A look at candidates for sheriff

By CHELSEA McDOUGALL cmcdougall@shawmedia.com WOODSTOCK – The race to become the first new county sheriff in 17 years can be summed up in one phrase: The lawman vs. the lawyer.

Voters have a choice for the person to replace longtime Sheriff Keith Nygren, who opted not seek re-election for a fifth term.

There’s Republican candidate Bill Prim, a 27-year police veteran who retired as a commander from the Des Plaines Police Department.

He faces Independent candidate Jim Harrison, a onetime deputy who spent the past 22 years as a Woodstock-based labor, employment and civil rights attorney.

Each sat down with the Northwest Herald to discuss the issues running up to the Nov. 4 election.

Interchange talks move to county board

Prim has the endorsement of McHenry County State’s Attorney Lou Bianchi, along with members of the newly formed GOP establishment.

He scored a narrow primary

election win and with it picked up support from the many of the county’s Republican leaders who had backed Nygren’s hand-picked candidate, Undersheriff Andrew Zinke.

The schism between the State’s Attorney and Sheriff’s Office have been widely publicized, often pitting the two offices at odds. The era of discord would be ended if Prim is elected, he said.

“I wanted to build bridges, [it was] one of my principle goals,” Prim said. “Now we can say that we’ve accomplished that pre-election. So we can create a working environment free of obstacles.”

“There’s been some contentions relationships in the past between the Sheriff’s Office and other elected officials in the county,” he continued.

“We consider these both ineffective and expensive.”

Harrison is supported by the longtime former McHenry County Coroner Marlene Lantz but said if elected, he wouldn’t be beholden to any political party. In fact, that’s the cornerstone of his campaign.

“I think when you choose

a party, by necessity you exclude everyone else, and my campaign is about inclusion,” Harrison said. “Independents generally consider themselves independents because they don’t focus on the party, they focus on the person, on the issue.”

On staff Both candidates pledge to evaluate the department’s staff as a way to control taxpayer costs, each promising that potential cuts would not be extended to the department’s rank-and-file.

Harrison would do away with the undersheriff position, the sheriff’s second-in-command. He called it an “unnecessary administrative layer.” Instead, divisional heads from the jail, police services and administrative and civilian services would report directly to him.

“I’d rather have my divisional chiefs, report to directly to me everyday instead of having a buffer to go through,” he said. “I’d keep my finger on the pulse of what’s going on.”

MARENGO – City officials could soon embark on critical negotiations with various local governments that would bring a proposed interchange at Route 23 and Interstate 90 in Marengo closer to reality.

But hurdles remain before officials reach that point.

First and foremost, a proposed engineering agreement that would have McHenry County contribute $289,600 to cover interchange design costs needs to clear the County Board.

The agreement could be introduced at the county’s transportation committee as early as mid-October, Marengo City Administrator Gary Boden said.

In an early indicator on the fate of the project, the full County Board earlier this month approved a resolution on a 19-4 vote that voiced general support for a Marengo interchange, which would be the county’s first.

“The county now is at the point where we recognize they’re going to contribute to this financially,” Boden said.

“The question now is how much.”

The engineering agreement with the county, if approved, would complete about 30 percent of the design work to Marengo’s long-sought interchange. The city already has committed about the same cost – $289,600 – to the design.

Once that work is completed, the Illinois Tollway Authority would finalize the design and the city could simultaneously begin negotiating with other local governments on funding the local portion of the estimated $60 million interchange, Boden said.

For the past two years, Marengo officials have been positioning themselves for an interchange, annexing thousands of acres and expanding its southern boundaries to reach Route 23 and I-90 and take the formal lead on the project.

There would be some cost to get the program off the ground, but Prim said it could come from asset forfeitures and made up for with a reduction in deputy overtime.

“There is an economic component that comes as well; it enables us to do more with our sworn force,” Prim said.

The couple usually allows for people to pick apples from July through October. This year, because of last winter’s deep freeze, Burda’s orchard lost about 70 percent of its usual harvest, he said. Some varieties didn’t make it, he said.

“It was horrible cold, snow and freezing for months,” Burda said.

He usually has U-pick seven days a week. Now his orchard only is scheduling U-pick for certain dates. That is leading

some customers who come out to his orchard to be a little disappointed, he said.

Apple trees produce fruit buds before the end of the season. If those buds survive the winter, they would blossom and be pollinated by bees to eventually produce apples.

Still, coming to the area’s open spaces and corn and soybean fields from Chicago or other suburbs offers an experience you can’t get in the city, Burda said.

“It’s a nice drive when you get to the country,” Burda

said. “It has a calming effect on most people when they come here.”

Mike Downes, owner of the More than Delicious Orchard outside of Woodstock, said his apple crop is only 10 percent to 20 percent of its normal amount.

His orchard has limited the amount of days for apple picking.

He’s not even putting up signs along the side of road to promote his orchard this year.

Downes said he is worried the lack of apple picking will

Critics have condemned the Office’s purchase of an MRAP, or Mine-Resistant Ambush Protected vehicle, which was added to the arsenal of the Sheriff’s Office SWAT team.

The military vehicle was bought at a deep discount from the federal government.

“The Sheriff’s Office is a law enforcement agency who’s primary statutory function is to keep the peace. The Sheriff’s Office is not a militia and there’s no need for the sheriff’s office to become a militia,” Harrison said. “… If we start having a need for vehicles that can transverse a land mine, I’ll be the first to be out shopping for such a vehicle.”

The candidates come close to agreeing on this issue but not quite. Both said its purchase was ill-advised,, but its future if elected, was vastly different.

Prim promised to evaluate its use, saying he would deploy it primarily in the event of a natural disaster.

“It’s a cumbersome piece of equipment that could have done without,” he said. “Now that we have it, we might as well utilize it.

“It can be utilized in varied roles,” he continued. “... I would have to take a good hard look at is the expense of keeping it – the maintenance, the training that goes into being able to operate it. If these expenses exceed the value, it wouldn’t be something I care to keep.”

Harrison would immediately try to sell it or scrap it for parts.

“I’d park it on the courthouse lawn, I’d take the engine out of it, and I’d make it a monument to the all the soldiers who had to go over to the Middle East and fight for our country. And that would be the end of it,” He said. It would never leave the courthouse again, and it would be inoperable.”

Those are administrative jobs, those are executive jobs, which Bill Prim has never held, and I have done nothing but.”

On the Heider’s Berry Farm, there are enough berries that the bushes are so heavy, they sag.

John Heider has to use strings to hold them up and to give people enough room to walk down the rows of berries.

“Look at the berries here, they’re just falling off the bushes,” Heider said.

However, the attendance numbers aren’t as high as Heider would want them to be.

“This makes me sick that they’re not getting picked,” Heider said, referring to his rows of raspberries.

His crops weren’t affected by the harsh winter in the same way apple orchards took a hit this year. And apple orchards that are traditionally busy with agritourism during the fall harvest find themselves limiting when people could come to pick fruit.

Don Burda, who owns the Homestead Orchard outside Woodstock with his wife, Barb, is in his 14th year in the agritourism business. They start the season in May, selling spring vegetables such as

“I think it’s a good amount contributed to McHenry County,” Downes said. “People buy gas and stop to have a lunch [or] have dinner and do other things.”

Downes did say pumpkins should be good this year, as weather has been relatively good for that crop. Sweet corn also did well, Downes said.

However, even though the orchard business might be down this year, Downes isn’t worried about the finances.

“I’ve never tried to make money,” Downes said. “It’s more for my own pleasure. I let my customers pay for my hobby.”

Angelika Manoukian, 49, of Hoffman Estates and Irene Naba, 50, of Wheeling spent part of their Friday morning gathering raspberries and strawberries at the Heider farm.

“I believe they bring us natural, not sprayed berries, organic, very tasteful, much better than the regular store,” Naba said. “You don’t know what you buy in store. It’s a joy to be outside, outdoors, to pick your own, what you like, what looks good for you.”
