareness and research fundraising walks.

As mist rose from the surrounding farm fields under sunny but chilly skies Sunday morning, the women reflected on their journeys and the importance of events such as the CARE4 Breast Cancer 5K run and walk supporting the Family Health Partnership Clinic. They and about 2,100 others awaited its 8:30 a.m. start. “[Judy’s] a 25-year survivor, and I’m a six-year survivor,” Kaschub said.

Inside the school, where event-day registration and other pre-event activities took place, throngs of men and women moved about in a sea of all things pink – from headbands to beads, feather boas, bags, T-shirts, vests, caps and more.

Suzanne Hoban said about 500 volunteers helped to make things go smoothly for the 14th annual event.

“And we need all of them to pull this off,” she added. “This is the largest 5K in the county.

All of the money stays local for McHenry County women and men.”

Although far more prevalent among women, breast

cancer also affects men, Hoban noted.

“We have three male survivors running today,” she said.

According to American Cancer Society data, about 232,300 new cases of invasive breast cancer were expected to be diagnosed in 2013, and just shy of 40,000 women were expected to die from breast cancer. For the same year, an estimated 2,240 men would be diagnosed, with 410 anticipated deaths.

Importantly, statistics also show more than 2.9 million U.S. women with a history of breast cancer were alive Jan. 1, 2012.

Hoban said the money raised Sunday goes toward screening for uninsured and underinsured people.

“Over the last five years, about 5,000 people have been helped through the money raised here,” she said. “I’m so grateful to the community for having supported this.

There are so many wonderful causes out there, and they’re all important, and that’s why we’re really humbled by this turnout.”

Trumpeting Triumphs McHenry County Youth Orchestra celebrates 35 years

The high school students playing in the McHenry County Youth Orchestra symphony ensemble took in every instruction, filling the rehearsal room in the Dole Mansion with the powerful sounds of Beethoven’s “Symphony No. 3” during a recent Saturday morning rehearsal. It was only their fifth time playing together this season, but the musicians melded together with impressive results.

But the goal at the symphony level goes beyond learning proficiency with an instrument. It’s about the music.

“MCYO takes them from learning how to play an instrument up to the high school level,” said Foster, an orchestra teacher at Jacobs High School and the organization’s music director. “I

Kretschmer, operations commander with the Crystal Lake Police Department, said a recent phone scam involves callers posing as representatives from the IRS and demanding payment on taxes while threatening arrest.

“The IRS does not solicit payments for fines via the telephone and they certainly don’t send us to pick people up for not paying their taxes,” Kretschmer said.

“That’s not our job.”

The IRS scam has become the second-most reported phone scam in Crystal Lake only behind the “grandparent scam,” in which callers target senior citizens and pose as a relative needing financial assistance in an emergency. Kret-

schmer said there have been 37 reported phone scams to date this year, about an average pace compared to recent years.

Kretschmer said the IRS scam is more aggressive than most because perpetrators will continue to call for collections and use the authority of a government agency to try to convince potential victims.

Kretschmer said some people feel embarrassed about falling for scams, but it is important to report any suspicious call to police.

“Especially with the elderly, there can be a little embarrassment,” Kretschmer said of hesitance to report scams.

“But it does happen to people and they are the victim of a crime. If a call doesn’t sound right, call your local police agency and let us investigate.”

The IRS phone scam has hit more than Crystal Lake. The Illinois Attorney General’s office reported an increase in

The McHenry County Youth Orchestra is celebrating 35 years of providing orchestra players with a chance to grow and learn. In honor of its 35th year, John Hagstrom, second trumpet with the Chicago Symphony Orchestra, will play with the two top groups during their fall concert Trumpeting Triumphs from 4 to 6:30 p.m. Nov. 23 at Prairie Ridge High School. In addition, Hagstrom has made it possible for the symphony orchestra to perform a world premiere of “Without a Song,” arranged specifically for MCYO that will feature him

on solo trumpet. Hagstrom also will be hosting a master class for the students at 1:30 p.m. Nov. 22 at Lakeside.

McHenry County Music Center Executive Director Cathy Ames said she hopes more people attend the concert.

“The level of musicianship is simply amazing,” she said.

“It is a great family event, and it is inspirational.”

The MCYO is operated by the McHenry County Music Center. Before auditioning for the symphony ensemble, many of the students learned to play their chosen instrument in the prelude ensemble and honed their skills in the intermezzo ensemble.

By EMILY K. COLEMAN ecoleman@shawmedia.com The harvest is just starting for many McHenry County farmers, but record yields are expected for Illinois corn and soybean crops.

Farmers are expected to produce 2.34 billion bushels of corn this year, up 11 percent over last year, according to the U.S. Department of Agriculture’s monthly forecast.

This would surpass the record production level set in 2007, the report said, adding that if the projection of 552 million bushels of soybeans is realized, that, too, would set a record.

The production is helped by the fact that Illinois farmers are expected to get more bushels out of each acre they planted, 12 percent more bushels of both soybeans and corn, the report said.

It’s hard to say whether these records are playing out locally, McHenry County Farm Bureau Manager Dan Volkers said.

While southern Illinois has made inroads into harvesting its corn crop, most of McHenry County’s farmers are still focused on soybeans, he said.

Only isolated spots have made forays into corn.

“The growing conditions were favorable in general for us,” Volkers said. “We had timely rains and pretty decent temperatures, which are important for crop yields. Some spots were drowned out, and there were isolated periods of time where some places didn’t get any rain, but in general it was a favorable year.”

The U.S. Department of Agriculture released forecasts on alfalfa and other hay, expecting increases over last year but not enough to set records.

CRYSTAL LAKE – A familiar face to the county mental health community will take the reins of the McHenry County Mental Health Board.

Scott Block, who oversees the county’s mental health court and other specialty courts, will take over as the board’s executive director Dec. 1. The Mental Health Board approved Block’s hiring on a 7-0 vote Oct. 15, choosing him from a pool of six finalists.

The Mental Health Board has been without a full-time executive director for almost two years. It underwent significant changes and reform

Since 2009, Block has been director of the Office of Special Projects for the 22nd Judicial Circuit that covers McHenry County. He is in charge of the budget and administration of the county’s

mental health court, veterans court, adult drug court and domestic violence court. The voluntary specialty courts offer nonviolent offenders treatment and supervision in lieu of traditional punishment.

Block of Crystal Lake said he is excited for the opportunity and considers it a “natural progression” of his work in mental health. He has several counseling certifications, a master’s degree in counseling and a bachelor’s degree in psychology.

“I think with my expertise and my local knowledge, I have a lot I can bring to the board,” Block said.

The job of the Mental Health Board is to disburse funds from a special countywide proper-

ty-tax levy to local agencies that provide services for people with mental and developmental disabilities. Its nine members are appointed by the McHenry County Board, which also must approve its annual budget.

Block will replace interim director Lyn Orphal, who has held the top position since January. The Mental Health Board has operated under several temporary leaders since former director Sandy Lewis left in November 2012 to pursue a job at Virginia Commonwealth University.

Block will make $100,000 a year, and his contract is in full compliance with the County Board’s hiring and benefits policies, Meschini said.

“A lot of kids become disinterested after they just play by themselves,” said Theo Matlin, 15, of Lake Villa, a student at Carmel Catholic High School in Mundelein who plays the cello in the symphony ensemble. “Now that some schools have cut [orchestra]

you don’t get that experience [of playing together].”

Jacobs High School senior Raina Shizas agrees the camaraderie is a great motivation for joining MCYO. “I’ve gained a lot of friends over the years I’ve played,” she said. “It’s helped me improve playing in an orchestra setting.”

Shizas plays her violin and viola for both the intermezzo and symphony ensembles, which means four hours of rehearsal every Saturday morning in addition to practicing on her own during the week.

“The kids who join orchestra, they do it because they want to play more,” Ames

said. “Scientific studies have proven the academic benefits of playing music. These kids are all in [Honor or] AP classes, at the top of their class.”

The music center also offers private lessons. The academy’s private lesson teaching faculty provide students coaching in areas of performance as well as technical skills.

“They’re teaching their students not only how to play but how to perform,” Ames said.

The orchestra will have midseason auditions at 10 a.m.

“I feel the school needs to be there because now we could be talking about putting these kids in a public school environment,” she said.

Similar concerns were expressed by Wonder Lake residents Richard and Priscilla Bell, the grandparents and caregivers of 19-year-old Jordon Urban.

“He’s been going there practically his whole life,” Richard Bell said. “He needs to be around people that he knows.”

After the news surfaced efforts to reverse the decision have kicked off with a Change.

org petition, which had 639 signatures as of Wednesday, and a “Save SEDOM” Facebook page that has 262 members.

Commissioner of both efforts, Charles Erickson of Antioch said he couldn’t fathom the idea of SEDOM Center closing after his brother attended the center school for 17 years.

“It made him the person he is today,” Erickson said, adding his brother was able to graduate McHenry County College with the help of SEDOM. “When I saw it was closing, I just couldn’t see it. I just think there’s so many special needs kids there that won’t get the attention the need and deserve.”

Officials of various districts have said that won’t be the case, though.

Tim Mahaffy, superintendent at Fox River Grove School District 3, said there is one District 3 student at SEDOM Center.

“We’re working with area school districts to make sure every child in this county has an appropriate special education program,” he said.

Superintendent of Harvard District 50 Lauri Tobias said her district has been bringing students into local programs for the past few years.

“It’s best to be in the home school and the home community,” Tobias said. “That’s part of why the center isn’t needed anymore, but that doesn’t mean programs and services of SEDOM aren’t needed.”

The scam generally includes the caller dialing from a Washington, D.C., area code to add perceived legitimacy and asking the person on the other end to make the payment over the phone with a prepaid card.

“Any time you are asked upfront for money in an unsolicited call, that is a universal red flag for a scam,” Illinois Attorney General Lisa Madigan said in a news release.

“A government office will not seek money or personal information from you over the phone.”

McHenry County Sheriff’s Deputy Aimee Knop said the IRS scam and grandparent scam have been the two most common at the county level as well. She said while reports have increased, it shows the education and public awareness is leading more people to report scam attempts.

But it also means more people could be attempting scams, she said, as it only takes two or three successful attempts out of hundreds of calls to make more than $1,000.

“I think all the public education has really raised awareness,” Knop said. “And we appreciate when people call and let us know when it is happening even if they are not victimized by the scam.” continue to provide support and services throughout the county after the center’s closure. Established in 1965, SEDOM’s role in the community has shrunk over the past several years. In recent years, Woodstock District 200 cut ties completely with SEDOM in 2013 and other districts have reduced their membership.

A study commissioned by SEDOM in 2013 to determine the cooperative’s efficacy indicates enrollment has gone from 620 students in 2003 down to 169 in 2013.
