jbustos@shawmedia.com Since municipal aggregation programs started receiving voter approval in 2010, electricity prices have been coming down. Municipalities with the programs have been able to save its residents money and in June of last year, ComEd was able to bring down its electricity rates. So far 11 communities in McHenry County have passed municipal aggregation referendums. With the motivation of having a chance to save money on electric bills, Algonquin has placed on the March ballot a referendum to start its own municipal electrical aggregation program. In 2012, the village had a municipal aggregation referendum fail by nine votes. In communities where energy aggregation programs are in place, residents are billed for electricity through ComEd and use ComEd-owned grids, but the electricity flowing into each home and small business could come from a different source. ComEd maintains the infrastructure and responds to calls during power outages. David Hoover is the executive director of the Northern Illinois Municipal Electric Collaborative, which has helped manage about 100 municipal aggregations in the state. ComEd doesn’t generate electricity. All it does is maintain wires to transmit power, Hoover said. In 2007, the Illinois Power Agency entered into long-term contracts with energy suppliers with the intention of providing price stability for ComEd customers.

Experts offer tips to protect pets from frigid weather By JEFF ENGELHARDT

jengelhardt@shawmedia.com CRYSTAL LAKE – Frosty paws and frozen tails can mean big trouble for man’s best friend. With wind chills dropping to 40 degrees below zero and temperatures expected to fall to single digits again in the coming days, this winter has been just as dangerous for dogs as the people who care for them. The greatest threat to pets needing to go outdoors is frostbite to ears, tails and paws. Frostbite to ears or tails would have much worse consequences and likely result in amputation, local veterinarian Christina Bemis said. “Anytime the temperature is below 40 you should start taking precautions,” said Bemis, who works at the Crystal Lake Veterinary Hospital. “Wind chill can be especially dangerous if dogs are outside for a long time.” Bemis said she recommended putting sweaters on small dogs for extra protection and wiping off the pads of any size dog with a towel when it comes back inside to remove any ice or salt. their paws and causing problems if they ingest it, which is why Bemis said to make sure dogs do not chew at their paws after coming inside. She also recommended pet-safe salt as it has a different chemical makeup. For dogs that must stay outside, a proper doghouse is necessary to provide shelter from the wind, and water needs to be heated to avoid freezing. Bemis also said an elevated surface for the dog to sleep on is important. Straw, not hay, can produce more insulation. Owners of puppies can have a more difficult time, said Ravelle Schwab, who helps take care of dozens of

dogs at Helping Paws Animal Shelter in Woodstock. Schwab said when it comes to puppies, many are reluctant to go outside in the cold. She said it may be necessary to pick the puppy up to bring it outside during house training and then pick it up to bring it back inside so it does not walk on the cold surface. Shoveling a clear path can help in some cases, but other creative methods could be used. Schwab said she had to rubber band socks to the paws of her small cockashon at home to convince it to go outside. “No matter the size of the dog, when it is as cold as it had been, they shouldn’t be

outside for more than five minutes at a time,” Schwab said. “It requires more trips but for shorter times.” Cutting down time outside can cause dogs to get a case of cabin fever, Schwab said. Having toys or games to stimulate the dog and keep it active can help combat the lack of exercise in the cold weather. Schwab said more calls come into the shelter about strays during winter months but it is often too full to accept many more animals. Providing something as simple as a cardboard box outside with a blanket in it can help outdoor or stray cats that cannot be placed in a shelter.

HUNTLEY – Exponential growth, increased demand, larger facilities and the rise of technology have all underscored the many changes at the Huntley Area Public Library in the past 25 years. But the community’s support throughout the transformations has been the common denominator, library spokeswoman Leigh Ann Porsch said. Huntley’s small farming community created that support Nov. 7, 1989, when voters approved a referendum to create the village’s first library district. Now, 25 years later, library officials have events planned throughout the year to celebrate the silver anniversary and to thank a community that has kept growing since the historic vote. “As small as this community was, people wanted a library,” Porsch said. “That’s the reason why we feel so strongly about celebrating it.” Since 1989, the Huntley library has gone from serving 3,000 residents to 39,000 residents. The library’s original building, a former house at Algonquin Road and Church Street, served residents from 1992 to 1999, when population growth forced a move to a new building at 11000 Ruth Road. The library will announce specialized events for the anniversary each month in its newsletter, website, Facebook and Twitter accounts. In February, the library’s Friends Foundation will start a 25-cent donation drive to buy a new educational computer for the children’s area. The celebration will culminate in November to honor the community’s continued support. “Whether it’s locating health information, teaching a child to read or just having a place to read the newspaper … the library is a vital resource to the community,” Porsch said.

MARENGO – A financial crisis at the Marengo Park District will leave residents without a public pool this summer and might force a voter referendum to improve district finances bleeding red ink. The move still will leave the district with a $40,000 operating shortfall for the upcoming budget, said Business Director Heather Shepard. It comes after board members this week took out a $75,000 loan to get through the current budget year, which ends April 30. “The hope of the Park District is that it could reopen the pool in the future, but financially it’s a difficult hurdle to get over,” Shepard said. The pool has operated with $30,000 annual deficits since 2002. It requires between $60,000 and $100,000 in repairs

to replace an antiquated filtration system being run by 14 filters designed to support smaller, residential pools. The 2014 closure means the many teenagers who work as lifeguards will have to find new summer jobs and officials will be forced to reorganize a few programs that use the pool. Residents also won’t have a public swimming option in their hometown – a traditional selling point for many suburban communities looking to attract young families. The district has been working with Woodstock on extending Woodstock pool rates to Marengo residents for the 2014 season, but the details have

not been finalized, Shepard said. “The pool definitely will be a big loss to the young kids this summer,” Shepard said. “They won’t have a lot of options.” The pool represented one of the last remaining amenities for a Park District plagued by financial mismanagement and revenue problems in the last decade. Officials have already cut staff to three full-time employees and closed the district’s day care facility. Despite ending 2012 with a minor surplus, the district has been hamstrung by nearly $1.96 million in outstanding debt tied to a 2003 expansion of its Indian Oaks facility.

Voters at the time rejected a referendum to fund the expansion, but former board members proceeded anyway with bonds structured to escalate each year based on the assumption that the district’s tax base would grow. Instead, the district’s base shrunk, losing more than $100,000 in property taxes the last four years combined. Board members in 2012 restructured $1.15 million in debt and leveled annual payments to be retired in 2020. Other financial needs are beginning to mount. With no extra money at its disposal, the district’s list of repairs has increased to 42 items, ranging from road resurfacing

to new laundry machines. The recent cold temperatures blew out two furnaces and froze 33 sprinklers inside the district’s main facility. Board members will meet later in January to begin prioritizing the repairs and brainstorming ideas to increase revenue and close the shortfall. The financial solutions may include contacting private individuals and businesses for donations. But the “No. 1” priority is crafting a referendum that would ask voters in Union and Riley Township to contribute tax dollars to the Park District, Shepard said. The potential referendum follows extensive efforts to shed more costs and keep the pool open in 2014, Board President Scott McCann said. Those failed efforts included grant opportunities and privatizing ownership of the pool, he said. “We have tried every angle, and we have reached dead ends,” McCann said.

HUNTLEY – Consolidated School District 158 parents can now guard against broken tablets brought home by their kids for a small annual fee and save on repair costs, the district board decided Thursday. Administrators proposed the voluntary, $25 annual protection fee after hearing concerns from parents about paying hefty repair costs for dropped or damaged tablets. The $500 digital machines have replaced textbooks in some schools for the past two years.

“A $50 textbook is a little less risk than having a $500 tablet,” Superintendent John Burkey said. “What we are proposing to do with this is essentially offer tablet insurance for families.” Nearly 6,000 students from Huntley District 158 are expected to be using tablets by the upcoming school year. The district started the digital transformation at Martin Elementary last school year and have since expanded the tablets to its elementary and middle schools. The $25 insurance fee would cover all repairs and damages to a student’s tablet.

Only 3 percent of the district’s total supply have needed repairs since officials started converting to tablets, said Chief Financial Officer Mark Altmayer If enough parents agree to pay, the collected fees also would help replace older tablets in future years, Altmayer said. But some board members questioned how the district would administer and manage the protection program. Administrators said they still are creating procedures for the program but wanted direction from the board since kindergarten registration starts in February.

Board President Don Drzal said the fee even seemed unfair to parents who would be introduced to tablets for the first time this year, although he noted that parents ultimately have the option to pay for the protection. “It doesn’t matter. It’s not relevant,” member Tony Quagliano told Drzal. “[The fee] is a positive option that provides peace of mind to our community ... to protect them against some high potential of cost.” Members approved the protection fee, 5-1, with Drzal voting against it. The sluggish economy and the fact that the district’s fees are higher than other area school districts convinced district officials to keep the fees flat, Altmayer said. “We understand where we are at in this economy, and we don’t feel it’s appropriate to increase fees for the parents,” he said.
