Inmate program is a success, officials say Road crew’s service hours spike in 2014

By CHELSEA McDOUGALL cmcdougall@shawmedia.com WOODSTOCK – The past year meant another successful one for the McHenry County Sheriff’s Office jail Inmate Road Crew Program, officials said.

The sheriff’s office Corrections Bureau Road Crew assisted municipalities throughout McHenry County during the cleanup season that ran from April 21 to Oct. 10.

Among the services provided were: • 2,183 hours of trash collection • 272 hours of painting • 1,526 hours of brush and tree removal • 685 hours of asphalt paving and patching

• 112 hours of paint recycling • 706 hours of other various jobs such as cleaning and installing fencing Workers completed 5,484 hours in 2014, up from 2,876 the year before. They cleared trash from 322.5 miles of road and easement, which filled 609 garbage bags, the sheriff’s office reported.

Only inmates with a nonviolent history are allowed to participate in the program.

Inmates selected for the Inmate Road Crew Program must pass a medical physical and will have their criminal history reviewed. Sheriff’s officials said the participating inmates must not have discipline issues in the jail and no negative history involving previous work assignments.

Corrections officers supervise workers and ensure the workers and community are safe while they are assisting the communities.

The sheriff’s office road crew assisted 15 townships last year – Alden, Algonquin, Chemung, Coral, Dorr, Dunham, Grafton, Greenwood, Hartland, Hebron, Marengo, McHenry, Nunda, Richmond and Riley.

Harvard, Wonder Lake, Woodstock, Marengo and the McHenry County Department of Transportation also were assisted.

Help was provided during Marengo township’s annual paint recycling days. About 215 gallons of paint were recycled for the Illinois Environmental Protection Agency.

The city of Woodstock was assisted by removing old bricks and stacking them to be used in Dick Tracy Park.

WOODSTOCK – There will be a few new faces in key roles around the McHenry County Courthouse in 2015.

County officials recently hired administrators for two open positions and a another in a newly created role.

A vacancy was filled in Probation and Court Services after former director Philip Dailing resigned in June 2014.

Walt Pesterfield will start Jan. 12. He has a background as a police officer – in juvenile corrections and both adult and juvenile probation.

Before taking the position in McHenry County, he served as director of parole for the Colorado Department of Corrections.

His salary information was not immediately available.

Jason Sterwerf has been chosen for the position of director of specialty courts. He will oversee the drug, mental health and domestic violence courts, a position held by Scott Block. Block left in December to take on the leadership role with the McHenry County Mental Health Board.

Sterwerf previously worked at CASA of McHenry County and Transitional Living Services in Hebron, 22nd Circuit Court Administrator Dan Wallis said.

“He’s got a combination of education, a background in treatment and a clinical background and he’s been in the community for a number of years, so he knows what resources are available,” Wallis said.

Sterwerf will earn $54,116 in his new role that began Dec. 8, 2014.

A newly created, but “budget-neutral” business analyst and IT position was created for 2015.

appearance into the world in the morning of Jan. 1, becoming the first 2015 baby in McHenry County.

“We didn’t end up going to our New Year’s Eve party,” said new mother Corrin, holding her baby close. “We had our own party here instead.”

Weighing in at a mere 4 pounds and 8 ounces and measuring 18 inches and 4 centimeters, the honored guest of the party was named Eliana Marie Capeles, Corrin said, adding she plans to use “Eli” as a nickname. She was born at 9:57 a.m. New Year’s Day at Centegra

The first-time parents came in about 2 p.m. Dec. 31, 2014, after the hospital called and said doctors would have to induce labor because of certain size concerns, Corrin said. After some tests, labor was induced about 7 p.m. that night.

Daring to dream Area woman with MS to embark in a sailing trip around the globe

By EMILY K. COLEMAN ecoleman@shawmedia.com CRYSTAL LAKE – A critical care technician at Advocate Good Shepherd Hospital, Colleen Fegan looked at the telephone handset she held and just couldn’t remember how to answer it.

Something had seemed off for a while at that point, but doctors chalked the vague symptoms up to Fegan being a single mom and the side effects of dealing with two autoimmune diseases, a rare skin disorder that caused her skin to blister and peel off and rheumatoid arthritis.

But this was something more, and a nurse she worked with told her she could go to the emergency department.

Fegan, now 58, was diagnosed with multiple sclerosis, an autoimmune disease in which the body’s immune system attacks the protective layer covering the nervous system. That damage can disrupt communication between the brain and the rest of the body.

The diagnosis was very difficult for Fegan, who loved going on adventures.

She had backpacked across Europe when she was young. She once took a 16-foot sea kayak out

30 miles into the Pacific Ocean, exploring the nearby islands with a friend she had met in the U.S. Virgin Islands. Before she had transitioned to working in a hospital, her work involved traveling all over, setting up classes for doctors on behalf of the pharmaceutical industry.

“You figure, OK, this is it,” she said. “I’m going to read all the books I’ve ever wanted to read, but as far as conquering the world like I’d always felt I could. ... You just don’t dare to dream anymore. Honestly I don’t say that with a big chip on my shoulder. That’s just the way it is.”

Fegan left her job at the hospital in 2012. She figured it was time; She didn’t feel like she was carrying her weight and was making mistakes,

not big ones, but it was still frustrating and sometimes embarrassing.

She also was lined up to participate in a study in a few months, although the study later fell through.

Her health started to deteriorate further, and about three months ago, she became dependent on a cane and was moving quickly toward needing a walker.

“I was having to lay my pants on the ground and kind of lift my leg with my arms and put my right leg in the pants to get dressed,” she said.

Frustrated, she tried a paleo diet recommended by an Iowa-based physician who also has MS. The results were amazing, she said. Three weeks later, she could

Mild December weather doesn’t ensure mild winter

Only a trace of snow fell in December in Chicago, tying it for the least snowy December on record, according to the National Weather Service. And in the two months before that, the city saw just shy of 3 inches of snow.

The weather is in marked contrast to last year’s monster winter.

said. “To think you have a whole month to prepare, then it’s like, ‘Oh, you’re going to come in today and we’re going to induce you.’ It’s just surreal.”

She joked, saying she could tell how nervous Julio was after seeing a pulsing vein in his neck.

“I’m still processing,” Julio said. “Yesterday was so unexpected, but after they did the second test, we were kind of like, ‘okay, we’re going to have a baby.’”

Hours after the delivery, the hospital room was devoid of any major stress or chaos.

The atmosphere was light, the couple was all smiles and the jokes about winning the New Year’s Day delivery race were flowing.

“We weren’t anticipating having the baby so early, then they told us there was another woman in delivery, then later two others,” Corrin said.

“Then my husband’s competitive nature kind of kick in ... .”

The couple said talk of having McHenry County’s first baby of the year helped keep an otherwise stressful situation light hearted.

In recognition of the couple’s unexpected feat, Rachel Sebastion, vice president and site administrator for Centegra Hospital – McHenry, was there to present a congratulatory gift package, complete with toys, gift cards and clothes. Eliana was not only the first baby born in the county this year but also the first New Year’s Day baby to come after Centegra Health Systems in September consolidated all delivery services at the McHenry location.

While very small, the couple said Eliana was doing great, being called “little, but mighty” by hospital staffers.

Just four hours into her life, Eliana was quiet and calm, stirring only slightly to wiggle her fingers and open her eyes for brief moments.

For the parents, who at that point hadn’t even changed a diaper yet, everything from there on out will be new.

“It’s exciting and we’re going to learn together,” Corrin said. “She’s learning what it’s like to be out here while we’re learning what it’s like to have her here now.”

• SALT Continued from page 5 The city of Crystal Lake went out to bid for road salt on its own this September after the state cut it, the county and some other area municipalities from its bulk bid, he said.

Five bids, ranging from $106 a ton to $156 a ton, came in. The city paid $59.83 a ton last year.

It also saw the price for higher-grade salt it uses in its water treatment plants climb, according to council documents. The City Council approved a purchase agreement with Cargill for the two types of salt, which came in at $99.10 per ton and $150 per ton this year, a $15 increase from last year.

Cargill was the only company to submit a bid on the contract after no one bid on the first round, the documents said. The only other company to respond said it would have to truck the salt in from Nevada and would charge $300 per ton.

If the winter continues to be mild, the savings in overtime could offset the budgetary effects of last year’s salt shortage, which are still being felt this winter, Crystal Lake Public Works Director Victor Ramirez said, adding the caveat that it doesn’t take long for winter to catch up.

While Ramirez couldn’t say for sure if the price increases were related, he said he wouldn’t be surprised to learn that some businesses and governments turned to premium salt because of the demand.

The McHenry County Division of Transportation ended up paying $119.05 this year, up from the $70.58 a ton it paid during its first purchase

order last year, Maintenance Superintendent Ed Markison said.

The jump wasn’t a surprise, he said.

Salt prices follow the laws of supply and demand, and a similar peak followed in 2007-08, Markison said. It was just a matter of finding out how much of an increase it would be.

If the government entities don’t find savings in other fluid costs, other areas will have to get cut or trimmed.

Crystal Lake pays for its road salt with motor fuel tax dollars collected by the state through gas taxes and divvied up among municipalities, townships and counties. More money spent on salt means less money for road maintenance and improvements.

The cost increase also affects McHenry County, although Markison said it’s hard to pinpoint an exact area where the effects will be felt since the money will come from several areas within the division’s budget.

Feeling buoyed and empowered, Fegan stumbled across another potentially life-changing program.

Oceans of Hope is a nonprofit hoping to travel around the world in a 67-foot sailboat operated by a crew of four to seven people with MS, plus a professional team of three to four, one of whom is a doctor, the group said on its website.

The different legs of the journey – ocean crossings, coastal trips and island-to-island jaunts – give people with different levels of disability and sailing experience a chance to participate.

Fegan volunteered immediately and was eventually assigned to the leg of the journey from Panama to the Galapagos Islands.

“It’s just crazy exciting, and the whole thing being just an accident kind of is really exciting,” Fegan said. “This just fell in my lap, and it’s a bucket list [trip].”

It’s not smooth sailing at this point though.

Fegan needs to raise $4,000 to afford the round-trip flight to Panama, plus a flight to get her back to Panama from the Galapagos. She also would love to be able to stay in the Galapagos Islands before heading back home.

She’s been buying supplies a little bit at a time, using what’s left over from her monthly disability check.

Books line the coffee table in the apartment she shares with a roommate. A map of the U.S. in the dining room has been replaced with a global one. Her dufflebag sits near a chair, and she’s been figuring out all the logistics, a particularly important endeavor with the memory problems MS has caused.

“Every time I make a plan, I want to scream,” she said, laughing.

But with her work life gone and her two grown daughters back in her native New Jersey, Fegan finds her circle of friends and family has contracted. Her one real connection is her church, Harvest Bible Chapel in Crystal Lake, which has been her “salvation so to speak.”
